Abstract:
The lack of trade services can lead to a decrease in the quality of life of the population, and as a result, the outflow of the population to other regions. It is necessary to assess the dynamics, scale and level of retail trade development in the Khabarovsk Territory, to assess the intraregional differentiation of the population's access to retail trade services. Conclusions are drawn about an increase in the concentration of trade in the cities of Khabarovsk and Komsomolsk-on-Amur, as well as an increase in the differentiation in the consumption of retail trade services in the regions of the region. Areas with insufficient provision of retail space were identified. The directions of state regulation in this matter are proposed.

Abstract:
Abstract Retail trade and services are becoming the most dynamically developing sector of non-agricultural activity in Polish rural areas. State-owned and cooperative stores have been closed down and they were replaced mostly by private stores. There are more and more commercial outlets of various formats, including supermarket chains, discount stores and integrated chains. Despite growing number of modern retail trade formats, traditional small-format, often referred to as local market is also really important. New trading posts in small towns and rural areas are mainly located in the zones of influence of larger cities. They affect many changes of spatial, social and economic character. Small towns and rural areas surrounding them more and more frequently start to compete for further retail trade investments while noticing lots of benefits and costs of this process. The aim of the article is to show the scale of new retail investment in small towns and rural areas in Poland. Research devoted to this field is important from the point of view of choosing the location of new investments related to discount chains and of the strategy for the development of small towns and rural areas. Identification of consequences of the operation of discount chains in chosen rural areas and in small towns can impact the verification of the policy adopted by local authorities in relation to spatial planning and forming the functional structure.

Abstract:
This manuscript presents the results of an inductive analysis of the types of locations chosen by US retailers. Using a large cross-sectional database, including fifty US retail chains and over 70,000 store locations, a classification of retail location types is presented using cluster analysis on situational and trade area data. These data are then applied to create a location profile for each retailer. Based on the results of the first cluster analysis, a second cluster analysis then groups together the chains with the most similar location profiles. A total of twelve distinct location types were identified in the first cluster analysis. Eight groupings of retailers with similar location profiles were identified in the second cluster analysis. Retailers within the same retail business chose similar types of locations and thus were placed in the same clusters. Retailers generally restrict their deployment to one of three overall strategies including metropolitan, large retail areas, or market size variety with specialty retailers favoring large retail areas of urban markets.

Abstract:
Since the 1990s, urban regeneration has emerged as the main initiative of the European Territorial Development Strategy. A series of integrated urban regeneration policies have subsequently been implemented to redress the socio-territorial imbalance in urban areas by improving the structure of opportunities available to inhabitants. The aim of the current paper is to evaluate the effect of such policies of proximity on the “essential retail trade” in neighborhoods in Andalusia. A quasi-experimental methodology was applied using the Difference in Differences (DiD) technique in order to ascertain the changes attributed to the intervention of the projects. In addition, change trends were analyzed using repeat measurements models for each calculated indicator and in the different considered contexts. The findings show an increase in the density and diversity of essential retail businesses in experimental and control areas. We found that in general, intervention had no significant effect on essential retail trade. However, the results do indicate that the impact of these plans is conditioned by the possible effect of different contexts and their specific dynamics (historical districts of large cities or towns on the one hand or peripheral suburbs on the other). The study may contribute to improving the design of integrated policies by controlling for the specificities of urban areas targeted by intervention.

Abstract:
This article is devoted to the issues of assessing the effectiveness of information systems for enterprises engaged in retail trade in consumer goods. This article describes the tasks that the retail FMCG trade, as well as the functions of the retail trade, solve. The features of the subject area were considered, which will form the basis for the formation of scales for assessing the effectiveness of information systems. The priorities, tasks, and features of the business model of enterprises engaged in retail trade in consumer goods, depending on the market segment they occupy. Various types of corporate information systems that can be used in retail trade are considered. The analysis of the subject area made it possible not only to determine important metrics for assessing the effectiveness of information systems but also to determine the priority of the requirements for the availability of certain functionality in the information system from each business segment, large, medium and small. Also, the existing standards in the subject areas of software development and enterprise organization were considered. This article proposes a methodology for evaluating information systems for enterprises engaged in consumer goods retail trade that belong to different market segments. The proposed methodology is based on the approach of multi-criteria expert assessment. An example of linguistic variables for one of the questions of the questionnaire for experts is given. The order of operation of the expert system is also presented in the form of an activity diagram. The developed expert information system can be monetized by providing referral links to the products of companies supplying information systems for retail. In the future, it is planned to add the ability for qualified experts to select combination of metrics for assessment, as well as change the assessment scale to increase accuracy. Keywords: information system, retail trade, consumer goods, performance assessment, expert assessments.

Abstract:
Wearing a facial mask can limit COVID-19 transmission. Measurements of communities’ mask use behavior have mostly relied on self-report. This study’s objective was to devise a method to measure the prevalence of improper mask use and no mask use in indoor public areas without relying on self-report. A stratified random sample of retail trade stores (public areas) in Louisville, Kentucky, USA, was selected and targeted for observation by trained surveyors during December 14–20, 2020. The stratification allowed for investigating mask use behavior by city district, retail trade group, and public area size. The total number of visited public areas was 382 where mask use behavior of 2,080 visitors and 1,510 staff were observed. The average prevalence of mask use among observed visitors was 96%, while the average prevalence of proper use was 86%. In 48% of the public areas, at least one improperly masked visitor was observed and in 17% at least one unmasked visitor was observed. The average prevalence of proper mask use among staff was 87%, similar to the average among visitors. However, the percentage of public areas where at least one improperly masked staff was observed was 33. Significant disparities in mask use and its proper use were observed among both visitors and staff by public area size, retail trade type, and geographical area. Observing unmasked and improperly masked visitors was more common in small (less than 1500 square feet) public areas than larger ones, specifically in food and grocery stores as compared to other retail stores. Also, the majority of the observed unmasked persons were male and middle-aged.

Abstract:
This paper deals with the spatial diversity of modern channels of retail trade represented by large shops (such as hypermarkets, supermarkets and discount shops) in the Dolnośląskie Voivodeship. This is presented against the background of the main changes to which Polish retail trade has been subjected in recent years.Despite the dynamic growth of a large retail network in Poland, the internal trade market, especially that of the grocery market, is one of the most fragmented in Europe. This still developing market is where the processes of consolidation and creation of complex networks of large shops will take place in the near future. Changing consumer preferences in favour of modern commercial buildings, but also the investment of foreign and, increasingly, Polish capital have led to this situation. The article sets out the conditions of distribution of large retail areas in the Dolnośląskie Voivodeship, which are: population density, the concentration of population (urban areas, cities), level of socio-economic development and the proximity of the German-Polish border. It shows the position of the Dolnośląskie region alongside the rest of the country within the parameters of the research. The Dolnośląskie Voivodeship is a region with a high density of retail space. Its accessibility ratio’s value is slightly lower than in those provinces with the highest values of the index, as a result of its higher population density.

Abstract:
Using the example of retail development in the former socialist large housing estate areas of Leningrad—St. Petersburg in 1989—2016 the paper outlines and provides evidence for 3 principles of the spatiotemporal systems (STS) development under urban transformation: principle of essence changing during transformation of a STS; principle of joined-up nature of spatial, temporal and essence-based parameters of urban STS (USTS); possibility of mismatch of spatial, temporal and substantive hierarchies of transformational USTSs. Paper describes 6 stages of spatial development of retail during the studied period and corresponding spatial forms and peculiarities of retail STS spatial development: early transformation; first stage of administrative reform; pavilions and market places; specific transformational forms displacement; domination of large stationary trade forms; convenience shops stage. Corresponding spatial forms and specificities of retail STSs organization in former socialist large housing estate areas are characterized as well: kiosks and stand-alone-sellers agglomerations near metro stations and public transport stops; kiosks and pavilions agglomerations near metro stations plus market places; retail tents and other mobile trade forms near metro stations plus new market places; large shopping centers, stationary market places plus kiosk chains; hypermarkets, chained stationary shops, temporary agglomerations of mobile facilities near metro stations; convenience shops and illegal kiosks. Specific methodology of complex STSs research was developed and tested.

Abstract:
It is common practice in business geography to use gravity models such as the Reilly’s Retail Law of Gravitation model to gauge the extent of presumed trade areas for retail sites based on a variable that models the general demographic attractiveness of the site in question. In the Huff retail model, an exponent represents additional attractiveness factors that differentially affect certain sites; however, it is less common practice to vary the attractiveness of one site alone and to visually inspect in a series of maps the differences in other trade areas given the variation of assumptions about the attractiveness of that site. The idea behind this form of analysis is that business managers benefit from being able to visualize a range of possible contingencies to which they may have to respond. The city of New Britain, Connecticut, is used as a demonstration model in this article to provide these kinds of visualization maps.

Abstract:
The current situation in the commercial sector of Ukraine’s economy and changes that have taken place in commercial enterprises in Ukraine have been analyzed. The principles and methodical approaches have been suggested to introduce a system of strategic planning at enterprises functioning under conditions of developed market relations and unsteady economic environment; and to reveal the most effective tools of planning economic activity in the modern economic system. Factors of external and internal environment influencing the activity of enterprises have been defined. Today, the trade industry is undergoing significant changes due to the introduction of restrictions caused by the pandemic. The trade turnover indices of wholesale and retail enterprises in Ukraine for 2018–2020 show that wholesale trade has decreased in many sales areas. The growth of wholesale trade has only occurred in the following categories: trade in food, beverages and tobacco products (+9.75 %), trade in household goods (+6.57 %) and non-specialized wholesale trade (+0.73 %). Other areas had to reduce their turnover due to declining demand during the pandemic constraints. Retail trade, in its turn, increased its performance and brought income to enterprises, the Transcarpathian region being the only one to reduce (-9.49 %) the indices compared to the same period in 2019. The activity of commercial enterprises has also been analyzed, and approaches to introducing strategic planning at modern Ukrainian enterprises have been substantiated. The external and internal environment factors for the trade sector have been determined, and recommendations for implementing changes have been given. To solve these problems, it is necessary to develop a set of strategic planning measures to improve the state of Ukraine's trade sector. One of the first steps should be changing the development strategy for wholesale and retail enterprises, which will ensure the maintenance and development of an enterprise. Given the unstable situation in Ukraine’s economy and politics, alternative business development options should be designed, with consideration to possible changes.

The paper analyzes the changes that have occurred in retail trade under the influence of eco-friendly trends in Russia. The paper defines the terms ecologization and ecologization of retail. There are three main directions of retail development: commodity ecologization, greening business processes and ecologization of the consumer environment. The paper presents an analysis of innovations in each of the areas of greening. The main elements of commodity greening are the introduction of eco-packaging into the product range and the introduction of eco-packages. For industrial greening, it is recommended to organize work with suppliers taking into account the need for the turnover of reusable containers and pay special attention to the management of goods with an expiring shelf life. The organization of the collection of secondary raw materials on the territory of stores is considered as the greening of the consumer environment. The paper emphasizes the importance of using eco-friendly innovations in the marketing and advertising strategies of stores. For the analysis, the practice of large Russian retailers, such as “X5 Retail Group”, “Magnit”, “Lenta”, “VkusVill” was used.

Abstract:
From the formation of effective strategic goals and improvement of operational activities depends on the optimization of production methods, planning the development of new products, changing the cost of production, planning and forecasting sales. The introduction of new areas of operational activity is an effective strategic development. The relevance of the research topic is due to the development of modern formats of trade and the need to implement new solutions for operational management, in terms of improving the effectiveness and quality of basic management functions – planning, organization, management and control. The retail industry is in a constant process of transformation. Economists cannot say how much the new formats will be in demand. Determining the mechanism of functioning of trade networks in Ukraine has not yet been the subject of extensive research, which has a negative impact on the practice of their operation. The article raises the relevance of the concept of operational activity of retail chains as an economic category. The essence of retail operations is considered. The purpose of the article is to study the concept and clarify the economic category «operational activities of the trade network». The main task is to study the nature and components of retail operations, as well as to develop ways to optimize operational management, the main of which are well-developed logistics schemes, electronic sales channels, organization of food halls and food courts, digitalization and personalization, construction of omnichannel communication networks and the consumer, the use of big data to improve customer service. Based on the use of general economic research methods, the approaches of scientists to the interpretation of the concept of "operational activity" are analyzed and systematized. The scientific novelty of the study is to clarify the essence and highlight the most important characteristics of the operational activities of retail in Ukraine. The practical significance lies in the substantiation of the main components of the operational activity of the trade network. Based on the study, it is determined that operating activities in the process of financial and economic activities occupy a basic place, as they are the basis for stimulating the development of entrepreneurial activity. Abstract:
Purpose – This paper aims to contribute to the discussion about how retailers can more effectively promote sustainable food consumption in the retail store. Design/methodology/approach – Thirteen self-proclaimed sustainable consumers were observed and interviewed during their grocery shopping. Separate observations were conducted of the stores. Finally, consumers were asked to provide three weeks worth of grocery shopping receipts. Findings – Results show that the meaning of sustainable consumption varies among consumers. Observed consumer behaviour was mostly routinized, with little willingness to engage consciously with the choice situation. Mixed messages in the store cause confusion, uncertainty and frustration. Only for a minority of decisions, consumers showed a high level of decision-making involvement. Then, consumers were willing to engage with the retailer and accept trade-offs. The retail store should better account for consumption routines in sustainable consumption behaviour and open up to interaction with sustainably minded consumers where necessary. Research limitations/implications – The results are specific for urban areas with high concern for sustainability. Further research should focus on areas of low concern for sustainability and the impact of the store environment on such consumers. Practical implications – Retailers do not sufficiently take into account the contextual nature of sustainable consumption. Retailers would be well-advised to account for the habitual nature of grocery shopping and for contextually defined understanding of sustainable consumption in their efforts to promote sustainable consumption. Originality/value – This study gives new insights into the much debated “attitude-behaviour gap” in sustainable consumption and how retailers can more effectively encourage sustainable consumption behaviour in the retail store.

Abstract:
Retail units built in Slovakia after the war have continued in the tradition of the functionalist pre-war production, where the emphasis was on the rational operation. Their solutions: disposition-spatial, material-construction and operational were determined by socio-economic and political conditions of a totalitarian regime. Directional management of construction has been focused on building-up sale units in central urban areas, in areas of newly-formed residential dwellings and conditions of rural settlements. Insufficient design capacities led to the creation of typified designs. Sterile cubic solutions conditioned by building-material base of society were reflected in the austere architectural embodiment. The transformation process of the nineties significantly affected overall the retail structure. The possibility of entrepreneurship and free pricing encouraged vendors to build large numbers of different small-scale devices. Globalization tendencies with an internationalization of trade and the free movement of capital caused by the turn of the century building of major shopping centers with super and hypermarkets. The building was focused initially to the remote large settlements and later to wider centers of towns. Architecture of modern suburban retail buildings is marked by utility of function, low-floor construction, high volume mass. By typological and material-constructional solution and by austere architectural expressions shall have the adjective "ephemeral".

Abstract:
The microdistrict principle of urban environment organization, developed in Soviet urban planning, formed a certain configuration of the placement of trade and services. However, the market transformations of the 1990s dramatically affected both the number of retail facilities and their location. The purpose of this research was to identify the effects of retail development for the functions and morphology of the microdistricts of Soviet construction. The work is based on empirical materials on St. Petersburg, where research was conducted based on the study of telephone books in the late 1980s, and field mapping of selected areas of the city. It was found that at the moment there was a rapprochement of the retail functions of the areas of mass housing construction and the historical center. The number and density of everyday demand objects in microdistricts increased many-fold, while goods and services of periodic demand came out on top in terms of the number of objects. Retail of episodic demand has ceased to obey the center-peripheral principle in placement. The Soviet principle of spatial monopoly was replaced by the principle of spatial competition, which significantly transformed the morphology of urban space.

Abstract:
The aim of the study is to develop a conceptual project for the course of non-stationary trade in the city area. Theoretical researches were carried out using methods of analysis and synthesis of existing scientific developments in the field of territorial organization of a consumer market at the municipal level. In practice the observation method and the methods of static analysis were used to determine the retail floorspace capacity level as well as the walkability level of retail facilities in an urban environment. On the basis of the study the following results were obtained: the role of non-stationary trade objects as a factor in the integration of formats of the distribution chain and territorial consolidation, as well as the need for providing a legislative framework for the list of specific types of non-stationary trade objects in the municipal territory, is proved; the effectiveness of building-up a three-level network of non-stationary trade objects on the walkability principles in urban areas to maximize the proximity of trade services to the population, to meet the demand of low-income citizens, to support local commodity producers, is justified; the idea of developing a mobile application for all operating systems based on a municipal mapping system with functions of selecting a route and a suitable shopping facility in terms of range of products, was proposed.

In this paper a monitoring and locational decision support system for retail activity is presented. This system uses point-based customer densities as a set of data instead of area-based densities which have been used in most of the previous studies. Bicubic spline gridding and interpolation methods are applied to convert sample data to grid data and to convert grid data to grid data, respectively. Retail trade areas are represented as a three-dimensional surface in colour graphics to monitor the small changes. This system can also search for an optimal location for an intended store and assess its spatial impacts upon the existing stores by means of a spatial interaction model with bicubic splines.

The research objects are 251 modern trade establishments, represented by such formats as minimarket, supermarket, hypermarket, discounters and cash & carry. The article analyzes the spatial development of the retail chains of Lviv as the largest city in the Lviv region. Determination of geospatial organization of the Lviv retailers allow us to identify perspective areas for the development of retailers. In the course of the research, it was found that one of the key indicators, in addition to the numbers of networks, is the general trading area of their establishments, after all it reflects the possibilities of the retailer’s in customer service. The largest areas, as a rule, have establishments in international trade networks, somewhat smaller – national networks, the smallest, respectively, in local area networks. For getting the complete information about the area of the trading establishments we used GIS methods. According to the received results, it was determined that the largest average area of retail establishments has international trade networks, and despite their small number, their fraction from the general is one of the largest. Using different indicators we created a database for cluster analysis, which makes possible to combine regions and cities of regional significance into certain groups according to the similarity of indicators. According to the results of the analysis, the districts of Lviv region were divided into 6 groups, and cities of regional significance for 4 groups. Received results can be used to determine the accessibility of the population to modern trade establishments, thus showing the level of development of social benefits, and also to create the investment attractiveness of some districts of the Lviv region.

As a newly developed city, Langsa City is one of the right areas to try. Introduced as a Service City, the city strives to meet the needs of its people. However, because Langsa City has minimal in industry, especially in medium and high scale industries, only consumptive needs can be met. Therefore, trade is a growing business, especially in retail businesses. Unfortunately, community retail businesses in recent years have experienced a decline in turnover, the main cause is the inability of local retail businesses to compete with national retail. Therefore the purpose of this study was to analyze the competition of national local economic retail business in a socio-economic way in Langsa City. Using a qualitative approach, the results show that the running of the national retail business in Langsa City has made local retailers turnover decline by an average of 30 percent and every year there are local retail businesses that have small business capital must to shut-down their businesses. The decline in the turnover of local retailers also had an effect on the reduced amount of zakah distributed, the reduction of other social contributions such as contributions to the construction of mosques, dayah, and poor people in addition to the amount of tax that also declined.Whereas in the national retail business the positive effect obtained is from tax contributions. The expectation of local retailers to the government in Langsa City is to prioritize the sustainability of local businesses in order to maintain the stability of the people’s economy.

Abstract:
Purpose Although the study of credit ratings has focused on traditional credit bureau resources, scholars have recently emphasized the importance of big data. The purpose of this paper is to examine both how these data affect the credit evaluations of small businesses and how financial managers use them to stabilize their risks. Design/methodology/approach Using data from 97,889 data points for normal guarantees and 1,678 data points for accidents in public funds, the authors explore the effects of trade area grades as well as the superiority of the use of big data when evaluating credit ratings for small businesses. Findings The results indicate that the grade information of trade areas is useful in predicting accident rates, particularly for small businesses with high credit scores (AAA-A). On the other hand, the accident rates of small businesses with low credit scores increased from 3.15-16.67 to 3.20-33.3 percent. These findings demonstrate that accident rates for the businesses with high credit scores decrease, but accident rates for businesses with low credit scores increase when using the grades of trade areas. Originality/value The authors contribute to the literature in two ways. First, this study provides one of the first investigations on information on trade areas through public financial perspectives, thereby extending the financial risk and retail literature. Second, the current study extends the research on the credit evaluation of small businesses through the big data application of real transaction-based trade areas, answering the call of Park et al. (2012), who recommended an exploration of the relationship between business start-ups and financial risk.

Abstract:
In Russia, for the successful development of fishing and fish farming, there is a natural base: access to the seas and oceans, a significant area of internal reservoirs: rivers and lakes. However, the distribution of fish resources is very uneven: in some areas, resources far exceed the needs of the local population, while others may not have direct access to fish stocks. Therefore, trade plays an important role in achieving a more even distribution of fish throughout the country and is an important element of the market economy, market exchange, and one of the indicators of the well-being of the economy at the micro, macro, and meso levels. The purpose of the study is to study trade as an important infrastructure element for the delivery of fish and seafood to the final consumer. Was a valued commodity structure of sales and inventory of wholesale and retail trade, purchasing power per capita monetary income of the population, the role and potential of consumer cooperatives Centrosoyuz in the marketing chain for the delivery of fish and seafood to the final consumer. Methods: comparison and scientific analysis, inductive and deductive, monographic helped to outline the problems and ways of trade development. To promote the sale of fish and its processed products, it is necessary to develop all types of trade, including wholesale and retail, as well as create exchanges, electronic platforms and use any other modern marketing channels. A multi-disciplinary system of commodity movement is needed for the redistribution of inter-regional cargo flows "East-West" and "North-South" and the development of the main transport directions: latitudinal, meridianal and diagonal, for the delivery of fish and seafood from the catch regions to the place of consumption.

Abstract:
The aim of this paper is to introduce basic developmental consequences, changes, trends and the current situation in amenities through retail and commercial services in the rural areas of the Czech Republic. The example illustrated herein is the South Moravian Region. Methodically, the text is built on previous survey (2002), and on our own survey conducted in municipalities up to 3,000 inhabitants of the South Moravian Region in 2018 (n = 355). There are semi-structured interviews (n = 18) that link back to these surveys. The data obtained was processed by the methods of statistical and graphical analysis, comparison, interpretation and synthesis. The paper concludes that since 2002, commercial amenities have experienced remarkably negative development. The smaller municipalities in the periphery have encountered the greatest decline, but stagnation is also seen in the suburban areas of Brno. From among types of commercial amenities, the ones most weakened were specialized shops, which could no longer compete with large retail chains. Almost a fourth of municipalities support commercial trade and services, mainly through subsidies or lowered rent. The regions also provide subsidies. Even simplifying red tape or providing tax relief on the part of the public sector would support civic amenities. Another key may be retaining young and educated people in municipalities where they will live and work. Contributing to this could be not only developing infrastructure in municipalities, but also for example the next wave of digitalization and introduction of stable, high-speed Internet service in rural areas.

The purpose of the article is to investigate the current price situation in the cattle meat market, taking into account the peculiarities of the beef price chain “production – processing –trade – consumer”. Research methods. The following methods have been used in the research process: abstract and logical, system analysis – for generalize theoretical positions, formulating conclusions; comparative analysis – for compare indicators and identify trends in their change over time; statistical – for assessing the cattle meat market; tabular – for visual representation of the research results; monographic – for detailing the price situation in the beef market; graphic – for identify and illustrate the trends of the research economic phenomena. Research results. An analysis of the price situation in the cattle meat market with details of individual species priced in dif-ferent areas of the country. Trends and regularities of dynamics of prices for cattle and products of processing in wholesale and retail trade are estimated. There is a clear tendency of annual increase in prices for cattle meat market in Ukraine during 2017-2020. It was found that the increase in purchase prices for young cattle causes an increase in wholesale and retail prices for various types of meat. It is justified that the price is important to all cattle meat market participants. The level of prices affects the efficiency of both individual producers and the development of the economy of any country. Prices clearly reflect the processes of production, exchange, distribution and consumption. Scientific novelty. It is specified that under the conditions of low purchasing power of most of the population of Ukraine, the actual retail prices for beef and veal within the trade network are quite high and do not contribute to the growth of demand for this type of meat. Practical significance. The research results can be useful for all participants in the food chain “production – processing – distribution – consumption” of the cattle market. Tabl.: 1. Figs.: 1. Abstract:
Digitalization shall spur the development of market mechanisms and competition, especially in retail electricity markets, by making information available to all stakeholders, including regulators and consumers. It will be difficult to implement initiatives to make sure consumer demands are met at all times without studying global practices of using unconventional contract structures in the energy sector and the impact of the energy transition on public relations. At the same time, the absence of an effective regulatory framework that would allow us to take full advantage of unconventional contract structures for their further application in the energy sector can result in technological inferiority in key areas of the smart energy sector in terms of both technology and standardization. As the Russian regulatory framework for the regulation of public relations using unconventional contract structures is still in its infancy, it makes sense to turn our attention to other countries’ distributed generation development regulation practices that gave impetus to change the industry and use digital platforms.

Abstract:
The present research featured the trends of private trade in the Irkutsk province. The study was based on historical documents from the State Archives of the Irkutsk Region. The paper focuses on 1924–1926 as the period of active trade development. The authors analyzed the problems of private trade functioning and their impact on the socio-economic situation in the region. The article describes the market activity and product range, the role and importance of entrepreneurship in commodity deficit relief and re-establishing of market relations. The research revealed a rapid development of private trade at the initial stage and a further reduction of this segment of economy as a result of the policy aimed at expanding the public sector. Subsequently, small private business moved into rural areas, and the retail network reduced. The authors believe that the development of private trade in this period was contradictory and unstable. In the Irkutsk province, there was a significant gap between prices and incomes, as well as between the cost of industrial and agricultural goods. As a result, the state trade activities were inefficient, and the private entrepreneurship needed support. However, the centralization of economic policy and the rigidity of management positions did not allow these trends to develop, which negatively affected the economy of the region as a whole.

Abstract:
The Texas Department of Agriculture launched the GO TEXAN marketing promotion program in 1999 to support Texas agricultural and food production. The underlying assumption is that if successful, the program would support directly or indirectly the demand for Texas agricultural production and the well-being of the state's rural population. This research analyzes responses to an official 2008 survey sent to the GO TEXAN program beneficiaries. Overall, this study suggests that not all activities in the program have a clearly positive impact. Participation in trade shows, retail promotion and media events, and reverse trade missions seem to have a significant effect on sales increase as well as the use of the program logo on promotional items and web sites. The study also suggests that the relative impacts of event participation and uses of the program logo differ according to the group of member's belonging, particularly when comparing the “mostly rural” vs. “mostly urban” categories. Consequently, if a state's agricultural marketing program specifically attempts to reach producers from its “mainly rural” areas, an analysis may be needed to identify what specific types of promotion seem to generate the best results in those areas.

Abstract:
Food prices stabilization through the food production and trade to fulfillment consumption in terms of both availability and accessibility food is government major problem. Government’s ability to determine an appropriate pricing policy depends on market structure, behavior and effectiveness. Trade barriers and market failure reduction, improved access information would make market integration effective and efficient. This study aims to analyze the market integration and the price transmission elasticity that occurs between regions in Indonesia. Using Ravallion integration analysis and a span from 2009 to 2013 on 33 provinces retail prices data in Indonesia to capture level integration and price transmission between regions. The results showed in the rice shows that Jakarta and South Sulawesi region is becoming the leading market and Jakarta for sugar market those integrated with most areas in Indonesia. Sugar and rice have a better degree of integration than soya. Integration analysis with Ravallion models cannot explain two areas integrated or not. It is necessary to study towards further for East Java in terms of either regional autonomy policy or any market failure that occurs in order to find a policy solution to be more integrated. Key words : Food, Market integration, Ravallion model
