The present paper contributes to the study of Serbia’s position in Yugoslavia after the death of Josip Broz. Based on insights into the disputes over the election of Serbian members and chair of the LCY Central Committee Presidium in 1981–1983, it analyzes the relations between politicians from Serbia on the one hand, and the relations of Serbia and other republics and provinces on the other. Prior insights from memoirs and historiographical literature were complemented by archival research.

Abstract Summary: Serbia has been undergoing a persistent identity crisis throughout most of the 200 years of its existence as an emergent and then independent polity. Recently, the visibility of issues relating to identity-building and statebuilding in Serbian political life have been heightened owing to Montenegro's referendum on sovereignty, the possibility of Kosovo obtaining independence, and Serbia's "new" position as an independent state. Drawing extensively on Serbian research, the article explores the transformation of political culture and political identities in post-Milosevic Serbia. The author contends that progress towards Europeanization and democratic consolidation in Serbia will require another major democratic breakthrough or at least a catalytic realignment of political forces (only partially obtained in the wake of the January 2007 Serbian elections). Serbia's future democratization remains contingent on the emergence of broad elite and public consensus around notions which blend a liberal and civic orientation with the positive aspects of Serbian tradition.

Abstract:
The article examines the features of public attitudes, national consciousness and foreign policy of Serbia in the context of its relationship with the countries of the Western Balkans. On the basis of modern Serbian scientific literature and opinion piece, the author analyzes the current crisis state of Serbian society, which was the result of the policy of S. Milošević and the heirs of the ideas of Serbian nationalism. The main attention is paid to Serbia’s relations with the newly formed states after the collapse of the SFRY - Bosnia and Herzegovina, Croatia, Montenegro and North Macedonia - from the point of view of the problem of joining of these countries the EU and NATO. The author analyzes the political and psychological atmosphere in Serbian society, the moods and plans of the authorities of modern Serbia, as well as the views of the right-wing nationalist politicians and scientists in relation to neighboring states. The study acquaints the reader with Serbia’s foreign policy plans and their results in the context of the formation of a new national identity based on the «Saint Sava myth», Serbian Orthodoxy and Serbian ethnic nationalism. An important place in the formation of Serbian identity is occupied by the revision of the concept of the history of Yugoslavia, which leads to the deformation of historical consciousness and the dominance of ethno-national identity over all other types of identity, and above all, over civic identity. The author believes that the new identity now being formed in Serbia leads to the rejection of modern reforms based on the rule of law, human rights, pluralism and tolerance. The author concludes that for stabilization in the Balkans it is necessary to find a point of integration common to all peoples of Bosnia and Herzegovina, regardless of their nationality. Bosnia and Herzegovina is a key link in the process of stabilizing the region. But all the other states of the Western Balkans are facing the same task. The researcher examines the role of Russia in the domestic life and foreign policy of Serbia and, in general, in the Western Balkans region, which has not yet resolved the problems of the transition period.

Abstract:
Serbia became an independent state after the Russo-Turkish war of 1877-1878. Relations between the Russian Empire and the Serbian Principality deteriorated on the eve of the signing of the Treaty of Berlin. This was largely due to the personal position of the Serbian Prince Milan. Serbian leadership considered it impossible to support Russia in the event of a new war. For the Russian side, the unwillingness of the Serbian side to follow Russia's recommendations was unexpected. Serbian historiography has long argued that this position of Serbia was due to the infringement of Serbian national interests in the course of signing of the Treaty of San Stefano. Serbian territorial claims were not satisfied, and the creation of Greater Bulgaria seemed unfair to the Serbs. However, sources indicate that the rejection of consultations with Russia occurred not only for this reason. Prince Milan took a determined course for an Alliance with Austria-Hungary and a break-up with Russia. This is recognised by modern Serbian historiography. The departure from consultations with the Russian Empire and the rapprochement with the Habsburg monarchy largely determined the nature of Serbia's state-building, as well as its relations with neighbouring Balkan States. Serbia gained the status of an independent state, but at the same time became dependent on its Northern neighbour - Austria-Hungary.

Abstract:
This paper deals with the relations between the Republic of Serbia and the European Union, with special attention to the key issues in the process of its accession to the EU, as well as the political moods of the Serbian citizens towards that membership. There are many problems and misunderstandings in the process of Serbia’s accession to the European Union which are expressed through conflicts of different interests, the EU’s asymmetrical and ultimatumbased relationship with Serbia, a different perception and assessment of reality in Serbia, the value system and other cultural factors. These problems are manifested through many issues, and essentially, they stem from the consequences of the break-up of Yugoslavia and the political conditions for Serbia’s admission to EU membership, such as: the support of the secessionist processes in the Federal Republic of Yugoslavia, first in case of secession of Montenegro from the FR Yugoslavia and then of Kosovo and Metohija from Serbia, as well as in the issues of Serbia’s cooperation with the Hague Tribunal. The core standards for EU membership from Copenhagen and Madrid remain in the shadow of these problems. This is one of the reasons why in Serbia the skepticism towards its membership in the European Union has been on the rise. Other contributing reasons for skepticism include the current processes within the Union, such as economic, monetary and institutional crisis, Brexit; the strengthening of conservatism and separatism, as well as the increasingly noticeable initiatives for the reorganization of the Union. That is why Serbia’s path to EU membership has become more complicated and why it seems more and more like a road without a final destination.

The current relations of the Republic of Serbia with the People?s Republic of China (hereinafter: Serbia and China) are conditioned by many political, economic, legal and social factors. The mentioned factors point to the existence of asymmetry in many aspects which, however, is not an issue that implies that the two parties can not develop good and friendly relations. In the historical and international legal sense, the relations of the two countries are characterized by the continuity of diplomatic relations established on January 2, 1955, between the then Federal People's Republic Yugoslavia and the People's Republic of China. Serbia as the successor state of SFR Yugoslavia continues to treat China as one of its most important partners in international relations, which is manifested through the foreign policy course, according to which China is one of the main ?pillars? of Serbia's foreign policy alongside the European Union, Russia and the United States. The mere reference to the main ?pillars? in Serbia's foreign policy orientation indicates that China is a key player in world politics and a great power with which Serbia needs to build relations of a ?comprehensive strategic partnership?. It is not surprising, therefore, that the deepening of the Serbian-Chinese relations on a bilateral and multilateral level (especially within the UN, regional international organizations and political forums such as the 16 + 1 mechanism between China and the countries of Central and Eastern Europe) contributed to better strategic positioning of Serbia in modern international relations.

The article examines the current state of affairs in Belarus and Serbia - two countries that previously were parts of the socialist federal states, but currently belong to the regions of Eastern Europe and the Balkans/South-Eastern Europe, respectively. The first part of the article is devoted to Belarusian-Serbian relations. Political cooperation is developing at the presidential, governmental and parliamentary levels, and interaction is also carried out at the level of various departments, regions and cities. For Serbia, the support from Belarus on the international scene is important, in particular, in the issue of the territorial integrity and sovereignty of Serbia. The second part of the article is devoted to Serbia’s relations with the EU and the countries of the Adriatic Euroregion. On December 22, 2009 Serbia applied for EU membership. Despite the significant progress in the negotiations, Serbia has not yet become one of the EU member states. The third part of the article analyzes relations between Belarus and its neighbors, as well as cooperation with the EU. The European Union is the second most important market for Belarusian exports (after Russia). The main trading partners of Belarus among European countries, based on the indicators of bilateral trade in 2019, are Germany, Poland, Great Britain, Lithuania, the Netherlands, Italy, Turkey, Latvia, France, Belgium, and the Czech Republic. The article concludes on the state and prospects of Belarusian-Serbian relations, cooperation of Belarus and Serbia with the EU and neighboring countries, and gives a description of the political systems and foreign policy of Belarus and Serbia.

Abstract:
Serbia inherited Yugoslavia’s tendency to pursue its foreign policy in terms of “multi-vector” policy and balancing between the West and the East to achieve its own political goals and maintain the attention of other countries. Despite the desire to join the European Union, as officially declared by the state authorities, Serbia also strives to maintain a “strategic partnership” with Russia. This paper presents Russia’s interests in the policy towards Serbia in the economic sphere over the years, starting from 1999. It points to the complexity of Serbian-Russian economic relations and their relationship with political issues. Russia, as a permanent member of the UN Security Council, can significantly affect Serbia’s internal and foreign policy, making it dependent on guarding Serbia’s sovereignty and territorial integrity and through the lack of recognition of Kosovo’s independence by pursuing its own interests, manifested by an increasing Russian presence in the energy sector.

Abstract:
Among the Orthodox Christians on the Balkans, the rituals of Christian baptism and marriage traditionally give rise to ritual kinship relationships, not only among individuals but also among family groups that were until then unrelated. Only among Bulgarians, Serbians, and Macedonians, these relationships are carried on hereditarily and are constructed according to the patrilineal kinship model. The godfather’s role ( kumstvo) is inherited as symbolic capital by the family-kin groups of both the godparents and the godchildren. These are relations of symbolic inequality and have a ritual character: both the calendar feast cycle and the lifecycle rituals are marked by symbolic rights and obligations, which are still observed until the present day in most Bulgarian families, for example, mandatory gift exchange. The belief in the power of the godparent’s curse is still alive today in a number of regions in Bulgaria. On the other hand, the godparent tradition among Bulgarians acquired new meaning and new dimensions during the decades of socialism and postsocialist transition. During the last two or three decades, the godparent relationship has become a way of building new social networks, often of a clientelist nature. More and more often, ritual kinship relations are used for benefits and hierarchical ascent, similarly to nepotism. This process leads to the reformation of social networks—it still functions as social capital, but to each new generation. Every new family chooses different godparents, thus creating new social networks. Research about godparent relations among Bulgarians and, more generally, on the Balkans, is based on both existing studies on the subject and on the author’s personal fieldwork research in Bulgaria.

AbstractThis article critically examines contemporary narratives which frame Serbian politics as a conflict between supporters of a pro-European Union (EU) policy and supporters of closer ties with Russia. Contrary to this narrative, contemporary Serbian political actors increasingly present policies and platforms oriented towards both the European Union and Russia. These developments reflect the contradictory legacies arising from the history of Serbian and Russian diplomatic relations along with the sometimes ambivalent implications of Russia's stance on the issue of Kosovo's independence, Serbian public attitudes towards Russia, and recent developments in Serbian-Russian economic relations. Given the long time frame for EU membership and the current impasse over issues like Kosovo and Serbia's potential NATO membership, Serbia's leaders currently enjoy the luxury of simultaneously deepening ties with both the EU and Russia. However, a future linkage between Kosovo's independence and EU membership and/or the possibility of Serbia's joining NATO will likely present Serbian political elites with mutually-exclusive choices bearing important implications for their relations with either Russia or the EU.

Cette recherche vise à analyser l’évolution des représentations de la Serbie en France de 1804 (date des premières insurrections serbes face aux Ottomans) à 1914 pour mettre en lumière le système de représentations qui s’est mis en place autour des Serbes et de leur pays. À l’intérieur de ce système, la construction et l’évolution des stéréotypes sont particulièrement significatives et nous renseignent sur le « capital de représentations » des Français. Les différents types de représentations permettent de cerner les sentiments des acteurs français de l’époque, interrogeant notamment l’existence d’une « question serbe » dans les esprits français dans le contexte plus général de la question d’Orient. Ces questionnements reposent sur la résonnance des images dans les imaginaires mais aussi sur le rôle de la politique : ce travail cherche à comprendre les interactions entre les différentes sphères et leurs conséquences. Pour cela, il faut distinguer l’opinion publique, la sphère politique et le milieu diplomatique. Ainsi l’exemple franco-serbe permet-il d’interroger le mécanisme des cercles de réception français et de les confronter avec l’évolution du contexte européen du long XIXe siècle. À partir de ces observations, ce travail interroge aussi la spécificité politique des relations franco-serbes, tout en prenant le soin de déconstruire la dimension nationaliste de l’historiographie franco-serbe
The purpose of this dissertation is to analyze how the representations of Serbia in France evolved between 1804 (birth of the first Serbian insurrections against the Ottomans) and 1914, to highlight the system of representations that was set up around Serbia and its people. Within this system, the construction and the evolution of stereotypes are especially significant and tell us about the French pool of representations. The different types of representations make it possible to identify the state of mind of the French actors of the time, questioning the existence of a "Serbian question" in the French vocabulary in the more general context of the Eastern question. These questions are based on the resonance of images in the imaginations as well as on the role of politics: this thesis seeks to understand the interactions between different spheres and their consequences. To do this, the public opinion, the political sphere and the diplomatical relationships have to be distinguished. Thus the Franco-Serbian example allows us to interrogate the mechanism of the spheres of reception and to compare them with the evolution of the European context. From these observations, this work permits us to question the political particularity of the Franco-Serbian relations, while the nationalistic dimension of its historiography has to be studied as well

Abstract:
The thesis discusses the remembrance of the Ottoman heritage and presentation of Ottoman culture at the Ethnographic Museum in Belgrade. The study emphasizes the role and importance of memory and historical interpretation in the contemporary museum practice at the museum. The historical memories of a collection of 6 curators will be discussed and represented in order to examine the influence these recollections have on the exhibition of culture in the museum. The thesis gives the reader a further understanding of the mechanisms behind the continuous neglect and lack of appreciation of the Ottoman heritage in the Serbian society. In line with the current research within memory studies, this study focus on a museum as a site of memory, or a "lieux de mémoire" in Pierre Nora's term. The author concludes that there is a lack of awareness and emphasis in the museum on the Ottoman heritage. She also argues that the museum as a site of memory does little to provide for an arena where memories of different cultures and identities are channeled and presented in the society. Further studies should also emphasize museum presentations in other Southeast European countries in order to discuss the ways in which folk culture, cultural history and memory are presented to the public.

Cette recherche a pour but d’offrir une perspective historique sur relations bilatérales entre la Serbie et la Republika Srpska (RS), quasi-Etat bosno-serbe autoproclamé et sécessionniste réintégré à la Bosnie-Herzégovine d'après-guerre à la suite de l'Accord de paix de Dayton de 1995. Soucieuse de contribuer à la littérature sur les liens entre les Etats-parents et leurs communautés-parents transfrontalières, cette étude entend se concentrer sur les résultats et les effets que ces liens ont pu avoir, dans le cas des coopérations trans-Drina entre la Serbie et sa "communauté parente" bosno-serbes, sur la politique intérieure de la RS. La RS représentant un exemple singulier de "communauté parente", en raison de son statut constitutionnel d’entité fédérée au sein de la Bosnie-Herzégovine et des avantages institutionnels et politiques qui en découlent, permettra de mettre en lumière les spécificités de l’activisme de la Serbie envers l’entité "parente". La variété de ces "ponts sur la Drina", la pluralité des acteurs étatiques et non étatiques qui ont cherché à les construire, et la réciprocité de ces relations, rendues possibles, la possibilité de nouer des "Relations parallèles spéciales" seront examinées ici. This doctoral research aims to provide an historical perspective on the bilateral relations between Serbia and Republika Srpska, the self-proclaimed secessionist Bosnian-Serb statelet reintegrated to post-war Bosnia and Herzegovina following the Dayton Peace Agreement of 1995. Concerned about bringing a contribution to the literature on the connexions between kin-states and their transborder kin-communities, this study chose to focus on the effects and outcomes that those connexions might have had, in the case of the trans-Drina cooperations between Serbia and its Bosnian-Serb kins, on the Republika Srpska’s internal politics. The specificity of Republika Srpska as an example of kin-community, because of its constitutional and therefore difficultly contestable status of federalised entity within Bosnia and Herzegovina, will enable to highlight unusual results of Serbia’s kin-state activism on the polity. The variety of those " bridges on the Drina " , the plurality of the state and non-state actors that endeavoured to build them, and the reciprocity of those connexions, made possible by the numerous competencies retained by the RS among which the possibility to draw " special parallel relations " will be under scrutiny here. As a matter of fact, they will help to capture how, since the mid-2000s, renewed claims for RS statehood from Dodik’s SNSD, new party in power, had been encouraged and nourished by the progressive semi-institutionalisation of an integrative space across the Drina throughout the two post-war decades

Abstract:
Creative ambiguity as a negotiation strategy is used often in peace agreements and refers to when ambiguities are used in agreements to serve as a positive motivation to get over obstacles. While it has many positive impacts, the use of creative ambiguity also often times shifts the burden of the negotiation phase to the implementations phase, and thus can result into agreements that are not implemented as well as plummeting the relations between the parties affected. This thesis aims to understand how the use of creative ambiguity in the Brussels Agreement between Kosovo and Serbia had an impact on the heightened conflict between the countries. This thesis is a single instrumental case study that illustrates the issue of creative ambiguity through the case of the Brussels Agreement. Through analysing interferences from material mainly collected from both countries’ government websites, this study conducted that the use of creative ambiguity had a harmful impact not only on the relations between Kosovo and Serbia, but also on the implementation of the agreement.

This thesis investigates the diverse ways in which social agents construct the relationship between past, present and future through a study of historical consciousness and its role in the negotiation of identity and shifting power relations in the border region of Southwest Serbia. The focus of the research falls on ethnic relations between Serbs and Bosniaks, who predominantly inhabit the area, and the boundaries that they imagine surround the world they live in. The goal has been to trace the life of these ethnic boundaries, and with it the relationships between those who imagine them by following their transformations in history, as well as to inquire into elements of social patterns that may be discernable within a contextualized and historicized analysis of the region. In order to achieve this, I have analysed the diverse pasts and futures that coalesce in the many 'time spaces' that Southwest Serbia's social actors inhabit in any present moment and from which they (re)construct these boundaries and their identities. The research has been situated within the wider anthropological discussion about the relation of culture (memory) and history and draws on insights made by relevant studies and ethnographies conducted on the territory of the former Yugoslavia. The data presented demonstrates that ethnicity and nationality are not fully crystalized as concepts in Southwest Serbia, their contents are imagined in inconsistent ways in and between social groups, while ethno-national identities and histories are not on the whole felt to be crucial to one's personal sense of self, but are perceived and put to use as malleable political resources. As a result, the most dominant allegiance in Southwest Serbia is to one's family, the only group whose 'essence' escapes political malleability and whose members share a common cross-temporal vision.

The paper sheds light on the problem of borrowings, which is extremely important when learning Serbian as a foreign language. The Serbian language is very open to elements from other languages. On the example of Germanisms (in the field of sports vocabulary), as foreign elements, it is possible to expand the vocabulary of students of the Serbian language as a foreign language. Borrowings, as part of the lexical subsystem, provide an opportunity to become important material that will meet studentsʼ expectations in terms of greater autonomy in language learning, didactic cooperation instead of learning itself, as well as the inclusion of various work techniques that would make language learning more attractive.

Abstract:
Emotional education, although recognized in pedagogical science as a relatively young scientific concept, has always been a significant aspect of educational activity. The development of this aspect of educational activity was especially intense at the beginning of the 20th century, only to become a subject of scientific research in the 1980s. The aim of this paper is to investigate the development of the concept of emotio­nal education in Serbian pedagogy, and the relation of Serbian educators to this educati­onal concept. The method of theoretical analysis with content analysis technique was used in the paper. The main works of the most influential Serbian educators of the 20th century and the most important textbooks used in the education of pedagogues and teachers throughout the 20th century were analyzed. The point of analysis was emotional education viewed from the perspective of contemporary definitions of emotional education: as a pedagogical action that involves understanding and appreciating emotions in the process of education, developing self-awareness, self-discipline and independence, and helps children achieve positive interpersonal relationships. Despite the opinion that emotional education was under-represented during the 20th century, we found out that Serbian educators did pay attention to this aspect of education, but they didn’t consider it as a special phenomenon, but within the already defined scientific concepts of moral education and family pedagogy. Finally, we found that they understood it in accordance with their pedagogical orientations and social needs.

In this study, international migration trends were evaluated in Turkey and European Union (EU) Candidate Transition Economies by means of data obtained from HDI Report developed by UNDP. The aim of this study is analyzing international migration trends in relation with other dimension of integration such as economics, social protection and social policy. In this study, the subject was carried out through comparative relation scanning model and literature model, the sample group was established EU candidate transition economies (Montenegro, The Former Yugoslav Republic of Macedonia, Serbia, Albania, Bosnia and Herzegovina) with Turkey. The research data was collected by means of data from HDI Report developed by UNDP. The findings from this study revealed that the population of Montenegro and Serbia among EU candidate transition economies less emigrated and more immigrated than other countries. It can also be concluded that the emigration trend of Turkey presents similar tendency with Montenegro and Serbia whereas immigration rate of Turkey is lower than the other countries except for Bosnia Herzegovina.

Abstract: The paper examines correlations of architectural culture in Serbia with modern ideas of the twentieth century that were engendered through engagement with concepts originated by Le Corbusier. Based on analysis of primary sources, the paper examines the dichotomy vernacular – modern as a critical point of this correlation. For instance, what was the significance of vernacular or folklore heritage, that Charles-Édouard Jeanneret traced in Serbia in 1911, and how did its value became part of the foundational discourse of the modern movement? What kind of relation to Le Corbusier’s doctrines were forged by modern architects in Serbia of the interwar years, and which lessons learned in his Parisian atelier by collaborators from the late 1930s had been transmitted far and wide in socialist Yugoslavia’s urban planning? This paper focuses on comparative analysis of direct material evidence of sources on the one side and interpretations on the other, with the aim to show more clearly a two-way working of sources, reception and selective transmission through architectural thinking and design process. In sum, the argumentation will aim to elucidate the processes of acknowledgment, emulation, idealization, analytical probing, dogmatization, critique and annihilation of Le Corbusier’s ideas in the long march of modernism’s emancipation and decline in Serbia over the course of the twentieth century. Resumen: El artículo examina las correlaciones de la cultura arquitectónica en Serbia con ideas modernas del siglo XX que se generaron a través de los conceptos originados por Le Corbusier. Basado en el análisis de fuentes primarias, el artículo examina la dicotomía vernácula - moderna como un punto crítico de esta correlación. Por ejemplo, ¿cuál fue la importancia del patrimonio vernáculo o folclore, que Charles-Édouard Jeanneret trazó en Serbia en 1911, y cómo se convirtió su valor en una parte del discurso fundamental del movimiento moderno? ¿Qué tipo de relación con las doctrinas de Le Corbusier se forjaron por los arquitectos modernos en Serbia de los años de entreguerras, y qué lecciones aprendidas en su taller parisino por los colaboradores de la década de 1930 habían sido transmitidas en la planificación urbana de Yugoslavia socialista? Por un lado, este documento se centra en el análisis comparativo de pruebas materiales directas de fuentes, y por el otro lado de la interpretación, con el objetivo de mostrar más claramente dos maneras de trabajo de las fuentes, la recepción y transmisión selectiva a través del pensamiento arquitectónico y proceso de diseño. Sociological and safety aspects of the geopolitical integration of the Republic of Serbia into the EU are part of the reality the country and the society have been confronting since the beginning of the 21st century. To single out and determine every sociological and safety factor is almost impossible since there is no definiteness of factors affecting the positioning of a country within the association of new countries. Neither is there any unique prototype applicable to all countries. Each country possesses cultural, national, religious, institutional and economic uniqueness; hence, it can be concluded that each country undergoes various experiences in the process of integration into a new institutional family. Since the creation, the European Union by its structure has presented a challenge to the society in all respects. This may certainly be measured and explained by sociological and safety standards. This paper presents the past correlations of the Republic of Serbia from two decades ago to the present, using a synthetic method to carry out a comparative analysis of the descriptive pattern, position, and capacities of the national in relation to supranational.
