Abstract:
In “Robust Auctions for Revenue via Enhanced Competition,” T. Roughgarden, I. Talgam-Cohen, and Q. Yan revisit the classic Bulow–Klemperer result. This result compares the revenues of two well-known auction formats: the welfare-maximizing Vickrey auction and the revenue-maximizing Myerson auction. It shows that, with an extra bidder competing for the item, the Vickrey auction becomes as good as the Myerson auction in terms of revenue while maintaining independence from prior distributional information about bidders’ valuations. Unfortunately, Myerson’s toolbox for revenue-optimal auction design does not extend to combinatorial auctions with multiple heterogenous items, for which optimizing revenue remains a challenge—especially if we want auction designs that are simple and robust enough to use in practice. This paper extends the Bulow–Klemperer result to multiple heterogenous items by showing that a prior-independent, simple, welfare-maximizing auction with additional competing bidders achieves as much revenue as the ill-understood optimal auction.

Abstract:
We consider the problem of designing the information environment for revenue maximization in a sealed-bid second price auction with two bidders. Much of the prior literature has focused on signal design in settings where bidders are symmetrically informed, or on the design of optimal mechanisms under fixed information structures. We study commonand interdependent-value settings where the mechanism is fixed (a second-price auction), but the auctioneer controls the signal structure for bidders. We show that in a standard common-value auction setting, there is no benefit to the auctioneer in terms of expected revenue from sharing information with the bidders, although there are effects on the distribution of revenues. In an interdependent-value model with mixed private- and common-value components, however, we show that asymmetric, information-revealing signals can increase revenue.

Abstract:
In this study, we have applied optimal control theory to determine the optimum value of tax revenues accruing to a state given the range of budgeted expenditure on enforcing tax laws and awareness creation on the payment of the correct tax. This is achieved by maximizing the state's net tax revenue over a fixed time interval subject to certain constraints. By assuming that the satisfaction derived by the Federal Government of Nigeria on the ability of the individual states to generate tax revenue which is as near as the optimum tax revenue (via the state's control problem) is described by the logarithmic form of the Cobb–Douglas utility function, a formula for horizontal revenue allocation in Nigeria in its raw form is derived. Afterwards, we illustrate the use of the proposed horizontal revenue allocation formula using hypothetical data.

Abstract:

Abstract:

Abstract:
SUMMARY While auditor attestation of the effectiveness of internal control over financial reporting (ICFR) is required for firms with a public float of at least $75 million (accelerated filers), the Securities and Exchange Commission (SEC) has delayed auditor attestation for non-accelerated filers several times. The Dodd-Frank Act of 2010 exempts non-accelerated filers from auditor attestation. We examine the relation between auditor attestation and revenue quality for a sample of non-accelerated filers and small accelerated filers. We find that discretionary (abnormal) revenues, our proxy for revenue quality, are lower by about 1.5 percent of total assets for accelerated filers relative to non-accelerated filers. This finding holds even among firms whose management has certified their ICFR to be effective. Overall, the findings support the notion that auditor attestation of the effectiveness of ICFR benefits small accelerated filers via higher revenue quality. We believe our findings are timely and potentially informative to regulators, investors, and others.

Abstract:
The guarantee for stable development of the local community's well-being creates conditions to ensure the financial self-sufficiency for local budgets. Today it is urgent to improve the theoretical and practical approaches to forming the local budget revenue to ensure the necessary financial self-sufficiency level for local budgets. Thus, the purpose of this research is to investigate the level of financial self-sufficiency for local budgets in Ukraine in 1998−2019 by analyzing the revenue side of these budgets. The research used methods of economic, systemic, and structural dynamic analysis. The paper compares different approaches to defining the concept of “financial self-sufficiency for local budgets”. It is determined that the community's success depends on the level of its financial self-sufficiency, which is possible only when the community has financial resources fully to implement local budgets in terms of expenditures. Structural and dynamic analysis of the local budget revenue in Ukraine for 1998-2019 is carried out to assess the level of financial self-sufficiency for local budgets in Ukraine as a whole. The study results indicate the state measures correctness in the reforming of the local taxation system in 2010 and budget decentralization in 2015. However, these measures must be fully implemented and systemic. Conclusions: the composition and structure of the revenues of the local budgets are continually changing, due to the constant changes in the tax system of Ukraine and the state’s efforts to solve the problem of generating local budget revenues, not due to the development of local taxation, but via official transfers. In such conditions, the self-sufficiency of local budgets does not receive the appropriate level. Local budgets are formed on the principle of minimum execution. However, the local taxation system development and the significant increase in tax revenues from local taxes since 2015 allow us to make optimistic forecasts for the growth of the financial self-sufficiency level for local budgets in the future. Abstract:
Increasing domestic revenue mobilization remains a challenge for many governments, particularly in low-income countries. Using a sample of East African countries, the study sets off to investigate the impact of financial development from a multi-dimensional perspective on tax revenues for the period 1990 to 2014, and how political development and the control of corruption would enhance the observed nexus. The dynamic panel results from the system GMM estimation approach indicate a significant role of financial development overall and the financial institutions and financial markets in particular. A disaggregation of the duo suggests that it is the depth of financial institutions that greatly matters for tax revenue, with a one per cent change expected to yield about 0.26 per cent change in tax collections. It is then followed by their level of accessibility, financial market depth and efficiency. We fail to find significant evidence in support of financial market access and financial institutions efficiency although the possibility for the latter seems indismissible. Further evidence points to the catalytic nature of a good institutional and political environment in pursuit of higher tax-GDP ratio via financial development. Policies to promote the depth and accessibility of financial institutions as well the depth and efficiency of financial markets in East Africa alongside well-focused anti-corruption programs and democratic governance are likely to yield better fiscal outcomes in terms of domestic tax revenues critically needed to achieve the United Nations Sustainable Development Goals. We also confirm the positive role played by the lagged tax revenue, per capita GDP, trade openness, debt-to-GDP ratio and population density in the tax effort.

Abstract:

Abstract:
The State of Oregon is heavily dependent on fuel tax revenues to maintain roads. Several technological developments, including the introduction and use of more fuel-efficient vehicles, will have a dramatic effect on fuel tax revenues in the near future. In response to these trends, Oregon House Bill 3946 mandates that the Oregon Department of Transportation (ODOT) begin implementing pilot systems to test alternatives to the current system of taxing highway use through fuel taxes. The Road User Fee Task Force (RUFTF) was created as part of the bill with the mission of “developing a revenue collection design funded through user pay methods, acceptable and visible to the public, that ensures a flow of revenue sufficient to annually maintain, preserve and improve Oregon's state, county and city highway and road system.” One alternative being considered by the RUFTF employs a fee based on vehicle miles traveled (VMT). This paper describes the development of two working VMT-based prototype technology configurations. This development effort was necessary because commercial-off-the-shelf technology with the functionality required by RUFTF was not available. Multiple concepts for on-vehicle mileage collection devices (using both odometer and Global Positioning System technology) and systems for fee calculation and collection were developed, integrated, and tested as part of the two prototype technology configurations. Results indicate that a VMT-based fee collected via radio frequency communications at service stations is technologically feasible.

Abstract:
The study relates to adjustments of expenditures, by budget components, when households are facing an important fall of income. It begins with a presentation, in a methodological perspective, of the most important empirical studies on the subject. It goes on with a synthesis of the principal results arising from studies which relate to unemployed and presents the results obtained by the author from two surveys : "conditions de vie" from INSEE (1986) and "enquête socio-économique auprès des ménages lorrains" (1986). Eight components of household’s budget are considered: clothing, leisure, transport, home equipment, food, housing, health, expenditures for children. For each of this components are examined: its place in the hierarchy of outlays adjustments, the ways by which expenditures are reduced, the dynamic of adjustments, the relation between diminishing expenditures and different characteristics of households. For this last point, two complementary approaches are used: a descriptive one and an econometric one. The study points out the necessity of studying thoroughly the dynamic of the ways by which expenditures are reduced

Abstract:
The importance of poverty and inequalities in rich countries is questioning the pertinence of social justice principles accepted in the past. Recent developments in analytical philosophy and normative economics are giving some ways to better understand the problem of inequality and the policies to solve it. In this thesis, the post-welfarist approaches (answering to the question: "equality of what?") and their scientifical and ethical interests are particularly studied. Taking the question of minimum guaranteed income and studying the relevance of social justice as impartiality theories, we are trying to analyses the way the national minimum guaranteed income schemes (particularly in France but also in northern Europe) are meeting social justice or local justice principles. The public goods features are also analyzed. At last, the impact of such schemes, in terms of standard of living and well-being, is analyzed

Abstract:
Woodroll® is a gasification technology developed by Cortus that produces synthetic gas (syngas) from biomass. Syngas can be used in several different applications. One interesting option is to convert it further into biomethane, which can be used as automotive fuel or replace natural gas in gas grids. The revenues and profitability of biomethane production is heavily dependent on policy instruments and support schemes. These subsidies can be either direct, where the producer receives a feed-in tariff for biomethane production, or indirect, where consumption rather than production is stimulated. This work has investigated which revenues that can be expected from biomethane production via Woodrooll® in Sweden, the Netherlands, Germany, the UK, France and Italy, both in terms of amounts and risks. A profitability analysis have also been carried out to preliminary compare the returns in the different countries, where two different scenarios for different revenues have been analyzed for two different feedstock prices. The results showed that the Netherlands and Italy provides the potentially highest revenues. However, there are uncertainty factors associated with all cases. Sweden and Germany offers indirect support and negative market trends. The Netherlands and the UK are the only options that provide a feed-in tariff for biomethane production via gasification. In the Netherlands the tariff can be secured before making investment decision but is only disbursed for 12 years. The UK offers a fixed feed-in tariff for 20 years but the tariff is secured first after plant start-up and the tariff may be reduced on a quarterly basis. In fact, the tariff has been reduced with 40 % over the last 24 months, but there are discussions on introducing a separate tariff for gasification. Italy has the support schemes that potentially offer the highest revenues, but gasification is currently not eligible for support. The latter also holds for France, which may be an interesting case in the future. If risk is to be minimized, Cortus may either focus on the Netherlands or await the discussions in the UK and France on introducing a gasification tariff. The work on standardization of biomethane use should also be followed since Italy offers the potentially highest return of the investigated countries. It is also recommended to look further for other cases. The best-case scenario for the risk averse is the one that provides a fixed tariff for 20 years and in which the tariff can be secured before an investment decision is taken.

Abstract:

Abstract:
This thesis is devoted to the analysis of subjective well-being, with a special focus on the geographical aspects. Two questions are asked : to what extent do the measures of subjective well-being provide a good proxy for utility ? And more specifically, what can they tell us on the determinants of well-being ? The first chapter focuses on peer effects and income comparisons. The analysis reveals that neighbors' median income has a very significant impact on respondents' well-being in the United States - meaning that well-being is relative. The second chapter further analyses the impact of a local reform on residents' well-being in Switzerland. The results show that political, administrative and fiscal centralization at the regional level reduces significantly people's lift satisfaction. These two first chapters also deal with the impact of local public goods on well-being. The third chapter of this thesis takes a broader perspective and shows that the increase in public spending observed since the 60s in most developed countries, has had significant distributional effects in terms of well-being. Finally, the fourth chapter focuses on one dimension of well-being : health. It shows that health predicts life satisfaction belter than income or unemployment do

Abstract:
Abstract A quick and easy but comprehensive identification method for asymmetry in an asymmetric rotor is proposed based on complex modal testing method. In this work, it is shown that the reverse directional frequency response function (reverse dFRF), which indicates the degree of asymmetry, can be identified with a simple method requiring only one vibration sensor and one exciter. To clarify physical realization associated with estimation of the reverse dFRF, its relation to the conventional frequency response functions, which are defined by the real input (exciter) and output (vibration sensor), are extensively discussed.

Chaimite, Egidio, Salvador Forquilha, and Alex Shankland. Who Can We Count On? Authority, Empowerment and Accountability in Mozambique. Institute of Development Studies (IDS), February 2021. http://dx.doi.org/10.19088/ids.2021.019.

Full text
Abstract:
In this paper, we explore the use of a governance diaries methodology to investigate poor households’ interactions with authority in fragile, conflict and violence-affected settings in Mozambique. The research questioned the meanings of empowerment and accountability from the point of view of poor and marginalised people, with the aim of understanding what both mean for them, and how that changes over time, based on their experiences with governance. The study also sought to record how poor and marginalised households view the multiple institutions that govern their lives; providing basic public goods and services, including health and security; and, in return, raise revenues to fund these services. The findings show that, even if the perceptions and, with them, the concepts of empowerment and accountability that emerged do not differ significantly from those identified in the literature, in terms of action and mobilisation there are distinctions. In our research sites we found that people rarely mobilise, even faced with prevalent injustices and poor basic service provision. Many claim to be ‘unable’ to influence or force ‘authorities’ to respond to their concerns and demands.

Bedford, Philip, Alexis Long, Thomas Long, Erin Milliken, Lauren Thomas, and Alexis Yelvington. Legal Mechanisms for Mitigating Flood Impacts in Texas Coastal Communities. Edited by Gabriel Eckstein. Texas A&M University School of Law Program in Natural Resources Systems, May 2019. http://dx.doi.org/10.37419/eenrs.mitigatingfloodimpactstx.

Full text
Abstract:
Flooding is a major source of concern for Texas’ coastal communities. It affects the quality of infrastructure, the lives of citizens, and the ecological systems upon which coastal communities in Texas rely. To plan for and mitigate the impacts of flooding, Texas coastal communities may implement land use tools such as zoning, drainage utility systems, eminent domain, exactions, and easements. Additionally, these communities can benefit from understanding how flooding affects water quality and the tools available to restore water bodies to healthy water quality levels. Finally, implementing additional programs for education and ecotourism will help citizens develop knowledge of the impacts of flooding and ways to plan and mitigate for coastal flooding. Land use tools can help communities plan for and mitigate flooding. Section III addresses zoning, a land use tool that most municipalities already utilize to organize development. Zoning can help mitigate flooding, drainage, and water quality issues, which, Texas coastal communities continually battle. Section IV discusses municipal drainage utility systems, which are a mechanism available to municipalities to generate dedicated funds that can help offset costs associated with providing stormwater management. Section V addresses land use and revenue-building tools such as easements, eminent domain, and exactions, which are vital for maintaining existing and new developments in Texas coastal communities. Additionally, Section VI addresses conservation easements, which are a flexible tool that can enhance community resilience through increasing purchase power, establishing protected legal rights, and minimizing hazardous flood impacts. Maintaining good water quality is important for sustaining the diverse ecosystems located within and around Texas coastal communities. Water quality is regulated at the federal level through the Clean Water Act. As discussed in Section VII, the state of Texas is authorized to implement and enforce these regulations by implementing point source and nonpoint source pollutants programs, issuing permits, implementing stormwater discharge programs, collecting water quality data, and setting water quality standards. The state of Texas also assists local communities with implementing restorative programs, such as Watershed Protection Programs, to help local stakeholders restore impaired water bodies. Section VIII addresses ecotourism and how these distinct economic initiatives can help highlight the importance of ecosystem services to local communities. Section VIX discusses the role of education in improving awareness within the community and among visitors, and how making conscious decisions can allow coastal communities to protect their ecosystem and protect against flooding.

Abstract:
The first-mile, last-mile problem is a significant deterrent for potential transit riders, especially in suburban neighborhoods with low density. Transit agencies have typically sought to solve this problem by adding parking spaces near transit stations and adding stops to connect riders to fixed-route transit. However, these measures are often only short-term solutions. In the last few years, transit agencies have tested whether new mobility services, such as ridehailing, ridesharing, and microtransit, can offer fast, reliable connections to and from transit stations. However, there is limited research that evaluates the potential impacts of these projects. Concurrently, there is growing interest in the future of automated vehicles (AVs) and the potential of AVs to solve this first-mile problem by reducing the cost of providing these new mobility services to promote access to transit. This paper expands upon existing research to model the simulate the travel and revenue impacts of a fleet of automated vehicles that provide transit access services in the San Francisco Bay Area offered over a range of fares. The model simulates a fleet of AVs for first-mile transit access at different price points for three different service models (door-to-door ridehailing and ridesharing and meeting point ridesharing services). These service models include home-based drop-off and pick-up for single passenger service (e.g., Uber and Lyft), home-based drop-off and pick-up for multi-passenger service (e.g., microtransit), and meeting point multi-passenger service (e.g., Via).
