Cet article se propose de dresser un état des lieux critique des relations entre l’UE et la Russie. Au jour d’aujourd’hui celles-ci sont, pour une large part, encadrées par un Partenariat stratégique qui couvre quatre « espaces communs », à savoir : (1) économie, (2) liberté, sécurité et justice, (3) sécurité extérieure et (4) recherche et éducation, y compris les aspects culturels. En cela ledit partenariat fait exception à la Politique européenne de voisinage, généralement appliquée aux voisins de l’UE n’entrant pas dans le projet d’adhésion. Bien que ce cadre soit dérogatoire – traduisant sans doute la perception d’un destin partagé sans institutions communes, c’est-à-dire la formule prônée par la Commission Prodi : « Tout sauf les institutions » – il ne rencontre pas complètement les aspirations réciproques de chacun des acteurs. Ce hiatus a un coût, le coût de la méconnaissance.

Les relations entre la Russie et la Cour européenne des droits de l’homme (CEDH) ont été marquées dès le départ, par l’attitude ambivalente des autorités russes. D’un côté, de 1998 aux années 2000, le pouvoir russe s’est efforcé de rendre la législation russe conforme aux normes européennes relatives aux droits fondamentaux. De l’autre, la Russie s’est montrée pour le moins réticente à exécuter les arrêts de la CEDH concernant des domaines sensibles comme la guerre en Tchétchénie. Peu à peu, surtout à partir du début des années 2010, cette ambivalence a cédé la place à une hostilité croissante. Ainsi, la Cour constitutionnelle russe s’est opposée à la CEDH dans plusieurs affaires et a obtenu que lui soit attribué le pouvoir de faire obstacle à l’exécution de ses arrêts. Ce rejet de l’autorité de la Cour de Strasbourg, dû principalement au durcissement du régime russe, a préparé le terrain au divorce intervenu en 2022, après l’exclusion de la Russie du Conseil de l’Europe.

Au premier abord, l’Inde et la Chine ont adopté une approche semblable face à l’invasion russe de l’Ukraine. Elles ont l’une et l’autre refusé de condamner la Russie et préféré appeler à la résolution du conflit de manière pacifique, par la négociation. Elles ont aussi refusé de s’associer aux trains de sanctions internationales contre la Russie et maintenu leur dialogue politique et leurs échanges commerciaux avec elle. Enfin, l’Inde et la Chine ont invoqué une posture de neutralité sur la guerre en Ukraine et cherché à rallier au nom du « Sud global », l’ensemble des États qui n’ont pas voulu prendre parti dans le conflit. Pourtant, l’ambivalence pro-russe de la Chine et de l’Inde cache bien des nuances dans leurs vision et positionnement respectifs par rapport à la guerre en Ukraine. Surtout, leur volonté de préserver leurs relations avec la Russie relève d’intérêts et de finalités en réalité très distincts. Il apparaît, en définitive, que si la Chine continue de soutenir la Russie du président Poutine, l’Inde peine à ne pas s’en éloigner.

La Russie fut pendant de nombreuses années un débouché important de l’Union européenne (UE) dans le domaine agroalimentaire. A la suite de l’éclatement de l’Union des Républiques Socialistes et Soviétiques (URSS) en 1991, l’agriculture russe jusqu’alors dominée par des sovkhozes et des kolkhozes, a en effet subi une baisse drastique de sa production intérieure, notamment en productions animales. Depuis une quinzaine d’années, et moyennant une politique favorable à l’investissement en agriculture, surtout dans des complexes agroindustriels où le modèle de l’intégration prévaut, la production agricole progresse rapidement, du moins dans certaines filières dont celles des céréales, de la viande de volailles et de la viande porcine. Ce développement de l’offre intérieure et la diversification des pays fournisseurs (dont les États-Unis, le Brésil…) ont, avant même l’embargo appliqué depuis août 2014, entraîné une perte substantielle des exportations européennes vers la Russie. L’embargo ayant été efficace, la Russie ne constitue plus un partenaire privilégié pour les productions animales européennes. Grâce à la croissance des importations dans plusieurs pays asiatiques, surtout vers la Chine, plusieurs filières animales européennes sont néanmoins parvenues, en dépit de la fermeture de ce marché, à augmenter leurs exportations. Cet article traite, tout d’abord, des principales étapes de la politique agricole et commerciale russe, du développement des productions agricoles dans ce pays et des conditions de la mise en œuvre de l’embargo. Moyennant la valorisation des données statistiques des douanes (bases de données BACI et COMEXT) sur la période 2000 à 2016, il discute ensuite de l’évolution des courants d’échanges consécutive à la mise en œuvre de l’embargo, en insistant surtout sur la relation bilatérale de la Russie avec l’UE pour quatre filières animales : le lait et les produits laitiers, la viande bovine, la viande de volailles et la viande porcine.

Le 21 mars 1992, la majorité des électeurs de la république du Tatarstan s'exprime en faveur de la constitution d'un État souverain, « sujet de droit international réglant ses relations avec la Russie et les autres républiques sur des traités fondés sur le principe de l'égalité entre les parties ». Le Tatarstan vient-il subitement de devenir un État digne de reconnaissance internationale ? D'une superficie de 68.000 km2, campée entre la Volga, voie de communication commerciale nord-sud de la Russie et le massif de l'Oural, frontière imaginée de l'Europe, la république du Tatarstan, territoire historique des Tatars dits « de la Volga », constitue, de manière paradoxale, le cœur géographique de la Russie. Au xixe siècle, Alexandre Dumas disait déjà de sa capitale, Kazan, qu'elle « est une de ces villes que l'on voit à travers le mirage de l'histoire. Ses souvenirs tatars sont encore si frais que l'on ne pent s'habituer à voir en elle une ville russe, bien qu'elle en partage le désordre ». Le Tatarstan doit-il être considéré comme une région russe ou bien comme une nation distincte ? Si le résultat du référendum nous incite à entrevoir l'émergence politique d'une nation, l'analyse de la structure de la société du Tatarstan, ainsi que l'examen des événements et des stratégies politiques dans la république et dans les relations de celles-ci avec le pouvoir central soviétique puis russe conduit à relativiser la portée de cette volonté d' « indépendance » et à s'interroger sur les objectifs réels de celle-ci.

L'objet de la présente étude est la dynamique des relations interculturelles dans le Caucase du Nord-Ouest du XIIIe au XIXe siècle. Le principal outil de l'étude est l'Histoire au sens le plus large du mot mais l'approche est aussi interdisciplinaire. Au cours de l'étude, ont été mises au jour les schèmes de développement des relations interculturelles dans le Caucase du N. -O. , ainsi que leurs conséquences. La nouveauté de la thèse consiste en ce que, pour la première fois, les relations interculturelles dans le Caucase du N. -O. Et dans la zone périphérique ont été analysées sur un grand intervalle de temps, ce dernier permettant de formuler une interprétation de leur évolution. L'importance pratique du travail, surtout à la lumière des récents événements dans le Caucase du Nord, réside dans le fait qu’il révèle les raisons des conflits qui ont leur origine dans l’histoire des contacts interculturels dans le passé<br>The subject of the undertaken research is the dynamics of the intercultural relations in the Northwest Caucasus in the XIII-XIX centuries, and the instrument of research is History in every sense of the word as well as an interdisciplinary approach. During the process of research some patterns of development of interethnic relations of cultural systems which came into contact in the Northwest Caucasus have been revealed; their consequences have been determined. The novelty of the thesis consists in the fact that for the first time the intercultural relations in the Northwest Caucasus and around it has been analysed over a long period, and its ethnological interpretation has been given. The practical significance of the research, especially in the light of the latest events in the North Caucasus, consists in revealing the causes of conflicts, which are rooted in the history of intercultural contacts in the past

Avec la disparition de l'Union Soviétique l’Asie centrale s'est imposée géopolitiquement dans la scène internationale. Ses exploitations des hydrocarbures et sa position géostratégique suscitent l'intérêt de l'Occident dans cette région. Après une décennie d'hésitation et d'échec la Russie revient avec la force dans cette région. Le renforcement de la politique de Russie en Asie Centrale reflète les priorités que le Kremlin affiche de la conception de politique étrangère approuvé par le président Poutine en juin 2000 : la première de ces priorités consiste au renforcement de l'intégration et de la coopération au sein de la CEI (Communauté des Etats Indépendants). Or, certaines des républiques d’Asie Centrale poursuivent des politiques défavorables à la réalisation de cet objectif. Il en va ainsi du Turkménistan, dont la politique étrangère et de sécurité, reposant sur la neutralité, s'avère parfois fluctuante, et, surtout, de l’Ouzbékistan, l'un des états de l'ex-URSS les plus rétifs aux efforts de la Russie visant à consolider la CEI et à réaffirmer son influence dans l'espace ex-soviétique. La volonté manifestée par la Russie de Poutine de développer sa présence en Asie Centrale traduit également la perception d'une urgence accrue des problèmes de sécurité régionale. L’Asie Centrale d'ex-soviétique, notamment, est confrontée à diverses sources internes d'instabilité : faiblesse des états, corruption endémique, lourdes difficultés économiques et sociales, composition ethnique et religieuse complexe, différends territoriaux ou tensions sur les ressources en eau entre les états de la zone. La premiere partie est consacree a la description de la documentation locale et a presenter le corpus russe des voyages et expeditions qui constituera la base de donnees principale pour l'analyse qui suivra. Apres avoir decrit l'ensemble des facteurs qui determinent la nature du contact entre la russie et l'asie centrale, l'attention sera portee sur la genese d'une tradition de double defiance entre les deux parties. Les societes ouzbek ont-elles neglige la menace russe, ou ont-elles clairement choisi de ne pas se donner les moyens de l'apprehender ? Les russes ont eu la chance d'accumuler une experience unique sur les etats d'asie centrale. Les populations indigenes ont-elles appris quelque chose sur les russes a partir du contact pre-colonial ?<br>The purpose of this work is to examine the procedure of contact between the khanates of boukhara, khiva and kokand during the pre-colonial period. The first part is devoted to survey the local documentation and to present the russian corpus of travels and expeditions that will constitute the main basis for further analysis. After having described all the factors that determine the nature of the contact that will occured between russia and central asia, the attention will be focused on the setting of a tradition of a double mistrust between them. Did the ouzbek societies neglect the russian threat or did they clearly choose not to provide themselves the means for understanding it ? The russians had a chance to accumulate a unique experience about the central asian states before submitting them. Did the central asian populations learn something about the russians out of the pre-colonial contact ?

Cette thèse se propose d'étudier l'importance de la question territoriale et frontalière dans les relations sino-russes depuis le 17e siècle. Ces deux nations sont en effet en confrontation permanente pour le contrôle de l'espace géopolitique en Sibérie et en Extrême-Orient. Bien que la Russie soviétique ait tenté, au début (1917-1930) et à la fin (1959-1989) de son existence, de passer outre la confrontation territoriale en en appelant aux dogmes idéologiques communs, celle-ci est restée un élément central de la cohabitation de ces deux nations. Loin de cette tentative chimérique, c'est la réalité du conflit territorial qui, comme l'avait bien compris Staline qui a mené une politique de création d'Etats-tampons pour sécuriser les frontières de l'Etat soviétique, domine dans les équilibres géopolitiques de la région. Aujourd'hui, l'Etat russe, qui a retrouvé ses frontières d'avant le 18e siècle, doit faire face à un nouveau défi : assurer sa sécurité bien qu'il ne bénéficie plus de zones tampons dans les espaces conflictuels.

En six ans, la politique étrangère menée par Gorbatchev dans un climat intérieur et extérieur instable, a initié une véritable révolution dans les relations internationales. Les changements qui ont bouleversé le monde durant toute cette période ont également transformé les relations entre l'URSS et les deux Corées. Non seulement la perception et l'attitude des Soviétiques vis-à-vis de la Corée du Sud et du Nord a radicalement changé, mais les objectifs et les orientations de leur politique étrangère ont été modifiés. Dans la période pré-gorbatchévienne, la politique soviétique envers la péninsule coréenne penchait sans équivoque en faveur de la République de Corée. Le Kremlin entretenait avec Pyongyang des relations amicales et coopératives basées sur des intérêts idéologiques identiques et des intérêts stratégiques complémentaires alors qu'il continuait à afficher une attitude hostile envers Séoul, tout en autorisant des contacts privés limités. Gorbatchev poursuivit une politique étrangère basée sur la Nouvelle Pensée Politique. Dès que les réformes de la politique étrangère furent mises en oeuvre, les relations des Soviétiques avec les deux Corées commencèrent à évoluer. Vers 1990, les buts et le contenu de la politique extérieure soviétique vis-à-vis de la Corée du Sud et du Nord avaient acquis une nouvelle coloration. L'établissement de relations diplomatiques entre l'URSS et la République de Corée en septembre 1990 inaugura une nouvelle ère dans les relations soviéto-sud-coréennes. De fait, la relation "je t'aime, je te hais" que Moscou entretenait avec Pyongyang et Séoul commença à s'inverser. Cependant, à partir de 1993, Eltsine dut se rendre à l'évidence : l'étroite collaboration de Moscou avec Séoul n'avait pas apporté les résultats escomptés. Au contraire, la Corée du Nord suscita un regain d'intérêt chez les Russes qui y virent un moyen de retrouver un certain rôle en Asie du Nord-Est et de peser sur l'avenir de la péninsule et indirectement sur celui de la région<br>This research explores the evolution of the Soviet Union's Korea policy between 1985 and 1995, focusing on the correlation between Gorbachev's shifting power position within the Soviet leadership and the development of the Soviet Union's new policy toward the two Koreas. Power and policy in the Soviet Union's new policy toward the two Koreas. Power and policy in the Soviet Union and Russian political system often enjoyed a mutually reinforcing relationship, and foreign policy issues became entangled in the domestic political process. As Gorbachev's power position improved, and his reform policy (New Political Thinking) was refined, Soviet policy toward the two Koreas correspondingly evolved in three phases : (1) Gorbachev rising : the formulation of the new political thinking (March 1985-summer 1988) ; (2) Gorbachev ascendant : the implementation of the new policy (summer 1988-fall 1990) ; and (3) Gorbachev in decline : the continuing momentum of the new policy (fall 1990-summer 1991). In late 1990-1991, Soviet-Korea policy was characterized by and undisguised tilt toward Seoul, nevertheless, the Soviets did not consider Soviet relations with the two Koreas to be a zero-sum game. Moscow sought to establish a balanced relationship with both Pyongyang and Seoul, and hoped to play an active role in peace and security on the Korean peninsula. From June 1991 events affected Moscow's relations with both North and South Korea, undermining Moscow's efforts to maintain some semblance of balance in these relationships. The process of change in Soviet Korean policy was accelerated after the USSR fell apart in December 1991 and the Russian federation assumed responsibility for Moscow's international obligations. In 1994, after two years of Kozirev-Yeltsin foreign policy, Moscow's policy became more realistic and less western-oriented. The Kremlin decided to re-evaluate his relations with the DPRK, who, after all, has been a brother state and was still valuable for the Russian economic interests

La Russie entretient avec l’Iran des relations séculaires. Depuis l'effondrement de l'URSS (1991) on observe le rapprochement politique et le développement des échanges économiques entre ces deux États idéologiquement et politiquement très différents. L’alliance russo-iranienne est basée sur la communauté de perception des nombreuses questions régionales et internationales. Elle est révélatrice des nouvelles dynamiques géopolitiques dans le monde «d’après-guerre froide» et indéniablement liée à la question de la place de la Russie, mais aussi des pays émergents, sur ce « nouvel échiquier ». Cette collaboration ébranle en quelque sorte l’avenir énergétique du monde. À travers cette étude qui porte sur la période 1991-2014, on a essayé de comprendre et d’éclaircir un certain nombre de questions : Pourquoi la coopération russo-iranienne prend-elle aujourd’hui une ampleur jamais observée auparavant? Quelle sont les raisons qui ont poussé ces deux pays à se rapprocher ? S’agit-il vraiment d’un partenariat stratégique, comme le prétendaient à différents moments, les dirigeants des deux pays, ou faut-il plutôt parler d’un « mariage de convenance » et d’une entente tactique ? Quel rôle jouent les facteurs extérieurs dans les relations russo-iraniennes actuelles? Assistons-nous à la formation d’un axe Moscou-Téhéran basé exclusivement sur la logique antiaméricaine? Since the collapse of the USSR (1991) there has been a political rapprochement and the development of economic exchanges between these two states, ideologically and politically very different. The Russian-Iranian alliance is based on the community of perception of many regional and international issues. It is indicative of the new geopolitical dynamics in the post-Cold War world and undeniably linked to the question of the place of Russia, but also of the emerging countries, on this “new chessboard”. This collaboration is in a way affecting the energy future of the world. Through this study, which covers the period 1991-2014, we have tried to understand and clarify a number of questions: Why is Russian-Iranian cooperation now on a scale never seen before? What has caused the two countries get closer? Is it really a strategic partnership, as the leaders of the two countries have claimed at different times, or should we talk about a "marriage of convenience" and a tactical agreement? What roles do external factors play in the current Russian-Iranian relations? Are we witnessing the formation of a Moscow-Tehran axis based exclusively on anti-American logic? What are the political and economic causes actually shared between Russia and Iran, and where are the limits of their partnership? What position does Russia take in the face of Tehran's atomic ambitions as the only country collaborating with Iran in the nuclear field?

La Russie et la Chine ont élaboré un partenariat stratégique articulé autour du rejet de l’hégémonie américaine. Clé de compréhension du triangle stratégique Russie-Chine-Etats-Unis, ce partenariat pèse désormais dans plusieurs dossiers internationaux et contrecarre la stratégie de Washington. Toutefois, la crise ukrainienne révèle des agendas régionaux concurrents qui interrogent quant à la solidité de l’entente russo-chinoise face aux Etats-Unis. L’Eurasie, « zone d’intérêt privilégié » au sein de laquelle la Russie entend conserver son influence pour des raisons géostratégiques et sécuritaires, suscite en effet un intérêt fort des Etats-Unis et de la Chine. Cherchant à contenir les velléités d’expansion russes, Washington y a développé une présence militaire forte qui s’appuie notamment sur le rejet de la présence russe dans de nombreux pays de l’espace post-soviétique. Pékin, qui profite d’un dynamisme économique sans précédent, est perçu comme un vecteur de développement et une alternative économico-politique à la Russie et déploie une stratégie qui affecte l’ensemble du continent eurasiatique. En Eurasie, le partenariat russo-chinois s’efface ainsi derrière les luttes d’influence et la Russie doit gérer de front, et de manière bien différente, la présence concurrentielle des Etats-Unis et de la Chine. Key for the understanding of the strategic triangle Russia-China-United States of America, this partnership now weighs in on numerous international issues, counteracting Washington’s strategy. However, the Ukrainian crisis revealed rival regional agendas that question the solidity of the sino-russian entente against US influence. Eurasia, a « sphere of privileged interest », within which Russia intends on maintaining its influence for geostrategic and security reasons, arouse a strong interest from the US and China. Concerned about Russia’s expansion, Washington has developed a military presence facilitated by the fear of a Russian invasion in the post-soviet area. China, enjoying an unprecedented economic dynamism, is perceived as a vehicle for development and an economical and political alternative to Russia’s presence, and has formulated a strategy affecting all of the Eurasian continent. In Eurasia, the sino-russian partnership is fading behind regional rivalry and Russia has to simultaneously handle, in a very different way, the US and China’s presence. However, and despite its comparative weakness and the consequences of the Ukrainian crisis, Russia holds strategic advantages and is still an essential regional power, that tries to adapt its strategy to the geopolitical dynamics at the beginning of the 21st century

Les relations stratégiques qui, se développent entre la France et la Russie de 1892 à 1914, sont fondées sur une convention militaire, signée le 17 aout 1892, par les chefs d'état-major des deux puissances. La convention militaire devient, de fait, le fondement de la collaboration future des armées française et russe. Pour les utilisateurs, une question se pose quant à l'interprétation de l'article ii, relatif au casus foederis. C'est sous l'impulsion de la France que la convention fait l'objet d'une mise au point, sept ans après sa rédaction. En 1906, les deux chefs d'état-major décident qu'un concert préalable est nécessaire dans le cas d'une mobilisation partielle ou même générale de l’Autriche ou de l’Italie seule. L’Allemagne est considérée comme l'ennemi principal. L'article IV prévoit une concertation régulière des chefs d'état-major qui devient effective en 1900. La préoccupation majeure des militaires français est l'amélioration des voies ferrées russes qui doit permettre une mobilisation plus rapide. Les moyens de correspondance en temps de guerre sont étudiés. Suite à l'abandon des projets de communications par pigeons voyageurs et de câbles sous-marins directs entre la France et la Russie, l'étude d'une correspondance entre par TSF donne lieu à des essais à la veille de la première guerre mondiale. D'essence militaire, l'alliance franco-russe doit s'adapter aux fluctuations de la diplomatie. Elle apparait comme un facteur incontournable du jeu diplomatique au cours des deux décennies précédant les évènements de 1914. Le rapprochement diplomatique et militaire amène la France et la Russie à chercher une meilleure connaissance mutuelle. Pour le ministère français de la guerre, le rapprochement militaire avec la Russie doit s'accompagner de nouvelles perspectives de marches en matière d'armement.

E the members of comecon and the members of european community) sets out the bases and the aims of the socialist economic integration; its juridical bases and its monetary and financial rules. By this way, this part tries to prove that gorbatchev's desesperate pursuit of reforms of the principles of functionnement of the comecon were inevitably condamned. This second part tries also to prove that, despite of gorbatchev's era, the monetary and financial relations between soviet union and the members of the european countries didn't change so much. More, the soviet debt and solvability in a medium or long term obstruct a previsible change of the nature of these relations in a short future. AbstractArms transfers are an important indicator of the level of strategic trust between countries. During the past 70 years, relations between China and the Soviet Union/Russia have gone through phases that were characterized by dramatically different levels of military-industrial cooperation. This paper explores how the fallout from the Crimea crisis of 2014 has impacted the Russian-Chinese arms trade relationship against the backdrop of a history where Russia aimed to restrict arms transfers to China. It argues that the sanctions imposed on China after the Tiananmen massacre in 1989 and on Russia since early 2014 have had the combined unintended consequence of incentivizing closer Russian-Chinese arms-industrial cooperation than had ever existed before. Western ambiguity toward Ukraine after 2014 furthermore provided China with opportunities to profit from openings in Ukraine’s arms-industrial complex. The chapter starts with a historical overview of the Russian-Chinese arms trade relationship before analyzing the impact of Russian and Ukrainian transfers on China’s military modernization before and after 2014. The final part discusses how changed incentives since 2014 have fostered unprecedented Sino-Russian arms-industrial cooperation. This could solidify the developing Chinese-Russian military relationship and eventually lead toward a more equal relationship in joint arms development.

AbstractChina no longer sees Russia as a rival. This is not the result of friendly ties, shared values, or growing economic cooperation, but an outcome of the dramatic shift in the balance of power between them. Moreover, China’s contemporary policy toward Russia is not driven by Xi Jinping’s possible fondness for Putin or Russia, but by strategic calculations about what best serves Chinese interests. China’s number one priority today is to balance the United States in the Indo-Pacific naval theatre, and it is thus in Beijing’s interest to keep its strategic rear to Russia safe. This chapter argues that balance of power theories is the best tool to explain China’s growing ties with Russia. History, identity, and ideology are important variables for understanding China’s relationship with Russia. Yet, few, if any, bilateral relationships between two major countries have changed back and forth so dramatically as that of China and Russia. Examining Sino-Russian relations across several time periods, this chapter illustrates that there is no single continuous historical narrative or identity in China on Russia. During the last century, China has seen Russia as an imperialist master, a comrade in arms, a foe, and a partner, and it is now discussing whether it should be an ally.

In light of historical experiences, one has to start with the assumption that any such alliance between authoritarian powers directed against Western democracies and free societies will increase the likelihood of major wars. In at least two European regions—the Black-Sea and the Baltic Sea area—merely the existence of such an alliance and the ensuing opportunity to overburden the U.S. military might increase the risk-level Russia was ready to accept. This might entail the danger of a high intensity war between Russia and NATO. It is high time for NATO to consider a more effective defence and deterrence posture in order to prevent Russian aggression against the Baltic states and to envision effective measures that would deter Russia from continuing to destroy Ukraine.

AbstractAre Russia and China an emerging alliance or eternal rivals? And what would it mean for NATO? NATO reacted to the Russian aggression against Ukraine with a paradigm shift called “NATO Adaptation.” At the 2014 Wales Summit, it increased its responsiveness with the “Readiness Action Plan,” the 2016 Warsaw Summit strengthened its deterrence and defense posture, and the 2018 Brussels Summit re-designed NATO’s Command Structure toward collective defense. Although embedded in a “360-degree approach,” all key defense elements of NATO’s adaptation have been primarily focused on Russia, which was recognized from March 2014 on as potential threat to the territorial integrity of the Eastern European members. However, this changing of the paradigm was based entirely on the understanding that Russia alone poses a serious military threat to the alliance. There was never any consideration given to the question of what it would mean if Russia were supported by a like-minded great power such as China, nor to the question of what simultaneous aggressions—one by Russia in Europe and another by China in the Indo-Pacific—would mean for NATO. Hence, the answers to these questions are of high relevance to NATO’s further adaptation to the new geopolitical realities.

AbstractBoth China and Russia are heavyweights in multilateral Geneva. While their priorities and strategies are not identical, their interests are often aligned in many forums. Thus, close cooperation can be observed in several Geneva-based organizations. In some, such as the UN Human Rights Council, China and Russia form the backbone of an increasingly assertive “autocratic alliance.” Particularly China has attempted to establish a counter-narrative on questions of democracy, human rights, and international law. This article outlines some factors that increased the effect of Chinese-Russian cooperation, but also depicts its limits. Cooperation between Russia and China is often defensive rather than proactive and not (yet) based on a joint long-term strategy. However, it is a tactical alliance that is, and will likely remain, a major challenge for the proponents of a rules- and values-based multilateralism even though Russia’s war in Ukraine will further shift the balance in this alliance towards China. This article argues in favor of stronger engagement in UN forums by the West and outlines possibilities for how the growing influence of this tandem can be countered.

Academic cooperation with China entails more than meets the eye, as Chinese counterparts see the interactions with their partners from the prism of people-to-people diplomacy designed to create positive sentiment towards Chinese interests via non-governmental exchanges. The first part of this paper focuses on this engagement and Chinese attempts to steer the discourse in support of its interests in the Arctic.Foreign academics and leaders at the local level, untrained in the Chinese language and political system and unfamiliar with the hidden meanings of academic exchanges, become vulnerable and valuable targets for Chinese influence activities due to their high standing and access to valuable knowledge. The second part of the paper investigates the Sino-Russian scientific cooperation and capacity building that enables China to become a great maritime power—not always for the benefit of Russia, and to the disadvantage of NATO.

AbstractThis examination deals with the mental maps and basic assumptions underlying Russia’s foreign policy and how these relate to China. I will take issue with the narrative, advanced in particular by Kremlin officials and pro-Putin apologists in the West, that Russia’s “pivot to Asia,” with China as its centerpiece, can be understood as the consequence of the West having rejected Putin’s outstretched hand for close cooperation, Russia’s exclusion from an all-European security structure by pushing NATO’s eastward expansion, and finally the imposition of economic sanctions. This, to complete the account, had left Russia with no other option but to turn to Asia. Such interpretations will be shown to be fundamentally flawed. Putin’s China policies fit squarely into both the Russian power elite’s global strategic outlook and its narrow perception of what is needed to hold on to power domestically. The benefits accruing to Russia from its liaison with China can be found in military, economic, and systemic dimensions, and they are for the most part asymmetric in favor of the Kremlin. The asymmetries may cause problems in the future, but for the time being, they are carefully managed so that they will not spin out of control.

The article also examines the question of the probable meeting in 1917 of Mongolian representatives with the revolutionaries of the Central Executive Committee of Soviet power in Siberia and the Siberian Bureau of the Central Committee of the Russian Communist Party (Bolsheviks).

In the period after transition, economically full-liberal policy implementations applied by Russia Federation has been taken attention as cyclical movement. No variations of goods are said to be effective about the main reasons about cyclical movement in liberalization. As a kind of indicator of the Russian economy, stock market’s sensitivity to oil prices analyzed.
 In this context, especially change of oil prices, exchange rate and money supply effects on Russia are analyzed for the period of 1996M1-2015M12. Stationarity of the series is investigated by Lee and Strazicich (2003) unit root test with multiple structural breaks, existence of cointegration relation between series is tested by Maki (2012) method of cointegration with multiple structural break, and cointegration coefficients are predicted with Dynamic Ordinary Learst Square-DOLS method. Furthermore, causality relations between series are investigated by Hacker and Hatemi-J (2012) symmetric causality test.
 As a result, Russian stock market is positively affected by oil prices, real effective exchange rate and real money supply. Also causality tests showed that bidirectional causality relation found on stock market with oil prices and real effective exchange rate, and unidirectional causality from real money supply to stock market.

Turkey and the Russian Federation (RF) have deep historical political and economic relations. The trade between the two countries have been growing since late 1980s when Turkey began to procure natural gas from Russia. The dissolution of USSR and the revival of Russian economy offered new opportunities for Turkish businessmen. During the last decade, Russia became one of the few major markets for Turkish construction and contractor companies whereas Turkey has been a favorable touristic destination for Russians. The agreements regarding Akkuyu nuclear power plant and natural gas pipelines have strengthened the ties between the two countries. In 2012, Russia became the 156th member of the WTO. Russia’s WTO accession, along with the country’s other economic cooperation and integration moves provide foreign companies interested in Russia with a better investment climate and business environment. Having competitive advantage in many goods and services categories needed by Russia, Turkish companies should benefit the new developments in RF and increase their business volumes in that country. This paper examines the current trade relations between RF and Turkey in detail considering the potential effects of RF’s WTO membership.

There are few existing relation extraction datasets for the Russian language and they contain a rather small number of examples. Thus, we decided to create a new Ontonotes-based named entities and relation extraction sentence-level dataset called RURED. The dataset contains more than 500 annotated texts and more than 5,000 labelled relations. We also publish baseline models for relation extraction and named entity recognition trained on the dataset. Our models achieve 0.85 for named entity recognition and 0.78 for relation extraction in F1-score.

According to results of regression analysis, there is no effect of GDP increase in Russia on number of Russian tourists visiting Turkey. It can be said that most of the Russian tourists visiting Turkey have medium income level. They prefer Turkey due to cheap holiday opportunity (everything inclusive system), closer to Russia and qualitative service. Russian tourists having high income level travel to Far East Countries for holiday.

The history of relations between Lubeck and Russia goes back to the Middle Ages. At that time, the main partner of Lubeck was Novgorod. After Novgorod became part of the Moscow state, the city tried to build relations with the tsars. In the XVIII–XIX centuries, the city became an important partner in the difficult Russian-German relations of that period.

The UK’s 2021 Integrated Review of security, defence, development and foreign policy describes Russia as ‘the most acute direct threat to [the UK’s] security’ in the 2020s. Relations did not get this bad overnight: the trend has been negative for nearly two decades. The bilateral political relationship is now broken. Russian policymakers regard the UK as hostile, but also as weaker than Russia: a junior partner of the US and less important than Germany within Europe. The consensus among Russian observers is that Brexit has reduced the UK’s international influence, to Russia’s benefit. The history of UK–Russia relations offers four lessons. First, because the two lack shared values and interests, their relationship is fragile and volatile. Second, adversarial relations are the historical norm. Third, each party exaggerates its importance on the world stage. Fourth, external trends beyond the UK’s control regularly buffet the relationship. These wider trends include the weakening of the Western-centric international order; the rise of populism and opposition to economic globalization; and the global spread of authoritarian forms of governance. A coherent Russia strategy should focus on the protection of UK territory, citizens and institutions; security in the Euro-Atlantic space; international issues such as non-proliferation; economic relations; and people-to-people contacts. The UK should pursue its objectives with the tools of state power, through soft power instruments and through its international partnerships. Despite Brexit, the EU remains an essential security partner for the UK. In advancing its Russia-related interests, the UK should have four operational priorities: rebuilding domestic resilience; concentrating resources on the Euro-Atlantic space; being a trusted ally and partner; and augmenting its soft power. UK decision-makers should be guided by four propositions. In the first place, policy must be based on clear, hard-headed thinking about Russia. Secondly, an adversarial relationship is not in itself contrary to UK interests. Next, Brexit makes it harder for the UK and the EU to deal with Russia. And finally, an effective Russia policy demands a realistic assessment of UK power and influence. The UK is not a ‘pocket superpower’. It is an important but middling power in relative decline. After Brexit, it needs to repair its external reputation and maximize its utility to allies and partners, starting with its European neighbours.

The article discusses the history of social entrepreneurship development in Russia. The concept and activities of a new social project in the country are being studied, legal regulation of entrepreneurial, social legal relations of subjects of law is being studied. Particular attention is paid to the requirements for the establishment of separate legal regulations for social enterprises. In the future, the author identifies a change in the vector of development of social entrepreneurship in the Russian Federation and assistance from the state in various priority areas in order to develop economic entities. It is proposed to improve some articles of the current legislation and, at best, to adopt a separate federal law "On Social Entrepreneurship of the Russian Federation."
