Abstract:
An article in a scientific journal is the key element of modern scholarly communication system, in which scientific journals act as conductors of national science and researchers to the international level. Integration of Russian scientific journals into the global knowledge system and improving their competitiveness are necessary conditions for improving the competitiveness of Russian science itself.Today, we see a low quality of Russian scientific periodicals with an excessive number of journals. The highly competitive environment and the total use of bibliometric approaches in the research and assessment of science born unfair race for indicators, developing imitation science. The study aims to analyze, determine and propose solutions of topical issues of Russian scientific journals. The article is a case study of the oldest monthly scientific and production journal “Occupational Safety in Industry”. The transformation of the work of the editorial board is considered within the 2016–2019 period. We analyze the history of formation, development and the common problems of restructuring the activities of the editorial boards that have occurred in recent years. It is shown that the formalization of scientometric indicators and their impact on funding cause a sharp increase in the number of authors with multiple affiliations. In general, the use of bibliometrics in Russia has generated a number of systemic risks that threaten the development of national science. The study formulates the tasks and nearest prospects for the development of scientific journals as the basis for a changing scholarly communication system. It is necessary to develop the qualitative scientometrics with new scientometric indices and qualitative author-evaluating indicators (with more precise scientometrics, new tools will appear, including those for identifying dishonest scientists). To improve the evaluation system of Russian scientific journals, we propose: improving the generally accepted scientometric methods taking into account Russian specifics and introducing a system for assessing and monitoring the quality of Russian scientific journals, combining the use of bibliometric information and independent expert evaluation. The creation of high-quality scientometrics is possible with the use of artificial intelligence systems. The proposed steps will build a self-regulatory ecosystem on the Russian space of scholarly communication with well-functioning high-quality expertise, which will determine the future of scientific journals.

Abstract:
The MEDLINE database and PubMed.com web-platform are the world’s best-known and most used sources for search scientific information in biology and medicine. Indexing in MEDLINE and making a journal searchable through PubMed.com is a most powerful tool to promote it worldwide. No other databases, even Scopus and Web of Science, can be compared with MEDLINE in terms of its effect on the readability and availability in web-search results. At the same time, medical and biological journals from Russia have serious problems with the MEDLINE indexation results in an extremely low presence of publications from Russian journals in this database. Over the past decade, the number of Russian journals indexed in MEDLINE has significantly decreased. Present article discusses the main characteristics of the MEDLINE database and PubMed.com, their journal selection process and the reasons for their high importance in scientific journals promotion, as well as the experience of submitting journals for peer review to be indexed in this database. Both positive and negative experience of preparing a journal for indexing in MEDLINE is considered, this can help the editors and publishers of all biology and medicine journals in Russia in solving this task.

Semerikov S.O. Pototskyi V.S., Slovak K.I., Hryshchenko S.M. and Kiv A.E. Automation of the Export Data from Open Journal Systems to the Russian Science Citation Index. It is shown that the calculation of scientometric indicators of the scientist and also the scientific journal continues to be an actual problem nowadays. It is revealed that the leading scientometric databases have the capabilities of automated metadata collection from the scientific journal website by the use of specialized electronic document management systems, in particular Open Journal Systems. It is established that Open Journal Systems successfully exports metadata about an article from scientific journals to scientometric databases Scopus, Web of Science and Google Scholar. However, there is no standard method of export from Open Journal Systems to such scientometric databases as the Russian Science Citation Index and Index Copernicus, which determined the need for research. The aim of the study is to develop the plug-in to the Open Journal Systems for the export of data from this system to scientometric database Russian Science Citation Index. As a result of the study, an infological model for exporting metadata from Open Journal Systems to the Russian Science Citation Index was proposed. The SirenExpo plug-in was developed to export data from Open Journal Systems to the Russian Science Citation Index by the use of the Articulusrelease preparation system.

Abstract:
The paper deals with the problem of network dependence of Russian news magazines and the actual dictates of international network structures (Scopus, WOS, etc.) that set their own requirements for their content and quality. The latter influence not only the scientific rating of journals, but also the publishing policy of their publications. The situation is further complicated by the fact that the rules of the game imposed by them have been adopted by the country's state authorities and, first of all, by the Ministry of science and higher education of the Russian Federation, which has tightened the requirements for reports of scientific and educational institutions, as well as researchers and teachers, including mandatory publications in Scopus and other international databases. Despite the efforts made by the Presidium of the Russian Academy of Sciences and the leadership of higher education institutions, Russian science was dependent on these structures, which began to determine the directions and priorities of its development, including selecting the subject and language of journal publications. All this is a direct violation of the constitutional norms of the Russian state and the right to freedom of scientific creativity of scientists. The scientific community of Russia is faced with the task of protecting the interests of journal editors and protecting the right of authors to Express their own scientific position and the ability to present publications in their native language.

Abstract:
Scientific challenge: A study of the current state of library and information sciences via bibliometric analysis of scientific journals and their editorial board members, i. e. geographic distribution and bibliometric analysis of their scholarly output resulting in additional approaches to evaluate serials and scientific area.Purpose: Bibliometric analyses of journals and scholarly output and geographic distribution of their editorial board members being the most authoritative experts over the last 5 years; detection of large scientific centers of library and information science; detection of a core of academic journals.Originality: For the first time in Russian literature results of the analysis of editorial boards are described for additional evaluation of library and information science journals and relevant scientific areas in general. Due to a limited number of papers on analysis of editorial boards this paper can be used as methodological one as well.Findings: Analysis of geographic distribution enabled us to detect a share of foreign members of almost 25 percent. The largest groups of Russian experts are located in Moscow and Saint-Petersburg, but also in two regional centers of the European part of Russia – Voronezh and Samara, while only Novosibirsk is the center of the Siberian expert group in library and information science. Experts mainly work at universities, followed by research organizations of The Ministry of Science and Higher Education. Wide range of bibliometric indices of editorial board members correlates with that of relevant journals. Some approaches of editors to enhance journal indices are detected including publication of their own high-level papers in journals which they are working for since these papers are attracting a larger amount of citations as compared with papers of other authors. Another strategy assumes that editorial board members cite their own journal in other serials. Co-citation data of analyzed journals predominantly demonstrate the absence of strong connections between journals. Conclusions: Editorial boards play a significant role in enhancing bibliometric indices of journals, and stronger integration of Russian library and information science society is necessary which may result in increasing currently low ranks of the studied journals among international serials.

Abstract:
The article reflects the main results of comparative bibliometric analysis of the scientific-practical Russian Journal of Library Science “Bibliotekovedenie” and foreign journals in the library sphere. The purpose of the study is to determine the growth points and development directions of the Russian Journal of Library Science for the formation of international scientific communication practices and professional discourse. The object of the research was metadata array of fourteen foreign English-language library journals included in the international scientometric databases Scopus and Web of Science, and the journal “Bibliotekovedenie” for 2015—2019. The authors used content analysis method, the method of comparison and correlation, as well as criterion method based on determination of relevant indicators and development of criteria for evaluating journals to identify parameters of similarity and difference, followed by the use of method of data interpretation based on modern cultural-philosophical and cultural-theoretical principles and concepts. As a result, the study identified the typical topics for the most frequently cited articles in the foreign journals. The authors show that the journal “Bibliotekovedenie” publishes the articles that can be attributed to most of the presented topics. However, most often they are characterized by another emphasis, presentation style and structure of the text, as well as approaches to conducting research. Trends in the citation of articles in Russian publications indicate the difference in a set of priority topics. The authors conclude that these differences depend not only and not so much on the “collision” of traditional and modern vision of the situation from the point of view of scientific research, but rather on deeper reasons based on cultural differences. These reasons are driven by the postmodern increase of the impact of culture on the development of science, reflecting these differences in the languages of cultures and in the translations, as well as by other, sometimes opposite, trends in the development of socio-cultural situation in different countries, related to the understanding of place and role of libraries, books and information in modern society.Based on the obtained results, there was adjusted the development plan of scientific-practical journal “Bibliotekovedenie”, as well as its name in English, starting 2019 (no. 6) — Russian Journal of Library Science.

Abstract:
The authors developed an approach to comparative analysis of scientific journals collections based on the analysis of co-authors graph and the text model. The use of time series of co-authorship graphs metrics allowed the authors to analyze trends in the development of journal authors. The text model was built using machine learning techniques. The journals content was classified to determine the authenticity degree of various journals and different issues of a single journal via a text model. The authors developed a metric of Content Authenticity Ratio, which allows quantifying the authenticity of journal collections in comparison. Comparative thematic analysis of journals collections was carried out using the thematic model with additive regularization. Based on the created thematic model, the authors constructed thematic profiles of the journals archives in a single thematic basis. The approach developed by the authors was applied to archives of two journals on the Rheumatology for the period 2000–2018. As a benchmark for comparing the co-author’s metrics, public data sets from the SNAP research laboratory at Stanford University were used. As a result, the authors adapted the existing examples of the effective functioning of the authors collaborations in order to improve the work of journals editorial staff. Quantitative comparison of large volumes of texts and metadata of scientific articles was carried out. As a result of the experiment conducted using the developed methods, it was shown that the content authenticity of the selected journals is 89%, co-authorships in one of the journals have a pronounced centrality, which is a distinctive feature of the policy editor. The clarity and consistency of the results confirm the effectiveness of the approach proposed by the authors. The code developed in the course of the experiment in the Python programming language can be used for comparative analysis of other collections of journals in the Russian language.

Abstract:
The article presents the author’s reflection on the topic of scientific communication and forms of presentation of scientific results in the form of journal publications. As a starting point for reflection served the meeting that took place on March 28, 2019 held by the editor-in-chief of the Russian Journal of Philosophical Sciences Khachatur Marinosyan with new researchers. The event was mainly devoted to the structure of the representation of modern knowledge, a crucial role in which is continued to be played by a scientific journal that should be considered as a special phenomenon of intellectual culture. The operation of a journal is considered from the communicative perspective. In addition to the main topics of scientific communication, during the meeting some relevant to the institutional functioning of knowledge topics were also discussed: ageism, interdisciplinarity, transmedia, formalization of knowledge, international unification and formal indexation of journals. The meeting, which format was unusual for contemporary Russian science, aroused the interest of the professional community. The relevance and just-in-time character of the “dialogical” approach to the functioning of science was evidenced by the participants. The Social Philosophy Department of the Institute of Philosophy of Russian Academy of Sciences hosted the meeting, which was attended by the beginning scientists from Lomonosov Moscow State University, National Research University Higher School of Economics, Institute of Philosophy of the Russian Academy of Sciences and independent researchers who do not have an institutional position in academic institutions but are engaged in research activities. The most important conclusion of the meeting is that there are the possibility and necessity of thematic updating of humanitarian and, in particular, philosophical knowledge by the work of beginning but promising authors, and editorial boards should be ready to that if they want to maintain journal’s leading status and keep up with the times.

Abstract:
Currently, the issue of determining the rating and scientific significance of journals remains very important. It provides a review of the methods for assessing the quality of Russian and foreign journals. Purpose of work. The aim of the study is to develop mathematical models allowing to simulate and predict the dynamics of an integral indicator of the scientific development of a journal. Materials and methods. The paper defines the set of scientometric indicators for assessing the scientific significance of journals. The independence of factors was investigated using a matrix of matching correlation coefficients. A method for obtaining a mathematical dependence that reflects the relationship between the selected scientometric indicators and the integral indicator, based on the application of the multidimensional average method, is proposed. The ranking of factors is performed by the expert method. The weight coefficients were calculated using the Fishburne method. As the source data, we used available information from the scholarly e-library. The results of the study. Using the formula obtained, the values of the integral indicator for 7 years have been calculated from the source data using the example of the Journal 1. Using a similar technique, we derived the dependence of the integral indicator on key indicators of the Journal 2, for which the Science Index indicator has not been defined. The forecast of bibliometric indicators (factors) and the integral index of the journal for the next three years is made. To predict the nature of the change in factors (number of citations), anquadratic and cubic dependence is selected. The influence of joint change of factors on the integral indicator is investigated. Discussion and conclusions. The developed mathematical models can be used to analyze changes in the complex of scientometric indicators over time when designing a development strategy for scientific journals and making managerial decisions.

Abstract:
The analytic review of work of the scientific journal «Environmental Dynamics and Global Climate Change» (EDGCC) over the 10 years since the first publishing is presented here. Statistical (science metrical) data were summarized to reveal what papers were most interesting and useful for readers.Two-year impact factor (IF) of the journal increases persistently. During last five years it shows five-fold increase reaching a certain level among other Russian journals of the respective category. Number of EDGCC authors (special issues were not considered) does not vary substantially: 10-16 authors are published in EDGCC each year (among the first authors – from 4 to 10). The Hirsch index also increases stably during all years of publication showing that authors with higher qualification start to submit their papers to the journal. 26 scientific journals were selected randomly among those where authors of EDGCC publish their papers to compare science metrics of EDGCC with other journals (based on 2016 data). Two-year IF based on Russian Science Citation Index of 70% of these journals was lower than IF of EDGCC. The half-live of EDGCC papers is close to the average value for our ensemble. The EDGCC mean Hirsch index was higher than Hirsch index of 63% of all journals selected for our study. The value of probability of citation after reading was the highest for the test sample. Bibliometric parameters of ten most cited EDGCC papers were also analyzed here. Based on provided analysis following recommendations on improving EDGCC as scientific journals have been formulated: translation of papers into English, selection of manuscripts relevant to the journal topic, increasing the number of theoretical papers, improving the quality of experimental papers. Discussion section reviewed in a usual manner seems to be optimal decision to provide future development of the journal. New referee questionnaire modified according to the recommendations above for improvement of manuscripts quality is attached in appendix.

Abstract:
The article analyses the state of the art and the prospects of the Russian political science in terms of scientific communication. Political science develops through discussion on key problems of its subject matter: political power, legitimacy, justice, political regimes, etc. The quality of the discussion shapes the development of political science. The basic medium of the discussion remains an article in a scientific journal. Editorial policy of the leading journals is a key instrument for shaping the discussion and defining its norms and standards. There are few challenges for the Russian political science with respect to the development of a dialogue among its authors and scientific schools. First, it still has a form of a monologue rather than dialogue. There are a number of attempts to establish a dialogue with the leading foreign authors and a deficit of discussion among Russian political scientists. Second, double blind peer review still remains a rear practice. It is the only means for ensuring the high quality of scientific communication. Third, the quality of the discussion directly depends upon the differentiation of political science in the form of scientific schools. The Russian political science has a low degree of school differentiation. And the few schools that did manage to get established evade a dialogue on constitutive questions on theory and practice of political science. The author suggests that coordination of the leading journals’ editorial policy through different forms of institutional interactions including the Russian Political Science Association and the Russian International Studies Association might be an effective tool to encourage the discussion in the Russian political science and dialogue among its schools.

Abstract:
Purpose The purpose of this paper is to evaluate the journals of the Russian Science Citation Index (RSCI) (Web of Science platform) in respect to publication misconduct and predatory practices. Design/methodology/approach The paper employs formal criteria developed by the Disseropedia of Russian Journals (a.k.a. the Journal Project of the Russian Dissernet). Findings A substantial number of the RSCI journals violate publishing ethics and/or are involved in predatory practices (fake peer-review, plagiarism and self-plagiarism, publication of pseudoscientific papers and so on). The general trend is negative: the number of such journals was higher in July 2018 than in 2015 when the RSCI was launched. The authors propose that this situation is due to the non-transparent and partly defective process of journal selection involved; primarily it can be attributed to problems with the RSCI expert pool. Research limitations/implications Many cases of publication misconduct are inevitably overlooked due to natural limitations of the tools. Originality/value The approach and methods were developed by the Disseropedia of Russian Journals and the Dissernet for the specific local Russian situation, where the scientific and editorial community is corrupt and the institution of reputation does not work properly. The authors believe that the experience may also be helpful for scientists and academic officials from other countries.

Еmail: olga.k@yonsei.ac.kr DOI: 10.17323/727-0634-2017-15-4-617-628 Representation of women in academic outputs is an important indicator of a country’s gender equality. Starting in the 1950s, extensive scientific growth in the Soviet Union came with the establishment of a large number of academic institutions and journals. However, this massive rise in academic production has not been accompanied by an increase in equality between women and men in terms of publications; the sciences and the humanities remain dominated by men. This study focuses on gender disparity in domestic academic productivity. The availability of online archives and a long history of publications were crucial factors in choosing specific journals for this study. Collected data include the output statistics of the following journals: for humanities, Questions of History (1955–2013) and Russian Literature (1958–2014); for sciences, Acoustical Physics (1955–2014), Mathematical Notes (1967–2014), and Biomedical Chemistry (1956–2014). In addition, a list of publications of the journal Questions of Psychology available in the period between 1980 and 1999 was also taken into account. The data show the percentage of female academic outputs and its changes through the decades, taking into account the socioeconomic, political, and historical background. A brief analysis of the scientific productivity reveals underrepresentation of women authored publications in mathematics (7 %), physics (11 %), and history (15 %). On the other hand, psychology (40 %), biochemistry (39 %), and literature (28 %) show better rates of gender equality. The article provides an explanation of this phenomena. During decades, a slight increase of women authored outputs gradually occurred in every scientific discipline, although this share was still low overall. The outcomes were compared with gender representation in sciences and humanities in other countries, which allows the conclusion that gender disparity in terms of the academic output in analysed Russian journals is not unique but follows global trends.

Abstract:
This article considers the current state and evolution of the Russian publication flow in the field of Computer Science in the Web of Science (WOS) database. In this article, we use the term "Informatics" for "Computer Science". The study analyzes the Russian flow to determine its position in the world Computer Science publication flow and its compliance to the National project "Science" requirements. We analyzed the Russian publication flow in 2010–2019 and compared it with other countries. The structure of the flow by the document type and its temporal dynamics was studied as well as the impact on citation metrics. Compliance of the flow characteristics to the requirements of the Ministry of Higher Education and Science of the Russian Federation (Ministry) requirements was analyzed. The analysis indicates an increase in the number of Russian computer science publications within 2010-2019,which outstrips the increase in the total number of world publications in Computer Science. This allowed Russia to move from 34 to 15 positions in the world rating in the studied research area. However, this position is not sufficient to achieve the goal of the "Science" National Project, namely, at least, the fifth position in the world rating.According to the methodic requirements of the Ministry, four types of documents were studied: Journals Articles, Conferences Proceeding Papers, Book Chapters, and Reviews. All journals have been classified into the WOS journal quartiles. Our analysis shows that the percentage of publications in the journals of higher quartiles (first and second) increases constantly and made 42 % in 2019.An increase in the number of the Conference Proceeding Papers was the highest among the studied document types. The number of citations of the published documents was studied for each document type. It was shown thatthe citing of the Journal Articles is by the order of magnitude higher than that of the Conference Proceeding Papers. This result indicates the very low interest of the Scientific Society to the Conference Proceeding Papers as compared with the Journal Articles. We conclude that an increase in the number and relative share of the Conference Proceeding Papers together with their low citation results in the low numbers of the overall citation of the Russian publication flow in comparison with other countries neighboring Russia in the world rating. The "Quality Coefficient" was calculated according to the Ministry’s methodic requirements. It was shown that the contribution of Conference Proceedings Papers to this coefficient is much lower than Journals Articles despite the number of the Conference Proceeding Papers is significantly higher. As a result, the flow of Russian publications in the field of Informatics demonstrates significant, though insufficient, growth within the analyzed period. Special attention should be paid to the document type structure of the flow.

Abstract:
World economic science covers a huge variety of theoretical and practical issues. Russian socio-economic transformation is its natural part of theoretical studies. We believe that this is an objective situation of “two discourses”. Many Russian scientists work in the sphere of the “World discourse” and have achieved certain individual successes. The efforts of Russian scientists concentrate on national problems, so the volume of research and publications in the “Russian discourse” is much greater, as is our contribution to economic science. Interest in the “Russian discourse” on the part of the world science is limited and it cannot get a lot of place in high-profile journals, which is reflected in the ratings. Differences in the discourses are not rigid, but noticeably correspond with the groups of authors of scientific works. Works on the “Russian discourse” determine the picture of publications in the national journal field.

Abstract:
Researchers rely on a system of scientometric ratings when they assess the development of a scientific journal. This approach does not allow us to understand the reasons for the results achieved and the specifics of the business model of the publication. The paper describes the study of scientific journals through a prism of the ecosystem approach. The hypothesis is tested that a highly rated scientific journal, its authors and readers together represent a closed ecosystem with specific properties. The research methodology is based on the author’s toolkit which consists on the calculation of ecosystem closeness indicators: the share of affiliated authors, their correlation with the average influence of a paper, diversity and fluidity. The authors suggest that low rates of variability and diversity indicate a closed type of journal ecosystem. Generalization and interpretation of empirical results was carried out by the method of cluster analysis. The information base is a panel metadata of 20 scientific Russian journals for 2013–2020, which have the maximum Science Index ratings on economic and management fields. Also, the authors analyzed the data on the number and level of concentration publications by the editorial board members and staff of the holding institution, as well as the intensity of publications of individual authors. There have been identified four clusters of studied journals being as a base of the empirical verification. The first and third clusters are characterized by the highest rate of closeness. The lowest level of variability in the sample has been recorded for the third cluster. The journals of the second and fourth clusters have a conditionally closed ecosystem and have been characterized by a top-rated of variability. They are characterized by a low share of publications by affiliated authors. However, it was revealed that there had been a group of authors who had a significant impact on the journal’s ecosystem development. The study results can be of value for the strategies formation of scientific journals development.

Abstract:
The article is a little modified and edited version of an article by Doctor of Medical Sciences, Professor, Corresponding Member of the Russian Academy of Medical Sciences Boris Nikityuk (1933-1998), an famous Soviet and Russian anatomist and anthropologist, initiator of publications and founder of the scientific journal «Russian Morphological Newsletter», which was the opening first article in the first issue of this journal. The Editorial Board of the journal publishes this article in memory of the 85th anniversary date of birth (1933) of the founder of the journal, Professor Boris Nikityuk and on occasion of the 25th anniversary, which was in 2018 since the date of the founding of the journal «Morfologicheskie Vedomosti - Morphological Newsletter» (1993). It is devoted to the most pressing problem in the modern world from a scientific anatomical and anthropological point of view - the morphological, more precisely biological, consequences of one of the most difficult and catastrophic social phenomena - wars. Numerous scientific data, including the author’s own data, are argue the point of view, expressed a century ago by renowned anthropologist Valerian Bunak’s, that wars have as their main consequence not a direct reduction in the number of people who have the best physical qualities, but more pronounced and adverse effects on populations of subsequent generations. The author uses the term original scientific term «biological well-being» of a species «homo sapiens» as one of the criteria characterizing its evolution in the absence of wars and the peaceful coexistence of peoples. The title of the article has been changed, as a main conclusion of the article has been added the phrase «from homo sapiens to homo placidus» and also has been added the references, which are absent in original text.

Abstract:
The review analyzes not only the content of the article Russian roots in Crimea written by the famous scientist-researcher L. F. Boltenkova and published in journal Issues of National and Federative Relations No. 8, Vol. 9, 2019, but also explores the logic of presentation. An attempt is made to answer the question why such studies appear in the scientific literature today. The article, albeit briefly, but clearly traces a historical connection of the territories that form modern Russia: Crimea, the North Caucasus, the Volga region, Siberia, etc. since the time B.C. Historically, Russian roots appeared in Crimea naturally, in the period before Kiev Rus, they strengthened during the Kiev period of the Ancient Russian state. Due to the loss of sovereignty by Kiev and its entry into the Lithuanian-Polish state, successive Russian relations with Crimea were historically carried out by North-Eastern Russia (Moscow). Although the main form of communications was attack-defense, but they forged the victory of Russia (Moscow) at the cost of incredible victims.
