Full textThe aim of this dissertation is to inspect the policies implemented by the Habsburgs about the imperial fiefs in Lombardy in the age of reforms. Being scattered mainly along the borders of Austrian Lombardy, and directly subjected to the Holy Roman Empire, these feudal entities had for centuries enjoyed various immunities, both fiscal and jurisdictional. Due to their extraterritoriality, they were often useful as shelters for all kinds of criminals, as well as storages for smuggled goods, and were therefore a source of many problems for the tax and legal authorities. Between the sixties and the seventies of the 18th century, in conjunction with the second wave of reforms, in Vienna it was finally decided to act to solve the problem: within a decade many of these fiefs were acquired by Maria Theresa and aggregated to the Austrian Lombardy, while others, even if remaining in the hands of their feudal lords, were fiscally homologated the State in the eighties. Although the imperial fiefs have been object of an increasing historiographic attention in recent years, their fate in the crucial period of the reforms has not been specifically studied until now. We will therefore try to fill this gap by examining the 18th history of the imperial feudalism in Lombardy, which is also an ideal observatory for evaluating some of the directions, limits and results of the policy of rationalisation and fight against particularisms promoted by the Habsburgs in the roaring years of reformism, with particular attention to the themes of territorial control and the fight against smuggling. The research therefore fits into two historiographic threads that have been characterised by prolific vitality in the last decades: the study of imperial Italy and the relationship between the Empire and the Italian fiefs, and the studies about the police and the control of the territory. Based mainly on documentation from Milan, Mantua and Vienna, the dissertation investigates, on the one hand, the peculiarities of the fiefdoms in question and the assessments made by the House of Austria in their regard, and, on the other, the ways in which some of them were aggregated or homologated to the Habsburg dominions, the opportunities and the limits within which the Austrian sovereigns had to act, both in general and in specific cases, and finally the results and consequences of these processes from the financial, administrative and police point of view.

Full textMixed land use represents a fundamental requirement in the urban regeneration strategy and, for this reason, it is getting renewed growing attention both on the conceptual level, as a specification of the integration principle, and on the level of planning tools necessary for its realization to achieve general sustainability objectives. Therefore, the thesis focuses on: the investigation of the factors that favor or hinder the mixed land use in the urban settlements; the historical-evolutionary observation of the relationships between socio-economic needs, spatial strategies and functional structure of the city; the examination of the state of urban planning in Italy and its disciplinary tools in relation to the effects of metropolisation, the economic crisis and the deterioration of environmental resources, with respect to which new choices for the functional system of the contemporary city should be modulated. In line with the inductive method that has been adopted, the in-depth examination of some recent planning experiences – selected for their strong experimental nature and for their diversity of cultural and design approaches – is placed at the basis of operational considerations and aimed at identifying new methodological references for the innovation of the local plan. From the synthesis of the cognitive and interpretative research paths, interesting suggestions emerge for the interpretation and the design of the functional system of the contemporary city, that is characterized by mixed-use networked places, in accordance with a polycentric and compact model, and that is hinged on the plot of public spaces. Integration, mixture and flexibility are thus identified as principles for the quality and livability of the urban environment; in addition, interconnection, specialization and complementarity are taken as levers for competitiveness and development. This framework is the basis of a proposal of an experimental nature, aimed at developing new operational references for the management of the functional system in an innovated local plan.
