Abstract:
This study explores the Judeo-Spanish dialect through the analysis of an oral sample provided by two native speakers from Rhodes. A twenty-minute segment has been transcribed phonetically and incorporated into the thesis. A preliminary section provides the necessary historical, cultural and linguistic background for the analysis of the sample. Distinctive phonetic, morphological, lexical and syntactical features of the informants1 speech are pointed out and their significance demonstrated both synchronically, in relation to Eastern Judeo-Spanish and modern Hispanic Romance, and diachronically, showing survival of old Spanish elements. In the conclusion, the writer states that the development of the dialect was the result of the unique sociological conditions prevailing in the Sephardic communities of the ottoman Empire and highlights both the historical continuity of Judeo-Spanish as well as its participation in the common heritage of Hispano-Romance. He notes the presence or lack of certain foreign elements in their speech and alludes to Westernization and their education on Rhodes. He mentions differences in their pronunciation. The writer concludes that the segment of the dialogue recorded and transcribed is representative of the distinctive features of Judeo-Spanish and that, as such, it is a good introduction to the dialect.

One of the most significant influences on the quality and character of a school is the school principal. With principals as the driving force behind their schools, evaluation of their performance is detrimental to their success as school leaders. Until very recently, however, school administrators have eluded the same level of scrutiny and intervention that teachers have undergone for years despite their high profile status in terms of leadership and instruction. The neglected area of principal evaluation, therefore, must be revisited. With the historic passage of Article 31, Rhode Island's Student Investment Initiative and S.A.L.T.- School Accountability for Learning and Teaching, increased attention has been placed on the effectiveness and quality of Rhode Island's schools. With this legislative mandate in mind, along with the extensive educational literature placing principals at the forefront of school effectiveness, this study investigated the various evaluation systems used to assess the performance of Rhode Island principals and the attitudes principals had toward these appraisals. Interviews were conducted with principals from each of Rhode Island's 36 school districts in order to examine current evaluation practices used to assess them and to uncover individual perceptions regarding the process. The study also included the collection of evaluation instruments, follow up questionnaires, and other artifacts such as contracts and job descriptions as a means of triangulation. This study confirmed that while Rhode Island principals indicated their desire to be held accountable for their work, they did not possess the necessary authority to carry out many of the duties and obligations inherent in their role as instructional leader. Staff selection and budget appropriations are key examples of the diminished authority they possess. The results of the study coupled with recommendations will be presented to Rhode Island's State Department of Education so that it can begin exploring administrative assessment procedures that can eventually be developed and implemented at the state level. With Rhode Island's many initiatives and mandates targeting accountability, it is recommended that Rhode Island retain a uniform method of assessing principal performance since a school's success or failure is often attributed to the school's principal.

This is a study of the design competition for the new State House in Providence, Rhode Island, which began in 1890 and ended in 1892. The competition was supervised by the Rhode Island State House Commission, a body formed by the legislature and presided over by former Rhode Island Governor Herbert W. Ladd. The Commission was initiated in January 1890 and began meetings in May 1890. The competition ran in two parts. First local Rhode Island architects were invited to compete and then a group of nationally known architects were brought in to compete with three of the Rhode Island firms. The interest in this building and the competition which led to its construction lies in the style of the completed building and in who was selected to design it. McKim, Mead & White were the winners of the competition and they produced a design (and eventually a building) which is a monument to the then new trend in American classicism which became popularized through the vehicle of the World's Columbian Exposition of 1893 in Chicago. This building represents the ideals of the "City Beautiful", or "White City", movement which grew out of the influence of the Fair on the American Public. The study seeks to show how a small group of architects, which included McKim, Mead & White, had the correct social and professional connections to obtain such monumental projects as the Rhode Island State House. It is hoped that the story of the State House's competition will shed light on how the small elite which ruled American architecture in the 1890's was able to maintain their control.

Abstract:
This dissertation argues that, in Rhode Island, the institution of slavery, the process of emancipation and circumscribed black freedom was fundamentally influenced by the businesses of slavery. The businesses of slavery include the West Indian rum and slave trade, the Atlantic slave trade and the negro cloth industry. Specifically, I contend that in Rhode Island these businesses led to the legalization of race-based slavery, buttressed the local economy, and helped to maintain the institution of slavery throughout the Americas. Academic scholarship and public knowledge of northern slavery and emancipation in the United States remains relatively slim. American slavery has become almost synonymous with the American South, disregarding the fact that it was an institution that was socially accepted, legally sanctioned and widely practiced in the North. Furthermore, most emancipation studies focus on the Civil War era, rather than the decades of freedom struggles in the post-revolutionary North. This dissertation argues that the history of slavery and freedom in North American is fundamentally skewed without a full accounting of the northern experience. Historians have long noted the importance of the Atlantic slave trade and trade with the West Indies to the survival and maintenance of the northern North American British colonies. This project studies the origins of race-based slavery, the process of emancipation and circumscribed black freedom within the context of the development of the businesses of slavery.

This thesis examines the incidence of benefits resulting from downtown development in Providence, Rhode Island. Despite the acclaim accorded to the recent downtown development, there have been very few assessments of the project. Drawing on the critiques of the corporate center approach, which resulted in uneven spatial development and neighborhood decline, this study establishes a framework for analyzing revitalization that explicitly addresses whether neighborhood residents have access to the social and economic benefits conferred by development. The findings of this study suggest that downtown development in Providence has to some extent succeeded in repositioning the city as a regional economic and destination center through the development of tourism and service-based industries. In addition, it has successfully eradicated the physical characteristics of blight and transformed the landscape. Nevertheless, analysis of tax revenues demonstrates that the downtown development has not resulted in a strong net fiscal benefit to the city. Moreover, the project has failed to link the benefits of development in a direct and systematic manner to surrounding neighborhoods, particularly low-income communities. This study suggests strategies for Providence and other cities to ensure a more equitable distribution of economic benefits from downtown development, as well as ways to improve project assessment and fiscal returns to the public sector. It concludes by offering a new model for downtown development that identifies both neighborhood and downtown outcomes as indicators of successful revitalization.

Abstract:
The United States government instituted ground-breaking programs in the wake of the Great Depression, some of which were mainly left to the states to implement. This autonomy led to large differences in the implementation and later recovery of these states. There currently exists a dearth of state level analysis of this period, which this paper aims to remedy. Through the investigation of Rhode Islands’ actions in the 1930’s in regards to recovery and federal programs, this paper establishes that individual state characteristics and actions have great impact on the states recovery. In Rhode Island, an unstable political climate led to inconsistent techniques in raising revenue and decreasing unemployment. Depending on the majority political party, either taxes were increased and federal funds were sought after or state independence and smaller government were pursued. In either case progress was slowed by constant argument in the state legislature. It is also shown, in a statistical analysis of the state, that public works loans and percent of foreign born state population had statistically significant negative effects on per capita state tax revenue, an important source of revenue for the state.

Abstract:
This thesis presents hypothetical return plans for hurricane evacuees who have previously evacuated their residence in southern Rhode Island. Using Geographic Information Systems software, appropriate time tables for evacuees to return to their homes are generated. Two case scenarios based on Category 3 and 4 intensity hurricanes making landfall in Westerly, Rhode Island were simulated. Over the last century, population and especially home values in coastal Rhode Island have increased leaving great risk to those in the area. Statistically, hurricanes are less likely to strike Rhode Island than the Gulf Coast or the Southeastern United States. However, within the last century dangerous and damaging hurricanes have affected Rhode Island. This lower frequency of hurricanes decreases awareness and emphasizes the need for further research. Reentry zones for each scenario are defined and ranked by severity of damage using debris, building damage, potential economic loss and population displacements with HAZUS software. Results from both Category 3 and Category 4 test cases show that the downtown census tract experiences the greatest amount of damage and longest return times for evacuees.

Abstract:
Despite increased access to prenatal care, birth outcomes continue to be a major source of disparity among women in the United States. The focus on lifestyle choices and negative behaviors prior to a pregnancy to reduce adverse birth outcomes has become a well-documented strategy. The purpose of this study was to determine if preparing for a pregnancy in advance improves birth outcomes for African American women of childbearing age between the ages of 12 and 45 years in the State of Rhode Island (RI). The theoretical foundation for this study was based on Prochaska's model of change, which is also known as the readiness to change model. This study was conducted using secondary data from the Rhode Island Department of Health PRAMS data set. The research questions determined if African American women received preconception care education at the same rate as White women, if African American women had a higher rate of infant mortality than other races, and if African American women had a higher rate of unintended pregnancies than White women in the state of Rhode Island. Independent t tests and chi square tests were used to answer the research questions. The results indicated a difference between the infant mortality rates for African American women compared to other races as well as a difference between African American women compared to White women with regard to unintentional pregnancies in Rhode Island. However, there was no difference in African American women compared to White women receiving preconception education in the state of Rhode Island. The implications for positive social change include micro- and macro-level changes in support of how planning for a pregnancy in advance can reduce poor birth outcomes.

Labor in the United States has been commonly associated with images of industrialism, factories, and skilled craftsmen. This narrow vision of labor ignores the millions of Americans employed by the federal, state, and local governments. As early national labor law failed to define the rights of government employees, each state was forced to create their own public labor law through judicial rulings and state legislation. This study is framed around the struggles of Rhode Island public employees, specifically public school teachers, to obtain the right to organize and employ labor's greatest weapon, the strike. An in-depth examination of the 1975 Woonsocket Teachers' Guild strike incorporating the experiences of union officers, labor lawyers, and other participants provides a concrete example of the difficulties encountered by government employees against the courts, legislature, and public opinion

As the impacts of climate change become more pronounced, many coastal and riverine communities in the United States will face severe flooding from sea level rise and increased frequency of storms. From a municipal perspective, planners and elected officials will be confronted with questions of what tools and resources are available to help private property owners adapt to climate change impacts, when those tools and resources should be used, and who they should help. This thesis uses qualitative methods to examine how two communities in Rhode Island, Cranston and Westerly, have utilized buyback and elevation programs to adapt to future flooding risks. My questions include understanding how federal policies for acquisitions and elevations shape adaptation at the local level, how planners prioritize and fund these projects, how different aspects of equity are incorporated into municipal-level decisions, and how adaptation local-level efforts with private property owners should be pursued moving forward. In my findings, I identify a merging of hazard mitigation activities with climate change adaptation, with existing federal disaster mitigation programs administered by the Federal Emergency Management Agency and the Department of Housing and Urban Development shaping and constraining adaptation efforts in Cranston and Westerly. Limited levels of federal funding impacts what municipalities will do, leads to incremental adaptation planning efforts, and means that communities need to act quickly to implement programs when funding becomes available after disasters strike. I find that Westerly and Cranston have prioritized the use of buyback and elevation programs based on spatial-environmental risk, but neither community has defined local-level standards for determining climate change risks, nor defined local level standards for incorporating socio-economic equity into their programs. I argue for an approach to adaptation planning that balances justice-oriented distributional and procedural equity at the local-level, and suggest supportive changes at the state and federal level that would facilitate stronger adaptation planning at the local level. In anticipation of increasing demand for help from private property owners in the future, communities should define clear equity standards to ensure that vulnerable populations can adapt and use public participation to help define municipal-level priorities for adaptation.

This paper uses a mixed methods approach to investigate the extent of gentrification in Providence neighborhoods, in order to contribute to policy-relevant research on gentrification in weak market contexts and in Providence, specifically. While Providence has not been the subject of many investigations on the subject of gentrification, this paper finds evidence of gentrification in Providence, with gentrification defined as a process in which low-income neighborhoods experiencing substantial rent increases also experience gentrification-associated demographic change. This paper finds that gentrification in Providence is limited to select neighborhoods and is of a more limited extent and pace than that which has been documented in strong market cities. Additionally, this paper conducts a qualitative analysis of the rationales that form the rationale basis for community development work in Providence, and finds that within Providence's current weak market conditions, revitalization activities have not needed to and have not sought to actively manage displacement risks. Finally, this paper finds that anticipated economic growth could catalyze a rapid increase in gentrification and displacement pressures which practitioners are not currently prepared to manage. Based in these findings, this paper recommends that Providence practitioners undertake to create a pro-active, comprehensive, context-specific 'development without displacement' strategy to manage neighborhood change in Providence.

Estudos têm mostrado que o consumo de drogas tem aumentado em todas as regiões do país. No relatório publicado no I Levantamento Domiciliar sobre o Uso de Drogas Psicotrópicas no Brasil verificou-se que o consumo de drogas aumentou na grande maioria das cidades brasileiras, sendo que 19,4% da população estudada fez uso de drogas na vida, exceto tabaco e álcool. Esse problema tem preocupado a sociedade e sugerido a construção de inúmeros métodos de combate à dependência química tais como grupos de auto-ajuda, psicoterapia, medicamentos, tratamentos ambulatoriais, internações, atendimento a família. Prochaska e DiClemente (1992) afirmam que avaliar a motivação para mudança, independentemente do tratamento utilizado, parece ser um aspecto importante para a utilização de intervenções adequadas para os pacientes. Esta dissertação compreende dois artigos, sendo um de revisão teórica e um empírico. No artigo teórico realizou-se uma revisão de estudos acerca do construto do Modelo Transteórico de Mudança de Comportamento, (Transtheoretical Model of Change), desenvolvido por James O. Prochaska. O objetivo do estudo foi realizar uma revisão teórica sobre o Modelo Transteórico (MTT) em tratamentos para dependência química, descrevendo seus princípios e sua relevância no atendimento a adictos. Foram realizadas buscas em Bases de Dados Pschynfo, Web of Science, Medline e Lilacs. Os descritores utilizados foram stages of change, substance abuse, treatment, assessment, drugs, addiction e readiness to change e o período pesquisado foi compreendido entre 1996 e 2006. O segundo artigo, empírico, responde ao projeto de pesquisa que deu origem a esta dissertação. Seu objetivo foi estudar as propriedades psicométricas da University of Rhode Island Change Assessment (URICA) para usuários de substâncias ilícitas (maconha, cocaína, crack e solventes).Este estudo apresenta o processo de adaptação e validação da URICA para drogas ilícitas. A amostra, por conveniência, foi de 214 sujeitos, sendo que 89 estavam realizando atendimento ambulatorial e 125 estavam internados por problemas com drogas ilícitas. Do total da amostra, 48 eram dependentes de maconha, 70 eram dependentes de cocaína e 33 eram dependentes de crack. Os participantes utilizavam mais de uma droga ilícita concomitantemente. As análises estatísticas evidenciaram validade de alta intensidade (a=0,657) para a URICA total (24 itens), bom como para suas sub-escalas. A URICA – Adaptação Brasileira para drogas ilícitas apresentou bons resultados psicométricos, podendo ser usada em estudos que se proponham a avaliar a motivação para mudança no habito de usar drogas ilícitas.

In a post Race to the Top and No Child Left Behind environment, state education agencies (SEA’s) play an increasing role in influencing the policy and practices of schools and districts. Yet, the challenges of SEA’s are monumental. American students continue to be outperformed by their international peers. Schools and districts across America are struggling to make any headway on the persistent achievement gaps for poor and minority students. The system is in crisis, and the solutions are unknown. To meet this challenge of imagination, ingenuity, and learning, SEA’s must pivot from a predominantly compliance-oriented, highly bureaucratic culture to a more nimble learning-oriented culture. The central question is how can the SEA become a learning organization? Drawing from research on enabling learning in organizations, developing effective teams, and promoting adult development, I argue that by developing an internal learning-oriented team that leads the organization’s efforts to learn and by engaging with statewide stakeholders- defined as educators, parents, business, community leaders, and students in the challenging of assumptions, the SEA will shift its orientation to learning. In this capstone, I describe my efforts at the Rhode Island Department of Education (RIDE) to support this pivot to a learning organization through the design and facilitation of a community-driven, design-thinking based strategic planning process that asks stakeholders to learn from each other, national experts, and RIDE staff and to parley that learning into a collaboratively defined statewide vision and strategy for public education. Furthermore, I describe RIDE’s efforts to learn from and enact this strategic plan. Analysis of this capstone reveal three key insights: (1) taking the time to build broad-based support for a statewide educational strategy matters greatly to building legitimacy and long-term sustainability; (2) despite their traditional compliance-oriented roles, SEA’s can form nimble learning oriented teams that impel learning throughout the entire organization; and (3) SEA’s can best shift their role through a open dialogue of continuous improvement that happens both within the agency and across the state.

No matter how well an educator evaluation system is designed, it can only be as effective as those who are actually implementing it in the trenches (Stronge, 1993). Unfortunately, many educational reforms at the school level have entirely failed or have failed to be implemented as designed. While much of the current educator evaluation research is focused on the perceptions of school principals and teacher perceptions of how the evaluation system has impacted student learning, "it is important to consider the faculty's perceptions of the evaluation system and their opinion of instructional leadership in their building" (Batchelor, 2008, p.22).

This study addressed the following main research questions: What is the relationship of the leadership dimensions of vision, support, structure, and trust on charter school teacher attitudes toward the implementation of the Rhode Island Model of the Educator Evaluation System? What do teachers perceive as the factors that contribute to teachers' attitudes toward the implementation of the Rhode Island Model of the Educator Evaluation System in relation to leadership?

Both quantitative and qualitative approaches were used sequentially in this mixed methods study that examined charter school teachers' attitudes toward the implementation of the Rhode Island model of the Educator Evaluation System. The population sampled was Rhode Island grade 6 - 12 Charter School teachers. The entire population was sampled for the online questionnaire, while a sample of those who completed the survey and volunteered were selected to participate in the focus group.

Survey respondents perceive support, structure, and trust as having a significant correlation with teacher attitude towards the implementation of the Rhode Island Model of the Educator Evaluation System; trust and support explained 72% of the variance. Focus group participants reported that alignment of visions, clarity, transparency, and a small school setting, were factors that contributed to their attitudes toward the implementation of the Rhode Island Model of the Educator Evaluation System.

The findings of this study could help several stakeholders in the implementation and sustained use of the Rhode Island Model of the Educator Evaluation System: school level leadership, district level leadership, and state level leadership.

This work was done with the database of layers of brown-shelled eggs of Barred Plymouth Rock (BPR), White Plymouth Rock (WPR) and Rhode Island Red (RIR) breeds, for the years 1998 and 2010, created the Laboratory of Poultry Science (LAVIC) of Department of Animal Science, in the Federal University of Santa Maria (UFSM). In chapter 1 aimed to identify the mathematical model (linear or nonlinear) that best describes the curve of egg production of laying hens BPR, WPR and RIR; verify that a single equation can be used to describe the production of eggs different breeds through the test model identity and equal parameters, to study the biological interpretation of the parameters estimated by the models by correlations between parameters and egg production in different weeks old. The study indicated that the quartic polynomial regression and nonlinear models Quadratic Logarithm and Logistics II can be used to estimate the curve of egg production of birds BPR, WPR and RIR. The curves of egg production estimates by race are different, and egg production of breed WPR higher. A single curve of egg production estimated to be 1998 to 2010 birds WPR. The persistence of posture is similar among poultry breeds BPR and WPR. The potential maximum weekly posture of birds breed BPR is intermediate, and can be of the same birds WPR breed or RIR breed. Data productive of the 27th, 38th and 40th at 50 weeks of age can be used as partial data to estimate the curve of egg production, because they are correlated with the maximum potential posture weekly, and the rate of decline, which are highly correlated with the 1st principal component. In chapter 2 was to verify the existence of phenotypic divergence between layers of WPR and BPR through multivariate analysis (multivariate analysis of variance, principal components and clustering) of egg production weekly and accumulated periods. It is concluded that the egg production of poultry breeds BPR and WPR is different. The first two principal components meet the total variation of egg production accumulated the 21st to 25th, 21st to 30th, 21st to 40th, 21st to 45th, and 21st to 50th. Most of the phenotypic variation of the layers can be explained by the cumulative egg production of the 21st until the 40th week of age (10 months), and this variable is highly correlated with total egg production. Families from the race WPR and BPR form seven distinct groups, but homogeneous by the similarity between them. This allows direct crossings between different groups in search of heterosis. In chapter 3 aimed to define the mixed model that best fits the observed data of egg production of laying hens from 5th to 12th month of age, test different structures of the matrices G and R and to estimate broad-sense heritability and correlations environmental and genotype. This study indicated that the random regression model using regression of first grade and structures of (co)variance matrix for UN random effects (G) and UNR for waste matrix (R) models adequately curve of egg production from BPR and WPR laying hens. From the eighth month value heritability is moderate (0.34) with high genotypic correlation estimates (0.78 to 0.97) with nine months, 10, 11 and 12. It is also a high correlation of genotypic values of hens for egg production of the 8th month in the final months of posture. Thus, it is suggested phenotypic selection from the 8th month of production for birds BPR and WPR.
Este trabalho foi realizado com o banco de dados das poedeiras de ovos de casca marrom das raças Plymouth Rock Barrada (PRB), Plymouth Rock Branca (PRW) e Rhode Island Red (RIR), dos anos de 1998 e 2010, criadas no Laboratório de Avicultura (LAVIC) do Departamento de Zootecnia da Universidade Federal de Santa Maria (UFSM). No capítulo 1 objetivou-se identificar o modelo matemático (linear ou não linear) que melhor descreve a curva de produção de ovos das aves das raças PRB, PRW e RIR; verificar se uma única equação pode ser utilizada para descrever a produção de ovos das diferentes raças através do teste de identidade de modelos e igualdade de parâmetros; estudar as interpretações biológicas dos parâmetros estimados pelos modelos através das correlações existentes entre os parâmetros e a produção de ovos nas diferentes semanas de idade. O estudo indicou que o modelo de regressão polinomial quártica e os modelos não lineares Quadrático Logaritmo e Logístico II podem ser utilizados para estimar a curva de produção de ovos das aves PRB, PRW e RIR. As curvas de produções de ovos estimadas por raça são diferentes, sendo a produção de ovos da raça PRW superior. Uma única curva de produção de ovos pode ser estimada para os anos de 1998 e 2010 das aves PRW. A persistência de postura é semelhante entre as aves das raças PRB e PRW. O potencial máximo de postura semanal das aves da raça PRB é intermediário, e pode ser o mesmo das aves da raça PRW ou da raça RIR. Os dados produtivos da 27ª, 38ª e da 40ª a 50ª semana de idade podem ser utilizados como dados parciais para estimar a curva de produção de ovos, pois são correlacionados com o potencial máximo de postura semanal, e com a taxa de decréscimo, que são altamente correlacionados com o 1ª componente principal. No capítulo 2 teve como objetivo verificar a existência de divergência fenotípica entre poedeiras das raças PRB e PRW através de análises multivariadas (análise de variância multivariada, componentes principais e agrupamento) da produção de ovos semanal e acumulada por períodos. Concluiu-se que a produção de ovos das aves das raças PRB e PRW é diferente. Os dois primeiros componentes principais reúnem a variação total das produções de ovos acumuladas da 21ª a 25ª, 21ª a 30ª, 21ª a 40ª, 21ª a 45ª e 21ª a 50ª. A maior parte da variação fenotípica das poedeiras pode ser explicada pela produção de ovos acumulada da 21ª até a 40ª semana de idade (10 meses), sendo que essa variável tem alta correlação com a produção de ovos total. As famílias da raça PRW e da raça PRB, formam sete grupos distintos, mas homogêneos pela similaridade existente entre elas, o que permite direcionar cruzamentos entre os diferentes grupos, em busca da heterose. No capítulo 3 objetivou-se definir o modelo misto que melhor se ajusta aos dados observados da produção de ovos de poedeiras do 5º ao 12º mês de idade; testar diferentes estruturas das matrizes G e R; e estimar herdabilidade no sentido amplo e correlações ambientais e genotípicas. Este estudo indicou que o modelo de regressão aleatória que utiliza a regressão de primeiro grau e estruturas de (co)variância UN para matriz de efeitos aleatórios (G) e UNR para matriz de resíduos (R) modela adequadamente a curva de produção de ovos das aves das raças PRB e PRW. A partir do oitavo mês o valor da herdabilidade é moderada (0,34) com altas estimativas de correlação genotípica (0,78 a 0,97) com os meses 9, 10, 11 e 12. É alta também a correlação dos valores genotípicos das poedeiras para a produção de ovos do 8º mês com os meses finais de postura. Assim, sugere-se seleção fenotípica a partir do 8º mês de produção para as aves PRB e PRW.

This project traces the use of litigation and judicial intervention as a remedy to the enduring problem of intrastate, interdistrict variations in education funding from the US Supreme Court’s 1954 ruling in Brown v. Board of Education to the present. Reformers contend that these nested inequalities directly correlate to the achievement gap between students in property-poor districts and their wealthier peers, and frequently appeal to the judiciary to compel states to redistribute funds for public schools to disadvantaged districts. Quantitative and qualitative analysis of education finance reform processes in Rhode Island and New Jersey offers evidence that judicial remedies are ineffective in improving at-risk students’ learning outcomes because they lack the political will to implement and sustain reform. The Rhode Island Supreme Court chose to respect the state legislature’s primacy in determining allocations. As a result, the state undertook a years-long, scientifically guided process to develop a nationally acclaimed formula that enjoys enduring support in the political branches. In contrast, New Jersey has been embroiled in litigation since 1973, a costly process that has produced mixed results. Rulings favorable to disadvantaged students continually falter during implementation, when the political branches lack the resources to enact a sweeping judicial policy. As the Rhode Island and New Jersey experiences demonstrate, action by the political branches produces longer-lasting, more efficient state funding mechanisms that further the goal of equalization

Som teori användes John J Mearsheimers offensiva realism och metoden tog sin utgångspunkt i Ernesto Laclau och Chantal Mouffes diskursanalys. Materialet som undersöktes bestod av texter och uttalanden med Reagan som avsändare. I analysen visade sig både motiv tillhörande den realistiska och liberala diskursen. Den liberala diskursen var dock underställd den realistiska, vilket visade på en hegemoni för den senare.

Whether in terms of political and military threats or economic and demographic growth, this thesis argues that Rhode Island’s involvement in this period of imperial warfare was characterized by self-interest on a variety of levels. The government’s military plans, the expansion of provincial power, attempts to raise expeditionary forces, the use of privateers, and the indirect participation of non-combatants all depict a colonial society very interested in its own local political and economic interests. Although literally “provincial,” these interests exhibit the Atlantic and global networks that the smallest of the New England colonies was situated in. These two different sets of concerns, the political and economic, sometimes clashed and at other times combined as politicians, merchants, sailors, soldiers, and citizens participated in the dual conflicts. The War of Jenkins’ Ear and King George’s War may have been imperial in origin, but personal and colonial interests were paramount to regional New England and imperial British concerns.
