Abstract:
This chapter explores the relationship between media content and the capacity of hard infrastructure, offering a framework for understanding how particular technologies, social practices, and natural environments can be conceptualized as media infrastructures. It then develops a relational approach to media infrastructure that delineates the multiple routes and effects of global undersea cable networks. There are five ways undersea cables function as a media infrastructure: they become resources for media activity; alter everyday experience of media temporarily; shape one's susceptibility to media censorship and surveillance; solidify global relationships of media power; and serve as a platform where publics can affect the dissemination of media content.

Availability and access to electricity is central to the economic and social development of any nation. The state provided electricity as a social infrastructure thus expanding the role of the state as owner, manager, and regulator. This route has, however, failed given the mounting budgetary crisis triggered by global financial dislocations and oil market meltdowns which affected state revenues and impacted upon the ability of states to own, manage, and operate electricity infrastructure. The huge electricity deficits in Africa call for hitherto unexplored solutions beyond those of public sector funding. Private sector participation became inevitable and with it the imperativeness of balancing the interests of consumers, investors, and the state that are always mutually exclusive. Regulation offers itself as a veritable tool to moderate the differing interests to ensure the availability of electricity at sustainable and affordable levels.

Engineering Hollywood tells the story of the formation of the Hollywood studio system not as the product of a genius producer, but as an industry that brought together creative practices and myriad cutting-edge technologies in ways that had never been seen before. Using extensive archival research, this book examines the role of technicians, engineers, and trade organizations in creating a stable technological infrastructure on which the studio system rested for decades. Here the studio system is seen as a technology-dependent business with connections to the larger American industrial world. By focusing on the role played by technology, we see a new map of the studio system beyond the backlots of Los Angeles and the front offices in New York. In this study, Hollywood includes the labs of industrial manufacturers, the sales routes of independent firms, the garages of tinkerers, and the clubhouses of technicians’ societies. Rather than focusing on the technical improvements in any particular motion picture tool, this book centers on the larger systems and infrastructures for dealing with technology in this creative industry. Engineering Hollywood argues that the American industry was stabilized and able to dominate the motion picture field for decades through collaboration over technologies of everyday use. Hollywood’s relationship to its essential technology was fundamentally one of interdependence and cooperation—with manufacturers, trade organizations, and the competing studios. Accordingly, Hollywood could be defined as an industry by participation in a closed system of cooperation that allowed a select group of producers and manufacturers to dominate the motion picture business for decades.

Pastoral Australia tells the story of the expansion of Australia's pastoral industry, how it drove European settlement and involved Aboriginal people in the new settler society.
 The rural life that once saw Australia 'ride on the sheep's back' is no longer what defines us, yet it is largely our history as a pastoral nation that has endured in heritage places and which is embedded in our self-image as Australians.
 The challenges of sustaining a pastoral industry in Australia make a compelling story of their own. Developing livestock breeds able to prosper in the Australian environment was an ongoing challenge, as was getting wool and meat to market. Many stock routes, wool stores, abattoirs, wharf facilities, railways, roads, and river and ocean transport systems that were developed to link the pastoral interior with the urban and market infrastructure still survive. Windmills, fences, homesteads, shearing sheds, bores, stock yards, travelling stock routes, bush roads and railheads all changed the look of the country. These features of our landscape form an important part of our heritage. They are symbols of a pastoral Australia, and of the foundations of our national identity, which will endure long into the future.

President Xi’s “China Dream” is underpinned by the country’s expanding trade and aid initiatives. While many welcome such opportunities, Beijing’s assertive foreign policy has exacerbated tensions. Meanwhile, America’s rebalancing toward Asia is seen by China as a containment strategy. China’s response has been to launch its “One Belt, One Road” initiative to support infrastructure development along historic land and maritime routes across Asia and the Middle East to Europe. Beijing’s plans have been substantiated by large amounts of lending and a new multilateral institution. China is no longer willing to accept the United States as the dominant regional power, yet it is unclear whether America is prepared to surrender any portion of its primacy. It remains to be seen whether the disputes over the sovereignty of regional islands will lead to conflicts or a conciliatory process that will allow the region to remain stable and prosper.

This introductory chapter provides an overview of signal traffic in the contemporary era of media globalization—an era characterized by contradictory global mediascapes and multiple media infrastructures. Signal traffic refers to the movement of electronic media across various parts of the planet. Today, broadcasting, cable, satellite, Internet, and mobile telephone systems are used simultaneously, and sometimes in coordinated ways, to route signal traffic to and from sites around the world. The content and form of contemporary media—whether television programs or online games—are shaped in relation to the properties and locations of these distribution systems. As a suggestive concept, then, signal traffic demarcates a critical shift away from the analysis of screened content alone and toward an understanding of how content moves through the world and how this movement affects content's form.

This chapter explores how the infrastructure of the established music industry—the routes to market and, just as significantly, the gatekeepers who control them—emerged spontaneously as part of the chipscene, albeit with a noncommercial ethos, giving rise to an economy built on community esteem and authenticity. The chapter begins by exploring how diskmags and archives provided a way for fans to collect and share the music that they loved. Gathering together a complete collection of the video game music that fans loved—a common feature of fandom—and providing software players and emulators that allowed the music to be played on modern computer platforms enabled 8-bit music to be collected and shared. From these archives grew netlabels, online record labels that publish and distribute new music, and festivals, most significantly the Blip festival, which has grown into a major international event, with shows in North America, Europe, Japan, and Australia.

This chapter focuses on DART, a Bus Rapid Transit project (BRT): the new face of public transport in Dar es Salaam since operations started in 2016. A PPP funded by the World Bank, DART aimed to transform public transport through large-scale infrastructural work and the introduction of new buses, phasing out daladala from the city’s main public transport routes. The chapter challenges the presentation of BRT as the ‘win–win’ solution to tackling the crisis of public transport in developing countries. A contextualized political economy of DART highlights why the project proceeded so slowly (implementation began in 2002), documenting the capacity of some Tanzanian actors to resist. Tensions over the displacement of existing paratransit operators by foreign investors, the inclusion of the existing public transport workforce, employment destruction, affordability of the new service, and their management by the government are a window into ‘actually existing neoliberalism’ and post-socialism in Tanzania.
