Abstract:
The article shows the intermediate condition of sanatorium organizations, requiring change, in the field between tourism and medical institutions. The current problems of the sanatorium and resort complex are revealed. The need for real-time reporting is described, to create an industry development strategy. The absence of mechanisms for obtaining such reports was noted. The legal framework for working with the program-information complex State Register of the Resort Fund of the Russian Federation is presented. The mechanisms of entering data, as well as their verification in the program-information complex State Register of the Resort Fund of the Russian Federation are explained. The basic mechanisms of increasing the significance level of data entered into the program-information complex State Register of the Resort Fund of the Russian Federation are described. The structure of the screen form of the report designer for sanatorium and resort organizations and the structure of the screen form of the report designer for resorts (health-improving areas) are presented. The types of data aggregation in the program-information complex State Register of the Resort Fund of the Russian Federation are described, as well as the basic types of reports and types of data filtering, for the report designer on sanatorium and resort organizations and the designer of reports on resorts (health-improving areas). The basic structure of the report construction and examples of reports in the program-information complex State Register of the Resort Fund of the Russian Federation are presented. The results of creating a report designer in the program-information complex State Register of the Resort Fund of the Russian Federation are presented, and examples of the use of reports for meetings conducted by the Government of the Russian Federation are given. The role of operators of sanatorium and resort organizations, as well as operators of regional and federal government bodies as key links in increasing the significance level of data is noted.

Tourist hotel resorts have been considered as indispensable elements in the major tourism industry component of accommodation for several decades. Tourist hotel resorts are sought after by various segments of domestic and overseas tourists all over the world for various holiday purposes. There have been several focused tourism research contributions over the last two decades about their location, life-cycle stages, service quality and management. Few researchers, however, have focused their research on the resort hotel guests' resort selection preferences, satisfaction by resort service, opinion on resort holiday and preference for quality of resort guest activities. This paper tries to fill this vacuum in the resort tourism literature by exploring the visitors' views on resort selection, satisfaction, opinion and preferences. The research attempted to profile 776 visitors holidaying in resorts in selected resorts of Australia through a well-structured, four-page questionnaire divided into five parts containing 18 questions focusing on their reasons for resort selection, resort satisfaction, resort opinion and resort preferences under subtitles. The research also focused on their gender, age, level of education, occupation, life-cycle category, residency, nationality, postcode, years of patronisation, intimate selection choices and willingness to recommend their experiences. An attempt was made to profile the resort visitors through a cluster analysis in order to understand the underlying dimensions on the basis of the above-mentioned factors, segmenting them into identifiable groups. Four discernable clusters of resort visitors and their distinguishing characteristics were identified on the basis of their demographics. Further, through a one-way ANOVA analysis the clusters are compared with each other for further understanding and clarity. The results shows that the gender factor does not have much influence whereas life-cycle, education and age have considerable influence in segmenting the resort clientele. The four clusters were correlated with the selection, satisfaction, opinions and preferences. The results will be discussed in terms of future resort developments, themes, generating resort activities focusing on young families and service quality.

While island resorts in the South Pacific are primarily marketed as sun, sea and sand destinations, cultural dimensions value-add to and diversify the product for mixed audiences. Resort developments require, at minimum, the compliance with legally mandated environmental standards and adherence to national employment legislation. Socio-culturally and environmentally sustainable tourism concepts should exceed mandated environmental standards and be characterised by a close involvement with and respect for the expectations of local host communities who may hold land and/or traditional usufruct rights. But do resort developments comply? Using an example of a resort established on free-hold land during the pioneering days of resort development in Fiji, the aim of this paper is to provide a deliberation of the tension between organic resort development and sustainable tourism on private land. It will show that, where cultural and environmental planning controls were absent, development not only could progress unfettered but also that changes to tourism philosophies are not necessarily reflected in changes to a resort. The island of Malolo Lailai (Viti Levu, Fiji) has a rich and multi-layered history and heritage (Fijian, European and Chinese plantations, resort development) that provides an opportunity to value-add to the tourist experience. In reality, however, the ongoing resort development extinguishes past histories in favour of a post-occupation, twentieth-century colonial settler narrative, where heritage sites are merely allowed to co-exist provided they do not impact on resort development objectives. It demonstrates that, in the absence of external regulatory controls, the resort owner’s philosophy dominates and shapes the tourist experience.

Starting from 2009-2018 there has been an increase in the number of hotel resorts in Indonesia, so that the level of competition is higher and building a brand positioning agrotourism-based resort hotels can not only by creating regular marketing campaigns. The study used review data from online platforms tripadvisor.com. This study reveals the brand positioning of resort hotels and mapping the competitive landscape with the UGC approach to identifying the competing attributes of resort hotels in Bali. This study detects brand attributes using customer preferences as well as perceptual performance. Therefore, this study combines content analysis (UGC) and repertory grid (RGA) to answer research objectives. 13,784 customer reviews of the six best beach resort hotels in Bali are used to explore and visualize the competitive landscape. Sample determination techniques in this study using non-probability sampling approach. The findings of this study, identified the dominant agrotourism attributes in Bali are view and garden. This study detected that 66.67% of hotel resorts in Bali have asymmetric competitive model competition. Hotel resorts in Bali is mostly competing on PC1 which is a basic hotel offer. This research not only recommends competing for attributes to strengthen brand positioning in customers' minds but also competes with optimal allocation of hotel resort resources.

The article is dedicated to the development of sanatorium and health resort sphere in Ukraine. The paper estimated reserves of mineral water in Ukraine, defines its main types and studies the activity of basic balneological resorts. The main group of therapeutic mud, their distribution in the country and development of mud resorts on their base are examined. The natural conditions and resources of Ukraine and their suitability for the development of the coastal, highland and lowland climate treatment are described. The article considers the history of development of the major balneological, mud and climatic resorts. The paper analyzes the development of sanatorium and resort infrastructure. The quantitative estimation of spa facilities, their structure, dynamics of development in recent year and their territorial organization in the country are made. The article shows the ranking of regions according to the amount of medical wellness and recreational businesses as well as the number of places in special accommodation facilities. The paper also studies the tourist flows that travel with purpose of rest and treatment. The number of the individuals placed in specialized accommodation facilities, their dynamics in recent years is analyzed as well as their geographic location and ranking of regions in the number of tourist arrivals. The characteristics of inbound tourist flows that travel with the purpose of treatment and rest are given. The paper provides a ranking of countries, from which foreign tourists are coming. The article also characterizes the service staff of spa facilities and the structure of employment. The paper analyzes the income from the health resort activities, its distribution for the various categories of spa facilities and raking of regions according to the income received from health resort activities.

The article presents recommendations for improvement of the effectiveness of the ski resorts in Moscow region using the experience of the ski resort «Vradal Panorama» (city of Bo, Norway). Advanced technical equipment, extended period of lying snow, a wide variety of ski slopes, the services offered at the resort caused the growth of creditability of the resort «Vradal Panorama». In the warm snowless season the resort offers the various kinds of services and entertainment (from boating and bicycles - to fishing). Improving of ski resorts effectiveness requires the legislative development, quality and safety assurance in Alpine tourism. Proposed measures for sustainable development of ski resorts in the Moscow region with foreign experience will make them attractive both for the residents of Moscow and the Moscow region, and for international tourists.

In tsarist Russia during the Soviet period and till now the resort is recognized as a locality with curative factors. However, in recent years, tourists visit resorts more for the purpose of rest than for recovery. The number of health resorts is decreasing but the number of hotels is increasing. Due to neglect of the medical component in the resort the epidemiological and infectious tension is increasing. In this article on the example of the resort city of Sochi the characteristics of urban planning of the resort infrastructure are given taking into account the customer focus and the need for the development of medicine in the resort. Abstract The goal is to analyze the tendencies of the formation of recreational landscape of the Palanga resort and, after reviewing the planning experiences of other south-eastern Baltic resorts, present measures for landscape optimization. To achieve this, an analysis of changes of the seaside recreational landscape after 1990, the current state of resorts, scientific literature, and seaside resort planning was conducted. After assessing the changes in the recreational landscape, it has been noticed that for a quarter of the last century, planning of seaside resorts was aimed at attracting and accommodating an increasing number of holidaymakers, which caused an ever increasing need to intensify the construction in the territories, increasing the scale of buildings, and urbanizing natural territories without taking into consideration the existing natural and cultural environment. Natural, anthropogenic and social factors are affecting the recreational landscape of seaside resorts, which are important in the context of resort development and regional development. The article presents the means of Palanga resort optimization based on these factors.

To attract the attention of society and academics to the specifics of the sanatorium and resort institutions activities will focus a glance to the problems that can reduce the loss of human capital. Actual scientific researches and issues analysis. The significant contribution to the research of this topic was done by such respected scholars as A. Mazaraki, N. Vedmid, V. Gumenyuk, and others. Uninvestigated parts of general matters defining. On the background of a significant circle thorough scientific researches of the domestic sanatorium and resort area, the need for new research remains high, because, first of all, certain aspects of the regional dimension fell out of the scientists sigh, secondly, it requires deepening the theoretical basis for structuring the subjects of production sanatorium, health and wellness services. The research objective. Based on the purpose of the work, the following tasks are defined: generalize the typology of sanatorium, health and wellness services; to conduct an integrated assessment of the activities of sanatorium and health resorts establishments in the regions of Ukraine; to study the dynamics of sanatorium and health resorts of Ukraine. The statement of basic materials. The article generalizes approaches to the selection of sanatorium and resort activity types. A system of metrics has been formed and used for integrated assessment of their activity. The dynamics of sanatorium and health resorts establishments network is analyzed for the period 2001-2016. Conclusions. Sanatorium and health resorts are important element to ensure the preservation and development of human potential. The public institutions approaches to the typology of these institutions may vary. Regional markets for sanatorium and resort services develop disproportionately, and the network of institutions is decreasing.

The Management of Nusa Dua Tourism Resort couldn’t be separated from macro social and political developments at the national level and the micro at the regional level. The stakeholder power relations between the three pillars of the government (BTDC), investors, and the society in the management of this resort is influenced by external factors, is the globalization that its development. This study focused on analyzing and answering what ideology is affecting the management of this resort. It is expected to give a theoretical benefit in the development and management of tourist resorts, particularly efforts to understand conceptually the relationship between governments, investors, and local communities in this resort. The study was designed as a qualitative research by using phenomenology approach. Results of this study indicated that the management of this resort not only determined by the business management matters but also by the social and political situation and by global and others tourism related ideologies. Social and political change and demands by these ideologies force all three pillars in these management activities to wisely exercising their power in relation of each other for the benefit of all parties and assurance of the sustainability of the resort.

Lviv region has significant deposits of balneological resources, in particular, mineral waters and peloid among other regions of Ukraine. These resources are a valuable element of the recreational potential and socio-economic development of the region. On this basis, several balneological resorts have been developed with appropriate sanatorium infrastructure and the sphere of wellness services. The natural healing resources (mineral waters and peloids), which are widespread in Lviv region and used in small balneological resorts, are characterized. To small resorts we include resorts placed in towns Velykyi Lubin, Nemyriv, Shklo and in the village of Rozluch. They have some similarities in the functioning and take less than 5000 vacationers per year. Therefore, the purpose of this article is to investigate the current state of functioning of small balneological resorts of Lviv region. This will help us to evaluate their potential, make more effective utilizing available natural resources and prevent the emergence of environmental problems, which are typical in large and medium-sized resorts. The main balneological resources at these resorts are mineral waters for external and internal use. In addition, Velykyi Lubin resort is the one resort, which has reserves of peloid in a great amount and utilize it for treatment. Results: Maximum exploitation of balneological resources on small resorts is lower than 20 % of reserves. A common feature that brings together all the small resorts are irrational use of balneological resources and the presence of some environmental problems associated with problems in resort infrastructure. Small resorts can become powerful health-improving and tourist centres as other resorts in Lviv region. They also can provide economic development for themselves and the territorial communities around them. It is necessary to establish a high level of resort infrastructure, which can satisfy a growing demand in balneotherapy for future purposes. Changes have occurred in Japanese regional development policy to accommodate the decline in production and commercial activities. Initially, the thrust was on using high-tech activities to promote regional development within an emerging information society. Subsequently, this strategy has been complemented by a policy of regional development based on the leisure and construction industries. Before this policy is outlined attention is focused on examining a conceptual framework for tourism urbanisation and past resort development in Japan. Then the key features of the Comprehensive Regional Resort Preparation Plan, 1987 and its implementation are detailed with reference to case studies in Tohoku, Kanto, and Kyushu and Okinawa. An analysis is also undertaken of key resort facilities with particular reference to golf course development and theme parks. The relevance of concepts fashioned for tourism urbanisation in explaining tourism-led regional development is also considered. Apart from underlining the way in which resorts are blurring the distinction between urban and regional activities the task of monitoring Japanese resort development is highlighted.

ABSTRACT Taman Nasional Bukit Barisan Selatan (TNBBS) is a nature conservation area which has a lot of potential, flora, fauna and natural attractions that have a high value of naturalness. One of the resorts that were recently developed tourist attraction is its natural Resort Balik Bukit. This study aims to: (1) determine the resource potential of nature in Resort Balik Bukit, (2) determine the potential of human resources that exist around the Resort Balik Bukit, (3) determine that management made in the development of natural attractions Behind Hill Resort, and (4) formulating development strategies of natural attractions Resort Balik Bukit TNBBS. The study was conducted for 3 months, from January to March 2013. Data collected through direct observation, interviews, and literature. Data analysis was done in 2 ways descriptive analysis and SWOT by calculating the weight and rating of EFAS and IFAS. The results showed Resort Balik Bukit TNBBS has tourism potential interest to visitors such as Waterfall, River Way Sepapa, Lower Mountains Forest Ecosystem, Flora and Fauna, Nature landscape, and Stone shaped beam. Potential around the Resort Balik Bukit that support community development activities is the ability to make crafts. Management of natural attractions Resort Balik Bukit performed by TNBBS ranging from planning, organizing, implementation, and supervision, but the development is still less than optimal conducted and no other parties are involved. Based on the research results of the most important strategies that can be applied to the Great Hall TNBBS is promoting potentials in Resort Balik Bukit to the tourist market and cooperated with the parties so that the development of natural attractions Resort Balik Bukit can be better. The article examines the stages of formation and historical development of eco-resort region Caucasian Mineral Waters. The authors consider the conditions of its emergence, the initial period of development of resources and territory. The work consistently characterizes the formation of tourism and recreational infrastructure, and improving the functions of state administrative managing the resort. The authors show the features of the financial-economic potential and its impact on the development of resort cities that are centers for tourism. The legislation development is characterized; the evolution of the interactions between the federal level of power and the regional authorities of the Caucasian Mineral Waters is examined. The authors disclose the potential features of Pyatigorsk, Zheleznovodsk, Kislovodsk, Essentuki, the federal resorts, which are part of the researched area. As the research result, the current state of the ecotourism region, the prospects for its development and priority areas for growth have been identified.

The main factors of demand formation are highlighted, among them – high prices and their non-conformity with the quality of sanatorium and resort services, low income of the population and its incapability to pay for rest in sanatorium and resort facilities, lack of effective state policy, regarding the field and the direction of support and stimulation of sanatorium and resort facilities, inefficient management system of sanatorium and resort facilities, their outdated, insufficient level of advertising support and limited range of tourist and recreational services as well as insufficient quality of additional services. Tourist flows of Lviv region resort cities are studied. According to the data, in 2017, among all the cities of Lviv region, the largest number of tourists was observed in Truskavets, Lviv, Boryslav and Morshyn – about 3 million. Among them – citizens of Poland, Azerbaijan, Moldova, Belarus, Israel, Germany and other countries. The article analyzes institutions of accommodation of largest balneological resorts of the region and the cost of living in them. The main advantages of resort area in studied settlements of the region are highlighted, in particular, its advantageous geographical position, favourable climatic conditions, availability of mineral resources, rich historical and cultural heritage as well as presence of small and medium enterprises, development of trade and services, and a large number of sanatorium and resort establishments, mostly privately owned. These can also bolster the field, considering the wide price range for such establishments. Altogether these factors further signify an already established notion – “Lviv region is a major tourist hub”.

The casino-based integrated resort (IR), which started in Las Vegas in the United States, has moved to Asia and successfully opened Macau’s IR and Singapore’s Marina Bay Sands. As of 2019, three IRs, Inspire, Paradise City, and Midan City, are being constructed in Yeongjongdo Island and, among them, Paradise City is currently in operation after completing its first stage of development. Although the planned creation of three integrated resorts on Yeongjongdo Island was accompanied by the government’s policy support and legal support, the support of the local residents for the IR development projects can have a different effect from that of other areas. For the development of integrated resorts, not only the policy and legal support but also the local support is an important factor. So, this study was conducted focusing on which part of the integrated resort development project should be considered important to get sufficient local support. The results of this study showed that the resort operators and local residents have different opinions on the importance of local support factors. The so-called integrated resort experts considered the environmental and socio-cultural factors important, while the local residents considered factors such as the establishment and completion of the development plan as well as the sustainability as the most important factors. It is expected that this study will contribute to the formation of trust in the relevant policies by disclosing the contents of the implementation and system improvement of IR development projects and providing participation opportunities for residents in the process. This study will be also able to provide objective guidance in decision-making to policymakers who plan the development of such integrated resorts by identifying the factors important to elicit support from the local residents in advance, as well as to public or private developers who want to proceed with IR development projects.

In contrast to the reflective perspective of service quality measurement used in the existing literature, this paper proposes a multi-dimensional model for measuring service quality in hot spring resorts, based on a formative perspective. The formative measurement approach aims to explore how the service quality of hot spring resorts is formed. To achieve this purpose, an exploratory research study was conducted using partial least squares structural equation modelling method. A hot spring resort located in southern China was chosen as the research site to obtain the original data, by surveying customers with spa experience at the resort. Concurrently, service quality was investigated as a second-order construct using a reflective–formative model. Theoretically, this reflective–formative model provides a more comprehensive understanding of service quality in hot spring resort domains. Finally, this study confirmed the following six components of service quality for hot spring resorts: water quality, customer service, facilities, surroundings, alternative activities and convenience. The results show that these six components form service quality in hot spring resorts and may influence consumers’ attachment to such places.

Health resorts have been important landscape identity elements and economy drivers in European cities since the beginning of their development. The sea coastal area in Latvia is rich in sulphur springs that have been used for health procedures since 19th century. Kemeri resort in Jurmala City is known as a unique place that got its name from the forester house Kemeres where the first health procedures were performed by using sulphur spring mud. In 1836 Kemeri was declared as a resort and became known in the whole Russian Empire and later also in the Soviet Union. Significant landscape changes occurred after Latvia regained its independence in 1990, when the ownership of the land changed from the state to the private. Affected by disagreements between the new owners, lack of private and state investments, decrease of visitors from former Soviet Republics, insufficient capacity for competing with European resorts, the resorts in Latvia often became abandoned and forgotten. Historically valuable buildings and parks of the resorts were degraded, the number of inhabitants and visitors decreased. Today the regional government has found opportunities for re-development of Kemeri resort by searching for a new identity and re-branding the place. Re-branding has been used to enhance attractiveness of the place and increase economic benefits. Therefore, the aim of the study is to identify historic heritage values suitable for re-branding of the place and to analyse a potential development of the resort Kemeri. Assessment part of the article is based on historic heritage study by comparing historic and modern photography, field surveys to identify historic heritage values of the place and their influence on possible development scenarios. Historic heritage values were identified according to the Historicity and authenticity; Aesthetic quality and integrity; Social meaning. The other parts of the article are addressed to re-branding of the place that includes involvement of identified historic heritage values into the new identity to enhance functionality, recognisability and attractiveness of the resort Kemeri.

The analysis of world and domestic experience showed that at the moment there is an urgent need to implement a set of measures aimed at preserving, developing the potential of the resort sector and the formation of a modern resort complex. Which is able to solve both medical and social problems, as well as providing affordable sanatorium-resort treatment, and the economic problems of forming the sphere of resort business.In Ukraine, the goals of the spa complex is to focus on the further restoration and development of the spa industry enterprises. The existing organizational and economic relations of health resort institutions of the Republic of Crimea and the impact of their personnel potential on improving the quality of medical services predetermine the need to develop a proposal to increase the export of medical services in the health resort complex of the Republic of Crimea through the transformation of staff competencies in the conditions of digitalization. The study of foreign and domestic scientific papers reveals the impact of the digitalization process on the transformation of employment, as well as the relationship between the three components of the effective work process: automation, employment and labor productivity. In the process of analyzing official statistical indicators of the health resort sector, it has been determined that the revenue from the services provided by health resort organizations has a growing trend. At the same time, the values of indicators of the average number of employees of health resorts and the number of accommodated foreign citizens have the greatest negative deviation. Based on the results of the study, a model of key competencies of personnel providing medical, therapeutic, health and rehabilitation services in the sanatoriumresort complex has been developed. The model is aimed at increasing the quality of health resort services and attracting additional numbers of not only Russian citizens, but also foreign citizens. The integrated model of key competencies is universal and can be applied to any position and field of activity.

Therefore, study on development possibilities of aforementioned area, are especially important for national economy and business, taking local truism into account (pandemic problematics). Snow-making is an expensive operation for a ski resort. However, many resorts would be unable to operate without man-made snow. Deciding when to make snow involves several uncertain factors, as well as significant strategic issues. First, the author describes the framework for this decision. Next, he proposes analytical modelling. Finally, he compares the proposed models to actual practice at several resorts and proposes further research. The author finds that actual practice at most ski resorts does not involve formal analytical methods. While the resorts consider many of the factors included in the models, the decision is generally not modelled explicitly. The use of the proposed analytical models could lead to a better understanding of the factors involved in the snow-making decision, and thus to better service at a reduced cost.

This research aims to investigate the perceptions of service quality improvement among the senior tourists staying in hotels and resorts of the Nakhon Ratchasima province. This qualitative research uses Parasuraman, Zeithaml and Berry’s (1990) service quality model as a theoretical conceptual framework. The in-depth interview method was applied to collect data from five hotel and resort providers in Nakhon Ratchasima province of Thailand. Findings of the content analysis show that hotel and resort managers place great importance on all five dimensions of service quality: 1) Tangible assets, 2) Reliability, 3) Responsiveness, 4) Assurance, and 5) Empathy. Importantly, managers value front-line employees and safety because these are the key factors in attracting senior tourists to hotels and resorts. The findings of this study can be used as guidelines in further improvement of service quality which will benefit the hotel and resort operators as well as government agencies responsible for tourism and hospitality service development.

In recent years, the leadership of the Ministry of defense of the Russian Federation has carried out a number of measures to modernize the health resort facilities in the countrys military health resorts. During their implementation, health resort organizations were significantly reconstructed, acquired a new organizational and staff structure, and advanced medical technologies were introduced into their work. These changes have led to the need to modernize the system for providing medicines and medical products to sanatorium organizations of the Ministry of defense of the Russian Federation. The modernization was carried out in the course of several scientific studies in 20182019. It is based on the approaches to sanatorium-resort provision, medical and medical-psychological rehabilitation that have been formed recently. In its development, an integrated approach was used, based on the principles of project management, taking into account the features of each military health resort in modern socio-economic conditions. A detailed analysis of the factors affecting the functioning of the military health resorts and structural-logical grouping of tasks, allowing the model normalization to form a system of rationing medical property of the sanatorium-resort organizations of the Ministry of defence of the Russian Federation. The result is an optimal structure of the rates of supply of medical supplies to military resorts, which allows us to match organizational structure and needs for different types of medical (pharmaceutical) activity. For the first time, the structure of norms for the supply of medical equipment to health resort organizations provides for norms for the supply of medicines for medical and medical-psychological rehabilitation. Describes the new supply of medical equipment, reveals their features and application procedure. The first results of the introduction of a new system of rationing medical equipment in the practical activities of military health care are presented.

The paper contains an analysis of theoretical problems associated with the conceptual apparatus in the sanatorium and resort sphere. They are largely due to the complex nature of the legal regulation of relations on the use and protection of natural medicinal resources, medical and recreational areas and resorts by the norms of legislation on public health, civil, urban planning, environmental, land and other branches of legislation. Accordingly, the assessment of legal concepts should cover the sphere of regulation of natural resource relations related to the use of natural resources for therapeutic and recreational purposes; the provision of services, the implementation of sanatorium-resort activities as an integral part of health and socio-economic relations; territorial (spatial) development of resort areas, medical and recreational areas; ecological relations due to the classification of such areas as specially protected. In the study of basic concepts — «health-improving terrain», «resort» — their characteristics such as «curative», «preventive», «wellness» are examined, contradictions in legislation are revealed, the necessity of expanding the criteria that are the basis for imparting with therapeutic natural resources, the corresponding legal status is justified. The necessity of expanding the terms and concepts related to the resort sphere — «resort infrastructure», «resort infrastructure user», «accommodation object», etc. is shown. The authors justify other proposals in the context of recent legislative initiatives in this area.

Indicator systems are an integral element of the implementation of planned regional development measures, since any program document needs an up-to-date monitoring and evaluation system. The relevance of this research lies in the need to identify the indicators that reflect the priorities and problems of sustainable development of resort areas, and in the need to develop common indicators of sustainability for territories of tourist and recreational purposes. The aim of the study was to analyze existing methods for assessing the sustainability of the development of resort areas, analysis and evaluation of indicators and their impact on sustainable development of the resort area on the example of the Krasnodar region.As a result of the study, we examined custom approaches in assessing sustainable development of resort regions, as well as the methods of the UNWTO and the Government of the Russian Federation (as part of strategic planning). The features of resort areas and the main elements of their development are revealed in the research. It is noted that many indicators are currently being used (most of them of the same type - economic and social) and as a result many aspects of the territorial development remain unexamined. It is proved that in order to ensure the sustainable development of resort areas in the constituent units of the Russian Federation, it is necessary to develop a system of indicators that takes into account existing international experience and the specifics of the economic, social and environmental conditions of the Russian regions.

Abstract:
The paper discusses the problems of legal regulation of development of resorts and medical and recreational areas in the Russian Federation and suggests ways to further improve legislation in this sphere. The relevance of the topic is due to the prevailing unsystematic development of the territories of most resorts in Russia, which leads to an increase in anthropogenic pressure on resort ecosystems, degradation of natural medicinal resources, deterioration of the ecological and sanitary-epidemiological condition of the territories of resorts and health-improving areas. The author shows the importance and features of the organization of development of resorts and medical and recreational areas to ensure their sustainable development, analyzes the existing urban planning legislation in the part relating to the construction of resorts, reveals problems of regulation and implementation of urban planning activities in the resorts. The priority role of territorial planning in the regulation of reasonable development of resorts is justified taking into account the peculiarities of their functioning and further development.

Abstract:
The article is aimed at elaborating a conceptual model for the gradual transition of sanatorium-and-resort complex (SRC) enterprises to self-supporting principles of doing business, as well as proposals and practical recommendations as to the preparation of strategic tasks for their development. A sanatorium-and-resort institution as an enterprise that makes the transition to market conditions of management and must implement self-supporting mechanisms in the process of providing health improvement services is analyzed. The priority business tasks of sanatorium-and-resort enterprises are identified, their current business policy is characterized. Both the domestic and the foreign experience as to organization of the commercial component of recreational enterprises is analyzed. The reasons for the inhibition of business processes in domestic sanatorium-and-resort enterprises are identified, i.e.: shortcomings in the public sector of the SRC management, but, to a greater extent, the lack of readiness of the enterprises themselves to work in the market conditions (slow reorientation to «innovative thinking» and entrepreneurship, lack of business experience, shortcomings in information support, etc.). The structural model of formation of business strategy for the development of enterprises of sanatorium-and-resort complex is built up, which reflects the transition of the sanatorium-and-resort complex to a new economic model of management and contains such main blocks as innovative thinking, entrepreneurship, activation mechanisms, business organization. Recommendations on intensification of commercial activity in the research sphere have been elaborated and proposed.

Abstract:
The paper presents the main trends in the development of seaside resorts worldwide and in Poland. Particular attention is called to the spatial aspects of this development. Based on their morphological differentiation, two forms of seaside resort in Poland can be distinguished: locations with a clearly heterogeneous spatial-functional structure, in which areas used for tourism are adjacent to others; and locations with a heterogeneous spatial-functional structure in which the tourism function is, to a certain extent, spatially isolated.
