Abstract:
Purpose – The aim of this research was to study collection development practices in some selected private university libraries in Malawi with special focus on University of Livingstonia and Adventist University Libraries. Design/methodology/approach – This research employed a case study approach that made use of both quantitative and qualitative methods. Data were collected using interview guides and coding schedules. Interviews were conducted with university librarians of the two institutions. Self-administered questionnaires were administered to the Finance Officers and University Librarians of the institutions covered by the study to collect financial statistics and data relating to collection development. Qualitative data were analysed thematically while quantitative data were analysed using Ms Excel. Findings – Findings of the study indicated that private university libraries in this study are funded mainly by parent institutions. Funding is not adequate as is the case with public university libraries in the country. This had adversely affected collection development practices that include purchase of materials and staff training. The two institutions, however, differed in terms of the other collection development activities they undertook, and magnitude of the challenges they faced, something that was attributed to slight difference in terms of funding they got from parent institutions. Practical implications – The study sheds light on the collection development practices of University of Livingstonia Library and Adventist University Library, and challenges facing them. Some of these findings mirror those of other libraries not only in this sector, but also public university libraries in the country. Suggestions on how the collection development challenges facing the two libraries could be tackled have been made. It is hoped that the suggestions made could benefit other libraries who find themselves in a similar situation, if implemented. The study findings could also inform future researchers venturing in the same field. Originality/value – Very little is known about the collection development practices of private university libraries not only in Malawi but the world at large owing to lack of significant research undertaken on the topic. This study is, therefore, significant because its findings fill up the existing knowledge gap. If acted on, recommendations made could also help solve some of the challenges that are being faced.

Purpose – The purpose of this paper is to explore issues, approaches and challenges in providing strategic direction to university libraries on developing their physical space in what is increasingly a digital age. A key aspect of the work is to explore how university libraries and their senior staff can widen libraries’ role to inform the strategic direction of formal and informal learning spaces across the institution. Design/methodology/approach – Research and perspectives from across the world provide the context for the study. A single site case study based at Loughborough University in the UK is explored to demonstrate how strategy for university library space is developed. The case study also provides an example of how a university library has extended its influence on other informal learning spaces. Findings – University library physical space has an important role in learning, teaching and research, despite the increase in digital information provision. For effective strategy, information and evidence needs to be collected from a wide range of sources. The experience and skills that university libraries have developed in managing learning spaces can be transferred to learning spaces elsewhere in the university. Research limitations/implications – This is a single site case study. Practical implications – The case study provides approaches and ideas that can be applied by university libraries in the strategic development of learning spaces. Originality/value – The paper provides an innovative and informed insight into how university libraries can influence learning and teaching spaces across university campus/site. Further research would be valuable to identify practice more widely. Surveying, from a library perspective, university and university estate, management strategies for content relating to libraries and formal and informal spaces across the institution and what is going on/being planned in this area would further progress the debate.

Purpose The purpose of this paper is to highlight collection development activity in UK higher education libraries and to place it within both a conceptual and strategic context. Design/methodology/approach This paper uses a theoretical approach to collection development and content strategy derived from literary theory to contextualise debates. It uses current examples from collection management within UK academic libraries. Findings This paper suggests that collection development is not exclusively a library practitioner activity but needs to be considered within a wider context that takes account of multiple strands of collection selection and management. Collection development cannot be considered in isolation but alongside collection management and in relation to content strategy. Research limitations/implications This paper includes consideration of the topic of collection development that is influenced by other disciplines, notably literary theory. This suggests that research in library science should include input from other disciplines. Practical implications This paper includes implications for content development within academic libraries that suggest that a re-focus at the strategic level of content is required. Originality/value This paper introduces a conceptual register to collection development outside of traditional library science models and posits a move to strategy.

PurposeThe purpose of this paper is to examine the barriers to effective resource sharing among academic libraries in Nigeria.Design/methodology/approachProfessional librarians from six randomly selected federal university libraries representing the six geopolitical zones in Nigeria were surveyed using a descriptive survey research design. Questionnaires were sent to 124 librarians; 85 were returned and found to be usable, for a response rate of 68.5 per cent.FindingsThe study revealed that the prospect for resource sharing among university libraries in Nigeria is high. However, factors that hinder effective resource sharing include inadequate funding, a dearth of skilled librarians, power outages, an absence of web‐accessible OPACs, uneven development of libraries, and slow progress of library automation. It is recommended that each university library have a specific annual budget allocation for ICT development and maintenance and for training of librarians to pilot resource sharing projects.Originality/valueThis paper presents resource‐sharing challenges facing academic libraries in Nigeria. It encourages information professionals to embark on capacity building for effective resource sharing. This paper was prepared for the 12th Interlending and Document Supply Conference, held in September 2011.

Concept of embedded librarianship has continued to attract attention in research and academic discourse globally, especially in the advanced countries. There is still growing interest to discovery of the perceived factors for a successful practice of the term among the developing countries. The aim of this study is to investigate the effects of Librarians’ information literacy skills, professional development, academic engagement and learning management use on practice of embedded librarianship. The study used Questionnaire to generate information from 355 librarians from 11 universities in Northeast, Nigeria. The result revealed that academic engagement, professional development and information literacy skill has positive and significant effect on embedded librarian practice while learning management system use failed to pose significant effect. Moreover, information literacy skill had positive and significant effect on academic engagement and professional development but failed to affect learning management system significantly. Also, academic engagement posed the highest effect on professional development, while learning management system use failed to produce significant effect on embedded librarian practice. The study concludes that embedded librarian practice is bright within the study environment, however, the use of information technology by the libraries and skill among the librarians was recommended.

The creation and management of digital library collections is a relatively new field of librarianship that nevertheless has produced a substantial literature. Because the development of digital information resources can be an expensive undertaking, it is not surprising that the institutional pioneers in digital development typically were large academic research libraries or federally funded agencies. As a result, librarians and information managers from such institutions have tended to dominate the professionaldiscourse on digitalization. At an April 2003 conference in Los Angeles presented by the Northeast Document Conservation Center, for example, the speakers were from Harvard University, Duke University, Cornell University, UCLA, the University of California–Berkeley, Columbia University, the Research Libraries Group, the National Archives and Records Administration,and the Library of Congress—hardly a representative cross-section of American libraries.1

 Abstract
 
 Objective – To explore academic library administrators’ perceived value of their librarians’ research, specifically the importance to the profession and the library community.
 
 Design – Qualitative, exploratory study using a survey questionnaire.
 
 Setting – Academic libraries in the United States of America. 
 
 Subjects – 23 library administrators. 
 
 Methods – During the summer of 2010, one of the authors conducted 20-30 minute telephone interviews with 23 academic library administrators. Interviews were recorded and transcribed for coding. Interview questions 1-3 and 8-19 were content-analyzed; the authors described common themes for each of these questions. Items 4-7 had Likert scale response formats, and a mean and standard deviation were computed for each of these items.
 
 Main Results – The benefits of librarians’ research included fulfilling tenure-track requirements, enriching relationships with teaching faculty, library faculty recognition, improved services and programs, collaboration with others, research result application to daily issues, development as librarians, and improved knowledge of the research field. 
 
 The perceived current changes and future issues for university libraries included increased digitization of collections, scholarly communication, and expanded instructional engagement of faculty and students, as well as future economic downturn and budget cuts. Administrators noted several methods that influenced their thinking: professional meetings, reading professional journals, informal discussions with colleagues, and social media such as Facebook and Twitter.
 
 Academic library administrators used a variety of methods to support their librarians’ research. These included tenure-track requirements, research incentives, travel funds, grants, sabbaticals, release time, and shared communication about research. Additionally, there was a substantial perceived interrelationship between how librarians’ research benefited the librarian, the library, the university, and the profession. Recognition and new programs and services were thought to benefit all four areas, and monetary rewards were considered benefits for the first three areas.
 
 Conclusion – Based on the sample of 23 academic library administrators, the authors conclude that librarians’ research is perceived as valuable to both the academic and library communities.

The present study aimed to assess the establishing, managing and sustaining of public school libraries in KwaZulu-Natal (KZN) in order to recommend ways to improve the appropriateness of training and development of teacher-librarians currently offered at the University of Zululand. Both interpretive and critical research paradigms were embraced, while a case study method and inductive reasoning were followed. The findings indicate that most public school libraries surveyed are neither fully functional nor properly resourced. They lack full-time teacher-librarians who are trained to manage and integrate their collections into the curriculum. Furthermore, the quality of library services differs markedly between rural and urban schools. It is recommended that the provincial Department of Education (DoE) school library services selectively award teacher-librarian bursaries to suitable candidates and then combine these awards with the provision of core collections of books and technologies, thereby linking the establishment of their school libraries to the practical outcomes in the two-year university-based training programme.

 On April 2, 2018, the State Council of China formally released a national research data management (RDM) policy “Measures for Managing Scientific Data”. Literature review shows that university libraries have played an important role in supporting Research Data Management at an institutional level in countries in North America, Europe and Australasia. The aim of this paper is to capture the current status of RDM in Chinese universities, in particular how university libraries have involved in taking the agenda forward.
 This paper uses mixed methods: a website analysis of university policies and services; a questionnaire for university librarians; and semi-structured interviews. Findings from website analysis and questionnaires indicate that RDS at a local level in Chinese Universities are in their infancy. On the whole there is more evidence of activity in developing data repositories than support services. Despite the existence of a national policy there remain significant barriers to further service development, such as the lag in the creation of local policy, insufficient funding for technical infrastructure, shortages of staff skills in data curation, and language barriers to international data sharing and open science. RDS in Chinese university libraries are still lagging behind the English-speaking countries and Europe.

Institutions of higher education have strategies on digitization and the use of digital learning resources for their teaching in place. One initiative from the university libraries aiming to operationalize such strategies is a three-year Nordplus project that was completed in the autumn of 2019. The libraries at Aarhus University, Lund University and the University of Bergen have worked together on the development of e-learning objects, and their implementation and evaluation. The aim of the project was to develop the library's teaching of information literacy in a co-creation between libraries, the academic community and students. 
 This article will shed light on the prerequisites that must be met for competency development among participants in a project to take place. We present relevant research and literature, and take a closer look at the project's activities and processes. In the analysis we discuss our experiences in relation to the literature presented, and we conclude, among other things, that participating in a project is engaging and enhances quality in learning processes. We also believe that collaboration in a wider academic network for educational librarians in the future will contribute to a stronger and clearer position as an educational actor for Nordic libraries in higher education.

Management control system is an essential process by which all members of the organisation work as team to achieve a better output and improved service delivery. Despite the importance of management control system, university libraries in South East, Nigeria seem to have issues with its application. This study investigated management control system, issues and prospects in university libraries. The main purpose of this study was to assess the management control system and challenges associated with its application in university libraries in South East, Nigeria. The research design adopted was descriptive survey design. The population of the study was 163 librarians in federal and state university libraries in South-East, Nigeria, and was all used without sampling as the number was considered manageable. The instrument used in gathering data for the study is questionnaire which was analysed using mean and standard deviation. Findings revealed that university libraries employed performance appraisal system, duties rotation system, controlled activities system and regulation of staff attendance. Result also showed that management control system contributes to effective job performance by enabling employees to understand their job expectations and encourages librarians' attitude to work. Challenges associated with utilising management control system include lack of adequate staff development, training and effective communication. Strategies for enhancing management control system in university libraries include adequate financial support to libraries to enable them acquire necessary facilities in order to achieve effective management control system, frequent training and development programme. The researcher recommended that federal and state governments should make funds available to university libraries to enable them adopt effective management control system and procure facilities and resources to enhance job performance.

PurposeThis paper seeks to examine the integration of the Western concept of dynamic equilibrium and wa, the Eastern concept of harmony, and how wú wéi (maintaining centrality, hence, stability, in a dynamic environment) is fundamental to the sustainable development of the library system in a harmonious manner.Design/methodology/approachThe Western concept of self and the Chinese Taoist concepts of change and stability are used to examine the role of the human being – the librarian – in the constantly evolving environment.FindingsThe paper finds that four competing values faced by the librarian are based on the needs to adopt internal focus, external focus, flexibility and control. The four competing values generate issues confronting the academic librarian. Frustration – what challenges and pressures do academic librarians currently face in the university environment specifically? History and destiny – what lessons can the history of libraries in universities give us about their future role in the scholarly community? Constraints – what are the possible environmental barriers which might prevent librarians working dynamically in parallel with or ahead of university “strategists”, to secure their vision as key players in tomorrow's academy? Conflicting forces from library stakeholders are analysed in a competing values model which encompasses the elements of organisation systems and organisational culture.Originality/valueThe competing values framework provides the basis for formulating a research agenda to investigate the central role played by university libraries in the societal development of human‐kind.

The lack of practical experience and the changing competencies required of new graduates are discussed frequently at professional meetings and in the library literature. Diversity initiatives on college and university campuses and within the ALA also have raised awareness of the underrepresentation of minority librarians. Post-master’s residency programs are one approach that academic and research libraries have used to address these continuing human resource concerns. This article examines post-master’s residency programs from the perspective of former residents. The survey findings present important information for libraries that currently host residency programs or are considering implementing new residency programs in the future, as well as for library educators.

Purpose – The core purpose of the study is to find the existing status of digital libraries (DLs) in university libraries of Bangladesh and to see whether university libraries of Bangladesh are ready to convert their traditional libraries into digital ones. Other purposes include: to explore the status of adoption of subscription-based e-resources among the university libraries in Bangladesh; to assess the level of information and communications technology skills of library and information science (LIS) professionals working in the university libraries; and to illustrate the government initiatives on digitization/DL development. Design/methodology/approach – The current study used the mixed methods, i.e. qualitative and quantitative. A questionnaire was prepared to assess the existing status of DL systems in university libraries of Bangladesh and to meet other purposes of the study. The population of the study included the heads of the public and private university librarians in Bangladesh. Several phone contacts were made for this study. A good number of e-mail addresses of the librarians of public and private universities in Bangladesh were collected over the phone. The study was conducted from June 2012 to September 2012. Of the 50 identified respondents, the author received 30 completed questionnaires. The heads of 18 public universities and 11 private universities and one international university responded to this study. Two responses were received by post. Therefore, the response rate for the current study is 60 per cent. Findings – As part of the government’s pledge to build “Digital Bangladesh”, several initiatives have been taken that are related to digitization, information development and developing repositories and e-services for citizens. However, not much initiative has been taken to develop nationwide DLs in Bangladesh. In terms of e-resource usage scenario, public university libraries are better in offering e-resources to its students and faculty members than private university libraries in Bangladesh. Finally, it turned out that the majority of the university libraries in Bangladesh are not ready to be digital. Lack of funds, lack of infrastructural support and lack of skilled LIS professionals are the main reasons hindering the development of DLs in the university libraries of Bangladesh. Originality/value – This study will help DL researchers around the world in getting information on the status of DLs in Bangladesh. The Government of Bangladesh, policymakers, university authorities and LIS professionals in Bangladesh will highly benefited from this research. No study to find DL readiness of the universities has so far been conducted.

The preparedness and ability to accept, understand and create innovations is a factor of efficient development of modern society. The modern libraries have to be information centers to concentrate the world information resources within. The libraries’ main task is to generate, preserve and systematize resources and make them accessible to the users. The library is examined as a system being influenced by external and internal factors. The library as an independent element in its turn impacts the information and education environment of the universities. The e-libraries offer the wide scope of services to support universities’ education and research activities. Therefore, the university educational strategy should facilitate the transfer to an innovative model. The priority development of education system has to prepare individuals for competing in the society of dominating intellectual resources and innovations. The libraries have to be proactive in generating their own strategic programs and the university strategies, too.The authors examine the university library as an integrated system comprising the elements of diverse characteristics and complexity influence of external and internal factors. The e-library services and possibilities being offered to users are analyzed. The concept of “active university library” is defined as the system of user information services provided in any format and with any media based on traditional and networked services as well as on query-leading basis. The e-library promotion through information selective dissemination is discussed. The principle of active e-library’s impact on the library’s proactivity is promoted.

To what extent do academic and research libraries contribute to the work of their mother organizations, i.e. research institutes and universities? What is the role of libraries in scientific research? Which problems do hinder the development of librarianship? These and related questions were in the focus of an analytical study conducted in 2018 by Springer Nature, which sent many questionnaires to the libraries around the world with a supplementary limiting interview of 20 librarians. Some part of the responses was quite predictable, and respondents specified the library problems as lacking money, underestimation of the library services and libraries themselves, toughening requirements of university community, and expanding needs of research teams. The respondents often mentioned new, positive approaches in the work of libraries – support of researchers willing to publishing their papers, building and maintaining repositories, increasing independence of libraries in acquisition process and collection development. The study findings offer some solutions to the dispute about the status of libraries and their prospects, which is held by our reputable experts, e.g. V. K. Stepanov, Yu. N. Stolyarov, etc.

Purpose – Collection development in a post-subject librarian age needs to be done differently; utilising data, metadata, analytical tools and automation more fully may offer new possibilities. The purpose of this paper is to report and evaluate an exploratory project into new techniques for collection development at the University of Manchester Library. Design/methodology/approach – The project employed a cross-team approach where a relatively large number of staff tried some innovative and experimental approaches to individual aspects of a large and complex task in a large, research-intensive university library. The overriding aim was to exploit data to support decision making and to push automation as far as possible. Findings – The quality of (meta)data remains a huge hindrance to data-driven approaches. A proper understanding of usage data is an urgent but intractable issue. Human input and relationships are still important. Data are nothing without analysis, and many librarians currently lack the data fluency to work confidently in a world of dynamic content curation. Practical implications – Librarians need both to re-skill and to change their self-identification and the philosophy that underlies it if they are to achieve confident, data fluency. Originality/value – The University of Manchester Library was one of the first libraries in the UK to make a thoroughgoing structural change from subject-based to functional teams. This paper will be of value to other libraries moving in this direction, and to those looking to make more use of data-driven decision making in collections management.

Purpose – The purpose of this paper is to describe the evolution to date and future directions in research data policy, infrastructure, skills development and advisory services in an Australian university, with a focus on the role of librarians. Design/methodology/approach – The authors have been involved in the development of research data services at Griffith, and the case study presents observations and reflections arising from their first-hand experiences. Findings – Griffith University’s organisational structure and “whole-of-enterprise” approach has facilitated service development to support research data. Fostering strong national partnerships has also accelerated development of institutional capability. Policies and strategies are supported by pragmatic best practice guidelines aimed directly at researchers. Iterative software development and a commitment to well-supported enterprise infrastructure enable the provision of a range of data management solutions. Training programs, repository support and data planning services are still relatively immature. Griffith recognises that information services staff (including librarians) will need more opportunities to develop knowledge and skills to support these services as they evolve. Originality/value – This case study provides examples of library-led and library-supported activities that could be used for comparative purposes by other libraries. At the same time, it provides a critical perspective by contrasting areas of good practice within the University with those of less satisfactory progress. While other institutions may have different constraints or opportunities, some of the major concepts within this paper may prove useful to advance the development of research data capability and capacity across the library profession.

In this context, it has become more important for library managers to improve their leadership skills. In the scope of this study, a questionnaire study has been conducted with staff working in 168 different university central libraries. Information form, consisting of 16 questions about librarians’ demographic characteristics and manager satisfaction and Multifactor Leadership Questionnaire is used for data accumulation. The purpose of this paper is to determine library managers’ leadership approaches in private and public university libraries of Turkey and to survey library staff's satisfaction with their managers. Design/methodology/approach – This research is a methodological and descriptive research. Original sample of this research consists of 168 university central library in total (103 public-65 private) and approximately 500 library employee 183 library employees from 20 public university central libraries (108 employees) and 13 private university central libraries responded. Multifactor Leadership Questionnaire, so sample of this research consists of 33 libraries and 183 questionnaire answers. 20.62 percent of the library employees of the target group had responded the Multifactor Leadership Questionnaire. Findings – In total, 183 employees (108 public and 75 private university central libraries) from 33 university central libraries are responded to Multifactor Leadership Questionnaire. Multiple responses were gained from 183 library employees of whom 57.4 percent (105) were female and 42.6 percent (78) were male. When the age distribution is concerned it has determined that 25.1 percent (46) of the participants were centered on 26-34 age group. Other age distributions are defined as in the following: ages 20-25, 19.7 percent (36); ages 31-35, 18.6 percent (34); ages 36-40, 13.7 percent (25); ages 41-45, 15.8 percent (29); and age 46 and over, 7.1 percent. Originality/value – As with all organizations, library managers with leadership qualities are needed in the field of library science. Organizational structures of libraries are constantly changing. Libraries need library leaders who are able to follow the changes and developments and keep pace with them, manage and shape the changes, bring theories and practices together, be solution-oriented, people-oriented, environment-oriented, well-appointed, successful, and creative, because of the rapid developments and continuous changes.

The paper is devoted to the development of a university library strategy in the period of digitalization of all spheres of social activity. There are analyzed theoretical approaches and practical methods for developing strategic planning in library activities. The paper defines the need for strategic management as a factor in the effectiveness of a university library. There are considered the directions of the library strategic development, which depend on the vector of development of the university, its educational and research activities.The strategic planning is presented as a process of modeling the future activities of the library. It includes the library’s mission formulation, its objectives, tasks and events to achieve the goals, as well as its key performance indicators. The article sees the development strategy as an element of the management process aimed at creating and maintaining a strategic balance between the goals of the library and the university, its potential and likely development prospects.The article shows the advantages of SWOT analysis as a unique tool for designing a library development strategy. There are presented five stages of developing the Strategy for the Scientific Library of the Siberian Federal University. The authors note that the library has a good potential to develop the digitalization process: there is a digitization center, good technical equipment, its own software products, an extensive repertoire of world resources, a wide range of online services, etc. However, there are also weak points that hinder the library development: the obsolescence of the computer equipment, the lack of modern ergonomic space for individual and group work of students, the irregular acquisition of printed publications, the instability of funding, etc. All this can complicate the library development in the context of the digital economy development and lead to a decline in the prestige of the library. The library’s development strategy is aimed at eliminating these problems. It presents the goals, objectives, efficiency criteria for each area of activity of the modern library of the university. The article reveals the main strategic directions of the library’s development. The proposed strategy can become a real tool for optimizing the activities of all libraries in the transition period of the digital society development.

 Presentation of main material. After analyzing the articles of leading librarians, the main aspects for research by scientists were highlighted:
 
 Development of general requirements, criteria and approaches for government programs for the introduction of assistive technologies and ensuring access without barriers.
 Studying the activities of university libraries in the process of using assistive technologies.
 The use of assistive technology in public libraries.
 Research on assistive technologies in library sites — the extent to which libraries are technically accessible for remote service and user education, including the one for people with special needs.
 Research on the necessity and effectiveness of the use of assistive technologies among users with special needs in libraries using the method of interviewing.
 
 Findings. The analysis of publications shows that the attention of scientists is directed to finding solutions for the availability of libraries through the introduction of assistive technologies.

Library automation incorporates the adoption of integrated library systems. Effective adoption of an integrated library system enables broad-based access to global and local knowledge sources to solve local, regional and national development challenges. Using a sequential mixed methods approach in a case study of a Ugandan public university, Kyambogo University, this study investigated the perceptions of librarians, information workers and other university stakeholders with respect to library automation and the contribution thereof to national development. The results confirmed that the integrated library system improved library operations and played an important role in supporting national development. This study also highlights the continued challenges of adopting an integrated library system in developing countries such as Uganda, which, if addressed, could further improve information service delivery for a nation’s socio-economic transformation.

This paper presents research approaches for investigating the development of university libraries into learning organisations, using Thailand as a case study. Whilst the concept of the learning organisation has been in existence since 1970s, it remains problematic.
 
 Current debate centres on the lack of an agreed definition of the concept coupled with difficulties in implementing and measuring the extent to which organisations become transformed into learning organisations. These three main strands of debate are examined holistically in the study. 
 
 Several studies employ a positivist perspective. This research adopts an interpretivist perspective to investigate the issues, given the need to investigate the extent of a shared understanding of the concept within university libraries, together with management practices, problems and a rationale for the development of learning organisations. 
 
 This is a qualitative study, employing document analysis, semi-structured interviews, and observation. Triangulation was used to corroborate data derived from the multiple methods and increase validity and credibility of the research findings.

Purpose Revealing research data’s production and use, the status of research data management (RDM) and researchers’ service requirements in universities of Central China; this study aims to investigate the feasibility of university libraries in providing RDM services without any supporting policies from governments or funding agencies. Design/methodology/approach Using a stratified sampling method, faculties and graduate students from 11 universities were investigated. Four pilot subjects at Wuhan University (WHU) were chosen for whom a pilot RDM platform was to be constructed. Findings Research data at Chinese universities are small, sporadic and discontinuous. Such data are intensively or dispersedly under researcher’s management, with some unresolved problems regarding data security, data sharing and utilisation efficiency. Researchers’ needs for data services are strong. University libraries in China can develop RDM systems and provide related services. To realise this, more work should be done on service mechanism, service promotion, software development and staff training. Research limitations/implications The user survey covered 11 universities in central China, which may not reveal the real RDM status of researcher in different areas of China. Practical implications The practice at WHU could provide reference to other university libraries in China or other developing countries. Social implications The practice at WHU could provide reference to other university libraries in China or other developing countries. Originality/value The user survey is designed to be as comprehensive as possible and cover 902 researchers from 11 different types of Chinese universities. The practice at WHU is one of the first RDM initiatives led by university library in China.

 Objective – To assess the use of information and communication technology (ICT) for selective dissemination of information (SDI) and current awareness services (CAS) in university libraries in the South-West zone of Nigeria. 
 
 Methods – A descriptive research design was adopted. The instrument used for data collection was a structured questionnaire administered to a population consisting of 379 librarians, with 353 usable questionnaires retrieved.
 
 Results – Findings revealed that most university libraries in the South-West zone of Nigeria do not use ICT in delivery of SDI and CAS. It is evident in this study that despite the known positive effects of ICT in library services, traditional methods were predominantly used for SDI and CAS to the library users. The study revealed that erratic Internet services, insufficient training, inadequate ICT skills, and low support for ICT were hindrances towards ICT use for SDI and CAS. 
 
 Conclusions – The integration of ICT features in library services for the delivery of CAS and SDI has been a challenge in university libraries in South-West Nigeria. Only a few libraries and a low percentage of librarians had adopted the use of ICT in the delivery of CAS and SDI, while a larger number of libraries resorted to the use of traditional methods. The level of ICT literacy among the librarians in this study is low, as a higher percentage of librarians did not have adequate ICT skill to use available online resources on the Internet and other ICT tools to deliver SDI and CAS in South-West, Nigeria. This is not unconnected to the fact that the training and technical support received by the librarians is inadequate, and the level of support that academic libraries received from their university managements in South-West Nigeria in terms of funding for ICT development is inadequate, which led to low Internet services.

In Spring 2003, the Centre for Information Research (CIRT) at the University of Central England carried out a series of surveys of public, academic, health, school and special libraries in the British Isles in order to obtain up-to-date information about the research issues of particular interest to staff. This indicated that there is significant interest in research, even among those librarians who are not heavily involved in research activity personally. There were a number of common themes which cut across the different library sectors, including ICT, user needs, accommodation, collections, funding, staffing and co-operation. Abstract:
Over the past two decades, library development in both the functional and physical fields is inseparable from the change in the paradigm of libraries and librarians towards libraries. Increasing competitiveness in university library services is carried out through several aspects; one of which is through the improvement of facilities or infrastructure, products or services produced or personnel responsible for the product to provide customer satisfaction. The purpose of this research is to analysis the attributes of library services and performance of service quality attribute at Wuhan University of China and University of Mercu Buana. The research method used in this study is qualitative and quantitative research with a case study approach and Service Quality method. The population of this study were visitors at the Wuhan University and Mercu Buana University with sample of 100 peoples. As a result of this research libraries of the University of Mercu Buana priority should be given to the improvement are available room, convenience facilities, the availability of the closet, book collection added, Internet services by providing information search/catalogue and appearance of the staff are the dimensions of the material (X1). Reliability variable (X2) is formed with four level indicators expectation was perceived as very high by respondents. The response variable (X3) level expectations is perceived as very high by respondents. Variable reliability (X4), the answers respondents was perceived as very high by respondents. The empathy (X5) variable is very high by respondents, as seen from the responses of the average 4.65 found between a score of 4 (A) and a score of 5 (SA).

PurposeThis paper aims to report on a literature review that aimed to establish a guiding framework for the development of digital scholarship services in China’s university libraries.Design/methodology/approachThe framework was developed through systematically searching, screening, assessing, coding and aggregating digital scholarship services as reported in the existing body of literature. Three types of literature were included in the analysis: international academic literature as reported in English; academic literature in Chinese; and relevant professional reports.FindingsThe literature analysis pointed to 25 different digital scholarship services, which emerged in six themes: supporting services, formulating research ideas, locating research partners, writing proposals, conducting research and publishing results.Originality/valueAlthough this literature review focused on university libraries in China, the research findings and the guiding framework developed provide useful insights and indications that can be shared across international borders.

Abstract:
Objective - Evidence based librarianship (EBL) springs from medical and academic origins. As librarians are tertiary educated (only occasionally with supplementary qualifications covering research and statistics) EBL has had an academic focus. The EBL literature has significant content from school and university perspectives, but has had little, if any, vocational content. This paper suggests a possible Evidence Based Librarianship context for vocational libraries.
 
 Methods - A multidisciplinary scan of evidence based literature was undertaken, covering medicine and allied health, librarianship, law, science and education. National and international vocational education developments were examined. The concept and use of evidence in vocational libraries was considered.
 
 Results - Library practice can generally benefit from generic empirical science methodologies used elsewhere. Different areas, however, may have different concepts of what constitutes evidence and appropriate methodologies. Libraries also need to reflect the evidence used in their host organisations. The Australian vocational librarian has been functioning in an evidence based educational sector: national, transportable, prescriptive, competency based and outcome driven Training Packages. These require a qualitatively different concept of evidence compared to other educational sectors as they reflect pragmatic, economic, employability outcomes.
 
 Conclusions - Vocational and other librarians have been doing research but need to be more systematic about design and analysis. Librarians need to develop ‘evidence literacy’ as one of their professional evaluation skills. Libraries will need to utilise evidence relevant to their host organisations to establish and maintain credibility, and in the vocational sector this is set in a competency based framework. Competency based measures are becoming increasingly relevant in school and university (including medical) education.

Abstract:
Purpose This paper aims to describe both the development of a peer research consultant program – using student assistants to staff the reference desk with minimal supervision while providing high-quality research assistance to their undergraduate peers, and the steps taken to create buy-in for the program from campus and librarians. Design/methodology/approach The authors provide a description of peer reference services and describe how a remodel of the library building facilitated a redesign of services. The paper covers the process of developing program guidelines, securing funding, expectations of peer research consultants, the training process and lessons learned from a medium-sized academic library. Findings The findings after the first year demonstrate that undergraduates are highly skilled at providing high-quality reference services when provided with quality training and support. In addition, undergraduate students are now seeking out peer researchers for assistance with research items such as topic formation, keyword development in databases and proper citations. Research limitations/implications No formal research or assessment of the program has been completed as of this time. Practical implications Well-trained Peer Research Consultants (PRCs) provide valued assistance to librarians in freshman composition classes, at the Ask Us reference desk, and to their peers. The program has allowed librarians to provide more outreach to their subject areas. Social implications Students prefer going to their peers for research assistance rather than a professional librarian when given the choice. The training the PRCs are provided by librarians provides credibility and trust, which encourages undergraduate students to approach PRCs for assistance. Originality/value This paper draws on multiple iterations of peer reference models to create an original program, involving training student employees to provide reference services at a paraprofessional level, as well as providing the methodology for other academic libraries to develop and launch a similar program.

Innovations in library services and need for professional development among librarians with growth in research have brought to bear on the concept of embedded librarianship as a new research area in librarianship. It is expected that librarians in Nigeria must do all to move with the current trend in the discipline. This study aims to under the roles of awareness, attitude and perception of academic librarians in North-east Nigeria towards embedded librarianship practice. A survey of 11 university libraries in the region was undertaken with 356 conveniently selected samples. The descriptive result indicates a high level of awareness while attitude and perception recorded significant agreement to answer the research questions. The null hypothesis of non-significant effect of awareness, perception and attitude on embedded librarianship among academic librarians in university libraries in the north-east, Nigeria was rejected at F(3: 352) =2376.807, P<.0005, R2 =.953 and was replaced with the alternate hypothesis. The study concludes that academic librarians in the study area have a high awareness level, positive attitude and perception about embedded librarianship. However, the actual practice of the term is still low from the practical assessment.

Abstract:
Collection development is a core activity that has the task of holding and expanding collections in terms of collections in a library. The purpose of developing a collection is to expand and obtain a up-to-date collection. The University of Gajah Putih Takengon Aceh Tengah Library is a private university library that functions as an information institution to support the implementation of the Tri Dharma Perguruan Tinggi. In supporting the implementation of the Tri Dharma Perguruan Tinggi and fulfilling the information needs of its users, libraries need to develop collections and formulate collection development policies. This paper examines the stages of the collection development process at the Gajah Putih Takengon University Library Aceh Tengah regency and the collection development policy. This research uses qualitative methods with a descriptive approach. Data collection obtained through observation, interviews and literature study. The results showed that the stages of the collection development process at the Gajah Putih Takengon University Library Aceh Tengah regency were carried out simply without using a written collection development policy. In addition, the minimum number of librarians and budget is a logical factor for libraries in carrying out collection development activities.

Purpose – This paper aims to present a case study of the Kansas State University Libraries open access publishing endeavor, New Prairie Press (NPP). The library as publisher is a growing worldwide movement. Many academic and research libraries see it as their strategic mission to highlight and disseminate the research and creative work being done by faculty and students at their institutions. Topics covered include current activities, business plan development, needed technology and skill sets and migration from an open source platform to a hosted solution. Design/methodology/approach – The article presents a case study of one library’s experience of establishing a publishing press – libraries as publishers. Findings – This article finds that during the years of operation, NPP staff members have learned much about the role that libraries can play in the evolving scholarly communications landscape. Originality/value – This article finds that the continual assessment of value, alignment with strategic goals and funding will be critical to ensure future growth and direction of the press.

Abstract:
Libraries must play a role in knowledge management created by all academicians so that it can be used by anyone. This study analyzes publications about the role of libraries in supporting knowledge management. The data were obtained from the Scopus database. The retrieval technique is by entering the keywords "Knowledge Management" and "Library" with a publication year limitation between 1992-2020. The data obtained were then grouped based on the year of publication, publication source and type of literature. For keyword mapping, this study used VosViewer. The results of the analysis showed that research publications on the role of libraries in supporting knowledge management were mostly carried out in 2013 and 2016. Library Management is the journal that publishes the most literature related to this research object, there were 11 documents with a total of 185 citations, was in the form of articles. From the VosViewer mapping, it showed that there were four clusters. Research topics that were mostly carried out were knowledge management systems, knowledge management, libraries and information science, academic libraries, knowledge sharing, knowledge management models, librarians, research development management, information science, innovation, library services, and university libraries.
