Abstract:
Since the Second World War a range of policies have been implemented by central and local government agencies, with a view to improving accessibility to facilities, housing and employment opportunities within rural areas. It has been suggested that a lack of reasonable access to a range of such facilities and opportunities constitutes a key aspect of deprivation or disadvantage for rural residents. Despite considerable interest, very few attempts have been made to assess the nature and incidence of this disadvantage or the reaction of different sections of the population of rural areas to it.

Depopulation, war and disease contributed to the decline. Colonial agricultural, trading and trades licensing policies are shown to have contributed to the process of creating rural backwardness. Two of the biggest concerns facing communities in the Intermountain West are the dichotomies of rapid growth and development as opposed to economic decline and stagnation. Numerous strategies have been developed by social and economic scientists to help communities manage the many problems associated with these concerns. One strategy recommended by many researchers and used by numerous communities to stabilize their economies is economic diversification. For many rural communities in Utah, tourism and recreation have been used as part of that diversification effort. Recreation and tourism also

This thesis examines two separate, but interrelated, issues, namely rail privatisation and rural dependency on the availability of rail transport. The thesis was based on the proposition that rural accessibility permits the development and sustainability of the social and economic lives of a community and that this interrelationship is currently threatened by rail privatisation and the associated risks of line closures or service cutbacks. To test this proposition a thorough investigation into the theory and practice of privatisation was completed, together with a comprehensive survey of the t

Therefore, this thesis seeks to determine what factors influence the adoption of comprehensive plans and zoning ordinances in rural counties in the United States. Such planning generally requires the active involvement of rural people. To accomplish this objective a model is constructed of how rural residents participate in planning.
