This paper studies the empirical links among factor endowments, trade, and personal income distribution. The motivation is that many developing countries have implemented radical trade reforms in recent years. These reforms have changed relative prices, induced a reallocation of resources, and may have led to the introduction of new production techniques. These changes are quite complex and their final effect on income distribution is theoretically unclear. This paper explores how public transfers and taxes can reduce income inequality in the People’s Republic of China (PRC). The PRC implemented significant tax reforms in the past decade. However, further progress could be faster. International lessons emphasize mobilizing fiscal resources and optimizing tax and expenditure policies to reduce inequality. Key suggestions include enhancing the progressivity of personal income tax and implementing a property tax to prevent wealth concentration, ensuring fiscal resources for public services and social protection.

In the model, poor and middle-income families tend to channel their resources into a few children whereas rich families (and perhaps very poor families as well) tend to allocate resources more evenly.
