Hydrological data extracted directly from Water Survey of Canada archives covering the 1913-2002 time period is used to assess river ice break-up in the Mackenzie River basin. A return-period analysis indicates that 13 (14) of 28 sites in the basin are dominated by peak water-levels occurring during the spring break-up (open-water) period. One location has a mixed signal. With the aim of becoming a cyber island and making Information and Communications Technology (ICT) one of the main pillars of the economy, the government of Mauritius has been investing huge sums of money in ICT projects. For instance, in 2009 ICT investments accounted for 5.7% of the total share of the Gross Domestic Product (GDP). Given this situation, it becomes crucial to evaluate ICT investments, and as such, the main aim of this paper is to investigate the existing methods used in the evaluation of ICT investments in the public sector and propose a framework for the evaluation process. The main contribution of this work lies in the fact that evaluation of ICT projects in the public sector has remained an unexplored area, and even in the context of the private sector, most studies have concentrated on developed countries. The main results from the survey carried out in the 22 ministries reveal that Payback Period (PB) and Accounting Rate of Return (ARR) are the main financial criteria used for the evaluation. The survey also shows that the major factors, which are prioritised during evaluation process, are the relevant costs, risks, and benefits. Based on the research findings, this chapter also proposes a framework for evaluating investments in ICT projects by the public sector.

Balance, spatial orientation and stable vision are imperative factors for sports or any other physical activity. It is achieved and maintained by a complex integration set of sensorimotor control systems that include sensory input from vision, proprioception or somatosensory and the vestibular system. A Sport-Related Concussion (SRC) is an individualized injury that presents a range of clinical signs and symptoms (cognitive, physical, emotional, somatic, and sleep-related). For this reason, SPR is a meaningful public health issue that involves a multidisciplinary team to properly manage it. In the sports medicine filed, Sports-Related Concussion assessment and management has become an argumentative issue. Presently, the consensus includes a combination of subjective examination, combined by multifactorial evaluation batteries that allowed to verify several components of brain function. Athletes frequently complain of dizziness and imbalance subsequent a concussion, and these symptoms can expect increased period to recover and return to play. Balance assessment is an important component of the concussion evaluation, as it can contribute with an awareness about the function of the sensorimotor systems.

New Labour developed an ambitious programme to address what it saw as increasing social divisions in British society caused, primarily, by ethnic and cultural difference. Developed in 2001, community cohesion became embedded in many other social policy areas, especially regarding social inclusion, a commitment to empowering both individuals and communities, and developing a sense of British identity compatible with a rapidly globalising world. Though it was marginalised during the Coalition and Conservative governments, rising uncertainty and increasing division in the current period warrants a re-assessment of the utility of a discrete social cohesion policy framework. This chapter assesses New Labour’s approach to community cohesion, drawing out lessons from its use in the New Labour years and asks whether policymakers should return to a focus on social cohesion and what, if anything, should be done differently in an uncertain political and social landscape.

This chapter examines issues regarding the control of weapons of mass destruction (WMDs) and its implications for international security. It begins with a discussion of the shift that took place during the cold war from disarmament to arms control, and the shift in relative importance that occurred in the early post-cold war period from arms control to more forcible means to tackle proliferation. It then considers concerns that emerged in the 1980s and 1990s about the continuing utility of arms control as an effective means of dealing with WMDs. It also analyses new ideas that began to take shape, first during the presidency of Bill Clinton, and then under George W. Bush, about more militarily driven approaches, associated with counterproliferation. The chapter concludes with an assessment of ‘the return to arms control’ by the administration of Barack Obama and the challenges presented by new geopolitical tensions.

As in the case of other parts of the UK wider health system, it has been a turbulent time for public health since 2010. Not only has the function undergone major structural and cultural change following its return to local government from the NHS, where it had been located since 1974, but it has had to confront new challenges in public health arising from lifestyle behaviours and a widening health gap between social groups. All of this has occurred during a period of unprecedented financial austerity affecting public services in general but local government in particular. This chapter reviews the state of public health in the lead up to the changes announced by the Coalition government in 2010. It then summarises the reforms before offering an interim assessment of their impact. Finally, it discusses the evidence to date concerning the reforms and speculates on likely prospects in the years ahead.

The prognostic assessment of a patient aims to pre­dict the future, using the range of evidence available. This evidence relates to: … ● the individual patient (e.g. their own history of illness, and their compliance with medication); ● groups of patients like the individual patient, that is, diagnostic and subdiagnostic groups (e.g. in depressive disorder, the risk of recurrence; and in anorexia nervosa, the risk of suicide or of death by starvation); ● psychiatric patients in general (e.g. the importance of good relationships with healthcare professionals, supportive family and friends, and insight into illness). … Prognostic assessment results in an understanding of the following: … ● What outcomes are likely to happen? Relevant outcomes can be related to the illness (relapse and recurrence, for example— see ‘Terminology’ for definitions), to treatments (such as side effects or complications), to risks (to self, to others— see Chapter 7), or to important social outcomes (such as return to work, marital break- up, or permission to drive a car, bus, or lorry). ● How likely are they to happen, and when/ over what time period? An estimate of both likelihood and timeline is helpful. So, for example, in a patient with recurrent depressive episodes, who is now well, we may view that their lifetime risk of suicide is significantly higher than the population risk, that they are not currently at increased risk, and that suicide attempts are likely to occur in the context of depressive recurrence. ● What can change the nature or likelihood of the outcomes? For example, in the case just mentioned, we may view that the lifetime risk of recurrence can be reduced by training the patient and family to spot the early warning signs of illness, by reducing daily consumption of alcohol, and by finding regular, stable employment. In addition, we can reduce suicidal risk by ensuring that the patient is prescribed medicines that are relatively safe in overdose (e.g. SSRI antidepressants rather than tricyclics), and by making family members aware of the risk of their own medication being used in an overdose.

It begins by tracing the origins and institutional structure of Security Studies, noting that it started out as an American, think-tank based, interdisciplinary field and then became institutionalized as a part of a single discipline, International Relations (IR). Since the 1990s, the field has enjoyed a new period of high theory productivity, but largely in two separate clusters with the United States and Europe as centres of each. Among important developments during the so-called Golden Age of Security Studies were game theory and deterrence theory. The chapter proceeds by examining the stagnation of Security Studies before concluding with an assessment of future prospects and challenges facing the field, citing debates over issues such as human security and Islamic approaches to IR.

The failure to control theatre nuclear weapons led to a new twist in the European arms race at the end of the 1970s which helped to undermine recent improvements in East–West relations. The chapter first considers NATO’s ‘dual track’ decision regarding theatre nuclear weapons before discussing the Iranian Revolution and the Soviet intervention in Afghanistan. It concludes with an assessment of the revival of the Cold War, focusing on the so-called Carter Doctrine.

The paper deals with the probabilistic method of the assessment of the depth of soil freezing. Annual (winter) maxima of the position of the zero centigrade temperature measured in the soil were approximated by Gumbel probability distribution. Its parameters were estimated using maximum likelihood method. A preliminary geologic and engineering study of fault crossings along a proposed high pressure natural gas spur pipeline was conducted in 2005 for the Alaska Natural Gas Development Authority (ANGDA). The route crosses a number of faults that comprise the eastern Castle Mountain-Caribou fault system in south-central Alaska, which is known to be active within 60 miles (100 km) to the west. The route approaches the faults at mostly subparallel angles, resulting in several long coincident crossings, five of which were judged to be potentially active in this study.
