AbstractMany analysts contend that participation in the Sichuan earthquake relief efforts strengthened Chinese civil society. I examine these claims based on interviews with civil society organizations, academics and local officials in Sichuan, and argue that participation in relief efforts has strengthened civil society through increased capacity, publicity and interaction with local government. Conversely, relief efforts also reveal weaknesses in civil society and their governing institutions which inhibit further development, such as the trust and capacity deficit of these organizations. Participation in relief efforts served as a learning process whereby government, society and civil society groups learned how to work together effectively. However, in order to consolidate these gains and further strengthen civil society, there must be greater institutionalization of these groups' roles, increased capacity building, and greater trust between society, groups and the local state.

Abstract:
The present report outlines key requirements that are central to helping patients manage pain effectively. Although current standards are available as guides for practice, the prevalence of pain suggests that many health professionals do not know and/or cannot relate to these standards. Therefore, a brief, pragmatic statement may be more useful initially for health professionals and patients learning about problematic pain outcomes. The principles in the brief statement produced by the Canadian Pain Society clarify and emphasize key underlying assumptions that have directed the development of many pain standards. The aim of the present paper is to increase awareness of ineffective pain practices and the importance of pain relief, and to stimulate further work in this area.

Abstract:
The existence of women, especially regarding their physical beauty and beauty, is not a myth found in works of art or literature, including those found in temple reliefs. Many temple reliefs in Indonesia depict women and their exoticism, both physically and their activities and position in society. Prambanan Temple is a temple that is known to be closely related to the figure of a beautiful woman named Roro Jongrang who occupies the main statue. In addition to the main statue, on the reliefs of the walls of Prambanan Temple there are also reliefs about other women. This relief is a text that describes women and their existence. This study seeks to explore and interpret the physical woman on the wall reliefs of Prambanan Temple. The research was conducted by using semiotic-semanalytic analysis of Juli Kristeva. The results of the intertextual research show that almost all of the women's physical relief panels at Prambanan Temple are constructed to read the signs on the reliefs as a text, so that the story or story conveyed can be easily recognized and understood. The meaning of genotext in the context of women on temple wall reliefs who appear without a physical cover or naked is a common thing or a habit in society based on geographical and social conditions. The upper physical nudity of women at that time did not affect the views of the people around, especially men. Because women are chosen not based on their body shape but other attractions that are sometimes mystical. The meaning of phenotext, women who appear naked has a negative meaning and leads to pornography, can cause unlimited male attraction, can become victims of sexual crimes, and can even be in contact with the law.

Abstract. The value of srawung in Javanese society are slowly dying because of modernization. This value is related to harmony and respect to others, as can be seen in Ramayana reliefs from Candi Prambanan. Reliefs in the temple have been analysed by archaeologists through many researches and scientific books but at times, they are unable to deliver and communicate the value of srawung well. This research studied about how the heritage community conveys some research reports which contain important values to pursue a new relevant way of communicating its substantial value. The heritage community is partner to archaeologists, and also a part of society. So, with a role of heritage community, the value of srawung will be easily received by the people. Keywords: Ramayana Relief, Srawung, Heritage Community Abstrak. Di era modern ini nilai-nilai srawung yang berkaitan dengan kerukunan dan sikap saling menghormati sudah mulai terkikis. Pada dasarnya, nilai ini merupakan nilai luhur dari masa lalu yang dapat ditelusuri, salah satunya melalui relief Ramayana di Candi Prambanan. Relief di Candi Prambanan sebenarnya sudah banyak dikaji oleh para peneliti Arkeologi, tetapi penyampaiannya kepada masyarakat masih belum maksimal. Karenanya, permasalahan yang dibahas dalam tulisan ini adalah bagaimana melibatkan komunitas untuk berperan menyampaikan hasil penelitian dari para peneliti yang mengandung salah satu nilai luhur yaitu srawung. Tujuannya adalah untuk mendapatkan cara baru dalam menyajikan hasil penelitian arkeologi dengan lebih relevan dan luwes sehingga mudah diterima masyarakat. Komunitas penggiat budaya dapat menjadi rekan bagi peneliti untuk menyampaikan hasil penelitian dengan cara-cara relevan dan sesuai dengan perkembangan zaman. This thesis explores the relationship between ideology generated by advocates of the Women's Liberation Movement and President Kimball's purposes of using Relief Society to strengthen Latter-day Saint (LDS) women. Navigating women through the societal attack on womanhood, President Kimball, and other general Church leaders during his administration (1973-1985), taught LDS women of their privilege and duty to the organization and the importance of generating strength through a sisterhood focused on service. Relief Society programs, procedures, and curriculum were evaluated, adjusted, and reinforced to deepen women's commitment to divinely established roles, to enhance women's doctrinal confidence, and expand the influence of women's leadership. The purpose of this thesis is to show how Relief Society strengthened LDS women's commitment to family and influenced increased cooperative efforts in defending families through Relief Society and priesthood organizations.

Abstract:
This research emerged from the belief that merely economic explanations of rent seeking were too narrow and an interdisciplinary approach was needed to understand historical structural factors that contribute to particularistic exchanges. Rent-seeking and particularistic ties are almost always explained from a strictly neoclassical perspective which tend to be reductionist approaches that fail to explain why some states will be rent-seeking while others will not. Moreover, other frameworks that analyze state-civil society interaction do so without taking into account particularistic state-civil society interaction. Thus, there is a need to explain such particularistic ties in a comparative institutional framework. My dissertation research was undertaken on two associations in Turkey, namely the Turkish Red Crescent (Kizilay) and AKUT (a search and rescue team), in order to understand the dynamics of the relationship between a particularistic state and civil society associations. The TRC was chosen because it was involved in particularistic exchanges and functioned as an institution of the state, which meant that it partook in the state failure the state in Turkey faced in the aftermath of a devastating earthquake in 1999. The Marmara earthquake was devastating not only physically in terms of the damage it caused, but also socially in terms of the extent of the failure of state institutions it exposed and the extent of criticisms it unleashed. The immediate chaos that ensued in the aftermath of the earthquake was marked by the "absence of the state". The failure of the state provoked an unprecedented civil reaction and mobilization. AKUT, the second case of the research, also became the focus of public attention, albeit for completely the opposite reason. It was revered for the successful rescue work it carried out in the earthquake while the TRC was severely criticized for its failure to deliver services.
My dissertation research has shown that in cases of state failure, the state can only establish particularistic ties creating a multilevel chain system of particularized exchanges and fails to deliver public goods and services universally. Thus, the state co-opts a civil society organization into this chain system, demonstrated both by the TRC and AKUT. Furthermore, in cases of state failure, a civil society organization that has developed independently of the state becomes over-missionized with filling the gap created by state failure (AKUT), with public expectations and demands from AKUT far exceeding their self-defined goals and capabilities. Thus, ineffectiveness of the state does not translate into well-working civil society organizations. The absence of a capable state affects the nature of civil society organizations adversely. This finding is a direct contribution to the more general debate on the effectiveness of state institutions and the voluntary sector. More importantly, my research effectively shows that much of the dichotomous discussion of the state on the one hand, and civil society on the other, needs to be discarded. Such dichotomous thinking does not capture the complex interactions between the state and civil society organizations, as I have shown in the case of Turkey.

Abstract:
Malawi is one of the poorest countries in the world and suffers from recurring disasters but no ongoing conflicts. Civil Society Organizations (CSOs) working there must therefore take relief, rehabilitation, and development into account as shifting between these stages is the reality of the rights-holders. What approaches that should be used while doing this is unique in each context. The aid structure is however clearly divided between those working with relief and those working with development, and even though the conceptual development suggest that the aid structure should join there has been no change towards this. At the same time Result Based Management (RBM) as a principle for aid effectiveness has been heavily criticized for focusing on short term results, among others. This qualitative study has contributed to closing two research gaps; in identifying that Disaster Risk Reduction, Human Rights Based Approach, economic empowerment, and sustainable relief interventions are the approaches that CSOs in Malawi tend to focus on when working close to a community where there is a need to link relief, rehabilitation, and development (LRRD); and in identifying that not only can the pressure from a divided aid structure be blamed for the challenges facing CSOs implementing LRRD approaches, but RBM is also a contributing part. This results in CSOs being torn between accountability issues towards donors and staying legitimate towards rights-holders and that because of these challenges they cannot live up to their potential and provide the most effective aid.
Malawi är ett av de fattigaste länderna i världen och lider av återkommande katastrofer men inga pågående konflikter. Perioder av humanitära katastrofer, återuppbyggnad, och utveckling, skiftar och växlar fram och tillbaka i olika stadier och eftersom det är rättighetsbärarnas verklighet så är det också något civilsamhällsorganisationer som arbetar med olika typer av utvecklingssamarbete måste ta hänsyn till att. Vilka metoder som bör användas när organisationer arbetar i detta klimat är unikt för varje kontext. Biståndet är emellertid tydligt uppdelad mellan de som arbetar med humanitärt arbete och de som arbetar med utveckling, och trots att den konceptuella utvecklingen föreslår att biståndet bör kopplas samman så har det inte skett någon strukturell förändring. Samtidigt har resultatbaserat arbete som är en princip för biståndseffektivitet starkt kritiserats, bland annat för att det fokuseras för mycket på kortsiktiga resultat. Denna intervjubaserade studie har bidragit till att minska två forskningsgap; genom att identifiera att katastrofförebyggande arbete, rättighetsbaserat arbete, ekonomisk empowerment, och hållbara humanitära insatser som de tillvägagångssätt som civilsamhällesorganisationer i Malawi tenderar att fokusera på när de arbetar nära ett samhälle där det finns ett behov av att koppla samman humanitärt arbete med rehabilitering och utveckling (LRRD); och genom att identifiera att det inte bara är trycket från en uppdelad biståndsstruktur som förklarar de utmaningar som organisationer står inför när d arbetar med LRRD utan att resultatbaserat arbete också är en bidragande del. Lokala civilsamhällesorganisationer balanserar mellan ansvaret de har mot gentemot givare och legitimiteten de måste ha gentemot rättighetsinnehavare. I slutändan kan de på grund av dessa utmaningar inte leva upp till sin potential och tillhandahålla det mest effektiva stödet.

Abstract:
This study is an attempt to understand how PNGO’s are impacted as a result of the Israel- Palestine conflict today, while touching upon issues such as the Gaza blockade, relief aid, political participation, Hamas and the PA, and the occupation. I have had the opportunity of coming into contact with four different PNGO workers based in the Gaza Strip, and conducted qualitative structured interviews with each of them. They possess key insights as they exist at the center of the research problem. Through the theoretical lens of Paul Lederach (1997) and the utilization of the Directed Content Analysis (DCA) method, the structured interviews were analyzed in order to explore both the factors that Gazan PNGO workers identified as having an effect on their organization, as well as how it affects their organizational capacity and peace work.

Helicopter gearbox transmission castings must be designed for adequate strength, adequate stiffness for gear meshes and flight loads, clean-up of all machined surfaces, adequate edge distance for all clamped connections and minimum weight. Castings manufacturers generally request relatively large tolerances due to the nature of the casting processes in the order of +/- 0.100 inch while designers will require casting tolerances in the order of +/- 0.030 inch for cast surfaces. Excess casting material can lead to assembly interferences and excess weight while insufficient material can lead to thin wall conditions, lack of damage repair capability and potential performance issues. This paper describes how skewed (unilateral or unequally disposed) casting tolerances can eliminate casting rejections, eliminate Material Review Board (MRB) delays, eliminate reworks, ensure proper performance, and have negligible impact on weight.

Relief, rehabilitation, and recovery from climate emergencies require getting the governance of disaster and crisis management right. In Pakistan, there are five actions where response actors can either contribute directly, or facilitate action to enable effective interventions: Support the collection, coordination, and dissemination of data relating to the crisis; Help regenerate multi-sectoral cooperation and partnerships; Assist the vertical integration of institutions at the sub-national level; Urge coordinated resources across response actors: donors, government officials, and civil society; Strengthen social protection systems in the longer term. Most of these are familiar to those that work on humanitarian crises in Pakistan, but they represent unresolved bottlenecks in responding effectively to a crisis. Getting these areas of action right is critical for the current crisis and to prepare for other expected and accelerating climate emergencies. To expand on these five elements, this brief draws on the authors' experiences of national and international responses to previous disasters and their aftermaths in Pakistan. The rapid evidence review provides insights into global lessons applicable to Ukraine’s recovery and reconstruction. It emphasises the need for a holistic approach, considering various concepts like relief, recovery, reconstruction, and the development-humanitarian-peacebuilding nexus. The review suggests that reconstruction can begin during conflict and should involve rebuilding infrastructure and society in an integrated manner. It highlights Ukraine’s unique context, including its EU candidate status and the nature of its conflict. Key messages include ensuring local ownership, addressing corruption, fostering inclusion and equity, and leveraging private sector investment for a modernised economy. Governance of reconstruction should be agile, context-specific, and politically aware.

This paper addresses COVID-19 in India, looking at how the interplay of inequality, vulnerability, and the pandemic has compounded uncertainties for poor and marginalised groups, leading to insecurity, stigma and a severe loss of livelihoods. A strict government lockdown destroyed the incomes of farmers and urban informal workers and triggered an exodus of migrant workers from Indian cities, a mass movement which placed additional pressures on the country's rural communities. Elsewhere in the country, lockdown restrictions and pandemic response have coincided with heatwaves, floods and cyclones, impeding disaster response and relief. At the same time, the pandemic has been politicised to target minority groups (such as Muslims, Dalits), suppress dissent, and undermine constitutional values. The paper focuses on how COVID-19 has intersected with and multiplied existing uncertainties faced by different vulnerable groups and communities in India who have remained largely invisible in India's development story. With the biggest challenge for government now being to mitigate the further fall of millions of people into extreme poverty, the brief also reflects on pathways for recovery and transformation, including opportunities for rural revival, inclusive welfare, and community response. This brief is based on a review of existing published and grey literature, and 23 interviews with experts and practitioners from 12 states in India, including representation from domestic and international NGOs, and local civil society organisations. It was developed for the Social Science in Humanitarian Action Platform (SSHAP) by Justin Pickard, Shilpi Srivastava, Lyla Mehta (IDS), and Mihir R. Bhatt. Some of the cases draw on ongoing research of the TAPESTRY project, which explores bottom-up transformations in marginal environments across India and Bangladesh.

Freedom of movement is enshrined in Article 13 of the Universal Declaration of Human Rights. The expression of this right relies on there being accessible and safe transport available for people to use. Furthermore, transport underpins the fundamental needs of society to move goods and people around. Transport is not performing as well as it could. In many ways the freedom of movement for people and goods that transport supports is now more damaging than it needs to be to the environment, to the economy, and to people. TRL’s vision for new mobility is a transport system that provides better choice and access for everyone, serving as an enabler for better outcomes across these areas. In practice new mobility refers to a range of existing and emerging transport modes, services and technologies that have potential to provide a compelling alternative to the motor vehicle. At its core, new mobility is about rebalancing the movement of both people and goods away from single occupancy, inefficient, fossil-fuel powered vehicles. But achieving these goals is not straightforward; there is no ‘silver bullet’ that can entirely replace the need for internal combustion engine vehicles and solve all of our societal challenges. Instead the answer lies in understanding, developing and implementing the right mix of new mobility solutions.

This paper follows the enslaved woman Teofila from captivity to freedom in 19th-century Rio de Janeiro. To become a free woman, Teofila had to navigate the complex private credit networks of the West African community of the Brazilian capital city. With limited banking activity, the cariocas relied on one another for their financial needs, making for a highly convivial credit market that reflected and reinforced the vast inequalities of Brazilian slave society. While following Teofila through the courts of Rio de Janeiro, this paper will demonstrate that one of the cornerstones of the city’s credit market was the presence of an intertwined relationship between credit and private property. The commerce in human beings like Teofila produced thousands of negotiable titles, with slavery working as a propeller for credit circulation and one of its pillars – slave property was the primary collateral for unpaid debts.
