Abstract:
The Polish-Soviet War, which took place between 1919 and 1920, remains one of the most dramatic, yet also one of the brightest pages in the history of the Polish military. Not only did the Polish army achieve a spectacular victory that ensured Poland’s sovereignty and unrestrained development, but also, according to many historians and politicians, saved Europe from the flood of communism. Apart from the famous Battle of Warsaw, the warfare that lasted from February 1919 to October 1920 included the Kiev Offensive, the Battle of Komarów and the Battle of the Niemen River. The war with the Bolshevists was not just a conflict over the borders, but also concerned the preservation of national sovereignty, threatened by the Bolshevists' attempts to spread the communist revolution throughout Europe. The intention of the Polish side, on the other hand, was to separate the nations occupying the regions to the west and south of Russia and to connect them with Poland through close federal ties. The fate of the war was finally decided in August 1920 at the gates of Warsaw. The Polish Army, following the operational plans of the High Command approved by Józef Piłsudski, the Commander-in-Chief of the Polish Army, pushed the Red Army east past the Neman River line with a surprising counter-attack. This battle saved Poland's independence and forced the Bolshevists to cancel their plans to spread the communist revolution to the countries of Central and Western Europe.

Abstract:
The Khalkha River (Khalkhin Gol), which forms part of the north-east frontier between the Mongolian People–s Republic (MPR) and the People's Republic of China (PRC), is famous in Mongolian history for the 1939 Battle of Khalkhin Gol (Nomonhan), in which joint Mongolian-Soviet forces finally repulsed the attempted invasion of the MPR by the Japanese Army of Manchukuo. Less well known, however, is the existence on the left bank of that river of one of Mongolia's most interesting religious antiquities, the remains of a gigantic Buddhist statue, known as the Great Buddha (Ikh Burkhan).

Abstract:
The battles near Daugavpils had an important role during the war for Latvia’s independence. Since 1918, the Soviet literature predominantly offered a version about Daugavpils as “Red Verdun” which had fought defence battles (for 129 days) against “the joint forces of Polish and Latvian white guards”. Objectively evaluating the historic events, the primary sources – Latvian press publications play an essential role. In this article, the materials from seven press editions have been employed. Regarding the press development, a new feature was the foundation of the Latvian Press Bureau (LPB) in March, 1919, and later – of Latvian Telegraph Agency (LETA). The task of the bureau was to inform the world’s news agencies and local media about the events happening in the territory of Latvia. The Soviet literature does not mention anything about the Red Terror which was carried out by so called commissioners for maintaining the order. On March 28, 98 people were shot dead near Daugavpils Fortress. This was the bloodiest crime committed by the Bolsheviks during the time of P. Stuchka’s Soviet government. These crimes became known to the wider society from the publications in the press only after Daugavpils was set free. The fight for Daugavpils took place in three phases: fights on the left bank of the river Daugava, capturing the outskirts of the town (August, 1919); the use of French tanks, Polish and Bolshevik armoured train, capturing the fortress bridgehead (September, 1919); Daugavpils occupation by Polish army and arrival of Latvian army (January 3, 1920). The press regularly published reports from the General Headquarters of Latvian, Lithuanian and Polish armies. When Daugavpils was set free, there were special correspondents of several newspapers who informed about the situation in the town. Though maintaining a lively interest in the events taking place in Daugavpils, in some cases the newspapers published unverified and false information, then trying to correct it or call it off.

Abstract:
More than 80 years have passed since notorious military events on the Khalkhin-Gol river in which four states took part: on the one hand, Japan and Manchukuo, on the other, the USSR and Mongolia. International scientific conferences were timed to coincide with this event, a lot of research was done, and relevant scientific papers were published. One of them was the book of Doctor of Historical Science R. Bold, «Limited War: The Military Diplomatic History of the Battle of the Khalkhin-Gol River», published by the Whole World Publishing House (2019 - 568 pp.), which proposed a slightly different interpretation of the historical battles at the Khalkhin-Gol river (May-September 1939). This article is a brief analysis of this book and a kind of review of it.

Abstract:
The author describes the history of the military collaboration of the Kalmyks and Mongols and their participation in the battles of Khalkhin-Gol in 1939 based on the archive materials, mass media publications, memoirs of the participants and researchers. Mongol-Kalmyk collaboration hiked in 1920s and was wound down by 1925 and most of the Kalmyk military experts left Mongolia. In the summer of 1939 the military events at the river KhalkhinGol caused sending the Kalmyk military experts and junior commanders back to Mongolia where they took part in the battles. Among the participants of that event were M. T. Bimbaev, L. S.Erendzhenov, M. Kalykov and many others who were honored with military awards. Many of them were deported later and after coming back from Siberia worked in Kalmykia. The clear illustration of Kalmyks being proud of their compatriots who fought for the independence of Mongolia is naming one of the streets in Elista Khalkhin-Gol – in honor of the great victory.

Abstract:
The author of the book, O.S. Smyslov, interprets the military events in the area of the Khalkhin Gol river in 1939, defines the causes of the war, the role of commanders, military casualties and participants of military actions. The battle of Khalkhin Gol becomes the subject of much attention and study of Russian and Mongolian historians, especially the most complex and controversial issues of military and diplomatic history. Most of the research is original and contributes significantly to the interpretation of the military conflict, its geopolitical nature and its role in the world history of the 20th century. A new interpretation of the role of Georgy Zhukov in the crushing defeat of the Japanese troops at Khalkhin Gol is proposed in the monograph of the military historian O.S. Smyslov. The author of the book made an attempt to downplay and misrepresent the participation of Zhukov in the historical events. The author’s approach to the cause of the military conflict is critically examined as well as the methodology of historical research. The author of the review believes that the attempt of a new interpretation of the war in the Khalkhin Gol area is controversial and historically unconvincing. The matter merits professional discussion. There is a need to make a special encyclopedia, “The Battle of Khalkhin Gol in 1939”, which will enable to avoid misrepresentation of the tragic and heroic military events of history of the USSR and Russia of the 20th century.

Abstract:
Water resources geography expanded its spatial, regional, and intellectual horizons during the 1990s. Tobin et al. (1989) reviewed earlier US geographers’ contributions to the hydrologic sciences, water management, water quality, law, and hazards; and they identified three emerging topics: (1) theory development and model formulation; (2) applied problem-solving and policy recommendations; and (3) international water problems. This chapter assesses progress along those and other fronts, beginning with historical and disciplinary perspectives. Charting the progress of a field requires a sense of its history, and Platt’s (1993) review of geographic contributions to water resource administration in the US offers a useful perspective on policy-related research, beginning with George Perkins Marsh and John Wesley Powell. Doolittle (2000) reaches back to Native American antecedents in water resource management in North America (cf. chapters in this volume on cultural ecology, historical geography, and Native American geography). Carney (1998) sheds light on African influences on rice cultivation in the southeastern US. Research on European antecedents ranges from seventeenth-century “hydrologic” theories in England (Tuan 1968) to hydraulic engineering at the École des Ponts et Chausées in France, water courts in Spain, and more distant Muslim and Asian contacts (e.g. Beach and Luzzader-Beach 2000; Bonine 1996; Butzer 1994; Lightfoot 1997; Swyngedouw 1999; Wescoat 2000). In the field of water law and institutions, Templer (1997) has linked recent geographic work on Western water laws with earlier research in political geography. A historical geographic study of water rights transfers from irrigated ranches in the South Platte River headwaters to Denver, Colorado, has shed new light on how urban economic and political power employ and reshape water law (Kindquist 1996). The battle between Owen’s Valley and Los Angeles continues to stimulate historical geographic research on relations among facts, laws, and their social meanings (Sauder 1994). Although a geographic perspective of international water laws has yet to be written, databases on transboundary conflicts and agreements shed light on the evolution of international water law (Wolf 1997, 1999a, b; and <http://www.transboundarywaters.orst.edu>, last accessed 10 February 2003). Historical or contemporary, the pragmatic spirit of water resources geography remains strong (Wescoat 1992).

Abstract:

The original Thames Bray Bridge was constructed between 1939 and 1961. It consists of a 112m long 82m span bridge. It was one of the UK’s first welded, stiffened, profiled plate girder bridge with a concrete deck connected with shear connectors. The bridge has undergone a number of inspections, assessments, strengthening and stiffening over the years. In 2015 planning for the upgrading of the highway to Smart Motorway status began. At Thames Bray Bridge there are no hard shoulders and so widening of the bridge was required. This paper outlines the strength assessment of the bridge, the assessment of resilience from failure of ties and of increased river flows due to climate change. It outlines the additional refined assessments carried out to more realistically estimate the capacity of the bridge. The paper outlines the local strengthening and the new asymmetric widening design that visually followed closely the original bridge.
