The autobiographical reflections focus on the relation between the author and the German novelist Jeannette Lander and between the author and the German-Jewish philosopher Franz Rosenzweig. The polemical reflections call into question the notion that the translation is of less value than the original, the translator a lesser writer than the author. The historical reflections focus on the history of translating Yiddish into English in America.

Abstract:
The authors present the debate over whether or not industrial relations constitutes a discipline, and then discuss some of the implications of this debate for the development of industrial relations teaching units and curriculum content. Alternative organizational approaches to graduate-level study of industrial relations in Canada and the United States are broadly characterized as « sovereign Discipline » and « dependent field » models. The authors posit that the teaching model used is a direct reflection of whether or not the field of industrial relations is recognized as a sufficiently independent field of inquiry. Finally, the authors consider some of the factors influencing changes in program content and offer some implications of these factors for the future study of industrial relation.

Abstract:
The paper considers the reduction in the composition of subjects of tax legal relations because of amendments to Art. 9 of the RF Tax Code. The authors analyze possible consequences caused by the quantity changes in the composition of members of tax legal relations in the taxes and fees legislation and what impact it had on tax legal relations. The paper considers the participants of tax legal relations and the peculiarities of their status. In particular, the paper examines in more detail such subjects as taxpayers, payers of fees, tax agents, largest taxpayers, and a consolidated group of taxpayers. Using the statistical data, the authors analyze the activity dynamics and the change in the number of certain categories of taxpayers and classify members of tax legal relations. According to the given classification, the authors analyze the legal status of the participants in tax legal relations defined in the Tax Code of the Russian Federation. Individually, such tax relations participant as a private entrepreneur is considered. The authors present the reasons for dynamic changes in the quantity composition of individual entrepreneurs from 2018 to early 2021. The paper assesses the absence in the RF Tax Code of such entities as the RF Ministry of Finance (financial authorities), credit organizations (banks), procedural persons (experts, specialists, witnesses, attesting witnesses), considers their functions and responsibilities. Based on the study results, the authors reasonably conclude that despite their absence in tax legislation as subjects of tax relations, they have not ceased to be actual participants in tax relations. Reasoning from this fact, the authors propose amending the RF Tax Code and including them in the list of subjects of tax legal relations, as well as introducing legal certainty and defining their legal status.

The scale of Flemish municipalities keeps dominating the political agenda in Flanders. In recent years the Flemish government has stimulated the municipalities to merge on a voluntary basis. If they do so, they can receive more competences and strengthen their position. However, this policy has not generated any success so far. In this paper the authors place these efforts in a historical perspective, before addressing the current policy in Flanders concerning scale and decentralisation. In the final part of the paper the authors introduce some foreign experiences with scale and decentralisation. It is remarkable that the current debate in Flanders does not stand on its own. The authors try to determine what lessons Flanders can learn from these foreign experiences.

Company acquisition relation reflects a company's development intent and competitive strategies, which is an important type of enterprise competitive intelligence. In the traditional environment, the acquisition of competitive intelligence mainly relies on newspapers, internal reports, and so on, but the rapid development of the Web introduces a new way to extract company acquisition relation. In this paper, the authors study the problem of extracting company acquisition relation from huge amounts of Web pages, and propose a novel algorithm for company acquisition relation extraction. The authors' algorithm considers the tense feature of Web content and classification technology of semantic strength when extracting company acquisition relation from Web pages. It first determines the tense of each sentence in a Web page, which is then applied in sentences classification so as to evaluate the semantic strength of the candidate sentences in describing company acquisition relation. After that, the authors rank the candidate acquisition relations and return the top-k company acquisition relation. They run experiments on 6144 pages crawled through Google, and measure the performance of their algorithm under different metrics. The experimental results show that the algorithm is effective in determining the tense of sentences as well as the company acquisition relation.

The article attempts to assess the importance of informal networks in achieving internationally recognised academic standards set in four Balkan countries by the reform of higher education institutions and the International Relations (IR) profession in particular. Starting from the core-periphery division of the Global IR, the authors are examining the results of these reforms by focusing on the neoliberalisation of the university and the professional subordination of peripheral IR communities to the Western-dominated epistemic community (including ‘brain drain’ and recruitment of ‘organic’ intellectuals). Based on the interviews conducted with Balkan IR scholars, the authors conclude that informality is viewed as social capital, that is, a means of acquiring benefits by virtue of personal ties with the ‘gatekeepers’ of core IR. In that respect, interviewees suggest three possible solutions for overcoming the epistemic dependence of the Balkan IR community: development of local standards, stimulation of critical approach and better preparation for international standards, while the authors of the article also propose the fourth possibility: abandoning the core-periphery division, and thinking beyond geopolitical and geocultural divisions – the main idea behind the Global IR project.

Abstract In this paper, we prove the sum and product uncertainty relations conjectured by V Dodonov for multiple observables. The uncertainty relations for linear combinations of position and momentum recently obtained by Kechrimparis and Weigert are recovered. Furthermore, the entropic uncertainty relations conjectured by the latter authors are proved for specific cases. At last, we revisit the uncertainty relation for triple canonical operators and obtain a tighter bound on real Hilbert space. A quantitative stability result is given as well.

Purpose The purpose of this paper is to investigate the impact of Federal Open Market Committee (FOMC) meetings and the changes of the target rates on stock market uncertainty. Design/methodology/approach Multivariate regression analysis is applied to the historical data of VIX, FOMC meetings and target rates. Subtle relations are revealed by further categorizing the FOMC meetings into being scheduled and unscheduled and distinguishing the signs of the changes in VIX and target rates. CPI and the prime rate are used for robustness test. Findings The authors first examine the relation between FOMC meetings and target surprises; the results indicate that unscheduled FOMC meetings heavily impact the target surprises. Then, the authors investigate the relation between FOMC meetings and VIX changes; the results show that both unscheduled and scheduled FOMC meetings impact VIX, where the impacts of scheduled FOMC meetings are more substantial. The authors also analyze the responses of VIX to the target surprises, and the results reveal that there is an asymmetric effect of target surprises on VIX, where the influences of the scheduled positive target surprises are more significant. Finally, by examining the relation between the FOMC meeting and the risk-neutral density of the VIX option, the authors conclude that both KURT and SKEW are more affected by unscheduled FOMC meetings. Originality/value Deeper dimensions of the relations between VIX, FOMC meetings and target rates are analyzed and more insightful understandings of such relations are gained.

Several attempts were made to assign to a given binary relation a certain binary operation in order to allow an algebraic approach for investigating binary relations. However, the previous attempts by the first two authors were restricted to the case of so-called directed binary relations. In this paper, this restriction is omitted and a general approach is developed. We assign to every binary relation a partial binary operation in such a way that the properties of the relation can be described by properties of the assigned operation. These properties are expressed mostly in terms of existential or strong identities. The partial binary operation can be extended to an everywhere defined binary operation by means of the so-called one-point extension. This enables us to get a genuine algebraic approach similar to that for directed binary relations.

This academic paper deals with current changes to Slovak legislation in connection with the transposition of the European directive on transparent and predictable working conditions. Both authors primarily concentrate on two newly established rights related to communication between employees, employee representatives, and employers and the right to electronic communication in the business sphere between the subjects of social relations, including the right to feedback. We pay specific attention in particular to the expected impact on applied practice, which often corresponds to the authors' legal considerations of de lege ferenda. The key paradigm of the author's interpretation consists in the analysis of success in introducing a new model of communication into the more or less traditionalist approach between the subjects of labour relations, including the impact on their rights and legitimate interests.

AbstractArticle deals with the problem of technology selection for construction project. Three criteria were proposed: cost, time and technological complexity. To solve the problem, fuzzy preference relations were used. Authors present an algorithm supporting multi-criteria decision-making process. The algorithm creates fuzzy preference relations on the basis of the fuzzy comparison: “xi is better than xj”. Then, with the use of criteria weights it creates general fuzzy preference relation, finds all non-dominated (admissible) alternatives and the best one among them. The algorithm consists of 7 steps. Authors show application of the proposed algorithm - example calculations.

The article substantiates the appeal of the authors of the special issue of the journal dedicated to the 100th anniversary of the Supreme Court of the Russian Federation to the topic of special legal relations formed under the influence of the implementation of digital technology in all spheres of government. The authors review areas of use by public authorities, including the judiciary, information and digital technologies, national legal acts intended to facilitate the effective development of the digital economy. In connection with the 100th anniversary of the key role of the judicial system of Russia in the protection of constitutional rights and freedoms of the individual, ensuring the realization of state interests, the article defines the stages of development of the Supreme Court of the Russian Federation, and also emphasizes the importance of giving it the status of “the highest judicial body” by the Russian Constitution in its new version. The authors analyze the stages of the ongoing judicial reform, fundamental changes aimed at improving the judicial system and proceedings, including the impact of digital technologies: filing statements and necessary documents online, conducting court sessions using video-conferencing systems, sending electronic notices to participants of judicial proceedings by the courts and much more. All this demonstrates that the Supreme Court of the Russian Federation supports and implements the concept of digitalization of court proceedings, various aspects of which are covered in the publication prepared by the scientists of the Russian State University of Justice.

Abstract:
The object of this collaborative study is the evolution of Azerbaijan-Venezuela relations since the moment of their establishment in 1995 till the present day. The purpose of the article is to define the main stages of development of bilateral relations between Azerbaijan and Venezuela, detect the potential prospects of their development, denote areas of common interest in the global agenda, and study the source base of bilateral relations. Using the case study method, the authors not only analyze the actions of both parties aimed at the development of bilateral relations, but also predict the official strategy of Baku and Caracas of further advancement of the interstate dialogue. The authors arrive at a conclusion that the geopolitical grounds of Azerbaijan’s foreign policy have been influenced by its defeat in the First Karabakh War (1992 - 1994) and the occupation of 20% of its territory by the Armenian armed forces. In subsequent years, all foreign policy maneuvers of official Baku were reduced to one goal: to restore its territorial integrity. That was the reason for Baku’s aspiration to garner the support of other states. In this direction, the most fruitful one was the work of Azerbaijan diplomacy in Latin American countries including Venezuela. Notably, official Baku and Caracas have similar stands on many issues of global and domestic policy. For Venezuelan President Nicolas Maduro, close connections with Azerbaijan is an additional proof of his legitimacy in political in-fighting against the opposition. The scientific novelty of the research consists in the fact that it is one of the first attempts to analyze Azerbaijan-Venezuela relations from a comprehensive perspective.

The review shows the role of emotions, emotional reactions on the autonomic-endocrine basis in causing stress.

This article presents a chronological overview of Kazakh-American relation dynamics in the period of G. Bush Jr. and Obama’s administrations – periods with principally varying perspectives on the region including Kazakhstan. The authors have aimed at showcasing the change in the priorities of the American foreign policy in relation to Kazakhstan – from a partner in war against terrorism, joint oil projects to the role of a transitionary state between the U.S. and Afghanistan. At the same time, it is not appropriate to claim that Kazakhstan was merely participating in bilateral relations. The authors highlight dividends that Kazakhstan received as a result of collaborating with Washington.

The survey involved 517 children aged 6 to 16 living in different regions of the Russian Federation. Its results confirm our idea.

Modern economic science pays considerable attention to the study of labor economics, an integral part of which is the problem of human resources in the production of material goods. The study of this problem has been initiated by the scientific labor management school and Nikolay Vitke. His work and ideas were undeservedly forgotten and they require more attention. The authors’ goal is to draw ones attention to the fact that the concept authorship of human relations, the beginning of the problem development of communication between psychology and management was initiated by domestic scientists. Later, this concept was developed in numerous of works of foreign scientists, who consider the authors of the American psychologist and sociologist E. Mayo. The concept of N.A. Vitke should be taken into account as one of the important, according to the authors, in the development of modern control theories. The study can be the subject of further discussion about the prospects for the development of management theory, the life and personality of N.A. Vitke as well as his colleagues.

PurposeThe purpose of this paper is to present a comprehensive, interdisciplinary review of international investor relations (IR) research published since 1990. It highlights the development of IR research, its disciplinary foundations and key areas of inquiry. Research is shown to reflect the rising importance of IR as a corporate communications function, its interdisciplinary character, and the recognition of its contribution to strategic management.Design/methodology/approachFindings are based on an interdisciplinary systematic literature review focusing on peer-reviewed journal articles published in English since 1990.FindingsThe authors differentiate five strands of research focusing on the organization, strategy, instruments, content and effects of IR. IR research is shown to have strong roots in the business and management, accounting and communications literature. The authors document a rising interest in the topic and a steady development beyond descriptive accounts of the function to distinctive lines of inquiry. The authors summarize the state of the field and derive a number of suggestions for future research.Research limitations/implicationsThe review is limited in scope to the applied research process, including the choice of keywords, databases as well as peer-reviewed journal publications published in English since 1990.Originality/valueThis study contributes to the necessary structuration and consolidation of the emergent field of IR research by identify salient perspectives and common subfields. It provides both a comprehensive overview of the state of research and specific suggestions for future endeavors.

Choosing between terminological and discursive approach to course design in the sphere of humanities, the authors of the course favour the latter. The article also provides a quick look at an integrative approach to mastering English for Special Purposes offered by Western linguistics (CLIL-approach, Content and Language Integrated Learning), which implies combining the study of language and specialty discipline within the framework of a single course. Although the idea raises obvious interest, the authors of the course opt for a more traditional approach. The selection of texts for the course was subordinate to its main objectives. Since the course is centered upon productive competences – mainly speaking – its authors opted for a factual rather than analytical type of texts as more motivational and easier to discuss. Another chosen way to raise motivation is through the use of illustrations, video and audio materials. A second problem to address was that of authenticity and scientific objectivity of the selected texts, since some of the well-established views on the subject matter in social sciences may differ across countries. The number and types of activities are determined by specific needs of the learners. Particular emphasis is put on identifying and interpreting metaphors in the scientific discourse of humanities.

This article explores the unlikely collaboration between a Swedish art and dance historian, a Russian amateur historian, and a Russian-Swedish doctoral student to seek out the early career of migrating dancer Anna Robenne (one of her names). The article looks into the activist ways in which the explorers interacted with Russian, Swedish, and Finnish archives in order to both reveal and make accessible cross-border materials and knowledge pertaining to Robenne. To explore the relationship between the Robenne materials, the archival institutions, and the group of collaborating historians, the authors draw on Caswell and Cifor’s notion of “radical empathy”. The article thus brings new archival theory into the performing arts domain and makes a dance contribution to the broader field of critical archival and heritage studies. To cross borders to account for Robenne’s Russian legacy counters previous historiography’s disinterest in following the careers of non-canonized migrating artists in the Nordic-Baltic region.

The object of research is economic intelligence in the system of international economic relations. The paper presents the author's position on the objective conditions for the dynamic development of economic Intelligence. The authors reasonably substantive definition of the categories «economic intelligence» and «business intelligence» as such, which are synonymous categories. An objective factor in the intensive development of economic Intelligence is the demand of the world community for the development of the digital economy. The world's leading states have announced the transition to a digital economy. One of the most problematic areas of the digitalization process is the problem of training personnel capable of using software and hardware integrated into the world's Business Intelligence systems (BI systems). In the future, the authors see the elimination of this problem in the establishment of the training of intelligent, competent specialists. These specialists must have the ability to analyze information and select the best solutions. They must be ready to use the tools of the world's BI systems. Have all theoretical and practical skills that will enable them to make the right intellectual management decisions in the daily life of their companies. In the course of the study, data from the analysis of a large range of scientific literature and WEB-resources related to the object of study were used. The authors propose a matrix chronological reflection of the evolutionary path of development of BI-systems in the international market of information services in the first twenty years of the XXI century. The authors compared evolutionary trends in the first and second decades of the 21st century. The comparative analysis indicated an increase in the intensity of the development of the world business intelligence market in the second decade. To prove the correctness of the results obtained, the authors cite digital data from world statistics, which testify in favor of the author's research. Thus, both the author's comparative qualitative analysis and the quantitative assessments of world analysts gave the same logical conclusion.

Purpose – The purpose of this paper is to propose a minimal dynamic two-dimensional map for the relation between citizens’ perception of quality of life (y) and their perception of the city Mayor management abilities (F). Design/methodology/approach – The authors use data from the Ciudades cómo vamos? project and test a simple hypothesis: there is a linear positive correlation between y and F. Following the authors propose a two-dimensional map based on ideas from a statistical regression model and a non-linear dynamical map on the [0; 1] interval. Findings – The authors give evidence that suggests that y and F are not linearly correlated. The authors show that the two-dimensional map, mentioned above, is able to reproduce non-trivial and unsynchronized relations between the variables, as well as the whole range of correlation coefficients. Research limitations/implications – There is a very limited amount of data to work with, therefore it was not possible to explore other possible relations thoroughly. Regarding the dynamical map, the authors are aware that there are still many venues for its study. Originality/value – To the authors’ knowledge, this is the first reported attempt at modeling the dynamics between two variables obtained via survey on which perception is a key component of the questions.

Purpose – Since lean manufacturing considers that “Inventory is evil”, the purpose of this paper is to find and quantify the relations between work-in-process inventory (WIP), manufacturing lead time (LT) and the operational variables they depend upon. Such relations provide guidelines and performance indicators in process management. Design/methodology/approach – The authors develop equations to analyse how, in discrete deterministic serial batch processes, WIP and LT depend on parameters like performance time (of each workstation) and batch size. The authors extend those relations to processes with different lots and the authors create a multiple-lot box score. Findings – In this paper, the relations among WIP, LT and the parameters they depend on are derived. Such relations show that when WIP increases, LT increases too, and vice versa, and the parameters they depend on. Finally, these relations provide a framework for WIP reduction and manufacturing LT reduction and agree with the empirical principles of lean manufacturing. Research limitations/implications – Quantitative results are only exact for discrete deterministic batch processes without any delays. Expected results might not be achieved in real manufacturing environments. However, qualitative results show the underlying relations amongst variables. Different expressions might be derived for other situations. Practical implications – Understanding the relations between manufacturing variables allows operations managers better design, implement and control manufacturing processes. The box score, implemented on a spreadsheet, allows testing the effect of changes in different operational parameters on the manufacturing LT, total machine wait time and total lot queue time. Originality/value – The paper presents a discussion about process performance based on the mutual influence between WIP and LT and other variables. The relation is quantified for the discrete deterministic case, complementing the models that exist in the literature. The box score allows mapping more complex processes.

Purpose The purpose of this paper is to propose a scheme that allows users to interactively explore relations between entities in knowledge bases (KBs). KBs store a wide range of knowledge about real-world entities in a structured form as (subject, predicate, object). Although it is possible to query entities and relations among entities by specifying appropriate query expressions of SPARQL or keyword queries, the structure and the vocabulary are complicated, and it is hard for non-expert users to get the desired information. For this reason, many researchers have proposed faceted search interfaces for KBs. Nevertheless, existing ones are designed for finding entities and are insufficient for finding relations. Design/methodology/approach To this problem, the authors propose a novel “relation facet” to find relations between entities. To generate it, they applied clustering on predicates for grouping those predicates that are connected to common objects. Having generated clusters of predicates, the authors generated a facet according to the result. Specifically, they proposed to use a couple of clustering algorithms, namely, agglomerative hierarchical clustering (AHC) and CANDECOMP/PARAFAC (CP) tensor decomposition which is one of the tensor decomposition methods. Findings The authors experimentally show test the performance of clustering methods and found that AHC performs better than tensor decomposition. Besides, the authors conducted a user study and show that their proposed scheme performs better than existing ones in the task of searching relations. Originality/value The authors propose a relation-oriented faceted search method for KBs that allows users to explore relations between entities. As far as the authors know, this is the first method to focus on the exploration of relations between entities.

In this paper the authors use the comparative method to analyze differences and similarities between basic ethical principles of the Serbian Journalists’ Code of Ethics and the Code of Professional Ethics of the Serbian Public Relations Association. The authors examine whether the interests of PR and journalist professions have to conflict as is usually thought, or they can be both used as a means of informing the citizens, as Philip Patterson believes. In this paper, the theoretical perspectives of Denis Everett and John Merrill are also taken into account. They state that the media is guided by profit, while the public interest, true information and ethics are secondary.

The 50th issue of the journal marks a jubilee. Purpose This paper aims to discuss the main reasons behind the tension between accountability to donors and accountability to beneficiaries, in terms of obtaining the basic needs and human rights of the latter. Relying on three arguments; firstly, based on Angela Crack’s (2013) theory of the three waves of accountability, the authors argue that the unequal power relations between donors, international non-governmental organisations (INGOs) and beneficiaries is a source of the deficit and gap of this accountability. Secondly, the authors examine the relation between INGOs and politics, their role in influencing policy making and their increased involvement with governments and states. The authors suggest that INGOs reliance on governments for facilitation and funding makes them accountable to those governments in a way that conflicts with the needs of their beneficiaries affecting their chances to obtain their basic human rights. Thirdly, the authors explore the different agendas between the global north and global south, considering the Western roots of INGOs. Finally, the paper suggests that unequal power relations, INGOs’ questionable legitimacy and the unclear relation with politics explain the causes behind the tension in accountability making it inevitable. The authors study whether frequently sued firms are more likely to be investigated by Securities Exchange Commission (SEC). The authors study how labor relations are crucial to corporate governance.Design/methodology/approachThe authors use hand-collected datasets of employee violations, misconducts and lawsuits and test whether bad employee treatment increases the likelihood of SEC probe. The authors' methodology includes panel fixed effects, as well as alternative measures of employee mistreatment and SEC case.FindingsThe authors find that with each increase in employee dispute increases the likelihood of the firm being investigated by the SEC. The authors find that geographically dispersed firms are more likely to be investigated by the SEC when facing employee disputes and that more labor union coverage and a higher unemployment rate triggers more employee allegations and labor-related lawsuits.Originality/valueThe authors' study is the first to investigate how employee relations affect firms involving federal investigation. The authors aim to contribute to the literature by studying (i) the relation between employee mistreatment and legal challenges, (ii) how firm characteristics affect the path from employee disputes to securities class actions and (iii) the impact of employee mistreatment on the corporate governance.
