This thesis explores how political actors utilize studies of the arts' impact on state economies to boost -the significance of cultural policy within a given political environment. Specifically, this thesis explains how the current Governor of Maine, John Baldacci and the leaders of Maine's cultural policy bureaucracy utilized a study of creative industries' contributions to the Maine economy to lead an effort to garner public support for a statewide cultural economic development agenda. In researching this topic, I have come to learn how an economic impact study in the hands of an ambitious and enterprising coalition of arts advocates convinced political elites and voters in an overwhelmingly rural state to embrace cultural development as an economic development strategy - a decidedly urban(e) phenomenon - via Governor Baldacci's Creative Economy Initiative. Largely attributable to the state's desperation for economic development, the anomalous political success story of the Creative Economy Initiative is a revealing one, providing a look at how cultural policy can garner high priority status on state policy agendas as well as lessons on how to make cultural economic development politically palatable in rural areas.

Until recently, prisons were considered an economic development strategy particularly in rural communities struggling with the loss of manufacturing jobs. However, many studies have shown that prisons often have weak linkages to the host community, and sometimes have negligible or even negative impacts on rural economies. A combination of factors including changing sentencing laws, inadequate conditions in older facilities, fiscal conservatism, and increasing reliance on community based alternatives to incarceration are now leading to prison closures all around the country. In this changing context, this thesis explores: (i) What are the real and perceived impacts of prison closures on local economies in small rural counties?; and (ii) Where communities are redeveloping old prisons to boost their economies, how are local needs, politics, and project constraints (related to design and finance) shaping the transformation of these sites? By focusing on two cases where former prisons are being reused for community and economic development, this thesis explores how rural communities might transition to new ways of employing people and generating wealth after a local prison closes.

Although the current literature on technology and development has mainly focused on the Internet, I focus on a case where an "old" technology can be more beneficial and appropriate. In 1993, the Peruvian Government created the Telecommunications Investment Fund - FITEL, a fund aimed at providing subsidies to the private sector so that they would provide telecommunication services to remote and poor communities. FITEL's rural public telephone projects have had tremendous impacts on isolated and poor rural communities, providing an increase in welfare. The FITEL model has been replicated in many countries around the world as it has been considered successful by the literature and the development organizations. However, FITEL has also have drawn much criticism due to many problems that were unforeseen at the design phase of the projects. In this thesis we analyze how the political environment, the institutional arrangements, and the different actors affected the outcomes of the projects, providing some lessons to policy makers, especially those working on developing projects involving technology.

ENGLISH ABSTRACT: Unemployment and poverty have an adverse effect on society and proactive and sustainable measures are needed to deal with it. Women and rural women in particular, form the most affected group when it comes to unemployment and poverty. Illiteracy and underdevelopment are the major barriers to the advancement of unemployed rural women. Women in rural settings in most cases rely on local economic development (LED) initiatives for day-to-day survival. Local government has a constitutional mandate to promote social and economic development in order to improve the quality life for the citizens of South Africa. This mandate has been followed by a number of policy documents and guidelines for LED to enable local authorities to perform this task efficiently. The concept of LED is a micro approach in that it deals directly with local issues of economic development through partnerships between communities, business, workers, development agencies and governmental agencies to promote local economy. There is a pressing need for local government to be proactive in dealing with issues of rural development and in supporting LED initiatives of rural women. The literature review covers the theoretical framework of LED through examining both international and domestic practices. The review deals with the history of LED, the LED concept, development theories, evaluation of the practices of LED, as well as participatory development, pro-poor LED, and tourism as a response to LED. It further assesses the contextual framework of LED with particular attention to South African policy and practice. The state of LED in South Africa is discussed, together with the way forward for LED. The study provides an investigation into the background of the Mandeni Municipality by looking at the demographic factors and geographical location of the area. The state of LED in Mandeni Municipality is highlighted, together with LED strategy for the Municipality, and major future development associated with LED. The study clearly portrays that there is a gap between the LED initiatives of the unemployed rural women and the Municipality. The strategic location of the Municipality facilitates future economic prospects for the area and new development proposals associated with LED. It is clear from the LED Unit structure in Mandeni Municipality that there is a lack of capacity to deal with the LED challenges and local economic initiatives. From the literature review it is clear that women are critical role players in LED because of their ability to initiate community-based economic development projects and to perform multi-task activities. It is evident that strong partnerships with various LED stakeholders working directly with low-income communities can play a meaningful role in alleviating poverty, and in the creation of employment.
AFRIKAANSE OPSOMMING: Werkloosheid en armoede het vandag .n nadelige invloed op die gemeenskap en proaktiewe en volhoubare maatreels is nodig om dit hok te slaan. Wat werkloosheid en armoede betref, val vroue onder die groepe wat die meeste geraak word, veral plattelandse vroue. Ongeletterdheid en onderontwikkeling is die vernaamste hindernisse vir die vooruitgang van werklose plattelandse vroue. Vroue in .n plattelandse milieu steun sterk op plaaslike ekonomiese ontwikkelingsinisiatiewe vir hulle dag tot dag oorlewing. Plaaslike regering het .n konstitusionele mandaat om maatskaplike en ekonomiese ontwikkeling te bevorder ten einde die lewenskwaliteit van burgers van Suid-Afrika te verbeter. .n Enorme behoefte bestaan dat die plaaslike regering proaktief moet optree wanneer aangeleenthede rakende plattelandse ontwikkeling en ondersteuning van plaaslike ekonomiese ontwikkelings-inisiatiewe vir plattelandse vroue aangespreek word. Plaaslike ekonomiese ontwikkelingsinisiatiewe geskied in isolasie van die munisipaliteit en daar blyk maar .n powere vennootskap tussen die munisipaliteit en plaaslike ekonomiese ontwikkelingsinisiatiewe wat deur vroue gevoer word, te wees. Die Plaaslike Ekonomiese Ontwikkelingseenheid (LED-eenheid), wat oor .n mandaat beskik vir die implementering van plaaslike ekonomiese ontwikkelingsprogramme, het .n niksseggende rol in die bevordering van plaaslike ekonomiese ontwikkelingsprogramme vir plaaslike werklose vroue gespeel. Die fokusgroep-metode is tydens navorsing ingespan met die insameling van data oor die twee verskillende vroueorganisasies wat plaaslike ekonomiese ontwikkelingsprojekte geinisieer het. Voorts is die onderhoud-metode tydens die studie toegepas vir die insameling van data rondom die drie munisipale amptenare en die Speaker van die munisipaliteit. Die vernaamste bevindinge van die navorsing toon duidelik dat daar .n gaping bestaan tussen LED-inisiatiewe deur die plattelandse werklose vroue en die Mandeni-munisipaliteit. Die bevindinge van die studie dui daarop dat die LED-eenheidstruktuur van die Mandeni-munisipaliteit oor onvoldoende fondse beskik en gebrek toon aan die nodige vermoe om die plaaslike ekonomiese ontwikkelingsuitdagings en plaaslike ekonomiese inisiatiewe van die werklose plattelandse vroue te hanteer. Dit is duidelik dat vroue kritiese rolspelers in plaaslike ekonomiese ontwikkeling is weens hulle vermoe om gemeenskapsgebaseerde ekonomiese ontwikkelingsprojekte te inisieer en hulle kennis om veelvuldige taakbedrywighede van stapel te laat loop. Though the Maganja da Costa District in Mozambique has potential for the development of natural resources, the District is neither economically self-reliant nor empowered and is the poorest within the country. Thus, the research question set for this study is: What are the main factors that inhibit poor people in the study area from effectively using local resources for their livelihoods and what possible alternatives could enable them to achieve economic empowerment? In an attempt to answer the question, the following aspects were investigated: the systems of local resources, product and indigenous knowledge use and management; the local mechanisms of acquiring and sharing information, knowledge and skills; the obstacles to acquiring and sharing information, knowledge and skills; the influence of such obstacles on the management of local resources and livelihood strategies, as well as on the community’s organisational, leadership and entrepreneurship capacity. An exploratory study was conducted in the study area using the qualitative method, involving participatory action research. A comparative literature review and field work was conducted in order to collect the data. Raw data were collected in two phases: While pilot research took place over 5 days, more extensive research took place over 21 days. During the extensive research, in-depth household interviews were conducted, using semi-structured personal interviews, focus group interviews and discussions, direct observations and cross-checking methods employing a sample size of 101 respondents randomly selected and 10 key informants. The Statistical Programme of Social Science (SPSS) was used to process and analyse the raw data. The results show that the main factors that inhibited poor people in the study area from effectively using local resources and products for their livelihood were: i) a lack of knowledge, skills and talents; ii) the inadequate mechanisms in place for sharing local information, knowledge and skills; iii) the ineffective community organisation and leadership; iv) a lack of entrepreneurship skills and capabilities; v) the inadequate existing infrastructure, transport and trading systems; vi) a low level of partnership and networking; vi) a disruption of socio-cultural cohesion; and vi) inadequate mechanisms for planning, implementation and management of local development strategies, programmes and projects by local government. Most of the government’s development strategies in Mozambique focus on economic growth, which does not necessarily entail the economic empowerment of poor people. The role of traditional leadership has been neglected, which has resulted in the disruption of traditional values and belief systems that might otherwise have positively contributed to socio-cultural cohesion. The role that community building could play in assisting poor people in the study area to establish common values, and to develop collective goals and actions, should enable them to acquire and/or share information, knowledge, skills and talents in such a way as to strengthen themselves. Such strengthening of organisational, leadership and entrepreneurship capacities and skills could significantly contribute to attaining economic self-reliance, poverty alleviation and sustainable development, if the community building approach were to be adequately applied. Additional research is required in order to identify appropriate mechanisms for making further advances in applying such an approach in rural Mozambique, especially in the study area.

ENGLISH ABSTRACT: The historical significance of the socio-political changes in South Africa since 1994 cannot be disputed. The challenge is to place the redress agenda within a macro-framework geared to promote competitiveness that positions South Africa as a credible and valued player within the continent and globally. Of concern here is the plight of the rural poor and the neglect of rural space, viewed as central in redressing imbalances and competitiveness. This study posits that the marginalisation of the rural poor results from the deliberate, structural and systemic exclusion evident in previous regimes and perpetuated by the reigning neoliberal policies and the rural development paradigm. It provides an indepth analysis of the rural poor’s spiral of deprivation. The spiral is viewed to perpetuate “dependent survivalism” with reliance on unsustainable hand-outs and oppressive paternalistic relationships between those with, and those without resources. The argument is that the emergence of the poverty eradication agenda has not focused attention and effort on the treatment of the causes of poverty. The study objective is to offer alternative approaches for addressing these structural constraints, enabling rural household participation in viable and sustainable rural economic development programmes. To this end transdisciplinary methods premised on the view of the household as the nucleus of sustainable development are used. The study challenges the general economic theory that limits a household to only a source of labour and capital, with emphasis on household consumption. It shifts focus from the consumptive “dependent survivalism” mode to households as owners of productive assets, producers and suppliers, termed the “productive perspective”. To achieve this, an inclusive and sustainable development conceptual framework is proposed with an alternative rural development policy perspective. The framework emphasises the deployment of capital assets and rural economic development strategies based on the theory of value chains. The comparative analysis of marula commercialisation case studies is used to conceptualise the framework and formulate alternative approaches. Primary research focused on the Distell/Mirma Amarula Cream processing plant in Phalaborwa and the Marula Natural Products initiative at Thulamahashe, Bushbuckridge, South Africa. The findings demonstrated that marula supplying households are value chain actors with an objective function to maximise benefits and participate in the mainstream economy, but are structurally constrained. The profiles of the marula suppliers indicate that the majority are women who as heads of households bear the brunt of unpaid labour and the burden of care. The case study exposed the failure of the local and global economic systems to afford them their deserved opportunities and benefits as value chain actors. The study thus proposes a sustainable benefit-maximising system that is rooted in the value chain-based re-organisation of production, emphasising mainstreaming through institutional and systems change. The role of the state is emphasised as central in creating an enabling environment with regulatory frameworks that ensure sustainable resource use and sharing in value created. The study calls for the courage to turn the 2008/9 global financial crisis into an inclusive and sustainable development agenda.
AFRIKAANSE OPSOMMING: Die historiese betekenis van die sosiopolitieke veranderinge in Suid-Afrika sedert 1994 is onbetwisbaar. Vandag se uitdaging is om die regstellingsagenda in ’n makroraamwerk te plaas wat daarop gerig is om mededingendheid te bevorder en Suid-Afrika sodoende op die kontinent en wêreldwyd te vestig as geloofwaardige en waardevolle speler. Die lot van plattelandse armes en die verwaarlosing van die landelike ruimte is sentrale kwessies in die herstel van wanbalanse en mededingendheid. Hierdie studie voer aan dat die marginalisering van plattelandse armes spruit uit die doelbewuste, strukturele en sistemiese uitsluiting wat in vorige regimes voorgekom het en voortgesit word deur neoliberale beleid en die paradigma van landelike ontwikkeling. Dit bied ’n indringende ontleding van die plattelandse armes se benadeling, wat beskou word as die voortsetting van “afhanklike oorlewing”, met afhanklikheid van onvolhoubare aalmoese en verdrukkende paternalistiese verhoudinge tussen diegene met hulpbronne en diegene daarsonder. Daar word betoog dat die agenda vir die uitroeiing van armoede op die tafel geplaas is sonder dat dit die aandag en energie op die behandeling van die oorsake van armoede toegespits het. Population out-migration from rural communities has caused significant distress in the Midwest of the United States. This distress comes from loss of the communities’ human capital which supports its economic well being. For example, the declining human capital implies lack of employees and consumers to support local business and lower populations that lead to consolidation of schools and services as well as increased per capita costs for these services. Population loss is caused by a variety of reasons, the most discussed being lack of economic opportunities for young people in these small and rural communities. This thesis sought to increase appreciation of the problem by focusing on a single county in Kansas, Wabaunsee County, and assessing the factors that influenced out-migration decisions of its youth. The hypothesis was that understanding these factors and their strength would provide local policy makers with the tools to intervene in the dimensions of the problem of out-migration long before it happens. The data was drawn from a survey of the population of high school students and covered their perspectives about their community and their future location plans. The total number of respondents to the survey was 172, and of these, only 12 percent totally agreed that at least one adult (not parent) has talked to them about opportunities that would encourage them to return home after their post high school or college education. Only about 10 percent totally agreed that there are opportunities in their community for young people to work with adults. These results provide an opportunity for policy makers to engage adults in the community to provide mentorship opportunities for the community’s young people. While the majority of the respondents indicated going to college, only 11 percent indicated that they would return to live and work in Wabaunsee County after graduation. An even lower percentage of respondents indicated retiring in Wabaunsee County when asked to “think way into the future” and indicate whether they would like to retire in the country. The results indicate that the most critical variables influencing respondents’ intent to return after their education included community connection, their age and the existence of a business connection in the county. For example, the relative risk ratio (RRR) for those with community connections was 35 times as high as those without any community connection in their intent to return after college. Similarly, those with business interest in Wabaunsee County with interest in coming back after college exhibited a RRR of 345.15. Similar indicators were found for intentions to retire in Wabaunsee County. It is obvious that the community cannot keep all of its young people. Indeed, it does not want to keep all of them if these young people are going to achieve their personal excellence. However, the community’s leadership can work with local businesses to provide the youth with clear and compelling connections to local and family businesses to increase their community connections. The results of this research indicate that these stronger ties would increase the likelihood that these young people would return. Their return, given the historical trends, would signify a break from the past and contribute to an arrest of the declining population and, hopefully, contribute to an alleviation of the challenges associated with declining population in these small communities.

This thesis used the Logical Framework Approach to create a project proposal for the establishment of a community-driven educational and training model for sustainable community development based in the Western Soutpansberg in the Limpopo Province. The project aims to provide much-needed socio-economic upliftment to this area, which is characterized by many large poor local communities with relatively few employment opportunities. The proposed programme focuses on the formation of the Soutpansberg Centre for Sustainable Development. This Centre is intended to be a demonstration model for land and agrarian reform based on sustainable development principles, indigenous knowledge and appropriate technologies. It would serve as a working example of how the reform process could be accelerated thus making a significant impact particularly on the lives of the rural poor and landless in the surrounding area. The research that was undertaken for this proposal entailed assessing and building on available primary data and information. It was informed by existing documentation, research and interviews with key stakeholders. The intention is for this project to become a reality in the near future and therefore it was necessary to create a document that is both viable and practical taking into consideration and assessing the various elements involved in such a sustainable development initiative.

Abstract:
As Rural Development assumes a greater importance in European policy, one strategy to stimulate economic activity across a broad range of sectors is to use small towns as a focal point for economic development. This may be particularly relevant in the UK where there is increasing concern over the future vitality and viability of these towns. However, such a strategy rests on the assumption that there is a strong level of interdependence between small towns and their surrounding areas. While their historical legacy suggests close integration, developments in the wider economy and resultant socio-economic restructuring have undermined the traditional functions of small towns and may have severed many of these local linkages. Methodologies are developed to measure the size and spatial distribution of economic linkages in and around two small towns in rural England; one located in the 'remote' area of South Devon, and one in more 'accessible' Buckinghamshire. Results from two validation exercises indicate that self-completion methods are a useful means of obtaining spatial economic data from producers and consumers. Analysis compares the degree of economic integration of the towns into their respective local economies, and identifies key characteristics of firms and households that are good predictors of strong local integration. Results show that the strength of local economic integration is a function of economic and demographic structure as well as proximity to urban centres. This illustrates that the functional role of small towns in the economy is a more useful criterion on which to base policy recommendations than is demographic size. The town in the 'remote' rural area is found to be more strongly integrated into its locality than the town in the 'accessible' area; indicating that benefits of intervention are more likely to 'trickle out' into the surrounding area in the former case. Further, the minimal role of agriculture in the local economy implies that traditional measures of farm support are no longer likely to provide a valuable method of supporting rural communities. A useful area for subsequent enquiry would be to employ an 'integration index' to develop settlement typologies so that more generalisations can be made to aid the process of policy formulation.

Bicycling is a method of tourism transportation that is healthy, non-invasive, environmentally responsible, and economically sustainable. It allows freedom, mobility, and sightseeing potential that is not made possible by other modes of transit. Thousands of bicycle tourists travel from all over the globe annually to explore California on touring bikes via established cycling routes and robust determination. Thousands of additional domestic and international visitors take weekend trips, plan family vacations, travel for business, or tour California from abroad, many of whom are excellent candidates for local and regional bicycle touring at a more gentle intensity level. The increasing popularity and prominence of bicycle tourism, among both domestic and international travelers, carries great potential for economic benefit to local communities. Rural and agricultural communities can particularly benefit from bicycle tourism, as these communities do not normally experience the benefits of tourism as significantly as their urban, coastal or mountainous neighbors. Tourism that is developed in accordance with the size, scale, constraints and character of a particular community can have a beneficial effect on the economics and industry of the area. Infrastructure projects to this effect, such as development of a town or regional trail system, wayfinding features, or other resources come with benefits for visitors and locals in the form of recreation, public health, mobility, and access to food, drink, amenities, scenic areas, jobs and commerce. Trails may further improve the economy of the local housing market, as proximity to trails has a positive effect on housing values. Incorporation of agricultural destinations into local tourism planning creates a draw for visitors and can become a mutually beneficial relationship – contributing to the economic stability of the agriculture industry, preserving local farm lands, increasing tourism revenue and educating the public on the importance of local farming. Through careful planning of the touristic components of the destination, rural communities can achieve multifaceted economic benefits of diverse and versatile tourism amenities.

It is recommended that the City of Guadalupe prepare and implement a small-scale business expansion and retention program using existing service providers in the area. This type of program model seems to hold the most potential for Guadalupe. A mixed-methods approach including in-depth cases studies of existing economic development programs and an analysis of opportunities and constraints in Guadalupe informs a set recommendations for future economic development in the City. Data was collected in three phases: short interviews with a variety of economic development program staff, short interviews with Guadalupe business owners and City officials and in-depth interviews with staff from five selected case-study programs.

ENGLISH ABSTRACT: This thesis investigated the issues that rural smallholder women face in accessing markets in developing countries. Market access for rural smallholder farmers is increasingly being promoted as a means towards catalysing sustainable rural development. However, without addressing the gender specific issues that rural smallholder women farmers face in accessing markets, market access as a strategy towards sustainable rural development may fail to achieve its ends. This thesis gathered evidence from a group of smallholder women farmers in Chirumanzu, Zimbabwe, who are part of a market access project run by Oxfam, in order to highlight the issues that they face in accessing markets for their produce. Primary and secondary data were used in the study. First, a literature review was conducted to assess the issues that smallholder rural women farmers in developing countries face in accessing markets and how the issues differ to those faced by male smallholder farmers. A thematic assessment of the issues was conducted, beginning with the production for market through to the actual market engagement. Secondly, primary data was collected in Chirumanzu, from rural smallholder women farmers who are participating in a market access project being facilitated by Oxfam. Data was collected through focus group discussions, key informant interviews and document review. Five focus group discussions were held with a total of 40 participants in August 2011. Some of the key findings were that rural smallholder women farmers face challenges in terms of meeting the labour demanded for market production, accessing market information and having to contend with high transport costs. The data was then compared with the points raised in the literature review. The comparison showed that most of the key issues raised in the Chirumanzu case study were similar to those identified in the literature review. The study came to the conclusion that rural smallholder women farmers face different issues and more challenges in accessing markets compared to male farmers. Market access initiatives that do not recognise and address the gender specific challenges that women smallholder farmers face may therefore not be catalysts for sustainable rural development. Therefore recommendations are that market access initiatives should go beyond facilitating access to markets to address the structural social, economic and cultural issues that present special challenges and constraints to women smallholder farmers.

ENGLISH ABSTRACT: This study was embarked upon to evaluate the contribution which World Vision as agent and catalyst of development has made towards addressing social issues in Lesotho. Specifically, the study evaluates Taung Area Development Programme which is one of the World Vision community development programmes established to improve social conditions in the rural communities particularly, in Tsoloane, Ha-Mopoane and Qhalasi. The study seeks to investigate three important areas; 1. Participation: to assess whether the communities have been involved in the planning of the projects, identified their own priorities for the projects or used their lands and other resources to exercise control over their economic, social and cultural development. 2. Empowerment: to assess how the projects have strengthened the capacity of local communities. This includes the transfer of skills through training for the purpose of equipping people to engage in their own development. 3. Sustainability: to assess the long-term viability of the projects. Data was gathered through the use of qualitative and quantitative data collection techniques. To conduct both methods a snowball technique was applied. The data gathered was tabulated in graphs and pie charts. The results were then discussed and analysed in terms of the aims of this research. Regarding participation, the findings of the study revealed that to a large extent people were able to participate in the planning of the projects. People were able to identify their objectives and make a decision to embark on Income Generating Activities (IGA) such as raising poultry and pigs, sewing, and making baskets, candles and soap. The IGA enabled project members to feed and earn income for their families. The study further revealed that while certain people were able to participate in the planning of their projects, in development activities such as the building of feeder roads, people’s participation was minimal. This blueprint and top down planning approach allowed for little public participation. The study also found that World Vision’s religious involvement was appreciated for the moral support it provided. Another important issue the study brought to light was that people had an opportunity to use their indigenous knowledge in their projects. Regarding empowerment, almost all the respondents believed that World Vision played an important role by training people to handle various activities within projects. Apart from the training given, people also acquired different skills and knowledge. Most of the respondents acquired technical and economic knowledge, while others became skilful in farming and health matters as well as in handcraft. Empowerment in the Taung Area Development Programme has also manifested itself through the improved living conditions of the local people. The study found that infrastructure such as schools and roads have been established. As regards primary health care, respondents indicated that they had access to clean water due to the presence of a community tap. HIV/AIDS awareness, disease prevention campaigns and the building of toilets have contributed to improved living conditions in the Taung Area Development Programme. Though HIV/AIDS awareness and disease prevention campaigns were essential for primary health care, few people were knowledgeable about deadly diseases such as HIV/AIDS. As a result there was still a need for World Vision to underpin the spread of HIV/AIDS awareness within the communities. Sustainability has been attributed to the long-term survival of the development projects and their future operation. The findings of this study confirmed that people in the Taung Area Development Programme were optimistic that the skills and knowledge they have acquired, and the projects themselves will generate resources and continue to operate after World Vision’s departure, especially with regard to IGA projects. The study results confirmed that people who mainly engaged in development activities such as at Qhalasi showed that they could only utilise their skills and knowledge to a small degree. The main conclusion reached by the study is that the Taung Area Development Programme as one of World Vision’s programmes has to a large extent transformed the lives of the local people. As a result of World Vision involvement in the Taung Area Development Programme, people-centred development is manifestly seen to promote the participation and empowerment of the people as well as the sustainability of the development projects.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie was om die bydrae wat World Vision as agent en katalisator van ontwikkeling gemaak het om sosiale kwessies in Lesotho aan te spreek te bepaal. Die studie, meer spesifiek evalueer die Taung Area Develoment Programme, wat een van World Vision se gemeenskapontwikkelingprogramme is wat gevestig is om maatskaplike toestande in landelike gebiede te bevorder veral in Tsoloane, Ha-Mopoane en Qhalasi. Die studie poog om drie belangrike areas te ondersoek; 1. Deelname: om te bepaal of gemeenskappe betrek was by die beplanning van die projekte, deur die identifikasie van hulle eie prioriteite vir die projekte, of die gebruik van hul grond en ander hulpmiddels om beheer oor hul eie ekonomiese, sosiale en kulturele ontwikkeling uit te oefen. 2. Die studie het ook gevind dat die infrastruktuur met die bou van skole en paaie verbeter was. Met betrekking tot primêre gesondheid, het die respondente bevesting dat hulle toegang tot skoon water gekry het deur middel van ’n gemeenskaplike kraan. Veldtogte soos MIV/VIGS bewusmaking, voorkoming van siektes en die bou van toilette het tot verbeterde lewensomstandinghede in die Taung Area Development Programme bygedra. Afgesien van veldtogte soos MIV/VIGS en siektevoorkoming wat vir primêre gesondheidsorg belangrik is, beskik min mense kennis van dodelike siektes soos MIV/VIGS. Dit blyk dus dat World Vision meer klem sal moet lê op die verspreiding van kennis van MIV/VIGS binne die gemeenskappe. Die langtermyn oorlewing van die ontwikkelingsprojekte sal aan volhoubaarheid gekoppel moet word. Die bevindings van hierdie studie bevestig dat mense in die Taung Area Development Programme optimisties was dat die vaardighede en kennis wat hulle verkry het, en die projekte, selfhulpmiddels sal genereer wat nog in werking sal wees lank na die vertrek van World Vision, veral met betrekking tot die IGA projekte. Hierdie studie bevestig dat persone wat hoofsaaklik betrokke was by ontwikkelingsprojekte soos by Qhalasi, net tot ’n geringe mate hulle vaardighede en kennis kon gebruik. Abstract:
Rural areas, globally, are characterized as poor regions, with two-thirds of the world’s poor people residing in rural areas. In South Africa, 70 percent of the poor population or 3.6 million households, live in rural areas. In the last three State of the Nation Addresses (SONA) in South Africa by President Zuma since 2011, rural development has been placed high on government’s developmental agenda. The formulation of a comprehensive rural development policy, with coordinated implementation by all spheres of government is however still lacking. This research project was undertaken to explore solutions for the revival and development of rural areas in South Africa. The northern Free State region was selected as the geographical focus area and “testing ground” for the research. Rural South Africa has been deteriorating over the last few decades mainly due to globalization and urbanization. Two specific tools to achieve accelerated rural development were identified and analysed namely, local economic development (LED) and spatial planning. The research has shown that rural development is a complicated and difficult process. It is not only about agriculture and economic development, but also about other aspects such as spatial planning, social development, the environment, politics and public management aspects. For the purpose of the research, the theoretical statement was stated as “the chronic state of underdevelopment, poverty and unemployment, especially in rural South Africa, with a specific focus on the northern Free State, can be turned around by means of the implementation of revitalization strategies, which include innovative policies and programmes of LED and spatial planning”. Rural development requires strong committed local leaders and “champions”, skills, patience and funding. The research methodology included a comprehensive theoretical analysis of the concepts relating to rural development, as well as global and local case studies. Local rural development policies were also analysed as currently being implemented by government. Primary research included a community socio-economic survey in the study area to determine levels of rural poverty, unemployment, services delivered by local government and skills. In this survey of poor rural areas and the socio-economic analysis of the northern Free State, it was found that: • close to 50% of all households were living in poverty, • 50.7% of all households lack employment, • 40% of households have an income of less than R 1 500 per month, • The average annual household income in the area relates to just less than R20 000, • The ratio between formal and informal jobs is 1: 0.25, which indicates a low level of informal job opportunities, • Most job opportunities are found in agriculture, manufacturing, community services and households. • The tourism sector only provides in 3.1% of the regional GDP. Local business chambers were also visited in order to determine their perceptions of rural development and local government as well as the level of partnerships with the various local authorities in the area. It was found that partnership formation and cooperation between local business chambers and local authorities in the region were limited, although business chambers are willing to cooperate and assist. Rural development needs a coordinated effort and partnerships between government, business and communities. The focus of the research was on the finding of possible solutions for rural development. Solutions such as a rapid rural assessment (RRA) and a strategy for the study area, which has been provided to the specific local government for implementation, have been formulated. Globally and locally no universally accepted definition of rural concepts such as rural development and rural regions exist. Definitions and classifications of rural areas were formulated for South African conditions. A major component of the research is the proposed rural development model known as the “Feza iSimangaliso” model. Pillars for rural development and best practice aspects for rural development were also formulated. Some of the main findings of the research regarding general rural development aspects are listed below: • Rural regions are slowly but surely becoming in “fashion” as popular regions again due to a number of reasons such as quality environments, the need for a sense of community and belonging and food security. • Well formulated strategic rural development strategies, which are implementable in a coordinated way, can make a positive impact. Rural areas could be seen as a viable alternative, but requires strong governance, especially at the local sphere. • The integration of spatial planning and LED could lead to accelerate rural development, especially when national policy exists and are implemented in a coordinated manner. • The creation of jobs will lead to improved quality of life. Labour intensive sectors of the economy such as tourism, agriculture including agro-processing, manufacturing and retail should be the focus of an economic strategy. • Rural development is dependent on hard and soft infrastructure provision and strong local government. • Rural development must be people centred, with the utilization of local indigenous knowledge. • Rural towns are critical for rural regional development and creation of rural-urban linkages. • The “pull factors” to rural areas include quality of life and environment, sense of belonging, unique culture and history, and a positive economic environment. Future research projects could include more detailed research on the study area and provision of assistance to the relevant local municipalities. A possible rural development matrix will be developed for the evaluation of the level of development and gaps in the development of a rural region. In conclusion, successful rural development planning must be based on strategic planning principles for implementation in order to prevent ad hoc implementation of isolated projects with limited impacts.

A presente pesquisa tem por objetivo analisar as influências das políticas brasileiras de imigração dos séculos XIX e XX no desenvolvimento da Colônia Dom Pedro II (Campo Largo – Paraná) sob a perspectiva dos descendentes de imigrantes poloneses. Por meio do Estudo de Caso, como método de trabalho científico, e utilizando as técnicas de pesquisa documental, bibliográfica e de campo, desenvolveu-se uma investigação nesse território. Como principais resultados, constatou-se que as políticas imigratórias do século XIX e XX favoreceram a formação de colônias de imigrantes em diferentes regiões do Brasil. No Paraná, uma delas foi a Colônia Dom Pedro II (1876), formada por imigrantes poloneses. Desde sua implantação, esta Colônia passou por mudanças socioeconômicas, políticas e cultural, impactadas por políticas imigratórias, dos períodos, imperial, de transição do final de trabalho escravo, e da república. A Colônia estruturou-se e desenvolveu-se a partir das políticas imigratórias do governo, com o apoio importante da igreja. Na economia, as mudanças ocorreram principalmente nos sistemas de produção agrícola. Da agricultura familiar de subsistência, para as agriculturas familiar tradicional, orgânica, mecanizada, do agronegócio, turismo rural. Os imigrantes poloneses foram gradativamente inserindo a sua cultura, costumes, tradições e a religiosidade na estruturação do território.
This research aims to analyze the influences of Brazilian immigration policies of the nineteenth and twentieth centuries in the development of the colony Dom Pedro II (Campo Largo - Paraná) from the perspective of the descendants of Polish immigrants. Through the case study, a method of scientific work, and through the techniques of documentation, bibliographic and field research, was developed an investigation on the territory of Cologne. As main results, it was found that the immigration policies of the nineteenth and twentieth century has favored the formation of colonies of immigrants from different regions of Brazil. In Paraná State, one of them was the Cologne Dom Pedro II (1876), formed by Polish immigrants. Since its implementation, this Colony passed socioeconomic, political and cultural changes, impacted by immigration policies from the periods imperial, the transition from the end of slavery and the republic. The Colony it was structured and developed from the immigration policies of the government, with the important support of the Catholic Church. In economics, the changes occurred mainly in agricultural production systems. From the familiar subsistence farming, for traditional farming, mechanized agriculture, agribusiness and rural tourism.

This study covers several areas of long held interest and urgent relevance: the development of lasting and meaningful community identity, the design of dynamic communities well aware of their current and future potential, the preservation of rural lands, and the control of unplanned growth.Working on two tracks, the study researches through focused interviews the conceptual image of the community held by representative members and then seeks to apply principles derived from the work of Randall Arendt, Robert Yaro and others to the articulation of land planning and site design measures that can be implemented in the Northwest sector of Muncie.Based on both the research and the derivation of principles, the study offers a large number of ideas supported with illustrations toward the improvement of the conditions and the creation of a long range strategy for land development and conservation.

ENGLISH ABSTRACT: This study is based on the personal four-year journey of the researcher in an attempt to develop an off-grid, sustainable self-sufficient livelihood and habitation on a 1 000-square metre piece of rural land in the heritage mission village of Suurbraak, Western Cape, South Africa. This single case study attempts to embody a comprehensive antithesis to the current rural settlement approach implemented in South Africa. The approach is philosophical, applying Hegel’s “determinate negation” conception of reality, as dialectic between a conception of “thesis” as global, scientific and regulated resulting in large-scale agriculture, poisoning of nature and inappropriate low-cost housing and its “antithesis” as grounded, philosophical, healthy subsistence habitation on the actual land. This study, shaped by a literature review, proposes a concept coined ‘niche settlement’, comprising four focus areas as regards sustainable self-sufficiency: an owner-built dwelling from local materials, farm produce for consumption and self-medication, rain and energy harvesting, and taking responsibility for waste. In order to validate the case study contextually, an action research methodological approach was adopted. This began with a field study to interview marginal small-scale farmers, enriched by a land-use survey in the Suurbraak agri-village, in order to clarify the determinants for successful subsistence. These were land availability, proximity of land to homestead, appropriate scale, access to water, enabling legislation, and access to inputs and labour. The critical nature of these determinants is then shown as regards the niche settlement case study. The interplay of Swellendam Municipality regulations reveals contradictions that entail that the above determinants are not facilitated. This threatens a vulnerable two-century old agrarian heritage. The ensuing dialectic between the researcher and municipal officials who - when confronted by the contradictions - undertook to revise certain zoning decisions that threatened the viability of niche settlement approaches. The determinants may prove fertile ground for further research as criteria to shape rural settlement policy with respect to land use, particularly given the need to factor in the looming global recession, the food crisis and peak oil.
AFRIKAANSE OPSOMMING: Hierdie studie is op die vier jaar lange persoonlike reis van die navorser self baseer. Dit behels 'n poging om 'n kwart akker stuk grond in die landelike erfenis sending-dorp van Suurbraak, in die Wes-Kaap Provinsie in Suid-Afrika te bewoon en daarop ‘n off-grid, volhoubare en selfversorgende bestaan te ontwikkel. Hierdie enkele gevallestudie poog om 'n omvattende antitese te beliggaam tot die benadering tot landelike nedersetting soos tans in Suid-Afrika geïmplementeer. ENGLISH ABSTRACT: In the past, development projects were not successful, because development was guided by top-down strategy that excluded the main beneficiaries from the process of development. The creative initiative, local knowledge, and inputs of communities were not considered as a development resource. Hence, development programmes were not participatory, and could not solve social problems, rather they contributed to poverty and dependency. This condition gave rise to new thinking that unless communities participate in development efforts, no social transformation can be achieved. Moreover, the scarcity of resources in developing countries called for the mobilization of all stakeholders' resources in the cause of development action. As a result, community participation emerged as a new paradigm of development. Development has become a humanizing process; projects are people-driven; and communities are the subjects of development projects. Nevertheless, in order for community participation to meet the challenges of development, this has to be a multidimensional approach that integrates the building blocks of development. Against this background, in the context of water supply, the experience of developing countries indicates that the effectiveness of water supply projects is improved when communities participate in all phases of water supply projects. Moreover, community owned and managed water supply projects are better constructed, cost effective, and successful than government subsidized projects. Nevertheless, the role of government in enabling and supporting is essential. The study is an evaluation research, which aims to assess whether community participation is in place, and whether the delivery of water supply is enhanced as a result of community participation. The study area is in Galanefhi, a sub-region in Eritrea. At eleven villages in the sub-region, water supply projects that were constructed in the past twelve years are assessed to evaluate if community participation is in place and its effect on the water supply system. During the course of this study, interviews were conducted with 221 respondents of both sexes from the age of 28 years using open and closed-ended questionnaires. In addition, discussions were conducted with community representatives and government officials on issues of community participation and safe water delivery. Findings of the study indicate that the level of community participation differs within the villages and from one phase of the project to another. There is more community participation in implementation and less in planning. Decision-making is dominated by the water committees and local officials. The major missing ingredient is the level of capacity building. Communities' capacity to manage and operate the water supply system is limited. The institutional and administrative frameworks of the villages regarding water supply is weak. The regional and sub-region authorities' capacity that implements and oversees water supply projects is not strong. Communication between the grassroots and central authorities is not good. This is aggravated by natural conditions like climate and environment, and by the lack of skilled human resources, financial drawbacks, and lack of coordination. Nevertheless, overall assessment shows that water supply projects that enjoy more community participation are more successful and sustainable and more capable of meeting communities' expectations. Therefore, sustainable clean and adequate water delivery can be achieved through community participation in collaboration with all stakeholders. The recommendations which are provided give some insights on how to implement community participation as a strategy on the ground.

Die skeppende inisiatief, plaaslike kennis en die insette van die gemeenskappe is nie as 'n hulpbron beskou nie. Dus was die ontwikkelingsprogramme nie deelhebbend van aard nie en kon hulle nie sosiale probleme oplos nie. Dit het eerder bygedra tot armoede en afhanklikheid. Hierdie toestand het gelei tot 'n nuwe denkrigting, naamlik dat, tensy gemeenskappe deelneem aan ontwikkelingspogings, geen sosiale transformasie sal plaasvind nie. Daar is gevind dat die vlak van deelname verskil van dorpie tot dorpie en van een fase van die projek tot die volgende. Daar is meer gemeenskapsdeelname in implementasie en minder in beplanning. Besluitneming word oorheers deur waterkomitees en plaaslike amptenare. Daar is me 'n hoë vlak van vermoë-bou me. Die vermoë van die gemeenskap om die watervoorsieningsisteem te bestuur is beperk en die administratiewe raamwerk van die dorpies betreffende watervoorsiening is swak. Die vermoë van die owerhede op streek- en substreekvlak, asook die kommunikasie tussen die sentrale owerhede en die gewone inwoners is nie na wense nie. Hierdie toestande word vererger deur die klimaat en die omgewingsfaktore, die gebrek aan geskoolde werkers, finansiële probleme en die gebrek aan koërdinasie, Nietemin is daar in die algemeen vasgestel dat die watervoorsieningsprojekte waar daar meer gemeenskapsdeelname was, meer suksesvol is, en beter aan die gemeenskap se verwagtinge voldoen. Die waterpunte word ook langer in 'n goeie werkende toestand gehou. Dus kan die voorsiening van genoeg skoon water bereik word deur die deelname van die gemeenskap en die samewerking van al diegene wat belang het by die projek. Aan die einde van die studie word daar aanbeveel hoe om gemeenskapsdeelname op grondvlak te implementeer.

Information and Communication Technology (ICT) is widely regarded as a key tool for bringing about development to people who live in underserved areas. Technologies such as mobile phones and Wi-Fi are seen as advantageous because they can be made available to poor places without the cost of building extensive physical infrastructure. However, researchers argue that ICTs have failed to live up to their potential in the context of development. Researchers point out developing countries lack frameworks to guide them through the implementation of ICTs in this context. The objective of this study is to come up with a framework that can be used in rural areas in South Africa to implement ICT projects. The researcher interviewed individuals who have been directly involved in an ICT initiative in a rural setting in the Eastern Cape Province to learn from their experiences. The researcher also studied publications that have been produced from these initiatives in order to gain a richer understanding. The findings of the study show that participants share similar views about how ICT projects should be approached and implemented in rural areas in South Africa. The views are grouped according to similarity into themes and discussed in detail in the study. From these themes a framework that can help implement ICT projects in rural areas is developed.

ENGLISH ABSTRACT: Approximately three out of four people in developing countries such as Namibia live in rural areas. The majority of these rural poor’s livelihoods depend directly or indirectly on agriculture. Therefore, there is an urgent need to design agricultural programmes that focus on rural communities in order to reduce incidences of poverty. Although the Namibian Government invests in the agricultural sector, hunger for both humans and animals were evident in 2012. The starvation situation was worsened by high food prices, compounded with a high unemployment rate that meant the majority of the population could not afford to pay for food. Evidence shows that Namibia is a net food importer; meaning that less local food production is taking place. Therefore, the government is trying to reverse the situation of relying on imported food, by enhancing local production, and one of the ways of achieving this goal is through the Green Scheme Programme. The research problem of this study is defined as follows: “An evaluation of the Green Scheme Programme: A case of the Kalimbeza Rice Project”. The study commences by exploring the literature on the role of the state in improving the socioeconomic status of its citizens. Many developing countries have weak private sectors; therefore, governments remain with the responsibility to spearhead development. With unrestrained unemployment, poverty and inequality, state-led development is the solution in uplifting the socio-economic status of people, especially the rural poor. Since the rural poor depend on agriculture for their livelihoods, it is necessary for Government to devise Sustainable Livelihood programmes in the sector, which many people rely upon for survival. Reducing incidences of rural poverty calls for Sustainable Livelihood programmes that the Namibian Government came up with, such as the approximately N$ 1.2 billion per annum Green Scheme Programme. This is an irrigation programme that aims at increasing agricultural production, contribute to the Gross Domestic Product, promote food security, create jobs and promote skills development. The study sought to establish whether the Green Scheme Programme is effective in achieving its intended, and at times, unintended goals. The Kalimbeza Rice Project, under the Green Scheme Programme was chosen as a case study. Evidence from the study shows that employment creation took place, because many locals have secured temporary jobs at the farm, and the salaries earned have had a positive impacts on their lives. Food security has not been fully achieved, as only about 25 per cent of the total farm area is cultivated yearly. Finally, the study suggests that there is an urgent need for the Green Scheme Programme and all its projects to speed operations in order to achieve the country’s Vision 2030.
AFRIKAANSE OPSOMMING: Ongeveer drie uit elke vier mense in ʼn ontwikkelende land soos Namibië is woonagtig in landelike gebiede. Die meerderheid van landelike armes se inkomste is direk of indirek afhanklik van lanbou aktiwiteite. Dus, is daar ʼn dringende behoefte aan lanbou ontwikkelingsprogramme wat spesifiek fokus op landelike gemeenskappe om sodoende die voorkoms van armoede te verminder. Alhoewel die Namibiese regering belê in die lanbousektor, was lae vlakke van voedselsekuriteit vir beide mens en dier nogsteeds sigbaar in 2012. Die kroniese hongerte situasie in Namibië word grotendeels verger deur hoë voedselpryse. ʼn Hoë werkloosheidsyfer dra ook daartoe by dat die meerderheid armes nie voedsel kan bekostig nie. Navorsing toon dat Namibië ʼn netto invoerder is van kos. Dit beteken dat Namibië minder plaaslik voedsel produseer. Gevolglik, probeer die Namibiese regering die afhanklikheid op ingevoerde voedsel verminder deur die verbetering van plaaslike produksie vermoëns. Een van die maniere wat hulle gebruik om dit te bewerkstellig is deur die regering se Green Scheme Program. Die navorsingsprobleem van dié studie word as volg gedefinieer: ʼn Evaluering van die Green Scheme Program: Die Kalimbeza Rice Project as gevallestudie. ENGLISH ABSTRACT: The purpose of this study was to conduct a process evaluation of the Working for Water Social Development interventions as determined in the Medium Term Strategic Plan for 2003-2007. The study focused on the two projects namely Great Letaba and Mamathola projects within the Tzaneen Management Area in Limpopo. The study focused on whether the recruitment and selection process, followed within Working for Water, fosters the employment of equity targets as determined in the Expanded Public Works Programme Guidelines and the Ministerial Determination for Special Public Works Programme. The study also evaluated the process followed in the implementation of HIV and AIDS programmes as a Social Development intervention. Lastly, the study evaluated the processes followed during the implementation of the Skills Development and Training programme within Working for Water. The theoretical background focused on the Social Development theories as well as evaluation theories. In addition the study used the Working for Water Norms and Standards, HIV and AIDS policy, Skills Development and Training Guidelines as the basis for the process evaluation. Data was collected from three Working for Water job categories namely, the Contractors, HIV and AIDS Peer Educators and Workers by means of questionnaires. The responses were analysed by using the Moonstats statistical software where findings revealed gaps in the planning, monitoring and evaluation processes of Social Development interventions. Furthermore, the study recommended that there be improvements in the implementation processes of Social Development interventions particularly in planning, monitoring and evaluation.
AFRIKAANSE OPSOMMING: Die doelstelling van hierdie studie was om die proses van die Werk vir Water se Sosiale OntwikkelingIntervensie te evalueer soos gestipuleer in die Middel termyn Strategiese plan vir 2003-2007. Hierdie studie het op twee projekte gefokus naamlik, die Groter Letaba en Mamathola projekte in die Tzaneen Bestuursarea in Limpopo. Resumo: O principal problema levantado nesta tese é que a ocupação do espaço rural para a produção agropecuária se efetiva sem a devida preocupação com os recursos naturais disponíveis, em especial o solo, e sem o conhecimento das características sócio-econômicas dos produtores. Uma das evidências para essa constatação é que ainda não há estudos suficientes sobre as dinâmicas ambientais e sociais do uso do solo, ocorrendo uma supervalorização da dimensão econômica na exploração dos mesmos. Objetivou-se realizar um estudo do meio físico, através de suas potencialidades e limitações, em sobreposição aos indicadores sócio-econômicos, com vistas a avaliar uma proposta metodológica de planejamento rural para o desenvolvimento sustentável. A partir daí procurou-se quantificar a adequabilidade do uso do solo dos municípios de Aguaí, Mogi Guaçú e Estiva Gerbi, Estado de São Paulo, para os anos de 1981, 1990 e 1997, compondo um banco de dados espaciais multitemporais. A avaliação sócio-econômica foi feita por meio da análise da dinâmica de ocupação e uso dos recursos naturais pelos agricultores, agrupados em setores censitários do IBGE, cujas variáveis e tipologia, georeferrenciadas, compuseram o banco de dados de atributos. A metodologia foi desenvolvida a partir da elaboração do Mapa de Adequabilidade do Uso do Solo dos municípios, empregando-se os Mapas de Aptidão Agrícola e de Uso e Cobertura do Solo, segundo o Método de Avaliação de Aptidão Agrícola, utilizando-se imagens dos satélites Landsat 2 (MSS) e Landsat 5 (TM). Foram também analisadas as transformações no uso dos solos pela tabulação cruzada e índices de exatidão global e Kappa, que indicam o grau de evolução nas mudanças ocorridas no espaço analisado. A caracterização sócio-econômica e tecnológica dos setores censitários foi efetivada por meio da Análise Fatorial de Correspondências Múltiplas (ACM) e da Classificação Hierárquica Ascendente, com os dados do Censo Agropecuário 1995/96. Os resultados da análise física multitemporal permitiram delimitar o histórico agroambiental do uso dos solos, representando a evolução e expansão agropecuária, em relação ao uso e adequabilidade dos mesmos. A análise espaço-temporal do uso intensivo do solo e da adequabilidade indicou uma forte evolução no sentido do aumento da ocupação dos solos, tanto para um uso adequado, quanto para uma sobreutilização. Nos três municípios, percebe-se que, com a intensificação da modernização da agricultura, as terras subutilizadas vão diminuindo, gradativamente de 1981 a 1997, apontando seu decréscimo na direção do desmatamento e/ou substituições das pastagens, para a introdução de culturas anuais e/ou permanentes, de maior valor comercial. Por outro lado, áreas que deveriam estar como reservas para preservação permanente acabam também sendo apropriadas por cultivos mais intensivos, ocorrendo, novamente, uma sobreutilização do solo. Foram definidos quatro tipos de agricultores nos municípios: modernos e diversificados citrícolas capitalizados, criadores descapitalizados de animais e familiares com produção vegetal diversificada. Como resultado final, obteve-se um conjunto de mapas, que traduzem o conhecimento integral dos espaços rurais e a ocupação do território. A metodologia proposta mostrou-se apropriada para o subsídio ao planejamento sócio-ambiental, propiciando elementos para um diagnóstico atualizado e eficaz, no estabelecimento de políticas públicas voltadas ao desenvolvimento rural sustentado
Abstract: The main problem raised in this thesis is that the occupation of the agricultural space for the farming, effectives production without the proper concern with the available natural resources, in special the ground, and without the knowledge of the social and economical characteristics of the producers. One of the causes for this confirmation is that it does not have enough studies yet on the environmental and social dynamic of the use of the land, occurring a supervaluation of the economic dimension in the exploration of agricultural ground. It was aimed to carry through a study of its potentialities and limitations, in overlapping to the social and economical index, with sights to evaluate a methodological proposal of agricultural planning for the sustainable development. Since then, it was tried to quantify the adequateness of the use of lands of the cities of Aguaí, Mogi Guaçú and Estiva Gerbi, State of São Paulo, for the years of 1981, 1990 and 1997, composing a multisecular space data base. The social and economical evaluation was made by the analysis of the dynamics of occupation and use of the natural resources for the agriculturists, grouped in tax sectors of the IBGE, whose georeferenced variable and typology had composed the bank of attributes. The methodology had as base the elaboration of the Map of Adequateness of the Use of Lands of the cities, using the Maps of Agricultural Aptitude and the Use and Covering of the Ground, according to Method of Classification of Agricultural Aptitude, using images of the satellites Landsat 2 (MSS), Landsat (5 TM) and Landsat 7 (ETM+). Also the transformations in the use of lands for the cross tabulation and index of global exactness and Kappa had been analyzed, that indicate the degree of evolution in the occured changes in the analyzed space. The social, economical and technological characterization of the tax sectors was accomplished by means of the Factorial Analysis of Correspondence (ACM) and the Ascending Hierarchic Classification, with the data of 1995/96 Farming Census. The results of the multisecular physical analysis had allowed to delimit the agro-environmental description of the use of the land, being represented the evolution and farming expansion in relation to the use and adequateness of lands. The analysis space-weather of the intensive use of the ground and the adequateness, indicated one strong evolution in the direction of the increase of the occupation of lands, as much for an adjusted use as for an over-use. In the three cities, it was perceived gradually that, with the intensification of the modernization of agriculture, the underutilized lands diminished, from 1981 to 1997, pointing its decrease in the direction of the deforestation and/or substitutions of the pastures with respect to the introduction of annual and/or permanent cultures of higher commercial value. On the other hand, lands that would have to remain as reserves for permanent preservation also finishing being appropriate for more intense cultivation, occurring, again, an over-use of the lands. Four types of agriculturists in the cities had been defined: modern and diversified, capitalized citrus producers, undercapitalized animal breeders, diversified familial vegetal production. As final result, a set of maps was gotten, aiming at the integral knowledge of the agricultural spaces and the occupation of the territory. The methodology proposal revealed appropriate for the subsidy to the spcial and environmental planning, propitiating elements for a fast, brought up to date and efficient diagnosis, in the establishment of directed public politics to the supported agricultural development

The impact of the new rural space developments on spatial quality in the Espírito Santo State mountain region has been intensified in the past decade. It brings pressure to bear on the economy, the environment and the cultural identity with consequences to the health and safety of the region. This research contribution is the suggestion of an additional action programme to the 'Espírito Santo mountain region sustainable development association' ADEMES. A development-oriented approach addressed to make a better use of the Serrana Region's cultural landscape to improve the quality of its changing rural space.

Abstract:
New concepts and a synthesis of existing theories may assist in studying the relationship between social structure, development and rural development. The concept of social structure encompasses the concept of economic structure which may be analysed in terms of three "Moments" of production. On this basis, one can distinguish between heterogeneous and homogeneous relations of production structures. "Homogeneous relations" together with "system dynamics" and ''reproduction", define the concept of a mode of production. "Development" refers to the expansion of total productive capacity, premissed on advanced means of production, and corresponding to the particular relations and forces of production in an economic system. The capitalist mode of production has both tendencies and countertendencies to development. The latter prevail in the Third World due to the admixture and heterogeneity of production relations there, and to their subordinate articulation within an international capitalist economic system. In this context, underdevelopment is the result of the specific factors of monopoly competition, dependence-extraversion, disarticulation-unevenness, the three-tier structure of the peripheral economy, surplus transfer, and class structures and struggles. Rural development can be understood in terms of the specific contribution of agriculture to development, theorized as the "Agrarian Question". Agrarian capitalism has been slow to develop in the Third World, and the state of agriculture remains a problem there. "Rural development" has emerged as a deliberate and interventionist state strategy designed to restructure agrarian relations for development. This has contributed to the formation of particular heterogeneous relations of production articulated to the capitalist mode. In this context, the character of the associated classes has left the Agrarian Question unresolved. "Rural development" continues because it has an important~ and even primary, political significance - although this is not without contradictions.

This thesis examines two separate, but interrelated, issues, namely rail privatisation and rural dependency on the availability of rail transport. The thesis was based on the proposition that rural accessibility permits the development and sustainability of the social and economic lives of a community and that this interrelationship is currently threatened by rail privatisation and the associated risks of line closures or service cutbacks. To test this proposition a thorough investigation into the theory and practice of privatisation was completed, together with a comprehensive survey of the travel arrangements of people living in rural communities served by branch line railways. A variety of research methods were employed, including desk-top studies involving literature searches, qualitative investigations to assist questionnaire design and the use of self-administered questionnaires by sample populations. The empirical results are presented and discussed against the background of introductory chapters which review the policy of privatisation, the evolution of rail privatisation and the role of the rural branch line. The concluding chapters present three different scenarios for the future of rural branch lines, ranging from closure to revitalisation, and outline areas where future research may be carried out. The main findings were that a substantial number of people depend on the branch lines to enable them to carry out a wide variety of journeys and it was concluded that branch line railways do indeed play a vital role in the development and sustainability of the rural community. Furthermore, it was concluded that rail privatisation may indeed pose a threat to the future provision of branch line services and as such could have far-reaching impacts on the future well-being of the rural community.

The thesis examin~ rural development in Tanzania from the precolonial period to~present time. The work is a historical study. It is shown that the pre-colonial rural economies were prosperous in crops and animals. Disruption and decline of these economies commenced towards the end of the last century. Depopulation, war and disease contributed to the decline. Colonial agricultural, trading and trades licensing policies are shown to have contributed to the process of creating rural backwardness. Rural backwardness manifests itself basically as rural poverty. Colonial marketing policies which helped to marginalize the peasant economy are analysed. A description of land alienation policies and their consequences on the rural economy is made. Measures by the authorities to stimulate rapid economic change in rural areas by bypassing the peasants are investigated. The crisis of large scale mechanized farming is outlined. Attempts by the policy makers and planners to rediscover the peasant in the transformation approach to rural planning are examined. The attempts by the peasants to organize themselves to promote rural development and the problems associated with this organization are critically explored in relationship to the policy maker~ attempts to control and patronize the peasant economy. Government policies and plans including grand plans aimed at the peasant to bring rapid economic and social development in the countryside are critically evaluated. The level of development of the peasant economy is elaborated empirically. The theory is advanced that the backwardness of the peasant economy is a result of bad policies and plans and exploitation and misunderstanding of the peasant by other agencies like the state and marketing institutions. The family farm is investigated in comparison to the large scale mechanized state farm. The superiority of the family farm in organization and capacity to survive harsh market and technical conditions and to create jobs is demonstrated. A theory on peasant farming in Tanzania is constructed and a theory on the causes of rural backwardness is tested. The nature of the Tanzanian state and its relevance to rural development are investigated. The failure by the state to formulate and execute sound policies and plans on rural development is demonstrated. The conclusion is reached that in rural development the work of actual production at the farm level should be left to the peasant himself because he can do the job best and at lower costs and that the government should only concern itself with improving rural transport and marketing.

Abstract:
There are two main impediments to establishing or achieving effective conservation of flora and fauna and ecological processes on rural land in Queensland. The first impediment involves those problems concerned with establishing a truly representative conservation reserve network. Finding and reserving the full range of natural diversity on appropriate land (which achieves protection of all vegetation and wildlife species and includes supporting ecological processes) is not considered to be possible. Economic land use requirements, public opposition to the "land-grab" and the effects of past land use practices preclude this option of total representation· of biodiversity in a conservation reserve system. In addition, national parks set in highly converted agricultural landscapes are not in themselves, effective conservation mechanisms. In this situation flora and fauna do not have sufficient opportunity to migrate and therefore retain viable populations. The second impediment is concerned with the way in which productive rural land is managed and used. Past agricultural practices in aiming to maximise production, have resulted in land degradation; with erosion, salinisation and decline to soil productivity causing a reduction in the amount of viable agricultural land. This ecological depradation places pressure on primary producers to convert non-protected natural lands to "higher" uses ie grazing or cropping. There is a consequent reduction or loss in the conservation potential of this land. In order to solve these problems, planning options to integrate conservation requirements into . agricultural practice has been investigated within the emerging framework of ecologically sustainable development. Broad principles, goals and objectives provide a framework for planning action at national, state and local levels. As a result of this investigation, specific actions to address concerns are: to adopt regional planning based on natural or biophysical systems; to greater emphasise community involvement and responsibility; and to greater emphasise the establishment of private conservation management agreements with primary producers. The development of planning initiatives which enhance the conservation potential of rural lands is the end point of this study. These planning initiatives take the form of policies and implementation criteria and are related to the different levels of government and to the community. It is concluded that while this multi-faceted approach has the potential to remedy the problems, some planning initi;Hives may not be adopted politically because of their conflict with economic goals. It is further concluded th.at community initiatives have a greater likelihood of being adopted and implemented.

This thesis provides a cash flow analysis of an aquaponics system growing tilapia, perch, and lettuce in a temperate climate utilizing data collected via a case study of an aquaponics operation in Milwaukee, Wisconsin. Literature regarding the financial feasibility of aquaponics as a business is scant. This thesis determines that in temperate climates, tilapia and vegetable sales or, alternatively, yellow perch and vegetable sales are insufficient sources of revenue for this aquaponics system to offset regular costs when grown in small quantities and when operated as a stand-alone for-profit business. However, it is possible to reach economies of scale and to attain profitability with a yellow perch and lettuce system. Moreover, there may be ways to increase the margin of profitability or to close the gap between income and expense through such things as alternative business models, value adding, procuring things for free, and diversifying revenue streams. Any organization or individual considering an aquaponics operation should conduct careful analysis and planning to determine if profitability is possible and to understand, in the instance that an aquaponics operation is not profitable, if the community and economic development benefits of the system outweigh the costs.
