Abstract:
This study aims to find the forms of strategies and functions of requests in English that are used in several films with different ratings. Another objective of this research is to find the relations between the uses of strategies and functions of requests in English. Film is a picture of everyday life and we can see the cultures of a society, one of which is the use of language. To view the request speech acts in English, then two films that use English as a communication tool with regard to the different ratings were selected. The selection of films with different ratings are intended to see differences in the use of language in movies watched by children and adolescents. Rating in the selected movie consists of G (general audiences) and PG (parental guide suggested). Rating G is a film that is for the public, which means that the film can be watched by all ages. Rating PG is a movie that can be watched by children under parental guidance. Having found the forms and strategies of request speech acts in different films with different ratings, the situations and conditions of the use and the functions of request strategies were identified. Forms of speech act strategies invoked were classified based on the theory advanced by Trosborg (1995), while to see the functions of request speech acts Tsui’s Theory (1994) was used. As for achieving the objectives of this study, the authors use several effective methods. In collecting the data, the techniques used were watching and listening to the films that have been selected. Then recorded phrases of request speech acts found in the films. Once collected, the data were analyzed by using analysis technique proposed by Spradley (1980), ie domain analysis, taxonomic, componential and cultural value. From the analysis, it was concluded that there was no difference in strategies and functions used in the two films. Both use four strategies, namely indirect request, the hearer-oriented condition, speaker-based condition, and direct request. In addition, they also illustrate the same five functions of request speech acts, request for action, request for permission, offer, invitation, and proposal. The most frequently used strategy and function are direct request and request for action respectively.

Abstract:
<p><strong>Purpose:</strong> The purpose of this paper is to identify and determine reasons why construction companies reject some of the request for proposals (RFPS) suitable for them. <br /><strong>Methodology/Approach:</strong> The research has several parts. Within the first part the list of reasons which lead to rejection of RFPS and thus potential client are identified. Then the comparison of differences between groups of rejected RFPS with different configuration is made. The last part of research use Pareto analysis to determine most obvious and most costly reasons of rejection of RFPS. <br /><strong>Findings:</strong> The paper identifies 12 reasons, why construction companies decline to prepare proposal for their potential clients. It also doesn’t confirm that configuration of RFPS has significant impact on the rejection of RFPS. Moreover the results on the other hand showed that insufficient trust represent the main barrier which influences the rejection of RFPS in selected company.<br /><strong>Research Limitation/implication:</strong> The main limitation of the research is that it is based on single case study. Although, the quantitative results have to be generalised very carefully, on the other hand paper provide list of the possible reasons why construction companies decline to compete for an offer. <br /><strong>Originality/Value of paper:</strong> The paper provides unique perspective because apart from traditional attitude, where only the submitted RFPS are evaluated, this paper analyses rejected RFPS and tries to identify and determine reasons why construction companies decide not to prepare proposal and thus reduce the possibility to acquire new contract.</p>

Abstract:
Web service categorization is a daunting task since it requires semantic descriptions of those services which are not provided to the majority of those websites. The proposal of a Semantic based automated service discovery requires a request from the user that can be analyzed which then provides the user with a list of related webs services based on the request that instigated the search. The problem with these service categorizations listed in the Universal description Discovery and Integration (UDDI) is the way the information is related to one another. The relations follow a syntactic method. Semantic based service descriptions is necessary for accurate web categorization. With the help of machine learning we can also predict the user’s service request automatically based on previous searches and also select the best web service for a particular request that the user has made using a k-nearest neighbor algorithm. By doing this we can distinguish between the various types of user requests, provide services that are suitable for that particular request as well as suggest other services that might potentially suit the needs of the user.

Software Requirement Analysis is one of the most important and critical activity of software development, that affects the development cost and success of end product. This paper proposes to add both formal and informal specifications of NFR to Request for Proposal document. It ought the developers to focus on each NFR right from the beginning of development process. In this paper NFRs are specified informally by extended use case and formally by proposed extension to Formal Reference Model. The paper claims that the proposed add-ons related to NFRs are qualitative one and can be considered as standard add-ons in RFP documents to deal with NFRs. It shall act as important step during early planning system for designing and implementing proposed software. The complete procedure is illustrated using a general case of cafeteria ordering framework.

O objetivo deste trabalho foi identificar os impactos nas vendas de um hotel de negócios com a utilização da ferramenta RFP. Metodologicamente o trabalho caracteriza-se, quanto aos objetivos, como exploratório e descritivo; com relação aos procedimentos utilizou-se a pesquisa documental, a bibliográfica e o estudo de caso; com relação a abordagem do problema, apresenta-se como uma pesquisa mista. O estudo foi operacionalizado com a análise de dados financeiros e índices de desempenho da empresa, além de entrevista junto a gerente de vendas do hotel. Os resultados demonstram que apesar dos números apresentados não serem aparentemente significativos, quando analisados separadamente, são importantes em relação aos resultados gerais do hotel, mostrando o potencial da ferramenta. Pode-se concluir que os retornos auferidos comprovam impactos positivos para as vendas do hotel, pois a ferramenta influi não apenas nas vendas de hospedagem, mas também em setores como alimentos e bebidas, eventos, telefonia e lavanderia. Most European courts face overloading. Therefore the Single European Act has incorporated Article 168A into the lifiC Treaty. According to this article the Court of Justice of the European Communities may request the Council to create a Court of First Instance with a limited jurisdiction. This request has been made by the Court on September 29, 1987; by its decision of October 24,1988 the Council has approved of this request. The reason behind this proposed change in the procedure before the Court of Justice is the enormous pile of cases on the desks of the Judges in Luxembourg. Apart from this, already institutionalised remedy, other ideas are also circulating in Luxembourg with a view to improve the existing practice of the Court of Justice. One of these ideas concerns the possibility of abandoning the institution of Advocates-General by merging them with the corps of judges. Only in cases of exceptional interest one of the judges could act as a Advocate-General. I do not intend, however, to give a full account of the possibilities which have already been put forward in order to improve the working of the Court of Justice. This note will look at the other ‘European Court’, that is, the European Court of Human Rights (European Court), which is one of the organs created by the European Convention for the Protection of Human Rights and Fundamental Freedoms (European Convention). This Court is ill so overloaded with cases, just as its counterpart in Luxembourg. Kill unlike the constitutional changes in the European Communities, none of the proposal measures to improve and accelerate the work of the European Court has been incorporated in an amendment of, or an additional protocol to the European Convention.

According to Howard’s proposal of chaining compliance techniques and based on the proximity of interpretation of their effects, this study aimed to test a combination of two paradigms: a door-in-the-face request that makes a high-cost request before the target request and the but-you-are-free request that adds an evocation of freedom to the request. Two experiments were conducted ( N = 120 and 1,292) to promote donations to non-profit organizations. There were four conditions. Participants were approached according to the door-in-the-face procedure, to the but-you-are-free procedure, to a combination of both of them, or directly in a control condition. There was an increase of compliance rates in experimental conditions compared to the control condition and an increase in the average amount donated in the combination condition compared to the control condition in the second study. Results are discussed in terms of responsibility and guilt mechanisms, and future developments are proposed.

The growing number of the Web Services available on the Web without explicit associated semantic descriptions raises a new and challenging research problem: How to discover efficiently the relevant Web Services that fulfill the user expectations. However, many services that are relevant to a specific user service request may not be considered during the service discovery process. In this paper, the authors address the issue of the Web Service discovery given nonexplicit service description semantics that match a specific service request. Their approach is based on a captured user goal from an HTML form and the traceability and involves semantic-based service categorization, semantic discovery and selection of the best Web Service. Furthermore, the authors' proposal employs ontology matching algorithms to match a specific goal to an existing Web Service. An experimental test of the proposed framework related to the Medical Analysis domain is reported, showing the impact of the proposal in decreasing the time and the effort of the discovery process as a whole.

Drawing on fifteen video-recorded planning meetings as data, and on conversation analysis as a method, I examine the interactional import of the common Finnish practice of constructing a proposal as a thought. As a point of departure, I consider two different types of conditional utterances in which a speaker presents a plan: (1) ‘asking conditionals’ (jos ‘what if’ prefaced declarative conditionals and interrogative conditionals) and (2) ‘stating conditionals’ (declarative conditionals). While asking conditionals mark the plan as contingent on the recipient’s approval and involve a straightforward request for the recipient to engage in joint decision-making about the proposed plan, stating conditionals are regularly treated as informings about plans in which the recipients have actually no word to say. However, when asking and stating conditionals are prefaced with references to the speakers’ thoughts (mä aattelin et ‘I was thinking that’), the projected responses and sequential trajectories are more open-ended: The participants have the opportunity to share the responsibility, not only for what is to be decided with respect to the proposed plan, but also for what is to be jointly decided upon in the first place. Constructing a proposal as a thought seems thus to be a practice with which participants may enable the symmetrical distribution of deontic rights at the very beginning of joint decision-making sequences.

How do individual party representatives respond to direct policy requests from citizens when the requests go against the party’s position? In a survey experiment, 2,547 Swedish politicians are randomly assigned to scenarios in which citizens make contact to influence a political decision. Their willingness to respond to citizens’ policy requests is measured using six indicators that capture adaptive as well as communicative responsiveness. The results show a lower willingness to adaptandto communicate when the request disagrees with the party’s position. ABSTRACT Having determined that the Navy's small and medium oil skimmers should be replaced, the Naval Facilities Engineering Command issued a request for proposal for an oil skimming system. Requirements and selection criteria were developed by the Naval Civil Engineering Laboratory. Six technical proposals were found to meet Navy requirements. Of the manufacturers who were asked to submit prices for their systems, Crowley Environmental Services (CES) was the lowest bidder. The proposal submitted by CES was for a floating belt mop skimmer system. The contract awarded to CES was conditional on the successful completion of two series of tests. In all the tests, the skimmer's performance confirmed the data submitted in the technical proposal.

Acquisition reform has caused the cancellation or conversion of many military specifications and standards. One of the standards targeted for conversion by Air Force Material Command (AFMC) was MIL-STD-1540. The standard provides details for the testing of launch, upper stage, and space vehicles. AFMC requested that MIL-STD-1540C be converted from a standard to an alternative form of documentation. To answer this request, The Aerospace Corporation and Space and Missile Systems Center used an innovative approach to develop a document that retained the value of the original standard. The new document is MIL-PRF-1540 (a Military Performance Specification). MIL-PRF-1540 is intended for use in the Request For Proposal (RFP) instructions for new procurements of space hardware. The value of MIL-STD-1540C was retained by incorporating it into the already existing MIL-HDBK-340. The revised handbook, MIL-HDBK-340A, is referenced by MIL-PRF-1540 as guidelines only.

A comparison of why proposed science programs succeed or fail to attract public financial support in the American political arena, this article examines three cases ranging from the 1920s to the 1950s: a unique, multi-disciplinary proposal emerging from the U.S. Navy's 1924 conference on oceanography, U.S. participation in the Second International Polar Year of 1932-1933, and U.S. participation in the International Geophysical Year of 1957-1958. Each proposal emphasized societal benefits and applications of the earth, ocean, or atmospheric sciences. Each began from the bottom up, i.e., people trained and working in the scientific disciplines originated the idea and expressed their support through reports, letters, and participation in committees or conferences. However the proposals experienced different fates. While the promoters of the International Geophysical Year succeeded in gaining relatively substantial federal support, and the backers of the Second International Polar Year gained a modest amount, the U.S. Navy failed to persuade the Coolidge White House to request congressional appropriations for an oceanographic program. The concepts and tools from policy analysis can help to explain why the proposals experienced different outcomes.

The given article aims to evaluate different quantitative demand forecast methods through a case study on a glass tempering company. The analysis were held based on historical data series, which allowed the use of a part of this data for method application and another part for comparison and validation of the model`s results. The methods were compared based on obtaining the mean absolute error. In the studied company, the raw material request for the suppliers was made when new orders are ordered (pulled production). This method results in longer responsiveness, mainly due to the waiting time of raw material arrival. The application of those different demand forecasting models were analysed over three types of products on the tempered glass category, which represents a total volume of 65% of the company's costs. As a result, two methods were better adapted to the real data, providing absolute errors between 0.25 and 0.29. This given work showed that the application of the demand forecasting methods would reduce orders delivery time, what could lead to real gains to the analyzed company.

In response to the continued expansion of “red flag” laws allowing broader classes of people to petition a court for the removal of firearms from individuals who exhibit dangerous conduct, this paper argues that state laws should adopt a double-filter provision that balances individual rights and government public safety interests. The main component of such a provision is a special statutory category — “reporting party” — that enables a broader social network, such as co-workers or school administrators, to request that a law enforcement officer file a petition for an Extreme Risk Protection Order (ERPO). A double-filter provision would not give reporting parties a right to file a court petition directly. Instead, parties would file a request for petition with law enforcement officers (first filter), who must seek an ERPO from the court if they find the reporting party's information credible. That information is then transmitted to the court (second filter) as a sworn affidavit of the reporting party. The goal is to facilitate a balanced policy model that (1) widens the reporting circle in order to feed more potentially life-saving information into the system, (2) mitigates the risk of erroneous deprivation of constitutionally protected due process and Second Amendment rights.
