Full textThis thesis gave the possibility to investigate the role held by architects in the city reform movement that characterized -in France and in the francophone Europe the 1880-1920 period. This fact has determined the reconstruction of the social networks that linked architects to reform elites, as well as the prosopography of a professional circle that has reacted in many different ways to the project of a radical change in the architectural intervention scale. The contribution of these professionals to the city construction conceived as a knowledge, reformation and action object has been analyzed in five big towns at the borders of francophone countries: Brussels, Lausanne, Lille, Luxembourg and Nancy. Local urban experiences, international conferences trend and debates that followed the reconstruction of the regions destroyed by the war gave the possibillty to replace the birth of town planning in a national and transnational mobility framework of actors and notions

Full textSince the 1960’s, the forest cover of continental Southeast Asia was reduced by more than a third. From that time on, an environmental consciousness developed in the region, particularly in Vietnam and in Thailand. This environmental consciousness, in a context where trade interests, national security and population growth were all contributing to a specific socio-economic framework led, a few years later, to the development of a protected area system in all the countries. Set up gradually and mainly in the mountainous areas, these parks and reserves contributed to better integrate peripheral territories into national bodies; some of these territories were hardly controlled fifty years ago. Indeed, within the majority of the States, in particular those of continental Southeast Asia, some territories are far from the places where are taken the political and economic decisions; slightly populated or by different ethnic groups, difficult of access, they seem peripheral territories finally and one can say that they are marginal. The assumption behind this research is that, in Southeast Asia, the delineation of territories dedicated to forest protection and conservation constitutes, on the one hand, a response among others to solve what is considered an environmental problem but also, on the other hand, a tool for territorial integration, which is particularly efficient in marginal areas.

Full textThe research work performed in this thesis focuses on the problems of coupling photovoltaic power plants to the African high-voltage distribution environments. African power systems are mostly characterized by a high degree of instability, low meshed and low power installed networks. The first part of this work deals with photovoltaic power plants connected to the high-voltage grid, its general behaviors and its interactions with the grid. The second part is devoted to the modeling of electrical power systems included photovoltaic systems. A modeling approach of a photovoltaic generator for large power plant was proposed. A photovoltaic cluster of 500 kWp system is proposed and simulated, and its performance evaluated. The design of the control systems used in the proposed cluster has taken into account the technical requirements needed for optimal power transfer and good quality of the voltage at the point of common coupling. Furthermore, a 20 MWp power plant connected to the national grid of Burkina Faso has been modeled and simulated, and their interactions have been evaluated in terms of voltage steady-state stability both in normal operation and in the dysfunction state. The approach to the strategy in terms of connecting PV power plants, and the impact of using modular photovoltaic power plants has also been analyzed

Full textThe protection of the forests of Anticosti Island in the context of the inscription of the island to the UNESCO World Heritage List relaunches the debate on the legitimacy of forest management within certain types of protected areas. Using a qualitative methodology, it was possible to establish that the creation of a protected area with sustainable on the territory of the outfitters on the western part of Anticosti Island is perceived as a relevant and socially acceptable project by the co-construction network formed during this research project. Thru this study, ecological restoration forestry and hunting management are seen as compatible with the socioecological system of outfitters on Anticosti Island in the context of the creation of a protected area with sustainable use. The development of a new conservation formula is also seen as an opportunity to develop an inclusive governance structure for local organizations as well a way to revise certain forest practices proposedby the present general integrated forest management plan of the island of Anticosti, such as unfenced cut blocks,perceived as a threat to this socio-ecological system.Despite certain opposing views concerning the future status of protected area with sustainable use, proposed inthe Quebec government’s Bill 46, An Act to amend the Natural Heritage Conservation Act and other provisions,the protected area network on Anticosti island presented to the UNESCO World Heritage Center crystallizes the need for a new form of protected area in Quebec. We believe that the design principles of the network of protected areas on Anticosti Island have the potential to serve as a reference to modernize the network of protected areas in Quebec and establish the conservation traditions of the future.

Full textGabonese trade, still fledgling between the XV th and the middle of the XIX th century, took off when the country got its independence, and was spurred on by the authorities which very early made of this activity a pivotal element in the development of Gabon. In this perspective, sales of lumbering and maning products (oil, uranium and manganèse) successively developped, which enable the country to prosper. As a result, extensive development programmes were achieved (such as railing, port and road infrastructures), the urban net- work expanded, and the trade of local products and imported manufactured goods extended the home market, which brought about undeniable economic and social repercussions. However, since 1986, the economic growth of Gabon has been jeopandized by an economic and financial crisis has foced the authorities, which the International Monetary Fund and the World Bank, to contemplate a policy of structural adjustment, the devaluation of AFC and the new development strategy based on an economic diversification

Full textThe birth and development of packet switching networks took shape in France in the 1970s through two competing research projects, involving two different communities : the first carried out at the Cnet (Centre national d’étude des télécommunications) by the RCP and thereafter by the Transpac network, the second at the Iria (Institut de recherche en informatique et automatique), by the Cyclades network. Both communities involved in those projects (respectively the PTT community and that of computer engineers) gradually discovered what they shared and what opposed them in the technical and cultural fields. A lot can be learned about innovation, standardization, engineering “culture”, and knowledge transfer on a national as well as on a international level through a study of their development and rivalries on different scales (France, Europe, worldwide)
