Abstract:
Major General Ivan S. Ulyanov served more than ten years in Poland. He was one of the most famous public figures of the Don Region in the mid-nineteenth century. Ulyanov was an officer of the headquarters of Grand Duke Konstantin Pavlovich and was captured by the Poles during the November Uprising of 1830–1831. He wrote a number of manuscripts about Poland and made translations from Polish into Russian, most of them remained unpublished during his life. Among the most interesting materials, there are, in particular, his “Notes” about the Polish captivity, which were published by the famous Don Region historian Khariton I. Popov in the early twentieth century, in regional editions. Later they were forgotten. In the article, for the first time in historiography, an attempt was made to systematize Ivanov’s materials related to Poland. Both published and unpublished documents from the State Archive of the Rostov Region (GARO) have not yet been put into scholarly circulation. The author analyzes the circumstances of appearance of these materials, Ulyanov’s biography and his thoughts. The author concludes that Ulyanov’s work is interesting both as evidence of contemporaries, containing factual material about Poland in the years of 1830–1831, and as a cultural phenomenon as such. It is considered to be unique, because it is the first Polish-Russian translation made by a Don Region author. Also, it was an expression of a certain concept of Russian-Polish relations, formed under the influence of Grand Duke Konstantin Pavlovich. This concept assumed friendship and cooperation between the two nations, but under the condition of the Russian domination over the Poles.

Abstract:
Introduction. Red Soviet Cossacks were little studied by Soviet historical science, because their presence and number did not always correspond to the theory of class struggle. Most Cossacks opposed the Bolsheviks during the Civil War, but the Bolsheviks always tried to create their red Cossack military units. At first they tried to revive the old Cossack regiments of the tsarist army, but under the command of Soviet power supporters. Then they tried to mobilize the Cossacks in the Red army, but the mobilization did not give the expected result. Materials. The source used materials from the Cossack Department of the All-Russian Central Executive Committee of the State Archive of the Russian Federation; funds of the Red Cossack units in the Red Army (23rd Infantry Division) – Russian State Military Archive; information material on the Cossack parts of the Russian State Archive of Social and Political History; similar documentation stored in the funds of the Center for Documentation of Contemporary History of Rostov Region. The author used publications of Bolshevist and anti-Bolshevist periodicals, which show how the Don Cossacks and their Bolsheviks and their opponents characterized the Red Don Cossacks. Analysis. In summer 1918, the interest of Cossacks in economic relations with the cities of Central Russia played an important role, and some Cossack settlements supported the Bolsheviks in order not to break these economic contacts. Nevertheless, Cossack Soviet regiments were created by September–October, 1918. They consisted of volunteers, and their quantity was limited. In the documents of the Cossack Department of the Central Executive Committee we find refers to 4 Soviet Cossack regiments created in the first year after the October revolution. In fact, there were more Cossack units, but not all of them reached the number of a regiment. At the end of 1918, when the Red army launched the offensive, the number of Soviet Cossack regiments increased. Results. When forming Soviet Cossack regiments, the Bolsheviks tried to use old organizational forms – to revive the Don Cossack regiments of the tsarist army, but under new leadership. It succeeded partially. The attempts to mobilize the Cossacks in the Red Army did not give the expected result. In the event of sharp changes in the situation at the front in favor of the enemy, the mobilized either switched to his side or went home. The basis of forming Soviet Cossack units in 1918 formed the principle of voluntariness. Soviet Cossack units were formed primarily under general democratic slogans and where there was no obvious conflict between Cossack and non- Cossack population. In 1918, while the Bolsheviks did not pursue the policy of food dictatorship and did not curtail trade, a significant role for the Red Cossacks was played by the factor of their economic ties with large Russian economic centers. Cossack regiments of the Red Army inherited the high fighting qualities of the Cossack units from the old tsarist army, maneuverability and stamina inherent to the Cossacks, as evidenced by the high score they were given by the representatives of the hostile camp.

Abstract:
Aim. To analyze and summarize the data of the DIREG-2 study of the nonalcoholic fatty liver disease (NAFLD) register in Rostov-on-Don versus those in Russia. Materials and methods. The prospective disease registry study encompasses an epidemiologic, observational, cross-sectional, multicenter study estimating the prevalence of NAFLD in outpatients in Rostov-on-Don. A total of 3200 patients participated in this study. The investigators were 65 outpatient physicians. Epidemiological data were obtained during two patient visits to the research centers. Results. The key result obtained from this study was the significantly higher prevalence of NAFLD in Rostov-on-Don than that in the general population (40.4 and 37.3%). In addition to the higher prevalence of NAFLD, there was also a higher spread of risk factors (RFs), such as abdominal obesity, female age of 45—55 years, and hyperlipidemia. Conclusion. The prevalence of NAFLD in the outpatients of Rostov-on-Don was 3.1% greater than that in Russia; this might be due to the significantly higher spread of some RFs (abdominal obesity, female age of 45—55 years, hyperlipidemia). The findings are undoubtedly necessary for the elaboration of measures for the primary and secondary prevention of NAFLD in Rostov-on-Don.

Abstract:
It is annually produced 400 thousand tons of solid waste in the city of Rostov-on-Don, which is taken for disposal to landfill at the Northwest industrial area of the city. Nearly 60 tons of waste enters Rostov Material Recovery Facility every year for the sorting, extracting commercially attractive factions, pressing, briquetting and subsequent transportation of residue tail to the landfill. However, the percentage of recycling in Rostov (10%) remains low, as a result of the shortcomings of the system. Recently, the Administration of Rostov-on-Don has produced a development strategy of integrated municipal solid waste management to create a new system of waste management in Rostov-on-Don. The strategy focuses mainly at Resource efficiency, which is a blend of good infrastructure, collection and design, with a dash of innovation and a strong policy framework to back it up. For the successful implementation of the strategy it is necessary to introduce an integrated system of municipal solid waste management using GIS. The methodology of integrated system with using GIS was developed by specialists of City Planning and Community Development Department of the Rostov State University of Civil Engineering. It includes implementation of collection and storage of waste and environmental data along with vehicles navigation system through ArcGIS ESRI software. It helps to facilitate collection operations, to analyze optimal locations for transfer stations, to plan routes for vehicles transporting waste from residential, commercial and industrial customers to transfer stations and from transfer stations to landfills, to calculate amount of waste collection sites in accordance with the population density and volume of bins, to locate new landfills and to monitor the landfill. GIS is a tool that also provides a digital data bank for optimization of waste collection sites allocation according with implementation of General City Plan. The territory of Rostov-on-Don has been chosen for case study. GIS allowed to make situational (operational) decisions for implementing the strategic approach to the municipal solid waste management plan of the city and supported innovative accompaniment of the process of development and implementation of priority national projects, targeted programs of ecological reconstruction and strategic plans of socio-economic development of municipalities.

Abstract:
The author of the article for the first time refers to a little-known period in the biography of the writer-humorist A.T. Averchenko, who visited the Don in 1918-1919th. Cooperating with the local newspaper “Priazov Region”, Averchenko created a multi-genre “Rostov text”, which now numbers 26 publications and served as the material for the study. The biographical context allows to recreate publications in the magazines “New Satyricon”, “Theatrical Courier”, “The Don Wave”, the writer’s archive, memoirs of his contemporaries, etc. The relevance of the topic of the article is due to both the need for a scientific study of the biography of the emigrant writer and the tasks of literary local history, in particular, the possible perpetuation of Averchenko´s name in Rostov-on-Don (for example, with the memorial plaque on the building of the former editorial office of “Priazov Region”). Having indicated the characteristic feature of Averchenko’s creative path – touring activities – the author of the article sets the dates of his concerts in Rostov-on-Don in 1912, 1914, 1918, names the addresses (Asmolovsky theater, cafe “Empire”, theater “Grotesque”, etc.) and contacts in the civil and military spheres of the city. For the first time Averchenko’s way from Petrograd to the south in 1918 is reconstructed in details, the reasons of his departure from the capital are in many ways illuminated in a new way, littleknown data about his wife, opera singer E.F. Petrenko are introduced into scientific circulation. The reviews of the Averchenko´s Rostov concerts of humor are analyzed. Particular attention is paid to the civic self-determination of the writer, who for the first time found himself in the epicenter of the White Movement on the Don and supported it. Averchenko’s further social activities in Crimea are largely characterized as a logical continuation of the Rostov period, which together explains the reasons of his emigration.

Abstract:
Subject. The paper considers the current state and priorities of the transport infrastructure development of the Rostov-on-Don region with an emphasis on the effects of national and regional projects implementation. Objectives. The study overviews the statistical analysis of the current state of transport infrastructure in the Rostov-on-Don region, identifying key problems, determining the prospects and risks of implementing infrastructure transport projects. Methods. The methods of statistical and economic analysis are used. The available statistical indicators of the transport sector for 2000–2019 are analyzed. Results. The impact of infrastructure investment on economic growth is higher in regions with better-designed regional policies. At the same time, this conclusion only highlights the complexity of the channels through which infrastructure affects economic performance, as well as the problems that this complexity creates for empirical research. Studies on the relationship between infrastructure and economic growth have not produced definitive results. There is a positive correlation between the availability of regional transport infrastructure and availability of developed transport systems and economic indicators, for example, GRP. However, this correlation may reflect historical agglomeration processes, etc., rather than the current causal relationships. Conclusions and Relevance. The complex of infrastructural restrictions of the transport infrastructure of the Rostov region is the congestion of highways, the exhaustion of load-bearing road capacity and, as a result, the reduction of the transport permeability of the entire agglomeration. These problems put the implementation of projects to improve the transport and operational condition of the existing network of public roads, bringing the technical parameters and the level of engineering equipment of roads in line with the achieved traffic intensity levels among the priority tasks. The main tool for achieving the strategic goal is the Safe and High-Quality Roads national project. The implementation of the Rostov-on-Don Transport Ring project will also have a positive impact on the economic security of the region's road transport infrastructure.

Abstract:
The multimetric Phytoplankton Index of Biological Integrity (P-IBI) was applied throughout Rostov on Don city (Russia) on 8 Locations in Don River from April – October 2019. The P-IBI is composed from seven metrics: Species Richness Index (SRI), Density of Phytoplankton and total biomass of phytoplankton and Relative Abundance (RA) for blue-green Algae, Green Algae, Bacillariophyceae and Euglenaphyceae Algae. The average P-IBI values fell within the range of (45.09-52.4). Therefore, water throughout the entire study area was characterized by the equally "poor" quality. Negative points of anthropogenic impact detected at the stations are: Above the city of Rostov-on-Don (1 km, higher duct Aksai) was 38.57 in June, the lower inflow of the Temernik river which was 38.57- 41.42 in summer and below the spillway was 38.57 -34.28 in August. At these stations, samples with P-IBI values more than 56, characterizing water quality as "Fair", were not found in any of the observations. The negative effect on the water at the stations may be due to the influence of the closely located Aksai city and the impact of the Temernik River. In Russia P-IBI have not been used yet, so this study can be considered as the first study that’s conducted to assess the environmental status of the Don River by using the phytoplankton index of Biological Integrity and has developed scoring criteria of the Don River (P-IBI) and other watercourses of the south of Russia. The continuous monitoring relaying on the selection of the most suitable metrics score is recommended.

Abstract:
This paper discusses the construction of the urban identities in two Russian cities — Murmansk and Rostov-on-Don — located in Northern and Southern Central Russia respectively. This research investigates identity making, social memory and the redesign of the urban spaces of post-Soviet Russia. The paper examines the process of identity creation through the analysis of the memorial complexes in Murmansk and Rostov-on-Don and defines the predominate gender, historical and geographical narratives encoded in them. The memorial complexes chosen for the study are from Soviet and post-Soviet times, therefore the research examines to what extent the identities imposed during the Soviet era have been reproduced since. The paper deconstructs the monuments, approaching them from the perspective of human geography and revealing to what extent the identity of the Soviet North is connected with militarization and masculinity, how women are represented both in the North and South, and whether the Soviet past has been reconsidered in post-Soviet commemorative monuments. The paper compares this with the perception of the city and the chosen memorials by local citizens thorough surveys. It contributes to the ongoing debates on the Russian post-Soviet identity market, urban identity, power relations in the post- Soviet cities and the heritage of the Soviet ideology in the city environment.

Abstract:
The active use of the landscape features in urban areas for the architectural environment formation has become a topical method of urban planning in the USSR. Developed in the late 1960s the new master plans for the large cities in the country primarily emphasized the existing natural features. Rostov-on-Don was no exception. Here, the main principle of urban planning in the early 1970s began to focus on the urban development disclosure in the direction of the Don River, which continued the tradition of the general plan of the 1930s and the post-war reconstruction concept. It was planned to demolish the dilapidated and warehouse buildings that had built up the slope descending from the city to the river, as well as to preserve the valuable historical sites and create the new structures in the form of modernism. The article analyzes the principles of the formation of silhouette buildings in Rostov-on-Don from the central embankment side. In the course of field studies and photographs, a panorama of the central embankment of the 1970-1980s city was compiled, the planning of the panorama, spatial landmarks and axes were revealed. The objects of modernism participating in the silhouette creation are analyzed as well as their role is determined depending on their location relative to the river (on the embankment, on the slope, in the central building). Unrealized structures of the 1970s, revealing the general principles of building spatial landmarks, have been studied.

Abstract:
In this paper, the results of an investigation of the diversity in microflora species in water bodies of Rostov-on-Don are presented. Susceptibility/resistance of isolated strains to antibacterial drugs (ABD) was studied. A portion of nonfermenting microorganisms (NFMs) constituted of 42.9 %, Enterobacteriaceae family - 28.2 %, Aeromonadaceae family - 23.7 %. In NFM group the sensitivity to all ABD was exhibited by 37.5 % of strains, 43.4 % of strains showed resistance to one antibiotic and 6.3 % were polyresistant (resistance to 3 and more antibiotics). No susceptible strains were detected among Enterobacteriaceae. The resistance to 3 or more ABD for Enterobacteriaceae accounted for 80 %, for Aeromonas - 72 %. In all groups of tested microorganisms, results of the investigation showed a high proportion of strains susceptible to ciprofloxacin, doxycycline, ceftriaxone, levomycetin, gentamicin, imipenem, meropenem, cefoperazone, cefepime. Among Enterobacteriaceae and Aeromonas strains isolates carrying the markers of resistance to ampicillin, nalidixic acid, furagin, co-trimoxazole were found frequently. The performed research of microbial communities in water bodies of Rostov-on-Don made it possible to identify dominant groups of microorganisms in the investigated objects, to reveal pathogenic and opportunistic bacteria, evaluate their antimicrobial resistance with the aim to determine a degree of their potential danger to human health

Identified are criteria for assessing the competence level of the academic staff of the local university, formulated by students of the Rostov State University of Economics. It is argued that university students are endowed with a certain experience of interaction with the teaching staff and the relative objectivity of the assessment of both the experience itself and those components of the educational process that must correspond to the professional competencies of each lectures. The relevance of the issue is justified by the author’s research conducted in the social network “VK”, where group conversations were created with the deep involvement of students of the participating groups. During the 2020–2021 academic year, students were asked to evaluate the professional competencies of the teacher (the author of the article) according to certain criteria, but without categorical reference to the specified ones, i.e. students could independently formulate assessment criteria and the level of competence within a separate discipline, knowledge of teaching techniques, information and computer technologies, software products, podcasts, tools of social networks and messengers, etc. The key focus was on information and computer technologies and their implementation in the educational process. The study involved 107 students of different groups, bachelor’s and master’s degrees. The analysis is based on statistical data that depicts activity of resident as well as non-resident credit corporations in every city. Our research shows that there are two leading cities, namely Yekaterinburg and Kazan, with different strategies: "strong banks - open market" in the first case and "strong banks - partly closed market" in the second one. Other most successful banking centers (Rostov-on-Don, Novosibirsk, Chelyabinsk, Nizhny Novgorod and Samara) develop mainly in line with "the Yekaterinburg model", not that of Kazan.

Presented is developing of an algorithm for using information and computer technologies in the research work of the psychological service of universities in order to quickly respond and resolve the occurrence of conflict, psychological and other unstable situations between interacting internal and external audiences of the university. The relevance of the issue is emphasized by the author's research and the low efficiency of the psychological service with students and teachers of the university, which was revealed on the basis of numerous surveys of all test groups during 2020–2021. The study was conducted using a Google questionnaire, a representative sample — general contacts in social networks and messengers, as well as direct mail. The Google-form automatically summarized and structured the survey results after receiving the responses. The results are used to identify the key vector of constructing the algorithm of the psychological service of the Don State Technical University with the intensification of the use and deep penetration of information and computer technologies in this process. It is confirmed that the surveys of students and teachers of the university with the help of internal network resources or printed questionnaires, currently conducted by universities — are not the whole algorithm of those technologies that are available and acceptable for providing timely and professional psychological support to all representatives of the university conglomerate. The results of the study were discussed collectively at the Don State University and other universities in Rostov-on-Don online, on the platform “Boiling Point” in May 2021.

Abstract:
The article considers the value of the market capacity indicator for the effective operation of a modern organization. The definition of market capacity indicators that will be used in this study is given as the actual or potential number of products that are sold or may be sold in the future for a certain period of time in the market under study. Market capacity indicators are estimated for the company Mir Kraski LLC, which is located in Rostov-on-don. We study competitor companies selling paint and varnish materials in the construction market of the Rostov region, study the types of competitors and determine their place in relation to the organization under study. Based on statistical data, we study the performance of the production volume of paints, analyzes the seasonality of demand for these products, calculated potential, actual, and available market capacity covered by the organization that sells building materials and its main competitors. The dependence of sales on the season is revealed, there is an increase in the spring months and a decline in sales in the fall. The analysis will be carried out on the basis of activities such as wholesale and retail trade in building materials, taking into account the location, market level, assortment of goods and the involvement of middle-level consumers in trade relations. According to the results of the analysis, it was revealed that the organization under study occupies the third place among its competitors on the basis of calculating the potential, actual and available market capacity, and it is concluded that it is possible to use market capacity indicators to assess the organization’s effective activity. The company “World of Colors” was invited to introduce new strategies for the development of the organization’s economic activity so that in the future it could outperform the economic indicators of competing firms.

Abstract:
Introduction. The Russian-Turkish war of 1806–1812 was the longest military conflict between Russia and Turkey. In the hope to force the Turks to peace, Russian troops crossed the Danube several times and fought for key fortresses on its banks. One of the battles on the right Bank of the Danube in 1809 was won practically by the Don Cossacks alone. In this battle Russian troops were led by such famous military leaders as Bagration, Miloradovich, Platov. After this battle Miloradovich and Platov were promoted to “full generals” (general in chief). Methods and materials. This battle is also interesting because the state archive of Rostov region has a very detailed collection of documents about it. Of all the documents relating to this war, the greatest number refers to the battle of September 4, 1809, because after it Don ataman Platov received his highest rank. The purpose of this study is to identify reasons for such an unusual victory. Analysis and results. The author investigates the course of the battle in detail using archival materials. The study shows that Russian forces were twice as superior to Turkish ones; during the battle, the command made a number of mistakes, which did not allow to completely surround the Turkish troops. High awards received by the command for this battle did not quite correspond to the level of success. The Russian commanders had friends at court and this partly affected the awards.

Abstract:
In the context of the COVID pandemic, there has dramatically increased the significance of distance learning technologies. Higher education will most probably increase their usage even after overcoming the coronavirus. This paper aims at assessing Russian university students’ readiness to exercise distance learning technologies. The survey within Rostov-on-Don universities provided data on 428 students’ skills in using Internet technologies when studying. It is shown that in the pre-pandemic period, no more than a quarter of students had the necessary skills to participate in video conferences, and about 16 % of students took online courses autonomously. Only 6,5 % of the respondents could manage both technologies that comprise distance learning. The results obtained on the relationship between academic performance and self-participation in online courses, as well as on the relationship of these indicators with general digital literacy and immersion in social networks, should be taken into account within wide computerization of education during the pandemic.

Abstract:
Relevance. In the context of the ongoing pandemic of coronavirus infection, the course of viral pneumonia is often complicated by the addition of bacterial microflora due to a decrease in the body's immune status. The causative agents of such a co-infection can exhibit multiple drug resistance, which significantly reduces the effectiveness of etiotropic therapy. In this regard, it seems expedient to provide microbiological support to patients in order to select the most optimal treatment regimens. Aim. To study the composition of bacterial pathogens’ species, that cause community-acquired pneumonia (CAP) in corona-positive (COVID-19+) and corona-negative (COVID-19–) patients and to determine the spectrum of their sensitivity/resistance to antibacterial drugs. Material and methods. The species composition of microorganisms in sputum samples from 723 patients with CAP, who were admitted from the healthcare facility in Rostov-on-Don in August and December 2020 were studied. The isolated cultures were identified using bacteriological and mass spectrometric methods. The sensitivity of bacteria to antibiotics was determined by the disk diffusion method. Results. It was shown that in August pneumococci and staphylococci prevailed in the spectrum of CAP pathogens, while in December the percentage of excretions of Acinetobacter spp. and S. haemolyticus increased. Various types of p. Candida yeast were found with a high degree of isolation, COVID-19 + patients showed a tendency towards greater contamination (I104 mcl/ml). Some pathogens (A.baumannii, S.haemolyticus, P.aeruginosa, S.maltophilia) are characterized by polydrug resistance, and some strains of these species are pan-resistant to all groups of antibiotics. Conclusion. The data obtained demonstrate that severe forms of community-acquired pneumonia can be caused by viral-bacterial and viral-bacterial-yeast combinations of pathogens, including bacteria with a narrow spectrum of sensitivity to antibacterial drugs.

Abstract:
The article presents an analysis of the results of a study aimed at studying the formation of legal awareness in students with hearing defects. Features of the legal consciousness of this contingent have become an independent subject of psychological analysis. Legal awareness as a form of social consciousness is considered as a legal mediation and awareness of social phenomena. In accordance with the way legal phenomena are reflected in the legal consciousness, legal ideology and legal psychology are distinguished. The latter is directly dependent on the level of development of legal science. This means that legal awareness is a product of public consciousness and the result of individual, personal understanding. At the same time, it is legal psychology that determines the degree of effectiveness of legal ideology. If legal ideology is a certain system of views, theories and concepts that express the understanding of law in society, then legal psychology is feelings, moods, certain behavioral attitudes and orientations associated with the legal phenomena that are observed in this state and society. Attention should be paid to the characteristics of legal awareness as a general psychological category. This article analyzes the formation of legal awareness in hearing-impaired children, based on the experience of sign language teachers of the Rostov-on-don state educational institution.

Abstract:
The paper contains the results of the technical and technological analysis of ceramics from the Eneolithic layers of the Rakushechny Yar settlement. It is located on the Porechny Island (the Don River, Rostov Region, Russian Federation). The methodological basis of the conducted research is a historical and cultural approach to the study of ancient ceramics, developed in Russian archeology by A.A. Bobrinsky. The methods of the research are binocular microscopy, trasology and experiment (physical modeling). 141 samples of ceramics (conditionally separate vessels) from layers 5-2 of Rakushechny Yar were subjected to a microscopic examination. The obtained technological information allowed us to reconstruct techniques and methods of Eneolithic utensils manufacturing at all stages of production - preparatory, creative and fortifying stages of pottery technology. Based on these data, the paper presents a general description of the Eneolithic pottery. A comparative analysis was made of the pottery technology of the Neolithic and Eneolithic population that inhabited the Rakushechny Yar site. According to its results, the similarities and differences of the Eneolithic and Neolithic pottery traditions are highlighted. Particular attention is paid to the question of the possible origins of new traditions, which became widespread during the Eneolithic. These include silty clays selection traditions, the introduction of artificial additives into the molding composition: crushed shell, bird fluff and sand.

Abstract:
The article is focused on Lesia Ukrainka’s famous drama The Stone Master (Kaminnyi Hospodar), her remake of the Don Juan legend. The author of the article, Ukrainian philosopher Volodymyr Yermolenko, localizes Lesia’s masterpiece in a broader European tradition of the legend. He compares The Stone Master with the previous version of the Don Juan legend, by Tirso de Molina (The Trickster of Seville), Moli re (Dom Juan), Mozart (Don Giovanni), Hoffmann (Don Juan), Grabbe (Faust and Don Juan) and others. He analyzes Lesia’s originality within this tradition. He also reads The Stone Master in the context of the dialogue between different epochs: the Baroque, Classicism, Rococo / Enlightenment, Romanticism, Post-Romanticism. Each of the epochs develops its specific version of Don Juan legend, according to Yermolenko, which reflects a specific concept of human being and human relations developed at each particular period. While the “Baroque” Don Juan of Tirso de Molina marks the crisis of the culture of honor, the “Classicist” Don Juan of Moli re shows the development of a culture of knowledge and general concepts, and the “Romantic” Don Juan of Byron and Hoffmann is a symptorm of a new 19th century culture of will and transformation. In this respect, it is important to look at Lesia Ukrainka’s text as a battleground of “Romantic” will to freedom and “Post-Romantic” (or fin de siècle) will to power. In this context, Yermolenko reads The Stone Master (written in 1912) as a criticism of the fashionable topic of “will to power”, and as a political warning, with Lesia Ukrainka showing the upcoming horrors of the 20th century’s authoritarianism and totalitarianism. With the help of the concept of eropolitics, the author shows how, through the erotic topic, Lesia Ukrainka passed a major political message to her epoch — and ours as well.

Abstract:
The aim of the study is to assess the modern Russian practice of strategizing social and economic development of large cities. Methods used for the research were content analysis of urban strategies developed in accordance with the requirements of Federal Law No. 172-FZ “On Strategic Planning in the Russian Federation”, followed by a logical and comparative analysis of methodological approaches to address key objectives of strategizing tested in practice. These tasks include: assessment of the achieved goals and the social and economic development potential of a large city, identification of its competitive advantages, justification of strategic goals and targets, definition of the appropriate amount of financial resources, selection of the strategy implementation mechanism. Object database of our study includes the cities of Voronezh, Kazan, Kaliningrad, Magnitogorsk, Novosibirsk, Penza, Rostov-on-Don, Tver, Tolyatti and Ulan-Ude. The analysis made it possible to identify several significant weaknesses inherent in the mass practice of strategic municipal planning. The first one is the inadequacy of the used methodological approaches to the complicated character of key tasks of municipal strategy development. The second one concerns the absence of clear, unambiguously interpreted requirements that define the required quality level for the results obtained in the solution of key tasks. The third one is a non-systematic planning process, manifested in weak coordination between the main components of the strategy (mission and strategic goals, strategic goals and objectives, strategic goals and management tools and financial resources that ensure their achievement). The fourth one is the limited number of participants when developing strategies, which significantly reduces the abilities to include the interests of different stakeholder groups. The main reasons for the presence of these weaknesses were determined. In order to improve the quality of strategic municipal planning it is necessary to focus the activities of public authorities on their elimination.

The number ahd composition of microflora of dispersion rocks are experimentally studied. The assessment of the possible effect of microbiological processes occurring in dispersed rocks on their engineer and geological properties is given. Findings. Chemical pollution of masses that are composed of dispersed rocks, on urban ecosystems and its intensity are the result of waste water infiltration and chemical activity of dispersion rocks. It leads to the development of engineer and geochemical processes disturbing physical–chemical and biogeochemical equilibrium in dispersed thickness and homeostasis of natural-technical system on the whole, that can worsen conditions of man vital activity as well. The assessment of the presumable influence of microbiological processes occurring in areas with dispersed rocks on the engineering-geological properties of the composing rocks has been given in the paper. These problems are urgent for all urbanized territories formed by the massives of dispersed rocks.

Abstract:
The article is devoted to student letters "to the authorities" in 1918 – early 1920s, taken as a source for studying the student corporation during the Civil War. The research is limited to the Cossack regions of the Russian South – Don and Kuban, centers of the armed struggle against the Bolsheviks. Higher education institutions were founded there shortly before the revolution. As a result of a powerful intellectual migration from Petrograd and Moscow, new universities were founded in 1918–1919. Student letters used in the study were obtained from the archival funds of higher educational institutions, government and administrative bodies of the State Archive of Krasnodar region, the State Archive of Rostov region, and the Professional Education Department Main Collection of the State Archive of the Russian Federation. Recipients’ and addressee’ statuses, time, subject, and motivation for writing are taken as parameters and considered in the analysis of letters. Attention is given to notes, official inscriptions on the documents, as well as accompanying letters, official answers, autobiographies, questionnaires, etc. The content of letters is examined within the context of the higher education space formation, along with migration processes of the revolutionary years, and the situation of civil confrontation in the South of Russia. Later, the authors of some letters became known in various fields; the discovered texts help recreate the milestones of their early biographies, especially since many tried to conceal the fact of their life and schooling on non-Soviet territories. The research reveals specific themes and plots of student letters "to the authorities", their value as an authentic source of information. These themes are admission / transfer to another institution, student mobilization, ways of solving material problems, and the activities of student organizations. The author notes how the contradictions within the anti-Bolshevik camp (clearly pronounced on the Don and Kuban) influenced the content of the texts. This is especially true for collective messages "to the authorities" that defended the interests of particular groups or students as a whole. It is shown that the interpretation of certain events and processes was determined both by the real needs of the authors of the letters and by the current political situation. In general, letters "to authorities" are an important source for reconstructing students’ daily life and the vital functions of higher education institutions in extreme conditions.

Abstract:
Introduction. The article analyzes the contents of the monograph “Warriors and Peasants: The Don Cossacks in Late Imperial Russia” of modern English historian Shane O’Rourke, who is the prominent representative of western English-language historiography. Discussion. The authors note that researches of western (English-language) historiography are the most productive in studying the history of the pre-revolutionary era Cossacks abroad. Analysis. Shane O’Rurk reveals not only political and military plots from Cossacks’ history, but also everyday life of the Don Cossack Host in his book. The author focuses attention on such key elements of Cossack history as the mechanism of consolidation of the Cossack world, Cossack motivation, relations between men and women in Cossack stanitsas, organizing Cossack landed property etc. The conclusions Shane O’Rurk made studying the Don Cossacks during its transformation of the late 19th – early 20th centuries are important for the historiography of the Cossacks. In this period he emphasizes on the idea of inevitable, but, perhaps, nevertheless not final disintegration of Cossacks as estates. Shane O’Rurk recognizes country essence of the Cossacks and therefore it seems to him that there is good reason for the parallel between “accident of the peasantry” and inevitable accident of the Cossacks. Shane O’Rurk, developing the myth about special relationships of the imperial power with the Cossacks, focuses attention on the fact that traditionalism became an ideological and practical base of existence of the Don Cossack Host. Shane O’Rurk comes to the conclusion that Don Cossacks nevertheless had chances to avoid final disintegration as the class component of Cossack “nature” had a unique phenomenon of ethno-social identity which was improving in cultural interaction with other people. Results. The authors of the article come to the conclusion that the main value of Shane O’Rurk’s work consists in representing the history of the Don Cossacks, which appears not closed on itself, but placed in the general context of Russian history.

Abstract:
The paper seeks to discuss the origin and development of North American philosophy of technology against the background of the phenomenological canon. More specifically, it traces the trajectory of Don Ihde’s thought, whose “Technics and Praxis” (1979) is usually cited as the first North American book specifically described as a philosophy of technology. While the phenomenological tradition provided a firm foundation for Ihde’s project, it has never acted as a rigid conceptual framework. Enriching his theoretical perspective with insights taken from the engagements with pragmatism, Ihde departed from Heideggerian-style traditional phenomenological analyses of technology in a number of ways, which this paper discusses. In most general terms, as I argue, Ihde has reversed the direction of Heideggerian inquiry that concentrates on how concrete tools and procedures disclose their underlying reality and thus moved towards the analysis of technologies in their particularities. This shift has allowed him to approach the multidimensionality of technologies as material cultures within a lifeworld and explore the different aspects of experience that result from human-technology relations as embedded in specific cultural and social dimensions.

Abstract:
Modern sunflower breeding is significantly diversified due to the different needs of agricultural production. The breeding of sunflower varieties and hybrids is carried out at V.S. Pustovoit All-Russian Research Institute of Oil Crops (VNIIMK) in all areas in demand on the market and is based on fundamental biological research. In the field of breeding for faster maturing, the following commercial cultivars were obtained: very early maturing, cv. Skormas and the three-way hybrid Achilles, early maturing cvs. Varyag and Uspekh, medium maturing cvs. Amelie, Aris and Aurus. Within the framework of breeding for immunity, eight hybrids and one variety have been produced. So at the Don experimental station (Rostov region), productive hybrids were bred, resistant to the virulent broomrape of the G race due to the presence of the Or7 gene: ‘Gorstar’, ‘Gorfild’, ‘Grant’, ‘Status’, ‘Fogor’ and the three-way hybrid Nika. On the central experimental base, the following were obtained: the mid-early hybrid Typhoon and the earlymaturing variety Platonych with resistance to common races of downy mildew and a high oil content of achenes (up to 53 %) as well as the mid-early hybrid Tayzar, which is simultaneously resistant to virulent races of broomrape and to the causative agent of downy mildew. The early maturing large-fruited sunflower variety Belochka was included in the“Russian State Register of Selection Achievements…”, and the large-fruited varieties Karavan, Konditer and Kalibr are currently undergoing state tests. The breeding use of germplasm with genes for herbicide resistance wasaccompanied by their extensive genetic study. A practical recommendation for all three alleles of the ALS gene (Imr, CLHA-Plus, Sur) was the need to create homozygous hybrids for their reliable use in appropriate production systems. For Clearfield technology, the hybrids Imidzh, Arimi and Immi have been developed; for Clearfield Plus, the hybrid Klip; and for Express Sun (or SUMO), the hybrid Surus. Klip and Surus are mid-oleic. All newly developed fertile ornamental sunflower varieties – Aurelia, Fizalia, Zhemchuzhny, Rumyanets, Agat and Mazhor – were transferred for practical use to a sterile CMS RIG basis. Thus, new achievements have been attained across the entire spectrum of modern trends in sunflower breeding.

Abstract:
The article investigates foundations of work and functions of the Bukhara branch of the Azov-Don commercial bank. In soviet historiography banks were considered as colonialism tools (both Western and Russian). On the basis of archive data the author proves that finance institutions of the Russian Empire took into account the local specificity and stimulated production of export-oriented goods. The author uses inter-bank correspondence, annual reports of the branch director and materials of the Bukhara branch audit. For the first time active and passive bank transactions were researched, expenses and incomes of the bank were analyzed and personnel of the bank was studied. The author, in contrast to soviet and post-soviet researchers thinks that banks were not monopolists in economy of the Middle East. The Azov-Don bank had got a broad network of branches (4 branches) in the Middle East region. It tried to take in hand the export of cotton and fruit but could not become a monopolist in economic life of Turkestan. The principle cause of ‘failure’ according to the author was the adjustment of the bank to real economic relations in the Turkestan Governorship-General and khanates. Modernization of Central Asia economy, according to banks implied financing of export crops and intermediary between the metropolitan country and periphery. ‘Colonial’ periphery seemed to be an appealing field for investment and super-profit, but speculative nature of Turkestan economy stopped banks’ development. As a result economic modernization of the Middle East slowed down and opened the way to the soviet experiment.
