Abstract:
The article deals with the issue of the main social idea in Russia and the reasons for its formation. The main principles on which this idea should be based are formulated. To substantiate the idea, a social and brief economic analysis is carried out in Russia. Tables and graphs are provided to demonstrate these studies. The issues of the demographic situation in post-Soviet Russia, the availability of work / unemployment, the level of wages, the housing problem, education, health care and nutrition, rights and freedoms, i.e. a number of sociological characteristics that determine an acceptable life for a citizen of the Russian Federation. Comparison of education in the Russian Federation, the USSR and abroad is given. The issue of the unity of the citizens of the Russian Federation is considered. It is shown that in the conditions of significant social inequality that has arisen in post-Soviet Russia, it is currently impossible to talk about a single ideological platform, but when the government resolves a number of social issues, a coalition of society in Russia is possible.

The article examines tendencies and directions of internal migration in Russia under present conditions. It gives detailed review of features of the interregional migratory exchange between federal districts and subjects of Federation. Also the reasons of reduction of migration inside Russia in the 1990s are discovered. Calculations of the coefficients of the intensity of migratory ties between subjects of Federation are presented and the basic directions of migration at the regional level are defined. Besides the key problems of the internal Russian population migration are distinguished, among - migratory outflow and losses of the population in the regions of Siberia and the Far East. Strategic directions of the migration policy of Russia in the middle term are presented.

The purpose of the research is to analyze the functioning of the socio-economic development mechanism in the Russian Federation in recent years. The work proposed measures to improve the mechanism of socio-economic development. Theoretical conclusions and suggestions can be used for further scientific development of the problem of socio-economic policy and will allow an economic interpretation of the problems of sustainable socio-economic development of Russia. The results of the analysis and the identified trends presented in the work have independent value, since they can serve as the basis for improving the effectiveness of management decisions in developing strategic guidelines for the socio-economic policy of sustainable development of the Russian Federation.

Abstract:
The article is devoted to the study of the conditions for the formation of a truly legal state in the Russian Federation. It is noted that the process of formation of the system of the rule of law requires signifi cant efforts both by the state and by society. It is also emphasised that the key conditions that can ensure the effective functioning of the rule of law in Russia are the respect of the provisions of the Constitution of 1993 by citizens and the willingness to comply with those provisions in cooperation with the state, the independence of the judiciary, the real and rational separation of powers, the functioning of legislative bodies in accordance with the interests of citizens of the Russian Federation. According to the author’s opinion, trust in the Constitution and its ability to ensure social progress in general is the basis for strengthening the legal statehood of the Russian Federation in the long term. The author concludes that the strength of the construction of legal statehood in Russia is based on the stability of the constitutional system and the supremacy of the Constitution of the Russian Federation, its ability to subordinate to its action all citizens of the country and offi cials of public authorities.

In this article, based on the statistical data analysis, we consider the labour market in the contemporary Russia in face of global economic crises.
 In our opinion, two kinds of programs should be in Russia interest:
 
 coordination of unemployment benefits with vocational training, retraining or additional education;
 using the compelled holidays for additional education and retraining.
 
 The target programs directed on strengthening employees’ positions with a high educational level on the labour market are extremely necessary in the Russian conditions. In order to decide on specific problems special departments should be created in the Ministry of Work and Social Development of the Russian Federation.

Abstract:
This trend has affected both tourist countries and countries where tourism is not the primary economic sector. This paper examines the socio-economic aspects of the development of the Russian Federation's tourism industry in recent years. The objective of the study is to evaluate the development of the tourism industry in Russia. For this purpose, the issues of methodology for collecting official statistical information in tourism are considered, statistical data on tourism development are analyzed, and key indicators of the Tourism Development Strategy in the Russian Federation for the period up to 2035 are analyzed. The authors used general scientific research methods, namely, methods of reviewing the economic literature on the stated topic, analyzing statistical data characterizing the development of tourism in the Russian Federation in 2014–2018, and synthesizing the results obtained. The data source was indicators characterizing the development of the tourism and hospitality industries in Russia, the activities of collective accommodation facilities, and tourist companies. The study describes the social and economic aspects of the development of the tourism and hospitality industries in Russia for 2014–2018, identifies the necessary organizational and economic conditions to increase the volume of domestic tourism through administrative, fiscal, and social measures, proposes mechanisms to stimulate national tourism development to achieve the key indicators of tourism development until 2035.

The article explores the ideas of Academician O. Е. Kutafin about the social market economy of Russia, the role of the state in economic relations and the responsibility of the state for the economic well-being of citizens, as well as equality. The author concludes that these ideas were further developed and filled, in particular, in the positions of the Constitutional Court of the Russian Federation and the new norm of the Constitution of Russia and are relevant to this day. According to the author, in order to achieve the goals of sustainable economic growth guaranteed by the Constitution of the Russian Federation it is important to restore confidence between the state and business and maintain it in the future, develop clear and stable regulation of the economy based on the principle of equality and taking into account the specifics of the content of economic and business processes, as well as create favorable social conditions for the development of citizens, including through the financial provision of their basic needs.

Abstract:
The article defines the role of the state social order, which serves as a tool for the implementation of municipal and regional social programs. The author defines the stages and economic and legal support for the implementation of state social services. The issues of the emergence of risks of the state social order in the pilot subjects of the Russian Federation in the conditions of uncertainty of the volume of services are considered. The article presents the calculation of the probability of economic risks in case of non-fulfillment of services of the state social order. A more detailed study is devoted to the study of: organizational risks that depend on the level of uncertainty in the consumption of services; reputational risks that arise if, within the framework of the state social order, the supplier caused moral damage to the customer; budget risks interpreted as the probability of losses of the budgets of the budgetary system of the Russian Federation in the conditions of increasing costs for the execution of the state social order. Based on the results of the study, recommendations are proposed for creating conditions for an equitable competitive policy in the regions in the field of providing high-quality social ordering services, both by state performers and non-profit organizations.

Abstract:
Within the span of less than a decade, Russian teachers have lived through the collapse of the Soviet Union, the end of Communist rule, the emergence of a free market economy and levels of inflation which have pushed much of the population into poverty. Restrictive government poliies have been replaced with an infrastructure often described as corrupt and infeffective. New laws on education now allow for innovative curriculums and methodology, but economic restrictions have limited much possiblity for change. The purpose of this descriptive study is to examine the perceptions of Moscow educators regarding public educaion and society in Russia. Selected teachers were surveyed and interviewed about their perceptions of recent soical, political and economic changes within Russia; communism and the future of communism in Russia; democracy in Russia; schooling, students and teachers in general in Moscow; the creditation and training of educators in Russia; their responsibilities as educators in Russia; and the future of their individual professional lives. The study discusses the context of education and schooling in Moscow, provides data from a Likert type quesitonnaire and personal interviews, discusses the quantitative and qualitative data and uses a one way analysis of variance (ANOVA) with teachers' age as the variable. Major findings include teachers' perceptions that the political and economic changes in Russia are "inevitable." Teachers' lives continue to be restricted, however, that restriction is dictated by economics as opposed to political repression. The fall of the communist state is considered desirable and teachers are unsure if the communist party will ever again form the government of Russia. Teachers do not consider themselves to be "free" or Russia to be a true democracy, and most are undecided if Russia will become a true democracy in their lifetime. As well, the quality of public education is seen to have suffered since the end of the Soviet state with severe underfunding limiting the opportunities for innovative practice. Teachers, however, believe that educators in Russia are well- prepared to be professional teachers in post-communist Russia. They also believe that teachers are responsible for fostering a sense of Russian nationalism and instilling proper values in students. They have an important role to play in shaping Russian society in the future and are optimistic about the future of the teaching profession and the role they will play in determing that future.<br>1 v. The thesis explores the 'return' migration and resettlement experience of members of ethnic Russian and Russian speaking migrant populations who over the period 1991-2000 left their homes in the former republics of the Soviet Union to resettle on the territory of the Russian Federation, their 'historical homeland'. The study focuses upon individual experiences of resettlement in two regions of the Russian Federation, but locates these experiences within the context of the wider regional, national and global migration regimes. The thesis traces the development of the institutions and legislation of the Russian federal and regional migration regimes over the period 1995-2001. The study demonstrates that the way in which the migration process (the migration movement and subsequent resettlement) and the space of 'return' are constructed, through political and non-political discourse and practice, often conflicts with migrant experiences of the same process and their expectations of 'return'. It charts how migrants, despite displacement and the often constraining features of the surrounding migration environment, begin to re-construct their own sense of 'home' at the site of settlement. The study concludes that rather than the migration process of the Russian populations from the former republics being a 'return' to a 'homeland', for the individual migrant the process represents an attempt to re-create an immediate 'home', that is primarily achieved through a reliance upon personal networks of family and friends.

La diplomatie énergétique russe qui est au cœur de ce travail diffère des politiques industrielles classiques adoptées régulièrement par les États afin de développer leur pays, relancer son économie ou certains secteurs industriels. Elle entend en effet utiliser les ressources naturelles de la Russie, et singulièrement son potentiel énergétique (sachant que la Russie est à la fois producteur, consommateur, pays de transit) afin de retrouver son statut de grande puissance. Ce retour de puissance devant permettre à la Russie de sortir de la période de transition pour redevenir un acteur de premier rang dans un monde global redessiné par la fin de la guerre froide. Il s’agit pour elle de faire entendre sa voix, de participer en qualité de partenaire égal aux décisions et à l’élaboration des nouvelles normes rendues nécessaires par le bouleversement engendré par la fin de la guerre froide.<p><p>La diplomatie énergétique russe s’affirme pendant les années 2003-2004, comme une démarche pragmatique, un moyen opportuniste de rencontrer un projet politique en utilisant un des rares leviers dont dispose ce pays appauvri et affaibli – sa puissance énergétique qu’il s’agit de transformer un outil de puissance politique, raison pour laquelle la politique étrangère russe va être mise au service de ce projet. Le travail fait donc référence aux spécificités internes de la Russie et au contexte international afin d’identifier les faiblesses et les forces de cette diplomatie spécifique.<p><p><p>Russian energy diplomacy, with which this work is uniquely concerned, differs from the classic industrial policies adopted by states in order to re-launch their economies or certain industrial sectors. It has consisted of putting Russia’s natural resources and particularly its energy potential (as a producer, a consumer, and a transit country) to the practical purpose of restoring its status as a great power. For Russia, the return to power would permit the country to emerge from its period of transition and become a leading actor in the world reshaped by the ending of the cold war. It is a matter of making its voice heard, as an equal partner in international decisions and the formulation of the new political norms necessitated by post-cold war upheaval. <p><p>In 2002-2004 Russia developed this energy diplomacy as a pragmatic and opportunistic means of attaining a political objective with one of the few levers at the disposal of an impoverished and enfeebled country – that is to say, its energy potential, which it turned into a political tool. To this effect, Russian foreign policy has been made to serve the same project. Significant and rapid social change has occurred in Russia in the recent decade. With the collapse of communism and the dissolution of the former socialist block, Russian society entered a new stage of development, a stage of transformation towards a capitalist society with a democratic political system. In the course of this transformation, a new social group of Russian private capital owners has emerged.<br>This research focuses on the political attitudes and political participation of Russian businessmen who own and manage their own capital. In particular, it examines the extent to which capital owners are willing to support the consolidation of the democratic regime in Russia. The analysis was based on interviews with 60 capital owners conducted in Moscow, the capital of Russia. I examine their attitudes towards democracy, democratic institutions and democratic procedures, along with their ways of political participation in correlation with the size and origin of the capital that the businessmen own, controlling for age, education and political past. The purpose of this analysis was to establish if structural conditions such as the size and origin of the capital might play a role in a capital owners' pro-liberal political orientation.<br>Three main conclusions emerge from this research: (1) Russian capital owners are not uniformly pro-liberal in their political orientation, some businessmen being hostile to democratic political rule, and others having only limited pro-liberal political attitudes; (2) those capital owners who have pro-liberal political attitudes, limited or not, are the least likely to participate politically; (3) owners of small and medium sized independent type capital constitute the most pro-democratic group among Russian businessmen.

Abstract:
The concepts of power and state - particularly embedded in the idea of the Great Power, with a geopolitical perspective and a profoundly aggressive character - are tantamount in importance to the Russia's elite political ideology. However, the existence of different emphases within such a political ideology, ranging from the active-obstructive to the passive stances, brings into question the factors of variation that might be responsible for the elite's level of determination to pursue these concepts over an internal or foreign policy development. In addressing this query, two tasks are set: descriptive - involving a survey of the content of Russian aggressive political ideology over different periods in history; and explanatory - determining circumstances that might account for the empowerment of one or other option of Russian aggressive political ideology. Therefore, the thesis includes a comparison of historical periods with similar relevance to the Russian state. The concern here is in relation to shifting factors of variations of aggressive political ideology acting in the space-frame of one state, but in different time-frame. Resting on these frames the thesis explores the shaping of the Russian elite's defining principles of state internal and foreign policy development and traces the factors of variation responsible for the empowerment of one or other particular form of the aggressive political ideology. The factors of variation discussed in the thesis are different in nature and intensity. The primary impetus for variation in the form that aggressive political ideology would take is determined by the factor of national distress. Other factors (regime volatility, political and economic motivations, information dissemination, and challenges within the international system) are responsible for the depth and extent to which aggressive ideology is going to resonate. No factor could create the variation by itself. The argument is that a specific set of factors is required to create the conditions for variations in the form the aggressive political ideology would take and to determine whether aggressive ideology would generate or not an obstructive political decision.

<p>The break-up of the Soviet Union handed down the Russian Federation a number of Soviet environmental legacies ranging from contaminated areas to the old bureaucratic procedures and outdated practices. In the post-Soviet years of transition to a free-market economy Russia began to face increasingly acute tension between environmental security and economic development, and the state’s ability to effectively pursue environmental policies deteriorated. Current environmental policy-makers are faced with a multitude of challenges that range from complicated environmental systems to the inconsistent legislative framework and resource deficiencies. Although researchers have paid some attention to these problems, environmental decision-making remains a poorly illuminated area and constitutes a theoretically challenging problem. This paper addresses the regional environmental decision-making process in the Russian Federation. Using the Pskov region on the border with Byelorussia and the two future EU members Estonia and Latvia as a case study, this paper seeks to supply a better understanding of how environmental decisions are made on the regional and local levels with a special focus on constraints affecting environmental policy-making. The study attempts to explain the environmental decision-making process in light of the two competing theories of decision- making, incrementalism and the bureaucratic politics model. It is primarily based on interviews made in the Pskov region in the autumn of 2002.</p>

Abstract:
This study, by focusing on the economic reform attempts in the USSR and the privatization process in the Russian Federation, will question the scope of political change in Russia during the capitalist transformation process until the end of the Yeltsin period. It will be argued that the determination of the political processes on property relations during the time of the USSR persisted in the Yeltsin period since after the collapse of the USSR, main political actors of the Soviet system such as the Party and ministry officials and the enterprise managers maintained their dominant positions within the property relations. As will be shown in the thesis, this was ensured through their successful interventions in the privatization processes. Hence, people who had important positions in the former Soviet Union, became whether the new owners of state assets, or had the authority to determine the new owners.

Abstract. The scientific study is dedicated to the study of the pecu­ liarities of establishing legal facts in the conditions of the military aggression of the Russian Federation against Ukraine (since 2014), as well as the limits of the court’s discretionary powers in this area. The authors, within the framework of this theoretical and applied work, while delineating the limits of the court’s discretionary powers, singled out the general conditions for establishing a legal fact in the order of civil jurisdiction, classified legal facts related to military aggression in Ukraine according to the order of establishment, and also carried out a detailed comparative analysis of the revisions of Article 317 of the Civil Code of Ukraine, which underwent significant changes in connection with the adoption by the Verkhovna Rada of Ukraine on July 1, 2022 of Law of Ukraine № 2345-IX «On Amendments to Certain Legislative Acts of Ukraine Regarding the Peculiarities of Proceedings in Cases Establishing the Fact of Birth or Death of a Person in conditions of war or state of emergency and in temporarily occupied territories». A legal evaluation of these changes was given and their effectiveness was analyzed taking into account the already formed judicial practice. Peculiarities of the Georgian and Moldovan models of establishing the facts of the death/birth of a person in the temporarily occupied territory are singled out, since in the past Georgia and Moldova, like Ukraine, were «lucky» to experience the «care of a brotherly neighbor». Taking into account the military realities in Ukraine and the prevailing circumstances, an opinion is expressed as to whether it is possible to introduce features of the Moldovan and/or Georgian models in Ukraine.&#x0D; The purpose of the study is to outline the limits of the court’s discretionary powers regarding the establishment of legal facts in the conditions of the military aggression of the Russian Federation against Ukraine (since 2014). Isolation of the general conditions for the establishment of a legal fact in the procedure of civil jurisdiction. Taking into account the specific conditions and on the basis of the study of the judicial practice of the Unified State Register of Court Decisions, the classification of legal facts related to military aggression in Ukraine, according to the order of establishment. Analysis of key legislative changes made to the provisions of the Civil Procedure Code in terms of simplifying the procedure for establishing the fact of birth and death of a person in the temporarily occupied territory, under conditions of war and state of emergency. As well as a comparison of the relevant versions of Article 317 of the Civil Code of Ukraine to provide a legal assessment of the effectiveness of the changes made. Highlighting the key features of the Georgian and Moldovan models of establishing the fact of birth and death of a person in the temporarily occupied territory with the possibility of further borrowing and adoption of experience, as well as the implementation of such in Ukraine.&#x0D; Research methodology. The method of system analysis and compa­ rison was used during the research.&#x0D; Analysis of recent research and publications. A qualitative description of separate proceedings as an institution of civil procedural law is given in the works of M. M. Yasynok, O. O. Markova, V. Yu. Mamnytskyi, T. M. Balyuk, Y. M. Sadikova, Yu. V. Bilousov. The scientific works of A. V. Kostruba, K. I. Hychka, G. V. Kykot, V. V. Masyuk, and V. V. Komarov are devoted to the issue of establishing facts that have legal significance in separate proceedings under the Code of Civil Procedure of Ukraine. In addition, the study of the relevance of the indicated issues proves that the problems of legal regulation of the procedure for establishing the fact of birth and death of a person in the temporarily occupied territory of Ukraine are not fully studied. Although it is worth noting the significant contribution to research in this area by K. V. Husarova, I. M. Volkova, T. A. Stoyanova, M. H. Sviderska, O. I. Ugrynovska. and Pinyashka M., as well as other specialists in the science of civil procedural law. The empirical basis of primary source research is the modern legislation of Ukraine, as well as the legislation of Georgia and Moldova.In addition, it should be noted that M. Basilashvili covered the issue of comparative legal analysis of registration of civil status acts in Ukraine and Georgia in her research.&#x0D; Conclusions. It is obvious that cases on the establishment of facts of legal significance occupy an important place in judicial practice. The dynamism of social relations, and therefore the constant change of legislation in the conditions of war (since 2014), made it necessary to establish a new type of legal facts – a legal fact related to military aggression in Ukraine. The study of judicial practice on this issue gives reason to assert that the judicial body’s approach to the consideration of the specified category is becoming more and more qualitative. Aspecial role in the formation of the unity of judicial practice in solving the issue of establishing legal facts related to military aggression in Ukraine is played by the Supreme Court, which always stands guard to protect the violated rights of individuals. The legislative changes analyzed in this scientific study in terms of simplifying proceedings in cases of establishing the fact of birth or death of a person in the territory where a state of war or emergency has been imposed, or in the temporarily occupied territory of Ukraine, can rightly be called progressive, appropriate and necessary, since such are dictated by the realities of wartime in our country. Moreover, they will contribute to the unification of judicial practice in the matter of establishing the fact of birth and death of a person in the territory where a state of war or emergency has been imposed, or in the temporarily occupied territory of Ukraine. But the legislator still has a lot to work on in this matter. The regulation of the institution of establishing the fact of birth and death of a person in the temporarily occupied territory in Georgia and Moldova has many features, original legal norms that give grounds to conclude about the possibility of implementing specific positive points of foreign models of establishing the specified types of legal facts in Ukraine by improving Ukrainian legislation and applying in the Ukrainian legal space.

AbstractThis chapter discusses the general legal framework regulating Russia’s welfare system and access for national citizens, foreigners residing in the country, and national citizens residing abroad to social benefits in five policy areas: unemployment, health care, family benefits, pensions, and guaranteed minimum resources. Our analysis shows that the eligibility of Russian nationals for social benefits depends either on their employment status and contribution record (for pensions and other social insurance benefits), or their residence status (for social assistance and healthcare). The overall level of social protection of citizens residing in different parts of the country may differ substantially due to the decentralized structure of the social protection system in Russia. The rights of foreign residents to social security benefits are essentially the same as those of the nationals, as long as they are legally employed and make social security contributions. However, there are two major exceptions: pensions and unemployment benefits. Social assistance benefits provided at the regional level are typically available to all legal residents, foreigners included, with few exceptions. When deciding to permanently move abroad, Russian citizens lose their entitlement to claim social benefits from Russia, apart from acquired contributory public pensions.

AbstractRussia’s diaspora policies target a broad category of compatriots including both Russian nationals residing abroad and non-nationals with Soviet background, which are estimated at around 30 million people. Russian nationals abroad constitute about 1/5 of all compatriots residing abroad. Diaspora-related legislation and institutional framework are focused on compatriots living in former Soviet republics, so-called ‘Near Abroad’. Until 2006, diaspora policies addressed primarily cultural and language support of Russian-speaking compatriots abroad. In 2007, to compensate for the natural population decline, Russian authorities launched the State Program for Assisting Compatriots Residing Abroad in Their Voluntary Resettlement in the Russian Federation. Meanwhile, after 2010, the outflow of Russian nationals for permanent residence abroad increased. Between 2011 and 2017, the estimated 2.7 million people left the country to live somewhere beyond former Soviet republics. Russian citizens residing abroad have a right to pension benefits, one family-related benefit, and free access to public health services on the territory of Russia. Russian nationals permanently residing in the so-called ‘Far Abroad’ have been mostly beyond the outreach of the Russian authorities. Legislative initiatives targeting specifically this category of compatriots are rare, and often associated with control mechanisms rather than support measures.

AbstractIn this chapter we explore the higher education institutional landscape taking the case of the largest post-Soviet higher education system: Russia. In the Post-Soviet period, Russian higher education has tremendously expanded. The dramatic growth of the number of students and institutions has been facilitated by the introduction of tuition fees in public and a new private sector. The shifts in social and economic demand for professional fields affected the disciplinary and organisational structure of higher educational institutions.The external forces (economic, political, social conditions) and higher education policy have been changing during the last decades. In the first part of the transitional period, the state provided limited regulation of the higher education system. In the 2000s, it has returned to its role of the main agent of change of the higher education system design. The diversity of institutional types that evolved in Russian higher education illustrate the consequences of massification and marketisation, such as new “broad access” segments and institutional programme drift. Also, the governmental role in shaping institutional diversity can be seen through attempts to increase vertical diversity (excellence initiatives), on the one hand, and to restrain it by closing down bottom-tier institutions, on the other.

Russia's spatial development strategy has a geopolitical dimension and aims to streamline it, accelerate socio-economic development of regions, and integrate them more closely, defining a list of macro-regions and their composition, and identifying priority geostrategic areas and cross-border geostrategic areas of the country. However, the status of these territories is not filled with real geopolitical content as a major transport hub, which determines their geostrategic character in matters of national security. On the example of the Astrakhan region, we studied the peculiarities and prospects of development of geostrategic territories in modern geopolitical processes of the Greater Caspian Region. The methodological basis of the study is a comparative analysis of the adopted legislative documents "Strategies of Socio-Economic Development of Regions of the Russian Federation" in 2005, the Spatial Development Strategy of Russia until 2030 (from 2016) and the Spatial Development Strategy of Russia until 2025. A number of criteria have been identified as essential: "borderland", concentration of socio-economic development efforts in a particular region, ensuring Russia's national security. The Astrakhan region represents the middle priority geostrategic transboundary territory of the Russian Federation and the world at large. In the framework of the implementation of the Convention on the Legal Status of the Caspian Sea of 12.08.2018, the Astrakhan region may be granted certain priority competences deriving from the provisions of the Convention and defining the status of the Caspian Sea. In modern geopolitical conditions the Astrakhan region acts as a kind of buffer of national security in the South of Russia, providing geostrategic and political interests of the country, which allow fully vesting the studied region with a special geostrategic status "a priority geostrategic territory of the Russian Federation".

The development of cultural ties and cooperation between Russia and China in the field of education correlates with the current strategy of internationalization of Russian universities. Many Russian universities today tend to develop partnerships with Chinese universities. In particular, the number of Chinese students studying in Russian universities constantly increases; academic exchange programs are successfully implemented, the number of scientific contacts between representatives of universities of the two countries grows. The implementation of such cooperation is accompanied by problems of social and cultural interaction in the field of education of Russian and Chinese students. The general purpose of the study was to identify the axiological component in the interaction of Russian and Chinese students in the space of the Russian university. Chinese students who study in Yekaterinburg universities (390 people), Russian students who study/live with Chinese (500 people), 10 Chinese experts, 10 Russian experts in the field of education in Russia and China were interviewed. The results suggest that the Russian students find the values of hedonistic nature – love and pleasure – to be more important than the Chinese ones, while the Chinese students consider study and personal security to be most important (and this is determined by the goals of coming to Russia and the conditions of staying in the territory of a foreign country). Nevertheless, it cannot be said that the values of students from the Russian Federation and the People’s Republic of China differ radically and may interfere with the productive socio-cultural interaction between them. Besides, the great importance of such values as world peace and love of country for Chinese students can be the basis for attracting them to participate in the activities of patriotic and cultural student associations that already exist in the Ural universities. The practical significance of the results obtained is that the identified problems of socio-cultural interaction between Chinese and Russian students make it possible to develop technologies for optimizing the socio-cultural interaction of foreign students in Russian universities, which is especially important in the initial stages of their education in Russia. Among the recommendations for optimizing the process of entering Chinese students into Russian universities (in addition to Russian language classes) are joint Russian-Chinese leisure and holiday events, joint social student associations (volunteering, tourism, music, etc.), excursion programs aimed at acquaintance with the culture of the host country, the joint interaction of Russian and Chinese students in social networks and messenger apps.

Abstract:
The socio-economic system of Russia and its regions has faced two shocks in recent years – restrictions caused by the pandemic coronavirus in 2020 and sanctions imposed in spring 2022. In these conditions, the need to form methods for forecasting economic shocks that can respond to the emerging challenges becomes more relevant. The article provides an analysis of economic shocks as a phenomenon, and offers some approaches to assessing the shock impact, applied both abroad and in Russia. Shocks to Russian regions are investigated using the principal component analysis (PCA) and R-statistics tool (R programming language). As a result, three clusters are identified, which include subjects of the Russian Federation, based on the degree of damage caused by restrictive measures at the onset of the coronavirus pandemic. Conclusions are drawn on the possibilities of improving the tools for assessing economic shocks at the macro- and meso-levels.

Separately, on the basis of this concept, the development of the economy and social sphere of the Arctic bloc as a whole is considered. The main strategic directions for the development of the Arctic and the current regulatory framework of the Russian Federation are being investigated. The author proposes to solve issues related to the socioeconomic problems of the Arctic through the adoption of comprehensive concepts and regulatory legal acts. The main conclusion of the work is to improve the regulatory framework through the adoption of a separate codified act.

Abstract:
This electronic resource contains a critical summary of the problems of sovereign statehood and the responsibility of public authority in the light of an interdisciplinary systemic organic approach. The author reveals the essence and content of the categories “sovereign statehood” and “responsibility of public authority” as key factors of the state legal system for ensuring the life of the Russian Federation in the conditions of the emergence of a new world order. It is shown that the multi-valued category of “statehood” (statehood, stateness, nationhood, nationness) reflects the complexity of the concept, which characterizes the status and ability of the state to carry out its functions, and on the other hand, reflects the cultural-historical and spiritual-ideological unity of society, which is the deepest internal semantic content both preceding the state and completing its sociohistorical formation in the course of state development and historical transformations. Based on the systemic-organic approach and within the framework of the structure of the Aristotelian tetrad, the author reveals an integral model of the political and legal phenomenon of “statehood”, in which the final cause (ethion) is determined by “sovereign statehood”, which presupposes unity, integrity, actual autonomy, independence, independence and self-sufficiency states in making decisions that ensure the historical existence and development of the country. The work presents a theoretical understanding of social (public) solidarity as a legal construct and instrument of social harmony and integrity of the state-legal body of the Russian Federation. It is shown that public solidarity, as a constitutional and administrative-legal phenomenon in its positive and negative forms, creates the necessary basis for the implementation of the principle of mutual responsibility of the individual, society and state. An idea of the responsibilities of the state, its bodies and officials to the individual and society is given, the role and place of public legal responsibility of holders of power in the solidary social mechanism is outlined. In general, the results of interdisciplinary research are aimed at identifying key factors in social theory and practice that contribute to the acquisition of true independence and self-sufficiency of Russian statehood and the preservation of the civilizational foundations of a multinational Russian society. The manual will be useful to undergraduate and graduate students studying social and political sciences, and anyone interested in the theory and practice of government.

In the future, the author identifies a change in the vector of development of social entrepreneurship in the Russian Federation and assistance from the state in various priority areas in order to develop economic entities. It is proposed to improve some articles of the current legislation and, at best, to adopt a separate federal law "On Social Entrepreneurship of the Russian Federation."

Abstract:
The article examines modern media texts in the field of political journalism; the role of information narratives and emotional markers in media doctrine is clarified; verbal expression of rational meanings in the articles of famous Ukrainian analysts is shown. Popular theories of emotions in the process of cognition are considered, their relationship with the author’s personality, reader psychology and gonzo journalism is shown. Since the media text, in contrast to the text, is a product of social communication, the main narrative is information with the intention of influencing public opinion. Media text implies the presence of the author as a creator of meanings. In addition, media texts have universal features: word, sound, visuality (stills, photos, videos). They are traditionally divided into radio, TV, newspaper and Internet texts. The concepts of multimedia and hypertext are related to online texts. Web combinations, especially in political journalism, have intensified the interactive branching of nonlinear texts that cannot be published in traditional media. The Internet as a medium has created the conditions for the exchange of ideas in the most emotional way. Hence Gonzo’s interest in journalism, which expresses impressions of certain events in words and epithets, regardless of their stylistic affiliation. There are many such examples on social media in connection with the events surrounding the Wagnerians, the Poroshenko case, Russia’s new aggression against Ukraine, and others. Thus, the study of new features of media text in the context of modern political narratives and emotional markers is important in media research. The article focuses review of etymology, origin and features of using lexemes “cмисл (meaning)” and “сенс (sense)” in linguistic practice of Ukrainians results in the development of meanings and functional stylistic coloring in the usage of these units. Lexemes “cмисл (meaning)” and “сенс (sense)” are used as synonyms, but there are specific fields of meanings where they cannot be interchanged: lexeme “сенс (sense)” should be used when it comes to reasonable grounds for something, lexeme “cмисл (meaning)” should be used when it comes to notion, concept, understanding. Modern political texts are most prominent in genres such as interviews with politicians, political commentaries, analytical articles by media experts and journalists, political reviews, political portraits, political talk shows, and conversations about recent events, accompanied by effective emotional narratives. Etymologically, the concept of “narrative” is associated with the Latin adjective “gnarus” – expert. Speakers, philosophers, and literary critics considered narrative an “example of the human mind.” In modern media texts it is not only “story”, “explanation”, “message techniques”, “chronological reproduction of events”, but first of all the semantic load and what subjective meanings the author voices; it is a process of logical presentation of arguments (narration). The highly professional narrator uses narration as a “method of organizing discourse” around facts and impressions, impresses with his political erudition, extraordinary intelligence and creativity. Some of the above theses are reflected in the following illustrations from the Ukrainian media: “Culture outside politics” – a pro-Russian narrative…” (MP Gabibullayeva); “The next will be Russia – in the post-Soviet space is the Arab Spring…” (journalist Vitaly Portnikov); “In Russia, only the collapse of Ukraine will be perceived as success” (Pavel Klimkin); “Our army is fighting, hiding from the leadership” (Yuri Butusov).
