Abstract:
The Constitution of the Republic of South Africa , 1996 entrenches numerous socioeconomic rights. One of these socio-economic rights is contained in section 26 that grants everyone the right to have access to adequate housing and section 28 that grants every child the additional right to basic shelter among others. This article aims to examine the legislative and other measures taken by the state to realise the right to shelter of children. Firstly, the legislative measures taken specifically for the realisation of children's right to basic shelter as envisaged by section 28(1)(c) will be discussed. Thereafter attention will be drawn to those measures taken to ensure the progressive realisation of section 26. Section 26 provides everyone, including children, the right of access to adequate housing. Therefore, every measure taken to realise section 26 is indirectly applicable to the realisation of section 28(1)(c) and children's right to basic shelter. The conclusion may be drawn that most of the discussed legislative and other measures are aimed at realising everyone's right of access to adequate housing, this includes children. However, most of these measures make little mention of the specific right of children to basic shelter. It is regarded as inclusive in the overall application of the legislation. Once again, it must be stressed that these legislative and other measures, in order to comply with the standard of reasonableness, must regard the interest of children to be paramount. If such legislation does not provide for the interest of children as a vulnerable group, it can be argued that the relevant legislative measure is not constitutionally valid. It is submitted that national government must recognise the importance of the role of local government, and local government should increasingly assume policy-making and implementation powers in their area. This will go a long way to building local capacity to function as effective development facilitators. As far as the resource problem is concerned, corruption in municipalities should be eradicated, while municipal capacity to manage and mobilise resources must be enhanced. The importance of co-operative government cannot be over emphasised. Without an effective integrated plan of action, which includes cooperation between all three spheres of government, as well as the participation of civil society, especially people who are directly affected by the implementation of socio-economic rights, realising the right of children to shelter will only exist on paper.

Abstract:
Children being the most vulnerable members of society are the one's most affected by living in poverty. This unacceptable situation can inter alia be attributed to the disastrous effects of Apartheid. During this unfortunate period in our nation's history millions of people were unjustly evicted from their homes and forced to live in deplorable conditions. Moreover, many of these people were left homeless or without the necessary adequate shelter. Children who were born into these circumstances were denied basic resources such as proper shelter, food, water and health care services. These unfortunate circumstances existed at the adoption of South Africa 's democratic Constitution. The preamble of the Constitution of the Republic of South Africa , 1996 reaffirms government's commitment to heal the inequalities of the past and improve the quality of life of all citizens. The Constitution is based on certain fundamental values, most importantly, human dignity, freedom and equality. The fact that these values are denied to those people living without access to basic resources such as adequate housing/shelter, food, water or health care services cannot be dismissed. To facilitate South Africa 's development as a democratic state based on human dignity, freedom and equality, the problem of poverty must be addressed. The Constitutional Court , in Government of the Republic of South Africa and Others v Grootboom and Others 2000 11 BCLR 1169 (CC), has recently stated that the effective realisation of socio-economic rights is key to the advancement of a value based democratic South Africa . Section 26 of the Constitution grants everyone the right to have access to adequate housing and section 28 that grants every child the additional right to basic shelter among others. By virtue of section 28(1)(b) the primary responsibility to provide children with the necessary adequate housing/shelter is vested in their parents, unless the parents are unable to fulfil their duty or the children are removed from their care. This does not in the least mean that the state has no responsibilities to children living with their parents. The state must still provide the framework in which parents can facilitate the realisation of their children's rights. The state can fulfil this obligation by taking reasonable legislative and other measures within its available resources to realise everyone's right of access to adequate housing progressively. Therefore, it is submitted that the measures taken to realise section 26 also indirectly ensures the realisation of children's right to basic shelter (section 28(1)(c)). It has been largely accepted by the courts and academics alike that all fundamental human rights are indivisible and interrelated. Clearly then, the state's obligations in terms of section 28(1)(c) cannot be properly interpreted without referring to the interpretation of those obligations conferred upon it by section 26(2) and the other socio-economic rights in the Constitution. Hence, section 28(1)(c) must be seen in the context of the Constitution as a whole. Put simply, the state must take reasonable legislative and other measures within its available resources to realise children's right to basic housing/shelter progressively. This article will focus on the utilisation of the right to shelter of the child to alleviate poverty. Essential to this discussion is an effective understanding of the right to basic shelter as entrenched by section 28 of the Constitution in conjunction with the right of access to adequate housing conferred on everyone by virtue of section 26. This will be achieved by studying the general working of such rights including their limitations and enforcement.

This article examines how a shelter program based on a human rights framework operates in the Pakistani cultural context. Findings demonstrate the considerable challenges faced by the organization, especially in reintegrating women back into society, as well as growing acceptance of shelter programs and women’s right to make life choices as a result of the organization’s work.

Abstract:
Earthquakes have catastrophic effects on the affected population, especially in undeveloped countries or regions. Minimizing the impact and consequences of earthquakes involves many decisions and disaster relief operations that should be optimized. A critical disaster management problem is to construct shelters with reasonable capacity in the right locations, allocate evacuees, and provide relief materials to them within a reasonable period. This study proposes a bi-objective hierarchical model with two stages, namely, the temporary shelter stage and the short-term shelter stage. The proposed objectives at different stages are to minimize the evacuation time, maximize the suitability based on qualitative factors, and minimize the number of sites while considering the demand, capacity, utilization, and budget constraints. The performance evaluation of the emergency shelter was carried out by fuzzy-VIKOR, and the most ideal location of the shelter was determined through multiple standards. Emergency management organizations can benefit from the collective expertise of multiple decision-makers because the proposed method uses their knowledge to automate the location and allocation process of shelters. In the case of Chengdu, Sichuan Province, China, the results of using this hybrid approach provide the government with a range of options. This method can realize the trade-off between efficiency and cost in the emergency shelter location and material distribution, and realize reliable solutions in disaster emergencies.

Earthquakes are one type of natural disaster that causes serious economic loss, deaths, and homelessness, and providing shelters is vital to evacuees who have been affected by an earthquake. Constructing shelters with reasonable capacity in the right locations and allocating evacuees to them in a reasonable time period is one disaster management method. This study proposes a multi-objective hierarchical model with three stages, i.e., an immediate shelter (IS) stage, a short-term shelter (STS) stage, and a long-term shelter (LTS) stage. According to the requirements of evacuees of IS, STS, and LTS, the objective of both the IS and STS stages is to minimize total evacuation time and the objectives of the LTS are to minimize total evacuation time and to minimize total shelter area. A modified particle swarm optimization (MPSO) algorithm is used to solve the IS and STS stages and an interleaved modified particle swarm optimization algorithm and genetic algorithm (MPSO-GA) is applied to solve the LTS stage. Taking Chaoyang District, Beijing, China as a case study, the results generated using the model present the government with a set of options. Thus, according to the preferences of the government, the determination can be made regarding where to construct ISs, STSs, and LTSs, and how to allocate the evacuees to them.

Shelter medicine is a veterinary discipline of growing importance. Formally accepted as a clinical specialty in the US in 2014, the practice of shelter medicine worldwide is expanding. As a topic in veterinary pre-registration (undergraduate) education, it is frequently used as an opportunity to teach primary care skills, but increasingly recognized as a subject worthy of teaching in its own right. The aim of this study was to use a Delphi consensus methodology to identify learning outcomes relevant to shelter medicine education. Shelter medicine educators worldwide in a variety of settings, including universities, non-governmental organizations and shelters were invited to participate. Participants were initially invited to share shelter medicine teaching materials. These were synthesized and formatted into Learning Outcomes (LOs) based on Bloom’s taxonomy and organized into five subject-specific domains. Participants were then asked to develop and evaluate the identified LOs in two rounds of online surveys. Consensus was determined at > 80% of panelists selecting “agree” or “strongly agree” in response to the statement “please indicate whether you would advise that it should be included in a shelter medicine education program” for each LO. In the second survey, where re-wording of accepted LOs was suggested, preference was determined at > 50% agreement. Through this method, 102 agreed LOs have been identified and refined. These LOs, as well as those which did not reach consensus, are presented here. These are intended for use by shelter medicine educators worldwide, to enable and encourage the further development of this important veterinary discipline.

O presente trabalho versa sobre o usucapião especial coletivo, uma vez que o mesmo revela-se como um dos instrumentos jurídicos escolhidos pelo legislador para promover a efetivação de valores constitucionais, especialmente a função social da propriedade. O referido instituto encontra-se disciplinado nos arts. 10 a 14 do Estatuto da Cidade e tem por objeto áreas urbanas com mais de duzentos e cinqüenta m, desde que ocupadas por população de baixa renda para sua moradia, com posse qualificada com os requisitos do art. 183 da Constituição Federal de 1988, onde não seja possível identificar os terrenos ocupados por cada possuidor. Incumbe a ele, portanto, dupla tarefa, isto é, não apenas regularizar a situação fundiária, mas também permitir a urbanização de áreas ocupadas por população de baixa renda. Neste passo, encarecer-se-á a posse, como situação fática e existencial, de apossamento e ocupação da coisa, dotada de natureza autônoma, eis que por meio dela a pessoa tem possibilidade de atender às suas necessidades vitais, como a moradia e o cultivo, daí falar-se em uma posse qualificada, isto é, na posse-trabalho. Entretanto, é acurado salientar que, mesmo para que o Estado possa atuar no sentido de promover uma efetiva regularização fundiária via usucapião especial coletivo, verifica-se imperioso o reconhecimento daqueles que serão beneficiados pela sua atuação como titulares de direitos, isto é, como membros de igual valor da coletividade política. Desta maneira, aborda-se o tema do usucapião especial coletivo sob o prisma das teorias concernentes ao reconhecimento, mais especificamente, a partir do enfoque adotado por Axel Honneth e Nancy Fraser. Tais teorias consistem no fio condutor dos capítulos da tese e através delas busca-se superar a existência de diferentes classes e status sociais, bem como remodelar os paradigmas que culminaram nessa situação como forma de se efetivar e promover o direito à moradia.
The present research brings to discussion the special collective usucaption as it appears to be one of the instruments chosen by the legislator to effectuate the constitutional values, specially the social function of property. The referred institute is disciplined in the articles 10 to 14 of the City Statute and is applied in urban areas with more than two hundred and fifty m, occupied by poor population for its own shelter, with possession qualified by the requisites of the article 183 of the Federal Constitution of 1988, where it isnt possible to identify the terrain occupied by each possessor. It is incumbent upon realizing two functions, not only regularize the situation of urban shelter but also permit the urbanization of the areas occupied by poor people. In this aspect, this thesis will enhance the possession, as a factual and existential situation of taking over and occupying the thing, as a way of providing vital necessities, as shelter and cultivation, so called qualified possession, in other words, work-possession. Nevertheless, it is adequate to notice that, even to enable the State with conditions to promote effective shelter regularization through the special collective usucaption, it is essential to recognize its beneficiaries as people with rights, as members of equal value in the community. This way, the theme of special collective usucaption in treated under the point of view of the theories related to recognition, more specifically, through the approach adopted by Axel Honneth and Nancy Fraser. These theories are presented as the connexion between the chapters of this thesis and, trough them, the author expects to overcome the problems related to the existence of different classes and social status, as well to remodel the paradigms that culminated in this situation as a way to effectuate and promote the right to shelter.

A inclusão da moradia entre os direitos fundamentais sociais decorre do desenvolvimento do direito à moradia na legislação internacional como direito à moradia adequada, integrante do direito de toda a pessoa a um nível de vida adequado, e consiste no direito de viver em algum lugar em segurança, paz e dignidade, com o atendimento dos seguintes fatores: segurança jurídica da posse; disponibilidade de serviços, materiais, facilidades e infra-estrutura; custo suportável; habitabilidade; acessibilidade; localização e adequação cultural. Os assentamentos humanos devem ser equitativos e sustentáveis e estão proibidas discriminações por motivos de raça, cor, sexo, idioma, religião, opinião pública ou outro tipo. O Estado tem a obrigação de proteger a moradia contra a intervenção de terceiros e de atuar para sua realização. A moradia integra o direito a um mínimo existencial. A Constituição arrola a moradia entre as necessidades vitais básicas a serem atendidas pelo salário-mínimo; fixa as competências das entidades federativas no âmbito da política habitacional e da política urbana; cria o fundo para combate e erradicação da pobreza; declara os direitos dos índios e dos remanescentes dos quilombos. Em nível infraconstitucional, são importantes instrumentos de atuação da União na moradia: o Estatuto da Cidade, com o estabelecimento de diretrizes gerais da política do desenvolvimento urbano a serem seguidas por todas as entidades federativas, o Sistema Financeiro de Habitação, os programas habitacionais do Ministério da Cidade e o Sistema Nacional de Habitação de Interesse Social.
The inclusion of housing as a fundamental social right is a result of the development of housing rights in international legislation, such as the right to adequate housing. The right to adequate housing is a part of the right that everyone has to an adequate standard of living and consists of the right to live in a safe, peaceful and dignified place. This includes the following factors: legal protection of property; availability of services, materials, facilities and infra-structure; affordable prices; habitability; accessibility; localization and adequate cultural support. Human settlements must be equal and sustainable, and discrimination by race, color, sex, language, religion, public opinion or any other must be prohibited. The State has the obligation of protecting housing rights against third party intervention and must take action to make it so. Housing rights include the right to a basic standard of living. The Constitution lists housing among the basic necessities of life to be achieved by a minimum salary; establishment of jurisdictions for federal entities in relation to housing and urban policies; creation of funds for the reduction and eradication of poverty; declaration of the rights of native Americans and Quilombos. At the infraconstitutional level, the following are important instruments to be used by the Union for housing rights: the City Statute with the establishment of general guidelines for urban development policies to be followed by all federal entities; the Financial System for Habitation; the habitation programs of the Ministry of Cities and the National System of Habitation for Social Interest.

The motivation for the thesis was to discover whether Finnish Red Cross Youth Shelters can be evaluated and developed from legal and moral standpoints, such as the Human Rights. A special focus is put on how the international law gets interpreted and practiced in a local (Youth Shelter) context. Findings from the collected data are based on the experiences of the Youth Shleter’s employees and volunteers through workshop discussions, surveys and interviews. This observational work done within the thesis is an initial mapping of how “things are at the moment”. Data is analysed with The New Legal Realism (NLR) theory, which main focus is to study law’s context-based interpretations and mobility ie. how international law creates meanings in a local setting. (Dagan & Kreitner, 2018; 534.) The value of the findings will increase through new ideas, support measures and a better identification of the needs of employees and volunteers arising from the findings. The observational work is inspired by the idea that if someone has an obligation to ensure rights, they are also entitled to get support with knowledge of how to implement them properly.

Abstract:
The continued increase in homelessness in Portland, Oregon is in part a result of the systemic restructuring of the welfare state as well as a shift in local governance purviews. Primarily this has eradicated the affordable housing stock in the city which is compounded by the limited availability of emergency shelter spaces. These and other financial constraints have left a depleted service support system to cover a rising homelessness problem. In response to this, contemporary social movements have been focusing attention on economically marginalized groups such as the homeless, calling for rights to access resources in cities such as housing. This approach critiques the neoliberal policies that have bolstered entrepreneurial approaches to urban growth. Neoliberal policies result in a failure to maintain financial support for the well-being of the homeless and connected support services. This research examines one alternative to the traditional approach to sheltering the homeless. It focuses on a self-organized homeless tent city in downtown Portland, Right 2 Dream Too, which has become a critical resource in homeless emergency service provisioning. The rest site's success as an emergency service is primarily predicated on its geographic proximity to a nexus of social services in the Old Town neighborhood. Drawing on ethnographic work and archival data, I analyze the multiple spatialities of this self-managed site to better understand homeless individuals' experience with this place and other related spaces, as a means to understand its value as an emergency service for the homeless in Portland, and other cities with similar constraints. I argue this perspective is essential for mitigating homelessness in Portland and informing the decision-making surrounding its relocation.

Sammanfattning Syftet med studien var att utvärdera hur barnperspektivet beskrivs och tar sig uttryck på det skyddade kvinnoboendet Siri i Uppsala, ur personalens perspektiv. Verksamheten riktar sig primärt till våldsutsatta kvinnor, men även kvinnornas barn är i behov av stöd och skydd. Av tidigare forskning framgår att barn som har upplevt våld löper risk att utveckla psykiska och sociala problem, vilket därmed innebär att de kan ha särskilda behov som Siri försöker tillgodose. Utvärderingen präglas av en kvalitativ ansats och har genomförts med hjälp av utvärderingsmetoden programteori. Programteorin beskriver hur barnperspektivet är tänkt att genomföras i Siris verksamhet. Utvärderingen ger svar på om personalen upplever att arbetet med barnen genomförs på det sätt som det är tänkt, om arbetet är kunskapsbaserat och om det förefaller vara så att Siri kan nå de mål som programteorin föreskriver. Kvalitativa intervjuer av semistrukturerad karaktär genomfördes med personal med olika utbildningsbakgrund som arbetar eller har arbetat på Siri. Vid analysen har, förutom programteorin, de teoretiska begreppen omsorgs- och delaktighetsperspektivet samt Harts delaktighetsstege använts. Av resultatet framkom att respondenternas uppfattningar gällande Siris målsättning i arbetet med barnen samt vilka aktiviteter det är tänkt att barnen ska erbjudas, överensstämmer med hur de beskrivs i programteorin. Det framkom även att aktiviteterna är förankrade i tidigare forskning gällande behov hos barn som har upplevt våld. I praktiken genomförs emellertid inte alltid de aktiviteter som det är tänkt att Siri ska erbjuda barnen. Hinder för genomförandet som lyfts fram i studien är personal- och bemanningsfrågor, att aktiviteterna inte har hunnit bli välförankrade i praktiken och att Siri är en svårplanerad verksamhet. Till vissa delar förefaller barnperspektivet vara knutet till olika personer även om personalen till stora delar var överens om att verksamheten har ett utvecklat barnperspektiv. Gällande barnens delaktighet på Siri framkom ett dilemma. Då mamman har det yttersta ansvaret för barnet kan personalen inte uppmuntra till mer delaktighet för barnet än vad mamman tillåter, varför olika barn upplevs ha olika möjlighet till delaktighet. Abstract The aim of this study was to evaluate how the child perspective is described and expressed at the domestic violence shelter Siri in Uppsala. The organisation primarily focuses on women but their children are also in need of shelter and support. Research shows that children who have been exposed to domestic violence are at risk of developing mental and social problems. This means there is a possibility that they have special needs which Siri is trying to provide for. This evaluation is based on program theory and has a qualitative approach. The program theory describes how the child perspective is meant to be implemented in the organisation. The evaluation answers whether the staff experience that the program theory is being implemented as it is meant to be implemented. Furthermore the evaluation answers if the theory is evidence based and if Siri can reach the goals expressed in the program theory. The study is based on semi-structured interviews with members of the staff. The framework for analysing the results, besides the program theory, was the care perspective, the rights perspective and Rogers Harts ladder of children’s participation. The results show that the respondents’ opinions about the organisation’s activities and goals are consistent with the program theory, and that the theory seems to be based on previous research about needs of children who have been exposed to domestic violence. The activities that Siri intends to provide the children are not, however, always implemented in practice. The respondents expressed that the difficulties to implement the activities in the organisation mainly depends on staff issues, but also the fact that Siri is an unpredictable organisation. Furthermore the results show that the organisations’ child perspective, to a certain extent, depends on which member of the staff that is working; the child perspective varies from person to person. In general, however, there was an agreement among the respondents that the organisation is characterised by a child perspective. Esta dissertação tem como objetivo analisar como foi construída uma metodologia de trabalho em abrigo que pauta-se na garantia dos direitos de acordo com o que esta estabelecido no Estatuto da Criança e do Adolescente. Neste processo vamos buscar entender como que o município de São Bernardo do Campo, que é referencia nos movimentos sociais, permanece por oito anos executando trabalhos de atendimento a criança e ao adolescente, e somente em 1998, modifica o olhar para estes meninos e meninas na direção que compactua com as normativas legais. A pesquisa parte da participação deste pesquisador como sujeito da pesquisa, da analise documental, de entrevistas individuais e da elaboração de grupo focal, que objetivou verificar como saímos da situação irregular de crianças e adolescentes e ao surgimento de sujeitos de direitos. Esta analise possibilita fazer a discussão da desconstrução do modelo de situação irregular proposto pelo código de menores e a pressão dos movimentos sociais para efetivação da política integral pelo direito da criança e adolescente. Posterior pensar como o município de São Bernardo do Campo constrói políticas publicas para infância e juventude, na perspectiva da garantia de direitos vem imprimindo uma pratica política. Neste direcionamento apresento de que forma o município vem pensando e executadas suas ações. O universo pesquisado mostra que a partir de um novo direcionamento político propõem ações que desmonta paradigmas e coloca o direito na ordem do dia. I föreliggande studie undersöks hur rättssäkerheten tillämpas och tolkas allmänt för barn som placeras utanför det egna hemmet av socialtjänsten samt hur rättssäkerheten tolkas och tillämpas när det rör barn som är placerade på ideella kvinnojourer. Studien är av rättssociologisk art. Metoden som används i studien är en kombination av rättsdogmatisk metod och samhällsvetenskaplig metod. Detta för att genom den rättsdogmatiska metoden studera lagstiftning och den samhällsvetenskapliga undersöka hur lagen tillämpas i praktiken. Materialet består av texter samt intervju. Teorier om rättssäkerhet används för att skapa en förståelse av materialet (Staaf; Petczenik) Studien visar att det finns brister i den formella rättssäkerheten samt att den materiella rättssäkerheten inte diskuteras över huvudtaget. Studiens resultat visar även att det finns ett glapp mellan rätten och dess tillämpning.
The present study examines how the rule of law is applied and interpreted for children placed outside their home by social services and how the rule of law are interpreted and applied in the case of children placed on non-profit refuges. The study has a sociology of law approach. Methods used in the study are a combination of legal dogmatic and social scientific method. The material consists of texts and one interview. Theories of the rule of law is used to create an understanding of the material (Staaf; Petczenik). The study shows that there are deficiencies in the formal legal rights as well as to the substantive legal rights, that will not be discussed at all. The results of the study shows that there is a gap between the law and its application.

O objetivo desta dissertação é analisar o desenvolvimento da política pública de acolhimento institucional no Brasil atual. Para isso, inicialmente, apresenta-se um breve histórico das políticas dirigidas à infância e juventude em situação de vulnerabilidade, tendo como foco a questão da internação de crianças e adolescentes. Em seguida, abordam-se as mudanças trazidas pelo Estatuto da Criança e do Adolescente (ECA) referentes às ações e aos projetos de atendimento dirigidos a esse público. Por fim, por meio da análise de três grandes pesquisas quantitativas a respeito do tema, propõe-se um exercício de comparação entre o que está determinado em lei e nos documentos oficiais de orientação e normatização da política pública e a realidade concreta das instituições de abrigamento, tal como apontada pelas referidas pesquisas.
The aim of this study is to analyze the development of the public policies of institutional care in Brazil in the present day. To do so, initially, this work presents a brief history of the policies directed to the childhood and youth under situation of vulnerability, focusing the matter of institutionalized children and adolescents. After that, the changes brought by the Children and Adolescents Code regarding the actions and projects directed to institutionalized children and adolescents are brought to discussion. Finally, analyzing three great quantitative researches regarding the subject, this work presents a comparison between what is determined by the law and the public policies official orientation documents and the reality of the residential care institutions that is shown by the above mentioned researches.

AbstractDogs have for long been humans’ best friend, but the human–dog relationship can be problematic. A mismatch between dogs and their keepers can lead to welfare problems for both; for example: breeding for a specific look can result in health and welfare problems and importing dogs from other countries can lead to zoonoses. In our view, many of these problems could be avoided if wannabe dog keepers reflected better before deciding to obtain a specific dog. Attempting to influence this decision, however, assumes that we know what the right choice is. In this chapter, we discuss three cases: pups with pedigrees, pups without pedigrees, and adult dogs from (foreign) shelters. We show that, in each case, certain moral assumptions are made whose legitimacy can be problematised. We conclude that the decision about what dog to obtain is not a straightforward one and that it is often difficult to establish what is actually the right choice. However, we also pinpoint certain improvements that can be made to the current system and make a number of suggestions that make the right choice the easier choice. As Anthropocene conditions may lead to the domestication of an increasing number of wild species in the future, this analysis may support reflection on the ethical implications of domestication.

The third of three chapters that examine “cultural division in a capitalist society,” chapter 7 focuses upon behavioral and ideational differences and oppositions between country and bohemian homesteaders, which is a particular iteration of the larger cultural schism between left and right in the contemporary United States. Weaving together story and evidence, the chapter argues that this is a class division, but one in which literate education plays a more prominent role than occupation or monetary wealth. The argument is developed by examining the role of education in the lives of individual characters, in terms of issues such as diet, trash burning, attitudes toward non-straight sexualities, and susceptibility to mass-media propaganda.

This chapter discusses the general structure of a moral right, as well as basic rights. It considers why people have a basic right to physical security—a right that is basic not to be subjected to murder, torture, mayhem, rape, or assault. The main reason for discussing security rights was to make explicit the basic assumptions that support the usual judgment that security rights are basic rights. The chapter then assesses whether matters other than physical security should also be basic rights. It will emerge that subsistence, or minimal economic security, can also be shown to be as well justified for treatment as a basic right as physical security is. Minimal economic security, or subsistence, refer to unpolluted air, unpolluted water, adequate food, adequate clothing, adequate shelter, and minimal preventive public health care.

Human endeavors can be understood at the levels of evaluating what is good (values identification) and judging what is right (norms identification). These ethical considerations ideally find expression by becoming embedded in daily activity, with the ideal often buttressed by formal laws and regulations. Commitments to a strategy of sustainable management remain principally an ethical (rather than a regulatory) issue and are addressed primarily by non-governmental organizations (NGOs) rather than states. The United Nations’ 17 Sustainable Development Goals (SDGs) offer a blueprint for a more sustainable future. Faced with the consequences of climate change, natural disasters, environmental degradation, armed conflicts, and mass migration, NGOs’ commitments to the SDGs may be expressed in their engagement with meeting the immediate basic needs of present generations (e.g., for clean air, clean water, food, clothing, and shelter) and by humanitarian or developmental actions (which are part and parcel of sustainability development strategy and its implementation). In the present paper, I will offer a preliminary exploration of the question, to what extent do NGOs’ ethical commitments encompass strategy-led sustainable development capable of contributing to improving the likelihood of survival of a vulnerable population?

High-quality and well-managed public space is a benefit to the city's economy, creating shelter from the car-centred life and move to a more natural environment as well as significant urban land use. Therefore, in recent times, in order to establish the right conditions in cities for different human needs, great attention is paid not only to the development of physical infrastructure, but also to other aspects that will help to create sustainable balance of social, economic and environmental aspects. One of the quality of life in the city return ways is the release of urban spaces for pedestrians. Until these days the pedestrian zones are extended little by little, resulting in disposal of the car parking-lots and improved cycling and other transport facilities. Sustainable use of urban pedestrian zones would provide economic, social, environmental and cultural benefits only if these aspects are combined with each other. The aim of the article is to distinguish and critically analyse (on the basis of a literature review) factors influencing the functionality and sustainable development of pedestrian streets. Abstract:
During World War II, Allied bombing of German-controlled petroleum refineries in Ploesti, Romania, diminished Axis fuel production but cost the Allies hundreds of planes and thousands of lives. Crews of many damaged planes flew partway back to Italy but were forced to crash-land their craft or bail out over Yugoslavia, where many landed on territory controlled by Partisans or Chetniks. Local Yugoslavs (mainly peasants), as well as both Chetniks and Partisans, welcomed them and gave them shelter. They were then evacuated by Allied transport aircraft (principally C-47s) that landed on makeshift airstrips maintained by Partisans or Chetniks. The historiography of these rescues may be divided into document-based studies, prepared principally by US military personnel based on official records; and memory-based studies by pro-Mihailović authors based principally on participant memoirs. Whereas memory-based studies uniformly adopted a Serb nationalist viewpoint, document-based studies showed no favoritism and portrayed various factions working in parallel to rescue Allied airmen. After Milošević fell in 2000, the Foreign Minister of Serbia and Montenegro, Vuk Drašković, in cooperation with the US Embassy, united the movement to valorize downed airmen and local efforts to rehabilitate Mihailović. Whether deliberately or not, US officials thereby undercut human rights activists in Serbia, and non-Serbs throughout the former Yugoslavia, who saw Mihailović as a war criminal, collaborator, and inspiration for war crimes and genocide in the wars of the 1990s.

Abstract Speed of product to the market place was always important. This has become increasingly so with the onslaught of globalisation. What is released on the High Street in the USA today will be sold on the shelves and counters of shops in other continents within days. This has placed pressure on the designer to complete his task or contract with even more alacrity than was the case, even as recently as ten years ago. The cliché “we have the Technology”, is a truism in the world of manufacturing and design, but use of the available technology is, perhaps, not as apparent as it is generally accepted to be. In order to get the product to the market at the right price demands an ever closer liaison between the product designer and the client. More often than not, the “product” is an enhancement or improvement of one which already exists. In addition, it is not unusual for the designer to be a contractor or 3rd party not physically resident in the premises of the client. As a consequence, communication is rarely conducted face to face but via other means, ie e-mail, telephone etc. Yet, in order to prevent misunderstanding, it is essential that correct information is relayed between the relevant parties. It is also necessary for the information about changes in the product to be available to other members of the client’s company so that the necessary decisions regarding price, sales schedules, re-tooling etc. can be made. Ultimately, these changes will have to be incorporated in the company’s Business Plan. Research at Bournemouth University suggests that use of the technology available to relay information is not as widespread as it could be. The three major areas of finance, product and design have been approached and the results of the research appear below.
