Full textThis dissertation addresses the role of religion in international relations. Through an extensive study of the evolution of the international policies of Indonesia and Malaysia since their independence, it looks at the way this factor has been tackled by the successive governments of both states. The proposed approach does not limit itself to government foreign policies: it also looks at the way private religious organizations are organized at the global level, in order to understand their interactions with official policies. The starting point is to consider that foreign policy aims at spreading the national identity vision that is promoted by government elites. The role of religion in foreign policies is therefore closely linked to the position it occupies in the context of the negotiations associated to state building and the construction of a national identity. Facing the religious revival which occurred in Southeast Asia in the 1980s, the relationship between institutions and religion has evolved: Muslim civil societies have become more closely associated to a global Muslim community, which has prompted both governments to react to crises which did not previously seem to concern them directly. Religion however constitutes a factor which it is difficult to integrate in a coherent way to a national policy, since it cannot be reduced to compromises linked to national interest. It is partly in order to overturn this difficulty that governments have been inclined to externalize some religious aspects of their international policies, delegating to private economic or social actors the responsibility of their religious international projection

Full textThe principal object of this thesis is to demonstrate the relationship between Iran and Europe since the Change of Iran's political system in 1979. First of all, we will explain Iran's relationship with three important european countries, that is France, Germany and England, during the war between Iran-Iraq. This followes the period between 1979 and 1992, when there was no relationship between Iran and the European Union. Next, we explain the development of the relationship between Iran and the E. U. From 1992 until 2003, taking in to accont the critical and global dialogue between these two protagonists and underlining the importance to Iran of the conditions laid down by Europe : respect for human rights, etc. In effect, the coming to power of an islamic regime has completely changed the political orientation of Iran's foreign policy. The domination of idealogical criteria, resulting in an islamic slant to international policy, has caused a major upheaval in relations between Iran and Europe, as well as the United States of America. The result has been the isolation of Iran on the international political landscape. But because of a divergence in views between the USA and Europe in matters of international policy, Iran has tried to exploit this situation in order to develop its relationship with the E. U. Since 1992 despite the U. S. A. Remaining hostil to this development. On the other hand, because of Europe's strategic need for Iran, the E. U. , has resisted americain pressure to end the critical dialogue (from 1992 to 1997) and the global dialogue (from 1998 until now) with the iranian gouvernment. Despite a tense and contradictory relations between Teheran and certain european nations during the Iran-Iraq war, the normalisation of Iran's diplomatic relationship, during the time of the Rafsanjani and Khatami gouverments, with Europe was the only option for the iranian administration if a provisional solution to the deep crisis in Iran's political, economic and social life was to be found. Neverthless, the recent agreement (2003) between Europe and U. S. A. , on the subject of Iran's atomic ambitions, has demonstrated that Iran can no longer use diverging between these two worlds powers as an answer to its internal and external problems. This is why, since 2003, the relationship between Iran and Europe has entered a new phase

Full textOver the last fifty years, Turks and Moroccans have come to form the two largest diaspora groups in Western Europe, with the largest numbers in Germany and France respectively. The states of origin of these populations have developed a wide variety of policies aimed at their citizens abroad, amongst which Islam has figured prominently. For decades, the official institutions of state religious governance in Turkey and Morocco, the Presidency of Religious Affairs (Diyanet İşleri Başkanlığı) and the Ministry of Habous and Islamic Affairs, have actively engaged in providing support to Muslim groups in France and Germany, from sending imams to directly financing mosques and the associations that run them. This doctoral thesis seeks to respond to the following questions: how and why are Turkey and Morocco able to govern Islam outside of their national boundaries, and what are the consequences for the development of Muslim fields in France and Germany? Based on over one hundred interviews carried out with diplomats, state religious officials, and non-state religious actors in all four countries, this study argues that in contrast to France and Germany, the Turkish and Moroccan states consider religious governance as a distinct domain of public policy. Thanks to diplomatic cooperation and converging interstate interests, both home states have been able to expand their religious activities within transnational Muslim fields. In particular, Turkey and Morocco seek to promote a legal-rational model of religious authority and a national form of Islam, ultimately reinforcing both the position of home state religious institutions and ethno-national boundaries in religious fields abroad

Full textThe analysis of the situation of mass destruction weapons in the Islamic crescent, dangerous areas spreading from the Indian sub-continent to Maghreb (North-Africa), aims at identifying the principal causes of their proliferation at the end of the 20th century: the need of security, the willingness to dominate, the effect of the political and economic strategies of the great powers and the weakness of international law. Its second goal is to appraise their relevance in the different states of the studied region. This can be done in three different ways: the geostrategic analysis enables us to do the inventory, to define and to classify the many potential crisis that are likely to facilitate the development of mass destruction weapons. As far as ideological views are concerned, it is necessary to ponder over the possible attitudes of the major systems of thoughts = religions, political doctrines, strategic doctrines. . . Regarding such weapons and thus to define the cultural background studied issue. Finally, from the factual and eventual points of view, it is advisable to study the historical aspects of the different components of mass destruction weapons as well as the consequences of their proliferation on the strategic conceptions. On this base, it is possible to determine the bases, the characteristics and the effects of the politics of studied area countries regarding these weapons and thus to validate the initial hypothesis

Full textHow and with what means did king Abdel-Aziz succeeded in the reunification of the Arab peninsula? His impact on the history of the region takes between the two world wars. A period the ottomans were excluded from the near and middle east and the region was dominated by two powers of that era, France and Great Britain. Ibn Saoud succeeded in driving out the ottomans, conquered hail, al Hidjaz, annexes al Hasa. Istanbul recognized the sultanate of the ibn Saoud in Nedjd and the surrounding areas. Just prior to the First World War, Great Britain pressured ibn Saoud to support in political position. He refused, adopting instead, a neutral position. Right before the Second World War, he established friendly relations with the United States. With the discovery of oil in the peninsula, the united states become the first supporters of ibn saoud. The relationship between the two countries gave rise to anger of the English as they no longer held a strategic position in the area. The legendary personality and "Wahhabi" way of thinking enabled ibn Saoud to dominate the rebel tribes. Ibn Saoud created the al ikhwan movement. At the end of 1913 he found himself at the head of a faithful and nationalist army. The territorial conquest grows in number. At the end of the Second World War, many conventions and treaties limited the borders between the kingdom and the neighbor countries. However, protests regarding these borders persist even today. After reunification, ibn Saoud gave to his kingdom the name Saudi Arabia

Full textHow influent is the evangelical protestantism over american foreign policy? Evangelicals have established a lobby, in behalf of some well known evangelical pastors, not long after the enactment of the Civil Rights Act at the beginning of the seventies. Evangelicals traditionally more supportive of the democrats, chose therefore to give their votes to the republican party. Ronald Reagan, in close partnership with the neoconservatives, opened a space to the evangelicals while G.W. Bush while ruling the country, took into account their moral and religious considerations. Evangelical vote is a real issue for both parties in an election time. In the last decades, evangelicals have acquired an influent position in American politics along with their close allies, the neo-Conservatives and the Israël lobby, both of them defining a shared policy. On an international level, evangelicals along with neo-Conservatives are harsh defenders of Israel. Their partnership proved to be efficient, particularly concerning the enactment of the law International Religious Freedom Act ( Irfa) concerning religious freedom worldwide

Full textArab banks can be defined as institutions operating through traditional processes and are held at a majority stake by Arab interests. In spite of their position and functions among the worldwide banking system, they mainly stay underestimated. The first part is devoted to their evolution in domestic markets. In the beginning of the eighties, their environment was deeply modified. An era of uncertainty took the placed of an exceptional growth. The present crisis origin can be explained by the Arab banks expansion modalities whose main objective was market share maximization. Islamic and foreign banks development increased uncertainty. Then, Arab banks had to reconsider their strategic choices. Arab banks offshore expansion is analyzed in a second part. Relocating were due to several objectives and implantation modalities are multiple. The chosen strategy consisted in a simultaneous entry of several market segments. Nonetheless, the apparition and development of specific constraints led the banks to reduce the scale of their operations. It appeared that the maintenance of a presence abroad was an answer to overall income level stabilization. Policies on domestic and international markets were parts of a whole same global strategy. Its targets evolved : a diversification goal of profit sources replaced a growth

Full textAl Qaeda has become renowned thanks to a few symbolic pioneering terrorist attacks among which the most spectacular ones took place on 11 September 2001. The study of Al Qaeda’s complex profile with deep roots in history, politics and the society of the Islamic world, and of its evolution, helps to understand that the real menace comes not from one man, nor from a group, but from an overarching ideology dedicated to a defensive jihad, Al Qaedism. This radical ideology, built upon strong and coherent pillars, preaches a holy global war against the West. Radical fundamentalist ad hoc networks and local terrorist groups have amalgamated around the objectives and strategies of a common, codified Al Qaedism disseminated in cyberspace and have magnified the menace by reaching all the spheres of the international community. The dominating conservative political approach attempted in vain to prevent further terrorist attacks by putting in place a series of exceptional measures more repressive one than another. However, the growing radicalization and the unprecedented multiplication of terrorist attacks since 2001 demonstrate that the western models applied as such by Westerners to societies established on other fundamentals have not allowed to find a longstanding solution against Al Qaedism and rather increased the menace. Responses adjusted to the real menace, reinforced by the respect to human rights, have to be introduced by new multidisciplinary and synchronized strategies of deradicalization that take into account the war on ideas in order to depolarize the relations between Muslims and non-Muslims in the world. The adoption of preventive, proactive and reactive measures that find a balance between the needs of the fight against terrorism and the fundamental democratic values will have to aim first at gaining the hearts and minds of all the parties involved and to foster an alliance of civilizations

Full textIt is often said that, contrary to the case of Christianity, in Islam, spiritual authority and temporal power are inextricably bound. Considering the fundamental texts (Bible-Coran), we have demonstrated the theological and philosophical fragility of the above idea essentially politico-sociological. A long conceptual restoration, a few historical verities, relating the genesis and evolution of the couple religion/politics in the two monotheism: just as in contrast to Jesus, Mouhammad had been at the same time spiritual guide and political chief, there is not, strictly speaking, an absolute separation between temporal and spiritual "auctoritas" and "potestas", in the two religions. To say the contrary is to admit as a philosophical premise the laic dogma of modern thought. The "render to Caesar the things that are Caesar’s and to god the things that are god's" does not imply the separation, but just the distinction, between the two authorities. To establish a strict correlation between the "render to Caesar" and the later separation of the church and the state (1905), is consequently a reasoning simplistic reasoning simplistic and arbitrary. In reality, because the two religions take their origins in Judaism, they find a duality between the on earth and the next world, between the earthly and the heavenly. It is the articulation of this theological and metaphysical duality which induces all the rest: religious-political, temporal-spiritual, faith-law, sacral-profane. . . Etc. Without minimizing the theological, metaphysical, philosophical and historical differences which exist assuredly between the two traditions, it seems that Christianity and Islam recommend either the radical rupture between spiritual authority and temporal power, nor the absorption of one of the two authorities by the other. In our opinion, the two authentic traditions establish the authority of the two domains, inviting them to harmonic cohabitation

Full textPeace is often taken for granted by economists: economic policies, including those promoted by international economic organizations (IEOs), are assessed without considering military security, especially the risk of civil or international wars. Military expenditures, which are central in this respect, are under-studied. But IEOs (World Bank, IMF and GATT/WTO) are pillars to the world economy, and they could have enhanced military security through an economic contribution, but this project (designed at Bretton-Woods) was incomplete theoretically and partly implemented: The IEOs, owing to their specialized mandate and its interpretation, and because of the Cold War, have ignored defense spendings and arms trade, and have proved unable to support disarmament. The international financial institutions have financed the military expenditures of some countries directly or indirectly, and their inactivity in this field has lasted despite the end of the Cold War. Organized by the GATT, and then the WTO, the liberalization of trade has been much stronger in civil than in military industries, favoring the instrumentalization of the latter for civil economic purposes (pseudo-mercantilism). Globalization without international cooperation has disastrous social and political consequences. Admittedly, it has been framed by IEOs, but without taking into account power relations, intermingled with economic ones, or the social dimension of economic policy (including structural adjustment programs), which might exacerbate international conflicts and ethnic tensions, as shown by statistical analyses.

It first stands as an example of global issues such as transnationalism, social contention, globalization and environmental global issues. It then allows for an inquiry of the recomposition of the international order. It finally offers a field of discovery and implementation of various conceptual tools borrowed from different disciplines : international relations, public policy, political sociology et geography. We focus our attention mainly on actors and their interactions guided by a train of thought which combines theoretical, methodological perspectives and empirical research. Full textA research dealing with the repression of sexuality and the representatio9ns of male and female sexes in the catholic church of brazil. These subjects have been evaluated within the catholic action movement, in particular with reference to its youth branches representated by secondary and university students (1950-1967). And within the movement which succeded to it - the theology of liberation and the basic ecclesiastical communities. Catholicism has historically created some difficulties concerning human sexuality. Regarding the relations between sexes. One may find a certain social hegemony attribued to men and an ambiguous mystification about the women. This militant catholicism which has been analysed, in this thesis, has maintained some of this ambiguities concerning sexuality and sex relations: the sexual unification of "the human species" referred to as masculine gender; sexuality is condemned while celibacy and virginity are praised; eve, the women who "seduces", is condemned, whereas mary, the wom@an who "saves", becomes a myth. In spite of that , these movements have apparently surpassed these unspoken questions though the political consciousness given by the teaching of the gospel and througyh a certain idealisation of the loving couple "struggling" for the constitution of the christian family and the irruption of the social revolution

Full textBetween december 1953 and january 1957, the democratic republic of Vietnam (D. R. V. N. ) definitively secures its independence and tries to establish its power. But, on the same move, it has to admit a certain kind of dependence, therefore is sometimes powerless to direct its fate according to the decisions of its leaders. Although France has been defeated in Dien Bien Phu, the D. R. V. N. Has to concede to its enemies the partition of viet nam during the geneva conference. Nevertheless it undertakes to strengthhen its political structures, to modernize its economy, and to deeply alter its society. But for a people's democracy, trying simultaneously to advance towards socialism as well as to unify the nation is not that easy. Caught between the unruly after-effects of an ambitious land reform, the radical hostility of its foes (south Vietnam, United States of America, and, in a lesser extent, France), and the mitigated support of its allies (Soviet union and the people's republic of China), the D. R. V. N. Ought to carry out successive and contradictory choices. These choices give evidence of the difficulty for Vietnam to be at the same time truly independent and powerful enough so that independence gets its real meaning

Full textThe present PhD dissertation, tackles the issue of how positive relations between Muslims and Jews take place in French secular society and in multicultural Britain nowadays be it at the governmental or population level. We conducted our study under the themes of interethnic and interfaith relations because choosing the Jewish and Muslim religions and the French and British societies raise both issues of ethnicity and religion. Our research is grounded on governmental and institutional texts that compound the socio-political frame within which interfaith relations between Muslims and Jews evolve. We also analyse the work of associations and people involved in interfaith activities by interviewing them. Thus we combine both an on the field grassroots study and a more theoretical approach while interviewing people working in associations or individually involved in interfaith. These researches are then confronted to public opinion and society at large namely through polis, the media and the way they view and talk about interfaith relations. Our aim is to reflect on how the different governmental and grassroots approaches shape or influence interfaith relations in Great Britain and France and to highlight the best practices in interfaith dialogue and activities leading to an inclusive and harmonious society

Full textAfter a brief history of the relations between the United States and the Holy See from 1788 to 1939, this research attemps to explain the reasons of a rapprochement in 1939. It presents eventually these relations during the war and the major requests made by both. The HS wished the American entrance in the war, the religious freedom in URSS, the care of the Italian future as well as European, the change of the "unconditional surrender" concept and the post-war forecast in which the Soviet Union had a prominent part. The US wished the HS to help them to win American isolationism and anticommunism, to condemn publicly nazism, to accept unconditional surrender, to abtain Italian reddition and to improve the rescue of the European jews. These expectations were more or less fulfilled and this mid-success bases the failure of the Vatican-American collaboration during the post-war period wich is presented at the end of this work

Je revisite cette question fondamentale des relations internationales en l’étudiant dans un nouveau contexte. J’analyse les cas où des États soutiennent des rébellions de populations extérieures avec lesquelles ils ont des liens ethniques, religieux ou idéologiques. Je fais l’hypothèse que les États s’investissent dans certains de ces conflits afin de développer une réputation d’État défenseur d’une identité transnationale. Cette réputation leur permet de favoriser l’inclusion d’autres groupes co-identitaires ou d’obtenir des concessions en lien avec des enjeux internationaux. Puisque la construction de la réputation ne peut pas être observée directement, j’étudie des preuves indirectes de son existence. J’utilise un modèle formel inspiré de Kreps etWilson (1982) pour dériver trois prédictions directement reliées au mécanisme de la réputation: 1) Plus un État a de disputes avec d’autres pays en lien avec des groupes co-identitaires, plus il est probable qu’il soutienne une rébellion; 2) Plus un État a de disputes, plus il est probable que les groupes co-identitaires soient inclus politiquement dans leur pays; 3) Plus l’un de ces groupes est fort par rapport à son gouvernement, moins l’effet du nombre de disputes sur la probabilité qu’il se révolte est important. Pour tester ces prédictions, j’utilise des données sur les liens ethniques transnationaux, l’inclusion politique des groupes ethniques et le soutien étatique de groupes rebelles entre 1946 et 2010. Ces données riches me permettent de contourner certains des problèmes d’endogénéité et de taille d’échantillon qui affectent les études précédentes sur la réputation des États. J’obtiens des résultats cohérents avec mes prédictions, mais qui ne sont pas robustes à toutes les spécifications et tous les tests de robustesse.

Full textAt the very basis of life, but also of socioeconomic development, water could rapidly become very scarce in some regions of the world, and thus feed contestation. The difficulty of transporting and stocking water – not to mention the ideological debate raised by the very idea of water commodification – leaves limited room for trade as a regulation measure for the foreseen shortages. Concerning international law, up until now it is hardly applicable. Consequently, political action will be needed and this could lead to severe crises or interstate conflicts. In order to evaluate water’s conflict potential, we will investigate in this dissertation the supposed link between the vulnerability of a state’s water supply and the degree of conflict characterising its water relations. A quantitative approach will be used for the above and will serve as a basis for an analysis regarding the contributions and the limitations of that approach to hydropolitics.

Full textFederated units are increasingly active beyond their national borders. The strategies they employ depends in part on the federal context and political dynamics of the Federation these units belong to. The cases of Quebec, Canada, and Wallonia, Belgium, offer a contrasted glimpse on how federated units can take part in the foreign policy of their federation and develop their own autonomous actions abroad. In Canada, the weak institutionalization of intergovernmental affairs and the gaps of the Canadian Constitution on the sharing of external policy responsibilities has effectively given Ottawa control of Canada’s foreign policy. In this context, Quebec has used paradiplomacy to develop its own actions abroad. In Belgium, by contrast, the responsibilities with regards to external affairs have been shared among the federal government and the federated units as the country moved from a unitary system to a federal organization. In accordance with the “in foro interno, in foro externo” principle, Belgian Communities and Regions enjoy a vast autonomy regarding external affairs and are deeply involved in the making of Belgium’s foreign policy. These elements help to understand the different strategies picked by Quebec and Wallonia to get involved in the international talks on climate change. Whereas Quebec primarily relied on paradiplomacy, the Walloons chose to focus on the Belgian internal cooperation to defend their interest through the voice of Belgium

Full textThis study suggests a reading of the relationship between the living and the dead through the prism of documentation unique to Ancient Egypt, Letters to the Dead, which are revelatory of the mechanisms of this relationship. From the definition of the genre and comparison with other sources, two paradigms emerge. They are characterized by distinct rituals and a different treatment of the subject of judgement after death. While Letters to the Dead belong to the First Intermediate Period, the conclusions drawn from their study appear, due to different reasons, to apply to egyptian funerary religion at least until the end of New Kingdom. By deciphering the organisation of relationships between the living and the dead, this study seeks to shed light on topics such as fear of the dead and ancestor worship in Ancient Egypt, but also to understand the peculiarity of egyptian interaction with the dead

Full textL'éthique de l'entreprise satisfait une demande de repérage et d'affirmation de règles communes relatives à la sphère économique. La formalisation de l'éthique permet à la firme de l'intégrer à ses politiques. Les normes éthiques, outils spécifiques de formalisation, établissent un compromis entre la recherche d'une attitude responsable, un état de la technique et les contraintes économiques. L'intérêt porté aux normes éthiques se justifie par le fait qu'elles représentent des modes de régulation originaux des relations inter-entreprises sur le plan de la coordination et des échanges. Trois caractéristiques de ces normes sont à mettre en perspective : elles sont de nature hétérogène, en plein foisonnement et traduisent une régulation de la sphère privée par elle-même. Dans ce contexte l'éthique de l'entreprise est loin d'être neutre en termes de régulation des fournisseurs et des sous-traitants et plus généralement en termes de rôle de l'entreprise dans la société. L'utilisation de ces normes éthiques révèle une segmentation entre des fournisseurs primaires et secondaires. Les normes éthiques créent de la confiance pour certains et instrumentent la dépendance pour d'autres. Ces pratiques sont confirmées dans une perspective institutionnelle par les modes de construction des normes et les zones d'influence qu'elles créent. Les entreprises, les Etats et les organisations internationales interviennent dans la structuration de l'architecture internationale de la normalisation éthique. Cette architecture révèle le pouvoir structurel de la normalisation en tant que moyen de régulation des relations inter-firmes et du capitalisme.

Full textThe Regency of Algiers is founded in 1518 by Kheïr-ed-din, who wishes to defend Islam in North Africa, threatened by the Spaniards. The study of the relations between the Regency and the Ottoman Sultanate leads to consider three epochs in this work. From 1518 until the death of Soliman the Magnificent en 1566, the Regency is tightly linked to Constantinople: Soliman entrusts his fleet to Kheïr-ed-din; the Regency contributes to the French-Turkish alliance, as the Sultan wishes. From 1566 to 1700, the Regency gains autonomy: she establishes her influence inland, at the end of the XVIth century; she builds slender and fast sailboats, who dash into the Atlantic Ocean. The links between the Regency and the Ottoman Sultanate become tight again after 1700: at the end of the XVIIIth century, the Algerian corsairs help the Sultan against Russia

Full textThe subject of this research is "the evolution of bamana religious beliefs and practices". A comparative approach was taken, based on date gathered from 64 villages within a 30 km. Radius of segu. There were three primary lines of inquiry: assessment of the current status of bamana sacred places; description of traditional ways in which powerful objects were used for warfare, magic, or protection; and an analysis of current practices in relation to traditional ones in order to assess processes of continuity and change in bamana social organization. Interviews were conducted with a range of magico-religious practitioners, including blacksmiths, fortune-tellers, marabouts, and hunters, who either fulfill religious roles or who act as specialists in the mediation of individual relations. The latter provide their clientele with charms or magical objects for purposes of aggression or protection. While my findings reveal significant changes in village society-evinced for instance by the virtual dissappearance of sacred, genie-sheltering groves, the protection of powerful objects, and the construction of numerous mosques-such changes nevertheless do not suggest a radical acculturation. Ineed, even though sacrificial rituals have dissapeared from the ritual calendar, careful attention to bamana discourses has allowed me to understand that certain traditional practices remain while new practices have developed around very different sources: the boli have been burried, but new objects have appeared. Practitioners take materials from various sources for their purposes. Finally, the daily existence of these powerful rites, played out in an invisible realm, reveals an extremely tense social climate, shatter the myth of african solidarity and betray the development of based on the development of individualistic behaviors which constitute the backbone of witchcraft and of black magic
