Abstract:
The article is based on content and discourse analysis of the addresses of the President of the Russian Federation to the Federal Assembly dated 12/01/2016, 03/01/2018, 02/20/2019, 01/15/2020. The aim of research is to analyze the concept of identity in the framework of Presidential Addresses and changes in the concepts of identity in dynamics. The general tendencies of considering the term “identity” in the framework of determining the identity of the Russian Federation are derived. The special relationship between the identity of the Russian Federation and the integration of the Russian Federation into integration spaces is considered. The Vladimir Putin’s statements regarding the integration of the Russian Federation into the Eurasian Economic Union are evaluated, since the Russian Federation identity, in the opinion of the President, is inextricably linked with the formation of the “Eurasian identity of the Russian Federation”, which in turn determines the direct relationship between the identity of the Russian Federation and the integration of the Russian Federation into the Eurasian Economic Union. The article defines the subjective factor of the Russian President, which reflects the personal nature of the President’s orders and proposals. The dynamics of changes in the formation of the Russian Federation identity is reflected according to the addresses of the President of the Russian Federation to the Federal Assembly, and also on the basis of the dynamics of changes in the identity of the Russian Federation, the general process orientation of developing the Russian Federation identity is reflected. The article characterizes the permanent nature of the formation of the identity of Russia. Now, the identity of Russia is perceived as a special construct that reflects the special position of the Russian Federation, both in historical development and in the international arena.

Abstract:
The public communication practices of U.S. and Russian presidents are built on the basis of legal norms, political culture and established national traditions. The key genres of public communications of presidents in both the U.S. and Russia are: messages to parliaments, inaugural and crisis speeches, press conferences, and interviews. In the practice of the United States and Russia, the genres of messages and inaugural speeches practically coincide in this case. This is not coincidental, since the institution of the presidency in Russia is much younger and the key genres of public communications have been borrowed from Western practices. However, there are also certain specifics. In particular, the genre of crisis speeches is quite often used in the public communication practices of American presidents. In Russia, the practice of crisis speeches is used as a rhetorical tool of presidential communication much less frequently. The exceptions include presidential speeches about the most critical events; as a rule, they are broadcast on record. The know-how of presidential communication in Russia is the format of multihour direct lines with the president, which are broadcast by federal TV channels. The genre of press conferences is used by Russian presidents much more frequently. The rhetoric used by specific presidents adds to the peculiarity of their communication practices.

Abstract:
The overall objective of this paper is to outline how president of Russia performs his tasks in the area of security mainly through the specific and politically strong body of the Security Council of the Russian Federation. The result of this analysis is pointing out the role of the people directly managing the armed forces and internal security apparatus in influencing the president. More and more key positions in the country and economy are occupied by FSB people indisputable tendency to fill the sectors that the president considered as the most important with people from the security apparatus. The dependence of the president on the heads of the units forming the coercive apparatus is not the quality obvious only for Vladimir Putin’s presidency; it was also visible in the activity of president Boris Yeltsin, which has for many years escaped the attention of many of the scholars studying Russia.

Abstract:
The article examines the constitutional status of the President of the Russian Federation in the light of the latest constitutional amendments that marked a large-scale constitutional reform in Russia, analyzes the new powers of the head of state in the sphere of formation and functioning of state authorities by comparing the previous and new versions of the Basic law of Russia, common standards of a democratic and legal state. A special place in the article is occupied by the analysis of the relationship between the President and the Government of the Russian Federation, the constitutional formula of the General leadership of the President and the Government of the Russian Federation. The study examines the participation of the President in the formation of the Federal Government in relation to the powers of the State Duma. It is noted that the new presidential powers from the position of a mixed (presidential-parliamentary) way of government may seem excessive, but they look natural from the perspective of the presidential form of government in Russia.

On the basis of the analysis of Law of the Russian Federation on Amendment to the Constitution of the Russian Federation as of March 14, 2020, No 1-FKZ “On improvement of regulation of certain issues of organization and functioning of public power,” legislation, acts and legal standings of the Constitutional Court of the Russian Federation, as well as the practice of transforming the Constitution of Russia, and Presidential directives, the author investigates some issues concerning the Constitutional Reform 2020 initiated by the Head of the State. The paper examines the issues of the new constitutional approach to the implementation of the principle of separation of powers, some additional powers of the President of Russia in the context of their expansion. The author argues her view concerning consideration of some legal phenomena rooted in the legal reality of Russia at the constitutional level on the example of the terms “public power” and “instructions of the President of the Russian Federation.” The author monitors the dynamics of formation and manifoldness of instructions of the President of the Russian Federation. The paper highlights some terms and definitions that are new for the constitutional level, some of which can be considered as goals in the development of public and state life. The paper formulates author’s assessments and conclusions, author’s opinion concerning the ongoing transformations of the Constitution of Russia and, at the same time, it is proposed to continue scientific discussions devoted to the implementation of the proposed constitutional novellas.

Abstract:
The article is devoted to a little-studied side of authority, in particular the authorities of the President of Russia. Exploring the constitutional scope of power, we can say that the President of Russia has a sufficiently large amount of power, backed up by the legal provisions of the Constitution. However, in practice, it has turned out that not only their influence but the power of the President has a wider scope. First of all, the article notes the subjective grounds and mechanisms of power over the chairman of the government and the terms of his appointment. In this case, the key role is played by the political party United Russia, which was created by the President, although the President is outside the party system of Russia. A substantial expansion of the power of the President occurred as a result of the creation of federal districts and the formation of an institution of plenipotentiaries. The rationale is given that the change of legal norms for the election of governors, where the President plays the main role in nominating candidacy, and the procedure for registering them is entirely determined by the United Russia political party under his control, ultimately expanded the scope of authority of the President. In disclosing the subjective grounds for expanding the power of the President of the Russian Federation, so-called “approvals” of candidacy for various senior positions of state and municipal service, as well as of the security and control bodies play a part. The rating of the President was a massive subjective basis that allowed him to expand the scope of his power. The study of public confidence in the President allowed one to see the dependence of the expansion of his power on the level of his support by citizens of the Russian Federation.

The subject. An attempt is made to analyze the evolution of the relationship between the Russian Presidents and local self-government in modern Russia over the past 30 years.The methodology of the research is based on the application of the historical method and the method of comparative legal analysis of normative legal acts of the Russian Federation of different years.The purpose of the article is to confirm or dispute hypothesis that the President's relations with local self-government developed non-linearly and contradictory on the different stages.The main results, scope of application. The paper examines the dynamics of the relationship between the Russian Presidents and local self-government, determines the five stages of the development of such relations and their characteristic features, as well as the prospects for these relations after the adoption of amendments to the Constitution of the Russian Federation in 2020.Stage 1. The absence of specific regulatory legal provisions on the participation of the President in local self-government issues and the actual practice of their interaction (July 1991 – October 1993).Stage 2. Arbitrary or authoritarian President’s participation in local self-government issues (October 1993 – August 1995). This stage is connected with the period of the constitutional crisis of 1993 and is characterized, first of all, by two decrees of the Russian President directly changing the provisions of the Law of the Russian Federation on Local Self-Government of 1991.Stage 3. Bringing the powers of the President in the field of local self-government in accordance with the Russian Constitution of 1993, the approval by the President of the main directions of state policy in the field of local self – government development in the Russian Federation, the creation of the Council for Local Self-Government under the President of the Russian Federation (August 1995 – August 2000).Stage 4. Strengthening the role of the President in the field of local self-government. The beginning of this stage is connected with the coming to power of the new Russian President (August 2000 – July 2020). So far, this is the longest stage in our chronology. This stage is characterized by additional regulation by the President of certain point issues in the field of organization and implementation of local self-government, directly provided for by federal law. Stage 5. The integration of local self-government bodies into a single system of public power and the receipt by the Russian President of hidden, virtually unlimited powers in the field of local self-government (from July 2020 to the present). The starting point of this stage was the adoption of amendments to the Russian Constitution in 2020.Conclusions. The interaction between the Russian President and local self-government developed in a zigzag pattern: from the complete absence of contacts to the direct intervention of the Russian President in the legal regulation of relations in the field of local self– government, violating and actually canceling the legislative regulation of these relations in 1993-1995. From bringing these relations into line with the Russian Constitution of 1993, which proclaimed the organizational independence of local self-government, to strengthening the role of the Russian President and regulating certain issues in the field of organization and implementation of local self-government. The expansion of the powers of the Russian President in connection with the amendments to the Russian Constitution in 2020 actually means an aside from the organizational independence of local self-government and the integration of local self-government bodies into a single system of public authorities. In this regard, the question arises: do the above amendments mean an actual return to the second stage of the development of relations between the Russian President and local selfgovernment in the period of 1993-1995, when the use of "hidden (implied)" powers of the President was allowed, and, consequently, theoretically unlimited participation of the Russian President in local self-government issues?

Abstract:
The article focuses on the popularity of the President of the Russian Federation and the factors that influence the level of his support among the population. It is shown that most of the previous literature was devoted to the study of the influence of such determinants as macroeconomic indicators, the standard of living of citizens, the media, the use of political technologies, etc. The author notes that researchers have begun to mark a certain impact on the rating of national leaders of international events and interstate conflicts. The review of the literature showed that most researchers studied the factors of approval of the president's activities on the example of the United States. The author came to the conclusion that Russia is also a good laboratory for research and finding answers to a number of questions: Does the country's participation in military conflicts affect the popularity of the President of the Russian Federation? Does the low approval rating of the head of state lead to the initiation of a military conflict? The diversionary theory of war and the «rally around the flag» effect became the methodological basis of the article. Based on theoretical reflection, two working hypotheses were formulated: 1) a decrease in the approval rating of the president leads to an increase in the aggressiveness of foreign policy and the initiation of a military conflict; 2) Russia's participation in military conflicts leads to an increase in the popularity / approval of the activities of the President of the Russian Federation. The purpose of the article is an empirical test of these hypotheses. The author collected data on the rating of Russia’s president from 2000 to 2022 and conducted a regression analysis of time series. A comparative analysis of cases was used as a research method. As a result of statistical and other calculations, the author came to the conclusion that a decrease in the approval rating of the President of the Russian Federation does not lead to the initiation of military conflicts. The article substantiates the idea that the effect of the «rally around the flag» has matter in Russia, the participation of the armed forces in conflicts leads to an increase in the approval of the activities of the President of the Russian Federation.

This paper presents the conclusion of the Financial university expert group on the socio-economic development forecast for the Russian Federation in 2019–2024 (developed by the Ministry of Economic Development of Russia). The forecast has been evaluated according to the task set in the Decree of the President of the Russian Federation on May 7, 2018 No. 204 “On National Goals and Strategic Objectives of the Russian Federation through to 2024”, regarding achievement breakthroughs in science and technology and socioeconomic development in the Russian Federation. Special attention has been paid to the analysis of forecasted rates and projected sources of economic growth and prospects for social development. According to the analysis, it has been concluded that the proposed forecast indicators are not adequate to the task of “achievement breakthroughs in science and technology and socioeconomic development in the Russian Federation”, provided by the Decree of the President of Russia of May 7, 2018, No. 204.

Abstract:
Based on the practical experience of the retired court president, the article covers the issues of systematizing the powers of presidents of general jurisdiction courts in Russia through creating their classification. The material is presented in a problematic manner. The author identified four key issues related to the powers of presidents of general jurisdiction courts: the compliance of powers with new tasks and challenges that arise before the justice system; the binding nature of the powers of presidents of general jurisdiction courts; differences in the powers of presidents of general jurisdiction courts, despite the consolidation of the principle of unity of the system of general jurisdiction courts; distribution of powers between, on the one hand, the court president and, on the other hand, the Chief Justice of the Supreme Court of the Russian Federation, bodies of the judiciary and administrator — a professional manager, who is not a judge. It is shown that the powers of presidents of general jurisdiction courts are governed by various regulatory sources, which differ considerably in terms of their legal nature: the Constitution, federal constitutional laws, federal laws, presidential decrees, orders of the Judicial Department at the Supreme Court of the Russian Federation and decisions of the Council of Judges of the Russian Federation. The author considers the procedural powers divided into general powers and special procedural powers and the nonprocedural powers of presidents of general jurisdiction courts which are grouped into the powers related to personnel matters, the powers broken down by subjects and the powers categorized by the nature of actions. The article promotes the idea of interaction between the court president and judges following the principle of primus inter pares (first among equal) and the partnership model in the distribution of powers between the court president and the court administrator (professional manager), who is offered to take over all operational functions.

Abstract:
The article considers the structure of the legal status of the president of a general jurisdiction court in the Russian Federation. The authors show that the term “legal status” is much more appropriate for court presidents than “legal position” and “legal state”. A structure of the legal status of the president of a general jurisdiction court consisting of five elements is proposed: the procedure for appointment; guarantees of judicial activity determining the peculiarities of the court president’s legal status compared to other holders of state power; competence of the court president; procedure for activity termination; responsibility. The article shows that though the legal status of the president is derived from the legal status of a judge, it has significant differences since a judge is assumed to have experience in professional activities, unique personal qualities, organizational and communicative skills, and therefore it is necessary to consider the professional and titular legal status of the court president. The key challenges associated with the development of the legal status of the president of a general jurisdiction court in Russia are identified, such as the lack of a clear hierarchy of sources where international legal standards are present in regard to both a mandatory and advisory nature, various legal acts, decisions of judicial bodies, documents from the judicial community; many issues determining the legal status of presidents of general jurisdiction courts are duplicated in a number of sources; the powers of court presidents can be determined in documents that, at first glance, regulate completely different types of public relations (enforcement proceedings, combating corruption, preventing child neglect and juvenile offences, etc.). The work proposes ways to improve the regulatory framework governing the legal status of the president of a general jurisdiction court in Russia.

The paper is devoted to the study of academic views of Prof. Ekaterina I. Kozlova on the problems of essence, content and role of the presidential power in modern Russia. The author substantiates Prof. Kozlova’s opinion concerning: 1) objective conditionality of non-inclusion of the President of the Russian Federation in any branch of the state power; 2) conditional constitutional separation of the power of the President of the Russian Federation from the bodies of traditional branches of state power giving the presidential power an integrative function; 3) the essence of the power of the President of the Russian Federation (presidential power) as the totality of its constitutional representative powers and, in part, powers in the legislature, executive power, and judiciary. Some Prof. Kozlova’s views have been developed in the context of the author’s attitude to Prof. Ekaterina I. Kozlova ideas.

Political power as such is of a communicative nature, the process of governing is exercised through the communication using the language and terminology accepted in the certain communicative community. The presidency institution can also be viewed and studied as a multidimensional communicative community, with the head of the state as the main actor. Besides the president, that communicative community also includes the president’s “team” (administration, advisors, speechwriters, plenipotentiaries, etc.), as well as certain media, especially journalists of the presidential pool. The presidential discourse is formed within the said community. Given the increasing complexity of the communication phenomenon in the contemporary world, the study of the presidency from the point of view of the communication theory seems to be an urgent scientific task. The paper uses examples of the United States of America and the Russian Federation to examine the institution of presidency as a phenomenon belonging to the field of political communication. By the term “communication” or “speech communication” the author understands the interaction of communicants – addressee and addressee, speaker and audience – through the verbal exchange of information with different purposes. The main object of analysis is the presidents’ annual oral addresses – “Addresses to the Federal Assembly of the Russian Federation” and “Addresses to the US Congress”.

The object of this research is the process of drafting and passing of the 1993 Constitution of the Russian Federation. The subject of this research is the political confrontation between the President and legislative authority in the context of elaboration of the basic law of the Russian Federation. The article employs the method of systemic analysis, which allows to gradually trace and analyze the events that determined the impossibility of adopting the Basic Law at the Congress of People&rsquo;s Deputies of the Russian Federation. The author outlines the causes of confrontation between the President and the legislative branch, as well assesses the political situation, in which the new political system layered over the old, forcing the Congress of People&rsquo;s Deputies and the Supreme Soviet of Russia to leave the political arena. The article reveals the conditions established in Russia in the 1990 &ndash; 1933 for the transformation of sociopolitical relations that allowed the President to take control over the initiative, which determined the political structure and the vector of socioeconomic development of the country. Based on the chronological analysis of the events, the conclusion is made that the likelihood of vast increase of the President&rsquo;s role in the new political system was predetermined by indecisiveness of the legislative branch. The President and his team were able to implement in draft of the Constitution all their intentions balancing the presidential and parliamentary authorities.

The author gives the legal assessment to main novelties in Russian constitutional legislation: an increase of the term of office of the President of the Russian Federation and the State Duma of the Russian Federation, the in-troduction of the annual reports by the Government of the Russian Federation to the State Duma of the Russian Federation on the results of their activities, the merger of the Supreme and Supreme Arbitration Courts of the Russian Federation, the strengthening of the posi-tions of the President of the Russian Federation when appointing prosecutors, judges, members of the Federation Council, officials of subjects of the Russian Federation, central-ization of local self-government. The identified trends may be used in future research of Russian constitutional legal order.The author comes to the conclusion that there is a need for strong state power in the con-ditions of reforming economic, social and state-legal institutions in Russia. The movement towards centralization and strengthening of the power vertical is a historically necessary and justified measure. It will be possible to implement decentralization and reduction of the regulatory functions of the state after the successful modernization of economic and social state and legal institutions.

Marine spatial planning is widely used in coastal countries across the world. This approach is based on taking into account all current and planned marine economic activities and assessing their impact on all biotic and abiotic components of the ecosystem. In 2013–2015, a pilot project involving the implementation of marine spatial planning in the Russian part of the Barents Sea was completed in Russia for the first time under the auspices of the Ministry of Natural Resources and Environment to comply with the order of the President of the Russian Federation. The project yielded a list of environmental restrictions and proposals for each type of economic activity in the Barents Sea. These proposals were used by the Government of the Russian Federation to develop a roadmap to implementing marine spatial planning in the Russian Federation in 2015–2018 and prepare a report for the President of the Russian Federation.

The paper examines views of the President of Finland Martti Ahtisaari on the development of the Russian-Finnish relations in 1994–2000. This issue has been thoroughly studied by both Russian and Western scholars, both in terms of bilateral relations and within a broader framework of Finland’s foreign policy in a post-bipolar world. This paper, however, attempts to address the issue from the perspective of a cognitive approach. According to the author, this approach may not only provide insights on the models of thinking of M. Ahtisaari, who played a key role in the formation of Finland’s foreign policy in 1994–2000, but also to reassess the dominant views by placing them within a new theoretical framework. To this end, the paper provides a cognitive mapping of a sample of speeches and articles written by the President of Finland in 1994–2000. The author identifies the most significant and pronounced themes specific to M. Ahtisaari’s foreign policy discourse, and establishes causal links between them. On that basis the author creates a cognitive map which in turn makes it possible to detect the central causal line: a set of closely related themes and ideas which provided a general framework that defined president Ahtisaari’s views on policy towards Russia. The subsequent analysis of the cognitive map reveals a hierarchical system of the key objectives and determinants in the M. Ahtisaari foreign policy agenda setting. The cognitive mapping shows that during M. Ahtisaari’s presidency the main goal of Finland’s foreign policy towards the Russian Federation was to promote peace and security in Europe in general and in the Northern Europe and the Baltic Sea region in particular. In that regard special attention was paid to the Northern Dimension programme. It was considered as a primary means of the EU-Russia rapprochement aimed at enhancing political dialogue and increasing economic cooperation between them, as well as at promoting reforms in the post-Soviet Russia.

The Russian law 'On Personal Data' was enacted as a direct result of Russia joining the Council of Europe and came into force on 1 January 2011. The law 'On Ensuring Freedom of Information in the Activity of State Agencies and Agencies of Local Self-Government' came into force on 1 January 2010. These and other moves towards increased transparency, encouraged by President Medvedev, take Russia further away from her secretive Soviet past, although not without some reluctance.

The article explores intertexts and precedent phenomena used in current political discourse as exemplified by the speeches of President of the Russian Federation Vladimir Putin and Foreign Minister of the Russian Federation Sergey Lavrov. As globalization marches on, an increasing number of international conferences, summits, forums is held. Political speeches garner attention of both linguists and a wider audience, as it becomes apparent that political communication can affect people and the international political agenda. Particular attention should be paid to interpreting intertexts. A combination of these factors makes this research highly relevant. The paper focuses on intertexts in political discourse, their types, and how they are interpreted simultaneously from Russian into English. The case study includes videos and scripts of public speeches delivered by President of the Russian Federation Vladimir Putin and Foreign Minister of the Russian Federation Sergey Lavrov that can be found on the official website of the Ministry of Foreign Affairs of the Russian Federation, on the official website of the President of Russia, and on a video sharing service YouTube. The case study is underpinned by analytical and comparative methods. Practical implications of the present research include ways of interpreting intertexts in the booth in order to ensure successful communication.

Legal-political changes in the Russian Federation during the first presidency of Vladimir Putin, covering the years 2000-2008, are the subject of the article. The study first focuses on the strengthening of executive power, both at the central and regional levels, consolidating the power camp and shaping the political system of the state. In the period under analysis, the powers of the President of the Russian Federation were increased, the Federation Council was weakened, control over the regions was strengthened, and a number of rights and freedoms of citizens were limited. In his actions, Putin relied on the power ministries and secured the loyalty of the State Duma and the oligarchs. The United Russia party became his political base. Putin’s political opponents and competitors were ruthlessly eliminated from political life. An analysis of the features of the political system of the Russian Federation indicates that it had become an authoritarian state.

The article is a comparative study of legal regulation on non-profits in the Russian Federation by federal law, including the Constitution, federal statutes, decrees of the President of the Russian Federation, resolutions of the Government and Constitutional Court rulings in connection with certain international legal acts dealing with the right to association, and by the law of the constituent entities of the Russian Federation. The main stages of the development of the law on non-profits both at the federal level and at the level of the constituent entities of the Russian Federation, as well as the main trends in the development of non-profit law in modern Russia, are explored.

Abstract:
The article discusses the issues of improving the examination system of competitive applications for state support in the form of grants of the President of the Russian Federation on the basis of an integrated information system that includes the information support system of the Grants Council of the President of the Russian Federation and the information system of the Federal Roster of Scientific and Technological Experts and containing information about experts, applications and expert examination results. In order to improve the principles of transparency and openness of support programs and competition winners, to ensure the objectivity of the competitive selection of projects, a number of organizational and technical solutions are proposed in the application examination system based on an integrated information system. The new and proposed new approaches to the organizational and technical support of the examination of competitive applications for state support in the form of grants of the President of the Russian Federation to young Russian scientists made it possible, by attracting a wide range of scientific and technological communities, to conduct examination of more than five thousand applications with high quality and deadlines set by the Ministry of Education and Science of Russia.

Abstract:
The subject of the article is justification of the main elements of the constitutional responsibility of the Russian Constitutional Court in the context of constitutional reform. The purpose of the article is confirmation or refutation of the hypothesis that the Constitutional Court must be subject to constitutional responsibility. The methodology. The author uses methods of complex analysis of legislation, synthesis, as well as formal-logical and formal-legal methods. The main results, scope of application. Russia as a democratic state excludes the existence of legally irresponsible subjects of state power. It concerns the Constitutional Court of the Russian Federation. Legal irresponsibility characterizes only the absolute monarchy. The article comprehensively examines the problem of responsibility of the Constitutional Court of the Russian Federation, the reasons for the poor development of this institution in legislation and academic literature are also considered. The reasons for the Constitutional Court's dependence on the President of the Russian Federation as a "guarantor of the Constitution of the Russian Federation" have been systemized. The author considers duumvirate of guarantors of constitutional legitimacy as a nonsense. The reasons for the Constitutional Court's peculiar use of the law of the legislative initiative are considered. This initiative was used only in the direction of increasing the term of the powers of judges of the Constitutional Court from 65 up to 70 years. The life-long status of the President of the Court is seen as a violation of the principle of equality of judges, which is the most important guarantee of the independence of the Constitutional Court. Constitutional reform-2020 completed the process of dependence of the Constitutional Court on the President of the Russian Federation and the "second government" - the Administration of the Russian President. Some constitutional and legal torts of the Constitutional Court of the Russia are considered also. The author comes to the conclusion that judges of the constitutional court have a special responsibility - political, moral and historical. The main questions are need to be resolved: who has the right to state the torts of the constitutional court and what are the consequences of this statement?

The subject of this research is the organization of state power in Russia in light of the amendments to the Constitution of the Russian Federation introduced in 2020 that require systematic scientific assessment. The object of this research is the legal acts that laid groundwork for the constitutional reform in Russia: Presidential Address to the Federal Assembly of the Russian Federation of January 15, 2020,&nbsp; Law on Amendments to the Constitution of the Russian Federation, Opinion of the Constitutional Court of the Russian Federation on correspondence of the amendment to the current Constitution of Russia. The author examines the content of the constitutional amendments, their reference with legal logic and requirements for the constitutional progress in Russia. The following conclusions were formulated: the significance and magnitude of the recent constitutional amendments allows speaking of the large-scale constitutional reform that adumbrates the new stage of constitutional evolution in Russia that results in the reform of state superstructure; constitutional amendments noticeably changes the configuration of state power with regards to ratio of the branches of power, checks and balances, objects and redistribution of the institutions of state power, which testifies to transition of the Russian Federation from semi-presidential (presidential-parliamentary) form of government towards presidential, characterized by dominant role of the President within the state system. The novelty of this research lies in analysis of the new constitutional provisions that describe the content of the Russian constitutional reform in the aspect of characteristics of the leading institutions of state power.

Abstract:
This article is dealing with international relations between EU and Russian Federation after falling of Berlin's wall and decline of communist regimes in countries of Eastern block. Author is trying to emphasize three periods. First period is from 1991. until 2000. During presidency of Boris Jeljcin in Russia. This period is reflected by declining of Russian power and stronger integration of Europe because of Treaties of Maastricht and Amsterdam. Second period is period of coming on power president Vladimir Putin and uprising of Russia. This period lasts until 2014. year, when relations were more-less stable, except conflict in Georgia. Third period is related to conflict in Ukraine in 2014. And energetic crisis in 2021. Conflict in Ukraine has shown that EU doesn't have force to stand from foreign policy of USA, which is reflected in actions of NATO. Author concludes article with hope that memory from two world wars will be enough strong for politicians from both sides to not let another world war, and they will find new ways to enhance international cooperation.
