Abstract:
The article is based on content and discourse analysis of the addresses of the President of the Russian Federation to the Federal Assembly dated 12/01/2016, 03/01/2018, 02/20/2019, 01/15/2020. The aim of research is to analyze the concept of identity in the framework of Presidential Addresses and changes in the concepts of identity in dynamics. The general tendencies of considering the term “identity” in the framework of determining the identity of the Russian Federation are derived. The special relationship between the identity of the Russian Federation and the integration of the Russian Federation into integration spaces is considered. The Vladimir Putin’s statements regarding the integration of the Russian Federation into the Eurasian Economic Union are evaluated, since the Russian Federation identity, in the opinion of the President, is inextricably linked with the formation of the “Eurasian identity of the Russian Federation”, which in turn determines the direct relationship between the identity of the Russian Federation and the integration of the Russian Federation into the Eurasian Economic Union. The article defines the subjective factor of the Russian President, which reflects the personal nature of the President’s orders and proposals. The dynamics of changes in the formation of the Russian Federation identity is reflected according to the addresses of the President of the Russian Federation to the Federal Assembly, and also on the basis of the dynamics of changes in the identity of the Russian Federation, the general process orientation of developing the Russian Federation identity is reflected. The article characterizes the permanent nature of the formation of the identity of Russia. Now, the identity of Russia is perceived as a special construct that reflects the special position of the Russian Federation, both in historical development and in the international arena.

Abstract:
The public communication practices of U.S. and Russian presidents are built on the basis of legal norms, political culture and established national traditions. The key genres of public communications of presidents in both the U.S. and Russia are: messages to parliaments, inaugural and crisis speeches, press conferences, and interviews. In the practice of the United States and Russia, the genres of messages and inaugural speeches practically coincide in this case. This is not coincidental, since the institution of the presidency in Russia is much younger and the key genres of public communications have been borrowed from Western practices. However, there are also certain specifics. In particular, the genre of crisis speeches is quite often used in the public communication practices of American presidents. In Russia, the practice of crisis speeches is used as a rhetorical tool of presidential communication much less frequently. The exceptions include presidential speeches about the most critical events; as a rule, they are broadcast on record. The know-how of presidential communication in Russia is the format of multihour direct lines with the president, which are broadcast by federal TV channels. The genre of press conferences is used by Russian presidents much more frequently. The rhetoric used by specific presidents adds to the peculiarity of their communication practices.

Abstract:
The overall objective of this paper is to outline how president of Russia performs his tasks in the area of security mainly through the specific and politically strong body of the Security Council of the Russian Federation. The result of this analysis is pointing out the role of the people directly managing the armed forces and internal security apparatus in influencing the president. More and more key positions in the country and economy are occupied by FSB people indisputable tendency to fill the sectors that the president considered as the most important with people from the security apparatus. The dependence of the president on the heads of the units forming the coercive apparatus is not the quality obvious only for Vladimir Putin’s presidency; it was also visible in the activity of president Boris Yeltsin, which has for many years escaped the attention of many of the scholars studying Russia.

Abstract:
The article examines the constitutional status of the President of the Russian Federation in the light of the latest constitutional amendments that marked a large-scale constitutional reform in Russia, analyzes the new powers of the head of state in the sphere of formation and functioning of state authorities by comparing the previous and new versions of the Basic law of Russia, common standards of a democratic and legal state. A special place in the article is occupied by the analysis of the relationship between the President and the Government of the Russian Federation, the constitutional formula of the General leadership of the President and the Government of the Russian Federation. The study examines the participation of the President in the formation of the Federal Government in relation to the powers of the State Duma. It is noted that the new presidential powers from the position of a mixed (presidential-parliamentary) way of government may seem excessive, but they look natural from the perspective of the presidential form of government in Russia.

On the basis of the analysis of Law of the Russian Federation on Amendment to the Constitution of the Russian Federation as of March 14, 2020, No 1-FKZ “On improvement of regulation of certain issues of organization and functioning of public power,” legislation, acts and legal standings of the Constitutional Court of the Russian Federation, as well as the practice of transforming the Constitution of Russia, and Presidential directives, the author investigates some issues concerning the Constitutional Reform 2020 initiated by the Head of the State. The paper examines the issues of the new constitutional approach to the implementation of the principle of separation of powers, some additional powers of the President of Russia in the context of their expansion. The author argues her view concerning consideration of some legal phenomena rooted in the legal reality of Russia at the constitutional level on the example of the terms “public power” and “instructions of the President of the Russian Federation.” The author monitors the dynamics of formation and manifoldness of instructions of the President of the Russian Federation. The paper highlights some terms and definitions that are new for the constitutional level, some of which can be considered as goals in the development of public and state life. The paper formulates author’s assessments and conclusions, author’s opinion concerning the ongoing transformations of the Constitution of Russia and, at the same time, it is proposed to continue scientific discussions devoted to the implementation of the proposed constitutional novellas.

Abstract:
The article is devoted to a little-studied side of authority, in particular the authorities of the President of Russia. Exploring the constitutional scope of power, we can say that the President of Russia has a sufficiently large amount of power, backed up by the legal provisions of the Constitution. However, in practice, it has turned out that not only their influence but the power of the President has a wider scope. First of all, the article notes the subjective grounds and mechanisms of power over the chairman of the government and the terms of his appointment. In this case, the key role is played by the political party United Russia, which was created by the President, although the President is outside the party system of Russia. A substantial expansion of the power of the President occurred as a result of the creation of federal districts and the formation of an institution of plenipotentiaries. The rationale is given that the change of legal norms for the election of governors, where the President plays the main role in nominating candidacy, and the procedure for registering them is entirely determined by the United Russia political party under his control, ultimately expanded the scope of authority of the President. In disclosing the subjective grounds for expanding the power of the President of the Russian Federation, so-called “approvals” of candidacy for various senior positions of state and municipal service, as well as of the security and control bodies play a part. The rating of the President was a massive subjective basis that allowed him to expand the scope of his power. The study of public confidence in the President allowed one to see the dependence of the expansion of his power on the level of his support by citizens of the Russian Federation.

The subject. An attempt is made to analyze the evolution of the relationship between the Russian Presidents and local self-government in modern Russia over the past 30 years.The methodology of the research is based on the application of the historical method and the method of comparative legal analysis of normative legal acts of the Russian Federation of different years.The purpose of the article is to confirm or dispute hypothesis that the President's relations with local self-government developed non-linearly and contradictory on the different stages.The main results, scope of application. The paper examines the dynamics of the relationship between the Russian Presidents and local self-government, determines the five stages of the development of such relations and their characteristic features, as well as the prospects for these relations after the adoption of amendments to the Constitution of the Russian Federation in 2020.Stage 1. The absence of specific regulatory legal provisions on the participation of the President in local self-government issues and the actual practice of their interaction (July 1991 – October 1993).Stage 2. Arbitrary or authoritarian President’s participation in local self-government issues (October 1993 – August 1995). This stage is connected with the period of the constitutional crisis of 1993 and is characterized, first of all, by two decrees of the Russian President directly changing the provisions of the Law of the Russian Federation on Local Self-Government of 1991.Stage 3. Bringing the powers of the President in the field of local self-government in accordance with the Russian Constitution of 1993, the approval by the President of the main directions of state policy in the field of local self – government development in the Russian Federation, the creation of the Council for Local Self-Government under the President of the Russian Federation (August 1995 – August 2000).Stage 4. Strengthening the role of the President in the field of local self-government. The beginning of this stage is connected with the coming to power of the new Russian President (August 2000 – July 2020). So far, this is the longest stage in our chronology. This stage is characterized by additional regulation by the President of certain point issues in the field of organization and implementation of local self-government, directly provided for by federal law. Stage 5. The integration of local self-government bodies into a single system of public power and the receipt by the Russian President of hidden, virtually unlimited powers in the field of local self-government (from July 2020 to the present). The starting point of this stage was the adoption of amendments to the Russian Constitution in 2020.Conclusions. The interaction between the Russian President and local self-government developed in a zigzag pattern: from the complete absence of contacts to the direct intervention of the Russian President in the legal regulation of relations in the field of local self– government, violating and actually canceling the legislative regulation of these relations in 1993-1995. From bringing these relations into line with the Russian Constitution of 1993, which proclaimed the organizational independence of local self-government, to strengthening the role of the Russian President and regulating certain issues in the field of organization and implementation of local self-government. The expansion of the powers of the Russian President in connection with the amendments to the Russian Constitution in 2020 actually means an aside from the organizational independence of local self-government and the integration of local self-government bodies into a single system of public authorities. In this regard, the question arises: do the above amendments mean an actual return to the second stage of the development of relations between the Russian President and local selfgovernment in the period of 1993-1995, when the use of "hidden (implied)" powers of the President was allowed, and, consequently, theoretically unlimited participation of the Russian President in local self-government issues?

Abstract:
The article focuses on the popularity of the President of the Russian Federation and the factors that influence the level of his support among the population. It is shown that most of the previous literature was devoted to the study of the influence of such determinants as macroeconomic indicators, the standard of living of citizens, the media, the use of political technologies, etc. The author notes that researchers have begun to mark a certain impact on the rating of national leaders of international events and interstate conflicts. The review of the literature showed that most researchers studied the factors of approval of the president's activities on the example of the United States. The author came to the conclusion that Russia is also a good laboratory for research and finding answers to a number of questions: Does the country's participation in military conflicts affect the popularity of the President of the Russian Federation? Does the low approval rating of the head of state lead to the initiation of a military conflict? The diversionary theory of war and the «rally around the flag» effect became the methodological basis of the article. Based on theoretical reflection, two working hypotheses were formulated: 1) a decrease in the approval rating of the president leads to an increase in the aggressiveness of foreign policy and the initiation of a military conflict; 2) Russia's participation in military conflicts leads to an increase in the popularity / approval of the activities of the President of the Russian Federation. The purpose of the article is an empirical test of these hypotheses. The author collected data on the rating of Russia’s president from 2000 to 2022 and conducted a regression analysis of time series. A comparative analysis of cases was used as a research method. As a result of statistical and other calculations, the author came to the conclusion that a decrease in the approval rating of the President of the Russian Federation does not lead to the initiation of military conflicts. The article substantiates the idea that the effect of the «rally around the flag» has matter in Russia, the participation of the armed forces in conflicts leads to an increase in the approval of the activities of the President of the Russian Federation.

Abstract:
A comparative content analysis was conducted to determine whether the Russian (ITAR-TASS) and the American (UPI) wire service coverage of President Boris Yeltsin in the April 25, 1993, referendum was balanced and unbiased. Also, the amount of space dedicated to this topic was measured. Study results indicate that ITAR-TASS was more critical of Yeltsin prior to the referendum than UPI, and that there was no statistically important difference between the two wire services in their post referendum coverage. UPI articles were almost 30% longer than the ITAR-TASS articles. Each UPI article was on an average more than 220 words longer than were the ITAR-TASS articles.

Abstract:
This thesis explored the role of the six wealthy Russian businessmen, the oligarchs, in 1996 reelection of President Boris Yeltsin. This research was qualitative and descriptive. The goal was to collect the information from various sources and summarize it, demonstrating how the interference of the oligarchs reflected on the process of the election, as well as on the careers of their own.The research concluded that the oligarchs' role was, first of all, in the organization and financing a highly effective election campaign team; consolidating the business elite and big capital around Yeltsin, using the media that they controlled as a tool of pro-Yeltsin propaganda; and influencing some key decision taken by Yeltsin. The result was Yeltsin's victory, and the increase of the oligarchs' wealth and political power.This ability of the oligarchs to manipulate politics completely cemented the interrelation between business and politics in Russia, which contributed to Russia's reputation as a country of corruption and lawlessness.

Il existe une continuité dans l’« idée » russe de l’Etat qu’une analogie dans la continuité des systèmes ne reflète pas. De la Russie impériale à la Russie soviétique, l’Etat (Gosudarstvo) n’est pas conçu comme une entité abstraite et autonome. A la dimension césariste du pouvoir correspond la non-émergence, et du concept et de la réalité d’un Etat. Jusqu’en 1917, la conception russe du pouvoir est conditionnée par le discours idéologique – religieux. Après 1917, sa principale caractéristique est d’être subordonnée à l’idéologie, en tant qu’expression de la volonté du Parti communiste. L’Etat soviétique s’impose donc comme un Etat « de fait » et non comme un Etat « de droit ». La prédominance du discours idéologique entrave, à la fois, la constitution d’une culture de l’Etat, qui reste une culture du pouvoir, et la formation d’une culture de l’antériorité et de la supériorité du droit sur l’Etat. Après la désintégration de l’Union soviétique, la référence à la démocratie libérale et à l’Etat de droit devient un outil de la création d’une nouvelle légitimité pour l’Etat postcommuniste. L’entrée de la Russie dans la modernité politique nécessite une rupture avec les postulats idéologiques du passé. Or, la déconstruction du socialisme est un processus beaucoup plus complexe que la construction de la démocratie. Bien qu’ayant subi, sur plusieurs siècles, plusieurs types de transitions – de l’absolutisme de droit divin au socialisme, puis au postcommunisme -, l’Etat russe a donc conservé certains caractères constants et typiques qui en font, encore aujourd’hui, un modèle hybride, en tension entre autoritarisme et démocratie
There is a continuity as concerns the « idea » of the state that an analogy with the different systems does not reflect. From imperial to Soviet Russia, the state (Gosudarstvo) is not thought of as an abstract and autonomous entity. Until 1917, the Russian conception of power is conditioned by the religious ideological discourse. After 1917, her main feature is one of submission to ideology, in other words the expression of the will of the Communist Party. The Soviet state stands out by its « de facto » nature, rather than a « de jure » state. The supremacy of the ideological discourse hampers both the constitution of a new state culture, which remains focused on power, and the formation of the precedence and the superiority of law over the state. After the disintegration of the Soviet Union, reference to liberal democracy and the rule of law becomes a tool in creating renewed legitimacy for the postcommunist state. Russia’s entry into political modernity demands a rupture with the ideological postulates of the past. The dismantlement of socialism is a much more complex process than the construction of democracy. Despite having been subjected, over centuries, to many types of transition – absolutism founded on divine right to socialism, then postcommunism -, the Russian state has always preserved certain features (be they constant or specific) that make it, and still today, a hybrid model pulling towards both authoritarianism and democracy

Abstract:
The master thesis called Security of the Russian Federation: (de)securitization of the U.S. by Russian representatives deals with the security of Russia from the top representatives points of view. The analyzed time is determined by the presidential term of Dmitry Medvedev (2008 - April 2012). The aim of the thesis is to find out, why the U.S. was (de)securitized during the Medvedev's presidential term and confirm or disprove the predefined hypothesis. President, prime minister and minister of foreign affairs create the foreign politics of Russian federation. Their speeches and interviews are the main source of the data. The basic security terms and the theories (de)securitization are discussed in the first part of the thesis. The Russian point of view of security is defined in the following part. There are analyzed oficial documents focusing on definition of the national security, foreign policy and military field. There are also discussed the Russian media discourse since 90s of the 20 century and Russian- American relations. The last empirical part analyzes the interviews and speeches of the president Medvedev, of the prime minister Putin and of the minister of foreign affairs Lavrov in terms of their attitudes to the U.S.

AbstractThis chapter examines the use of deterrence by President Putin of the Russian Federation against potential democratic revolts. It combines insights from the literatures on democratic revolutions and social movements on the one hand and deterrence and coercion on the other. This exploratory research sketches a rough model of a strategy to deter democratic revolts. From Putin’s perspective, democratic revolts present a severe strategic threat. The chapter distinguishes two channels through which he can discourage or deter democratic revolts: suppression and the threat of intervention. It focuses on the latter and specifically on punishment after the revolt. Democratic revolts are not enacted by a unitary actor but by an emergent collective which, strictly speaking, does not exist prior to the event; this deprives the deterrent actor of the part of his arsenal that goes through backchannels. The alternative, targeting the population at large, carries increased risk that the threat backfires. Putin formulates carefully according to a rhetorical strategy that obscures his own role while ensuring the threat is mainly carried by news media, which report the failing aspirations of previous democratic revolts and the pains suffered by the people who fought for them. It serves Russia’s interests to periodically feed the media by manufacturing incidents in any of the large number of frozen conflicts in which it is involved.

This chapter analyzes the Russian Federation through the lens of its domestic political system. Russia may pose the greatest near-term national security threat to the United States and its allies, but it has a key vulnerability: its domestic political institutions. Its autocratic system is undermining its international effectiveness. Its economy is smaller than Italy’s. It lacks effective alliances. And its military is overly focused on domestic threats and is ill-equipped for the strategic-technological competitions of the 21st century. It is dangerous and it can disrupt the U.S.-led order. But it will not be in a position to be a true peer competitor to the United States any time soon. So long as it continues to be ruled by President Vladimir Putin, or another similar dictator, Russia will not be able to mount a serious challenge to U.S. global leadership.

Abstract This chapter examines Russia’s renewed assertiveness in Africa during Vladimir Putin’s first two terms as president. Russia’s strategic ambitions in Africa were largely overlooked by the U.S. and allegedly welcomed by France, which allowed it to advance its goals with little Western pushback. Putin’s approach to Africa blended former Prime Minister Yevgeny Primakov’s playbook with inputs from the Federation Council and experts affiliated with the Moscow-based Institute of African Studies. Russia strengthened its ties with African countries facing isolation from the West, such as Sudan and Zimbabwe, and reasserted itself as a great power in North Africa by resolving debt disputes with Algeria and Libya. However, Russia also revealed continent-wide influence aspirations, which saw it deepen partnerships with key regional powers, such as South Africa, Ethiopia, and Nigeria. Russia also directly engaged with Western partners. An early example of this strategy was Putin’s April 2001 meeting with Gabon’s President Omar Bongo, who had a decades-long partnership with France. Putin’s April 2005 meeting with his Egyptian counterpart Hosni Mubarak in Cairo strengthened Russia–Egypt relations.

At one time, the Nobel Prize laureate academician Zh.I. Alferov said that it is in Russia and Belarus that the potential in the field of information and tele-communication (IT) technologies is greatest among the post-Soviet countries. And it is these technologies that should become the basis of our scientific and technical breakthrough. This foresight is the leitmotif of this conference. In one of his speeches, the President of the Russian Federation said that those who have mastered artificial intelligence will become the rulers of the world, and that it is very important that they do not turn out to be separate groups of people or countries. Artificial intelligence has become one of the central topics and the subject of lively discussions at the conference. One reality ends and another begins. Its risks, threats and opportunities were the most important and interesting elements in the approaches put forward in this forum.

К триаде устойчивого развития (экономической, социальной и экологической компонентам) с учетом национальных приоритетов развития России, озвученных в Послании Президента РФ Федеральному собранию в 2023 году, предложено добавить инновационную составляющую как актуальную в целях достижения технологического суверенитета страны. Экономическая безопасность выделена как один из ведущих управляемых элементов формируемой национальной модели. Исследована сущность экономической безопасности, структура дополнена социальной составляющей и определена социально-экономическая безопасность, но одновременно обоснован вывод инновационной компоненты в самостоятельную категорию. Уточнено, что в силу новизны формируемой национальной модели устойчивого развития необходимо продолжать исследования в направлении как детальной проработки взаимосвязи устойчивого развития и безопасности, так и других элементов самой модели. The article is devoted to the formation of the national model of sustainable economic development in the context of transformation of the global concept of sustainable development. To the triad of sustainable development (economic, social and environmental components), taking into account the national development priorities of Russia, voiced in the Address of the President of the Russian Federation to the Federal Assembly in 2023, it is proposed to add an innovative component as relevant in order to achieve the technological sovereignty of the country. Economic security as one of the leading elements of the emerging national model is highlighted. The essence of economic security has been studied, the structure has been supplemented with a social component and socio-economic security has been defined, but at the same time the withdrawal of the innovative component into an independent category has been justified. It is clarified that due to the novelty of the emerging national model of sustainable development, it is necessary to continue research in the direction of both a detailed study of the relationship between sustainable development and security, and other elements of the model itself.

The author analyzed the current legislation, determined the system for ensuring national security; analyzed the powers of the President in the field of ensuring national security; to propose ways of solving possible problems of national security. It is concluded that an effective system of “checks and balances” in the constitutional model of the separation of powers largely determines the internal stability in the state. Abstract:
In this article the author analyzes in detail the “holiday” speeches by the former president of the russian federation dmitry medvedev and the current president vladimir putin devoted to the day of national unity of russia on November 4, 2022, in which politicians justify the war, call it sacred, a struggle between Good and Evil and predict their own victory. With the help of methods of critical analysis, the refutation of historical myths, the denial, an exposure and the generalization, the falsity and cynicism of the statements made regarding the expediency and possibility of geopolitical changes are demonstrated. The civilizational war of the russian federation against the Western democratic world, which began with aggression against the disobedience of neighboring Ukraine, which chose the Western vector of development, is gaining momentum. It would seem that in the 21st century global conflicts over territories are almost impossible, it is the time for the fourth-generation of war, but we can see that russia has various means in its arsenal, including weapons of mass destruction: aerial bombs, artillery, aviation, missile attacks, nuclear blackmail, rewriting history and ordinary lies. An analysis of the kremlin leaders’ military-strategic narratives about Ukraine and the West, shows the inadequacy and detachment of moscow politicians at the highest echelon of power from reality. Their aggressive and false rhetoric based on historical manipulations and maniacal efforts to transform the world order suggests that the kremlin will not stop on its own. Someone must stop him just decisively: either Ukraine or Ukraine’s allies. Sanction policy against the russian federation, political statements and words of support for Ukraine, even assistance with military equipment and finances may not be enough, because all these are certain procedures, a waste of time, and time today is the greatest value. Abstract:
Italy has been defined as a laboratory for populism and a “populist paradise.” Indeed, multiple forms of populism coexist in Italy, covering the entire political spectrum. From the “left-wing” Movimento 5 Stelle to the right-wing coalition composed of Fratelli d’Italia, Forza Italia and the Lega, we can be sure that populism is very popular in Italy. We can be equally sure that, over the last few years, all these parties have had links to the Putin regime. Suffice it to mention the decades-long friendship between Silvio Berlusconi and Vladimir Putin or the admiration Matteo Salvini, the head of the Lega, has demonstrated for the president of the Russian Federation. However, the Russian invasion and the extensive popular and institutional support evinced for Ukraine in its wake changed everything, leaving populist parties scrambling to review their positions and modify their discourse. In the report, I will examine the ties between the main Italian populist parties (Fratelli d’Italia, Forza Italia, Lega, Movimento 5 Stelle) and Russia and the shifts in their positions towards President Putin in the aftermath of the invasion. Against this backdrop, the September 2022 elections in Italy can be considered as a “test case” to measure the success of the populist parties’ strategies to negotiate the crisis and to shed light on the changing balance of power within the broad populist field.

Abstract:
The main objective of the study is to reveal the specifics of the functioning of the metaphor “war against coronavirus” in Ukrainian mediatized discursive practices of 2020-2021 compared to the trends of using this metaphor in the media environment of Western countries. A research methodology is based on the approach of critical discourse analysis. The work also takes into account the results of the study of the «war against coronavirus» metaphor, conducted using the materials of public discourses in Italy, Bulgaria, and Greece. A comparative analysis of the specifics of the functioning of this metaphor in mediatized discursive practices was carried out by the author of the article as part of a joint study of an international team of scientists – a contextualized online dictionary «In Other Words» (https://www.iowdictionary.org). Mediatized discursive practices mean communications with a mass audience through various media platforms, i.e., not only through mass media, but also with the use of blogs, social networks, messengers, video hosting, etc. The findings of the study of “war” metaphors in the domestic official discourse on the problems of combating the Covid-19 pandemic during 2020-2021 are based on the analysis of public speeches and greetings presented on the official website “President of Ukraine Volodymyr Zelenskyy. Official Internet representation”, as well as interviews of the President with leading domestic and foreign publications. The result of the research is the conclusion that, in general, the metaphor “war against the coronavirus” has not gained such widespread use in Ukrainian official, political, and media discursive practices as in Western countries. This is due to the fact that starting in 2014, Ukraine repels the military aggression of the Russian Federation in the east of the country. Therefore, in 2020–2021, the word war was actively used in the public and personal discourses of Ukrainians primarily not in a metaphorical, but in a direct, denotative sense: war as an armed struggle in the east of Ukraine.
