While doing research in Rhodes House Library I cam across a magnificently detailed description of parts of Kikuyuland in 1899 in the travel notebooks of Sir Halford John Mackinder. In this work Mackinder recounted his expedition's successful effort to be the first recorded group to ascend Mount Kenya. He is also one of the few travelers to leave a detailed account of this area for the nineteenth century. Furthermore, I discovered he had compiled a typescript of his notebooks clearly intended for possible publication. I did not compare the two closely at the time, as I relied on the notebooks, but when the African Studies Association announced a program to publish valuable unpublished primary sources, I immediately thought of Mackinder's work as being an important unpublished source for central Kenyan History. Here I discuss some of the implications of that thought that I have so far discovered.Mackinder (1861–1947) was one of the intellectual founders of modern political geography. He read both natural science and modern history as a student at Christ Church College, Oxford and went on to study law and qualify as a barrister in London. Mackinder also traveled widely in 1885 as part of the Oxford extension movement, lecturing on his ideas concerning a “new geography.” He believed that there was a growing rift between the natural sciences and the humanities and that geography could act as a bridge between the two. Physical geography could aid in understanding and explaining human activities.

J. Rhodes asked during the Chico Conference in 1986 for the calculation of joins of semigroup pseudovarieties. This paper proves that the join J∨H of the pseudovariety J of [Formula: see text]-trivial semigroups and of any 2-strongly decidable pseudovariety V of of completely regular semigroups is decidable. This problem was proposed by the first author for V=G, the pseudovariety of finite groups.

Analysis of the degree of overlap between functional magnetic resonance imaging–derived regions of interest (ROIs) has been used to assess the functional convergence and/or segregation of category-selective brain areas. An examination of the extant literature reveals no consistent usage for how such overlap is calculated, nor any systematic comparison between different methods. We argue that how ROI overlap is computed, especially the choice of the denominator in the formula, can profoundly affect the results and interpretation of such an analysis. To do this, we compared the overlap of the FFA-FFA (fusiform face area) and FFA-FGA (fusiform Greeble-selective area) in a localizer study testing both Greeble novices and experts. When using a single ROI as the denominator, we found a significant difference in FFA-FFA versus FFA-FGA overlap, consistent with the result of a previous study arguing for face specificity of the FFA [Rhodes, G., Byatt, G., Michie, P. T., & Puce, A. Is the fusiform face area specialized for faces, individuation, or expert individuation? J Cogn Neurosci, 16, 189–203, 2004]. However, these ROI overlap differences disappeared when the denominator combined both of the involved ROIs, and the patterns of such overlap comparisons were dependent on given statistical thresholds. We also found proportionally decreasing FFA-FFA overlap with increasing center-of-FFA distance, resolving an apparent contradiction between the consistency of the location of the FFA and the seemingly low FFA-FFA overlap. Finally, Monte Carlo simulations revealed the most stable formula—the most resistant to ROI size variations—to be the average of the two single-ROI-denominator-based overlap indices. In sum, ROI overlap analysis is not a reliable tool for assessing category specificity, and caution should be exercised with regard to ROI overlap definition, underlying assumptions, and interpretation.

On 24 April 1946, Rhode Island Governor John O. Pastore signed “An Act to Guarantee and to Improve the Education of Children and Youth in This State by Providing Continuing Teaching Service.” The law stated that “three successive annual contracts shall be considered evidence of satisfactory teaching and shall constitute a probationary period” after which teachers would be granted tenure. Teachers could be dismissed only “for good and just cause” after they received tenure. However, the law contained one big loophole: it did not “prevent the retirement of any teacher under a rule of the school committee affecting marriage,” in effect leaving local school committees with the authority to fire women teachers as soon as they got married.

The paper analyzes the state of play in the negotiations and the challenges facing meaningful services trade liberalization in the Doha Round. In tracing the treatment of services in the WTO, the reasons are examined for the success of the 1997 financial and telecommunications services negotiations and how those negotiations marked the entry of services companies and associations as advocates for services liberalization in the WTO. High expectations for substantial reductions in barriers to services trade emerged from the 1997 negotiations, but thus far remain unfulfilled. In the Doha Round the quality of offers has been poor and little progress has been made primarily because many WTO Members cannot perceive the economic benefits of trade liberalization. It is argued that this Round’s success is contingent upon the ability of the developed countries to respond to the legitimate concerns of the developing countries. However, too much attention has been given to trying to find a formula for services liberalization and not enough on hard bilateral bargaining. After analyzing various proposals put forth to jumpstart the talks, the paper suggests grouping key WTO Members and identifying “incentives that will motivate those groups.” The countries of greatest interest to the United States can be divided into three groups. Offers in agriculture, temporary entry, and emergency safeguards would appeal to each of these and provide a basis for progress. It is concluded that “a Doha Round that does not contain substantial benefits for services is a Round that will have failed” and will not have industry support if it is to be implemented by the US Congress. J. Robert Vastine is the President of US Coalition of Service Industries (CSI) in Washington, DC. Prior to joining the CSI, he served as President of the Congressional Economic Leadership Institute, a bi-partisan, non-profit foundation that helps educate Congress on issues affecting US economic competitiveness. His extensive Capitol Hill experience includes posts as Staff Director of the Senate Republican Conference, Minority Staff Director of the Senate Committee on Government Affairs; Legislative Director for Senator John H. Chafee of Rhode Island; and Legislative Assistant for Congressman Thomas B. Curtis of Missouri. His Executive Branch experience includes service as Deputy Assistant Secretary of the Treasury for International Trade and Raw Materials Policy and Vice President of the Oversight Board of the Resolution Trust Corporation, which was chaired by Secretaries of the Treasury Brady and Bentsen, and he has had extensive private-sector experience. Vastine is Chairman of the official Industry Trade Advisory Committee for International Trade in Services (ITAC 10), which advises the US Trade Representative. He was a fellow of the Institute of Politics of the John F. Kennedy School of Government at Harvard University, and has written a number of articles on US trade policy. Vastine is a graduate of Haverford College and the Johns Hopkins University School for Advanced International Studies.

Literary and political expressions of the liberal dream of freedom from the 1880s to the 1970s are analysed in the opening chapter. The liberal dream’s lineage in political discourse is analysed in Cecil John Rhodes’s dreams of unifying South Africa in the 1890s; Olive Schreiner’s political journalism from the 1880s to the 1910s; the ANC’s Bill of Rights of 1923; H. Selby Msimang’s pamphlet The Crisis (1936); R. F. A. Hoernlé’s lectures South African Native Policy and the Liberal Spirit (1939); the ANC’s African Claims in South Africa (1943); the ANC’s Freedom Charter (1955); and the Liberal Party’s Blueprint for South Africa (1958). In juxtaposition with these political texts, the following literary texts articulating the liberal dream of freedom are analysed: Olive Schreiner’s Dreams (1890); J. A. D.
