Mestrado em Gestão de Projetos<br>O sucesso na entrega de Projectos e Programas (P&P) continua a ser um desafio em todo o tipo de organizações. A adopção das melhores práticas de gestão de projectos é essencial para garantir resultado positivos, mas por si só não garante sucesso, necessitando de todo um ecosistema para facilitar a sua tarefa e assegurar que o que está a ser entregue corresponde às expectativas de todos os stakeholders. Para se providenciar um ambiente que facilite o sucesso de P&P complexos e/ou estratégicos (criticos) é portanto necessario implementar-se uma governança ajustada, assegurando-se igualmente que a iniciativa tem o suporte da organização. Este trabalho de investigação segue uma metodologia qualitativa, e apoiado num estudo de caso, endereça governança em P&P, estudando o processo de selecção do modelo de governança que melhor se ajusta a iniciativas criticas. Mais concretamente este trabalho foca-se no racional que leva à adopção de uma governança separada para iniciativas criticas versus a utilização da governança standard de gestão de projectos instituida na organização. Este trabalho revê também o papel da governança no contexto da gestão de projectos, correlacionando-o com o papel do sponsor e do gestor de projectos (ou programas). Este trabalho não se foca em como implementar uma framework de governança numa organização nem como desenvolver as competências chave de um sponsor ou de um gestor de projectos (ou programas), apesar de endereçar superficialmente a relação entre estas duas funções, a organização temporária e permanente, e como este relacionamento impacta o sucesso dos P&P.<br>The successful delivery of Projects and Programs (P&P) continues to be a challenge in all different types of organizations. Project management is a key tool to drive results and improve delivery, but it requires the right ecosystem to facilitate its job and ensure that what is being delivered lives up to the expectations of all stakeholders. Governance has a key role in providing such an environment, especially in complex and/or strategic (critical) P&P, but sponsorship also plays a key role here. This research follows a qualitative methodology to address governance and sponsorship in P&P, and supported by a case study analysis, studies the process behind the selection of the right type of governance for critical endeavours. This work focus more concretely on the reasoning behind the selection of a split (separate) governance for critical initiatives versus using the organization standard project management governance (and processes). Included also in this work is the review of governance in the project management context, and of the sponsor role in correlation with the project (or program) manager role. This work does not focus on how to implement a governance framework in an organization, neither on how to develop the key sponsor or project management skills, even though it covers on a very high level the correlation between the two roles, the temporary and the permanent organization, and how their interaction influences P&P outcome.

Abstract:
Theory of change papers and projects are used by various marriage and family therapy (MFT) training programs throughout the United States and Canada. Little is known about how these projects differ and are similar from program to program. The purpose of this study was to obtain a better knowledge and understanding about these projects. Questionnaires regarding the use of theory of change projects were sent to all accredited and candidacy MFT programs throughout the United States and Canada. An exploratory, descriptive design was used to guide the research, and content analysis was used to analyze the data. The research was done in an attempt to answer the three research questions: (a) what percentage of MFT programs are using theory of change projects?, (b) what are the processes used in preparing and presenting the projects?, and (c) what is the content required in these projects? The research revealed that 27 (59%) programs that responded used theory of change projects. Among the data from these programs, nine themes emerged in the processes used to prepare and present the projects. Furthermore, there were four unique aspects to processes in preparing and presenting the projects. With regards to content required in the projects, there were six themes found which consisted of 23 categories. The six themes were theory/models, change, the therapy process, client issues, therapist issues, and contextual issues. After reviewing the literature it is believed that theory of change projects may be useful in the training of marriage and family therapists. It has been learned through this study that many program directors are using some components in their projects that may be useful to other directors as they form or refine their own theory of change projects. In forming a theory of change project, it appears important to have students conceptualize both the change process and the treatment process and to integrate theory with practice. It is hoped that findings from this study will be useful to both those MFT program directors and faculty that do not require a theory of change project, but desire to develop one, and those that already have a project, but are trying to improve it. The findings from this study will help programs gather ideas from each other in an attempt to make MFT training more useful throughout the U.S. and Canada.

Abstract:
The primary aim of this paper is to compare the issues of financial security of individual projects implemented under cross-border cooperation between the Czech Republic and the Free State of Saxony. The theoretical part is devoted to the characteristics of individual species of European cross-border cooperation, its history and individual Euroregions. The paper is focused on cross-border cooperation of the Czech Republic, historical development, characteristics of Euroregion and specifications of cross-border cooperation programs. The part of the theoretical part is devoted to issue of financial security projects in terms of the contracting authoritys legal personality. The application part of the thesis is responsible for several tested hypotheses. Basic research method represents a survey. The group of respondents is represented by participants selected cross-border cooperation. The survey includes subjective opinion of each participant to achieve a comprehensive insight into the studied problematic. Work brings valuable insight from the perspective of direct participants. It works with personal experience and thus offers a unique analysis of the factors that may affect the efficiency of cross-border cooperation significantly. The analysis shows that civic associations are increasingly faced with the complications of financial security and they are exposed to a higher financial costs in comparison with regions and villages. The policy of cross boarder cooperation is positively evaluated by participants. The survey also shows that despite negative personal experience with exchange differences the participants do not save themselves by any insurance.

Thesis (M.Dev.) --University of Limpopo, 2013<br>The objective of the study is to evaluate the socio-economic impact of poverty alleviation and food security projects implemented by the Department of Agriculture in Limpopo Province. Data were collected from beneficiaries, stakeholders and literature. The analysis is based on the status of the projects before the intervention and the present status after the implementation of the programme. In most instances the beneficiaries and stakeholders were not part of the plenary for the programme. Observations also show that it seems interest and ability in agricultural activities was not tested before implementing the programme. Sustainability of a project depends on the involvement of all relevant key players, stakeholders and beneficiaries, from the initial stage through monitoring and evaluation stages, to closure of the project.

This study addresses urban planning problems in the post-independence zones or townships of Kinshasa, the capital of Zaire. It serves as a demonstration project aiming at showing how local resources, labor and funds could be mobilized to help local people solve the problems affecting their communities. It supports the view that with little government support and/or international contribution, self-help projects could be initiated in Kinshasa city before they may be extended to the rest of the country. This particular pilot project is intended for the improvement of the Southern Extension District (S.E.D.).It covers an area about 5 Kilometers long and 2.5 Kms. wide, which comprises the entire zone of Bumbu, the eastern side of Makala, and the Northern side of Selembao zones. This site was selected for the various resources needed for the Self-Help Project. The major problems of this post-independence district are erosion/flooding, substandard houses, and lack of playgrounds for children.It is proposed that an organizational framework becreated, which will coordinate an ongoing process of improvement through self-help effort. Actions that the residents and the government need to undertake in order to create such a framework are suggested. Creation of an independent entity named "Office of Special Project", whose personnel will come from the Department of Planning and Urban Management (B.E.A.U.), Housing Department and Public Works department is also suggested. This office will serve as a sponsoring agency whose mission is to create a multipurpose co-operative at each zone or township level and to supervise the improvement process. Its staff will meet on a regular basis with the representatives of these co-operatives to discuss the problems of the community with the local people and provide them with the expertise needed to complete the project successfully.<br>Department of Urban Planning

This research helps in understanding the complex world of the competitive research in Europe, dealing in particular with Framework Programmes and the characteristics expected from research proposals in order to be funded. The European Commission uses Framework Programmes as financial policy action to support the achievement of its strategic objectives. The allocation of resources, through multiannual framework programmes, boosts research and innovation in all different fields regardless national, regional or economic logics: direct and competitive funds are allocated according to excellence, expected impacts and outcomes planned by proposals, through an ex ante peer review evaluation by selected and independent experts. Actors engaged in this competition are mainly universities, research centres, public bodies, NGOs and the private sector. In the last 20 years many Higher Education Systems in Europe have experienced a marked change in the funding mechanism: public funds have been more and more reducing pushing public universities and research centres to raise external funds. European Commission programmes are one of the main financial resource to be taken into consideration in order to fund research projects, development and innovation. Therefore competitiveness for the research sector have become a mantra, a pillar for strategic decisions at the governance level. This work, after a comprehensive description of the framework programmes, their history, the actors and the rules of the play, aims at explaining the reasons why some country gains more funds than others, why some organisation raise more funds than others and what fundamental rules have to be respected during the planning phase of a research project.

Continued contact between humans and animals, in combination with the ever-increasing movement of human and animal populations that is one effect of globalization, contributes to the spread of diseases, often with detrimental effects on public health. This has led professionals involved in both animal health and public health to recognize veterinary public health (VPH) as a key area for their activities to address the human–animal interface. Veterinarians, a profession with major involvement in this field, are in need of specific knowledge and skills to prevent and control public-health problems. As a result, VPH must be directly integrated into veterinary educational programs. At present, only few veterinary schools have specific VPH programs; in most institutions, VPH does not feature as a specific subject in either undergraduate or post-graduate curricula. SAPUVET and SAPUVETNET II are network projects supported by the ALFA program of the European Union (EU). Their main objectives are to reach a common understanding between European and Latin American universities in the definition of the areas in which VPH is important in their respective countries, and to design a harmonized training program for veterinarians in VPH, by making use of new technological applications and innovative teaching methodologies. The elaboration of educational material in combination with case studies presenting real-life problems provides a basis to apply the knowledge acquired on VPH. It is envisaged that the material and modules developed during the two projects will be integrated into the veterinary curricula of the participating universities, as well as in other partner organizations.

Abstract:
Like many developing nations, the health sector in Zimbabwe is not adequately funded and has for many years complemented its tight budget with external funding and development assistance (MOHCC, 2016: 11). External funding comes from various partners in the form of donor funds or international development assistance. According to the Ministry of Health and Child Care, for the year 2012, more than 40% of health sector funding was through development assistance (MOHCC, 2016: 11). That corresponds to a dollar value of approximately US$428 million. Since then, the country has continued to face challenges, which implies that current figures for external funding could be at similar levels or higher. In the 2017 budget, development partners were projected to contribute a collective figure of US$229.8 million, complementing US$318.4 million that was partly allocated from the budget and partly raised through user fees (US$281.9 million budget allocation, US$36.5 million user fees) (MOFED, 2016: 86). This would put the proportion of development aid at approximately 42% of the projected expenditure in 2017 (the 2017 budget did not account for the contribution of other levies such as AIDS Levy that usually contribute towards the budget). For 2018, the national budget projected total health expenditure to amount to US$729.4 million, made up of US$489.8 million from budget appropriations and levy funds and US$239.6 million from development partners (MOFED, 2017: 142). These figures show that development aid was projected to constitute approximately 33% of health expenditure in 2018. The national budget accounts for monetary and quantifiable support. Development assistance also comes in non-monetary forms such as equipment, drugs, technical assistance and other sponsored projects whose real value is sometimes not captured by budgets or is just difficult to quantify. When looking at development aid, these forms of support also have to be taken into consideration. This could mean that the real figures for development support may be higher than reflected in budgets. The figures above underscore the importance of development aid hence the need to ensure that it is effectively utilised. 9 Development aid is project oriented business (Ika et al., 2010: 63). Donor funds are commonly channelled into specific purpose programs and projects aimed at achieving specific results in the health sector. This is the common practise with most international development assistance provided to developing countries, it is availed and managed through projects (Diallo and Thuillier, 2005: 237).

Abstract:
Non-Governmental Organizations (NGOs) scramble for Africa which begun in 1980 and 90’s as a result of the introduction of Structural Adjusted Policies (SAP) by the neo-liberalist which are; International Monetary Fund (IMF) and World Bank was purposely meant for free market economy, less government intervention in the economy in order to raise competition, induce rapid growth and economic development. The introduction of SAP resulted to a vacuum in the provision of welfare in Ghana especially in the remote areas. Since the introduction of SAP bilateral and multilateral institutions are increasingly entrusting NGOs to carry out the needs of the people more than government. This has led to a myriad explosion of local and international NGOs in Ghana for development purposes. Though the rural poor are the primary aim for NGOs and District Assembly (DA) activities, they are often the least to be contacted on the implementation and formulation of programs or projects in terms of priorities and interventions. The materials and methods used in the write up of this thesis include field survey, interviews and literature study. Both primary and secondary data was used. Purposive sampling is adopted based on the objectives of the study. Forty households were selected in order to interview project participants since they were expected to have first-hand knowledge of the organizations projects and activities. This was supplemented with interviews with focus group discussion, key informants, international and local NGOs and government officials’ interviews were made. The study emphasized that NGOs suffer from external agenda-setting which makes their programs or projects rigidly defined and create new dependencies. This prevents them from carrying out other actions apart from those initially foreseen in the project or program (not flexible) (top-down). Interventions have not benefited the people and lack of transparency and co-ordination among the NGOs and the DA is a primary problem in the study area. The stakeholders often contribute to an all-ready decided projects or programs and participated in past development programs or projects as laborers. Clientelist has weakened the DA system in Lambussie. There has not been any training for sustainable self-reliant organizations by the nine NGOs operating in Karni. Also it was evident from the study that farmers have not made any collective efforts to improve their marketing situation in the area and neither has NGOs and DA made any effort to improve farmers marketing situation. The study made the following suggestions; access to improved infrastructures, availability of unrestricted funds from donors, education and gender issues, enhancing micro-credit schemes and small scale industries, modernization of agricultural productivity, transparency and accountability—of which would help to improve DA and NGOs activities and achieve sustainable food security in Karni.

Artificial Intelligence (AI) is the part of computer science concerned with designing computer systems, that is, systems that exhibit the characteristics we associate with intelligence in human behavior--understanding language, learning, reasoning, solving problems, and so on. Many believe that insights into the nature of the mind can be gained by studying the operation of such programs. The AI concept has formed the basis for developing the computer-assisted creativity techniques called The Computer Consultant (TCC), and The Idea Machine (TIM). TIM has, so far, been applied to topics in the engineering and "hard sciences" fields. In this study these techniques are presented/reviewed in detail and the research concentrated on the expansion/development of a methodology for computer—assisted creativity. This research will help in further evolution of TIM into a richer process for idea generation and general problem solving, and in enhancing the application capabilities. This is done by: (1) expanding the conceptual and ideas data bases from which analogies can be drawn; (2) conducting comprehensive trials with TIM to establish its strengths and limitations; and (3) doing research on techniques for the screening and packaging of ideas techniques. Rural road projects are an important part of rural development programs in the Third World countries. For some years the construction of such road projects, funded in part by international donor agencies, has been a subject of some controversy. Most policy makers in the developing or underdeveloped countries support the practice of expanding the rural dirt (unpaved) roads rather than spending limited resources on maintenance. Some donor agencies are now inclined to only support maintenance-biased road projects. A similar situation arose in Pakistan where the U.S. Agency for International Development (USAID) proposed to fund a road resources development project in the Sind Province. This real life situation is selected as a basis for developing a road resources management model, and generating ideas using TIM. These ideas are screened and packaged to be used in revising the model for further trials. The application of TIM to this problem from the civil engineering field results in some useful outputs. This study provides a good basis for further enhancing TIM capabilities.<br>Ph. D.

The diploma thesis deals with the support analysis of small and medium enterprises (SMEs) in the Czech Republic. The aim of the thesis is to prove the importance of SMEs in the economics and to assess the influence of their support from the Operational Pogramme Enterprise and Innovations (OPEI) on the labour market. The main hypothesis represents the assertion that the SMEs support from the public sources is never effective. The statistical analysis proves that the SMEs in the Czech Republic on the international scale are economically significant. They participate from 99,8% on the total number of entrepreneur's subjects and from almost 60% on the country employment. The evaluation of the support program from the Operational Pogramme Enterprise and Innovations is based on the collected data from the questionnaire poll. The data analysis proved that the supports were important for the workplace production. The public source support analysis on an economical theory and empirical study base proved that the investments are not effective.

The purpose of this study was to examine the successes and challenges in implementing community art programs for youth in low-income communities. The National Arts and Youth Demonstration Project (NAYDP) was initiated in September 2001 in five program sites across Canada. This article reports on the qualitative findings of NAYDP staff implementation journals that were utilized in the first term of the project. Findings suggest that community partnerships in program recruitment, youth management and engagement and survey administration were all key aspects in the ability of staff to deliver the program. Positive Youth Development (PYD) provides a guiding framework and implications for social work practice, education and future research are explored.

This thesis is focused on financial side of grant projects which are supported by the Human Resources and Employment Operational Programme. This Operational Programme draws financial resources from European Social Fund. In the Czech Republic the administration of all the projects in question is coordinated by Managing Authority which is Ministry of Labour and Social Affairs and the Intermediate Body is in the responsibility of the Ministry of the Interior of the Czech Republic. The text describes the eligible expenses, the process payment transactions and the control system. In the conclusion the thesis summarizes current problems of drawing resources from the Structural Funds. These funds have been quite unknown and stil in the process of the improvement in our country. To eliminate many deficiencies in realization there have been organised many specialized workshops and seminars for beneficiaries and at the same time from the Managing Authority have been specified the methodical instructions.

Thesis (MBA)--Stellenbosch University, 2015.<br>ENGLISH ABSTRACT: In an effort to reduce its dependency on mining, (since independence at 1966) the successive governments of Botswana (GoB) have continued to foster national development by diversifying the country’s economy, with agribusiness development strategies at the forefront of discussions. Over decades, a significant number of policies on agri-support have been developed towards this mission. Nevertheless, the performance of the sector continues to decline considerably. Despite its potential to promote and develop small-scale farmers, literature on agri-support programmes has indicated that without scrutiny and continuous evaluation of the programmes in place, the strategy can be another way of which governments lose money. This study examines the Botswana Young Farmers Fund programme that finances aspiring young farmers to start up or expand their agri projects. More particularly, the study investigates how this model in the context of young farmers, impacts and contribute to the development of the agricultural sector in Botswana. The study identified challenges and opportunities of the YFF programme. The major challenge which is also applicable to the general sector, identified by the case study suggests that the agricultural environment in Botswana is fragile, therefore seeks relevant agribusiness development strategies that are tailor-made for specific challenges faced by the sector.

Esta dissertação busca contribuir com a crescente demanda por parâmetros para o planejamento e a implementação de avaliação de projetos e programas sociais operados por organizações do terceiro setor com recursos advindos de doadores do setor privado no Brasil. Em muitos países, avaliadores têm-se organizado em associações profissionais, buscando fomentar pesquisas, discussões sobre best practices e definição de códigos de ética. Nos Estados Unidos, representantes da American Evaluation Association e de outras associações locais desenvolveram um conjunto de 30 Standards baseados em práticas generalizadamente aceitas para orientar o planejamento e para avaliar a qualidade de avaliações realizadas. Procurou-se verificar junto a um grupo de avaliadores e gerentes a aplicabilidade desses Standards no Brasil. Foram conduzidos cinco estudos de caso, considerando-se como “casos” processos de avaliação realizados por avaliadores externos. A maior parte dos 30 Standards foram aceitos como aplicáveis tal qual foram originalmente propostos. Alguns deles receberam sugestões de modificação em seus textos para melhor adequação ao contexto brasileiro. O estudo revelou que há no país um ambiente propício à sua utilização. Revelou também que o atributo de maior fragilidade dos casos estudados é o da “Utilidade”. A pesquisa aponta desafios e questões, como a participação de interessados e a necessidade de distinção entre as práticas de pesquisa e avaliação, para tornar mais efetivas as avaliações realizadas nas organizações.<br>This essay aims at contributing to the increasing demand for standards to guide the planning and implementation of evaluation of social projects and programs carried out by third sector organizations with resources provided by private sector donors in Brazil. In many countries, evaluators are getting organized into professional associations, aiming at fostering research, debates on best practices and definition of professional responsibility codes. In the United States of America, representatives of the American Evaluation Association and of other local societies developed a group of 30 standards based on generally accepted practices to orient planning and evaluation of the quality of the evaluations carried out. This study tried to verify with a group of evaluators and managers the applicability of these standards in Brazil. Five case studies were conducted, considering “cases” evaluation processes led by external evaluators. Most of the 30 standards were accepted as originally proposed. Some changes were suggested to some of them in order to better adapt them to the Brazilian reality. The study showed a favorable environment for the utilization of the standards in the Country and, according to its results, “Utility” is the most fragile attribute of the studied cases. The research points out challenges and questions, such as the participation of the involved people and the necessity of distinguishing research and evaluation practices, in order to increase the effectiveness of the evaluations developed by the organizations.

Introduction: Prenatal care has high priority in public health policy in Brazil, due to it is strong influence on rates of maternal and infant morbidity and mortality. Evaluation processes of the quality of care for pregnant women are important tools for optimizing the impact of health services on maternal and fetal health. The goal of the study was to evaluate the quality of prenatal care offered to pregnant women in Fortaleza (CE), using parameters established by the Ministry of health, aiming to contribute to the improvement of care for women in pregnancy and childbirth. Methodology: The cross-sectional study was based on the V Study on Maternal and Child Health of Cearà(PESMIC), a population survey carried out in a sample of women of reproductive age living in Fortaleza. From the 2.553 surveyed women, 195 reported a birth in the previous 12 months, being the target of the analysis. The quality of care was a evaluated in three levels of complexity: Level 1, the onset and frequency of consultations; Level 2, Level 1 plus the completion of laboratory tests, and level 3, Levels 1 and 2, plus the achievement of clinical and obstetric procedures. The chi-square test was used to evaluate the statistical significance (ÃÂ=0,05) of associations between characteristics of pregnant women and prenatal care. Results: Pregnant adolescents were associated with fewer consultations (p=0,057) and HIV testing (p=0,014), as compared with adults. Pregnant women without a partner had a later start of the prenatal care (p=0,004) and fewer consultations (p=0,032), than those living with a partner. Pregnant women with years of schooling up to 8 years were associated with fewer visits (p=0,024) and lower guidance relating to breast feeding (p=0,001), compared to those with more than 8 years of schooling. Family income of up to 2 minimum wages were associated to a later beginning of the prenatal care (p=0,018) and lower referral to delivery care facilities (p=0,018), as compared to those with income above 2 minimum wages. Pregnant women who had the SUS as a health care provider, were associated with an late pre natal care (p=0,001), fewer consultations (p=0,002), less breastfeeding advice (p=0,029), and lower referral to delivery care facilities (p=0,017) as compared to those who had health insurance. The assessment of the quality of care found that only 63% of pregnant women started and managed to hold consultations at the appropriate time (Level 1). When this parameter was added to the performing of basic laboratory tests (Level 2), the percentage was only slightly reduced, to 55%. However, when these two levels were considered in conjunction with Level 3 (clinical and obstetric procedures performed by professionals) the percentage of adequacy has dropped dramatically, reaching only 3,6 %. Conclusion: Despite it is high coverage, prenatal care in Fortaleza should be reconsidered qualitatively. It is recommended a broad discussion of the results of this assessment with managers, health professionals and community, as well as the organization of a training program for improving the technical quality of the care provided by such professionals. Processos avaliativos da qualidade da atenÃÃo àgestante, por sua vez, sÃo importantes instrumentos para a otimizaÃÃo do impacto dos serviÃos de saÃde sobre a saÃde materno-fetal. O objetivo do estudo foi avaliar a qualidade da atenÃÃo prÃ-natal ofertada Ãs gestantes de Fortaleza-CE, tendo como parÃmetros os indicadores preconizados pelo MinistÃrio da SaÃde, visando a contribuir para a melhoria da assistÃncia à mulher no ciclo gravaÂdico-puerperal. Metodologia: O estudo transversal teve como base a V Pesquisa de SaÃde Materno-Infantil do Cearà (PESMIC), com uma amostra de 2.553 mulheres em idade reprodutiva residentes em Fortaleza, das quais 195 referiram gravidez nos pravios doze meses anteriores à entrevista, compreendendo os anos de 2007 e 2008. A qualidade da atenÃÃo foi avaliada em trÃss nÃÂveis de complexidade: no NÃÂvel 1, o inÃÂcio e frequencia das consultas; no NÃvel 2, o NÃÂvel 1 mais a realizaÃÃo dos exames laboratoriais; e no NÃÂvel 3, os NÃÂveis 1 e 2, mais a realizaÃÃo dos procedimentos clÃÂnico-obstÃtricos. O teste do Qui-quadrado foi utilizado para avaliar a significÃncia estatÃÂstica (ÃÂ=0,05) das associaÃÃes entre as caracterÃÂsticas das gestantes e as do prÃ-natal. Resultados: Gestantes adolescentes estiveram associadas a um menor nÃmero de consultas (p=0,057) e a uma menor realizaÃÃo do teste HIV (p=0,014), em comparaÃÃo a gestantes adultas. Gestantes sem companheiro estiveram associadas a um inÃÂcio de prÃÂ-natal tardio (p=0,004) e a um menor nÃmero de consultas (p=0,032) quando comparadas as que viviam com companheiro. Gestantes com nÃÂvel de escolaridade de atà oito anos de estudo estiveram associadas a um menor nÃmero de consultas (p=0,024) e menor orientaÃÃo referente ao aleitamento materno (p=0,001) em comparaÃÃo aquelas de mais de oito anos de estudo. Gestantes com renda familiar de atà dois salÃÂrios mÃnimos estiveram associadas a um inÃÂcio do prÃ-natal tardio (p=0,018) e a um menor encaminhamento ao parto (p=0,018) em comparaÃÃo as que referiram renda superior a dois salÃrios. Gestantes que tinham o SUS como provedor de saÃde estiveram associadas a um inÃÂcio de prÃ-natal tardio (p=0,001), a um menor nÃmero de consultas (p=0,002), a uma menor orientaÃÃo ao aleitamento (p=0,029) e menor encaminhamento ao parto (p=0,017) em comparaÃÃo as que possuÂam plano de saÃde. Na avaliaÃÃo da qualidade da atenÃÃo, observou-se que somente 63% das gestantes iniciaram e conseguiram realizar as consultas na Ãpoca adequada (NÃvel 1); quando esse parÃmetro foi acrescido da realizaÃÃo dos exames laboratoriais bÃsicos (NÃvel 2) , este percentual de adequaÃÃoo reduziu-se levemente para 55%. Entretanto quando estes dois nÃÂveis foram considerados em conjunto com o NÃÂvel 3 (procedimentos clÃÂnico-obstÃtricos realizados pelos profissionais), o percentual de adequaÃÃo caiu drasticamente, alcanÃando apenas 3,6%. ConclusÃo: Apesar da elevada cobertura, a atenÃÃo prÃ-natal no MunicÃpio de Fortaleza deve ser reconsiderada qualitativamente. Recomenda-se ampla discussÃo dos resultados desta avaliaÃÃo com gestores, profissionais de saÃde e comunidade, bem como a organizaÃÃo de um programa de sensibilizaÃÃo e capacitaÃÃo para a melhoria da qualidade tÃcnica da assistÃncia prestada por estes profissionais.

Thesis (MPA)--University of Stellenbosch, 2001.<br>ENGLISH ABSTRACT: The viability of a research programme is dependent on its sustainability. The life span of a programme is determined by the sustainability achieved as a result of its activities. Within any successful research initiative, there is a progression from the research findings to the implementation of those findings. This study examines the effect that the implementation of research findings has on the initiation of new research projects within a research programme. The distinctions between academic research programmes and the implementation of the research findings were identified. By unobtrusively applying these definitions to a process of self-evaluation, a theoretical model was identified for the evaluation of the University of the Witwatersrand Refugee Research Programme and one of its projects. Advocacy research, which focused on policy intervention, was not seen as being sustainable as a programme output, as it is dependent on funding. Sustainability in advocacy is linked to research skills enabling pilot intervention. Pilot intervention in tum requires funding that research programmes sometimes use for their basic survival. This should not be interpreted as contributing to the sustainability of the research programme as funding activities are driven by the needs of the pilot intervention. This is significant as these needs can through demands from the funders of pilot intervention, contribute to changes in policies, goals and objectives of the research programme. It was found that the progression to implementation within a rural academic research programme does limit the initiation of new research proposals. Research initiatives tend to become tools of funding agencies with the focus being placed on the implementation of the research findings. This study recommends that the implementation of research findings should be limited to pilot projects, that there should be defined time frames for pilot implementation and, that there should be a clear division of responsibility between research activity and pilot implementation.<br>AFRIKAANSE OPSOMMING: Om lewensvatbaar te wees moet 'n navorsingsprogram gehandhaaf kan word. Die lewensduur van 'n program word bepaal deur sy handhawing as gevolg van sy aktiwiteite. Binne enige suksesvolle navorsingsinisiatief is daar 'n progressie van navorsingsbevindings tot die implementering van daardie bevindings. In hierdie studie word die effek van implementering van navorsingsbevindings op inisieëring van nuwe navorsingsprojekte binne 'n navorsingsprogram ondersoek. Die verskil tussen akademiese navorsingsprogramme en die implementering van navorsingsbevindings is geïdentifiseer. Deur op 'n onopvallende wyse hierdie definisies toe te pas op 'n proses van selfevaluasie is 'n teoretiese model geïdentifiseer wat gebruik is om die Universiteit van die Witwatersrand se Vlugteling Navorsingsprogram en een van sy projekte te evalueer. Cette thèse porte sur l'évaluation de projets/programmes dans les pays en voie de développement. Partant de l'exemple de quatre projets du Burkina Faso, cette recherche s'est interrogée sur la pertinence du type d'évaluation externe à privilégier entre l'évaluation ex-ante (évaluation avant) et l'évaluation à mi-parcours. Il a été aussi question de déterminer les causes de l'insuffisance de la pratique de l'évaluation dans les pays en voie de développement. Les différentes investigations menées auprès de bénéficiaires de projets humanitaires, ont démontré qu'il est plus intéressant de choisir l'évaluation externe à mi-parcours qui favorise l'atteinte des objectifs visés du projet. Par ailleurs, en interrogeant les principaux acteurs de projets : consultants, ONG, bailleurs de fonds, ministères, etc. il ressort que l'ignorance du bien-fondé de l'évaluation, le coût élevé de l'évaluation et la perception de l'évaluation comme sanction (contrôle) sont les trois premières raisons qui freinent la pratique de l'évaluation externe. Enfin, cette thèse propose des outils pratiques en évaluation de projets. En effet, un regard critique a été porté sur l'évaluation en binôme. En outre, en prenant l'exemple concret d'une mission d'évaluation réalisée au Mali, les différentes phases de la conduite d'une évaluation de projet, allant de la commande à la livraison du rapport d'évaluation en passant par le recueil des données et/ou informations ont été détaillées.

A metodologia baseia-se nos trabalhos de Martensen (1959), de Murugesan e Railly (1969) e de Lewis (1991). O comportamento aerodinâmico e os parâmetros característicos de um perfil isolado são totalmente conhecidos e existem várias técnicas analíticas e numéricas para avaliar e determinar o comportamento desses perfis. Essas técnicas analíticas podem ser estendidas para tratar os perfis experimentais como os perfis NACA com bons resultados. Neste trabalho o cálculo de perfis isolados compreende o uso do método de vórtices na superfície numa aproximação inversa. Inicialmente uma distribuição de velocidade é especificada a partir do ponto de estagnação do bordo de ataque. A distribuição de velocidade calculada sobre a superfície de um perfil inicial arbitrário é comparada com aquela requerida. A diferença entre elas é utilizada como sendo o valor de uma distribuição de vórtices que é imposta sobre o contorno. Devido ao campo desta distribuição de vórtices adicional, aparece uma distribuição de velocidades normais à superfície o que viola o conceito de linha de corrente. O contorno volta a ser uma linha de corrente quando sua inclinação local é ajustada de acordo com a razão entre os valores das velocidades normal e requerida. O perfil obtido é submetido a uma nova análise direta e a distribuição de velocidade obtida é comparada com a distribuição requerida. Os cálculos são repetidos até alcançar a convergência. O algoritmo numérico resultante foi aplicado a dois tipos de perfis, analítico (Joukowski) e experimental (NACA), para os casos de aerofólios simétrico e assimétrico. Os perfis NACA utilizados são NACA 65-010 e NACA 65-1210. Em todos os casos os perfis foram gerados usando a metodologia de distribuição de vórtices e os resultados foram comparados com os respectivos perfis originais, mostrando boa concordância. Tendo verificado que a técnica proposta e o código elaborado são válidos e produzem bons resultados, eles são aplicados à análise de cascatas de aerofólios NACA 65-1210 e de uma cascata de aerofólios de Gostelow<br>Abstract: This work presents a method to calculate airfoils and cascades in potential flow based upon the distribution of vortices on the profile surface, develop a computational code and validate the predictions with available well accepted results. The technique is based upon Martensen (1959), Murugesan and Railly (1969) and Lewis (1991). Cascades are usually specified according to the application and they can be stationary or moving. The aerodynamic behavior and the aerodynamic characteristics of isolated foil are known and many techniques to calculate these foils are available. These analytic techniques can be extended to handle nicely experimental foils such as the NACA's. In the present work, the method of distributing the vortices over the surface of the foil is used in the reverse sense. Initially a velocity profile is specified starting from the leading edge stagnation point. It is calculated the velocity distribution over the surface of an initial arbitrary foil and it is compared with that required. The difference between them is used as an additional distribution of vortices imposed over the surface. A distribution results in a velocity component normal to the surface and this violates the concept of the stream line. The contour turns to be a streamline when its local inclination is adopted according to the ratio of the normal velocity and the required velocity. The resultant foil is reanalyzed and the velocity distribution obtained is compared with the required distribution. The calculations are repeated until convergence is achieved. The numerical code was applied to two types of foils, analytical (Joukowski) and experimental (NACA) for the cases of symmetrical and asymmetrical foils. NACA foils used are the NACA 65-010 and NACA 65-1210. In all the cases the foils were generated using the vortex distribution technique and the resulting profiles were compared with the original profiles indicating a good agreement. These comparisons validate the proposed technique and the developed code. The success of inquiry-based learning (IBL) in supporting science literacy can be challenged when students encounter obstacles in the absence of proper support. This research is intended to evaluate the effectiveness of an Oregon public school district's regional science fair coaching program in promoting inquiry skills and positive attitudes toward science in participating high school students. The purpose of this study was to better understand students' perception of program support, obstacles or barriers faced by students, and potential benefits of IBL facilitated by the science fair program. Data included responses to informal and semi-structured interviews, an anonymous survey, a Skills assessment of final project displays, and an in-depth case study on three students' experiences. Results suggest that the science fair program can properly engage participants in authentic IBL. However, when assessing the participant's final project displays, I found that previous fair experience did not significantly increase mean scores as identified by the official Oregon Department of Education (ODE) scoring guides. Based on results from the case study, it is suggested that participants' low science self-concept, poor understanding of inquiry skills, and inability to engage in reflective discourse may reduce students' abilities to truly benefit. Recommendations to address this discrepancy include identifying specific needs of students through a pre–fair survey to develop more targeted support, and providing new opportunities to develop skills associated with science-self concept, understanding of inquiry and reflective discourse. In addition, results suggest that students would benefit from more financial support in the form of grants, and more connections with knowledgeable mentors.

A originalidade deste programa e a sua maneira aparentemente caótica de encaminhamento foram inquietações que impulsionaram o retorno do pesquisador às teorias sobre o processo decisório e a formulação e implantação de políticas públicas. Neste trabalho busca-se contribuir com o debate sobre a decisão e o processo decisório a partir de duas questões de pesquisa: qual a centralidade dos processos decisórios para os resultados alcançados nas experiências consideradas inovadoras em municípios de pequeno porte populacional (abaixo de 30 mil habitantes)? E como caracterizar esses processos em relação à literatura acadêmica sobre a temática? O foco do trabalho é a área pública, na qual a temática da decisão tem forte intersecção com a temática da formulação e implementação das políticas públicas. Escolheu-se a análise dos fluxos de ações nas ações inovadoras ocorridas em municípios de pequeno porte populacional que correspondem a mais de 80% do total de municípios no Brasil. As limitações da pesquisa estão relacionadas à área pesquisada, ao tipo de município selecionado e aos projetos e programas analisados. As referências teóricas utilizadas neste trabalho são as seguintes: Escolha Racional, Racionalidade Limitada, Agenda de Políticas Públicas, Incrementalismo, Garbage Can, Sensemaking e, finalmente, Groping Along. Para efeitos da articulação entre essas teorias e os casos estudados, utilizou-se a lógica subjacente de cada teoria e a sua relação com o processo relatado pelos participantes das experiências selecionadas. O estudo foi desenvolvido em três fases. Na primeira, após as questões iniciais que emergiram da experiência de inclusão digital em Piraí, fez-se uma revisão bibliográfica da literatura relativa ao processo decisório. A partir disso, fez-se uma análise de documentos e relatos feitos por gestores e técnicos de 34 diferentes experiências inovadoras premiados pelo Programa Gestão Pública e Cidadania, entre 1996-2005, na qual se buscou captar os fluxos de ações que permearam os projetos e programas. Na terceira parte, procedeu-se uma pesquisa em profundidade em quatro estudos de caso nos estados da Bahia, Rio de Janeiro e São Paulo, utilizando-se técnicas da história oral e análise de documentos. Os casos estudados foram: Creche Noturna em Laranjal Paulista-SP, Desenvolvimento Local e Inclusão Digital em Piraí-RJ, Desenvolvimento Local Agroambiental em Almadina-BA e, finalmente, Manejo da Samambaia Silvestre em Ilha Comprida-SP. Os resultados obtidos contrastam com a literatura acadêmica cuja lógica subjacente é predominantemente linear e que defende a centralidade e a importância da decisão na obtenção de resultados maximizadores, e sugerem ainda que sejam as proposições dos processos decisórios menos lineares e os processos de formulação de políticas públicas que buscam captar as práticas cotidianas dos gestores permeada pelas imperfeições e deselegâncias do dia-a-dia - que melhor contribuem para sua compreensão.<br>The starting point for this study was the contrast between the likely centrality of the decision, held in much of the administrative literature, and the successful experience of digital inclusion implanted in the small town of Piraí-RJ. The originality of this program and its seemingly chaotic way for referral were concerns that propelled the return of the researcher to theories about the decision-making process and the formulation and implementation of public policies. This research focus on the contribution to the debate about the decision and the decision making process from the two questions of the research: what is the centrality of decision making processes for the results achieved in the experiments considered innovative in municipalities of small population (below 30 thousand inhabitants)? And how is it possible to characterize these processes in relation to the academic literature about the subject? The focus of this work is the public area in which the subject of the decision has strong intersection with the theme of the formulation and implementation of public policies. The analysis of the flows of innovative actions in the actions that occurred in municipalities of small population was chosen since it corresponds to more than 80% of all municipalities in Brazil. The limitations of the research are related to the searched area, the type of municipality selected and the projects and programs analyzed. The theoretical references used in this work are as follows: Rational Choice, Limited Rationality, Agenda for Public Policy, Incrementalism, Garbage Can, Sensemaking and, finally, Groping Along. For the linking purpose between these theories and case studies, it was used the logic of each theory and its relation to the process of the experiences reported by the selected participants. The study was conducted in three phases. At first, after the initial issues that emerged from the experience of digital inclusion in Piraí, a bibliographic review of the literature on the decision-making process was made. From this study, an analysis of documents and reports made by managers and technicians from 34 different innovative experiences which were awarded by the Programa Gestão Pública e Cidadania, between 1996 and 2005, which sought to capture the flow of actions that permeated the projects and programs. In the third part, it was taken an in-depth research in four case studies in the states of Bahia, Rio de Janeiro and Sao Paulo, using techniques of oral history and analysis of documents. The cases studied were: Creche Noturna in Laranjal Paulista-SP, Desenvolvimento Local and Inclusão Digital in Piraí-RJ, Desenvolvimento Local Agroambiental in Almadina-BA and finally Manejo da Samambaia Silvestre in Ilha Comprida-SP. The results contrast with the academic literature which logic is predominantly linear and argues that the centrality and importance of the decision in order to get maximum results, and suggest that the propositions of less linear decision making processes and the processes of formulation of public policies that seek to capture the everyday practice of managers – including daily diselegances and imperfections - that best contribute to your understanding.

nÃo hÃ<br>A Qualidade de Vida no Trabalho (QVT) Ã, cada vez mais, preocupaÃÃo e ocupaÃÃo de pesquisadores interessados em compreender o que, de fato, constitui ausÃncia ou baixa qualidade de vida no dia a dia dos que trabalham, sejam estes vinculados aos ÃrgÃos pÃblicos ou à iniciativa privada. Utilizando-se de um modelo de identificaÃÃo dos nÃveis de Qualidade de Vida no Trabalho jà validado â Modelo de Walton â este estudo teve como objetivo conferir, junto aos docentes da Universidade Federal do Cearà (UFC), o nÃvel de QVT que estes possuem. Do mesmo modo, buscou-se compreender os motivos que os levam a nÃo se inserirem nos programas e projetos psicossociais e culturais promovidos pelo Departamento de Desenvolvimento Humano (DDH) da SuperintendÃncia de Recursos Humanos da UFC. Para tanto, realizou-se pesquisa descritiva por meio de questionÃrio on-line com amostra probabilÃstica causal simples, constituÃda por 120 docentes da referida instituiÃÃo, nas diversas Ãreas de conhecimento, localizadas nos campi de Fortaleza e interior do CearÃ. Os dados revelaram que, de modo geral, os docentes possuem boa Qualidade de Vida no Trabalho da UFC. Conceituam QVT como bom relacionamento, respeito, satisfaÃÃo, autonomia, bem-estar, seguranÃa, infraestrutura e tranquilidade. NÃo relevaram, diretamente, os rendimentos à obtenÃÃo de QVT, mas ressaltam que a remuneraÃÃo nÃo à suficiente para lhes satisfazer as necessidades pessoais. Sobre sua nÃo-inserÃÃo nos programas e projetos psicossociais e culturais que a UFC oferece, apresentam alguns argumentos, como a falta de conhecimento e a ausÃncia de programas e projetos especÃficos para docentes.<br>The Quality of Life at Work (QLW) is more and more a reason for concern and occupation of researchers who are interested in understanding what, in fact, is the absence or poor quality of life in the routine of working people, no matter whether they are linked to other public bodies or private initiative. Using a model for identifying levels of Quality of Working Life already validated â The Walton Model - This study aimed to provide, along with the professors of the Federal University of Cearà (UFC), the level of QLW they have. Similarly, we sought to understand the reasons that lead to not getting inserted into the programs and psychosocial as well as cultural projects promoted by the Department of Human Development (DHD) of the Superintendence of Human Resources of the UFC. For so, we carried out a descriptive research through an online questionnaire with simple causal probability sample consisting of 120 professors of that institution, in the various areas of knowledge, located in the campuses of Fortaleza and the state of CearÃ. The data revealed that, overall; teachers have good Quality of Working Life at the UFC. The QLW is conceptualized as good relationship, respect, satisfaction, autonomy, welfare, security, infrastructure and tranquility. They did not show directly the interest to obtain QLW, but they pointed out that the pay is not enough for them to meet personal needs. Concerning his lack of insertion in programs and projects that the psychosocial and cultural UFC offers, they present some arguments, such as lack of knowledge and absence of specific programs and projects for teachers.

At this study s core is the concept that, at the level of discourse, the guidelines and PPPs are well developed and have content and methodology in accordance with the most recent findings in educational science. However, results have demonstrated the divergence between theory and practice. Taking into account that the state of São Paulo offers 220 of the nearly 1300 law degree programs available in Brazil, an analysis is performed of their necessity when less than half of college-aged Brazilians are enrolled in degree programs, a figure promised by the National Education Plan and the debate over inclusion with quality vs. exclusion. This analysis is done through a reading of the PPPs available at the Legal Education Commission of the Brazilian Lawyer s Order in São Paulo, which enabled an evaluation of the courses from 2010 to 2012, as well as interviews with members of the Commission. The present dissertation also draws from a thorough review of all law degree programs in the state of São Paulo, and their data was processed so as to be able to be accessed, altered and completed, thereby assisting researchers and the research group Education and Law in Contemporary Brazilian Society UFSCar, of which I am a member.<br>Esta dissertação tem por objetivo demonstrar os passos e descompassos da Educação Jurídica nos Cursos de Direito do Estado de São Paulo, com base na análise das Diretrizes Curriculares e dos Projetos Político-Pedagógicos (PPPcs) e da sua efetividade nos cursos, por amostragem. Parte-se do princípio de que, no nível do discurso, as diretrizes e os PPPcs estão bem elaborados, com conteúdos e metodologias adequados, de acordo com as conquistas mais atuais da ciência da educação, mas os resultados têm demonstrado o descompasso entre o dito e o feito. Considerando que o Estado de São Paulo oferece 220 dos quase 1300 cursos de direito existentes no Brasil, faz-se uma análise de sua necessidade numa sociedade que ainda não atingiu a metade das matrículas de seus brasileiros em idade universitária no ensino superior, conforme prometido no Plano Nacional de Educação, e o debate sobre inclusão com qualidade X exclusão. A análise se fez a partir da leitura dos PPPcs disponíveis na Comissão de Educação Jurídica da OAB de São Paulo, que serviram para a avaliação dos cursos no triênio 2010-2012, além de entrevistas com integrantes daquela Comissão. Esta dissertação se enriquece com um levantamento de campo completo de todos os cursos de direito do Estado de São Paulo, cujos dados receberam tratamento adequado para serem acessados, alterados, completados, como contribuição aos pesquisadores e ao Grupo de Pesquisa Educação e Direito na Sociedade Brasileira Contemporânea da UFSCar, ao qual me encontro vinculado.

Como objetivos específicos o estudo buscou apreender os pressupostos de saúde, educação, educação em saúde que fundamentam as ações estratégicas propostas no Projeto “Saúde do Escolar” da Secretaria de Estado da Educação de Rondônia desenvolvido na educação básica e a analisar os princípios teórico-conceituais no campo da saúde do escolar que fundamentam as ações educativas em saúde. O referencial teórico abrangeu uma revisão sobre as concepções do processo saúde-doença, concepções e práticas de promoção de saúde, concepções pedagógicas de Educação e escola como espaço de promoção de ações educativas em saúde. A metodologia envolveu análise documental que abrangeu nove documentos onde apreendeu núcleos temáticos: as concepções de educação, de saúde, de educação em saúde e de saúde do escolar. As responsabilidades compartilhadas sugerem ações norteadas pelo SUS, e que tragam em seu bojo uma proposta que diminua o distanciamento entre aquilo que se encontra no plano teórico dos discursos e aquilo que acontece no fazer prático em saúde. Identifica obstáculos nas condições de trabalho dos profissionais para implantar e implementar um fazer saúde na prática cotidiana da escola, aproximado aos pressupostos do discurso teórico presentes nos documentos estaduais e federais. Reconhecer esses desafios demandam novos estudos provenientes do campo prático das ações em promoção de saúde na escola, tendo como sujeito de pesquisa os atores sociais. Com a análise empreendida foi possível delinear uma proposta de intervenção consubstanciada no “PROJETO EDUCASAÚDE: das demandas sociais em saúde para construção coletiva da integralidade em saúde”, sendo um projeto de promoção em saúde para crianças e adolescentes em fase de escolarização e que vivem em um contexto de vulnerabilidades individuais e sócio-institucionais. Esse projeto conta com contribuições intersetoriais organizadoras de uma atenção integral.<br>This research took as its general objective the understanding of theoretical and methodological foundations of the educational initiatives included in the project "Health School" of the Ministry of Education, Rondônia, developed in basic school education, particularly with respect to the health of school. The specific objectives sought to apprehend the conditions of health, education, health education that underpin the strategic actions proposed in the project "Health School" of the Ministry of Education of Rondonia developed in basic education and to examine the theoretical and conceptual principles in the field of school health education initiatives that support health. The theoretical framework included a review of conceptions of health-disease process, concepts and practices of health promotion, education and pedagogical conceptions of schools as a place to promote educational activities in health. The methodology involved document analysis that included 09 (nine) and seized documents as thematic conceptions of education, health, health education and health education. The shared responsibilities suggest actions guided by the SUS, and bring in its wake a proposal to narrow the gap between what is in the theoretical discourse and what happens in practice to health. Identifies obstacles in the working conditions of professionals to deploy and implement a health in everyday practice to school, come to the assumptions of theoretical discourse in the documents and federal regulations. Recognizing these challenges require new studies from the field of practical actions in health promotion at school, and as research subjects social actors. With this analysis it was possible to outline a proposal for intervention materialized in the "PROJECT EDUCASAÚDE: social health of demands for collective construction of integral healthcare, being a project for health promotion for children and teenagers being educated and living in a context of individual vulnerability and socio-institutional. These actions involve the production of authorial projects and social intervention with EMEF Raimundo Correia eighth and ninth grade sudents, covering practices along with Portuguese, Mathematics, Science, Geography, Art, History, and English teachers, after a collectively performed diagnosis. The pedagogical actions developed through the diagnosis provided by the mentioned platform may benefit the articulation of information and school indicators. A bibliographical survey with official documents and academic productions about financial resources transfer to school was made in order to evaluate PDDE Interativo and analyze the interactive actions developed and reported in this study, highlighting categories of analysis grounded on Paro (2001) and Lück’s (2010) democratic school management perspective. It was observed that the tool enables the collective identification of the critical problems, what helped with the democratic and participatory planning that aimed to solve them<br>O presente estudo tem por propósito apresentar um relato de experiência de ações pedagógicas desenvolvidas em uma escola da rede pública municipal de ensino de São Paulo, desencadeadas a partir da identificação de problemas por meio da ferramenta PDDE Interativo. Essas ações envolvem produções de projetos autorais e de intervenção social com alunos dos 8º e 9º anos do Ensino Fundamental da EMEF Raimundo Correia, abrangendo práticas de projetos com os professores dos componentes curriculares de Língua Portuguesa, Matemática, Ciências, Geografia, Artes, História e Inglês, por meio de diagnóstico realizado coletivamente. As ações pedagógicas desenvolvidas mediante o diagnóstico propiciado na plataforma podem beneficiar a articulação das diversas informações e indicadores da escola atualmente disponíveis. Realizou-se um levantamento de textos oficiais e produções acadêmicas sobre programas de transferência de recursos financeiros para a escola a fim de avaliar o PDDE Interativo. Para a análise dos registros das ações desenvolvidas e relatadas neste trabalho, foram destacadas categorias de análises fundamentadas na perspectiva da gestão democrática de Paro (2001) e Lück (2010). As ações pedagógicas, elaboradas através do diagnóstico feito pela instituição beneficiaram a articulação das informações geradas interna e/ou externamente à escola. A partir do conceito de Projetos de Letramento (KLEIMAN, 2000; TINOCO, 2008), da noção de Sistemas de Atividade (RUSSELL, 1997) e da concepção dialógica e social de linguagem de Bakhtin (1981; 2000; 2002) e Bakhtin/Volochinov (1995), este trabalho tem como objetivo geral investigar as implicações que um Projeto de Letramento como o que envolve a produção de um Jornal Escolar tem na reconfiguração da aula de língua portuguesa - especialmente no que se refere ao ensino dos gêneros, em geral, e dos gêneros argumentativos, em particular -, bem como a influência desse processo na formação continuada do professor. Esteada na concepção bakhtiniana dos estudos da linguagem, a pesquisa assume que as práticas sociais devem nortear o ensino de língua no contexto escolar (DEWEY, 1947; KLEIMAN, 2000; 2006a) e, por isso mesmo, sugere que a reprodução de outros sistemas de atividades dentro do sistema de atividade escolar insere-se nessa perspectiva. A análise dos dados mostra que a reprodução, na escola, do sistema de atividade jornalístico por meio de um projeto de letramento provoca uma reconfiguração da aula de língua materna e do ensino de gêneros. Isso ocorre porque os alunos passam a desenvolver atividades diversificadas com motivações e objetivos outros que não aqueles típicos de um sistema de atividade escolar, mas que viabilizam, ao mesmo tempo, a efetivação de propósitos estritamente escolares, entre os quais o ensino/aprendizagem de gêneros diversificados, sobretudo, os argumentativos. Além do letramento do aluno, os dados evidenciam que o projeto de produção do Jornal Escolar contribuiu para a formação da consciência crítica e cidadã dos alunos ao mobilizar uma multiplicidade de vozes sociais que encaminharam para a reflexão e resultaram em uma compreensão expandida do mundo que os cerca. Using the concept of Literacy Project (KLEIMAN, 2000; TINOCO, 2008), the notion of Activity Systems (RUSSELL, 1997) and the dialogic and social conception of language by Bakhtin (1981, 2000, 2002) and Bakhtin/Volochinov (1995), this study aims at investigating the implications of project involving the production and publication of a school newspaper on the reconfiguration of Portuguese language classes - especially regarding the teaching of genres and, above all, argumentative genres - as well as the influence of this process for training in service teachers. Drawing on Bakhtinian conception of language studies, the research assumes that social practices should guide the teaching of language in school context (DEWEY, 1947; KLEIMAN, 2000, 2006a) and suggests that the recreation of other activities systems within the school activity system is part of that perspective. The data analysis shows that the recreation, at school, of the journalistic activity system by means of a literacy project causes a reconfiguration of language classes and genre teaching. This occurs because students start to develop diversified activities with motivations and purposes other than those typical of a school activity system, even though this process leads, at the same time, to the achieving of strictly educational purposes, including teaching and learning various genres, especially the argumentative ones. Beyond students' literacy, data show that the project contributed to the formation of students' critical consciousness and citizenship, by mobilizing a multiplicity of social voices that lead to debate and result in an expanded comprehension of the world around them. Abstract:
This investigative process has as its object of study the organization of the Pedagogical Projects (PP) of the Undergraduate Nursing from Maceió/AL. This is a survey with a qualitative approach type exploratory-descriptive that follows a complex perspective of education and adopted the document analysis as a technique for processing data and production of information. Was used as primary sources the PP of the six courses of graduation in Nursing from Maceió/AL and data collection instrument was constructed from the landmarks that makes up the PP and its constituent elements. Pre-analysis of the information produced was given from the drafting tables and summaries, and then the analysis of the three categories and eight subcategories identified from the PP studied. Was possible to see, from the analysis of the PP, which under graduate courses in nursing are experiencing a transition from a liberal perspective to a progressive perspective. In general, the courses have sought to break with the traditional Cartesian model, adhering initially DCNEnf and adopting the theories, methods and strategies of teaching-learning in an active way, dynamic and formative even structuring their curricula in disciplines. However, the conflict of concepts which sometimes are directed to liberators models and another for conservatives show that has not been an easy task to organize a PP in a new perspective. The analysis outlined from the idea of operators/principles of complexity and organizational tetragrammaton, which allowed a reflection towards the construction of complex PP, despite not having identified PP in this study that walked for that direction. With the result of this study, it is expected to offer nursing courses subsidy to the discussion on the organization of PP in order to contribute with a more humane society, supportive, critical, reflective, socially committed and with the principles and guidelines of the National Health System, finally complex.<br>O presente processo investigativo tem como objeto de estudo a organização dos Projetos Pedagógicos (PP) dos Cursos de Graduação em Enfermagem de Maceió/AL. Trata-se de uma pesquisa com uma abordagem qualitativa do tipo exploratório-descritiva que segue uma perspectiva complexa na educação e adotou a análise documental como técnica para tratamento e produção das informações. Utilizou-se como fontes primárias os PP dos seis cursos de graduação em enfermagem de Maceió/AL e para a coleta dos dados construiu-se um instrumento a partir dos marcos que compõe um PP e seus elementos constituintes. A pré-análise das informações produzidas se deu a partir da elaboração de quadros e sínteses e em seguida pela análise das três categorias e oito subcategorias identificadas a partir dos PP estudados. Foi possível constatar, a partir da análise dos PP, que os cursos de graduação em enfermagem estão vivenciando uma fase de transição de uma perspectiva liberal para uma perspectiva progressista. De um modo geral, os inicialmente, as DCNEnf e adotando teorias, metodologias e estratégias de ensino aprendizagem ativas, dinâmicas e formativas, mesmo estruturando seus currículos em disciplinas. Contudo, o conflito de concepções que ora se direcionam para modelos libertadores e ora para conservadores revelam que não tem sido tarefa fácil organizar um PP numa perspectiva inovadora. A análise se delineou a partir da idéia dos operadores/princípios de complexidade e do tetragrama organizacional, o que possibilitou uma reflexão em direção a construção de PP complexos, apesar de não ter identificado neste estudo PP que caminhassem por essa direção. Com o resultado deste estudo, espera-se oferecer aos cursos de enfermagem um subsídio para a discussão sobre a organização dos PP de forma a contribuir com uma sociedade mais humana, solidária, crítica, reflexiva, comprometida socialmente e com os princípios e diretrizes do Sistema Único de Saúde, enfim complexa.

Are also a inspected the collision happened during the process of renerical of the public instruction, in São Paulo since 1890, in order to rebuilt the benefits or usefulness proposed for this educating institution. Since Republic Proclamation, the republican people of the São Paulo began a succession of the renovations in the public teaching, and among them that of the Normal School is emplasied and the same way, the low n. 88, september promulgacion. From the 1890 constituition the federative states could create and sustain its schools of second grade, since they accompanied the directions of the federal government referring to the fulfilment of teaching programs and the rule of the National Gymnasium. In this stage, in 1894, the Gymnasium of the Capital, was inaugurated in the paulistan capital, and it was the first state institution of teaching implanted in the state of São Paulo. In the year of 1896 by n. 2.251 decree, of inland business Mimstry and of the Union, this institution got to put in igual level to the National Gymnasium, having this wary he right to issue diplom<br>Esta investigação trata do processo de construção do currículo do Primeiro Gymnasio da Capital e tem por objetivo a análise das práticas de ensino e de avaliação ocorridas no ensino secundário nos anos iniciais da Primeira República. A pesquisa está centrada na análise dos programas de ensino organizados pelos professores do Gymnasio e nas avaliações realizadas pelos alunos. São examinados, também, os embates ocorridos no processo de reforma da instrução pública em São Paulo a partir de 1890, com o intuito de interpretar as finalidades projetadas para a referida instituição educativa. A partir da Proclamação da República, os republicanos paulistas iniciaram uma série de reformas na educação pública, dentre elas destacam-se a reforma da Escola Normal e a promulgação da lei n. 88, de 09 de setembro de 1892. A partir da Constituição de 1890, os estados da federação poderiam criar e manter as suas escolas de ensino secundário, desde que seguissem as orientações do governo federal quanto ao cumprimento dos programas de ensino e do regulamento do Ginásio Nacional. O caso de gestão apresentado nessa pesquisa busca responder à seguinte questão: quais as ações desenvolvidas pela RMER, nos Anos Iniciais e Finais da EJA, de 2013 a 2016, prepararam os professores para o combate ao analfabetismo funcional com vistas a atender a meta 9 do PNE. Para tanto a pesquisa foi fundamentada a partir das características do pensamento Freireano, com vistas numa reflexão acerca da alfabetização, letramento e analfabetismo funcional com foco na modalidade, e a EJA como política pública, analisada nos âmbitos nacional e municipal. Os eixos teóricos estudados perpassaram os temas letramento e alfabetização para o combate ao analfabetismo funcional, políticas públicas na EJA do Recife com foco no analfabetismo funcional e formação, formadores e professores na RMER. A pesquisa Qualitativa, embasada pelos eixos teóricos teve como percurso metodológico um Estudo de Caso, da Divisão de Educação de Jovens e Adultos – DEJA da Rede Municipal de Ensino do Recife, e utilizou-se como instrumentos: questionários para professores dos anos iniciais e finais da modalidade, entrevistas semi-estruturadas aplicadas aos profissionais que ministram formação aos professores da modalidade. Realizou-se também uma pesquisa documental que investigou documentos oficiais, municipais e nacionais, confrontando-os com os depoimentos sobre a execução de Políticas Públicas, Programas e Projetos que aconteceram de 2013 a 2016 desenvolvidos na Rede Municipal de Ensino do Recife para a modalidade de Educação de Jovens e Adultos. Nesta perspectiva analisamos qual ou quais delas teve um rebatimento positivo na preparação dos professores para o combate ao analfabetismo funcional com vistas a cumprir a meta 9 do PNE. E a partir dos achados de pesquisa foi sugerido um plano de ação, ao final da pesquisa com vistas a concretizar o objetivo aqui elencado.<br>This dissertation was developed in the context of the Professional Master's in management and evaluation of education (PPGP) from the center of public policies and evaluation of education of the Federal University of Juiz de Fora (CAEd/UFJF). The case of management presented in this study seeks to answer the following question: what are the actions developed by RMER, in the early years and the end of the EJA, from 2013 to 2016, prepared teachers for the fight against functional illiteracy, with a view to meet the goal 9 of the PNE. For both the research was founded on the basis of characteristics of Freireano thought, with a reflection on the literacy, literacy and functional illiteracy with focus on modality, and YAE as public policy, analyzed in national and municipal level. The theoretical axes studied perpassaram the themes literacy and literacy for the fight against functional illiteracy, public policies in the EJA of Recife with focus on functional illiteracy and training, trainers and teachers in the RMER. The qualitative research, supported by the theoretical axes had methodological path as a case study, the division of Youth and Adult Education - DEJA the municipal teaching network of Recife, and it was used as instruments: questionnaires for teachers of early years and the end of the modality, semi-structured interviews applied to professionals who deliver training to teachers of the modality. It also held a documental research that investigated official documents, local and national, confronting them with the testimonies about the implementation of public policies, programs and projects that occurred from 2013 to 2016 Developed by the municipal teaching network of Recife for the modality of Educating Young People and Adults. In this perspective we analyze what or which of them had a positive dipping in the preparation of teachers for the fight against functional illiteracy, with a view to fulfill the goal 9 of the PNE. And from the findings of research was suggested a plan of action, to the end of the research with a view to achieving the goal here listed.

The study proposes an ethic perspective where learning should be enunciated as part of the evaluating being. The participatory evaluation it specially addressed to be considered the approach with essential conditions to promote learning among project or program stakeholders. The work discusses a proper learning theory to be assumed in evaluations at the same time that make strong relationships between evaluations process components and concepts from the educational field, with special attention to the work of Paulo Freire. The prior methodology used was a theorycal study followed by individual interviews with people experienced in evaluation. It is possible to conclude that participatory evaluations are able to create a learning environment, mediated by dialogue among stakeholders, which allow individuals to produce, reproduce and develop their lives, what can be considered as an ethic act. The evaluation questions and their indicators are associated with Paulo Freire s concepts, as well as it is possible to recognize the importance of the evaluator as the one responsible to create the adequate environment to an evaluation carry out it s learning intention<br>Este trabalho tem como objetivo refletir sobre a aprendizagem como questão cerne para o desenvolvimento de processos de avaliação de programas e projetos sociais no Brasil. Traz também uma perspectiva ética a partir da construção de enunciados normativos orientados para o dever-ser da aprendizagem para o desenvolvimento da vida humana. A dissertação dá destaque para abordagens participativas de avaliação por entendê-las como aquelas que reúnem as condições mais adequadas para a aprendizagem. O estudo busca desvelar uma teoria de aprendizagem que tenha sentido e aderência à processos de avaliação de programas e projetos sociais ao mesmo tempo em que relaciona elementos procedimentais da própria avaliação com conceitos da educação, com marcada atenção à obra de Paulo Freire. A metodologia priorizou a análise teórica à qual foi associada um estudo empírico, realizado por meio de entrevistas individuais. Conclui-se que a avaliação participativa constitui um espaço de oportunidades para a aprendizagem, mediada pelo diálogo entre sujeitos e lhes permiti reunir condições de produzir, reproduzir e desenvolver suas vidas, sendo assim um ato ético. Considera-se que a pergunta de avaliação e seus indicadores podem ser associados a concepções educacionais elaboradas por Paulo Freire, bem como se reconhece a importância do próprio avaliador para criar as condições de uma avaliação que tenha intencionalidade de aprendizagem

A presente dissertação constituiu um estudo da política na Área de Saúde Bucal em um município de grande porte através dos seus processos - de formulação e implementação - seus atores e sua interface com a Política Nacional Brasil Sorridente. Tomando como referência a experiência do Rio de Janeiro no período de 2001 a 2006, optou-se por um estudo de caso por tratar-se de descrever a unidade a política - em profundidade e em detalhe. A condução de listas livres possibilitou um maior discernimento das mudanças político-organizacionais e principalmente de dois momentos consecutivos: a suposta centralidade da Saúde Bucal na agenda municipal com o decreto do Programa Saúde e Cidadania Dentescola e a oportunidade de se estabelecer uma política de Saúde Bucal contextualizada no acolhimento, no acesso e na universalidade da atenção. O processo de implementação da Política Carioca Rindo à Toa e do Programa Saúde e Cidadania Dentescola dependeu principalmente do aumento de recursos humanos e da aproximação desses com as propostas de Integralidade e Transversalidade.<br>The present dissertation constituted a study of the Oral Health policies in a big city through its processes - of formularization and implementation - its actors and its interface with the National Policy Brasil Sorridente. Choosing as reference the experience of Rio de Janeiro between 2001 and 2006, it was used a case study as it ideals with description of unity - the policy - in depth and detail. The free lists conduction enabled a better understanding of the changes in organizational policies and mainly of two consecutive moments: the supposed centrality of the Oral Health in the municipal agenda with the decree of the Dentescola Health and Citizenship Programme and the chance of establishing one policy of Oral Health in the context of receive, the access and the universal attention. The process of implementation of the "Carioca Rindo à Toa" Policy and of the Dentescola Health and Citizenship Programme depended mainly on the increase of human resources and the approach of these with the proposals of Integrality and Transversality.

Objetivo: Avaliar a influência da implementação da Rede Amamenta Brasil nas prevalências de aleitamento materno (AM) em um município de médio porte do sul do Brasil. Metodologia: Estudo transversal envolvendo 405 crianças menores de um ano que participaram da segunda fase da campanha de multivacinação de 2012. Informações sobre consumo de alimentos pela criança no dia anterior à entrevista foram obtidas por meio de entrevistas com as mães ou responsáveis. Para a obtenção de dados relacionados ao processo de implementação da Rede foram entrevistados o gerente e um profissional de saúde de nível superior de cada unidade que aderiu a esse processo. A associação entre os desfechos - prevalências de AM e AM exclusivo - e adesão ao processo de implementação da Rede foi testada utilizando-se regressão de Poisson com variância robusta. Resultados: A análise multivariada revelou que as prevalências de AM e AME não diferiram significativamente entre a população de menores de um ano assistida por unidades que aderiram ao processo de implementação da Rede Amamenta Brasil e a que frequenta serviços que não aderiram a essa estratégia. Foram identificadas dificuldades na implementação da Rede, tais como alta rotatividade dos profissionais, não cumprimento dos critérios para certificação e acompanhamento insuficiente das unidades pelos tutores da Rede. Conclusão: Contrariando a nossa hipótese, a implementação da Rede Amamenta Brasil não exerceu influência significativa nos indicadores de AM no município estudado. É possível que as dificuldades encontradas na implementação da Rede nesse município tenham influenciado esse resultado.<br>Objective: This study aims to evaluate the influence of implementing the Brazil Breastfeeding Network, which concerns breastfeeding policies, in a medium-size city in the south of Brazil. Methodology: This is a cross-sectional study that involves 405 children aged less than 1-year-old which were inoculated in the second phase of the multivaccination campaign in 2012. Mothers or caretakers of the children were interviewed one day prior to the intervention in order to acquire information regarding the children’s food intake. Data concerning the implementation process of the Network were obtained through interviews with the manager and one graduated health professional of every facility that subscribed to the program. Poisson's regression model with robust variation was used to determine the association between the endpoints – prevalences of breastfeeding and exclusive breastfeeding – and the accession of the health facilities to the Network. Results: Through the use of multivariate analysis, it was possible to verify that the prevalences of breastfeeding and exclusive breastfeeding didn’t differ significantly when we compare the children aged less than 1-year-old that are assisted by health facilities that subscribed to the implementation of Brazil Breastfeeding Network and those whose primary health care is provided by a facility that didn’t accessed the Network. It was possible to identify difficulties in implementing the Network, such as the turnover of professionals in the facilities, the non-fulfillment of criteria in order to get certificated and the insufficient monitoring of the facilities by the Network’s tutors. Conclusion: Contrary to the hypothesis of this study, the implementation of the Brazil Breastfeeding Network didn’t represent significant influence in the indicators of breastfeeding of the city. It is possible that the difficulties identified in the Network’s implementation process have influence in this result.

Introdução: O presente estudo enquadra-se na dinâmica das relações de trabalho entre profissionais, clientes e instituições no contexto da saúde do adulto e sua temática refere-se à avaliação de políticas públicas e assistenciais de saúde ofertadas às populações indígena e não indígena na região do Alto Rio Negro, Amazonas, Brasil. Objetivo: Avaliar a Atenção Primária à Saúde na perspectiva dos profissionais de saúde dos serviços de saúde ofertados à população pelo Distrito Sanitário Especial Indígena e Secretarias de Saúde. Trata-se de um estudo exploratório, descritivo de corte transversal. Método: A população foi composta por 131 profissionais, correspondendo a 100% dos enfermeiros e médicos que atuavam na APS, sendo que 15 (quinze) encontravam-se afastados para tratamento de saúde e/ou em gozo de férias. Os demais 116 participaram da pesquisa, sendo 84 enfermeiros e 32 médicos. A coleta de dados ocorreu entre junho a agosto de 2015 por meio do instrumento Primary Care Assessment Tool Brasil, versão profissionais. Para avaliação dos escores das variáveis, seguimos as orientações contidas no manual do Ministério da Saúde. Utilizou-se o programa SPSS® para a análise estatística descritiva, distribuição de freqüência absoluta/ relativas com aplicação do teste Qui-quadrado de Pearson (nível de significância p<0,05) para comparação das médias e medianas. Para analisar a associação entre variáveis foram empregados testes estatísticos univariados e adaptação de um modelo de regressão logística. O estudo seguiu a Resolução 466/12 do Conselho Nacional de Saúde. Resultados: Dos profissionais, 72,4 % são enfermeiros e 27,6% médicos; 59,5% do sexo feminino, com médias de idade de 35 anos e 1,5 anos de experiência de trabalho na APS. Uma ONG é a principal contratante (60,3 %), predominantemente pelo regime CLT (80,5%). O ingresso no trabalho é por meio de indicação de amigos, familiares, seleção de currículos. No geral, os participantes avaliaram os atributos com altos escores, em ambos os serviços de saúde. Embora em algumas medianas não tenham sido observados valores adequados, ressalta-se que o escore total essencial (7,1; p<0,002), derivado (7,22; p<0,004) e escore geral (7,2; p<0,003), mostram forte orientação para APS. Quando se observa os atributos isoladamente, por instituição, os profissionais do DSEI qualificaram como de baixo escore (<6,6) a longitudinalidade (6,4) e orientação comunitária (6,1). Já os profissionais da SEMSA os escore acessibilidade (2,6) e a orientação comunitária (5,6). O conjunto das variáveis que interferem na forte orientação da APS corresponde a ser brasileiro, pertencer ao DSEI e ser contratado pela administração direta. Apesar dos serviços ofertados pelo DSEI e a SEMSA terem recebido um alto escore, ainda existem falhas na prestação de serviços, apontando para a necessidade de melhorias em alguns atributos. Isso implica em reformulações de aspectos da estrutura e processo para que futuramente possa ser oferecida uma APS de qualidade. Conclusão: Conclui-se ainda que o PCATool, versão profissional, mostrou-se um importante instrumento para a verificação da presença dos atributos em contextos em que vivem populações indígenas e não indígenas no mesmo território, embora, em alguns casos, suas variáveis estejam distantes da realidade local. Sugerimos estudos mais amplos, para o aprofundamento de questões capazes de captar a realidade dos serviços de APS ofertados às populações amazônicas.<br>Introduction: The current study fits into the dynamics of work relations among professionals, clients and institutions in the adult health care realm, and its theme refers to the assessment of public, health care policies delivered to indigenous and non-indigenous populations in the Upper Negro River, Amazonas State, Brazil. Objective: It objectifies to assess Primary Health Care (PHC) from health professionals perspectiveof health care services delivered to the population by the Special Indigenous Sanitary District (DSEI, in Portuguese) and Health Secretaries. It is an exploratory, descriptive, cross-cut study. Methods: The population comprised 131 professionals, accounting for 100% nurses and doctors from the Primary Health Care, being 15 (fifteen) of them on sick leave and/or on vacation. The remaining 116 participated in the research, 84 nurses and 32 doctors. Data collection was held between June and August of 2015 by means of the Primary Care Assessment Tool Brazil, professional version. We followed the guidelines from the Manual of the Ministry of Health to assess variable scores. SPSS® Program was used for descriptive statistical analysis, distribution of absolute/relative frequency applying Pearsons chi-square test (significance level p<0.05) in order to compare mean and median values. Univariate statistical tests were used to analyze the association between variables, as well as the adaptation of a logistic regression model. The study complied with Resolution 466/12 of the National Health Council. Results: As for the professionals, 72.4 % are nurses, and 27.6% are doctors; 59.5% are females, average age of 35 years, and 1.5 years of work experience in the PHC. An NGO is the main contractor (60.3%) under the Consolidation of Brazilian Labor Laws (80.5%). Work admission is by means of friends, family members recommendation and resumés selection. In general, participants assessed the attributes with high scores in both health care services. Although proper values have not been attributed to some medians, essential total score (7.1; p<0.002), derivative total score (7.22; p<0.004), and overall score (7.2; p<0.003), are strongly PHC-oriented.When you observe the attributes isolatedly, per institution, low score (<6.6) was attributed to longitudinality (6.4) and community counseling (6.1) by the DSEI professionals. As for the professionals of the Municipal Health Secretary (SEMSA, in Portuguese), the score to accessibility (2.6) and community counseling (5.6). The set of variables, which interfere in strongly PHCoriented, are Brazilian nationality, to join the DSEI, and to be hired by the direct administration. In spite of the services delivered by the DSEI and SEMSA having been attributeda high score, there are still failures in service delivery, pointing to the need for improvement in some attributes. This implies the reformulations of structure and process aspects so that further quality PHC can be rendered to the populations in the studied territory. Conclusion: It can be concluded that the PCATool, professional version, evidenced as a major instrument to verify the attribute presence in contexts where indigenous and non-indigenous populations live in the same territory, although some variables, in some cases, are still away from the local reality. We suggest broader studies, in order to deepen issues able to apprehend the reality of the PHC services rendered to the Amazon populations.

Thesis (MA)--University of Stellenbosch, 2004.<br>ENGLISH ABSTRACT: The cultural industries have been identified by the South African government as having significant potential to generate employment and hence alleviate the wide spread poverty suffered by many in the country. They have invested in the cultural industries with a view to developing SMMEs that have the potential to generate sustainable livelihoods. Craft, in particular is seen as an ideal vehicle through which poverty alleviation can take place, due to the combination of low technology requirements with high levels of manual labour. This study looks at one such multi-site craft-based poverty alleviation programme, Phumani Paper, and assesses the impact that it has had on the poverty of its participants (so far). Drawing on relevant theory “poverty” is defined as a deficiency with regard to three aspects of people’s lives: income, “human development” and capacity building. The results of the study indicate that the program did contribute to human development, but that income generation was less successful. In this regard success seems to depend on conditions at three levels of a programme: the programme management, the project model and the individual participants. Strategic intervention on these three levels will ensure that the impact of craft on poverty is more effective.<br>AFRIKAANSE OPSOMMING: Die kulturele nywerhede is deur die Suid-Afrikaanse regering geïdentifiseer as ‘n potensiële bron van werkskepping om te help om wydverspreide armoede in die land aan te spreek. Die regering het op kulturele terrein belê in klein- en medium sakeondernemings met die hoop dat hulle kan bydra tot die skepping van volhoubare bestaansgeleenthede. Kunsvlyt word as ‘n ideale roete tot armoede verligting gesien a.g.v. die kombinasie van lae tegnologie vereistes en intensiewe handearbeid. Die studie kyk na een sodanige kunsvlyt-gebaseerde programme vir armoedeverligting, nl. Phumani Paper, en meet die impak wat dit (tot dusver) op die armoede van diegene gehad het wat aan die program deelneem. Gebasseer op relevante teorie word “armoede” in hierdie studie gedefinieer as 'n gebrek op drie terreine van mense se lewens: inkomste, “menslike ontwikkeling” en kapasiteitsbou. Die resultate van die studie toon aan dat die program bygedra het tot menslike ontwikkeling, maar dat die skepping van inkomste minder suksesvol was. Sukses in hierdie verband blyk af te hang van kondisies op drie vlakke van 'n program: die programbestuur, die projek-model en die individuele deelnemers. Strategiese intervensie op hierdie drie vlakke sal verseker dat die impak van kunsvlyt op armoede meer effektief is.

Depuis plus de 40 ans, des Projets ont été conçus et mis en œuvre au Niger pour assurer le développement socio-économique mais force et de constater que les résultats atteints n’ont pas été à la hauteur des espoirs. Quinze années durant, le doctorant a travaillé au sein de Projets et programmes en qualité d'agent de développement. Le doctorant voulait à travers cette thèse comprendre les raisons de la prédominance et des limites de l’approche projet/programme à pérenniser les actions qu’ils initient et à avoir des impacts durables sur la pauvreté. A partir de l’analyse de la littérature et des expériences de projet auquel il a participé, il a exploré le concept de pauvreté en l’appliquant au Niger et a caractérisé la notion de projet et programme. Il a illustré ses propos à travers l’analyse de l’évolution sur quarante ans du village de M’Bida, en terme de pauvreté. La recherche engagée a permis d’aboutir à un certain nombre de résultats. Au Niger, la pauvreté est un phénomène dynamique, complexe, multidimensionnelle avec interactions entre facteurs. Toutefois, c’est la dimension socio-culturelle qui est déterminante dans la lutte contre la pauvreté. Les projets constituent un univers d’acteurs et de pratiques sociales. Les agents des projets et programmes manquent d’outils pour intégrer dans leurs modes d’intervention les stratégies des individus et groupes sociaux, localement dominants d’une part et extrêmement vulnérables d’autre part. Le manque d’évaluation post-projet ne permet pas d’appréhender les impacts durables, et de capitaliser les « bonnes pratiques ». Face à ces différentes contraintes, le doctorant propose la généralisation de l’approche territoriale pour contribuer à lever les blocages des approches projets et programmes<br>Since more than forty years, projects have been elaborated and implemented in Niger to insure the socioeconomical development. But unfortunately the expected results have not been satisfactory.For fifteen years, the doctorand has been working with programs and projects as an agent of development. Through this Thesis, he wanted to understand the reasons of the predominance and limits of the program|project approach to perpetuate actions that they initiated so as to have sustainable impacts on poverty. Through an analysis of literature and experiences of the projects in which he participated, he explored the concept of poverty by applying it in Niger and has characterized the concept of program and project. He has justified his words through the analysis of the evolution of the village of M’BIDA within a period of forty years as regards to poverty. The research that has been implemented helped in achieving some results. In Niger, poverty is a multidimensional, complicated and dynamic phenomenon with interactions among factors. However, the socio-cultural dimension is a determining factor in the fight against poverty Projects constitute a world of actors and social practices. Projects and programs agents do not have means to integrate in their methods of intervention strategies of population and social groups that are locally important on one hand and those of extremely vulnerable population on the other hand. The lack of post project evaluation does not help in evaluating the sustainable impacts and to capitalize the good practices. Considering the various contrasts the doctorand suggests the generalization of the territorial approach to contribute in solving difficulties related to the approaches of projects and programs

Using a model for identifying levels of Quality of Working Life already validated – The Walton Model - This study aimed to provide, along with the professors of the Federal University of Ceará (UFC), the level of QLW they have. Similarly, we sought to understand the reasons that lead to not getting inserted into the programs and psychosocial as well as cultural projects promoted by the Department of Human Development (DHD) of the Superintendence of Human Resources of the UFC. For so, we carried out a descriptive research through an online questionnaire with simple causal probability sample consisting of 120 professors of that institution, in the various areas of knowledge, located in the campuses of Fortaleza and the state of Ceará. The data revealed that, overall; teachers have good Quality of Working Life at the UFC. The QLW is conceptualized as good relationship, respect, satisfaction, autonomy, welfare, security, infrastructure and tranquility. They did not show directly the interest to obtain QLW, but they pointed out that the pay is not enough for them to meet personal needs. Concerning his lack of insertion in programs and projects that the psychosocial and cultural UFC offers, they present some arguments, such as lack of knowledge and absence of specific programs and projects for teachers.<br>A Qualidade de Vida no Trabalho (QVT) é, cada vez mais, preocupação e ocupação de pesquisadores interessados em compreender o que, de fato, constitui ausência ou baixa qualidade de vida no dia a dia dos que trabalham, sejam estes vinculados aos órgãos públicos ou à iniciativa privada. Utilizando-se de um modelo de identificação dos níveis de Qualidade de Vida no Trabalho já validado – Modelo de Walton – este estudo teve como objetivo conferir, junto aos docentes da Universidade Federal do Ceará (UFC), o nível de QVT que estes possuem. Do mesmo modo, buscou-se compreender os motivos que os levam a não se inserirem nos programas e projetos psicossociais e culturais promovidos pelo Departamento de Desenvolvimento Humano (DDH) da Superintendência de Recursos Humanos da UFC. Para tanto, realizou-se pesquisa descritiva por meio de questionário on-line com amostra probabilística causal simples, constituída por 120 docentes da referida instituição, nas diversas áreas de conhecimento, localizadas nos campi de Fortaleza e interior do Ceará. Os dados revelaram que, de modo geral, os docentes possuem boa Qualidade de Vida no Trabalho da UFC. Conceituam QVT como bom relacionamento, respeito, satisfação, autonomia, bem-estar, segurança, infraestrutura e tranquilidade. Não relevaram, diretamente, os rendimentos à obtenção de QVT, mas ressaltam que a remuneração não é suficiente para lhes satisfazer as necessidades pessoais. Sobre sua não-inserção nos programas e projetos psicossociais e culturais que a UFC oferece, apresentam alguns argumentos, como a falta de conhecimento e a ausência de programas e projetos específicos para docentes.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior<br>Parting from Schumpeter s determinants of investment, an Evolutionary Theory is developed and with a base on the gene, identifying elements that encode routines and develop skills, establishing control, copying and imitation. Scientific technological knowledge, thus generated, can be created or replicated locally, creating what is called a "cluster of knowledge", leading to a dynamic Local Base of Innovation. A Federal Institution (FI) has two complementary roles: training human resources and accumulating techno-scientific knowledge to contribute to the implementation of a local socio-economy. These functions require a pattern of financing, which on the internal side, are derived by the application of "models of partition of OCC (Other Expenses and Capital)" by MEC / SESu determined by the Student-Equivalent Model, that is insufficient to take account the expansion plans of IFES. On the other hand, IFES seek external support to complement funding limitations via Projects, Programs, Parliamentary Amendments, among others, as was the case with UFS. To give consistency to our analysis, the case of the UFS was investigated, by historically analyzing results of approximately 10 years based on critical variables and parameters that make up the Student-Equivalent Model. We detected, despite the rapid growth of these variables, that elements of external and extra-budgetary partnerships were essential, illustrated by the examples of the NUPEG-SE and REUNI. The patterns of internal funding, allied by external partnerships, helped pave the way to consolidate UFS in its role as the Base of Local Innovation.<br>A partir dos determinantes Schumpeterianos do Investimento, desenvolvemos a Teoria Evolucionária e, com base no gene, apontamos os elementos que codificam a rotina e desenvolvem habilidades, estabelecendo o controle, a cópia e a imitação. O conhecimento científico-tecnológico, assim gerado, pode ser criado ou replicado localmente, originando o chamado cluster de conhecimento , dinamizando uma Base Local de Inovação. Uma Instituição Federal de Esnsino Superior (IFES) cumpre dois papéis complementares: formar recursos humanos e aportar conhecimentos tecnicocientíficos para a implementação de uma socioeconomia local. Essas funções exigem um padrão de financiamento que, pelo lado interno, resultam na aplicação de modelos de partição de OCC (Outros Custeios e Capital) pelo MEC/ SESu, sendo determinante o Aluno Equivalente ao se mostrar insuficiente para dar conta das pretensões de expansão das IFES . Por outro lado, as IFES buscam apoio externo e complementares para as suas carências de financiamento, mediante projetos, programas, emendas parlamentares, entre outras, como foi o caso da UFS. Para dar consistência à nossa análise aprofundamos o caso da UFS, recuperando historicamente, numa trajetória aproximada de 10 anos, as variáveis críticas e os parâmetros que compõem o Modelo Aluno-Equivalente. Detectamos, apesar do vigor de crescimento, que foram essenciais os elementos de parcerias externas e extra-orçamentárias, como o NUPEG-SE e o REUNI. Os padrões de financiamento interno, aliado às parcerias permitiram pavimentar o papel da UFS, para consolidação da Base Local de Inovação.
