One of the six corollaries to high quality healthcare identified in a 1987 study indicated that a team approach is required, although it challenges the notion of the professional autonomy of the medical staff. There are both individual and delivery system barriers to formation of partnerships and resistance to the change process. Combined with different views between physicians and executives, partnership building is a complicated process, and a number of recommendations are suggested to promote better relationships.

In the four years that have elapsed since the publication of the European Commission's White Paper on ‘Completing the Internal Market’ in June 1985 understanding of the issues involved in removing the various physical, fiscal and technical barriers to having a ‘single market’ in Europe has developed considerably. The public debate has gone through a series of phases, starting with scepticism, strikingly translated into enthusiasm and almost euphoria during 1988, to be replaced with serious concerns about many specific areas as general principles have come to be replaced by detailed proposals by the European Commission. The member states signed the Single European Act in 1986 for a variety of motives and it is often only when explicit proposals are tabled that the conflicting objectives and detailed implications become obvious.

Purpose – The aim of this study was to assess whether the removal of blood donation “barriers” facilitates blood donation intentions, using a sample of African migrants, and to identify the implications for social marketing. African migrants are currently under-represented as blood donors in Australia. Some members of the African community have unique donation needs that can only be served by this community. Design/methodology/approach – Interviews were conducted with 425 people from the African community in Victoria and South Australia. Factor analysis was performed on the barriers and the removal of barriers. Item groupings for both constructs differed, suggesting that barriers and their removal are not necessarily opposite constructs. Findings – The cultural society factor was negatively associated with blood donation intention (i.e. a barrier), whereas engagement and overcoming fear were positively associated with blood donation intention (i.e. facilitators). Cultural issues and lack of understanding were not seen to impede blood donation. Additionally, the removal of cultural barriers did not facilitate increases in blood donation intentions. Thus, the removal of barriers may not be sufficient on their own to encourage donation. Research limitations/implications – This only examines the issue with regards to whether the removal of barriers is a facilitator of blood donation with one group of migrants, and relationships may vary across other migrant and non-migrant groups. Practical implications – Policymakers often use social marketing interventions to overcome barriers as a way of facilitating blood donation. This research suggests that removing barriers is indeed important because these barriers impede people considering becoming blood donors. However, the findings also suggest that the removal of barriers is insufficient on its own to motivate blood donations (i.e. the removal of barriers is a hygiene factor). If this is the case, social marketing campaigns need to be multifaceted, removing barriers as well as leveraging facilitators, simultaneously. Social implications – This work identified that the impact of barriers and their removal may facilitate effective social marketing campaigns in differing ways, in the context of blood donation. Originality/value – How barriers and their removal impact social marketing activities (i.e. blood donation behaviour) has generally not been explored in research.

One of the most important staff units in an organization is the finance function, as this function maintains the relations with all parts of the organization and operates at a management team level. Therefore, this function needs to transform itself into a high-performance finance function (HPFF). Unfortunately, finance functions encounter many barriers before they can start this transformation. In this article, the research question “What are the most important barriers which have to be dealt with in order for the finance function to start its transition to a high-performance finance function?’ is addressed. For this, a review of the professional literature (as no academic studies could be found on the topic), a small-scale survey among finance professionals, and Delphi research with 14 highly experienced finance experts were conducted. The results of the research were the following Top 10 of barriers of most important obstacles: 1) inefficient and not integrated business processes; 2) data not (yet) in order; 3) insufficient leadership and insufficient will to change; 4) no culture of change and improvement in the finance function; 5) inadequate ICT systems; 6) lack of buy-in from the business for the transformation; 7) insufficient knowledge in the finance function of the business; 8) not the right capacities/people/skills in the finance function; 9) insufficient/unclear business objectives and priorities; 10) business managers do not sufficiently manage the analyses and insights provided by the finance function.

AbstractThis paper focuses on Mary Midgley's influential discussions, over more than thirty years, of the relationship between human beings and animals, in particular on her concern to ‘remove the barriers’ that stand in the way of proper understanding and treatment of animals. These barriers, she demonstrates, have been erected by animal science, epistemology and mainstream moral philosophy alike. In each case, she argues, our attitudes to animals are warped by approaches that are at once excessively abstract, over-theoretical and guilty of a collective hubris on the part of humankind. In keeping with Midgley's own position, it is argued in this paper that, to remove these barriers, what is required is not yet another theory of how and why animals matter, but attention to actual engagements with animals and to the moral failings or vices that distort people's relationships with them.

AbstractThis paper reviews the extent of reductions in tariffs on environmental goods (EGs) by country participation in the negotiations mandated by a Doha Ministerial Decision in November 2001. Symptomatic of the cleavages across countries throughout the Round, little progress was achieved during the negotiations in defining an approach to a multilateral reduction in protection of EGs. Conflicting interests and differing perceptions of the benefits from increased trade in EGs was reflected in the different approaches proposed by members (request and offer, integrated project, list approach, hybrid approach), and for the few countries (13) that adopted a list approach, there was little overlap across submissions. For all income groups, on average, EGs are less protected than other goods and countries reduced protection by about 50% from initial levels in 1996 leaving little room for further exchange of market access. Difficulties in applying the two complementary conceptions of EGs: (i) ‘goods for environmental management’, and (ii) ‘environmentally preferable products' are reviewed and mentioned as reasons for the lack of progress during the negotiations. Inspection of the submission lists against a ‘core list’ of 26 EGs drawn up by the WTO shows that this ‘core list’ was mostly made up of products in which developed countries had a comparative advantage, and that countries that submitted lists generally avoided including on their lists the most highly protected goods.
