Abstract:
In 2015, citing the need for more reliable and clean energy, Rhode Island officials announced plans to build a natural gas power plant in Burrillville. The plant, Invenergy’s Clear River Energy Center (hereafter CREC), would be able to produce up to 1000 megawatts to be distributed throughout New England. However, the plant has sparked significant controversy among local residents, environmental groups, and politicians (Kuffner 2015). Proponents of CREC, including Governor Gina Raimondo, argue that the power plant is essential to supplement supply lost when Vermont Yankee went off-line and to meet the electricity demands of Rhode Islanders and New Englanders while keeping energy prices affordable (Kuffner 2016). Opponents of the power plant say that the construction of this power plant will make the State’s environmental goals impossible to meet (Roberts 2016).

Deployed to the Houston area to assist in Hurricane Harvey relief efforts, U.S. military forces hadn’t even completed their assignments when they were hurriedly dispatched to Florida, Puerto Rico, and the U.S. Virgin Islands to face Irma, the fiercest hurricane ever recorded in the Atlantic Ocean. Florida Governor Rick Scott, who had sent members of the state National Guard to devastated Houston, anxiously recalled them while putting in place emergency measures for his own state. A small flotilla of naval vessels, originally sent to waters off Texas, was similarly redirected to the Caribbean, while specialized combat units drawn from as far afield as Colorado, Illinois, and Rhode Island were rushed to Puerto Rico and the Virgin Islands. Meanwhile, members of the California National Guard were being mobilized to fight wildfires raging across that state (as across much of the West) during its hottest summer on record.

On 24 April 1946, Rhode Island Governor John O. Pastore signed “An Act to Guarantee and to Improve the Education of Children and Youth in This State by Providing Continuing Teaching Service.” The law stated that “three successive annual contracts shall be considered evidence of satisfactory teaching and shall constitute a probationary period” after which teachers would be granted tenure. Teachers could be dismissed only “for good and just cause” after they received tenure. However, the law contained one big loophole: it did not “prevent the retirement of any teacher under a rule of the school committee affecting marriage,” in effect leaving local school committees with the authority to fire women teachers as soon as they got married.

Abstract:
On January 11, 2016 the U.S. Army Corps of Engineers (USACE) New England District (NAE) completed a Final Dredged Material Management Plan (DMMP) for Long Island Sound (LIS). The DMMP was requested by the Governors of Connecticut and New York, in their letter of February 8, 2005 to the Chief of Engineers, following the U.S. Environmental Protection Agency’s (EPA) publication in April 2004 of the Long Island Sound Dredged Material Disposal Site Designation Study Final Environmental Impact Statement. The LIS is a large coastal estuary located between Long Island, New York on the south, and the shores of New York, Connecticut and southwestern Rhode Island on the north. A total of nearly 240 harbors, coves, bays and rivers supporting various levels of navigational access are located along these shores. Twelve Congressional districts and 112 municipalities border the Sound and its adjacent waters in the three states. The ideals, goals, and needs along the LIS do not always align and thus the need for open communication throughout each dredging project.

Abstract:
State environmental agencies have developed into one of the primary mechanisms by which public health and quality of life is managed and protected within the United States. This analysis attempts to provide some understanding of what economic and political factors may be influencing funding for state environmental agencies in six New England states: Connecticut, Maine, Massachusetts, New Hampshire, and Vermont. The demographic makeup of New England, an area that is relatively well-off, highly educated, socially liberal, and diverse, make it the ideal place to test the relationships between state environmental agency spending and other key economic and political metrics.Financial data sets evaluated as part of this study include state spending on 11 common programmatic areas. Non-financial data sets in this analysis include the percentage of voters casting ballots by political party for Democratic presidential candidates, U.S. Senators, U.S Representatives, and Governors, as well as the composition by political party of the upper and lower houses of state legislatures. A Pearson’s product moment correlation coefficient was used to compare each state’s environmental expenditures with the 17 independent variable data sets.Natural Resource spending was positively correlated with Education spending in five states. Total (state) Expenditures also correlate positively with Natural Resource spending. General Revenues, similar to Total Expenditures, positively correlate with Natural Resource spending in five states, suggesting that state environmental agencies are effective bureaucratically in lobbying for and obtaining needed funding. State environmental agencies funding correlated positively with the percent of the electorate voting for the Democratic Presidential candidate in Connecticut, Maine, Massachusetts, New Hampshire, and Rhode Island. This correlation is similar to those noted by other researchers, but the remaining state-level political data sets were less useful in establishing potential relationships.

Abstract:
Introduction Federal agencies and national associations have implemented action plans in response to the opioid crisis. Furthermore, over 30 states have enacted legislation with opioid-related restrictions, guidance, or requirements. Following recommendations from the governor-appointed Overdose Prevention and Intervention Task Force, the Rhode Island Department of Health developed an original and updated version of Pain Management Regulations in March 2017 and July 2018, respectively. Our study aimed to identify disparities in interpretation and misconceptions of the updated Rhode Island Department of Health new Pain Management Regulations. Methods Our 29-question survey evaluated pharmacist and prescriber knowledge of regulations, with special attention given to pain management in patients with cancer. Results Thirty-two prescribers and 33 pharmacists completed the survey. The survey identified significant variance in regulation knowledge. Pharmacists correctly identified diagnosis exclusions 13–84% of the time, with a much greater understanding when diagnosis language was used instead of ICD-10 codes. Prescribers correctly identified exclusions 24–46% of the time, with little difference noted when using diagnosis language versus ICD-10 codes. The majority (59.3%) of pharmacists misclassified patients with no prescription dispensed in 30 days as patients who would be considered opioid-naïve. Both prescribers and pharmacists commonly misidentified the frequency with which the prescription drug monitoring program needs to be checked, although in both scenarios were stricter than the regulations themselves. In addition, there were significant differences in interpretation regarding naloxone co-prescribing requirements and patient awareness of naloxone co-prescribing between prescribers and pharmacists. Conclusion Our findings outline several misinterpretations that affect access to chronic and cancer-related pain opioid prescriptions, despite several Rhode Island Department of Health-initiated interventions. When adopting regulations, states should proactively develop educational initiatives to avoid access challenges for patients with diagnoses of exclusion.

It is my great pleasure to grace all of your presence to the 6th ICSBE 2021 virtually. The International Conference on Sustainable Built Environment is bi-annual conference started from 2010 till now. At first, the 6th ICSBE was scheduled in 2020 however, the COVID-19 pandemic altered all of our life order including this conference that have to be postponed into 2021 and conducted virtually. This conference is held for 2 days in 19 – 20 October 2021 conducted in Faculty of Civil and Planning Engineering, Universitas Islam Indonesia, Yogyakarta-Indonesia. The main theme of the 6th ICSBE 2021 is “sustainable infrastructure and environment for the smart cities”. This theme was dedicated to discuss and deliver an implementable solution to address the issues of urban planning, transport systems, water and sanitation, waste management, disaster risk reduction, access information, education, and capacity-building. Therefore, it is important to mapping, planning and designing a sustainable environment and infrastructure that may greatly encounter and reduce those issues above to reach the sustainable development goals. Based on this, this conference focuses the following topics but not limited to livable rural and urban environment, green infrastructure, sustainable resource management, sustainable city and disaster management. In this conference, we received more than 80 papers at the beginning, which were covering in five topics. All the submitted papers were reviewed by peer to peer and double blind with two reviewers. The 6th ICSBE highly applied strong and accurate review process prior to be published in the IOP conference proceeding indexed Scopus in the series of Earth Environmental Science (EES). Finally, we are accepting 50 papers to be presented in this conference. The conference model is plenary session and parallel session which is held for 2 days. In the plenary session, there are 3 invited speakers for the 1st day and 2nd day. Each invited speakers are allowed to give presentation for 30 minutes. The question answer is given after all invited speakers finished their presentation for 40 minutes. In the parallel session, there are 5 subtopics delivered in 2 days. In the 1st day, 3 subtopics: Green Infrastructure, Sustainable Resource Management, and Sustainable City are delivered. There are 26 presenters delivered their paper. In the 2nd day, 2 subtopics: Disaster Management, and Livable Rural and Urban Environment, are delivered. There 24 presenters delivered their paper. Each presenters have 12 minutes to give presentation and 3 minutes for question and answer. All the conference presentation is delivered by using zoom technology belongs to Universitas Islam Indonesia with 1000 capacity of participants. This conference is participated by audience from Indonesia, Turkey, Japan, USA, Malaysia, and Germany. This chapter analyzes the origins of King Philip’s War from within Wampanoag territory, highlighting the perspectives of Wampanoag leaders, including Metacom (or Philip) and Weetamoo, as recorded by Rhode Island lieutenant governor John Easton, a Quaker, on the eve of the war. These accounts center colonial encroachment on Wampanoag land and governance as a key motivating factor for both Indigenous resistance and colonial containment.

Abstract:
This chapter focuses mainly on developments in the law of the Massachusetts Bay Colony, which was founded as a Puritan utopia to display to rest of the world how a society should be governed. Although Massachusetts incorporated elements of the common law into its legal system, the dominant source of law was the word of God. But the divine word, which was enforced by the magistrates of the Court of Assistants, sometimes met resistance from local juries. A major issue throughout the 1630s and 1640s was whether the magistrates or local people would have final authority to determine the substance of the law; the issue was resolved in 1649 by providing for appeals in all cases of judge-jury disagreement to the General Court sitting as a unicameral body in which representatives of localities outnumbered the magistrates and thus had final authority. The chapter ends with a brief look at legal developments in Connecticut, New Haven, Plymouth, and Rhode Island.

Abstract:
Jean de Valette was a Knight of St John who had led slave raids in the days when the Hospitallers were based on Rhodes. Several years after the evacuation of Rhodes, whose capitulation he had witnessed, he was appointed governor of Tripoli, granted to the Knights along with Malta; then in 1541 his galley, the San Giovanni, had an altercation with Turkish pirates, and he was captured and put to work as a galley slave at the ripe age (for those times) of forty-seven. He survived the humiliation for a year, until the Knights of Malta and the Turks effected a prisoner exchange. Back in Malta he rose up the hierarchy of the Order; he was known for his occasional bursts of temper, but he was also admired as a brave, imposing figure. He was emerging as a potential leader of the Order just as Turkish power edged ever closer to Malta, and indeed Sicily. In 1546, Turgut, or Dragut, one of the most capable naval commanders in Turkish service, captured Mahdia on the Tunisian coast, though the Spaniards recaptured it in 1550. Turgut clashed with Andrea Doria’s fleet off Jerba, but he escaped just when Doria seemed to have trapped him; he sailed to Malta and Gozo, laying waste the home islands of the Knights, before a victorious assault on Tripoli, lost after over forty years of Christian occupation. The Spaniards attempted to swing the balance back in their favour, and in 1560 they despatched a fleet of about 100 ships (half of them galleys) in the hope of finally capturing Jerba. Andrea Doria was now elderly, and command was entrusted nepotistically to his heir and great-nephew, Gian Andrea Doria, who was unable to impose on his captains the strict discipline that was needed to hold the line in the face of the Turkish naval counter-attack led by Piyale, a talented young admiral of Christian ancestry. It has been claimed that Piyale’s order to hoist sail and run down the Spanish fleet ‘ranks among the great snap decisions in naval history’.
