Abstract:
The development and deployment of cost-effective and energy-efficient solutions for recycling end-of-life electric vehicle batteries is becoming increasingly urgent. Based on the existing literature, as well as original data from research and ongoing pilot projects in Canada, this paper discusses the following: (i) key economic and environmental drivers for recycling electric vehicle (EV) batteries; (ii) technical and financial challenges to large-scale deployment of recycling initiatives; and (iii) the main recycling process options currently under consideration. A number of policies and strategies are suggested to overcome these challenges, such as increasing the funding for both incremental innovation and breakthroughs on recycling technology, funding for pilot projects (particularly those contributing to fostering collaboration along the entire recycling value chain), and market-pull measures to support the creation of a favorable economic and regulatory environment for large-scale EV battery recycling.

Abstract:
The increased adoption of inverter-based distributed energy resources in the form of the mass deployment of renewable generation systems has been a focal goal of many jurisdictions worldwide. Actions taken by local governments have included adapted regulations, financial subsidies, and a variety of grants. This has spurred the proliferation of solar generation among residential customers in virtually all provinces of the United States and Canada. Needless to say, these small generators are interfaced with DC–AC inverters, which have evolved tremendously since the formation of working groups targeting the impact of inverter-based generation on the grid. Among the first rules and standards are California’s ISO Rule 21 and the UL1741 SA, which were published in September 2017. IEEE followed suit in 2018 with the revision of IEEE 1547, inspiring virtually all jurisdictions to either adopt these standards or adapt them as their own variants. Among many features, these standards mandate inverters to be fitted with autonomous performance functions, including the constant power factor, voltage-reactive power (Volt-VAR), voltage-active power (Volt-Watt), and grid support functions, as well as provisions for compatibility with control centers. These functions have been demonstrated to increase the nameplate hosting capacity. At the same time, grid modernization strategies have become more prevalent, one of which is the use of conservation voltage reduction. This grid modernization initiative has a great impact on the hosting capacity. Conversely, the increased penetration of distributed energy resources has a negative effect on the conservation voltage reduction, but surprisingly to only a limited extent. The characterization of these impacts is addressed in this paper, with a focus on a case with very high DER penetration and with very long daily sunlight hours.

Abstract:
Public support for energy systems is a critical factor in the development and deployment of electricity-generating technologies. The publics’ support for energy developments may be driven by numerous factors, including the risks and benefits associated with the technology. It is well established that an important component in the deployment of energy systems is to assess the publics’ perceptions of the technology. There is also evidence that suggests providing information about the tradeoffs of different energy systems will encourage the public to make informed decisions regarding which energy technologies they support or oppose. To assess public perceptions of energy technologies, 1479 Canadians were surveyed about their preferences for nuclear, biomass, coal, wind, hydropower, solar, and natural gas. A portfolio approach was used to assess preferences for the seven technologies by asking respondents to create their ideal energy portfolio. In this manuscript, we examine (1) preferences for different energy sources, (2) whether preferences for these energy sources vary by province, and (3) whether providing information about the costs associated with the energy sources and the extent to which Canada relies on these different energy sources affects preferences for the technologies. Results indicate that participants were more likely to prefer energy portfolios that matched their current provincial energy portfolio. Results also show that participants were less supportive of expensive energy technologies and that providing information about the current state of electricity production may have a normalizing effect on energy perceptions. Implications for public policy and recommendations for communication about energy technologies are discussed.

Remote and isolated communities in Canada experience gaps in access to stable energy sources and must rely on diesel generators for heat and electricity. However, the cost and environmental impact resulting from the use of fossil fuels, especially in local energy production, heating, industrial processes and transportation are compelling reasons to support the development and deployment of renewable energy hybrid systems. This paper presents a computer model for economic analysis and risk assessment of a wind–diesel hybrid system with compressed air energy storage. The proposed model is developed from the point of view of the project investor and it includes technical, financial, risk and environmental analysis. Robustness is evaluated through sensitivity analysis. The model has been validated by comparing the results of a wind–diesel case study against those obtained using HOMER (National Renewable Energy Laboratory, Golden, CO, United States) and RETScreen (Natural Resources Canada, Government of Canada, Canada) software. The impact on economic performance of adding energy storage system in a wind–diesel hybrid system has been discussed. The obtained results demonstrate the feasibility of such hybrid system as a suitable power generator in terms of high net present value and internal rate of return, low cost of energy, as well as low risk assessment. In addition, the environmental impact is positive since less fuel is used.

Abstract:
This work explores the importance of renewable resource temporal distribution for solar and wind energy deployment in Arctic communities to meet building and ancillary loads. An analysis of ten years of historic weather data was performed for six locations in the Canadian Arctic to assess renewable resource variation. Simulations of similar capacity solar and wind generation systems were then coupled with the historic data to compare and contrast generation potential. This analysis highlighted the importance of considering hourly, daily, monthly, and year-to-year renewable generation when deploying solar and wind to the Arctic. As many northern communities in Canada have local electricity generation and distribution systems, and no connection to the continental grid, managing grid interactions effectively is crucial to the success of deployment, integration, and operation. The results for the solar energy analysis showed high consistency of production year-to-year. The results for the wind energy analysis showed that the annual outputs have significantly less variation than the year-to-year output of individual months for all the locations under study. For the high latitude locations studied, solar energy can still provide useful electricity generation output, but the more pronounced bias of the annual output to the summer months can leave several months with little or no output. The use of additional renewable sources is crucial in beginning to transition some electricity generating capacity within Arctic communities from being solely reliant on fossil fuels.

Abstract:
Balanced development of smart grids is becoming an increasingly important issue for the energy sector's successful operation. This article provides a bibliographic review of publications in the study of renewable energy and smart grids' deployment parameters. A sample of works for 2009-2020 from the Scopus® database, which contains bibliographic information about scientific publications in peer-reviewed journals, books, and conferences, was selected for analysis. The authors identified three clusters of research areas using VOSviewer (version 1.6.15) in the context of the impact of geospatial parameters on smart grids' development. The first cluster consists of the financial, human, and temporal components of the geospatial factor of smart grid deployment. The authors found the largest number of links in the first cluster in terms of "costs" (a total of 29 links with an average impact of 9). The second cluster coincides with concepts related to geospatial information systems (GIS), digital storage, information systems, and cartographic information use. Research on renewable energy also belongs to the second cluster of publications. And the third cluster highlights all the concepts of smart grids by their technical types and in the context of optimization. The third cluster focuses on the ideas with the strongest link power. The results of the analysis of the Scopus® database allowed to determine the level and dynamics of scientific interest in the geospatial factors of the development of smart grids over the past 10 years. It is established that research in the field of geospatial factors of smart grid development is carried out by different countries, but the most active analysis of the impact of geospatial parameters on the development of smart grids in the following countries: USA, Canada and China. Based on the use of the Scopus® database, the article identified institutions and organizations that fund the study of geospatial factors and smart grids and made a significant contribution to the development of this topic.

Microfinance institutions are social enterprises that focus on the provision of financial services to poor populations excluded from the conventional banking system. These organizations face a double-bottom line, dealing simultaneously with a financial and social objective. The challenge of putting it into action is great, especially when there is a need to involve all stakeholders and to replicate the experience to new communities. One way to sustain both financial performance and social impacts is to develop a business analytics solution aiming at measuring and expanding social impacts in a financially sustainable way. This paper describes main elements to be considered, in particular the organizational context, the development process, and implementation issues that would facilitate or impede the deployment of a business analytics initiative in practice. Finally, two main components of the implementation process are specifically pointed out: a behavioral fit of the business analytics solution to the cultural context of the organization, and the country where it is deployed, and a flexible commitment in the management of the business analytics initiative implementation.

This paper applies the Technological Innovation System (TIS) approach for the first time in the context of remote indigenous communities in Northwest Territories (NWT) and Ontario, Canada, to explain the diffusion of Renewable Energy Technologies (RETs). These communities need reliable and sustainable electricity to address social, environmental and economic development issues. The study examines the diffusion of RETs during the 2000–2016 period, identifies the systemic and transformational failures responsible for the functional performance of the TISs, and generates insights about factors that have the potential to sustain the development of RET projects. Findings suggest that the TIS-proposed causal mechanisms were present and performed as expected. Since the accumulation of TIS functions influences the rate of deployment of renewable technologies, policy intervention to improve local learning and networking could lead to accelerated diffusion of RETs to the benefit of remote communities and other stakeholders.

Methodology This is conceptual paper where the authors tend to make the analysis by exploring particular theories on business sustainability, renewable energy (RE), and the engagement of RE activities on Malaysia policy development. Results All energy sources have some impact and benefit on our environment. For instance, renewable energy (RE) is energy resource that naturally replenished over time and always can be generated such as solar, wind and hydro energy. However, if the rate of use exceeds the rate of renewal, gradually it will become unsustainable. Thus, to have a sustainable energy which defined as energy production that can last for the foreseeable future is crucial and become main focus of recent national policies, strategies and development plan as of many countries. Malaysia energy consumption still heavily depended on the non- renewable energies (RE) such as fossil fuel and natural gases. Unfortunately, the use of the non-RE is unsustainable and can contribute adversely towards the environment and economic performance of a country. Renewable energy is brought to play as it is believed sustainable and has the potential to thrive in infinitely competitive market of contemporary business nowadays. Therefore, in 2009, the government of Malaysia has announced a National Renewable Energy Policy and Action Plan (NREPAP) as part of their commitment to accelerate the growth of RE as an alternatives energy sources for the coming years. Moving onwards, a strong policy is needed to tackle the challenges in meeting the demand, energy security and also the affordability of energy pricing. Thus, in energy security dimension, perhaps the government should put attention on renewable energy by engaging more on the alternative mechanism to deploy RE capacity through program such as Large-Scale Solar PV, Net Metering as at current practices and also other new initiative like green certificates. The exploration on new RE resource such as wind, geothermal, ocean thermal energy conversion (OTEC) also could assist in build up a new opportunity to enlarge the share of renewable energy mix percentage and ensure the future energy security (UNDP, 2007) Findings The energy industry is changing fast and in multiple directions. It is also regularly known as the catalyst for development in a country. Realizing the importance of energy as a vital dimension in economic and social development, the government of Malaysia has been continuously reviewing its energy policy and practices to ensure long-term sustainability, reliability and security of energy supply (Mohamed & Lee, 2006). The private sector even the communities should also be more corporate in social responsibilities and make compromises for instance by participating in green programs and accepting longer payback periods in RE projects. Nevertheless, continuous efforts and strong support from the societies are vital to ensure RE development can reach its maximum potential. This effort is also supported by (Dincer, 2000) and (Wutenhagen, Wolsink, & Buer, 2007) where they are stressed that increases the public awareness and acceptance on RE, it is as the initial step to make the sustainable energy program successful. This is done through the media, professional organizations, public and government channels. In conclusion, since there is still insufficient insight to critically reasoning the RE development in aspect of business and sustainability, the paper insists to contributes more to the research on energy policies enhancement in Malaysia particularly. This could be a challenge on governing agenda that involves a series of tradeoffs, market players, organizations and companies (Oliveira, 2018) and these efforts are important to ensure the future success of the RE development in Malaysia. AbstractModern urban planning in the world is nowadays facing severe problems due to the fast increase of the population and migration from villages to cities, which led countries to implementation of strategy of fast, modern urban planning to meet the needs of the population. Since the 1980s, in a context marked by increasing development in energy costs and by rising attention to the problem of global warming, countries have gradually mobilized to control their energy better and reduce the environmental footprint. However, even if there are some great successes, the deployment of renewable energies is still not well developed in developing countries such as Algeria that mainly uses fossil fuels. Considering the huge potential and good climatic conditions, developing countries should take on renewable energies for their future development. This paper aims to understand the impact of modern urban strategy on the application of solar urban planning. This study will clarify the critical role of solar electricity integration used in determining the urban solar potential in four studied regions located on three different continents: Africa, Europe and North America, in the cities of Ibenbadis (Constantine, Algeria), Saint-Hugues (Quebec, Canada), Saint-Malo (France) and Ambolobozobe (Madagascar). The results obtained will allow a comparison of the calculated solar energy potential of three urban sites, the benefits of reducing carbon dioxide as well as a comparison of solar energy costs on three continents.

Abstract:
The ongoing history of setter colonialism is inextricable from the infrastructures of energy and extraction that provide its material foundation. Addressing this inextricable relationship, this article explores how Indigenous solarities in Canada resist extractivism and generate conditions for just energy futures beyond settler colonialism through emergent solar infrastructures. Developing a preliminary theory of Indigenous solarities, this article anchors the author’s observations to Lubicon Cree energy justice activist Melina Laboucan-Massimo’s Sacred Earth Solar initiative and its two completed projects: the Piitapan Solar Project in Laboucan-Massimo’s home community of Little Buffalo, Alberta, Canada, which powers a community health center, and a partnership with the Tiny House Warriors. The Tiny House Warriors is a Secwepemcled movement to construct mobile tiny houses along the path of the Trans Mountain Expansion Pipeline Project. This article’s approach is methodologically informed by recent infrastructural thinking from theorists such as Lauren Berlant and Deborah Cowen who offer an expansive, relational understanding of infrastructure. It is also informed by thinkers such as Myles Lennon and Dagmar Lorenz-Meyer, who respectively see in solar energy infrastructures the possibilities to decolonize energy and to generate a feminist techno-ecological ethos. This article offers a brief account of the historical and contemporary relationship between settler colonialism and infrastructural development in Canada, before providing an overview of three mutually informing frameworks for preliminarily thinking through the materialization of Indigenous solarities: as media of resistance; as expressions of Indigenous feminism; and as expressions of Indigenous futurisms. The article concludes by scaling out from the context of Sacred Earth Solar’s emergent infrastructures of Indigenous solarities, connecting these efforts with larger movements of Indigenous resistance and renewable energy infrastructure initiatives. Ultimately, this article argues that Indigenous solarities signify myriad potentialities for reorienting our collective energy imaginaries from scarcity to abundance in ways that foreground Indigenous self-determination against and beyond extractivism.

The Energy Performance Building Directive (EPBD) introduced the requirement for all Member States to include the concept of Nearly Zero Energy Buildings (NZEBs) in their national plans. However, this challenge requires upgrading professional skills in NZEB concepts and strategies, thus guaranteeing the maximum impact on NZEB deployment around Europe.This is the objective of MEnS (“Meeting Energy Professional Skills”), an H2020 project focused on providing high quality upskilling and education to architects, engineers, and building professionals. The role of women in the NZEB industry indicates that female participation in the building industry is still low.The need to rebalance this gender gap is highlighted in this work through the identification of female programs and schemes.In addition, the results of women’s participation in the MEnS project is analyzed. The MEns project created and implemented a new education program, training 1200 building managers (engineers and architects) in the designand construction of NZEBs, out of which 46% were women. Focusing on the Spanish case, 18 interviews were randomly conducted with women participants in order to assess the courses and their expectations of employment in the NZEB framework. The method used for the analysis was a semi-structured interview and analysis by the grounded theory. This article describes the participation of women in this educational program and analyses initial conclusions and lessons learnt from this initiative in 10 European countries,including Spain.

Community led planning is necessary for Inuit to self-determine on their lands and to ensure the preservation of cultural landscapes and the sustainability of social-ecological systems that they are a part of. The sustainability efforts of three Inuit communities in Labrador during a Community Governance and Sustainability Initiative were guided by a decolonized and strength-based planning framework, including the values of Inuit in this study. This paper demonstrates that Inuit led planning efforts can strengthen community sustainability planning interests and potential. We situate the experiences of NunatuKavut Inuit within, and contribute to, the existing body of scholarly decolonization and sustainability literature. For many Indigenous people, including Inuit, decolonization is connected to inherent rights to self-determination. The findings suggest that decolonizing efforts must be understood and actualized within an Indigenous led research and sustainability planning paradigm that facilitates autonomous decision making and that is place based. Further, this study illustrates five predominant results regarding Inuit in planning for community sustainability that support sustainable self-determination. These include: inter and cross community sharing; identification of community strengths; strengthened community capacity; re-connection to community and culture; and the possibility for identification of sustainability goals to begin implementation through community led governance and planning processes.

This article seeks to address knowledge gaps on sustainability indicators (SIs) in rural and natural resource-dependent communities, considering how they are used to contextualize sustainable development priorities and support local governance. We build on recent scholarship on the potentials of SIs for stimulating societal transformation, extending this inquiry into rural and resource-based communities which have been under-represented in SI research. The governance challenges facing rural Canada, as well as its geographic and socio-economic diversity, provide a unique context for examining these issues. We provide relatively uncommon synthetic findings by compiling an inventory of SI initiatives across 39 rural communities and regions of Canada. Using the Community Capital Framework, we examine grey literature and academic publications related to each initiative spanning from 1999–2019 to determine the breadth of sustainable development priorities considered. Informed by collaborative and multi-level governance frameworks, we explore how these initiatives are used to support multi-stakeholder collective action. This article finds that rural Canadian SI initiatives prioritize socio-cultural capital, with relatively fewer economic and ecological indicators, while identifying a typology of SI use and inter-related governance dynamics informing how these priorities and indicators are determined. Although some initiatives display highly collaborative and bottom-up processes, many rural Canadian SI initiatives are characterized by a data-driven approach that, when met with local capacity gaps, fails to contextualize standardized datasets to reflect rural realities. We encourage more in-depth investigation of these findings and comparison of Canadian experiences to other jurisdictions.

Abstract:
This study sought to shed light on the political and organizational dynamics favoring the deployment of agroforestry in temperate environments. Development paths of agroforestry practices in Québec (Canada) and France were analyzed regarding five different issues: political status and recognition, regulation and financing, knowledge acquisition, knowledge transfer and training, development actors and implementation in the field. Scientific studies and results continue to accumulate concerning temperate agroforestry and its environmental benefits. Political recognition of the field appears to be stronger in France (and the EU), which makes state financial aid conditional upon the adoption of the practices. In Québec, only the Ministry of Agriculture provides limited support. It financially assists research at a moderate level, as well as the installation and maintenance of trees by participating farmers to perform specific functions, i.e., erosion control, water quality, and biodiversity. A large number of actors are active in France, where efforts are being made to improve consultation and to reduce redundancy. Stakeholders in Québec are linked to the broader agri-environment field and act partially through agroforestry, according to varying degrees of competency, creating a disparity between regions. Recognition at the highest level, i.e., training for councillors and advisors, greater flexibility in obtaining assistance, inclusion of a greater diversity of systems, and a structure that ensures promotion and consultation, would favour the further development of agroforestry in the industrialized nations of the temperate zone.

Abstract:
This work presents a multi-course project-based learning (MPL) approach implemented using two electrical engineering (EE) interdisciplinary undergraduate courses at Qatar University. Implementing an MPL approach helps in the development of critical thinking and collaborative decision-making skills. The attainment of these skills is also the outcome of education for sustainable development (ESD); the skills help students acquire the knowledge, attitudes, and values necessary to shape a sustainable future. The participating students’ worked on a design project, which was used to assess the fulfillment of a set of student learning outcomes (SLOs), focusing on engineering soft skills and project management skills. The skills include the ability to communicate effectively, to work collaboratively in a team, to think both critically and creatively, and to manage projects efficiently with realistic constraints and standards. The challenges of implementing the MPL method are the organization of pedagogical activities that are planned for each of the courses involved, the coordination of the materials delivered by each course, and the supervision of around 90 students per year performing the MPL method. The experience of MPL deployment in the EE program was rated using student surveys. It was assumed that the MPL approach would be beneficial to the students based on the instructors’ and students’ feedback from the same courses in previous years. This was verified using chi-square statistics of the survey results. The implementation of the MPL also helped in increasing the average marks scored by the students in the design project. Some interesting feedback, statistical analyses, and improvement actions are reported for future upgrades. This work also contributes to the MPL pragmatic body of knowledge by exploring a successful initiative and its outcomes, which can help in attaining the skills needed for ESD.

There is a growing recognition and acceptance that society needs to develop new pathways to achieve a more sustainable future. Our current model of development poses significant challenges when it comes to achieving a more just society based on respect for nature and human rights, and demands a sustainable economy supported by a new circular model supporting the UN sustainable development goals. Higher Education Institutions (HEIs) accordingly have developed Master programs that are responsible for providing fundamental services in the joint effort towards sustainability. Meanwhile, leading Universities around the world have developed other very relevant programs. The open and unstructured challenge of sustainability poses an obstacle to existing academic structures. Specifically, the built environment is one of the leading contributors to challenges addressed in the programs such as: Anthropogenic climate change, resource depletion, waste generation and pollution, poverty, and inequity. The Interdisciplinary Sustainable Architecture lab (ISAlab) explores these issues as part of a multidisciplinary approach involving the collaboration of leading Universities from different areas on the world through an innovative initiative. This paper explores the experiences of the ISAlab workshop, which has been taking place yearly in Valencia since 2017. The workshop draws together students from a range of disciplines from across engineering and science, law and the social sciences and from a range of countries and backgrounds, including North and South America, Europe, and Asia. Its purpose is to facilitate a rich co-creative learning environment led by (engineering) academic faculties from across Europe (Spain, the UK, France, Germany, Netherlands and Ireland) as well as North America (the US and Canada), as well as local experts who helped provide participants with appropriate context and guidance. The objective is educating future engineers that are capable of finding robust ways to implement sustainability at a practical level on the built environment, taking account of the multidisciplinary perspective and with the incentive of solving real-life problems.

The study of the local impacts of renewable energy has given little attention to less implemented technologies. This work seeks to bridge this gap through a case study on the photovoltaic plant in Amareleja, based on interviews with stakeholders and residents and documentation analysis. The plant has the distinction of being part of a local initiative for regional development based on renewable energy. However, although the deployment process faced few controversy and there was some impact on the local identity, the project did not reach the expectation of the population in terms of economic development.

IntroductionIn July 1997, the Mackay campus of Central Queensland University hosted a conference with the theme Regional Australia: Visions of Mackay. It was the first academic conference to be held at the young campus, and its aim was to provide an opportunity for academics, business people, government officials, and other interested parties to discuss their visions for the development of Mackay, a regional community of 75,000 people situated on the Central Queensland coast (Danaher). I delivered a presentation at that conference and authored a chapter in the book that emerged from its proceedings. The chapter entitled “Mackay Online” explored the potential impact that the Internet could have on the Mackay region, particularly in the areas of regional business, education, health, and entertainment (Pace). Two decades later, how does the reality compare with that vision?Broadband BluesAt the time of the Visions of Mackay conference, public commercial use of the Internet was in its infancy. Many Internet services and technologies that users take for granted today were uncommon or non-existent then. Examples include online video, video-conferencing, Voice over Internet Protocol (VoIP), blogs, social media, peer-to-peer file sharing, payment gateways, content management systems, wireless data communications, smartphones, mobile applications, and tablet computers. In 1997, most users connected to the Internet using slow dial-up modems with speeds ranging from 28.8 Kbps to 33.6 Kbps. 56 Kbps modems had just become available. Lamenting these slow data transmission speeds, I looked forward to a time when widespread availability of high-bandwidth networks would allow the Internet’s services to “expand to include electronic commerce, home entertainment and desktop video-conferencing” (Pace 103). Although that future eventually arrived, I incorrectly anticipated how it would arrive.In 1997, Optus and Telstra were engaged in the rollout of hybrid fibre coaxial (HFC) networks in Sydney, Melbourne, and Brisbane for the Optus Vision and Foxtel pay TV services (Meredith). These HFC networks had a large amount of unused bandwidth, which both Telstra and Optus planned to use to provide broadband Internet services. Telstra's Big Pond Cable broadband service was already available to approximately one million households in Sydney and Melbourne (Taylor), and Optus was considering extending its cable network into regional Australia through partnerships with smaller regional telecommunications companies (Lewis). These promising developments seemed to point the way forward to a future high-bandwidth network, but that was not the case. A short time after the Visions of Mackay conference, Telstra and Optus ceased the rollout of their HFC networks in response to the invention of Asynchronous Digital Subscriber Line (ADSL), a technology that increases the bandwidth of copper wire and enables Internet connections of up to 6 Mbps over the existing phone network. ADSL was significantly faster than a dial-up service, it was broadly available to homes and businesses across the country, and it did not require enormous investment in infrastructure. However, ADSL could not offer speeds anywhere near the 27 Mbps of the HFC networks. When it came to broadband provision, Australia seemed destined to continue playing catch-up with the rest of the world. According to data from the Organisation for Economic Cooperation and Development (OECD), in 2009 Australia ranked 18th in the world for broadband penetration, with 24.1 percent of Australians having a fixed-line broadband subscription. Statistics like these eventually prompted the federal government to commit to the deployment of a National Broadband Network (NBN). In 2009, the Kevin Rudd Government announced that the NBN would combine fibre-to-the-premises (FTTP), fixed wireless, and satellite technologies to deliver Internet speeds of up to 100 Mbps to 90 percent of Australian homes, schools, and workplaces (Rudd).The rollout of the NBN in Mackay commenced in 2013 and continued, suburb by suburb, until its completion in 2017 (Frost, “Mackay”; Garvey). The rollout was anything but smooth. After a change of government in 2013, the NBN was redesigned to reduce costs. A mixed copper/optical technology known as fibre-to-the-node (FTTN) replaced FTTP as the preferred approach for providing most NBN connections. The resulting connection speeds were significantly slower than the 100 Mbps that was originally proposed. Many Mackay premises could only achieve a maximum speed of 40 Mbps, which led to some overcharging by Internet service providers, and subsequent compensation for failing to deliver services they had promised (“Optus”). Some Mackay residents even complained that their new NBN connections were slower than their former ADSL connections. NBN Co representatives claimed that the problems were due to “service providers not buying enough space in the network to provide the service they had promised to customers” (“Telcos”). Unsurprisingly, the number of complaints about the NBN that were lodged with the Telecommunications Industry Ombudsman skyrocketed during the last six months of 2017. Queensland complaints increased by approximately 40 percent when compared with the same period during the previous year (“Qld”).Despite the challenges presented by infrastructure limitations, the rollout of the NBN was a boost for the Mackay region. For some rural residents, it meant having reliable Internet access for the first time. Frost, for example, reports on the experiences of a Mackay couple who could not get an ADSL service at their rural home because it was too far away from the nearest telephone exchange. Unreliable 3G mobile broadband was the only option for operating their air-conditioning business. All of that changed with the arrival of the NBN. “It’s so fast we can run a number of things at the same time”, the couple reported (“NBN”).Networking the NationOne factor that contributed to the uptake of Internet services in the Mackay region after the Visions of Mackay conference was the Australian Government’s Networking the Nation (NTN) program. When the national telecommunications carrier Telstra was partially privatised in 1997, and further sold in 1999, proceeds from the sale were used to fund an ambitious communications infrastructure program named Networking the Nation (Department of Communications, Information Technology and the Arts). The program funded projects that improved the availability, accessibility, affordability, and use of communications facilities and services throughout regional Australia. Eligibility for funding was limited to not-for-profit organisations, including local councils, regional development organisations, community groups, local government associations, and state and territory governments.In 1998, the Mackay region received $930,000 in Networking the Nation funding for Mackay Regionlink, a project that aimed to provide equitable community access to online services, skills development for local residents, an affordable online presence for local business and community organisations, and increased external awareness of the Mackay region (Jewell et al.). One element of the project was a training program that provided basic Internet skills to 2,168 people across the region over a period of two years. A second element of the project involved the establishment of 20 public Internet access centres in locations throughout the region, such as libraries, community centres, and tourist information centres. The centres provided free Internet access to users and encouraged local participation and skill development. More than 9,200 users were recorded in these centres during the first year of the project, and the facilities remained active until 2006. A third element of the project was a regional web portal that provided a free easily-updated online presence for community organisations. The project aimed to have every business and community group in the Mackay region represented on the website, with hosting fees for the business web pages funding its ongoing operation and development. More than 6,000 organisations were listed on the site, and the project remained financially viable until 2005.The availability, affordability and use of communications facilities and services in Mackay increased significantly during the period of the Regionlink project. Changes in technology, services, markets, competition, and many other factors contributed to this increase, so it is difficult to ascertain the extent to which Mackay Regionlink fostered those outcomes. However, the large number of people who participated in the Regionlink training program and made use of the public Internet access centres, suggests that the project had a positive influence on digital literacy in the Mackay region.The Impact on BusinessThe Internet has transformed regional business for both consumers and business owners alike since the Visions of Mackay conference. When Mackay residents made a purchase in 1997, their choice of suppliers was limited to a few local businesses. Today they can shop online in a global market. Security concerns were initially a major obstacle to the growth of electronic commerce. Consumers were slow to adopt the Internet as a place for doing business, fearing that their credit card details would be vulnerable to hackers once they were placed online. After observing the efforts that finance and software companies were making to eliminate those obstacles, I anticipated that it would only be a matter of time before online transactions became commonplace:Consumers seeking a particular product will be able to quickly find the names of suitable suppliers around the world, compare their prices, and place an order with the one that can deliver the product at the cheapest price. (Pace 106)This expectation was soon fulfilled by the arrival of online payment systems such as PayPal in 1998, and online shopping services such as eBay in 1997. eBay is a global online auction and shopping website where individuals and businesses buy and sell goods and services worldwide. The eBay service is free to use for buyers, but sellers are charged modest fees when they make a sale. It exemplifies the notion of “friction-free capitalism” articulated by Gates (157).In 1997, regional Australian business owners were largely sceptical about the potential benefits the Internet could bring to their businesses. Only 11 percent of Australian businesses had some form of web presence, and less than 35 percent of those early adopters felt that their website was significant to their business (Department of Industry, Science and Tourism). Anticipating the significant opportunities that the Internet offered Mackay businesses to compete in new markets, I recommended that they work “towards the goal of providing products and services that meet the needs of international consumers as well as local ones” (107). In the two decades that have passed since that time, many Mackay businesses have been doing just that. One prime example is Big on Shoes (bigonshoes.com.au), a retailer of ladies’ shoes from sizes five to fifteen (Plane). Big on Shoes has physical shopfronts in Mackay and Moranbah, an online store that has been operating since 2009, and more than 12,000 followers on Facebook. This speciality store caters for women who have traditionally been unable to find shoes in their size. As the store’s customer base has grown within Australia and internationally, an unexpected transgender market has also emerged. In 2018 Big on Shoes was one of 30 regional businesses featured in the first Facebook and Instagram Annual Gift Guide, and it continues to build on its strengths (Cureton).The Impact on HealthThe growth of the Internet has improved the availability of specialist health services for people in the Mackay region. Traditionally, access to surgical services in Mackay has been much more limited than in metropolitan areas because of the shortage of specialists willing to practise in regional areas (Green). In 2003, a senior informant from the Royal Australasian College of Surgeons bluntly described the Central Queensland region from Mackay to Gladstone as “a black hole in terms of surgery” (Birrell et al. 15). In 1997 I anticipated that, although the Internet would never completely replace a visit to a local doctor or hospital, it would provide tools that improve the availability of specialist medical services for people living in regional areas. Using these tools, doctors would be able to “analyse medical images captured from patients living in remote locations” and “diagnose patients at a distance” (Pace 108).These expectations have been realised in the form of Queensland Health’s Telehealth initiative, which permits medical specialists in Brisbane and Townsville to conduct consultations with patients at the Mackay Base Hospital using video-conference technology. Telehealth reduces the need for patients to travel for specialist advice, and it provides health professionals with access to peer support. Averill (7), for example, reports on the experience of a breast cancer patient at the Mackay Base Hospital who was able to participate in a drug trial with a Townsville oncologist through the Telehealth network. Mackay health professionals organised the patient’s scans, administered blood tests, and checked her lymph nodes, blood pressure and weight. Townsville health professionals then used this information to advise the Mackay team about her ongoing treatment. The patient expressed appreciation that the service allowed her to avoid the lengthy round-trip to Townsville. Prior to being offered the Telehealth option, she had refused to participate in the trial because “the trip was just too much of a stumbling block” (Averill 7).The Impact on Media and EntertainmentThe field of media and entertainment is another aspect of regional life that has been reshaped by the Internet since the Visions of Mackay conference. Most of these changes have been equally apparent in both regional and metropolitan areas. Over the past decade, the way individuals consume media has been transformed by new online services offering user-generated video, video-on-demand, and catch-up TV. These developments were among the changes I anticipated in 1997:The convergence of television and the Internet will stimulate the creation of new services such as video-on-demand. Today television is a synchronous media—programs are usually viewed while they are being broadcast. When high-quality video can be transmitted over the information superhighway, users will be able to watch what they want, when and where they like. […] Newly released movies will continue to be rented, but probably not from stores. Instead, consumers will shop on the information superhighway for movies that can be delivered on demand.In the mid-2000s, free online video-sharing services such as YouTube and Vimeo began to emerge. These websites allow users to freely upload, view, share, comment on, and curate online videos. Subscription-based streaming services such as Netflix and Amazon Prime have also become increasingly popular since that time. These services offer online streaming of a library of films and television programs for a fee of less than 20 dollars per month. Computers, smart TVs, Blu-ray players, game consoles, mobile phones, tablets, and other devices provide a multitude of ways of accessing streaming services. Some of these devices cost less than 100 dollars, while higher-end electronic devices include the capability as a bundled feature. Netflix became available in Mackay at the time of its Australian launch in 2015. The growth of streaming services greatly reduced the demand for video rental shops in the region, and all closed down as a result. The last remaining video rental store in Mackay closed its doors in 2018 after trading for 26 years (“Last”).Some of the most dramatic transformations that have occurred the field of media and entertainment were not anticipated in 1997. The rise of mobile technology, including wireless data communications, smartphones, mobile applications, and tablet computers, was largely unforeseen at that time. Some Internet luminaries such as Vinton Cerf expected that mobile access to the Internet via laptop computers would become commonplace (Lange), but this view did not encompass the evolution of smartphones, and it was not widely held. Similarly, the rise of social media services and the impact they have had on the way people share content and communicate was generally unexpected. In some respects, these phenomena resemble the Black Swan events described by Nassim Nicholas Taleb (xvii)—surprising events with a major effect that are often inappropriately rationalised after the fact. They remind us of how difficult it is to predict the future media landscape by extrapolating from things we know, while failing to take into consideration what we do not know.The Challenge for MackayIn 1997, when exploring the potential impact that the Internet could have on the Mackay region, I identified a special challenge that the community faced if it wanted to be competitive in this new environment:The region has traditionally prospered from industries that control physical resources such as coal, sugar and tourism, but over the last two decades there has been a global ‘shift away from physical assets and towards information as the principal driver of wealth creation’ (Petre and Harrington 1996). The risk for Mackay is that its residents may be inclined to believe that wealth can only be created by means of industries that control physical assets. The community must realise that its value-added information is at least as precious as its abundant natural resources. (110)The Mackay region has not responded well to this challenge, as evidenced by measures such as the Knowledge City Index (KCI), a collection of six indicators that assess how well a city is positioned to grow and advance in today’s technology-driven, knowledge-based economy. A 2017 study used the KCI to conduct a comparative analysis of 25 Australian cities (Pratchett, Hu, Walsh, and Tuli). Mackay rated reasonably well in the areas of Income and Digital Access. But the city’s ratings were “very limited across all the other measures of the KCI”: Knowledge Capacity, Knowledge Mobility, Knowledge Industries and Smart Work (44).The need to be competitive in a technology-driven, knowledge-based economy is likely to become even more pressing in the years ahead. The 2017 World Energy Outlook Report estimated that China’s coal use is likely to have peaked in 2013 amid a rapid shift toward renewable energy, which means that demand for Mackay’s coal will continue to decline (International Energy Agency). The sugar industry is in crisis, finding itself unable to diversify its revenue base or increase production enough to offset falling global sugar prices (Rynne). The region’s biggest tourism drawcard, the Great Barrier Reef, continues to be degraded by mass coral bleaching events and ongoing threats posed by climate change and poor water quality (Great Barrier Reef Marine Park Authority). All of these developments have disturbing implications for Mackay’s regional economy and its reliance on coal, sugar, and tourism.
