The SIGCSE Technical Symposium is SIGCSE's flagship conference and this past March we held SIGCSE's 53nd technical symposium. SIGCSE TS 2022 was held March 3-5, 2022, in Providence, Rhode Island and online. Virtual attendees participated through the Pathable platform. SIGCSE TS 2022 was our first hybrid conference, and it opened with some trepidation about stepping into the unknown. However, our community showed patience and support through this adventure, and we thank you.

The Seventeenth International Conference on Automated Planning and Scheduling (ICAPS-07) was held in Providence, Rhode Island in September 2007. It covered the latest theoretical and practical advances in planning and scheduling. The conference was co-located with the Thirteenth International Conference on Principles and Practice of Constraint Programming (CP-07). The program consisted of tutorials, workshops, system demonstrations, a doctoral consortium, and three days of technical presentations mostly in parallel sessions. ICAPS-07 also hosted the second edition of the International Competition on Knowledge Engineering for Planning and Scheduling. This report describes the conference in more detail.

Abstract This paper offers concluding statements on the papers presented as part of the working group ““Where is the History in Historic Districts,”” presented at the 2009 NCPH Annual Conference in Providence, Rhode Island. The working group addressed important questions regarding whose history is presented in historic districts and whether architecture is privileged over history in the delineation and designation of districts. Districts are bureaucratic constructs. They must preserve tangible, physical remainders of the past, but the history that those artifacts present may be as restrictive or as inclusive as promoters, government officials, residents, and public historians choose.

Online reference tools such as library catalogs, specialized indexes, directories, dictionaries, etc. provide access to bibliographic information, organizational information, and information about the net itself. In addition to the information resources available on the net, its communications power facilitates exchange of information and efficient use of expertise. Although finding specific information on the net can sometimes be a problem, due to the quantity of data and the net’s rapid expansion, search tools are being developed to mine the riches of the Internet. Abstract:
It is challenging for biomedical engineering programs to incorporate an indepth study of the systemic interdependence of cells, tissues, and organs into the rigorous mathematical curriculum that is the cornerstone of engineering education. To be sure, many biomedical engineering programs require their students to enroll in anatomy and physiology courses. Often, however, these courses tend to provide bulk information with only a modicum of live tissue experimentation. In the Electrical, Computer, and Biomedical Engineering Department of the University of Rhode Island, this issue is addressed to some extent by implementing an experiential physiology laboratory that addresses research in electrophysiology and biomechanics. The two-semester project-based course exposes the students to laboratory skills in dissection, instrumentation, and physiological measurements. In a novel approach to laboratory intensive learning, the course meets on six Sundays throughout the semester for an 8-h laboratory period. At the end of the course, students are required to prepare a two-page conference paper and submit the results to the Northeast Bioengineering Conference (NEBC) for consideration. Students then travel to the conference location to present their work. Since the inception of the course in the fall of 2003, we have collectively submitted 22 papers to the NEBC. This article will discuss the nature of the experimentation, the types of experiments performed, the goals of the course, and the metrics used to determine the success of the students and the research.

Abstract:
The 1760s were a decade of significant institutional development for America’s Baptists, and Oliver Hart was a key figure in that advance. In the South, Hart led the Charleston Association to adopt the Charleston Confession as its doctrinal statement, setting a course for traditional Calvinism among white Southern Baptists for the next one hundred years or more. He also shaped the church government practices of Baptist churches, coauthoring the Summary of Church Discipline, which outlined the rigorous church order Baptists would become known for well into the nineteenth century. This chapter provides vivid examples of how this congregational government worked itself out in specific Baptist churches of the period. Beyond the South, Hart enthusiastically supported the Philadelphia Association project of founding Rhode Island College (later Brown University), an important signal that Baptists as a whole were becoming respectable in colonial American society. Finally, Hart’s frequent preaching excursions into the Carolina backcountry brought him into contact with the exploding Separate Baptist movement. Though they were far less sophisticated than his Charleston social circles, Hart found much to appreciate in the Separate Baptists and sought opportunities to unite them with his own Regular Baptist tribe.

Abstract:
The Rhode Island Ocean Special Area Management Plan (RIOSAMP) has been implemented in Rhode Island since 2008 to provide guidance to local regulators in the zoning of renewable energy, with a focus on the siting of offshore wind farms. The project culminated in the siting of the first North American offshore wind project, optimized using a spatial planning approach combining exclusionary and mitigating factors. The optimization of mitigating factors is based on a standard cost model approach and extended to include ecological and societal factors. This macro-siting optimization phase provided the framework to define a Renewable Energy Zone (REZ) for wind farm development and the present study seeks the siting optimization of the wind farm layout within this zone. The optimization considers the loss in power resulting from turbine wake interaction, a cable cost clustering algorithm, and the spatial variation of both foundation cost and the available wind resource within the REZ through a micrositing objective function. This initial objective function is extended to include ecological and social costs. The layout optimization is based on a Genetic Algorithm (GA) optimization scheme. The method is applied to the REZ area, demonstrating that a gain of approximately $10 million over 20 years could be obtained if an “optimal layout” would be selected over the initial layout chosen by the developers.
