Full textDue to the ancient history of predatory anthropic occupation in the Atlantic Forest region of São Paulo, especially from the end of Brazil Império and during República Velha, coffee farming and wood exploitation, as sources of energy to feed locomotives and the subsequent Industrial development, decimated forest coverage of São Paulo. Still in the 1970\'s, primitive forests covered only about 8% of the State of São Paulo, and in 2010, 17.5% of the territory cover represented native vegetation, with the interior region with less than 9%, mainly remaining and in regeneration Semideciduous Tropical Forests, including connection with Savanna formations. Considering the historic of the Atlantic Forest degradation and its high biodiversity indexes, in addition to the existence of the Código Florestal, this biome obtained special legal protection, conferred mainly by the 1988 Constitution, followed by acts of IBAMA, Decreto 750/1993 and Lei 11.428/2006. This legislation appropriates vegetation classification in successional stages to subsidize public policies for their conservation and possible uses. Despite more than 20 years of validity of these regulations, few studies discuss effectiveness of those legal instruments that regulate classification of forests in successional stages. Thus, this study objective is to characterize the vegetation typology, structure and composition of the forests sampled in the interior of São Paulo, as well to analyze effectiveness of classification of forests in successional stages, based on Resolução CONAMA 01/1994. So, 14 forests of the interior of São Paulo were sampled with a phytosociological survey. As a result, it was verified that 05 of them are remaining forests (degraded) and 09 regenerated after suppression. In addition, the oldest forests (except F10) formed a distinct floristic group, compared to the others, as well as presented typical characteristics of the Semideciduous Seasonal Forest (FES). In addition, the youngest and intermediate age forests showed characteristics of FES and Ecotone (FES / Savana). Despite this fact, F14, which is old remnant, has shown to be poor in species and presented structural data discordant to the ancient forests, whereas on the other hand F16 and F11 are the best conserved. Regarding Resolução CONAMA 01/1994, it has shown to be ineffective for the objective classification of forests in successional stages when analyzing structural and floristic parameters stipulated; due to the lack of determination of inclusion criterion for forest inventories, recurrent use of subjectivity for structural parameters differentiation (e.g., mean DAP, DAP interval, range of heights, wood volume) and disproportionality of indicator species. Thus, it is necessary to indicate methods to subsidize the phytosociological inventories and analyzes by the normative, as well as review, update and complementation of the structural parameters indicators of each stage, with greater specificity of the indicator species.
