Abstract:
The long-established relationships between Argentina and the Arab world are the result of the significant presence of Arab communities and actors in Latin America, due to several migratory waves along history. However, bilateral relations with the countries of the Gulf Cooperation Council (GCC) have only deepened much more recently. Initiatives to widen relations such as the Summits of the South American-Arab Countries (ASPA, from its acronym in Spanish) and MERCOSUR-GCC have worked not only as a framework but also as a platform to diversify those relations in terms of the actors and initiatives involved. Since its beginning, the relationship between Argentina and the GCC states has had continuity in terms of trade exchanges and public diplomacy, even during periods defined by the absence of public policies towards the GCC countries. In this context, initiatives of a different nature conducted by socio-cultural or religious non-state actors have filled the gap, in a process of multiple exchanges, have added value to the relation and have gone further than the economic realm and formalities of public diplomacy, especially in the period 2003-2015. Key words: Gulf Cooperation Council, Argentina, bilateral relations, non-state actors.

Abstract:
Abstract Nigeria struggles to establish and sustain cooperative, interdependent state-local intergovernmental relations (IGR) by providing for the powers and rights of local governments in the federal constitution. Despite the provisions, the practice of state-local IGR has remained inclusive, hierarchical, dependent and competitive. This paper investigates the extent to which constitutional provisions determine state-local relations as against the macrostructure of intergovernmental relations between the federal government and states. The authors argue that it is difficult to expect a cooperative, interdependent, state-local IGR through constitutional provisions of the powers and rights of local governments, if the federal-state relations, which should be the determining framework of IGR is inclusive, hierarchical and dependent. The paper suggests that the lower forms of IGR in a federation (e.g. the state-local IGR), largely depend on the super-structure, which is that between the federal government and the lower tiers. The implication is that the level of autonomy enjoyed by local governments largely depends on the level of autonomy the states themselves enjoy.

Abstract:
This essay explores the idea of relational legacy in connection to the interconnected group of central and provincial cities. The concept is applied to concrete explorations of the relationship between the cities. We explore the idea through the emergence of discourses on nation, interurban differences and various conceptions of belonging. We find that the relational dynamics of urban space has been actively constructed by the media. It is concluded that existing conceptions of interurban relations need to take account of the contradictory dynamics behind the urbanites’ perception of cities. We also need to contend with manifestations of “state racism” which appear to achieve a greater prominence.

Abstract:
The article delineates the diplomatic relations between Ukraine and the Republic of India based on a high level of trust and mutual understanding, being friendly and collaborating. Recently, two countries have been able to build a solid base for the development of economic cooperation, trade and scientific relations, using the Soviet-era cooperation traditions and a certain unity of approaches to understanding of the modern world. At the same time, analysts and indologists point out the lack of attention to Ukrainian-Indian relations by Ukrainian authorities and underestimation of real opportunities and prospects for cooperation. The level of political dialogue is not in line with the potential of these relationships either. The overall image of Ukraine has been significantly improved by Ukraine’s persuasive defence of its national interests, victory in international legal instances, in particular the recognition of the aggressive actions of the Russian Federation in the east of Ukraine as well as the entry into force of the Association Agreement with the European Union that has led to a revival of interest from Indian partners. The next task for Ukrainian politicians and experts is to explain the strategic importance for Ukraine of the Association Agreement with the EU, the prospects for its implementation, and the absence of negative consequences for cooperation with Asian countries. The author emphasises that Ukraine does not make full use of this area of its foreign policy, therefore losing opportunities for advancing and protecting its national interests in this important region. Keywords: the Republic of India, Ukraine, EU, association, Ukrainian-Indian relations.

Abstract:
Cəmiyyət inkişaf etdikcə onun dəyərləri daim dəyişir, yeni dəyərlər köhnələri sıxışdırıb çıxarır. Ailənin tarixi inkişafı buna əyani sübutdur. Məqalədə qeyd edilmişdir ki, ailə sosial institut kimi onun hər bir üzvü tərəfindən sosial normaların mənimsənilməsini, ona əməl edilməsini izləyir və nəzarət etmək funksiyasını yerinə yetirir. İrəli yaşda qadınlar daha aktiv, kişilər isə əksinə passiv olurlar. Sonda qeyd olundu ki, əgər gənc zamanın tələblərinə asanlıqla uyğunlaşırsa, yaşlılar isə bunu çətinliklə, dərk edirlər. Açar sözlər: ailə, uşaq, cəmiyyət, münasibət, tərbiyə, valideyn Family relations and its current state Abstract As a society develops, its values are constantly changing, and new values displace the old ones. The historical development of the family is a clear proof of this. In the article it has noticed, that the family as a social institute carries out function of mastering of social norms by its each member, followings by it, and the control item. In advanced age of the woman there are more active, and men, on the contrary, passive. In the conclusion it has noticed, that if the youth with ease adapts for time requirements the elderly perceive it hardly. If the elderly adhere to traditional principles, the youth in this plan is more modern. The outlook, interests is natural, features of character of youth and older persons have been show at family creation, construction of intrafamily relations. All these reasons should have been investigate, and further directed on education of people. Key words: family, child, society, attitude, upbringing, parent

Abstract:
ABSTRACTThis article examines the issues and the problems confronted by those conducting comparative research of charity-state relations in England, Canada and the United States. It also provides an explanation of why the interaction between charities and the state is important for political science: in part this is because in all three countries charities have become increasingly dependent on government for their income. In section I, the article examines the relationship between the concepts of a third sector, voluntary sector, non-profit sector and charity and concludes that the last might be the most appropriate to employ in comparative analysis. In section 2, the authors argue that in both England and Canada the state is formally responsible for the formation of certain kinds of charities; they also argue that in the United States a stricter separation between state and charity exists but that, in practice, the boundaries between charities and the state and the market are not clear ones.
