Abstract:
Subject. The article addresses economic relations arising in the process of financing regional budget expenditures on the social sphere, designed to achieve high quality of life of the population and social development of society. Objectives. The focus is on the assessment of the current practice of financing regional budget expenditures on the social sphere, and development of practical recommendations for its improvement in the context of ensuring the socio-economic development of the region. Methods. We applied methods of scientific cognition, like the systems, structural, and comparative analysis, induction and deduction, synthesis. Results. We explored the budget financing of the social sphere of the region, including expenditures of the republican budget of the Republic of Mordovia under State social programs and regional projects, identified the main directions for improving the financing of the expenditure part of the republican budget for the social sphere. Conclusions. We propose to introduce new approaches at the regional level in order to reorient funds to solve more important tasks in the region, improve the quality of project management, implement State social programs, and search for new sources of attracting extra-budgetary funds to solve social problems in the region.

Abstract:
The article is devoted to the study of interactive regional television programs based on the dialogue “official — audience”. The growing pressure of state propaganda on federal channels has led to the alienation of society, which is deprived of the opportunity to participate in the discussion of topical issues “on an equal footing” with the authorities. Regular public discourse today is possible only on the regional air. The goal was to study local interactive projects in terms of their social significance and communicative effectiveness. The analysis of the programs of regional and republican television companies broadcasting in the first digital multiplex was carried out. The methods of comparative analysis, observation and systematization, as well as dialectical and logical approach, made it possible to determine the factors influencing the appearance of projects with feedback on the regional air, as well as the patterns that explain their absence. The final data allowed us to come to the conclusion about the decisive role of interactive programs in building effective communication “authority — TV — society” and substantiate the conclusion that local issues that organize the dialogue between the official and the audience contribute to the development of democratic processes in the subjects of the Russian Federation. Such a study and its results are presented in the scientific literature for the first time.

Abstract:
This article provides a comprehensive analysis of the structure of the budget system and expenditures of the Republic of Kazakhstan (ROK), which are characterized by complexity and multilevel and reflect the amount of financial resources and the size of budget constraints at the levels of the budget system. The main focus is on the republican budget, which generates the country's revenues and finances national expenditures directed to such areas as defense, national security, foreign policy, as well as projects and assistance programs. The functioning of the budget system is regulated by regulatory legal acts (NPAs), including the Constitution of the Republic of Kazakhstan, the Budget Code of the Republic of Kazakhstan and other NPAs, which ensures transparent and effective management of public finances. The Ministry of Finance of the Republic of Kazakhstan plays a key role in the implementation of the state financial policy, coordinating work with other ministries and departments.The article presents the results of the analysis conducted by the author of this article of the execution of republican budgets for the period 2018-2022. It is shown that all three categories of budgets (republican, regional and local) demonstrate steady growth in spending, which can lead to increased public investment and expansion of government programs. Special attention is paid to the increased level of education and health care, which ensures the priority and higher level of efficiency of these sectors in comparison with other sectors of the economy of the Republic of Kazakhstan. Based on the analysis, a SWOT analysis was conducted, which revealed the strengths and weaknesses of the budget system of the Republic of Kazakhstan, as well as identified threats and opportunities to improve its condition.The article concludes with recommendations on ensuring the sustainability of the budget system and improving the efficiency of budget funds, including measures to increase transparency and efficiency of budget processes, optimize budget allocation, improve the effectiveness of social programs, reduce public debt, develop interdepartmental experience and use the state experience achieved in a number of sectors and territories.

Abstract:
The proliferation of underutilized, derelict, and contaminated properties following a nationwide decline of industrial production has created a unique policy problem. Powerful liability schemes under Superfund made property owners, developers, and lenders hesitant to engage in transactions involving real estate that is contaminated or perceived as contaminated. Adoption of Federal and state policy to address these “Brownfields” in the 1990s and 2000s has attempted to promote redevelopment by limiting liability of involved parties and providing grant funding. This research hypothesizes that “environmental justice communities” have significantly lower likelihood of receiving benefit-maximizing redevelopment projects under both Federal and state-level voluntary cleanup programs. A multinomial logistic regression model considering past use of the site, socioeconomic status of the surrounding census tract and its composite urban sprawl score, and Republican control of the district containing the brownfield were used to assess the probability of a hierarchy of redevelopment outcomes.

Abstract:
The National Curricular Guidelines (DCN) of the undergraduate program in Public Administration bring the discussion and the teaching of ethics as a basic and indispensable disciplinary content to the education of the student. From this finding, the interest in knowing how its teaching occurs and assists the professional education of undergraduate students in Public Administration in Brazil emerged. For that, we developed a document research in the Pedagogical Projects of Courses (PPC) of the Public Field. Based on selection criteria, 15 PPC were included in the study. The undergraduate programs of the Public Field, guided by the republican and democratic ethos, should reproduce this fundamental principle in all teaching-learning processes and this was observed when analyzing the PPC, through the analysis categories of the curricular matrix, syllabuses of the courses and graduate profile. We verified that in most projects there is a search for the insertion of the discussion of ethical, critical and reflexive action both during the program and in the professional practice. Regarding ethics teaching, we believe that as the theme gains strength in the analysis of organizations, it might lead administrators to develop/adopt a more reflexive, critical and socially responsible position.

Abstract:
The goal is to analyze budget revenues and expenses for a three-year period based on state support for agriculture. Methods – based on comparative analysis, the estimated indicators of agricultural production and volume of financing are considered. Results – the main parameters of the draft republican budget for 2024-2026 were studied in connection with the calculated indicators of the Forecast of socio-economic development of Kazakhstan for 2024-2028, as well as the budget volume for 2024-2025 and the concept of the Ministry of Finance of the Republic of Kazakhstan until 2030. Issues related to the formation of the draft republican budget according to the basic scenario for the development of the country's economy are presented. In the context of main budget functional groups, the size, structure and main directions of financing expenditures of the republican budget are shown in comparative form. Conclusions – the main budget programs for financing agricultural sector are outlined in detail. It is noted that their budgeting has been significantly reduced for projects such as “Stabilization and improvement of the environment” and “Effective water resources management”. As for budget lending, its volumes are increasing significantly compared to previous years, which can be positively assessed as an increase in financial support from the state. However, if industry lending data is compared with a three-year forecast, the amount of industry funding is declining. A decrease in value of budget financing and loans from budget for agricultural production in the medium term will not contribute to increasing their volumes. An important document for planning (budgeting) of agricultural enterprises is a business plan, which generates information about the capacity of market segments and their market shares; characteristics of competitors and consumers are presented, forecast estimates for sales volumes are compiled for several years in advance.

For more than 25 years, the Tribhuvan University (TU) Institute of Agriculture and Animal Sciences (IAAS) has conducted numerous disciplines and system research projects, publishing the results in the IAAS Journal of Institute of Agriculture and Animal Science, IAAS research reports, and Nepalese Journal of Agriculture. The assessment notably draws attention to the structure of agricultural education, examines the significant issues, and makes various recommendations to strengthen Nepal’s agricultural education institutions in preparation for the future. Academic institutions are encouraged to form creative partnerships and long-term research collaborations with a variety of national and international organizations after connecting with the agriculture and forest industries, and finally suggesting that students be more actively involved in action research projects with clear strategic plans and programs. These three areas are crucial for the success of educational institutions. The integration of research, education, and extension—along with producer input—leads to more relevant programs and resource usage that is more effective. Agencies involved in research, education, and extension realize that when they collaborate, their efforts produce win-win outcomes rather than win-lose ones. The financial self-sustainability of the technical institutions is not just a concern for the overall development of the provincial republican country; it also has to create synergy in multiple aspects with the non-technical faculties of the various Nepalese universities. It is also suggested that the country’s Agriculture Councils be established as soon as possible to control the caliber, volume, and employment opportunities of agriculture graduates.

The article presents the experience of the Autonomous Professional Educational Institution of the Udmurt Republic «Republican Medical College named after the Hero of the Soviet Union F. A. Pushina of the Ministry of Health of the Udmurt Republic» (hereinafter — APEI UR «RMC of the MOH UR») to improve the efficiency of training specialists with secondary medical education. Aim. To study the experience of the APEI UR «RMC of the MOH UR» in improving the efficiency of training specialists with secondary medical education from the stage of pre-professional training of high school students of general educational organizations to postgraduate education. Results. The analysis showed an increase in the number of students trained in the main vocational training programs in the medical field as part of the implementation of the republican project «Medical Classes» for the period from 2019 to 2022, as well as an increase in the number of applicants to medical educational organizations from among them, which indicates a high effectiveness of pre-professional medical training. Individual work with senior students, aimed at getting acquainted with the working conditions in medical organizations of the republic, can increase the motivation of graduates to find employment in a specific workplace and prevent the phenomenon of «early disappointment in the profession». In modern conditions, there is a high need for the implementation of continuous professional programs in forms that allow minimizing the distraction of specialists from the labor process during the training period. The change in the needs of medical organizations in the types and forms of postgraduate training of specialists led to a change in the structure of the State assignment of the APEI UR «RMC of the MOH UR» for the provision of educational services, the need to improve part-time and distance forms of implementing programs using e-learning and distance learning technologies. Conclusion. The results of the analysis indicate the need to improve the system of medical education in terms of expanding the coverage of long-term (at least a year) career guidance projects for high-school students of general education schools; to more actively involve healthcare professionals in the educational process as mentors, internship supervisors, field practice leaders, etc.; to focus on practice orientation of continuous professional education and development of distance learning technologies.

Presented and analyzed are the existing modern approaches to determining and evaluating the effectiveness of managerial decisions in various organizational structures of the agro-industrial complex (from agricultural enterprises to executive authorities). The importance of one of the priority areas for today was noted — the introduction of various digital technologies in the agricultural sector to improve management efficiency in the domestic agro-industrial complex at the level of republican, sectoral state programs, as well as various special and sectoral and territorial projects, developments, etc. An extremely important question is raised about the need to improve existing and develop new methods for assessing the effects and effectiveness of management decisions, creating specialized modules of information and analytical systems and software products that simplify data acquisition for multi-criteria assessment of the effectiveness and efficiency of existing and already adopted management decisions with the possibility of subsequent wide implementation of these innovations that can dramatically increase the transparency and awareness of stakeholders about the results of an objective assessment of the effects and effectiveness of management decisions.

Abstract:
Many countries have begun to form new concepts of effective management that simultaneously support the ecosystem of the planet and ensure economic growth, as a result of which a circular economy model of the economy has been developed. Strategies for the transition to a circular model have been adopted at the state level in the European Union, China, Japan, and South Korea. The purpose of the study is to form a mechanism for a circular business model in order to increase the level of efficiency of the agro-industrial complex, taking into account the problems and factors affecting the development of the circular economy. Determining the most appropriate method of transforming the business model of an enterprise according to complex ecological and economic criteria and forming an integrated mechanism for the development of a circular model of an enterprise is an important scientific and practical task that requires immediate solution. The value of the conducted research lies in the development of mechanisms for the transition of agricultural enterprises to a circular model and the formation of an optimal circular model. The practical significance of the results of the work are the republican and regional authorities that develop regional programs and projects for the development of a closed cycle of the economy, as well as agro-industrial enterprises and companies dealing with sustainable development and waste management issues.

A adopção das melhores práticas de gestão de projectos é essencial para garantir resultado positivos, mas por si só não garante sucesso, necessitando de todo um ecosistema para facilitar a sua tarefa e assegurar que o que está a ser entregue corresponde às expectativas de todos os stakeholders. Para se providenciar um ambiente que facilite o sucesso de P&P complexos e/ou estratégicos (criticos) é portanto necessario implementar-se uma governança ajustada, assegurando-se igualmente que a iniciativa tem o suporte da organização. Este trabalho de investigação segue uma metodologia qualitativa, e apoiado num estudo de caso, endereça governança em P&P, estudando o processo de selecção do modelo de governança que melhor se ajusta a iniciativas criticas. Mais concretamente este trabalho foca-se no racional que leva à adopção de uma governança separada para iniciativas criticas versus a utilização da governança standard de gestão de projectos instituida na organização. Este trabalho revê também o papel da governança no contexto da gestão de projectos, correlacionando-o com o papel do sponsor e do gestor de projectos (ou programas). Este trabalho não se foca em como implementar uma framework de governança numa organização nem como desenvolver as competências chave de um sponsor ou de um gestor de projectos (ou programas), apesar de endereçar superficialmente a relação entre estas duas funções, a organização temporária e permanente, e como este relacionamento impacta o sucesso dos P&P.<br>The successful delivery of Projects and Programs (P&P) continues to be a challenge in all different types of organizations. Project management is a key tool to drive results and improve delivery, but it requires the right ecosystem to facilitate its job and ensure that what is being delivered lives up to the expectations of all stakeholders. Governance has a key role in providing such an environment, especially in complex and/or strategic (critical) P&P, but sponsorship also plays a key role here. This research follows a qualitative methodology to address governance and sponsorship in P&P, and supported by a case study analysis, studies the process behind the selection of the right type of governance for critical endeavours. This work focus more concretely on the reasoning behind the selection of a split (separate) governance for critical initiatives versus using the organization standard project management governance (and processes). Included also in this work is the review of governance in the project management context, and of the sponsor role in correlation with the project (or program) manager role. This work does not focus on how to implement a governance framework in an organization, neither on how to develop the key sponsor or project management skills, even though it covers on a very high level the correlation between the two roles, the temporary and the permanent organization, and how their interaction influences P&P outcome.

Abstract:
Theory of change papers and projects are used by various marriage and family therapy (MFT) training programs throughout the United States and Canada. Little is known about how these projects differ and are similar from program to program. The purpose of this study was to obtain a better knowledge and understanding about these projects. Questionnaires regarding the use of theory of change projects were sent to all accredited and candidacy MFT programs throughout the United States and Canada. An exploratory, descriptive design was used to guide the research, and content analysis was used to analyze the data. The research was done in an attempt to answer the three research questions: (a) what percentage of MFT programs are using theory of change projects?, (b) what are the processes used in preparing and presenting the projects?, and (c) what is the content required in these projects? The research revealed that 27 (59%) programs that responded used theory of change projects. Among the data from these programs, nine themes emerged in the processes used to prepare and present the projects. Furthermore, there were four unique aspects to processes in preparing and presenting the projects. With regards to content required in the projects, there were six themes found which consisted of 23 categories. The six themes were theory/models, change, the therapy process, client issues, therapist issues, and contextual issues. After reviewing the literature it is believed that theory of change projects may be useful in the training of marriage and family therapists. It has been learned through this study that many program directors are using some components in their projects that may be useful to other directors as they form or refine their own theory of change projects. In forming a theory of change project, it appears important to have students conceptualize both the change process and the treatment process and to integrate theory with practice. It is hoped that findings from this study will be useful to both those MFT program directors and faculty that do not require a theory of change project, but desire to develop one, and those that already have a project, but are trying to improve it. The findings from this study will help programs gather ideas from each other in an attempt to make MFT training more useful throughout the U.S. and Canada.

The primary aim of this paper is to compare the issues of financial security of individual projects implemented under cross-border cooperation between the Czech Republic and the Free State of Saxony. The theoretical part is devoted to the characteristics of individual species of European cross-border cooperation, its history and individual Euroregions. The paper is focused on cross-border cooperation of the Czech Republic, historical development, characteristics of Euroregion and specifications of cross-border cooperation programs. The part of the theoretical part is devoted to issue of financial security projects in terms of the contracting authoritys legal personality. The application part of the thesis is responsible for several tested hypotheses. Basic research method represents a survey. The group of respondents is represented by participants selected cross-border cooperation. The survey includes subjective opinion of each participant to achieve a comprehensive insight into the studied problematic. Work brings valuable insight from the perspective of direct participants. It works with personal experience and thus offers a unique analysis of the factors that may affect the efficiency of cross-border cooperation significantly. The analysis shows that civic associations are increasingly faced with the complications of financial security and they are exposed to a higher financial costs in comparison with regions and villages. The policy of cross boarder cooperation is positively evaluated by participants. The survey also shows that despite negative personal experience with exchange differences the participants do not save themselves by any insurance.

Thesis (M.Dev.) --University of Limpopo, 2013<br>The objective of the study is to evaluate the socio-economic impact of poverty alleviation and food security projects implemented by the Department of Agriculture in Limpopo Province. Data were collected from beneficiaries, stakeholders and literature. The analysis is based on the status of the projects before the intervention and the present status after the implementation of the programme. In most instances the beneficiaries and stakeholders were not part of the plenary for the programme. Observations also show that it seems interest and ability in agricultural activities was not tested before implementing the programme. Sustainability of a project depends on the involvement of all relevant key players, stakeholders and beneficiaries, from the initial stage through monitoring and evaluation stages, to closure of the project.

This study addresses urban planning problems in the post-independence zones or townships of Kinshasa, the capital of Zaire. It serves as a demonstration project aiming at showing how local resources, labor and funds could be mobilized to help local people solve the problems affecting their communities. It supports the view that with little government support and/or international contribution, self-help projects could be initiated in Kinshasa city before they may be extended to the rest of the country. This particular pilot project is intended for the improvement of the Southern Extension District (S.E.D.).It covers an area about 5 Kilometers long and 2.5 Kms. wide, which comprises the entire zone of Bumbu, the eastern side of Makala, and the Northern side of Selembao zones. This site was selected for the various resources needed for the Self-Help Project. The major problems of this post-independence district are erosion/flooding, substandard houses, and lack of playgrounds for children.It is proposed that an organizational framework becreated, which will coordinate an ongoing process of improvement through self-help effort. Actions that the residents and the government need to undertake in order to create such a framework are suggested. Creation of an independent entity named "Office of Special Project", whose personnel will come from the Department of Planning and Urban Management (B.E.A.U.), Housing Department and Public Works department is also suggested. Abstract:
The road network and road transport infrastructure play a significant role in the social and economic development of the Republic of Moldova, involving economic, financial, and environmental management factors with the common goal of executing road construction or major repair projects and infrastructure elements in compliance with national environmental norms and legislation. The research results described in the article highlight the process of implementing the project to construct the Sărătenii Vechi - Soroca road segment, which falls under the category of Republican-R roads and is spatially and geographically entirely within the Răut River basin. This project was undertaken as a result of an agreement between the Millennium Challenge Corporation and the Government of the Republic of Moldova to help facilitate poverty reduction through economic growth in Moldova. The entrepreneur's social and environmental management plan was prepared to ensure that all forms of negative impact were minimized and mitigated during the preconstruction and construction phases. Some of the mitigation measures included: using standard equipment in compliance with environmental management norms, using water for dust control, efficiently managing drainage systems to protect streams from sedimentation, and including specific environmental clauses in the contract. Government oversight of the implementation of mitigation measures aimed to create favorable conditions for people to reach their desired destinations, provide alternative livelihood systems while preserving rural environments, raise awareness among local communities and workers about the importance of conserving natural resources, implement afforestation and vegetation management programs, stabilize roads and adjacent areas to reduce erosion, and prevent landslides, among other measures.

Abstract:
The aim of the presented paper is to reveal the territorial differentiation of the use of state regional development support programs financed by the Ministry of Regional Development of the Czech Republic in 2013-2018. Territorial differentiation is examined through three indicators: the share of financial allocation of programs, the share of the number of implemented projects and the financial allocation of programs per capita for individual regions of the Czech Republic. The results of the analysis show that the total amount of financial support for regions varies in the relevant years depending on the nature of regional problems and the time-limited existence of some programs. It was also found that South Bohemian Region which received the largest part of the total allocation in the period, even in terms of per capita, had the largest absorption capacity of the programs. The justification lies in the relatively high support for the remediation of flood damage after 2013. In contrast, the Karlovy Vary region, which is characterized by the localization of a number of "state-supported regions", received a relatively small amount of support compared to other regions (related to size of the area).

Decisions regarding the verification of design plant lifetime and potential license renewal periods involve a determination of the component and circuit condition. In Service Inspection of key reactor components becomes a crucial consideration for continued safe plant operation. The determination of the equipment properties by Non Destructive Techniques during periodic intervals is an important aspect of the assessment of fitness-for-service and safe operation of nuclear power plants The Tacis and Phare were established since 1991 by the European Union as support mechanisms through which projects could be identified and addressed satisfactorily. In Nuclear Safety, the countries mainly concerned are Russia, Ukraine, Armenia, and Kazakhstan for the Tacis programme, and Bulgaria, Czech Republic, Hungary, Slovak Republic, Lithuania, Romania and Slovenia for the Phare programme. The Tacis and Phare programs concerning the Nuclear Power Plants consist of: • On Site Assistance and Operational Safety, • Design Safety, • Regulatory Authorities, • Waste management, and are focused on reactor safety issues, contributing to the improvement in the safety of East European reactors and providing technology and safety culture transfer. The main parts of these programmes are related to the On-Site Assistance and to the Design Safety of VVVER and RBMK Nuclear power plants where Non Destructive Techniques for In Service Inspection of the primary circuit components are addressed.

The relevance of this work is associated with the entry into force of the federal law of 02.07. 2021 № 296 "On limiting greenhouse gas emissions" and the need for a partial transition to affordable and environmentally friendly sources of power supply. One of such sources is solar energy. The purpose of the work is to determine the potential of solar energy in the Republic of Tatarstan, identification and risk assessment of projects for construction of solar generation facilities. The work determines insolation in the region as a whole and districts, in particular. Also identified the potential power output of generation facilities of different levels with the calculation of conventional crystalline silicon (C-Si) modules as the most common technology in the market of solar photovoltaic systems. The factors influencing the development of solar power generation are considered. A SWOT analysis has been conducted in view of the research findings on the potential for realization of different level of solar power generation projects. Identification and assessment of risks was carried out with determination of the degree of damage and probability. Risk management opportunities were identified for the identified risks: training of specialists abroad and in Russia (opening of new educational programs), the need and possibility of developing autonomous stations, long-term guarantees from manufacturers of equipment components, localization of PV module production.

The territory of the Republic of Albania, in the lack of strategies, plans, programs and projects, as well as a result of the lack of coordination and cooperation between public authorities covering the field of economic sector planning, having no interaction between existing projects, new projects and planned ones, faces today the problem of increasing pollution and environmental threats and this development is not sustainable and is not strategic. As a result of the increasing number of polluting operators in the environment from the industrial (non-residential) sector from 2014 to 2022, the pressures on the components of the environment have been increased significantly, mainly concentrated in the north-eastern region of the territory. The main threat that comes from the industrial sector is direct discharges into the environment from separate sources in the air and from industrial discharges into water. The lack of environmental planning of the territory has made it possible that in the municipalities of the Tirana county, the highest concentration of the industrial sector is in the UB_Urban land use system, in the category A. Residential, mainly near the main road axes and near surface water sources.

Higher education in the Republic of Moldova faces several barriers that affect its efficient functioning, among which are listed: the continuous reduction in the number of students, the consequences of the Covid-19 pandemic, the consequences of the war in Ukraine, the economic and energy crisis, technologies and digitization , artificial intelligence, the limited financial resources obtained depending on the way of financing higher education, the motivation and attraction of young teachers, etc. In addition to the mentioned, there is also fierce competition for university accounting education, because at most universities in the Republic of Moldova, study programs in accounting are present in the educational offer. In order to be competitive on the educational market, higher education institutions in the Republic of Moldova must focus on several aspects that would ensure the maintenance and development of the university in a competitive environment by applying strategies to attract and retain students, adapting to the requirements of the labor market by continuously updating the curricula, as well as increasing the university visibility at national and international level, by collaborating and creating partnerships with international universities for academic mobility, double degree programs and joint research projects.

Climate change is expected to have a major impact on water resources and their sustainable management. Small rivers in the Republic of Moldova will be the most affected by climate change, through the intensity and duration of periods of low water and hydrological droughts with negative repercussions on aquatic biodiversity and water quality. Decreasing water levels in rivers and lakes threaten the availability of water for domestic use, agricultural irrigation and other economic activities, negatively impacting local ecosystems and communities. Water scarcity will also worsen water quality by changing the chemical and biological composition of water, which will endanger biodiversity and ecosystem services associated with water resources. Climate adaptation and mitigation are essential. The Republic of Moldova must develop and implement strategies, programs and projects for the integrated management of water resources and promote sustainable practices for their use.

Rural areas are in greater need than ever to improve their quality of life through digital skills and competence. Purpose of the study: to explore European practices and approaches to entrepreneurship education based on digital skills and competencies that contribute to building entrepreneurial capacity in rural areas. Methodology: bibliographic study of the Living Lab approach, based on electronic interaction university - business, and university - public administration, result-oriented, allowing simulation of entrepreneurial situations in learning environments that contribute to the improvement of digital skills in the development of entrepreneurship. Research from European experience shows that this model of a cyber-physical system of electronic interaction between government agencies, farms, secondary school students, and universities, forming areas of smart infrastructure, can effectively influence the strengthening of the political and educational participation of civil society organizations and business in the decision-making process. Interdisciplinary research is needed to collaboratively track and measure the outcomes of digital entrepreneurship skills training using the Living Lab approach, organizations, and students after completion of projects and programs. Research results: for the effective implementation of the “European Village” program in the regions of the Republic of Moldova, it is proposed to use the effects of European and international influence on the development of local communities, such as: identifying the added value of using digital solutions and dividing them into target audiences: local administrations, technology providers and citizens; creating visual materials and infographics to help visualize complex technical characteristics of solutions and services. Targeted learning groups will be able to access new open educational resources (OER), massive open online courses (MOOCs), and other digital tools being developed by the EU Joint Research Centre.

Abstract:
This paper is part of the project 'Ex-post Evaluation of the IDB Agricultural Technology Uptake Programs.' This paper evaluates the impact of agricultural extension services in the Dominican Republic and analyzes the direct impact of the Program for Technological Support in the Agricultural Sector (PATCA). The analysis relies on a unique dataset gathered by PATCA's executing unit in 2008 and the survey included 1,572 farmers operating in crop growing, breeding or milk production. Using a propensity score matching technique, the authors found that the technologies financed through PATCA effectively improved the productivity of rice producers and breeders. The outcome was the authors did not find any significant impact on other producers. These heterogeneous impacts could be due to the different level of effectiveness of the promoted technologies in the short run, where landleveling and pasture conservation could be the fastest in showing significant effects. Finally, the authors did not find any clear evidence that the program had a significant impact on the quality of production that was reflected on prices reported by farmers.

Abstract:
Asia has experienced widespread transformation and growth, accompanied by increased demographic pressure, greater intensification of agricultural production, industrialization, and urbanization. This economic growth has been very resource- and carbon-intensive, while climate change has triggered or exacerbated behaviors and defense mechanisms that have come at the expense of the natural environment. Therefore, we examine and compare three Asian Development Bank (ADB) projects in two member countries of the Central Asia Regional Economic Cooperation: one in the People’s Republic of China (PRC) and two in Mongolia that relate to sustainable green development and use innovative financial mechanisms, and behavior-changing nudges. We provide comparative analyses and aim to demonstrate effective, innovative, and sustainable green finance and green transformation approaches in these two countries to address these pressures. The ADB–PRC loan for the Anhui Huangshan Xin’an River Ecological Protection and Green Development project aims to help Huangshan municipality reduce water pollution in the Xin’an River Basin, which is part of the Yangtze River Economic Belt. The project is piloting innovative green financing mechanisms to reduce rural pollution and complement the ongoing interprovincial eco-compensation scheme while supporting green agroecological businesses through two interventions: the Green Investment Fund and the Green Incentive Mechanism. In Mongolia, ADB and the Government of Mongolia have developed two large-scale transformative projects using integrated design and innovative green financing mechanisms to leverage private sector investment: (i) Aimags and Soums Green Regional Development Investment Program, which aims to promote green urban–rural linkages, green agribusiness development, natural capital, rangeland regeneration, and soil carbon sequestration through the (ii) Ulaanbaatar Green Affordable Housing and Resilient Urban Renewal Project, which aims to transform Ulaanbaatar’s vulnerable and substandard peri-urban areas into low-carbon, resilient eco-districts that provide access to green affordable housing.

Abstract:
This paper analyzes MIF efforts to improve inadequate training institutions and emphasize the basic importance of updating management and worker skills in SMEs in Latin America. The paper is organized as follows: Section I analyzes the problems behind the failures of both market-based and bureaucratic approaches to provide services such as training for SMEs. A cursory look at existing evidence from the developing world and Latin America in particular shows that SMEs not only lack adequate training institutions, but also an understanding of the basic importance in updating management and worker skills. Due to massive market failures and a lack of institutional experience, innovative supply-side initiatives are critical to help SMEs break out of low-equilibrium traps. Section II then shifts attention to the six SME training projects. After a discussion of the general aims of the Program and the individual projects, the paper assesses the projects in terms of their abilities to fill their different niches. In conclusion, Section III summarizes the lessons learned thus far from these projects.

Abstract:
This evaluation assesses IDB's role in contributing to the coordinated solution of transnational challenges during the period 2000-2011. The evaluation found that the relevance and effectiveness of IDB's Technical Cooperation program has been limited - in particular the Regional Public Good (RPG) program. The efficiency of the transnational Technical Cooperation program has been reduced by specific characteristics of the RPG program, though the RPG team has been successful in mitigating some of these challenges through strong execution. Even in technical cooperation that financed pilots, asymmetric ownership among countries has been a serious constraint to sustainability. Transnational operations face a pervasive misalignment of incentives. Without concessional funds, countries have limited incentives to undertake these costly operations. The IDB should carefully consider the pros and cons of deepening its engagement in transnational projects and related technical cooperation. In the event it chooses to do so, it should take steps to identify ways to enhance concessionality, and adapt IDB processes, structures, incentives, and budget to facilitate the implementation of transnational projects. It should also enhance the effectiveness of the transnational technical cooperation program, which should continue at some level of funding.
