AbstractMany analysts contend that participation in the Sichuan earthquake relief efforts strengthened Chinese civil society. I examine these claims based on interviews with civil society organizations, academics and local officials in Sichuan, and argue that participation in relief efforts has strengthened civil society through increased capacity, publicity and interaction with local government. Conversely, relief efforts also reveal weaknesses in civil society and their governing institutions which inhibit further development, such as the trust and capacity deficit of these organizations. Participation in relief efforts served as a learning process whereby government, society and civil society groups learned how to work together effectively. However, in order to consolidate these gains and further strengthen civil society, there must be greater institutionalization of these groups' roles, increased capacity building, and greater trust between society, groups and the local state.

The present report outlines key requirements that are central to helping patients manage pain effectively. Although current standards are available as guides for practice, the prevalence of pain suggests that many health professionals do not know and/or cannot relate to these standards. Therefore, a brief, pragmatic statement may be more useful initially for health professionals and patients learning about problematic pain outcomes. The principles in the brief statement produced by the Canadian Pain Society clarify and emphasize key underlying assumptions that have directed the development of many pain standards. The aim of the present paper is to increase awareness of ineffective pain practices and the importance of pain relief, and to stimulate further work in this area.

Abstract:
The existence of women, especially regarding their physical beauty and beauty, is not a myth found in works of art or literature, including those found in temple reliefs. Many temple reliefs in Indonesia depict women and their exoticism, both physically and their activities and position in society. Prambanan Temple is a temple that is known to be closely related to the figure of a beautiful woman named Roro Jongrang who occupies the main statue. In addition to the main statue, on the reliefs of the walls of Prambanan Temple there are also reliefs about other women. This relief is a text that describes women and their existence. This study seeks to explore and interpret the physical woman on the wall reliefs of Prambanan Temple. The research was conducted by using semiotic-semanalytic analysis of Juli Kristeva. The results of the intertextual research show that almost all of the women's physical relief panels at Prambanan Temple are constructed to read the signs on the reliefs as a text, so that the story or story conveyed can be easily recognized and understood. The meaning of genotext in the context of women on temple wall reliefs who appear without a physical cover or naked is a common thing or a habit in society based on geographical and social conditions. The upper physical nudity of women at that time did not affect the views of the people around, especially men. Because women are chosen not based on their body shape but other attractions that are sometimes mystical. The meaning of phenotext, women who appear naked has a negative meaning and leads to pornography, can cause unlimited male attraction, can become victims of sexual crimes, and can even be in contact with the law.

Abstract. The value of srawung in Javanese society are slowly dying because of modernization. This value is related to harmony and respect to others, as can be seen in Ramayana reliefs from Candi Prambanan. Reliefs in the temple have been analysed by archaeologists through many researches and scientific books but at times, they are unable to deliver and communicate the value of srawung well. This research studied about how the heritage community conveys some research reports which contain important values to pursue a new relevant way of communicating its substantial value. The heritage community is partner to archaeologists, and also a part of society. So, with a role of heritage community, the value of srawung will be easily received by the people. Keywords: Ramayana Relief, Srawung, Heritage Community Abstrak. Di era modern ini nilai-nilai srawung yang berkaitan dengan kerukunan dan sikap saling menghormati sudah mulai terkikis. Pada dasarnya, nilai ini merupakan nilai luhur dari masa lalu yang dapat ditelusuri, salah satunya melalui relief Ramayana di Candi Prambanan. Relief di Candi Prambanan sebenarnya sudah banyak dikaji oleh para peneliti Arkeologi, tetapi penyampaiannya kepada masyarakat masih belum maksimal. Karenanya, permasalahan yang dibahas dalam tulisan ini adalah bagaimana melibatkan komunitas untuk berperan menyampaikan hasil penelitian dari para peneliti yang mengandung salah satu nilai luhur yaitu srawung. Tujuannya adalah untuk mendapatkan cara baru dalam menyajikan hasil penelitian arkeologi dengan lebih relevan dan luwes sehingga mudah diterima masyarakat. Komunitas penggiat budaya dapat menjadi rekan bagi peneliti untuk menyampaikan hasil penelitian dengan cara-cara relevan dan sesuai dengan perkembangan zaman. Abstract:
This article explores the rural poor relief system of colonial South Carolina. It finds that poor relief was substantially more generous and more readily available in rural areas of South Carolina than elsewhere in British North America, or indeed in the entire Anglophone world. It suggests that this was because elite vestrymen had deep-seated concerns about the position of the white poor in a society that was dominated by African slavery. Generous relief of adult paupers was therefore a public demonstration of the privileges of race to which all whites were entitled. Elites in rural South Carolina also made considerable efforts to provide a free education for pauper children that would inculcate industry and usefulness among those who might become future public burdens. The serious attention paid to the situation of the white poor in colonial South Carolina was therefore part of an effort to ensure the unity of white society by overcoming the divisions of class.

AbstractAs a result of a higher frequency of crisis situations, and due to the fact that societies become more and more vulnerable, the expenditures for humanitarian relief operations are growing. The currently available knowledge concerning humanitarian relief operations and relief logistics can be used more effective. Much knowledge is available in the humanitarian relief society and in military organizations involved in relief operations in crisis situations. The current base of knowledge is not interrelated or evaluated enough in respect to relief system effectiveness. If knowledge concerning humanitarian relief operations would be reengineered following a systems engineering, system logistics, and a more coordinative approach, humanitarian relief operations might be more effective for the same or even less money. One solutions that could benefit from integrated civil and military relief logistics knowledge and coordination of civil and military relief operations is the establishment of several relief‐hubs for one the Netherlands might prove a good location.

Following various tragic accidents, a civil society utopia has emerged to overcome the terrible situations through altruistic behaviors and mutual aid. Rebecca Solnit describes it as “a paradise built in hell.” As a means for civil society to support large-scale disasters, assistance is provided directly or indirectly through financial donations, relief supplies, or sending volunteers to disaster-affected areas. Such disaster relief assistance emerged post the Great East Japan Earthquake (GEJE). Indirect disaster relief takes the form of making contributions to nonprofit organizations (NPOs) to support disaster-stricken areas and people. Despite grants provided to NPOs, obtaining comprehensive data on their activities is difficult because of the enormous assistance they receive. Thus, research on civil society’s private disaster relief funding systems for the GEJE works remains limited. Additionally, it is difficult to deduce the number of program officers (POs) in charge of disaster relief activities for the GEJE. These POs belong to various foundations, companies, and NPOs. Apart from NPOs or charitable foundations, private companies have also established disaster relief grant systems for NPOs to aid disaster relief assistance. This study addresses the above concerns by reporting recent survey results to understand the role of private grants and POs in managing fund distribution to the NPOs working for the GEJE disaster relief. The study concludes from the survey that at least 25 private grant systems were launched, and they supplied more than JPY 40.57 billion (USD 391.26 million) from 2011 to 2020 for disaster relief activities by NPOs.

ABSTRACTIn many localities in the Dutch Republic, charitable collections were the single largest source of income for relief institutions for the outdoor poor. This article takes into account both the role of the authorities organising collections and the role of the city-dwellers making charitable donations. It is demonstrated that people from almost all layers of urban society contributed to the collections. By means of thorough planning and exerting social pressure, religious and secular administrators of poor relief tried to maximise Dutch generosity. They presented making charitable donations as a duty of the rich as well as of the less well-off. In the Dutch Republic, not only the elites, but also the middling groups of society, who approximately constituted almost half of the urban population, were of vital importance in financing poor relief.

This article discusses how pre-Genocide foreign missionary activity prepared the way for relief and existential support during and after the Armenian Genocide of 1915–1921. Examples are drawn from American, British, and German Protestant missionary organisations, especially the American Board of Commissioners for Foreign Missions, the Turkish Missions Aid Society or Bible Lands Missions Aid Society, and the Christlicher Hilfsbund im Orient. These agencies developed missionary and relief methods and transnational networks which were utilised by the Action Chrétienne en Orient (ACO) and other twentieth-century mission agencies in their work among Armenian communities.

Here is a dazzling book, one that offers a rich genealogy for reflection about our current preoccupations. Open up any newspaper. Switch on any television news program. What you will read and hear is a cacophony of voices, many of them discordant, on how to fix, fund, and perhaps shrink the federal government's spending on those insurance programs first created in the 1930s by the New Deal welfare state. Equally factious are the debates on immigration policy that some hope will resolve how the republic will meet its future labor needs and how it will placate its rising Latino voting public. Will we deport eleven million workers? Will we construct electrified fences to protect our southern border from “illegal” invasion? Will we offer unauthorized immigrants a path to citizenship? Stay tuned. And while racial politics are clearly at the covert center of these polemics, the discussion of race is rarely overt probably because some now pronounce us a post-racial society.

Mulai dari cerita kehidupan kalangan kerajaan, kehidupan masyarakat, dan adat istiadat pada saat bangunan candi tersebut dibuat, dsb. Penelitian ini merancang sebuah perangkat lunak mobile Android untuk identifikasi citra relief Candi Borobudur sehingga dapat membantu wisatawan dalam menerjemahkan pesan dan informasi yang terkandung didalamnya. Metode ekstraksi ciri yang digunakan adalah Speeded-Up Robust Feature (SURF) dan hierarchical k-means tree nearest-neighbor untuk identifikasinya. Pengujian identifikasi citra relief dilakukan dengan berbagai macam variasi, yaitu sudut, jarak, rotasi, intensitas cahaya dan keutuhan citra masukan untuk melihat pengaruhnya terhadap hasil pengenalan citra relief tersebut. Metode identifikasi yang diajukan memberikan hasil pengenalan sebesar 93.30% dengan rata-rata waktu komputasi 59.55 detik. Abstract The great nation built from people who can respects they history and origins. Reliefs at Borobudur temple contained many stories, including the history and origins of this nation. Starting from the life story of the royal, society, and customs at the time of the building of the temple was made, and so on. This study develops mobile Android software for identification of Borobudur Temple relief image object so that it can help travelers in translating the story and the information contained therein. Feature extraction method used is speeded-Up Robust Feature (SURF) and hierarchical k-means tree nearest-neighbor for identification. Identification testing of relief images is done by different variations, ie angle, distance, rotation, intensity of the light and wholeness of image input to see the effect on the relief image recognition results. The proposed identification method gives recognition results of 93.30% and the average computation time for 59.55 seconds.

The eruption of Mt. Unzen, from November 1990 to June 1991, brought on one of the worst volcanic disasters in Japan. Never before in post-war Japanese history has a natural disaster forced so many people to live as evacuees for so long, Two questionnaire surveys were carried out, the first in August, 1991 and the second in February, 1992. Conclusions drawn from these indicates that material assistance is important, but even more significant is the adoption of far-sighted policies to help evacuees adapt to their new disaster-caused situation. This would seem to be the biggest lesson to be learned from how today's affluent Japanese society dealt with the disaster.

This paper looks at the Compassion Relief Foundation, a charity organisation originating from Taiwan, and tries to understand how it has managed to provide relief to victims of natural disasters for more than ten years in nineteen provinces, autonomous regions, and special municipalities of the People’s Republic of China, despite the vicissitudes of cross-Straits relations and amidst recent bouts of religious persecution. The essay starts with an introduction to Compassion Relief: it presents its history as a charity organization, and then situates its activities in the PRC within the context of tense relations between China and Taiwan, as well as economic reforms in the PRC. The paper then questions three hypotheses advanced to explain the acceptance of Compassion Relief ’s activities by the Chinese government. It discusses the view that such approval results from political calculations directed at Taiwanese; the argument that it heralds change in the Chinese state’s approach towards the social role of religion; and the claim that it signals the emergence of an autonomous civil society free of government interference. The essay expresses reservations about these views and concludes that the activities of Compassion Relief in the PRC rather suggests the existence of a symbiotic relationship between society and state officials at the local level.

The research method uses qualitative research methods to analyze the meaning of the messages contained in the relief carvings of Hindu temple buildings in the village of Rama Agung using hermeneutic theory. The results of the study show that the meaning of the messages contained in the relief carvings of Hindu temples at the Dharma Yatra temple have meanings that mostly contain religious meanings and social messages and norms that apply in society in the village of Rama Agung. AbstractInternational efforts to provide relief to areas struck by natural disasters, such as tropical cyclones or earthquakes, are usually evaluated in terms of logistical, personnel and technical criteria — how to get needed supplies and services to affected populations quickly and effectively. These criteria are, of course, essential. However, the case of Cyclone Nargis, which struck the Ayeyarwady (Irrawaddy) Delta and other parts of southern Myanmar (Burma) on 2–3 May 2008, shows that the political environment can be a significant negative factor in aid delivery. Fearful of popular unrest and foreign influence, the Myanmar government tried to limit and control the provision of relief to an estimated 2.4 million cyclone survivors. It may be concluded from this experience that governments, such as Myanmar's, with limited popular support and legitimacy are likely to prioritise state security over human security, even in cases of extreme humanitarian need.

On December 24, 2022, in Moscow an interdisciplinary Council of Headache Experts, held under the auspice of the interregional public organization “Russian Society for the Study of Headache”, discussed the key problems of effective treatment of a migraine attack and the possibilities of a specific drug Kaporiza® (rizatriptan). Despite the development of strategies for the relief of migraine attacks and the effectiveness of triptans as first-line therapy, the choice of a specific drug in accordance with the individual clinical profile of the patient is difficult due to the existence of drugs in various forms (standard tablets, oral dispersible forms, injections, nasal sprays, rectal suppositories). Rizatriptan in the form of an orally dispersible tablet (ODT) has a number of advantages: high bioavailability, fast onset of action, and ease of use. Therefore, Kaporiza® (rizatriptan ODT) may be recommended as a priority therapy for all migraine patients who prefer the dispersible tablet form and who experience symptoms of nausea and vomiting, as well as for patients who have experience of poor efficacy and/or poor tolerability of other triptans. The Expert Council recommends to include rizatriptan ODT in the next edition of the clinical guidelines for the diagnosis and treatment of migraine as a first-line agent with Level A evidence.

Background Pain freedom after 2 hours is the recommended primary endpoint by the International Headache Society in randomized trials investigating drug treatment of acute migraine attacks. In order to demonstrate an early effect of a drug, some drug companies, however, have promoted headache relief (improvement from severe or moderate pain to mild or no pain) at earlier time points than 2 hours as outcome parameter. Methods and results We analyzed the relationship between pain freedom and headache relief in acute migraine trials and observed that persistent mild headache constituted 90% of headache relief after 0.5 hour and 40% of headache relief after 2 hours. Conclusion Headache relief at 2 hours should in our view only be used as an outcome measure for comparison with historic data. Prior to 2 hours, headache relief varies with time from intake and the therapeutic gain is very small. Therefore, pain freedom should be used at these early time points.

It provides a review of the growth of non-governmental actors in the relief field since the 2000s and examines the most important platforms and networks in the field, focusing on their strategies of maintaining a broad-based partnership, developing their own capacity, and enhancing overall inter-organizational connectivity. With an in-depth look at a successful joint non-governmental relief operation in Lushan in 2013, the paper also explicates how NGOs can break the state monopoly over disaster information management, public donations and relief operations. This research finds that during crisis times, non-governmental actors carry out relief missions effectively in parallel with state agencies. The rise of non-governmental disaster relief sheds light on one of many trajectories of civil society development in China where social autonomy is earned by innovation, public support and improved capacity.

COVID-19 changed society in terms of employment, food security, and mental health, affecting all segments of the population. Surging demands for a wide range of support could not be met solely by government-led disaster assistance that experienced breakdowns in the initial phase of the pandemic. The nature of the pandemic as a global, long-haul disaster necessitated sustained, diverse, and extensive civic disaster relief to complement government response. In this paper, we explore how civic disaster relief groups carry out online and offline coordination activities to engage different actors and their positive effects on individuals and local communities, drawing on interviews with civic disaster relief organizers and volunteers in the United States. We interpret our findings with the lens of coproduction that can increase the sustainability, diversity, and extent of civic relief efforts. We then suggest design implications for coproducing disaster relief and discuss the importance and benefits of involving stakeholders who are less likely to be engaged in producing relief.

In this book, Marco van Leeuwen attempts to answer three questions about poor relief in Amsterdam during the period immediately preceding Dutch industrialization: “Which groups provided poor relief and why? Which groups received poor relief and why? What effects did poor relief have on society?” (p. 2). To answer these questions, van Leeuwen develops a model whereby the poor-relief system served as an “exchange mechanism” (p. 33). On the one side, the rich used the system as “a control strategy” (p. 3) to influence the behavior of the poor in ways advantageous to themselves. According to van Leeuwen, there were a number of ways in which the poor-relief system met elite needs. Economically, it allowed them to control the labor market by ensuring there would be a labor reserve on hand to meet seasonal demand. Politically, it helped legitimize the social order and prevent unrest. Medically, it helped prevent the spread of disease through compulsory vaccination schemes. Finally, the poor relief system helped to instil proper values in the poor.

AbstractIn recent years, numerous catastrophic disasters caused by natural hazards directed worldwide attention to medical relief efforts. These events included the: (1) 2003 earthquake in Bam, Iran; (2) 2004 earthquake and tsunami in Southeast Asia; (3) Hurricanes Katrina and Rita in the southern United States in 2005;(4) 2005 south Asian earthquake; and (5) 2006 Indonesian volcanic eruption and earthquakes. Health disparities experienced by women during relief operations were a component of each of these events. This article focuses on the response of the Turkish Red Crescent Society's field hospital in northern Pakistan following the South Asian Earthquake of October 2005, and discusses how the international community has struggled to address women's health issues during international relief efforts. Furthermore, since many recent disasters occurred in culturally conservative South Asia and the local geologic activity indicates similar disaster-producing events are likely to continue, special emphasis is placed on response efforts. Lessons learned in Pakistan demonstrate how simple adjustments in community outreach, camp geography, staff distribution, and supplies can enhance the quality, delivery, and effectiveness of the care provided to women during international relief efforts.

The doctrine of substantive legitimate expectation is rooted in administrative law. Initiated in United Kingdom, it is originally intended to provide relief for claimants who suffered public wrong, but who may not have any legal claim procedurally or substantively under the main administrative or public law principles. Basically, by the principles in promissory estoppel, a public authority will not be allowed by rescind its promise if a suspecting member of society relies on such a promise to alter his position.
