AbstractBuilding a national unified ISEMS (industrial internet security emergency management system) plays an important role in industrial cybersecurity defense. However, due to technical and management constraints, the current ISEMS has problems such as scattered security organizations, poor sharing channels, and fails to form an overall security guarantee capability for threat reporting, analyzing, warning, and disposing. The blockchain technology has the characters of decentralized trust construction, inter-organizational data sharing, data integrity assurance, data traceability, which just meets the requirements of the emergency management process. This paper analyzes the situation and challenges of ISEMS, describes the system architecture and organizational structure based on the blockchain, and describes the key implementation processes of blockchain-based ISEMS, including threat report, risk analysis, warning release and emergency response.

Abstract:
In this chapter, the authors study the performance of Cooperative Spectrum Sensing (CSS) with soft data fusion, given by Maximal Ratio Combining (MRC)-based fusion with Weibull faded channels, and Log-normal shadowed channels. More precisely, they evaluate the performance of a MRC-based CSS with Cognitive Radios (CRs) censored on the basis of the quality of the reporting channels. The performance of CSS with two censoring schemes, namely rank-based and threshold-based, is studied in the presence of Weibull fading, Rayleigh fading, and Log-normal shadowing in the reporting channels, considering MRC fusion. The performance is compared with those of schemes based on hard decision fusion rules. Furthermore, depending on perfect or imperfect Minimum Mean Square Error (MMSE) channel estimation, the authors analyze the impact of channel estimation strategy on the censoring schemes. The performance is studied in terms of missed detection probability as a function of several network, fading, and shadowing parameters.

Abstract:
There is growing universal agreement that neoliberalism, a form of political economy governance, has under-delivered for a majority of people over many years. This is exhibited in the extent of job losses, reduced tax revenues, dwindling overall savings, and so on. Whereas several contributory factors are identifiable, fundamentally these policy ambiguities are issues of failing global governance. This chapter analytically describes the influence of integrated reporting as an instrument for embedding corporate transparency, accountability, and responsibility, hence inclusive corporate governance for the common good in emerging economies. This investigation identified three channels through which integrated reporting connects with sustainable and inclusive capitalism, transparency and adequate disclosures in capital markets, stakeholder engagement, and corporate legitimacy. Integrated reporting provides the required cultural shift in corporate management by emphasising multi-capital long-term value creation, which ultimately promotes long-term behaviour in capital markets.

Advancements in internet technology have profoundly changed communication between citizens and government authorities. Concerns management systems and smartphone applications offer new and convenient channels of interaction. In Germany, the “Mängelmelder” platform offers a nationwide service channel for local citizens' concerns. Citizens generally use this communication channel for reporting public infrastructure defects. This paper examines whether the “Mängelmelder” platform – with customized systems can facilitate further citizen participation at the local level in Germany. Analysing different customized systems shows that possibilities for further use depend on the way in which local authorities handle the citizens' input. It could not be proven that offering an open category for citizens' recommendations (in a customized concerns management system) has an impact on further citizen participation. But using digital citizen services, such as concerns management platforms, can indeed facilitate increased citizen participation.

Abstract:
Learners are increasingly turning to “alternative” education channels to up- and re-skill over the course of their lifetimes. In turn, the credentialing market is expanding quickly to supplement or replace training available through traditional pathways. Yet, the relationship between emerging credentials and learners' career outcomes is underexplored. To allow credentials to pave more inclusive pathways to professions, organizations that issue credentials need to gather data about career outcomes, leverage those data to enhance their program, and promote the outcomes transparently. This chapter explores three approaches to reporting outcomes and provides actionable recommendations to implement transparent reporting strategies. If implemented, the suggested approaches could ultimately help enhance understanding of, trust in, and economic support for alternative credentials.

Abstract:
The spectrum sensing performance in cooperative cognitive radio (CR) network is studied under a double threshold (DTH)-based detection with censoring of CRs, and thereafter, the study is extended for a hybrid spectrum access scheme in presence of Rayleigh faded sensing (S) and reporting (R) channels. In spectrum sensing, a CR employs an energy detection to detect the presence of primary user (PU) and compares the received energy statistics with the DTH. The CRs with energy statistics lying in fuzzy zone are not allowed to send their sensing information to the fusion centre (FC). Further, the qualified CRs are censored (rank-based and threshold-based censoring) to report their decisions based on quality of R-channel. The incorporation of DTH-based sensing and censoring of CRs not only improves the detection performance but also reduces the transmission overhead. In spectrum access, two hybrid spectrum access schemes, namely conventional hybrid spectrum access scheme (CHSAS) and a modified hybrid spectrum access scheme (MHSAS) are studied and compared.
