Abstract:
This article focuses on the reasons for both increasing attention to Eurasian ideology among political and scientific circles in Russia and the Chinese interest in Central Asia. Given a realistic paradigm, the authors analyzed aspects of Russian and Chinese foreign policy in the context of strengthening their influence in the region. Based on traditional values the ideology of Eurasianism is considered as a basis of Russias foreign policy in Central Asia. The authors paid attention to an analysis of the effectiveness of the Russian concept of Eurasianism and the Chinese initiative the Belt and Road Initiative, reminiscent of the Silk Road, in Central Asia. The paper covers theoretical-analytical and systemic-historical methods that offered an opportunity both to analyze the approaches of Russia and China to strengthen their influence in Central Asia and to examine the possibilities and contradictions of cooperation between Russia and China in Central Asia. The authors consider an interface among the EAEU and the Belt and Road Initiative as an opportunity to increase the efficiency of Russian-Chinese interaction, to create significant benefits to the countries in the Central Asia, and to expand the Russian and Chinese presence in the region. The authors pointed out the strengths and weaknesses of Russia and China in their interaction with the countries of Central Asia. Although Russia enjoys significant advantages, China is strengthening its presence in the region by its investments. The main hypothesis of this article is that the interface among the EAEU and the Belt and Road Initiative initiatives may curb competition between Russia and China in Central Asia, but the authors do not rule out the Shanghai scenario, which demonstrates a gradual strengthening of Chinas position.

The authors present the theoretical and methodological foundations of building project management systems in Russia. Study and evaluate the effectiveness of domestic project management experience in Russian Federation. The authors reviewed the process of dynamics of changes in the implementation of project management in Russia. We evaluated the previously existing organizational structure, with the current one. Formed in accordance with the Decree of Government of Russian Federation of 31 October 2018 No. 1288 “On the organization of project activities in Government of Russian Federation”, identified problems and gave practical recommendations. The object of research in the article is the system of project management in the state authorities of Russian Federation. The subject of the research is the methodology of project management system implementation in Russia. The purpose of the research is to analyze changes and methods of implementing project management systems in Russian Federation. Efficiency assessment and author’s suggestions for improving the project management system in Russia.

Abstract:
The article examines the views of modern French researchers on the relations between Russia and the post-Soviet republics of Central Asia. This allows us to identify various interpretations of Russian foreign policy, and to understand the main approaches of French scholars analyzing the goals and tasks of Russian geostrategy in the region. As the article demonstrates, French historiography, along with the objectivist view on the Central Asian vector in Russian foreign policy, also includes works of ideological nature. Special emphasis is put on French works that focus on Russian political authors who speak of Russias neo-imperialism. These studies explain the Russian policy in Central Asia through the ruling elites ambition to resurrect an empire in the post-Soviet space and to return superpower status to Russia. Of special interest is the position of authors who try to explain the Russian attitude to the Central Asian region as, on the one hand, an expression of nostalgic feelings harbored by a great part of the population about the nations former greatness, assuming that these feelings have an impact on the leaderships policies, and on the other hand, as the Russian leaderships attempt to use Russias active return to the international arena for the consolidation and self-identification of society. It is observed that some French authors speak of a New Great Game. This very popular concept considers the actions of Russia and other powers operating in the region (USA and China) as a continuation of the historical rivalry between the Russian and British empires in the late 19th and early 20th centuries. Russian authors have always been interested in French historiography; this is due to the latters scientific prestige and objectivity, and in particular its application of methodologies that further develop the tradition of the Annales School. At the same time, the growing French scholarship on the issue of Russia and post-Soviet Central Asian republics has not yet been subject to close and complex consideration, which defines the novelty of the article.

Abstract:
The authors of the article explore the specifics of the development of public-private partnership in the economy of Russia and the countries of the European Union. In the study, the authors identified the factors that affect the development of public-private partnerships in nowaday conditions. The authors’ interpretation of the concept of ‘public-private partnership’ is given in the article, the features of its use in agriculture are analyzed. The experience of development of public-private partnership in the EU countries and Russia is considered. The study presents extensive statistical material that characterizes the level of PPP development in the EU and Russia. The successful experience of using the PPP mechanism in the Russian agriculture is presented. The authors outline the priorities for the development of public-private partnership in Russia and the EU. The conclusion is made about the need for active development of PPP in the agriculture of Russia, the development directions in the EU are defined.

Abstract:
The authors focus on the historical evolution of the relations between Russia and the West and attempt to suggest their own vision on the future prospects. The aforementioned relationship span centuries of history. At times, these relations were peaceful, while at times, “Russophobia,” on the one hand, and anti-Western feelings, on the other, served as a backdrop to military clashes. The authors pay special attention to the events of recent decades that have posed new threats and challenges. Given the current militarization and securitization of world politics, strategic stability, which is highly dependent on relations between Russia and the West, is being called into question. After Crimea became part of the Russian Federation and hostilities began in the Donbass region, anti-Russian sanctions were imposed, and Russia, in turn, passed counter-sanctions legislation. Therefore, Russia’s relations with the United States have sharply deteriorated. Likewise, comprehensive ties with the European Union have been frozen. The West, mainly the United States and UK, has launched anti-Russian campaign. As a mirror response Russian media also dazzles with speculations about "the decay and decline of the West". Consequently, Russia has declared its “shift to the East”. A real psychological war is being waged between Russia and the West, with both sides resorting to the latest advanced technology in their propaganda. A number of Russian politicians grew supportive of some Western movements and parties of the right spectrum, the so called “sovranists” who aimed at withdrawing their countries from international treaties and unions. Meanwhile, Donald Trump’s victory in the 2016 elections as the Republican right-wing candidate, who pledged to improve US-Russia relations, was much praised in Moscow. The authors conclude that recent constructive Russian-American meetings and the 2019 meeting in the Normandy Format which contributes to conflict resolution in the South-East of Ukraine can facilitate positive developments of Russia’s relations with the West.

Abstract:
The article presents the results of a study of publications by Russian authors on geopolitical issues, indexed in the Scopus scientometric database from 1991 to 2017. Since 2013, there has been an active growth in the research of Russian authors on the studied topics in international publications, which by 2017 already provided 10% of the entire array of publications. Particular emphasis is placed on the subject-territorial analysis of articles published in 2013-2017. The main topics of publications and geographical objects are identified, the most relevant and promising areas of geopolitical research in Russia are named. The analysis revealed plots and events for which there was an increase or decrease in research interest at different time periods in Russia and the world. The authors of the study also analyze the degree of international collaboration of Russian geopolitical authors and draw a conclusion about the correlation of publications written by international authors’ groups with their citation. The main research methods were subject-territorial and bibliometric analysis of publications of Russian authors on geopolitical issues, using SciVal tools.

Abstract:
Given the unique diversity of Russian regions, regional studies are becoming particularly important for ensuring the stability and development of Russia. There is an extensive body of literature on the economic and social characteristics of Russian regions, their types and ranking whereas the study of collective consciousness requires further attention. It is the collective consciousness that shapes human activity, the results of which largely determine the development of countries and their regions. The authors study the spiritual sphere of regions, the inner world of people, who are human capital. This study is particularly important in relation to Russian youth, who have become one of the most active social groups. The public demand for the analysis of collective consciousness has been constantly growing. The authors argue that there are regional differences in collective consciousness, which are manifested most prominently in the comparison of eastern and western regions. The growing intensity of interaction between Europe and Asia makes the comparison of the western and eastern border regions of Russia particularly important from the geopolitical point of view. The authors employ the principles of an emerging scientific direction, border regional studies, for a comparative analysis of the collective consciousness of students from two border regions located on the Russia-European Union and Russia-China borders. The authors present the results of the survey they conducted in the Immanuel Kant Baltic Federal University (Kaliningrad) and Amur State University (Blagoveshchensk). They examine the sociological phenomenon of ‘regional consciousness’ and substantiate the criteria for selecting the objects of research. It is the first time in sociology that logistic regression models reflecting the main characteristics of regional consciousness have been built. The article aims to confirm the multiplicity of types of regional consciousness and to demonstrate that in the socially homogeneous group, Russian graduate students, there are still regional differences even in the generally similar assessments of the ongoing social processes.

Purpose. The article presents the results of the analysis of the podcasting market in Russia. It highlights the main problems of the industry, the types of podcast producers, and their monetization models developed in the Russian market. The revenues and expenses of podcast studios are also in focus of study.Results. The research is based on the study of the platforms themselves, scientific papers in the field of podcasting, Internet resources, company reporting, and expert interviews conducted by the authors. The authors have carried out the study in the autumn-winter of 2020.Conclusion. The authors identify five main industry monetization models (which can be combined): advertising, podcasts for companies, podcasts for streaming platforms, donations, and subscriptions. The authors come to the conclusion that despite the main modern problems of Russian podcasting – the absence of regular audience measurements, a single platform, and, as a result, difficulties with monetization – the conditions for launching a podcast studio in the Russian market are favorable.

Abstract:
The article is an analysis of the current state of the problem of environmental security in Russia. The authors emphasize that the ecological crisis afflicting our country is part of the global environmental problem, the solution of which requires joint efforts of the entire world community. At the same time, there is a need to take urgent measures to protect the environment directly in Russia where environmental changes in a number of regions have become a national threat. The authors call the reasons for the current situation, among which the main ones, in their opinion, are: extensive economic development, irrational use of resources, shortcomings in the administrative and command system of the Soviet and post-Soviet societies, outdated approaches to the solution of environmental security problems, imperfect legal framework, inadequate financing of environmental measures. According to the authors, only by eliminating these reasons the ecological situation can be corrected in the Russian Federation. In turn, this requires serious scientific and analytical work and a more active participation of the Russian state in solving environmental security problems. The participation of the Russian Federation in providing comprehensive environmental safety is considered at the interstate and domestic levels. The authors point out the unconditional correctness of the approach according to which environmental security in Russia is viewed as part of national security. In their opinion, this creates an additional incentive to intensify environmental activities and gives hope for solving the ecological problem in our country. At the same time, an analysis of the basic normative acts in the field of ensuring environmental safety forces the authors to conclude that they need to be further improved, as required by the tasks of economic development of the Russian Federation.

Abstract:
This article contributes to the study of Russian great powerness, focusing on the potential of the Russian-Turkish and Russian-Israeli relations to influence the construction of Russias great power status in a multipolar world. Based upon Russian and English literature dedicated to the study of great power concept and Russian great powerness, authors adopt analytic eclecticism for the theoretical framework of the study. In this regard, for a comprehensive understanding of Russian great powerness, both constructivism with its focus on identity, and neorealism stressing national interests, security, and power, are applied. The authors actively employ the official documents, international agreements, statements of government officials, and official declarations. As a result, the study examines to what extent bilateral relations with Turkey and Israel, the Wests traditional non-Western allies, can contribute to the construction of Russian great power identity. For this purpose, first of all, the factors of Russian great power construction and its role in Russian foreign policy are examined. After addressing the efficiency of great power status as a foreign policy tool, the development of Russian-Turkish and Russian-Israeli relations are discussed. It is concluded that Russia has developed strategically significant relations with Turkey and Israel despite the deteriorated relations with the West, and the development of these relations has supported the consolidation of Russias great power status at the international and regional levels. Furthermore, the study suggests that Russian-Turkish and Russian-Israeli bilateral relations can enable Russia to strengthen its great power status vis--vis the West via cooperation and competition and contribute to the construction of a multipolar world.

Abstract:
Die Teutsche Grammatica... by M. Schwanwitz (St. Petersburg, 1730) was the first German grammar printed in Russia. It was bilingual: Russian and German sections were parallel. The Russian text reflected the diversity and variability of the new, early 18 th century "civil" literary language. The article authors describe linguistic terminology of Schwanwitz's textbook, study editorial changes made during its creation and examples corpus used in the grammar, first of all, anthroponyms. Comparative analysis of the structure, content and illustrative material of Schwanwitz's grammar and Die deutsche Grammatica... by Charmyntes (Berlin, 1713) allows us to conclude that Charmyntes's grammar was not the only source of the academic textbook. In cases where Schwanwitz borrowed material from the German source, he critically rethought and rewrote the original. The authors disagree with the assertion outspoken in scientific literature that Schwanwitz's work was for the most part imitative to Die deutsche Grammatica... by Charmyntes and that the Berlin edition should be considered as a conductor of the Western model of grammatical description in Russia. Study of Die Teutsche Grammatica... creation allows to conclude that lack of its author's formal education case was atoned by rich practical experience, ability to learn a lot and quickly and obvious desire to become a philologist recognized by contemporaries.

Huntington.An analysis of the concepts of Western philosophical Russian studies shows that the key tendency of modern foreign doctrines about Russia is a fundamental refusal to reveal the moment of universality of the idea of Russia. The very need for philosophy, i.e. in the logic and dialectics of the history of Russia is considered not from the standpoint of the reasonable necessity of the concept, but from the point of view of the abstract rational randomness of the empirical phenomena of the historical existence of Russian society and state. The author comes to the conclusion that all the special concepts of the idea of Russia contain a dialectical contradiction and can remove it only in its own logical selfdenial. The latter should become the beginning of a reasonable and integral paradigm of the philosophical understanding of Russia in world history.

INTRODUCTION. The article is devoted to the analysis of the position of the Russian Federation in ten investment cases initiated by Ukrainian investors after the events in Crimea in 2014. The article also highlights current trends in the issue of confidentiality of international investment disputes. The authors analyze whether Russian strategy is effective based on the experience of foreign states, and also make assumptions about the enforceability of arbitration awards. Where the tribunals rendered awards on the merits, the authors highlight the problem of recognition and enforcement, and also assess Russia’s the arguments to set aside these awards.MATERIALS AND METHODS. This study is based on arbitral awards and information from public sources,including official press releases and interviews with Russian representatives in connection with the pending investment disputes. The authors employed the historical method, as well as such general scientific methods as analysis, synthesis, analogy, description, modeling.RESEARCH RESULTS. The result of the study is the identification and formulation of patterns in investment disputes with respect to investments in Crimea to which Russia as a party of Russia, the identification of typical arguments of the parties and the conclusions of arbitral tribunals on this type of disputes.DISCUSSION AND CONCLUSIONS. Having analysed the awards rendered against Russia by international investment tribunals, the authors presented an overview of the parties’ arguments that were presented when the arbitration considered the issue of jurisdiction and resolved the dispute on the merits. The authors assessed these arguments in terms of their credibility on the basis of existing in international investment case-law.

The function and structure of Sicilian institutions provide an historical lesson in how and why the Mafia flourished to the extent that attempts to imprison its leadership have threatened the stability of the very government that is tolling its death knell. Extrapolating from that experience, the work of Follain, Jousten, Varese and others provide the authors with a theoretical framework for understanding the dependency between the liberal democratic system being introduced in Russia today and the current mafia activity in that country. Crime, be it “organized” or not, is not new to Russia. Until ther breakup of the Republics, Western researchers knew little of its nature or its scope. Should the violence associated with Russian crime continue it may overwhelm the entire society or we may see an alliance of wealthy elites and multi-layered criminal conspiracies justaposed but miles apart from the non-criminal, “ordinary” citizens. The authors proffer from their experience in and with Russia several predictions for the future of this new mafia, indeed, for the future of Russian society.

The presented study examines the statistics of labor productivity and wages in the Russian Federation.Aim. The study aims to analyze trends in the changes of labor productivity and wages in Russia in the territorial and temporal aspects.Tasks. This study examines and compares the dynamics of wages and labor productivity in Russia, identifying the specific regional features of their fluctuation.Methods. The authors conduct a statistical research of the current situation in Russia as well as a dynamic, correlation, and structural analysis based on the data of the Federal State Statistics Service, and formulate economic assessments of the results from the perspective of the systems approach.Results. The study substantiates that it is inadvisable to traditionally exclude anomalous data in the statistical research of economic systems as this leads to unacceptable changes in the structures of the latter. The authors propose comparing these systems by enlarged structural elements. Some common Russian trends in the changes of labor productivity and wage levels in time and space are analyzed and specified by federal districts and constituent entities of the Russian Federation. Consistent patterns in the dynamics of annual frequency distributions and variations of these indicators by regions, districts, and republics of the Russian Federation are described, and the leading and underperforming regions are identified.Conclusions. Over the examined time period, labor productivity in Russia grew with slight fluctuations, while average wages only increased during economically favorable periods (in constant prices). The overall situation in the country is slowly improving and remains relatively stable in the regional aspect, but not the best. It would be advisable to implement economic mechanisms aimed at improving the self-sufficiency of the country and its regions. The authors believe the current methodology of the Federal Statistics Service to be applicable to the measurement of performance of industrial regions and — to a lesser extent — agricultural regions.

This introduction offers an overview of the 2002 Russian anti-extremism law and a summary of the contributions by individual authors to this special journal issue. The authors detail the significant impact of the law, particularly for religious minorities. They note that the authors approach the law from different angles, ranging from the evolving rhetoric of extremism in Russia and the law’s application to particular religious minority cases to the censorship of the online world and the politicized and partisan nature of the Russian legal system. In doing so, they draw out the contradictions, inconsistencies, and arbitrariness of the law's application and some unexpected continuities with earlier historical periods. Overall, they conclude that the anti-extremism law represents a serious impediment to democracy, human rights, and the rule of law in contemporary Russia.

The authors investigate the prospects for the spatial development of modern Russia highlighting the supporting regions considered in the budgetary aspect. The relevance of the study is due to the insufficient evidence for the effectiveness of the current policy of “equalization”, as well as the need for breakthrough growth of the Russian economy within the framework of national development goals. The present paper aims to identify one of the key elements of the supporting framework of the spatial organization of Russia in terms of the level of fiscal capacity. The research methodology is based on the use of complex, statistical and comparative analyses. The authors used official data of Rosstat on the population, tax and non-tax revenues, gratuitous receipts in 2010 and 2019 by regions of Russia. The authors highlight the key aspects of the spatial development of the Russian economy in the regional context: human capital development, economic development, the functioning of spatial structures of various types, fiscal capacity, environmental component, location of information and communication infrastructure, and geopolitical position. The influence of the fiscal capacity parameter on the sustainable socio-economic development of the region is justified. The fiscal capacity index of the constituent entities of Russia is analyzed at the end of 2010 and 2019, the main trends are identified. The study presents a cartographic visualization of the Russian regions by per capita fiscal capacity for tax and non-tax revenues of the consolidated budgets in 2019. The authors carried out a comparative analysis of the revenues of consolidated regional budgets on the macro-regional level, as a result of which the leading regions were identified and their budget parameters described.The present paper outlines one of the key elements of the supporting framework of Russian spatial organization from the point of view of fiscal capacity and identifies potential regions supporting spatial development in the context of macro-regions. The authors conclude that the supporting framework of the spatial organization of Russia, formed by the level of fiscal capacity, characterizes the financial potential of the territories, which can contribute to the development of interregional cooperation, including through the use of mechanisms for ensuring “horizontal” inter-budgetary transfers and budget loans. The prospect for further research on this topic consists in assessing and shaping other elements of the spatial development of Russia and identifying, by uniting them, supporting regions that can stimulate the development of not only the semi-periphery and periphery of their macro-regions but also of the entire country.

Published in December 2020, the report focuses on the problems and prospects of development of science diplomacy in Russia. The report presents an analysis of the experience of using science diplomacy in Western countries (the USA, Great Britain and France), and presents a summary of domestic experience in this area. Given the poor study of the phenomenon of science diplomacy in Russia, the authors of the report provide a detailed overview of the situation in Russia and the world,expose the shortcomings of policy in this area with arguments, and, based on an analysis of global experience, offer a set of recommendations for the development of science diplomacy in modern Russia. At the same time, the report contains a number of gaps that require deeper analysis. Thus, there is no analysis of the experience of developing countries, such as China or India; the role of such a public authority as the Ministry of Science and Higher Education of the Russian Federation in the implementation of science diplomacy in Russia is not studied enough; some of the authors’ proposals on the development of science diplomacy do not look well-reasoned.

The paper is dedicated to the evolutionary formation process of the American mass media perception towards the Soviet Russia during the severe Russian famine of 1921-1922, also known as the Povolzhye famine. The research novelty lies in the deep analysis of the US press assessments concerning the famine. The authors provide the results of their American newspapers examination regarding the image formation of the Soviet authorities, the Soviet people and the so-called Red Scare. The authors research included a review of the main anti-Soviet arguments made by the media; the review revealed that the Povolzhye famine image had a crucial role in the labeling Russia as a retrogressive country. Studying this informational phenomenon allows researchers to understand what impact it had on Soviet-American relations, since it directly affected the perception of Russia and the Russian/Soviet people through the media. This, in turn, might help with comprehension of some stereotypes about Russia that can still be encountered in the American public opinion to date.

The authors have investigated the legal stance of the conservative-liberal and liberal-democratic camps in relation to the applicability of the American constitutional model for the organization of the highest executive power. The main part of the study is devoted to the analysis of the draft “Constitution of the Russian State” compiled by the Czech statesman Karel Kramář. The paper has examined the rules of the “Constitution of the Russian State” devoted to the legal status and powers of the Head of State. The study methodology includes such general scientific methods as analysis, comparison, techniques of logic, etc. Private legal methods allowed the authors to reveal and explain the meaning of the “Constitution of the Russian State” (the method of legal hermeneutics), as well as to compare the legal categories and institutions Karel Kramář used to form a presidential republic in Russia (the comparative-legal method). The authors conclude that the draft “Constitution of the Russian State” became one of the specific reflections of “white” constitutionalism.

Abstract The article investigates the Russian place in outward FDI geography of the Visegrad countries. The role of the neighborhood effect is shown. With the help of the authors’ special methodology for FDI calculations which overcomes deficiencies in the Bank of Russia’s statistics, the distribution of the Visegrad group’s FDI between Russian regions is studied. The authors demonstrate the presence of a hierarchical-wave model of spatial diffusion of FDI by investors in retail and banking. At the same time, it is found that Moscow and its surrounding dominate the recipient regions. It is also shown that Visegrad group investments in Russia are mostly made by enterprises which remove any political component. As a result, their FDI expansion to the Russian market is likely to continue as soon as the Russian economy returns to growth.

The subject of this research is humanitarian cooperation between Russia and China in the area of youth cultural and educational projects between Amur Region and Heilongjiang Province in the early XXI century. The first two decades of the XXI century, these relations are characterized by active contacts in the area of culture and education, prominent education projects on intergovernmental and interregional levels. Within the framework of the National Years of Russia and China, a significant number of events were held to promote interaction between the youth of two countries and their familiarization with the culture of another country. Such events are of particular relevance in the Far Eastern border region – the intersection of Russia and China. The authors analyze the documentation on humanitarian cooperation between Russia and China, and give characteristics to the joint projects and programs in the sphere of education and science between Amur Region and Heilongjiang Province. The novelty of novelty of this work consists in the detailed analysis of specificity of youth education projects between the border regions of the Russian Far East and Northeast China in the early XXI century, which were implemented prior to the COVID-19 pandemic. The authors also considered the interaction between Russian and Chinese universities in the context of close humanitarian and youth cooperation. The article features the materials translated by the authors from Chinese language. The past two decades of the XXI century mark a substantial array of cultural and educational events dedicated to youth of Russia and China; thus, humanitarian cooperation between Russia and China in the sphere of youth education projects has become an integral element of interregional contacts between Amur Region and Heilongjiang Province. The scientific work studies the influence of the dynamics of prices for hydrocarbons on the possibilities of implementing state projects in the oil industry of Russia. Also, the economic efficiency of oil projects in the Russian Federation is assessed under various cost scenarios, both in the short and long term. The aim of the study, the authors set out to build an objective model for the implementation of Russian state projects in the oil industry, based on 3 scenarios of changes in hydrocarbon prices until 2023 according to: basic, optimistic and pessimistic forecasts. The paper studies the experience of creating large oil projects in modern Russia and in other countries; the authors pay special attention to oil projects during periods of turbulence in oil price quotations, during the economic recessions of 2008, 2014–2016 and 2020. The prospects for the completion of current projects in Russia are also being assessed in the face of oversupply on hydrocarbon markets and turbulent prices for well-known oil brands. The scientific basis of the work is Russian and foreign sources, assessments of experts from the oil and gas complex of Russia and countries-exporters of hydrocarbons, analytics and reports of oil companies, state programs for the development of the oil industry of the Russian Federation and statistical bases of state statistics services. To construct objective development scenarios, forecasts were used from sources such as: the Ministry of Energy of the Russian Federation, the Ministry of Economic Development, the Central Bank, the BP Statistical Database and the World Bank data, forecasts of large oil companies in Russia.

Introduction. The authors analyze the peculiarities of the formation, evolution and prospects of Russian ethnofederalism, based on the achievements of Russian and Western researchers. Methods and materials. Along with classical approaches to the nature of ethnofederalism, the authors proceed from the concept that relations between the elites of the center and the regions in the Russian Federation are based on the so-called “incomplete contract”, which is characterized by the absence of guarantees for its implementation. Analysis. This political practice comes as a source of the elites desire to change the distribution of power and resources in their favor while the Constitution remains unchanged, the “pendulum” nature of relations along the “federal center – regions” line. In modern Russia federalism does not have a value dimension, both for the elites of the center and the elites of most regions, and it remains a purely instrumental concept. The authors build their analysis of interethnic relations and the prospects of ethnic federalism in Russia, proceeding not from any ideal model, but starting from the existing ethnic political reality with its already existing imperfect institutions of ethnic federalism. At the same time, a differentiated approach is used to assess the correlation between federalism and ethnicity. Results. The authors come to the conclusion that, despite the numerous shortcomings of the ethnic model of federalism (organizational complexity, special requirements for political elites, asymmetry with its inherent “injustice”, etc.), there is no real alternative to it in Russia.

Abstract:
The study explores politicized virtual communities of Russia in the VK.com within the social network analysis approach. The paper focuses on the VK since it is the largest social networking service in Russia. The authors aim to draw a general map of virtual communities in the VK which are politically engaged and represent all political ideologies in Russia. The data were collected with help of the VK API in 2019. Based on the specially designed algorithm, the authors have collected a sample of 115 politicized communities. The paper presents a critical analysis of the implementation of data sampling and crawling. The authors argue that this study includes all significant virtual communities from a full range of ideologically and politically oriented discussion groups to institutionalized political actors such as political parties and government agencies, including groups of leading Russian mass media. The authors apply the Gephi network analysis and visualization software package, a leading social network analysis software, to produce a map of the political virtual communities in Russia. The study indicates that virtual communities of mass media and the institutionalized communities, such as political parties or government institutions, have concentrated at the core of the graph. At the same time, discussion groups about ideologies were in the periphery of the graph.

Abstract:
The subject of the study is the constitutional concept of federal territories in Russia. The purpose of the article is to confirm or disprove hypothesis that constitutional status of federal territories in Russia consists of system of elements and identify such elements. The authors use the method of formal legal interpretation of Russian Constitution, the methods of comparative constitutional law, complex analysis, systemic interpretation of Russian laws and drafts of laws. The main results of research, scope of application. When making an amendment to part 1 of Article 67 of the Constitution of the Russian Federation, the content of this innovation was not disclosed. Therefore the federal law on federal territories will be of decisive importance. The authors define the constitutional characteristics of the federal territories based on the literal content of the constitutional norm and the conclusion of the Constitutional Court of the Russian Federation. The federal territory is an element of the state territory that is not a subject of the federal structure and has a status different from the status of the constituent entities of the Russian Federation. There are specific features of the organization of public power in federal territory. The authors’ vision of the content of each of the elements of the federal territories is presented. It is noted that the defining element of the status of federal territories will be the purpose of their creation. The authors propose a conceptual division of federal territories in Russia into two types: inhabited and uninhabited. It is stated that at the moment, the status elements can be clearly defined only in relation to uninhabited federal territories. The formation of the concept of inhabited federal territories will depend on definition of the purpose of their creation. Conclusions. It is proposed to consider the elements of the status of federal territories in Russia, based on the elements of the status of the subject of the Russian Federation, and in comparison with them. Such elements are: territory, population, subjects of jurisdiction, responsibilities, state power organization, property and budget, system of taxes and fees, names and symbols, population’s role in the state affairs management.

Abstract:
The following paper investigates the Russian-Chechen relations in XVI-XVII centuries. The authors note that the Caucasus was in the sphere of Russian foreign policy at the time of the Russian centralized state formation. With the annexation of the Astrakhan khanate, Russia came to the Caucasus border and the Caucasian direction started to occupy a leading place in the Eastern policy of the tsarist government. The Caucasus in the XVI century was an object of a tense struggle between the two most powerful States of the then Middle East - Ottoman Empire and Safavid Iran - and at the same time a bridgehead, where there was a constant threat to the southern outskirts of Russia from these States and the Crimean khanate. The strengthening of Russia on the Caucasian lands could become the most reliable means to ensure the safety of the South of Russia. So in the XVII and XVII centuries, the North Caucasus was Russias military-strategic interest or, in modern language, a geopolitical one. Chechnya came under the influence of Russia in 1567, when the first Russian militarized city Terek in the North Caucasus was founded. For the peoples of the North Caucasus and of Chechnya the appearance of a Russian fortress on their land was of great political importance. Thus, it was vital for Russia to gain a foothold in the North Caucasus, as the enemy (Iran and Turkey) could do it, which was unsafe for Russias southern borders. It was during this period (late sixteenth century) when close military and political ties of the Moscow government and the Chechens were established. The Moscow government was interested in Chechnya because of its geographical location - the immediate proximity to the towns of Terek and the fact that its territory was the most convenient means of communication with Georgia. The relationship between Chechnya and Russia at the end of XVI - first half of XVII century was almost an ideal model of a peaceful rapprochement of the Chechen with the Moscow government for those conditions and at that time. The Russian authorities did not interfere in the internal affairs of the Chechen societies, they did not impose their own rules or laws, being satisfied with the results of the hostages, the payment of tribute and, if necessary, temporary military service. This led to the fact that in the XVII century allied relations of Chechnya societies with Russia were established. However, at the end of the XVII century Russian-Caucasian connection was significantly weakened.

Abstract:
The article is devoted to the examination of the views on civilizational geopolitics of the two Russian philosophers – A.S. Panarin and V.L. Tsymbursky. The two thinkers represent two different approaches to the philosophy of geopolitics – civilizational “realism” and “integralism”. Those approaches are reflected also in the authors' assessments of the prospects of Russia. V.L. Tsymbursky suggested a kind of some quaint isolation, “shelter” for Russia beyond the “straits”. A.S. Panarin saw the answer in the development of a global project that Russia could offer the world. Actually the disagreements between A.S. Panarin and V.L. Tsymbursky represent a kind of confrontation between geopoliticians and civilizational thinkers. But they also reflect the contradictions between a pragmatist and a theorist. Despite the disagreements, both authors made their worthy contribution to the philosophy of geopolitics, civilization theory and the understanding of the difficult situation that Russia faced after the collapse of the USSR.

Abstract:
The article provides a study of the relationship between politics and religion in contemporary Russia. The authors analyze the materials of the survey “Socio-Political Preferences of Russian Society” (number of people identifying themselves as Orthodox believers N=2,735), which showed that at least 21.1% of the sample make decisions concerning their electoral choices under direct influence of priests and fellow parishioners. The authors reveal the political forces who are beneficiaries of the Orthodox vote. They conclude that although the ruling “United Russia” is the main befenifiary, the effectiveness of the political support by the clergy largely depends on church attendance. Authors show that public expression of the priest’s opinion on political issues during the sermon is not that efficient as in the situation when undecided believers turn to priests with questions on political issues. The support of “United Russia” becomes most efficient when believers discuss their electoral choices within their church community.

The paper presents the materials of the special issue “Institutions, Networks and Trust in European–Russian relations” offering various interdisciplinary perspectives on EU–Russia relations. The positions of the authors of the special edition are analysed in the context of both Western and Russian literature on EU–Russia relations. This analysis is conducted within the framework of close to Constructivism “security community” approach that stresses the role of common interests, shared values, communications, interpersonal contacts and trust in overcoming conflicts. In this context, the emergence of new ‘dividing lines’ in Europe is considered as the result of crisis of trust and institutional crisis in EU– Russia relations. From this point of view the recent literature on the roots of European–Russian conflict, on connections between Russian domestic and foreign policy, on value-interest dilemma in Western–Russian relations, on the new Cold War/Cold Peace theory, on the structure of EU policy towards Russia and internal splits inside EU is reviewed.

Introduction. The development of modern Russia is characterized by a high degree of differentiation in the level of socio-economic development of the constituent entities of the Russian Federation. Interregional cooperation is one of the tools to overcome this differentiation. Although new forms of such cooperation have been emerging, its potential remains underestimated. The purpose of the study is to analyze the existing and prospective forms of cooperation between the regions of Russia. Materials and Methods. The study based on a structural and substantive analysis of regulatory legal acts of the federal and regional levels, as well as on strategic planning documents, various forms of budget reporting, bilateral and multilateral agreements between the constituent entities of the Russian Federation aimed at identifying various areas, tools and mechanisms for ensuring interregional cooperation. Results. The authors have considered the tools of interregional cooperation that involve direct financial participation of regional authorities or economic entities. The role and prospects of horizontal subsidies and budget loans provided by one region to another have been identified, their legal and regulatory justification has been given; a financial assessment has been made, and the identified practices have been analyzed. In terms of the implementation of public procurement from suppliers based in other regions, the authors have estimated the degree of how closed or open the constituent entities of the Russian Federation are. Discussion and Conclusion. The authors have confirmed the idea that interregional cooperation in Russia is still underdeveloped and lacks legislative and scientific-methodological justification. The authors also assess the prospects for further development of interregional cooperation in Russia and suggest a number of measures to promote it. The results of the study can be used in the interests of the authorities to improve the system of regulation of various mechanisms of regional cooperation, as well as to develop the scientific potential in this area.
