Abstract:
Subject. The article addresses economic relations arising in the process of financing regional budget expenditures on the social sphere, designed to achieve high quality of life of the population and social development of society. Objectives. The focus is on the assessment of the current practice of financing regional budget expenditures on the social sphere, and development of practical recommendations for its improvement in the context of ensuring the socio-economic development of the region. Methods. We applied methods of scientific cognition, like the systems, structural, and comparative analysis, induction and deduction, synthesis. Results. We explored the budget financing of the social sphere of the region, including expenditures of the republican budget of the Republic of Mordovia under State social programs and regional projects, identified the main directions for improving the financing of the expenditure part of the republican budget for the social sphere. Conclusions. We propose to introduce new approaches at the regional level in order to reorient funds to solve more important tasks in the region, improve the quality of project management, implement State social programs, and search for new sources of attracting extra-budgetary funds to solve social problems in the region.

Abstract:
The article is devoted to the study of interactive regional television programs based on the dialogue “official — audience”. The growing pressure of state propaganda on federal channels has led to the alienation of society, which is deprived of the opportunity to participate in the discussion of topical issues “on an equal footing” with the authorities. Regular public discourse today is possible only on the regional air. The goal was to study local interactive projects in terms of their social significance and communicative effectiveness. The analysis of the programs of regional and republican television companies broadcasting in the first digital multiplex was carried out. The methods of comparative analysis, observation and systematization, as well as dialectical and logical approach, made it possible to determine the factors influencing the appearance of projects with feedback on the regional air, as well as the patterns that explain their absence. The final data allowed us to come to the conclusion about the decisive role of interactive programs in building effective communication “authority — TV — society” and substantiate the conclusion that local issues that organize the dialogue between the official and the audience contribute to the development of democratic processes in the subjects of the Russian Federation. Such a study and its results are presented in the scientific literature for the first time.

Abstract:
This article provides a comprehensive analysis of the structure of the budget system and expenditures of the Republic of Kazakhstan (ROK), which are characterized by complexity and multilevel and reflect the amount of financial resources and the size of budget constraints at the levels of the budget system. The main focus is on the republican budget, which generates the country's revenues and finances national expenditures directed to such areas as defense, national security, foreign policy, as well as projects and assistance programs. The functioning of the budget system is regulated by regulatory legal acts (NPAs), including the Constitution of the Republic of Kazakhstan, the Budget Code of the Republic of Kazakhstan and other NPAs, which ensures transparent and effective management of public finances. The Ministry of Finance of the Republic of Kazakhstan plays a key role in the implementation of the state financial policy, coordinating work with other ministries and departments.The article presents the results of the analysis conducted by the author of this article of the execution of republican budgets for the period 2018-2022. It is shown that all three categories of budgets (republican, regional and local) demonstrate steady growth in spending, which can lead to increased public investment and expansion of government programs. Special attention is paid to the increased level of education and health care, which ensures the priority and higher level of efficiency of these sectors in comparison with other sectors of the economy of the Republic of Kazakhstan. Based on the analysis, a SWOT analysis was conducted, which revealed the strengths and weaknesses of the budget system of the Republic of Kazakhstan, as well as identified threats and opportunities to improve its condition.The article concludes with recommendations on ensuring the sustainability of the budget system and improving the efficiency of budget funds, including measures to increase transparency and efficiency of budget processes, optimize budget allocation, improve the effectiveness of social programs, reduce public debt, develop interdepartmental experience and use the state experience achieved in a number of sectors and territories.

Abstract:
The proliferation of underutilized, derelict, and contaminated properties following a nationwide decline of industrial production has created a unique policy problem. Powerful liability schemes under Superfund made property owners, developers, and lenders hesitant to engage in transactions involving real estate that is contaminated or perceived as contaminated. Adoption of Federal and state policy to address these “Brownfields” in the 1990s and 2000s has attempted to promote redevelopment by limiting liability of involved parties and providing grant funding. This research hypothesizes that “environmental justice communities” have significantly lower likelihood of receiving benefit-maximizing redevelopment projects under both Federal and state-level voluntary cleanup programs. A multinomial logistic regression model considering past use of the site, socioeconomic status of the surrounding census tract and its composite urban sprawl score, and Republican control of the district containing the brownfield were used to assess the probability of a hierarchy of redevelopment outcomes.

Abstract:
The National Curricular Guidelines (DCN) of the undergraduate program in Public Administration bring the discussion and the teaching of ethics as a basic and indispensable disciplinary content to the education of the student. From this finding, the interest in knowing how its teaching occurs and assists the professional education of undergraduate students in Public Administration in Brazil emerged. For that, we developed a document research in the Pedagogical Projects of Courses (PPC) of the Public Field. Based on selection criteria, 15 PPC were included in the study. The undergraduate programs of the Public Field, guided by the republican and democratic ethos, should reproduce this fundamental principle in all teaching-learning processes and this was observed when analyzing the PPC, through the analysis categories of the curricular matrix, syllabuses of the courses and graduate profile. We verified that in most projects there is a search for the insertion of the discussion of ethical, critical and reflexive action both during the program and in the professional practice. Regarding ethics teaching, we believe that as the theme gains strength in the analysis of organizations, it might lead administrators to develop/adopt a more reflexive, critical and socially responsible position.

Abstract:
The goal is to analyze budget revenues and expenses for a three-year period based on state support for agriculture. Methods – based on comparative analysis, the estimated indicators of agricultural production and volume of financing are considered. Results – the main parameters of the draft republican budget for 2024-2026 were studied in connection with the calculated indicators of the Forecast of socio-economic development of Kazakhstan for 2024-2028, as well as the budget volume for 2024-2025 and the concept of the Ministry of Finance of the Republic of Kazakhstan until 2030. Issues related to the formation of the draft republican budget according to the basic scenario for the development of the country's economy are presented. In the context of main budget functional groups, the size, structure and main directions of financing expenditures of the republican budget are shown in comparative form. Conclusions – the main budget programs for financing agricultural sector are outlined in detail. It is noted that their budgeting has been significantly reduced for projects such as “Stabilization and improvement of the environment” and “Effective water resources management”. As for budget lending, its volumes are increasing significantly compared to previous years, which can be positively assessed as an increase in financial support from the state. However, if industry lending data is compared with a three-year forecast, the amount of industry funding is declining. A decrease in value of budget financing and loans from budget for agricultural production in the medium term will not contribute to increasing their volumes. An important document for planning (budgeting) of agricultural enterprises is a business plan, which generates information about the capacity of market segments and their market shares; characteristics of competitors and consumers are presented, forecast estimates for sales volumes are compiled for several years in advance.

For more than 25 years, the Tribhuvan University (TU) Institute of Agriculture and Animal Sciences (IAAS) has conducted numerous disciplines and system research projects, publishing the results in the IAAS Journal of Institute of Agriculture and Animal Science, IAAS research reports, and Nepalese Journal of Agriculture. The assessment notably draws attention to the structure of agricultural education, examines the significant issues, and makes various recommendations to strengthen Nepal’s agricultural education institutions in preparation for the future. Academic institutions are encouraged to form creative partnerships and long-term research collaborations with a variety of national and international organizations after connecting with the agriculture and forest industries, and finally suggesting that students be more actively involved in action research projects with clear strategic plans and programs. These three areas are crucial for the success of educational institutions. The integration of research, education, and extension—along with producer input—leads to more relevant programs and resource usage that is more effective. Agencies involved in research, education, and extension realize that when they collaborate, their efforts produce win-win outcomes rather than win-lose ones. The financial self-sustainability of the technical institutions is not just a concern for the overall development of the provincial republican country; it also has to create synergy in multiple aspects with the non-technical faculties of the various Nepalese universities. It is also suggested that the country’s Agriculture Councils be established as soon as possible to control the caliber, volume, and employment opportunities of agriculture graduates.

The article presents the experience of the Autonomous Professional Educational Institution of the Udmurt Republic «Republican Medical College named after the Hero of the Soviet Union F. A. Pushina of the Ministry of Health of the Udmurt Republic» (hereinafter — APEI UR «RMC of the MOH UR») to improve the efficiency of training specialists with secondary medical education. Aim. To study the experience of the APEI UR «RMC of the MOH UR» in improving the efficiency of training specialists with secondary medical education from the stage of pre-professional training of high school students of general educational organizations to postgraduate education. Results. The analysis showed an increase in the number of students trained in the main vocational training programs in the medical field as part of the implementation of the republican project «Medical Classes» for the period from 2019 to 2022, as well as an increase in the number of applicants to medical educational organizations from among them, which indicates a high effectiveness of pre-professional medical training. Individual work with senior students, aimed at getting acquainted with the working conditions in medical organizations of the republic, can increase the motivation of graduates to find employment in a specific workplace and prevent the phenomenon of «early disappointment in the profession». In modern conditions, there is a high need for the implementation of continuous professional programs in forms that allow minimizing the distraction of specialists from the labor process during the training period. The change in the needs of medical organizations in the types and forms of postgraduate training of specialists led to a change in the structure of the State assignment of the APEI UR «RMC of the MOH UR» for the provision of educational services, the need to improve part-time and distance forms of implementing programs using e-learning and distance learning technologies. Conclusion. The results of the analysis indicate the need to improve the system of medical education in terms of expanding the coverage of long-term (at least a year) career guidance projects for high-school students of general education schools; to more actively involve healthcare professionals in the educational process as mentors, internship supervisors, field practice leaders, etc.; to focus on practice orientation of continuous professional education and development of distance learning technologies.

Many countries have begun to form new concepts of effective management that simultaneously support the ecosystem of the planet and ensure economic growth, as a result of which a circular economy model of the economy has been developed. Strategies for the transition to a circular model have been adopted at the state level in the European Union, China, Japan, and South Korea. The purpose of the study is to form a mechanism for a circular business model in order to increase the level of efficiency of the agro-industrial complex, taking into account the problems and factors affecting the development of the circular economy. Determining the most appropriate method of transforming the business model of an enterprise according to complex ecological and economic criteria and forming an integrated mechanism for the development of a circular model of an enterprise is an important scientific and practical task that requires immediate solution. The value of the conducted research lies in the development of mechanisms for the transition of agricultural enterprises to a circular model and the formation of an optimal circular model. The practical significance of the results of the work are the republican and regional authorities that develop regional programs and projects for the development of a closed cycle of the economy, as well as agro-industrial enterprises and companies dealing with sustainable development and waste management issues.

Digital literacy plays a key role in the formation of an inclusive educational space that can adapt to the unique needs of each student, ensuring equal access to education. As a result of teaching the subject “Informatics” in general education schools, there are no specific examples of projects and pedagogi-cal methods successfully used in inclusive education through computer programs, for example, using Scratch. That is, there is a need for special children to develop computing skills, thinking with the help of software tools. In this regard, the research work aimed to identify the specifics of learning using the Scratch environment of the project – oriented method of teaching in inclusive classrooms. To achieve this goal, the conditions were first identified and the experience of the project method of teaching sec-ondary schools at the republican level was analyzed. Secondly, a curriculum of project tasks that form students’ system thinking has been developed, compiled in a Scratch programming environment. The effectiveness of the project-oriented teaching method is determined and the ways of practical implemen-tation are introduced through the optional class “Programming in the Scratch environment” according to the developed curriculum.In addition to the proposed course curriculum, an educational and methodological collection of practical tasks “creating a project in a Scratch environment” has been developed and introduced into the educational process, and the effectiveness of the proposed teaching methods has been determined as a result of the experiment.

Abstract:
The system of external state audit reveals the potential for structural changes in terms of making effective management decisions that ensure the rational consumption of investment and other resources, taking into account the organizational and economic level of development. Based on the experience of foreign countries, it should be noted that in developed countries audit is the leading form of independent control. The purpose of this article is to determine the role of external public audit in ensuring the financial stability of the budgets of developing countries. To assess the financial stability of budgets, traditional methodological approaches, i.e. the analysis of absolute indicators and analysis of relative coefficients are used. In the study, financial stability was examined in the context of the possibility of evaluating the state audit of the budgets of developing countries for all expenses of the republican budget without raising the level of public debt. As a result of consideration of the budgets of developing countries, the problems were identified and the directions for their solution were proposed. In addition, tools which allow not only assess the financial stability of the budget, but also determine recommendations for managerial impacts aimed at strengthening the state budget are proposed. Thus, conducting a state audit in order to increase financial stability will lead to an increase in the efficiency of public administration and to a greater alignment of mechanisms for implementing state programs and projects with strategic planning mechanisms.

<em>Identification of attractive tourist and recreational objects is of great importance in strategic planning of territory development. The Russian-Belarusian borderland has a significant potential for the implementation of joint tourism projects and programs within the framework of the Union State agreements. In this article the authors attempt to determine the attractiveness of tourist and recreational resources of the border region using the method of content analysis. Using data from the open services "Google Maps" and "Yandex Maps", they identified attractive natural and cultural-historical resources, which resulted in geoinformation data of their territorial organization on the borderland. The analyzed natural objects include specially protected natural territories of federal and republican significance, open to tourists, as well as urban parks, squares, forest plantations, etc. Cultural and historical resources are represented not only by objects from the registers of cultural heritage, but also by modern objects of interest to tourists and recreationists. Tourism and recreational resources are analyzed in terms of the number of reviews and ratings, as well as the average cost of services offered. The content analysis allowed authors to identify the leading and lagging regions in terms of tourist attractiveness. Municipal districts without attractive tourist objects were identified. The obtained data can be used to solve the key problems of cooperation of the Russian Federation and the Republic of Belarus in the tourism and recreation sphere, as well as the organization of promising cross-border tourist routes.</em>

In today's era of globalization and all-present risks from climate changes is inevitable by change and redirection of concept of global economy. Highly developed countries such as USA, Japan, Germany and Netherlands have adopted strategies for implementation of circular economy, while others such as Great Britain, Sweden, China and Brazil are realizing transitional individual programs and projects that lead towards establishment of circular economy. Following that trend, it is without doubt that Republic of Serbia, its closer Balkan environment, is needed new version of development based on projects of "smart" cites, followed by reindustrialization and reduction of pollution, sustainable consumption based on domestic economy and strengthening of general awareness on social responsibility and need for inclusion of vulnerable groups of population.

Implementing major projects for development of the Arctic regions of the Russian Federation and ensuring sustainable economic growth of these regions, the government pays a special attention to the social development and improvement of medical care in remote and hard-to-reach areas of the Russian Arctic. In recent years, research of the peoples health and influencing factors have intensified. The Ministry of Health of the Republic of Sakha (Yakutia) carried out large federal and republican programs to develop the material and technical equipment and ensure appropriate staffing of medical institutions in the Arctic and northern regions. The Republic of Sakha (Yakutia) is one of the most isolated and hard-to-reach regions of Russia, therefore, development of medical care in the Arctic zone is particularly important. The article presents the characteristics of the Arctic zone of the Republic of Sakha (Yakutia), population density 1 km2, distance of settlements from the center. The percent of remote and hard-to-reach settlements in the arctic regions ranges from 38 to 80%. The network of medical institutions with analysis of equipment and staffing is presented in detail. The article reflects the specifics of medical care in the Arctic zone in the context of the territory scale. The identified peculiarities make it necessary to develop differentiated regional mechanisms of implementing the state policy of healthcare development in the regions of the Far North of the Russian Federation. It would be reasonable to consider the possibility of developing a medical care sub-program taking into account the Arctic specifics.

Abstract:
This article discusses the development of the transport and logistics policy of the state and the development of logistics in general. Despite the fact that the state is making every effort to develop this area, there are a lot of unresolved problems. Kazakhstan is a transit state, but you should not limit yourself to this direction and consider not only mega projects, but also «real» investments. The economy of any state depends on the «circulatory system», which is transport logistics. Drastic changes in supply chain management are needed, specialists and personnel are needed, it is necessary to increase the level of development of transport science and education. In the state transport programs, it is necessary to create conditions for the development of export-import transportation, reducing transport costs, increasing efficiency and improving the quality of intra-republican logistics.&#x0D; In the article, the authors share their vision of improving the indicators of the LPI logistics efficiency index in Kazakhstan, which is an integrated indicator of the quality and efficiency of the transport and logistics complex (TLC) in a particular country. In 2018, according to this assessment system, Kazakhstan ranked 71st in the world. First of all, it is proposed to improve and structure approaches to the development of transport infrastructure. It is recommended to make any decisions based on a scientific approach, professional forecast, careful analysis, avoiding a situation where administrative decisions are made first, and then feasibility studies are «adjusted» to them. Currently, various forms of attracting and using capital from outside are used for the reconstruction of the transport and communication complex, since for effective integration into the world space, Kazakhstan first of all needs to create conditions that provide access to the sea and ocean coast.

Эта статья подчеркивает важность вовлечения медицинских сестер в научно-исследовательскую работу в Кыргызской Республике. Авторы отмечают, что недостаток знаний и навыков в области исследований является одной из причин ограниченного участия медицинских сестер в научной работе. Они предлагают разработку обучающих программ, проведение семинаров и тренингов, а также вовлечение медицинских сестер в планирование исследовательских проектов. Участие медицинских сестер в научных исследованиях является важным аспектом для улучшения качества медицинской помощи и повышения профессионального уровня медицинских сестер. В статье подчеркивается необходимость определения потребностей медицинских сестер в обучении навыкам исследовательской работы. Авторы статьи предлагают проводить обучающие программы, семинары и тренинги, а также вовлекать медицинских сестер в планирование исследовательских проектов для устранения этой проблемы. В целом, статья подчеркивает значимость включения медицинских сестер в научные исследования в Кыргызстане. This article highlights the importance of involving nurses in research work in the Kyrgyz Republic. The authors note that the lack of knowledge and skills in the field of research is one of the reasons for the limited participation of nurses in scientific work. They offer the development of training programs, seminars and trainings, as well as the involvement of nurses in the planning of research projects. The participation of nurses in scientific research is an important aspect for improving the quality of medical care and improving the professional level of nurses. The article emphasizes the need to determine the needs of nurses in teaching research skills. The authors of the article suggest conducting training programs, seminars and trainings, as well as involving nurses in planning research projects to eliminate this problem. In general, the article emphasizes the importance of including nurses in scientific research in Kyrgyzstan. The author of the article considers the process of formation and development of civil society institutions in Kabardino-Balkaria and Karachay-Cherkessia and their influence on ethno-political processes at various stages of modernization reforms in the post-Soviet Russia, analyzes the formation of regulatory and legal framework of non-commercial organization, the stages of development and the structure of civil society institutions in Kabardino-Balkaria and Karachay-Cherkessia. The article covers activity of public authorities, local government and social associations of the republics during the period of growth of centrifugal tendencies in the North Caucasus. The author analyzes attempts to realize various forms of self-determination, to conduct administrative and territorial transformations and considers the factors that negatively affect the ethno-political situation in the region. The author of the article presents the activity of republican institutions of civil society: public chambers, cultural and national centers and associations, youth and religious organizations, mass media, and studies the experience of public chambers in holding meetings where topical issues of socio-economic and public life of the republics were discussed, including those aimed at strengthening of ethno-political stability in the region. An effective form of taking into account the public opinion while developing management decisions is the participation of the Public Chamber in conducting public expertise of draft federal and regional laws. Special mention should be made of the activities of the Public Chamber for prevention of religious extremism. The work on generalization of the activities of religious associations for implementation of social programs and projects aimed at increasing the level of culture of interconfessional and interethnic tolerance among young people is to solve this problem. At the same time, there are some factors that impede the development of civil society institutions in the region. First of all, it is low social activity of citizens and the absence of principled civic position on a number of crucial issues. In conclusion, the author determines main perspective directions of the development of civil society institutions in the region.

Currently, the debate on secondary education has been intensified in civil society highlighting the problem of the reason of its precarious offer, not to mention a significant proportion of young people and adults who have not finished this level of schooling. Opinions vary on how the offer to secondary education should be held: while a minority believes that schooling should be humanistic and scientific; others support integrated education with a technical certification. Others advocate the separation of secondary professional education. This myriad of projects and programs has invaded the educational systems and schools, a portrait of public action in the education area, divided between republicans and private interests, in the context of disputes between the process of democratization and modernization, guided by the excellence of the performance of the institutions and students. Introduction. The transformation of the information space entails changes in the communication practices of the speakers of various ethnic cultures. Internet resources combined with traditional media provide new, previously unknown opportunities for the presentation and broadcasting of cultural values and unique features of ethnic groups. This situation actualizes the need to study the level of the use of media products in the languages of various ethnic groups. One of the objectives of the study is to assess the media us of the residents of the Republic of Mordovia in the languages of the titular ethnic groups. Materials and Methods. The methodological basis was the data of sociological studies. The article summarizes the results of a representative questionnaire "Interethnic, ethno-confessional relations, language situation and migration processes in the Republic of Mordovia" conducted in 2022 and 2023, and a survey of experts "Ethnolanguage situation in the Republic of Mordovia" conducted in September 2023. Results and Discussion. The results of the study of the language preferences of the population allow stating the predominant demand for Russian-language media products among the majority of the respondents. The audience of television, radio broadcasts, and printed materials in Moksha, Erzya, and Tatar languages is a small proportion of the respondents of Mordovian/Tatar nationalities. The main reasons for the rejection of media in the Moksha and Erzya languages were the lack of knowledge of the languages and lack of interest in the content of media products in the Mordovian languages. It is revealed that the content of media resources in a minority language is mostly indifferent to the native speakers themselves, who make up the target audience. The largest proportion of the respondents who found it difficult to answer was also noted among Moksha and Erzya population. Conclusion. In order to attract the interest of a wider audience to the products of the republican media in the Mordovian/Tatar languages, it is advisable to conduct a marketing study of the preferences of consumers of media resources. It is necessary to change the concept of forming programs and broadcasts in the language of the indigenous peoples of the Republic, provide them with more rated airtime, and attract the readership with popular headings, collections or pages for various age groups, interesting and creative projects, continue broadcasting educational cycle programs that allow everyone to master Mordovian/Tatar language. It is advisable to expand the presence of national languages in the most popular Internet resources. At the same time, the content should not be formal or official. The materials of the article may be useful for researchers and government representatives interested in the problems of preserving, popularizing and promoting media resources in the languages of the titular ethnic groups.

Introduction. Creating and broadcasting a positive regional image in modern conditions is an important factor in regional competitiveness. Demonstration of territorial advantages to target audiences of image-making (federal government, business community, investors, the public) makes it possible to stand out from other entities and receive certain preferences. Often declaring in state programs and promoting individual image-forming areas (investment attractiveness, innovation cluster, science city, tourist destination, a territory of safety and comfort, etc.), regional authorities forget about the complex nature of the image, which is a combination of various elements and determinants: economic, political, natural-geographical, historical, ethno-national, sociocultural, etc. Materials and Methods. The theoretical and methodological foundations of the study were: a structurally functional approach that considers the image as a specific image with a universal set of interconnected elements; axiological approach based on evaluative perception of the main image characteristics; case study method used to study the image of the Republic of Mordovia based on an analysis of documents, official statistical information, etc. Results. The description of economic and political factors that determine the image attractiveness of the Republic of Mordovia is presented. Among the image characteristics, due to the features of the modern economic development of the republic, are noted: a developed innovative infrastructure, an increase in production and export of products, expansion of trade and economic ties, active participation in the implementation of state programs, and inclusion in many federal projects. The support from the center in matters that are problematic for the republic is largely due to political factors: the active support of federal initiatives from the republican leadership, as well as the high level of political stability, manageability of the territory, and the absence of ethnic conflicts and contradictions. Discussion and Conclusion. An analysis of the economic development of the republic allows us to talk about imbalance in image characteristics: well-developed innovative infrastructure, effective practice in developing clusters and technology parks are leveled out by low positions in the overall ranking of co-competitiveness and innovative potential. The most negative topic is the problem of budget debt and the introduction of external regulation in connection with the volume of debts. At the same time, the image of Mordovia is positively affected by attempts to attract notable external events. On the whole, positive dynamics are demonstrated in terms of financial and economic indicators, including an improvement in the investment climate and the effectiveness of fiscal policy. In terms of political indicators, the republic occupies a leading position in terms of political stability and stability, moving between groups with maximum and high stability, but there is a “over-regulation” of the political system, a virtual absence of opposition and independent media.

There was evaluated an amount of students from China and Republic of Korea, that received education&nbsp;in USA universities in the period between 2000 and 2014 years. It was noted that starting from 2008 there has&nbsp;been a gradual growth in the quantity of Chinese students, referred to the best American universities. Analysis&nbsp;of the programs, where most of the students from China and Republic of Korea were enrolled into allowed&nbsp;to identify an absolute priority of engineering majors programs. Using the data of Institute of International&nbsp;Education it was demonstrated that in the period between 2008&ndash;2014 years China invested 31,88 billion USD&nbsp;to have 1087,5 thousand specialists receive education and training in US universities. There is a hypothesis made,&nbsp;that particularly this body of graduates &mdash; carriers of new technology competencies enabled China become&nbsp;a technological leader in a broad range of areas of production technologies. There were analyzed results&nbsp;of realization of the first stage of the &laquo;Global Education&raquo; project, and demonstrated that selection of the winners&nbsp;is not always linked to technological priorities of Russia and choice of competency centers for obtaining world-class&nbsp;education in series of cases is poorly justified.

The work covers a wide field of origin, development, but also the current state of higher education and science in the Republic of Albania. In all post-communist countries, higher education is a mirror of the entire society and the political-economic state of the country, and in Albania, too, a long evolutionary process of turmoil between conservative and more liberal higher education policies can be observed, which resulted in a decline in the quality of education and scientific research. On this path of harmonization with world and European standards in the field of higher education and science, the paper investigates the role of the French Republic, which gives rise to the research question: At what level are the bilateral relations between the Republic of Albania and the French Republic in the field of higher education and science, bearing in mind that is the Republic of Albania a permanent member of the francophone organization, as well as the fact that the share of the Albanian francophone population is significant? The work will especially take into account the mobility of Albanian students, programs and projects implemented at Albanian universities with the help of the Government of France, universities, cities and regions, and private companies, but will also include the problems of excessive outflow of educated and able-bodied population. The author's conclusion is that the presence of France is not negligible, but still insufficient considering the traditionally friendly relations of these two countries. Of particular importance will be the use of the method of document analysis, genealogy, as well as analytical-descriptive methods.

Improving inter-budget relations plays an important role in stimulating the development of regions. Due to the correct allocation of financial resources between the federal, regional and local budgets, it is possible to ensure more efficient and sustainable development of the regional economy. Over the past decades, issues of inter-budget relations have attracted the attention of both economists and politicians. The efficiency of budget allocation between different levels of government directly affects the socio-economic development of individual regions and the country as a whole. In this regard, it becomes urgent to find the ways to improve the system of inter-budget relations, which is aimed at eliminating currently existing imbalances in the development of regions, increasing their financial independence, as well as stimulating economic growth. The purpose of the study is to explore ways to improve inter-budget relations in the Russian Federation, which will allow for a more equitable and efficient system of financial resource allocation. The scientific novelty of the study consists in the development of recommendations for improving and increasing the effectiveness of inter-budget relations in Russia. Materials and methods. Collections of scientific papers, periodicals, articles, and information from the Internet were used. Methods of statistical analysis and expert assessments were used as research methods. The results of the study. The study presents the definition of "inter-budget relations" and the opinions of individual researchers on the existing problems of inter-budget relations in the Russian Federation. Based on statistical data from the Federal Treasury of the Russian Federation, an analysis of the main parameters of the consolidated budgets of the subjects of the Russian Federation was carried out, which showed that the tax revenues of the republican and local budgets are not enough to implement regional development programs and provide social security to citizens. It is also established that the federal budget deficit has narrowed its possibilities in terms of providing assistance to regional budgets. The paper identifies the problems of inter-budget relations in Russia and specific measures and mechanisms that will improve the efficiency of the allocation of financial resources between different levels of budgets. Conclusions. The study shows that the redistribution of income between the federal budget and those of the constituent entities of the Federation in the current conditions requires significant adjustments. This is especially true of the mechanisms for equalizing the budgetary provision of the regions, which should become more transparent and focused on achieving the goals of the socio-economic development. Further research in the field of inter-budget relations should be aimed at developing and implementing the tools that contribute to a more efficient and targeted use of budgetary funds at all levels of government. Special attention should be paid to innovative financing mechanisms for regional projects.

In the context of the best world practices the study is an overview of the legal regulation of the process of dig- ital transformation of public administration of agriculture in the Republic of Kazakhstan. The hypotheses of this study are based on the analysis of the legal nature of the world practice of digital transformation of eco- nomic development and international cooperation of modern states. The research revealed that agriculture is a branch of the economy that is particularly in need of the introduction of information and communication technologies and, consequently, the improvement of legal regulation of the activities of public administration in the digital reality. The analysis of state programs and national projects of the Republic of Kazakhstan pro- vides grounds for concluding that the digitalization of the Kazakh economy in agriculture is a priority. The dependence of the effectiveness of digital solutions in the agro-industrial complex on the level of public ad- ministration organization is substantiated: digitalization resources contribute to a more focused and result- oriented public policy through the use of legal monitoring capabilities. Digitalization is a rapidly growing trend in agriculture, when it does not just replace analog technologies traditionally used in practice, but de- velops new development options for effective solutions to problems in the industry, among which the intro- duction of legal mechanisms is of paramount importance. The evaluation was not until a little more than two decades ago a relevant matter for public activity, concentrated in execution and guided by intuition, public approval or some data to record success in government work. This story has changed due to an increasingly demanding national and international context requiering transparency of public actions, efficiency in activities that each government in turn prioritizes, and of course, the effectiveness of what is proposed. The practice of evaluation in the Costa Rican state system is governed by an exhaustive normative and procedural framework. However, this platform has not necessarily ruled the execution of communication in the institutions. According to a study performed out in Costa Rican institutions between 2019-2020, first with a mapping of the communication units carried out with a survey (43) examining their operation, projects they execute and some evaluation practices they carry out; lack of rigorous evaluation practices were identified. Furthermore, these units there has no obligation to carry out operational planning of their annual activities, to apply systematic evaluations, nor are they obliged to prepare reports on the work carried out. Subsequently, an inquiry was conducted through interviews (22) with planning heads of the institutions and governing bodies to learn about the evaluation regulations, the formats and platforms used, inter-institutional link for evaluation and the scope of the mandatory nature of this function. The results suggest that the praxis of the units is dominated by the macro-institutional planning exercise that uses matrices and quantitative formats that record compliance but do not evaluate effects, changes, or impact of their activities, which reduces visibility of the public value provided by state sector, and to which is also added the work accomplish by the communication units. The true evaluation in the State is limited to a few government projects registered within the National Development Plan and not to a daily action in the entire state system. Some of the planning offices even indicate that neither planning, and even less evaluation, constitute a resource that is considered as strategic, conversely, they are seen more as an operational, compliance and organization resource, and for the different areas the filling of matrices and formats to record the execution of their tasks is an additional burden. In fact, one of the difficulties raised by these offices is the planning of their annual programs with objectives that can be evaluated, a position that is also recognized by the Contraloria General de la Republica (Comptroller General of the Republic), which indicates the absence, in a relevant percentage, of objectives in public institution programs. For the communication units, this set of practices produces inertia in the communicative action, little or no influence of the communication units in the institutional decision-making process, and an operational focus on execution, which reduces their strategic role. It is also clear that there is a predominance in the use of techniques and tools for reporting results in communication that does not correspond to evaluation, measurement is used with greater emphasis, and even in some cases the use of reportings which not apply to neither of the two processes.

Abstract:During 1966, the Republican Party launched a largely successful challenge to Lyndon Johnson’s “War on Poverty.” Republican candidates pursued an anti–War on Poverty midterm strategy, which made antipoverty programs the symbol of Great Society liberalism, rather than its more popular programs, such as Medicare or the Elementary and Secondary Education Act. Moreover, in Congress and on the campaign trail, Republicans offered well-crafted alternatives—such as their “Opportunity Crusade”—to offset charges of negativism and elitism that had dogged the Grand Old Party (GOP) since the creation of the New Deal in the 1930s. Significantly, while the War on Poverty survived the year, the Republican minority was unexpectedly successful in making important changes to the Economic Opportunity Act during the antipoverty legislation’s renewal. Overall, the Republican challenge to the War on Poverty in 1966, boded ill for the program’s longevity when the GOP finally secured the levers of power.

The article examines the main parameters of the republican budget for 2021–2023, which were approved on December 2, 2020, in conjunction with the forecast indicators of the socio-economic development of Kazakhstan for 2021–2025, taking into account the updated forecast of macroeconomic indicators for 2020. The issues of the formation of the republican budget on the basis of the basic scenario of the country's economic development are considered. A sufficiently detailed comparative characteristic of the volume and structure of income sources of the republican budget with the allocation of the most significant receipts in the structure of income has been studied and presented. The volume, structure and main directions of financing the costs of the republican budget in the context of the main functional groups of the budget are comparatively analyzed. The main budgetary programs for financing agriculture are highlighted in more detail. It is noted that there is a slight decrease in funding for the main budget programs. For such programs as improving the availability of financial services, the availability of knowledge and scientific research for 2023, there is no provision for allocating funds from the republican budget at all. It is noted that the reduction in the volume of budget financing with a simultaneous decrease in the amount of budget lending may lead not to growth, but to a decrease in the volume of gross agricultural output.

Abstract:
The article presents the analysis of regional distribution for the approved and completed projects by 2004 under the SAPARD programme in&amp;nbsp;the Slovak Republic. The distribution of funding strongly favoured powerful (innovative) business subjects which increased their competitiveness and gained the &amp;ldquo;advantage of technology advance&amp;rdquo; (which, in time may change into the rent of technology advance) associated with growth in labour productivity and high probability of investment return. The implementation of the SAPARD programme provides a strong impetus to the restructuring of businesses in agrifood industry, it accelerates and improves the selection among the businesses and economical differentiation. The bulk of the approved funding for projects under the individual measures for agriculture and processing industry within the SAPARD programme was distributed among western and southern regions of Slovakia. The implementation of the SAPARD programme, on one hand, has helped to reduce regional disparities in the vertical spatial approach by the diversion of the bulk of funding to the economically less favoured southern areas of Slovakia lagging behind in terms of infrastructure. On the other hand, though, it has increased the regional disparities in the horizontal spatial view with regard to the fact that most of the funding is spent in the developed regions of western Slovakia. Eastern Slovakia thus has become a disadvantaged and minority recipient of the financial assistance under this programme.

Abstract:
The contribution deals with the spatial distribution of approved projects under the Sectoral Operational Programme &amp;minus; Agriculture and Rural Development (SOP ARD) in the programme period 2004&amp;minus;2006. The approved projects from agrifood industry were concentrated in the production regions of western and southern Slovakia. It does not indicate only the high absorption capacity of the enterprise subjects, but also really well prepared projects in these regions. In the next programme period, we will have to count with unevenly distributed projects. On the other hand, the low absorption ability in the northern and mainly eastern areas of the SR may result in forming the islands of extreme extensity with negative socio-economical impacts. The SOP ARD (analogous to Sapard) accelerates the process of enterprising selection and significantly supports the increase of competitiveness in economically powerful farms.

A successful regional economy cannot exist without a modern, competitive, self-developing agro-industrial complex capable of effectively solving the tasks of fully providing food to the local population and guaranteeing food security of the country as a whole. The urgency of accelerated development of the agro-industrial complex has now increased significantly, which is explained by special complexity of numerous geopolitical and economic problems. Intensified development of the agro-industrial complex is of particular importance for economically difficult and problematic regions as the Republic of Mordovia. The purpose of the study is, based on the analysis of the problems and achievements of the agro–industrial complex, to assess regional measures to support and stimulate priority areas of its development, to work out proposals for their improvement. The scientific novelty of the study lies in formulating original proposals for regional support of the agro-industrial complex in the form of priority problematic tasks, worked out to the level of specific recommendations concerning strategic planning, targeted programs and projects for the development of the agro-industrial complex of the republic. Materials and methods. The main materials for the study were published scientific papers, the results of analyzed organizational and economic relations in the agro-industrial complex, and data from statistical collections. The methods of analysis and comparison were used in the work. Study results. The paper examines the main problematic factors constraining the pace of development of the agro-industrial complex of the region, and analyzes in detail its achievements. The author's assessment of regional support and stimulation of this economy sector is given, specific proposals are formulated on priority areas of its accelerated development. It is proposed to position the products of the agro-industrial complex of the Republic of Mordovia in the foreign markets of friendly countries, to increase the volume of its exports through expansion of trade and economic interregional international cooperation, and to single out this area to a separate subprogram of regional development. In order to strengthen market positions, it is proposed to hold an open regional competition for the best brand of outputs produced by the agro-industrial complex of the Republic of Mordovia, in order to reduce the cost intensity of innovative products of the agro-industrial complex, to work out the opportunities of attracting small business representatives to its production through their specialization and cooperation. Conclusions. As a result of the research, the main problems constraining the pace of economic development of the agro-industrial complex of the region are substantiated and analyzed. The main achievements in the development of the agro-industrial complex of the Republic of Mordovia are presented; special attention is paid to the need to further improve the innovative, investment, scientific and technological regional component of the competitiveness of the agro-industrial complex. The article notes an increase in the activity of the regional management apparatus, an increase in the level of trust in the current Republican leadership, which significantly affected the improvement of the investment climate in Mordovia, and the volume of state support for the region increased. Proposals were formulated to expand measures of regional support for the development of traditional and innovative priority areas of activity of enterprises of the agro-industrial complex of the republic.

Abstract:
This text studies the Cuban republican tradition, very little analysed by the academy of the country. It investigates how republican ideas were appropriated and recreated in the context of the War of Independence, and in what ways and with what symbols Cuban actors developed their own ideas about this political development. The text focuses on the analysis of iconography, a body of sources that is also poorly attended. It identifies ambiguities and tensions that influenced the independence process to suggest how republican notions “from below” were produced in Cuba around independence, slavery and the Republic. With this, the work contributes to restoring republicanism as a central tradition in Cuban political history, not as an echo of projects from other countries but as a result of popular political production.

Abstract This study of Hunan province during China’s Nanjing decade (1927-1937) shows how militia training could play a key role in the extension of state control both over local militia and through militia into local society. Provincial authorities in Hunan used an argument for the need to increase the efficacy of militia through more rigorous military training to justify an activist intervention in local militia organizations. This training goal then provided a means of extending increased state control over militia as provincial personnel were dispatched to “supervise” local militia training, as local militia leaders were evaluated on the basis of their ability to provide this training, and as training content was expanded to include political indoctrination as well as military skills. Meanwhile the government strengthened ties with local militia officers through extended training programs in the provincial capital or in army units. While many of these efforts focused on standing militia forces and their officers, training programs were also instituted for the mass membership of lower-level “volunteer corps.” More than just political indoctrination, the regimentation instilled by regular training programs also worked to increase the state’s control over the lives of its citizens.

Abstract Both Republican and Democratic administrations make regulatory and funding decisions with close reference to benefit–cost analysis (BCA). With respect to regulation, there has been a great deal of academic discussion of BCA and its limits, but almost no attention has been paid to the role of BCA in government funding. That is a serious gap, not least in connection with climate-related risks, such as wildfire, drought, extreme heat, and flooding. Office of Management and Budget (OMB) Circular A-94 sets out guidelines for the BCA required when people are applying to many federal discretionary grant programs. Through Circular A-94, OMB has long required applicants to demonstrate that the benefits of their projects would exceed the costs. But under Circular A-94 as it stood for many years, efficiency-based BCA could produce results that fail to maximize welfare and that are also highly inequitable. The 2023 revision of Circular A-94 focuses more directly on welfare and equity, which are now – not uncontroversially – being brought directly into policy. At the same time, the new Circular A-94 raises fresh questions about how best to promote welfare, and to consider equity, in practice. This article explains the economic foundations for promoting welfare through distributional weighting – and how the old BCA guidance fell short. It then offers recommendations on how to operationalize distributional weighting on the ground specifically for government spending programs – and for BCA more broadly.

This paper examines how Republicans and Democrats in the U.S. House of Representatives vary in their earmarking behavior. After a 10-year moratorium, Congress enabling members to request small grants for community programs in their districts in the 2021 appropriations process. As part of a reform designed to limit corruption and wasteful spending, members had to submit written justifications for the grants, which provides insight into how members of Congress view their role as representatives. In performing a content analysis on 3007 earmark justifications, we find that Democrats are more likely to name the specific social groups comprising their party coalition in their justifications; Republicans rarely do so. Democrats are also more likely to request grants on their core partisan priorities, while Republicans tend to focus on large local infrastructure projects that are seemingly unrelated to their national priorities. Finally, we find some, but limited, evidence that earmark requests are a result of the different kinds of districts that members represent.

Статья посвящена некоторым результатам полевых исследований русского старожильческого населения Наурского и Шелковского районов Чеченской Республики в начале 2018 г. Автор исследовал особенности исторических представлений, вопросы этнокультурной идентичности, обращает внимание на некоторые аспекты конфессиональной, материальной, соционормативной и духовной культуры. Катастрофическое состояние исторической памяти и традиционной культуры позволяет признать одним из приоритетных направлений культурной политики в Чеченской Республике вовлечение русских и казачьих культурных центров в работу по проектам целевых республиканских и федеральных программ. Необходимо целевое финансирование ежегодных мероприятий, подобных Дню наурской казачки, который получил статус общеказачьего праздника и собирает сотни людей из разных регионов Российской Федерации; проведение совместных фестивалей казачьей и вайнахской культуры; восстановление традиционного репертуара действующих народных исполнительских коллективов; создание музеев казачьего быта и интернет-ресурсов, посвященных традиционной культуре русских Чечни. Необходимо и продолжение исследовательских проектов, которые выступают важными средствами интеграции в местном этнокультурном пространстве и работают на самоидентификацию русского старожильческого населения. Ответственным за проведение социально-экономической политики в регионе было бы неплохо принять к сведению то обстоятельство, что здесь испокон веков проживали рыбаки, земледельцы, виноградари, садоводы; сейчас же перекос сделан в сторону животноводства, что нарушает традиционную систему жизнедеятельности и экологическое равновесие. Представляется, что подобные опыты востребованы в контексте выстраивания сегодня национальной и культурной политики в республике и на Северном Кавказе в целом. The article is devoted to some results of field research of the Russian old-timer population of the Naursky and Shelkovsky districts of the Chechen Republic in early 2018. The author studied the features of historical representations, issues of ethnocultural identity, draws attention to some aspects of the confessional, material, socionormative and spiritual culture. The catastrophic state of historical memory and traditional culture makes it possible to recognize it as one of the priority directions of cultural policy in the Chechen Republic the involvement of Russian and Cossack cultural centers in the work on the projects of targeted Republican and Federal programs. It is necessary to provide targeted funding for annual events such as the day of the Naurskaya Kazachka, which has received the status of a nationwide holiday and gathers hundreds of people from different regions of the Russian Federation; holding joint festivals of Cossack and Vainakh culture; the restoration of the traditional folk repertoire of existing performing arts groups; the creation of museums of the Cossack everyday life and Internet resources in the traditional culture of the Russians of Chechnya. It is also necessary to continue research projects that come in important means of integration in the local ethno-cultural space and work on the self-identification of the Russian old-resident population. Those responsible for the implementation of socio-economic policy in the region should note the fact that here for centuries fishermen, farmers, winegrowers, gardeners lived; now the bias is made towards animal husbandry, which violates the traditional system of life and ecological balance. It seems that such experiments are in demand in the context of building a national and cultural policy in the Republic and in the North Caucasus as a whole.

Abstract This essay reviews six recent books that explore how revolutionary upheavals pushed imperial and republican projects alike to experiment with novel political ideas and mechanisms. These initiatives came in response to calls for representation and equality throughout the Age of Revolution. In doing so, these books reveal the failures and successes of these projects in responding to these demands. The authors of these works show that republican and imperial processes of state-building and legitimacy-building did not have a predetermined outcome—quite the opposite. To constitute themselves as valid political alternatives, revolutionary, imperial, and republican projects had to adapt to different actors’ expectations, contingencies, and growing geopolitical tensions. By exposing those adaptation processes, the six books under review demonstrate that the Age of Revolution was a period of intense political experimentation across the ideological spectrum.

The main encyclopedias of republican significance are shown: these are the first ones prepared in the 1930s. as well as those published at the beginning of the XXI century. Characteristics and perspectives of compiling of the national-and-regional encyclopedias are identified.

Abstract:
The article discusses the main theoretical provisions of the republican tradition in modern political theory. The main attention is focused on the works of F. Pettit and Q. Skinner. The position of the republican tradition in the political theory of the second half of the twentieth century is presented and the popularity of this tradition is argued today, the theoretical background of the actualization of republican theory is highlighted. It is shown how the republican theory was updated by the Cambridge School of the History of Political Thought. The features of the republican theory, which consists of two points, are considered: the openness of the republican project to alternative political theories (projects), representatives of the republican theory focus not on political theory, but on the history of political thought, that is, they do not develop their own theoretical project, but actualize in political theory and adapt the republican tradition to modern political practices. The origins of the republican tradition in the history of Western political thought are traced, special attention is focused on the development of republican ideas during the civil war in England (1642-1651) and the political/ideological confrontation between parliamentarians and royalists, focuses on the concepts of «political body» and «king-in-parliament». The criticism of the republican understanding of liberty by T. Hobbes and the consequences of this criticism for the political theory of the Modern era is traced. It is shown how the republican understanding of freedom is supplanted by the negative concept of freedom in modern times, why the liberal theory begins to be based on the negative concept of freedom. The republican understanding of freedom as non-domonation and the relationship between the concepts of positive liberty, negative liberty and liberty as non-domination are considered. Criticism of the republican tradition of a liberal interpretation of liberty is presented. The significance of the theoretical developments of the republican tradition for modern political theory is highlighted and the fundamental difference between the republican approach and the liberal one is shown.
