Abstract. Lion roars are intense, short duration packets of whistler mode waves, observed in the magnetosheath. They are typically seen coincident with the magnetic field minima of mirror mode waves. The orbit of the Double Star TC-1 spacecraft (570 km by 78970 km, inclination at 28.5 degrees) is ideal for observations of lion roars as the spacecraft is in the magnetosheath more than 50% of the time when the apogee is on the dayside. The STAFF/DWP experiment provides the spectral matrix of the three magnetic components at 27 frequencies in the range 10 Hz to 4 kHz, with one second time resolution, and also the waveform up to 180 Hz at a low duty cycle. The characteristics of lion roars observed are reported. The maximum lion roar intensities appear higher than reported by most previous studies. The electron temperature anisotropy is estimated from the lion roar frequency ratios, and is in reasonably good agreement with plasma measurements. This indicates the presence of a trapped electron component in the mirror mode.

Abstract:
The road safety management methodology should be based on a system approach. This means that the road transport must be formalized as a complex system (CS), and then safety can be interpreted as an emergent feature of such a system. Road accidents should be interpreted as "organizational accidents". They should be studied using concepts such as "normal accident theory" (NAT) and "highly reliable organization" (HRO). The main purpose of the article is to show the usefulness of these concepts for the road safety and risk management, especially in Polish conditions. The system approach to road safety research (and transport safety) will allow for the better safety results.

AbstractIn rock historiography, Abbey Road Studios is depicted as the rock canon's ultimate recording house; home to the Beatles, Pink Floyd and a generation of classic rock album production. In recent years, the studio has struggled to maintain itself as an operational recording house, yet effectively exploits its past to secure its future. This article considers issues of heritage, pilgrimage and tourism before elucidating brand ‘Abbey Road’ as a conflation of geographical location, zebra crossing, graffiti wall, recording house and aura. In separating the tangible aspects of Abbey Road's heritage – the zebra crossing, graffiti wall and the Beatles Abbey Road album – out from its intangibles – its ‘magic’, legacy and studio ‘vibe’ – Abbey Road's studio aura is exposed as a commodity in its own right.

South Africa's unique spatial challenges require more corridor transport relative to the size of the economy than most countries in the world. The overall aim of this investigation is to determine the estimated cost of the indirect impacts of road freight on the N3 corridor between Johannesburg and Durban. This corridor, approximately 600 kilometres in length, forms the link between the country's industrial hub (Johannesburg) and its key Port (Durban). The assumption that ownership of private motor vehicles as a right is questioned. This thesis is based on the hypothesis that in fact in the case of South Africa this will have many detrimental effects if allowed to continue. It is argued that for sustainable growth, other more attractive options exist. Developments in more developed countries are examined in order to prove that similar conclusions have been reached. The problem investigated in this thesis is therefore the non-sustainability of the continued growth of the private car population in South African urban centres. A literature survey was conducted on what other countries did with their transport problems but the same problem as in South Africa has not been encountered anywhere else in the world. South Africa therefore has a unique situation, which needs to be resolved in a unique way. There is increasing awareness elsewhere in the world that the causes of most of the problems experienced in the transport sector are deficiencies in the efficient operation of markets. Environmental costs are neglected or underestimated in transport prices. As a result, the individual transport user receives distorted price signals. Failure to respect economic principles results in waste, characterised in the transport sector by high accident rates, health problems, negative environmental impacts, financial constraints in the public transport sector and an increase in congestion that persist because users perceive them only indirectly.

Millennia ago, a vital trade route connected the thriving civilizations of ancient Greece, Persia, and China. Through the ancient Silk Road, China was able to influence societies far beyond its national borders. And now, in the twenty-first century, it seeks to do the same. This paper will attempt to develop a new paradigm that more fully explains the rationale and objectives of the One Belt One Road initiative. It argues that nation-building is the most comprehensive way to understand the Chinese government's intentions with OBOR. The following chapters will also demonstrate how OBOR fits into the CCP's larger ethno-nationalist "China Dream" campaign, which crafts a narrative of a unified and rejuvenated China predicated on a single identity.

Tumbleweed Road is a novel that began as a short story in a fiction workshop many years ago. The novel is set in the contemporary American South and traces one tumultuous summer in the life of a 14-year-old girl named Carolina Wells. The plot of the story is as follows: Carolina, a 14-year-old girl from Crow, Florida, does not understand her mother and remembers little about her past. In the story, we meet Carolina, her mother, "Mama," and two brothers, Johnny and Austin. Carolina does not understand her mother and her wild nature. At home, Carolina is forced to care for her two younger brothers. Carolina's father is long gone out of the picture, and Carolina was always told by her mother that she has no father - no one worth speaking of, anyway. Carolina can't remember why her father is gone, but remembers the fight that caused him to leave, and she blames her mother entirely for his leaving when she was just a toddler. Carolina questions her Mama about the disappearance of her father, but she refuses to even speak his name. Carolina desperately wants normalcy, family, and love - through a series of life-changing events involving a range of characters, including a spiritual woman across Tumbleweed Road, a mysterious girl named West and an old friend named Cade, this novel is about Carolina's quest to find her place in this world.

Abstract:
This essay deals with the Chinese mega-project Belt and Road Initiative and investigates whether itis possible that it could have a positive impact on regional peace. Previous research, as well as thetwo major IR-theories realism and liberalism, have assumed the project will lead to more tensionand even increase the likelihood of war in the future. According to the constructivist securitycommunity theory this does not have to be the case. By applying Adler and Barnett's rendition ofDeutsch classical theory to the case of BRI through a literary analysis the possibility of a peacefuloutcome is investigated. The analysis concludes that at the moment of writing BRI does not live upto the criteria necessary to be classified as a nascent security community. However, three of the fourindicators, establishing of multinational institutions, coordination of inter-state relationships and acore power leading the integration are fulfilled. Only when it comes to expression of sameness inpolitical, cultural, ideological or social areas is BRI lacking. If more focus is placed on cultivating acommon identity, the possibility of BRI developing into a security community can not be ruled out.

Globally, road traffic injury is a leading cause of death and disability in children aged 15 to 19 and the second leading cause of death in children between the ages 10 to 14 years. This thesis reviewed literature regarding the extent of road traffic injuries involving child pedestrians, the risk factors for child pedestrians and the effectiveness of interventions aimed at road safety improvement. EThekwini Metro was used as a case study for investigating the magnitude of road traffic crashes involving child pedestrians around primary schools. The schools with the highest road traffic crashes were used to investigate the road and environment contributory factors to crashes and finally the interventions in place at these schools to reduce road traffic injuries. The magnitude of crashes was quantified by using road accident data obtained from eThekwini Metro and the investigation of the interventions applied at the schools was conducted using Google Earth imagery, onsite inspections and administering a questionnaire to educators at the schools chosen for the case study. Results suggest that, in eThekwini, 32% of pedestrian crashes involve children from 0 to 19 years. The 6 to 10 year age group has the highest risk of road traffic injury and boys are 20% more likely to be involved in a crash compared to girls. The top ten primary schools with the highest road traffic crashes are located in middle and low income areas in eThekwini, these are, Sydenham, Jacobs and Umlazi Township. Most crashes took place where three or more schools are located within a kilometre radius of each other. Child behaviour contributed to 77% of the road traffic crashes. Scholar transport driver behaviour was highlighted as a major contributor to crashes by the respondents and environmental factors that resulted in reduced visibility of the child pedestrian contributed to 6% of the crashes. The main cause of road traffic injury, 68%, was crossing the road when it was unsafe to do so. Most crashes took place away from the intersection (58%), under clear and dry weather conditions (95%) during daylight (87%), between 13h00 to 15h30 (41%). Mondays and Fridays had highest incidents of road traffic crashes compared to other days of the week. Forty five percent (45%) of crashes took place on Class 5 local roads but all top ten schools with the highest road traffic crashes are located within a kilometre of a Class 3 distributor road or a class 4 collector road and these higher order roads have the highest crashes per road associated with the primary schools in their vicinity. Traffic calming, in the form of speed humps are only provided on roads where school entrances are located and are not provided on other roads even the roads with the highest road traffic crashes. Pedestrian crossings that direct pedestrians to a safe crossing location, road signs and road markings that warn drivers about the school are also generally not provided. The study revealed that road safety education is not formally provided in the school’s curriculum, it is taught as part of the Life Skills subject. The content and type of training is decided upon by the Life Skills teachers. Practical training is only provided at two of the schools, in all other schools, road safety education is taught and tested in a classroom environment. The author recommends that further studies be conducted on child pedestrian road safety around schools to obtain a full understanding of the road and environmental risk factors, that the municipality adopts the school zone concept and develops a policy for road safety interventions within the school zones. The municipality must also constantly monitor road traffic crashes involving child pedestrians, collect necessary data and test the effectiveness of measures applied to reduce the risks for child pedestrian crashes, investigate the possibility of providing grade separated pedestrian crossing facilities on higher order roads within a kilometre radius of the schools, initiate a scholar transport driver training programme and to assist the schools in the provision of road safety education by providing facilities where practical road safety training can be taught.

Studies have indicated that emotions can significantly be influenced by environmental factors; these factors can also significantly influence drivers’ emotional state and, accordingly, their driving behavior. Furthermore, as the demand for autonomous vehicles is expected to significantly increase within the next decade, a proper understanding of drivers’/passengers’ emotions, behavior, and preferences will be needed in order to create an acceptable level of trust with humans. This paper proposes a novel semi-automated approach for understanding the effect of environmental factors on drivers’ emotions and behavioral changes through a naturalistic driving study. This setup includes a frontal road and facial camera, a smart watch for tracking physiological measurements, and a Controller Area Network (CAN) serial data logger. The results suggest that the driver’s affect is highly influenced by the type of road and the weather conditions, which have the potential to change driving behaviors. For instance, when the research defines emotional metrics as valence and engagement, results reveal there exist significant differences between human emotion in different weather conditions and road types. Participants’ engagement was higher in rainy and clear weather compared to cloudy weather. More-over, engagement was higher on city streets and highways compared to one-lane roads and two-lane highways.

Many small cities and towns in rural states such as Indiana are crossed by arterial highways. The local traffic on these roads, particularly vulnerable road users, face the excessive risk of injury and death. This danger is amplified with local land development, driveways, and on-street parking in town centers. This report presents an Indiana study of the speeding problem on arterial roads passing through small communities. Past research on various countermeasures suitable for the studied conditions were identified and the connection between speed reduction and safety improvements was investigated in a sample of Indiana small towns. Promising speed-reduction measures include speed feedback signs and converging chevrons with speed limit legends marked on the pavement. Point-to-point enforcement is a modern and highly effective alternative that may be applicable on highways passing small towns if the through traffic prevails with limited interruptions. This report provides a method of evaluating the benefits of speed reduction in the studied conditions where the risk of severe injury and fatality is excessive to road users while the frequency of crashes is low. The method includes the proactive estimation of the economic benefit. The results indicate that both the local and through traffic on highways passing a small town benefit considerably from speed reduction even after accounting for the loss of time. An Excel spreadsheet developed in the study facilitates the calculations.

This paper studies the impact of extreme weather events on the local tax revenue across Colombian municipalities. We follow a two-step approach to evaluate to what extent a municipality’s tax revenue depends on natural disasters taking place both locally and in its trade partners. In the first step, we estimate a gravity model of bilateral trade and construct a trade flow matrix allowing us to measure the strength of the economic relationships between cities. To do so, we build a novel dataset describing the inter-city trade flows for road transported goods in Colombia for the period 2015–2019. In the second step, we use spatial models to estimate the externalities of extreme weather events. Our results reveal that natural disasters in the destination cities increase the tax revenue in the origin city. We provide evidence of the capacity of trade to mitigate the negative effects of natural disasters.

Studies have shown that environmental factors affect driving behaviors. For instance, weather conditions and the presence of a passenger have been shown to significantly affect the speed of the driver. As one of the important measures of driving behavior is the gaze and head movements of the driver, such metrics can be potentially used towards understanding the effects of environmental factors on the driver’s behavior in real-time. In this study, using a naturalistic study platform, videos have been collected from six participants for more than four weeks of a fully naturalistic driving scenario. The videos of both the participants’ faces and roads have been cleaned and manually categorized depending on weather, road type, and passenger conditions. Facial videos have been analyzed using OpenFace to retrieve the gaze direction and head movements of the driver. Results, overall, suggest that the gaze direction and head movements of the driver are affected by a combination of environmental factors and individual differences. Specifically, results depict the distracting effect of the passenger on some individuals. In addition, it shows that highways and city streets are the cause for maximum distraction on the driver’s gaze.

The current safety management program in Indiana uses a method based on aggregate crash data for conditions averaged over several-year periods with consideration of only major roadway features. This approach does not analyze the risk of crashes potentially affected by time-dependent conditions such as traffic control, operations, weather and their interaction with road geometry. With the rapid development of data collection techniques, time-dependent data have emerged, some of which have become available for safety management. This project investigated the feasibility of using emerging and existing data sources to supplement the current safety management practices in Indiana and performed a comprehensive evaluation of the quality of the new data sources and their relevance to traffic safety analysis. In two case studies, time-dependent data were acquired and integrated to estimate their effects on the hourly probability of crash and its severity on two selected types of roads: (1) rural freeways and (2) signalized intersections. The results indicate a considerable connection between hourly traffic volume, average speeds, and weather conditions on the hourly probability of crash and its severity. Although some roadway geometric features were found to affect safety, the lack of turning volume data at intersections led to some counterintuitive results. Improvements have been identified to be implemented in the next phase of the project to eliminate these undesirable results.

This report presents a case study for constructing aggregate subgrade improvement (ASI) layers using quarry by-product aggregates (QBA), a quarry mix of large primary crushed rocks (PCR) and sand-sized quarry fines. The construction took place at Larry Power Road in Bourbonnais Township in Kankakee County, Illinois, where the Illinois Department of Transportation placed two QBA mixes. The first mix (QBA_M1) consisted of 45% quarry by-products and 55% railroad ballast–sized 3×1 PCR. The second mix (QBA_M2) consisted of 31% and 69% quarry by-products and PCR, respectively. Two conventional ASI sections were also constructed conforming to Illinois Department of Transportation’s CS02 gradation. All sections consisted of a 9 in. (229 mm) QBA/PCR layer topped with a 3 in. (76 mm) dense-graded capping layer. Laboratory studies preceded the construction to recommend optimum quarry by-product content in the QBA materials and construction practice. The Illinois Center for Transportation research team monitored the quality and uniformity of the construction using nondestructive testing techniques such as dynamic cone penetrometer, lightweight deflectometer, and falling weight deflectometer. The segregation potential was monitored by visual inspection and imaging-based techniques. Short-term field evaluation of the constructed QBA layers, particularly QBA_M2 with a 31% quarry by-product content, showed no evidence of abnormal segregation and did not jeopardize the structural integrity of the QBA ASI layers, which had slightly lower but comparable strength and stiffness profiles to the conventional ASI sections. The use of QBA materials in ASI was field validated as a sustainable construction practice to provide stable pavement foundation layers.

Abstract:
This report describes the results of technical analysis, field tests, and laboratory tests that were performed for LED highway lighting options by the Energy Efficiency and Reliability Center (EERC) at Purdue University Northwest for the Indiana Department of Transportation (INDOT). This effort was conducted over the past 3 years to evaluate and test the technology and viability of using modern highway lighting technology to enhance energy efficiency, safety, security, and economic development of communities and roadways. During the testing period there was a continuous discussion between INDOT and EERC regarding the laboratory and field testing of INDOT approved luminaires submitted by vendors. There were multiple discussions with INDOT and vendors regarding the individual details and issues for the 29 luminaires that were tested. A comparison study was conducted by EERC of the various alternatives and comparison to currently installed luminaires. Data was collected for field tests of the luminaires by EERC and INDOT personnel for the luminaires. Field data was evaluated and compared to lighting models using vendor supplied ies data files. Multiple presentations were made at 3 separate Purdue Road Schools regarding the results and procedures of the testing program by EERC in conjunction with INDOT. A total of 22 final reports, considered confidential by INDOT, for individual vendor luminaires have been prepared as part of this effort. These reports were submitted sequentially to INDOT as testing was completed during the course of this effort. A total of 29 luminaires were tested. Some luminaire testing was terminated during testing due to design issues or vendor requests. All testing was summarized in the INDOT specification sheet attached to each report. Observations regarding the consistency of the supplied test luminaire with the requirements of Section 7.2 of the INDOT test procedure “Procedure for evaluation and approval list requirements for solid state ballasted luminaires ITM 957-17P” is provided in the Appendix to the report for each luminaire. Details regarding how these tests were performed and the respective associated evaluation of performance and reliability are provided in the report. This effort included: consideration of published and vendor information; appraisal of products consistent with national industry standards; review of physical design, thermal performance; laboratory testing of photopic performance, reliability, life cycle data and characteristics, and power characteristics; technical and probabilistic risk studies; and field testing and analysis of LED light sources including comparison to currently installed conventional light sources. Assistance in preparing INDOT standards for highway lighting was provided on multiple occasions.
