With the mobile Internet developing in China, the problem of information overload has been brought to us. The traditional personalized recommendation cannot meet the needs of the mobile Internet. In this paper, the recommendation algorithm is mainly based on the collaborative filtering, but the new factors are introduced into the recommendation system. The new system takes the user's location and friends recommendation into the personalized recommendation system so that the recommendation system can meet the mobile Internet requirements. Besides, this paper also puts forward the concept of moving business circle for information filtering, which realizes the precise and real-time personalized recommendations. This paper also proves the recommendation effects through collecting and analyzing the data, which comes from the website of dianping.com.

Abstract:
Research paper recommenders emerged over the last decade to ease finding publications relating to researchers’ area of interest. The challenge was not just to provide researchers with very rich publications at any time, any place and in any form but to also offer the right publication to the right researcher in the right way. Several approaches exist in handling paper recommender systems. However, these approaches assumed the availability of the whole contents of the recommending papers to be freely accessible, which is not always true due to factors such as copyright restrictions. This paper presents a collaborative approach for research paper recommender system. By leveraging the advantages of collab- orative filtering approach, we utilize the publicly available contextual metadata to infer the hidden associations that exist between research papers in order to personalize recommen- dations. The novelty of our proposed approach is that it provides personalized recommen- dations regardless of the research field and regardless of the user’s expertise. Using a publicly available dataset, our proposed approach has recorded a significant improvement over other baseline methods in measuring both the overall performance and the ability to return relevant and useful publications at the top of the recommendation list.

Through literature review, this paper make a comprehensive summary of the research on personalized academic papers recommendation, presenting the state-of-art of academic paper recommendation methodologies, pointing out its pros and cons and indicating primary evaluation metrics and popular datasets. Finnaly, we outlook the research trend of personalized academic paper recommendation as a reference for interested researchers.

This paper presents an approach for modeling the mobile learning applications using a feedback-based recommendation model. Formal definitions are proposed for the mobile learning activity. The design unites three of the mobile learning's aspects, namely learner, service and context, and provides means for learner service evaluation within the recommendation model. The results show that the recommendation model can easily be constructed, while enabling accurate recommendations by solving the sparsity problem of service and learner′s information.

Purpose – The purpose of this paper is to present an empirical comparison between the recommendations generated by a citation-based recommender for research articles in a digital library with those produced by a user-based recommender (ExLibris “bX”). Design/methodology/approach – For these computer experiments 9,453 articles were randomly selected from among 6.6 M articles in a digital library as starting points for generating recommendations. The same seed articles were used to generate recommendations in both recommender systems and the resulting recommendations were compared according to the “semantic distance” between the seed articles and the recommended ones, the coverage of the recommendations and the spread in publication dates between the seed and the resulting recommendations. Findings – Out of the 9,453 test runs, the recommendation coverage was 30 per cent for the user-based recommender vs 24 per cent for the citation-based one. Only 12 per cent of seed articles produced recommendations with both recommenders and none of the recommended articles were the same. Both recommenders yielded recommendations with about the same semantic distance between the seed article and the recommended articles. The average differences between the publication dates of the recommended articles and the seed articles is dramatically greater for the citation-based recommender (+7.6 years) compared with the forward-looking user-based recommender. Originality/value – This paper reports on the only known empirical comparison between the Ex Librix “bX” recommendation system and a citation-based collaborative recommendation system. It extends prior preliminary findings with a larger data set and with an analysis of the publication dates of recommendations for each system.

Abstract Objectives Provide a multiorganizational statement to update the statement from a paper in 2000 about critical care pharmacy practice and make recommendations for future practice. Design The Society of Critical Care Medicine, American College of Clinical Pharmacy Critical Care Practice and Research Network, and the American Society of Health-System Pharmacists convened a joint task force of 15 pharmacists representing a broad cross-section of critical care pharmacy practice and pharmacy administration, inclusive of geography, critical care practice setting, and roles. The Task Force chairs reviewed and organized primary literature, outlined topic domains, and prepared the methodology for group review and consensus. A modified Delphi method was used until consensus (>66% agreement) was reached for each practice recommendation. Previous position statement recommendations were reviewed and voted to either retain, revise, or retire. Recommendations were categorized by level of ICU service to be applicable by setting, and grouped into five domains: patient care, quality improvement, research and scholarship, training and education, and professional development. Main Results There are 82 recommendation statements: forty-four original recommendations and 38 new recommendation statements. Thirty-four recommendations were made for patient care, primarily relating to critical care pharmacist duties and pharmacy services. In the quality improvement domain, 21 recommendations address the role of the critical care pharmacist in patient and medication safety, clinical quality programs, and analytics. Nine recommendations were made in the domain of research and scholarship. Ten recommendations are in the domain of training and education and eight recommendations regarding professional development. Conclusions The statements recommended by this taskforce delineate the activities of a critical care pharmacist and the scope of pharmacy services within the ICU. Effort should be made from all stakeholders to implement the recommendations provided, with continuous effort toward improving the delivery of care for critically ill patients.

In recent years, a large body of literature has accumulated around the topic of research paper recommender systems. However, since most studies have focused on the variable of accuracy, they have overlooked the serendipity of recommendations, which is an important determinant of user satisfaction. Serendipity is concerned with the relevance and unexpectedness of recommendations, and so serendipitous items are considered those which positively surprise users. The purpose of this article was to examine two key research questions: firstly, whether a user’s Tweets can assist in generating more serendipitous recommendations; and secondly, whether the diversification of a list of recommended items further improves serendipity. To investigate these issues, an online experiment was conducted in the domain of computer science with 22 subjects. As an evaluation metric, we use the serendipity score (SRDP), in which the unexpectedness of recommendations is inferred by using a primitive recommendation strategy. The results indicate that a user’s Tweets do not improve serendipity, but they can reflect recent research interests and are typically heterogeneous. Contrastingly, diversification was found to lead to a greater number of serendipitous research paper recommendations.

With its free and open source policy, OpenConf stands out as a popular system for automatic recommendation of reviewers and serves as a good benchmark for comparison of similar systems. After analysis of its source code, we found that OpenConf represents each reviewer or paper by a set of manually selected topics which are predefined. It also provides three ad hoc scoring methods for matching reviewers and papers. To automate the paper representation, this work evaluates 4 kinds of paper representation which include full text, abstract, title, and author defined keywords. To match reviewers and papers, this work evaluates 7 kinds of scoring methods which include 3 ad hoc methods from OpenConf and 4 variant methods from the traditional vector space model. The result of the 4x7=28 experiments shows that recommendation methods based on the vector space model are better than the 3 ad hoc methods of OpenConf in most document representations. Among them, the paper representation by the abstract combined with the matching by the cosine measure has the highest average precision.

Now the recommender systems use various recommendation mechanisms, and that many recommender systems use collaborative filtering. However, the existing academic literature recommendation system using collaborative filtering has not solved the cold start problem. In the past, research related to the literature recommendation system often used different datasets, which made it difficult to directly compare the research results, which made the relevant research results and knowledge difficult to accumulate. In the past, the dataset used in the study contained only three to four million documents, and the analytical platform used could not process academic big data containing tens of millions or hundreds of millions of documents. In view of the shortcomings of the past research, this study uses the open academic big dataset, uses the Spark platform to establish an academic literature recommendation system, and combines user-based collaborative filtering and item-based collaborative filtering to improve recommendation performance and deal with cold start problems. This study used the Microsoft Academic dataset to identify the top 30 recommendations using user-based collaborative filtering (UCF) and item-based collaborative filtering (ICF). Then, the intersection between top 50 recommendations from the UCF and ICF are taken, and the union the top 25 recommendations from the UCF and ICF method. Altogether, there are four recommendation methods for performance comparison. The recommendation results of the two example research areas selected by our study – recommendation system and deep learning can be found, no matter which research area, the average Recall value of the intersection method is the highest of the four methods. As such, the method that finds the intersection between the top 50 recommendations given by the UCF and IFC mechanism has the best recommendation.

Les étudiants gradués et les professeurs (les chercheurs, en général), accèdent, passent en revue et utilisent régulièrement un grand nombre d’articles, cependant aucun des outils et solutions existants ne fournit la vaste gamme de fonctionnalités exigées pour gérer correctement ces ressources. En effet, les systèmes de gestion de bibliographie gèrent les références et les citations, mais ne parviennent pas à aider les chercheurs à manipuler et à localiser des ressources. D'autre part, les systèmes de recommandation d’articles de recherche et les moteurs de recherche spécialisés aident les chercheurs à localiser de nouvelles ressources, mais là encore échouent dans l’aide à les gérer. Finalement, les systèmes de gestion de contenu d'entreprise offrent les fonctionnalités de gestion de documents et des connaissances, mais ne sont pas conçus pour les articles de recherche. Dans ce mémoire, nous présentons une nouvelle classe de systèmes de gestion : système de gestion et de recommandation d’articles de recherche. Papyres (Naak, Hage, & Aïmeur, 2008, 2009) est un prototype qui l’illustre. Il combine des fonctionnalités de bibliographie avec des techniques de recommandation d’articles et des outils de gestion de contenu, afin de fournir un ensemble de fonctionnalités pour localiser les articles de recherche, manipuler et maintenir les bibliographies. De plus, il permet de gérer et partager les connaissances relatives à la littérature. La technique de recommandation utilisée dans Papyres est originale. Sa particularité réside dans l'aspect multicritère introduit dans le processus de filtrage collaboratif, permettant ainsi aux chercheurs d'indiquer leur intérêt pour des parties spécifiques des articles. De plus, nous proposons de tester et de comparer plusieurs approches afin de déterminer le voisinage dans le processus de Filtrage Collaboratif Multicritère, de telle sorte à accroître la précision de la recommandation. Enfin, nous ferons un rapport global sur la mise en œuvre et la validation de Papyres.<br>Graduate students and professors (researchers, in general) regularly access, review, and use large amounts of research papers, yet none of the existing tools and solutions provides the wide range of functionalities required to properly manage these resources. Indeed, bibliography management systems manage the references and citations but fail to help researchers in handling and locating resources. On the other hand, research paper recommendation systems and specialized search engines help researchers to locate new resources, but again fail to help researchers in managing the resources. Finally, Enterprise Content Management systems offer the required functionalities to manage resources and knowledge, but are not designed for research literature. Consequently, we suggest a new class of management systems: Research Paper Management and Recommendation System. Through our system Papyres (Naak, Hage, & Aïmeur, 2008, 2009) we illustrate our approach, which combines bibliography functionalities along with recommendation techniques and content management tools, in order to provide a set of functionalities to locate research papers, handle and maintain the bibliographies, and to manage and share knowledge related to the research literature. Additionally, we propose a novel research paper recommendation technique, used within Papyres. Its uniqueness lies in the multicriteria aspect introduced in the process of collaborative filtering, allowing researchers to indicate their interest in specific parts of articles. Moreover, we suggest test and compare several approaches to determine the neighbourhood in the Multicriteria Collaborative Filtering process, such as to increase the accuracy of the recommendation. Finally, we report on the implementation and validation of Papyres.

This monograph sums up the results of multidisciplinary scientific research of legal and institutional fundamentals relating to combatting corruption that were obtained within the National plan of combatting corruption for the period 2014–2015. It defines modern concepts of combatting corruption with due account given to new challenges and factors which are conducive to this socially negative phenomenon. The monograph reflects theoretical and methodological rules employed to monitor corruption elements and anticorruption measures, it also provides recommendations relating to the ways and means to liquidating the causes and conditions for corruption. Under consideration are traditional and new technologies of combatting corruption, potentials of legal responsibility for corruption crimes. It also gives recommendations for national anticorruption policy improvements that are based on international law tendencies and positive legal experience of international legislation.&#x0D; The thesis of this paper were broadly discussed at international and national science conferences, including the Fourth and the Fifth Eurasian anticorruption forum (Moscow, 2015 and 2016), and also during the sixth session of the Conference of States — members of the UN Convention on counteracting corruption (Saint Petersburg, 2–6 Nov. 2015).&#x0D; Theoretical conclusions and practical solutions highlighted in this publication can raise the effectiveness of national anticorruption strategies, give a new impetus to multidisciplinary and scientific studies of the legislation and law enforcement cases, and also get a greater number of people interested in this sphere – practicing lawyers, representatives of business community,&#x0D; graduates, and post graduates, legislative bodies, teachers, students, readers who face the problem of overcoming the problem of corruption.

Abstract[Context] In manufacturing industries, the design of a product needs to comply with many design rules. These rules are essentials as they help industrial designers to create high quality design in an efficient way. [Problem] However, the management of an ever-increasing number of design rules becomes a real problem, especially for new designers. Even if there exists some knowledge management tools for design rules, their capabilities are still limited and many companies continue to store their design rules in unstructured documents. Nowadays, design rule application is still a difficult task that needs a circular validation process between many expert services in a manufacturing company. [Proposition] In this paper, we will analyze the main existing approaches for design rules application from which we will demonstrate the need of a new approach to improve the current state-of-the-art practices. To minimize rule application impact on the design process, we propose to develop a Context-Aware Design Assistant that will perform design rule recommendation on the fly while designing using computer-aided technologies. Our Design Assistant relies on the modelling of the design rules and the design context in a single knowledge graph that can fuel a recommendation engine. [Future Work] In future work, we will describe the technical structure of the Context-Aware Design Assistant and develop it. The potential outcome of this research are: a better workflow integration of design rules application, a proactive verification of design solutions, a continuous learning of design rules, the detection and automation of design routines.

AbstractMany cities around the world have adopted climate neutrality targets, and, to reduce their greenhouse gas emissions, they need climate action plans. Energy system optimization models (ESOMs) can be used as tools to support their energy transitions. ESOMs have been in use at the national level for several years and also have recently been used at the city level. Even though several researchers have focused on how city ESOMs can be developed, the literature lacks a discussion of the challenges that are faced in data collection during model development. In this paper, we share the challenges encountered in the model development, as well as in the scenario development and recommend practical solutions for overcoming these challenges. The following three challenges were identified and discussed in the model development process: (a) data availability and quality; (b) communication; and (c) knowledge and background of civil servants and researchers. The main challenges in the scenario development were: (a) parameter selection and (b) complexity. It was found that explanation of the terminology used in ESOMs, presentation of the model structure and preliminary base-year results were crucial actions for overcoming challenges during model development. During the scenario development, collaboration between modelers and civil servants when reviewing parameter combinations and working with preliminary scenario results were decisive strategies for improving the civil servants’ understanding of ESOMs. Complementarily, it was found that continuous communication between the researcher and the civil servant and good comprehension of the model on the municipality's side helped improve the usefulness of ESOMs in cities’ energy transitions.

This paper begins by locating the Global Open Data for Agriculture and Nutrition project (GODAN) in the context of wider debates in the open data movement by first reviewing the literature on open data and open data for agriculture and nutrition (ODAN). The review identifies a number of important gaps and limitations in the existing literature. There has been no independent evaluation of who most benefits or who is being left behind regarding ODAN. There has been no independent evaluation of gender or diversity in ODAN or of the development outcomes or impacts of ODAN. The existing research on ODAN is over-reliant on key open data organisations and open data insiders who produce most of the research. This creates bias in the data and analysis. The authors recommend that these gaps are addressed in future research. The paper contributes a novel conceptual ‘SCOTA’ framework for analysing the barriers to and drivers of open data adoption, which could be readily applied in other domains. Using this framework to review the existing literature highlights the fact that ODAN research and practice has been predominantly supply-side focused on the production of open data. The authors argue that if open data is to ‘leave no one behind’, greater attention now needs to be paid to understanding the demand-side of the equation and the role of intermediaries. The paper argues that there is a compelling need to improve the participation of women, people living with disabilities, and other marginalised groups in all aspects of open data for agriculture and nutrition. The authors see a need for further research and action to enhance the capabilities of marginalised people to make effective use of open data. The paper concludes with the recommendation that an independent strategic review of open data in agriculture and nutrition is overdue. Such a review should encompass the structural factors shaping the process of ODAN; include a focus on the intermediary and demand-side processes; and identify who benefits and who is being left behind.

In the past decade, American and Canadian pediatric societies have recommended that pediatric care clinicians follow a schedule of routine surveillance and screening for young children to detect conditions such as developmental delay, speech and language delays and disorders, and autism spectrum disorder. The goal of these recommendations is to ensure that children with these developmental issues receive appropriate referrals for evaluation and intervention. However, in 2015 and 2016, the US Preventive Services Task Force (USPSTF) and the Canadian Task Force on Preventive Health Care issued recommendations that did not support universal screening for these conditions. This occasional paper is designed to help make sense of the discrepancy between Task Force recommendations and those of the pediatric community in light of research and practice. To clarify the issues, this paper reviews the distinction between screening and surveillance; the benefits of screening and early identification; how the USPSTF makes its recommendations; and what the implications of not supporting screening are for research, clinical practice, and families.

This occasional paper examines common instructional strategies in early-grade mathematics interventions through a review of studies in classrooms in low- and middle-income countries. Twenty-four studies met the criteria for inclusion, and analyses reveal four sets of instructional strategies for which there is evidence from multiple contexts. Of the 24 studies, 16 involved the use of multiple representations, 10 involved the use of developmental progressions, 6 included supporting student use of explanation and justification, and 5 included integration of informal mathematics. Based on the review, we provide conclusions and recommendations for future research and policy.

This paper describes how Natural Capital Accounting (NCA) can be integrated into economy wide analytical frameworks to enhance evidence based decision making. Examples from applications of the Integrated Environmental Economic Modelling (IEEM) Platform show how explicitly accounting for the contributions of the environment to the economy in economic forecasting can lead to substantially different policy recommendations, overcoming some of the scope limitations of traditional economic performance analysis. Furthermore, the paper describes how NCA can be integrated into more traditional economic performance measurements, such as the System of National Accounts and their indicators such as adjusted Gross Domestic Product and Genuine Savings. Integration of natural capital into economy-wide analytical frameworks leads to better policy uptake of research findings and it empowers policymakers to avoid short-sighted decisions, which, although they can generate short-term economic gain, can have adverse consequences for economic, social, and environmental sustainability in the long run.

This report is the first output in a body of work undertaken to identify operationally feasible suggestions to improve risk communication and community engagement efforts (RCCE) with displaced Rohingya people in Cox’s Bazar. Specifically, these should seek to improve healthcare seeking behaviour and acceptance of essential health services in the camps where the Rohingya reside. It was developed by the Social Science in Humanitarian Action Platform (SSHAP) at the request of the UK Foreign, Commonwealth &amp; Development Office in Bangladesh. As a first step in this process, this review paper synthesises and assesses the quality of evidence landscape available in Cox’s Bazar and how the Rohingya seek and access healthcare services in Cox’s Bazar and presents the findings from key informant interviews on the topic. Findings are structured in five discussion sections: (1) evidence quality; (2) major themes and variations in the evidence; (3) learnings drawn and recommendations commonly made; (4) persistent bottlenecks; and (5) areas for further research. This synthesis will inform a roundtable discussion with key actors working for the Rohingya refugees to identify next steps for RCCE and research efforts in Cox’s Bazar to improve health outcomes among the Rohingya.

Boreal ecosystems store large quantities of carbon but are increasingly vulnerable to carbon loss due to disturbance and climate warming. The boreal region in Alaska and Canada, largely underlain by discontinuous permafrost, presents a challenging landscape for itemizing carbon sources and sinks in soil and vegetation. The roles of fire, forest succession, and the presence/absence of permafrost on carbon cycle, vegetation, and hydrologic processes have been the focus of multidisciplinary research in boreal ecosystems for the past 20 years. However, projections of a warming future climate, an increase in fire severity and extent, and the potential degradation of permafrost could lead to major landscape and carbon cycle changes over the next 20 to 50 years. To assist land managers in interior Alaska in adapting and managing for potential changes in the carbon cycle, this paper was developed incorporating an overview of the climate, ecosystem processes, vegetation, and soil regimes. The objective is to provide a synthesis of the most current carbon storage estimates and measurements to guide policy and land management decisions on how to best manage carbon sources and sinks. We provide recommendations to address the challenges facing land managers in efforts to manage carbon cycle processes. The results of this study can be used for carbon cycle management in other locations within the boreal biome which encompasses a broad distribution from 45° to 83° north.

Recent research in developing countries suggests that a considerable number of young women may experience forced sex within marriage, but most women may be inhibited from reporting these experiences due to shame, fear of reprisal, or deep-rooted unequal gender norms. In September 2003, a global consultative meeting on nonconsensual sex among young people in developing countries was held in New Delhi, India. The meeting was organized by the Population Council in collaboration with World Health Organization/Department of Reproductive Health and Research, and Family Health International/YouthNet. Participants included researchers, legal analysts, representatives from community-based NGOs, policy-makers, and young people themselves. Papers highlighting the nature and prevalence of coercion among married young women were presented. Sessions examined the following issues in relation to nonconsensual sex: experiences of young females and males: prevalence, forms, and contexts; youth perspectives; patterns of transactional sex; roles of the legal system; outcomes of coercion at the individual and community level; interventions to prevent nonconsensual sex and to support and treat victims; and research design and methods. Several recommendations for action to address factors that heighten young women’s vulnerability to coercive sexual relationships within marriage were presented.
