Abstract:
Purpose. The aim of the article is to study the genesis and development of legal regulation of the mechanism of concluding agreements as a means of reaching a compromise in the criminal justice of Ukraine. Methodology. The methodology involves a comprehensive study of historical and theoretical material on this issue, as well as the formulation of relevant conclusions and recommendations. The following methods of scientific cognition were used during the research: historical, historical-legal, terminological, formal-logical, system-functional. Results. In the course of the research it was established that the domestic experience of the development of the institution of agreements in criminal proceedings originates from Russka Pravda, which enshrined the rules of simplified proceedings, and the guilty plea directly affected the final decision. An important stage in the development of legal regulation of compromise procedures was the adoption in 1864 of the Statute of Criminal Justice. According to its provisions, if the accused pleaded guilty and his confession did not cause the judge to doubt, the judge could immediately proceed to sentencing in the case, without further investigation. In the pre-revolutionary and Soviet historical periods, the nature of criminal justice was particularly strongly influenced by the political regime. In 1918-1960 there was a significant slowdown in the development of compromise criminal procedure institutions. Scientific novelty. According to the results of the study, it is established that the institution of agreements in criminal proceedings continues its formation taking into account the historical preconditions of its development. Practical significance. The results of the research and historical experience of legal regulation can be used to improve the current legislation of Ukraine, which regulates the mechanism of concluding agreements in criminal proceedings.

Abstract:
In this article the essence of the institution of legal inheritance in the Ukrainian society of the X–XVII centuries is established. It is proposed to distinguish three stages of the development of this institution. In the X–XII centuries legal inheritance was regulated by barbaric consuetudinary law, since the XI century it was fixed in Russka Pravda. The heirs were the sons of the deceased; daughters got a share of parental property in the form of a dowry. The widow had the right to dispose of the property, but until she remarried. The property of persons who did not have sons was considered to be extortionate and was passed to the prince. Inheritance by will actually coincided with legal inheritance in terms of the circle of heirs. In the XIII – early XVI century hereditary relations were regulated by the rules of feudal law, fixed both in written law and in legal customs. The circle of legal heirs was expanded, daughters were allowed to inherit as well as sons, but all landowners were obliged to ensure military service from the estates. If there were no children, other relatives and a widow could inherit. The property of persons who had no relatives was considered extortionate and was passed to the prince. In the late XVI and XVII century the feudal law, including hereditary, was transformed into early modern. The institution of legal inheritance became more complicated and consisted of the rules of written and consuetudinary law, its formation was also influenced by legal practice. As a result, there was a certain dualism of inheritance by law: the practice was not the same for the privileged classes and the common population. Among the social elite, along with the recognition of women's inheritance rights, the restrictions on the inheritance of parental property by married women were deleted, and the inheritance rights of other relatives were expanded. The unprivileged urban and rural population in the practice of legal inheritance used archaic norms of consuetudinary law, which were formed in previous periods.

Abstract:
The article analyzes the materials of memoirs, letters, autobiographical notes and diary entries of the best representatives of Russian liberalism, such as D.I. Shakhovsky, V.I. Vernadsky, A.A. Kornilov, and A.V. Tyrkova-Williams, and attempts to consider the formation of views on the development of Russian society. The article shows the process of evolution of their ideas and thoughts from the student’s bench, participation in University circles, and above all in the «Oldenburg» to professional practical activities. It is noted that the friendship started at the University, over the years, grew stronger, and was preserved for life. The main goal of their lives, the friends considered a common cause for the benefi t of the people and, above all, educational activities «to try to deliver to the people a number of practically necessary and important information, to bring the people to the consciousness that they need to manage themselves». Their active activities in the development of school Affairs, folk literature, education and science, as well as in the liberal Zemstvo movement, publishing, and the democratization of society are refl ected. As a result, during the study period, the friends moved from the common goal of serving the Russian society to understanding the need to change the country’s governance system, to the importance of participating in the political life of Russia. All of them became active members of the constitutional democratic party.

Abstract:
Background:Covid-19 infection poses a serious challenge for immune-compromised patients. This is likely due to a combination of immune dysfunction, immunosuppressive therapy and excess co-morbidities. Little is known about the impact of Coronavirus disease 2019 (COVID-19) in patients with inflammatory autoimmune systemic diseases.Objectives:The aim of this study is to describe clinical characteristics of patients with autoimmune systemic diseases and COVID-19, and to identify baseline variables associated with a severe infection requiring hospitalization.Methods:A telephone survey investigating the impact of COVID-19 on patients with systemic lupus erythematosus (SLE), systemic sclerosis (SSc), inflammatory arthritis (rheumatoid arthritis, psoriatic arthritis, ankylosing spondylitis), idiopathic inflammatory myopathies (IIM), ANCA-associated vasculitis (AAV) was administered. Data extraction included diagnosis, disease activity status, demographics, disease duration, occupational exposure, adherence to social distancing advise, therapy, comorbidities, and laboratory tests. Covid-19 was classified as definite diagnosis of Covid-19 disease: presence of symptomatic Covid-19 infection, confirmed by a nasopharyngeal SARS-CoV-2 polymerase chain reaction test. Comparisons between patients with or without hospitalization were performed.Results:512 patients (median age 53,4 ± 14,3 years) with autoimmune systemic diseases (234 IA, 182 SLE, 42 SSc, 31 IIM, 23 AAV) were included in the study. 89 patients (58 woman, 31 men) developed at least one symptom (fever, asthenia, chills, cough, sore throat, dyspnea, chest pain, headaches, arthralgias, myalgias, odynophagia, diarrhea, conjunctivitis, hypo-, ageusia, hypo-, anosmia) of COVID-19 and were PCR test positive. Of patients with COVID – 19 infection 54 patients were treated with methylprednisolone, 36 – with methotrexate, 34 – with hydroxychloroquine, 26- with biologics, 10 - with azathioprine, 6 - with cyclophosphamide prior to their COVID-19 illness.Conclusion:Covid-19 is more frequent in the subgroup of patients without therapy with modifying anti-rheumatic drugs, which might play some protective role against the most harmful manifestations of Covid-19. 21 patients required hospitalization - these were more frequently men, older and with comorbidities (cardio-respiratory illness, renal diseases, diabetes mellitus). Male sex, previous coronary and lung disease, serum creatinine level, proteinuria, glucocorticoids use > 5 mg/day, were associated to hospitalization. Patients with inflammatory arthritis do not seen to be at higher risk for infection or a severe course of COVID-19.References:[1]Monova, D., S. Monov. AbstractThis article is about a cultural-philosophical movement called Russian cosmism (Russky kosmizm) and its current status in the Republic of Kalmykia, southwest Russia, home to Buddhist Kalmyks, a people of Oirat-Mongol origin. Emerging in Russia in the early twentieth century and suppressed during the Soviet period, this movement proliferated openly across Russia with the beginning of perestroika. Promulgated as an original product of the Russian mind, cosmism positions itself as a ‘science of the truth and soul searching’ and purports to address various issues, including—but not limited to—the spiritual, psychic, and paranormal anxieties that are on the rise in Russia. Although Russian cosmism is an all-encompassing movement combining various elements of theosophy, philosophy, poetry, theories of evolution and energy, astrology, cosmology, ecology, and even science fiction, this article focuses upon its more cosmic topics—that is, those that are related to outer space, cosmic energies, and alien visitations, as well as responses to these ideas in Kalmykia. The story of Russian cosmism is not just a story of this particular movement, but also that of science in Russia.

O texto se debruça também sobre a análise de escritores da literatura russa contemporânea, dentre os quais a escritora bielorussa, Svetlana Alexiévitch, ganhadora do prêmio Nobel de Literatura, em 2015.

Ve své práci dokazuji, že logistika hraje v rozvoji regionálního cestovního ruchu důležitou roli. Rovněž jsem se snažila analyzovat budoucnost cestovního ruchu v Rusku a podíl cestovního ruchu na ekonomice Ruska v dlouhodobém horizontu.

Les représentants de la science juridique contemporaine ont maintes fois énoncé, depuis leurs chaires et dans les pages des publications scientifiques, le problème de la «quête par la Russie de sa nouvelle voie juridique » La cessation de l’existence de l’URSS en tant qu’État n’a fait que compliquer, à cet égard, le problème de l’identification collective du système juridique russe. Cependant, il convient de s’interroger sur la pertinence même de la question de l’étape initiale de la formation du système juridique de la Russie. N’aurait-on pas raison, à cet égard, de parler de son évolution plutôt que de son devenir ? Quel âge a ce système ? Des dizaines d’années ? Ou peut-être des centaines ? Que représente-t-il en soi à l’heure actuelle ? Et quels sont les paradigmes de son évolution au cours de la longue histoire de son existence ? Dans la thèse présenté, les réponses aux questions mentionnées seront données à travers le prisme d’une approche par l’auteur du problème de l’appréciation conceptuelle et formelle de la catégorie «système juridique »
At their lecturing desk and in some scientific publications representatives of modern jurisprudence have repeatedly raised the issue of «Russia seeking its legal system » . When the USSR ceased to exist as a State, the problem of group identification of the Russian legal system has become even more complicated. However, it is worth considering whether the issue of the initial stage of the Russian legal system formation is in itself a right one ? Or should we focus on its development and less on its formation ? How old is this system ? Is it some decades old, or may be several hundred years old ? And what is it at the moment ? What are the paradigms of its evolution over the protracted historical period ? In the doctoral thesis below the answers to all these questions can be given through the prism of authentic approach of the author to the problems of conceptual and specific assessment of the legal system category

The question of Russia's geopolitical affiliation has been a cause of centuries long debate, whether Russia belongs to Europe or to Asia. From the geographical point of view, Russia is predominantly situated in Asia. From cultural and civilisational points of view, Russian people tend to lean towards Europe, even though they capture elements of both civilizations. By examination of the most prominent Russian schools of thought, mainly of geopolitical nature (Slavophilism, Westernism, Atlantisms, Eurasianism, etc.) the work seeks to systemize the answers to this question. At the same time, it seeks to determine through analysis of the contemporary Russian foreign policy, which of these ideological leanings plays a dominant role in foreign policy discourse in Russia since 2000. Thanks to identification of this priority direction and by determining the primary orientation of Russian foreign policy in a particular region, the aim of this work is finally to answer the following question: What is Russia: Europe, Asia, or a separate continent of Eurasia?

Abstract:
The thesis discusses the fundamental differences between the legal systems of Russia and Czech Republic, the legal forms of business and process of establishing companies in Russia. The work also deals with the characteristics of the legal consciousness of Russians and Russian mentality traits that affect business communications. There are discussed not only the basic cultural dimensions but also the latest trends in the development of Russian business culture. The key to a successful business in Russia is willingness to solve problems, not only through formal (e.g. law enforcement), but also informal way - through personal relationships. In comparison with the Czech character the Russian one is distinguished by greater openness and emotionality, including readiness to open conflict, and greater interpenetration of personal and professional relationships. Establishment of a company in Russia is much simpler and cheaper than in Czech Republic.

Créée en 1945, la petite oblast’ russe de Kaliningrad est une entité autonome ethniquement russe de la Russie, enclavée depuis la fin de l’URSS entre Pologne, Lituanie & Baltique. Territoire très stratégique depuis sa naissance & à nouveau dans le contexte des rivalités Est-Ouest depuis 2014, elle reste un symbole de la Victoire russe sur le Reich. Tout en portant paradoxalement l’héritage de l’ex-Prusse orientale allemande mais aussi polonaise & balte. Cette enclave est-elle alors une exception dans l’ensemble russe comme le montreraient sa taille, son isolement, sa jeunesse, son histoire ancienne non-russe & la carte,, ou n’est-elle pas plutôt l’archétype d’une Russie ultra-périphérique ethniquement russe? Après une présentation générale, l’auteur considère l’auto-représentation du territoire fédéral dans la culture russe, et d’autre part les représentations territoriales et maritimes locales héritées d’un peuple de marins; puis la politique de construction identitaire uniformisatrice de l’Etat fédéral, & l’identification régionaliste; enfin la perception de Kaliningrad par Moscou & l’OTAN comme un front majeur, & les interrelations très ambiguës entre l’Oblast’ & ses voisins, & il démontre que l’Oblast’ n’est qu’un cas extrême de région russe comparable à celui des extrémités les plus lointaines de la Russie
Created in 1945, Kaliningrad is an ethnically Russian autonomous entity of Russia but locked from its mainland since 1991 between Poland, Lithuania and the Baltic. A very strategic territory since its birth, it has become again a hot spot in the context of East-West new rivalry since 2014 & remains the symbol of the Victory over the Reich, though also claiming Prussian, Polish & Baltic legacy. Is it then an exception within Russia as might show its situation, youth & non-Russian old history, or isn’t it the archetype of an ultra-peripheral ethnically Russian Russia? The author considers the self-perception of the federal territory in Russian culture, & the territorial & maritime local perception of Kaliningrad inherited from its seamen; then the federal policy of uniformizing identity-building, & the regionalist identification; finally the perception by Moscow & NATO of Kaliningrad as a political-military front-line, & the very ambiguous interrelations between the Oblast’ & its neighbours, he shows that Kaliningrad's case is an extreme one but does belong to a peculiar type of Russian region to be compared to Russia's furthermost peripheries

Le présent travail met en lumière la dialectique des relations entre l’État et le système de l’enseignement supérieur en Russie sur une période de cent ans : de 1917 à 2017. S’appuyant sur une multitude des sources hétérogènes véhiculant les raisons et les causes des changements dans la politique publique russe, nous révélons l’évolution du rôle de l’État dans la gouvernance du secteur de l’enseignement supérieur lors de deux époques : soviétique et postsoviétique.L’analyse de cette politique sectorielle est effectuée en lien avec la politique générale de l’État russe afin de mettre en évidence leurs interactions déterminées par le contexte et les grands objectifs de l’État, mais aussi par le poids du passé soviétique, l’hérédité institutionnelle et le besoin de se moderniser face au monde qui évolue vite. Nous démontrons que malgré des grands changements apportés par les événements politiques nationaux et des nouvelles tendances mondiales dans l’enseignement supérieur, l’État russe demeure un acteur principal du processus de la détermination de la politique universitaire russe et de la stratégie du développement de ce secteur
The present work brings into focus the dialectic relations between the State and the higher education system in Russia from 1917 to 2017. Based on various and heterogeneous sources conveying the reasons and the causes of changes in Russian public policy, this work throws light upon the evolution of the State’s role in the governance of higher education sector in Soviet and post-Soviet Russia.The sector-specifique policy is analysed together with the general policy of the Russian State in order to reveal their interactions determined by the context and the main goals of the State as well as its past legacy, an institutional inheritance and a constant need for modernisation in the face of a changing and highly competitive world. We argue that despite significant changes brought on by national political events and by international trends in higher education, the State in Russia remains a main actor in establishing higher education policy and strategy for its developement

Abstract:
The main aim of the thesis is to evaluate the economic relationship between the EU and RF in the last ten years. Russia is a large and diverse country with the huge differences in the level of economy of their regions and society as a whole, that's why political, economic and social systems of Russia are complex and difficult. A considerable part of the thesis is devoted to analysis of the economic development of Russia in the first decade of the 21st century. Thesis is also analyzing trade and investment between Russia and the EU, by volume and type of commercial transactions, and by the volume and type of investment among states. The first part of the thesis is devoted to the main documents, which are the bases of any ongoing business relationship and cooperation between the European Union and Russia. The second part of the thesis is devoted to the economic characteristics of the Russian Federation and its position in the global economy over the last decade. First chapter discusses the changes in Russian foreign policy towards EU and economic development of Russia under Vladimir Putin. The next chapter deals with the impact of global financial crisis on the Russian economy, and describes the economic situation and contemporary problems of Russia. The third part of the thesis is devoted to the current forms of trade and economic relations between the EU and RF. The first chapter deals with the very nature and structure of mutual trade of goods and services and the further chapter analyzes the development of investments between the two countries. The third chapter is dedicated to the theme of energy, which is the core of Russia - EU trade. The following chapter is devoted to the common spaces and the last chapter of this thesis analyzes the current situation and existing problems between the EU and Russia.

AbstractIn this chapter we explore the higher education institutional landscape taking the case of the largest post-Soviet higher education system: Russia. In the Post-Soviet period, Russian higher education has tremendously expanded. The dramatic growth of the number of students and institutions has been facilitated by the introduction of tuition fees in public and a new private sector. The shifts in social and economic demand for professional fields affected the disciplinary and organisational structure of higher educational institutions.The external forces (economic, political, social conditions) and higher education policy have been changing during the last decades. In the first part of the transitional period, the state provided limited regulation of the higher education system. In the 2000s, it has returned to its role of the main agent of change of the higher education system design. The diversity of institutional types that evolved in Russian higher education illustrate the consequences of massification and marketisation, such as new “broad access” segments and institutional programme drift. Also, the governmental role in shaping institutional diversity can be seen through attempts to increase vertical diversity (excellence initiatives), on the one hand, and to restrain it by closing down bottom-tier institutions, on the other.

The aim of this study is to analyse whether there is a relation between economic growth in Russia and Turkey’s tourism sector or not. Data (GDP in Russia and Russian tourists who prefer Turkey as tourist destination) cover the period 2001-2011. According to results of regression analysis, there is no effect of GDP increase in Russia on number of Russian tourists visiting Turkey. It can be said that most of the Russian tourists visiting Turkey have medium income level. They prefer Turkey due to cheap holiday opportunity (everything inclusive system), closer to Russia and qualitative service. Russian tourists having high income level travel to Far East Countries for holiday.

The main purpose of this study is to analyze the foreign trade of Russia and Turkey. Considering the foreign trade volume between the two countries, an experimental study was carried out to determine export and import demand functions of Turkey. The Russian Federation has been one of the countries having an important part in export of Turkey. Whereas textile products have taken the first place within the export of Turkey, petroleum gas and natural gas have taken the first place in import. The data used in the study covered the period between 1995 and 2010 quarterly. The data were obtained from Turkish Republic Central Bank, International Money Fund, Russian Central Bank and Russian Federal Statistics Service databases. According to obtained results, export of Turkey to Russia has affected more from the income of Russia rather than the relative prices, and import of Turkey from Russia has affected more from the income of Turkey rather than the relative prices. When income and price elasticity of export and import demands were analyzed, income and price elasticity of the export demand was noticed as being greater than the income and price elasticity of the import demand.

This paper presents an overview of Russian regulatory basis for extension of the service life of NPP units in Russia. The regulatory documents are being developed in the frames of Russian National IAEA Project. Russian regulatory approaches are in compliance with international practice, Russian principles of nuclear and radiation safety regulation conform the present Russian reality. The paper presents information about new Safety Rules and Guides. Problematic issues concerning improvement of Russian regulatory basis are presented and analyzed. Additional period of the NPP unit operation is defined by the period of operation of its critical equipment. If critical equipment has a very short additional period of operation, modernization and reconstruction of the equipment is required for extension of the NPP service life. Aspects of probabilistic safety analysis are discussed, taking into account effects of modernization. The paper also presents effective technical and administrative measures of ensuring safety during additional period of NPP units operation in Russia.

“Dutch Disease” phenomenon is defined as the increase in the price of natural resources, such as oil and natural gas, which causes the appreciation of the real exchange rate and leads to the decline of manufacturing and ultimately to increases in service prices. Since the 1980s there has been a great body of “Dutch Disease” empirical literature, and as a natural resource-rich country Russia is a good case for the exploration of this phenomenon. The Russian economy experienced some difficulties after the collapse of the Soviet Union in the adaptation to a free market economy model. In the process of moving towards a free market economy, Russia failed to diversify its economic structure despite increases in natural resource revenues. In the last decades, while the share of natural resources in export revenues has significantly increased, the share of manufacturing output has decreased. According to the United Nations Development Program Russia report 2009, increases in energy income have resulted in the decline of other sectors of the Russian economy. Furthermore, the report claims that these indicators may trigger a recession in the Russian economy in the future. In fact, in recent years the Russian economy has exhibited some typical symptoms of “Dutch Disease” along with increases in oil prices accompanied by a reduction in the share of manufacturing output and an increase in service prices. Using Gregory Hansen cointegration method, this paper finds that Russia is in fact might be suffering from the “Dutch Disease” in the post Soviet Union-era.

Turkey and the Russian Federation (RF) have deep historical political and economic relations. The trade between the two countries have been growing since late 1980s when Turkey began to procure natural gas from Russia. The dissolution of USSR and the revival of Russian economy offered new opportunities for Turkish businessmen. During the last decade, Russia became one of the few major markets for Turkish construction and contractor companies whereas Turkey has been a favorable touristic destination for Russians. The agreements regarding Akkuyu nuclear power plant and natural gas pipelines have strengthened the ties between the two countries. In 2012, Russia became the 156th member of the WTO. Russia’s WTO accession, along with the country’s other economic cooperation and integration moves provide foreign companies interested in Russia with a better investment climate and business environment. Having competitive advantage in many goods and services categories needed by Russia, Turkish companies should benefit the new developments in RF and increase their business volumes in that country. This paper examines the current trade relations between RF and Turkey in detail considering the potential effects of RF’s WTO membership.

In recent years, negative demographic trends have been developing in Russia. The most important is a decline in the birth rate. Researchers are actively looking for new determinants of this process, on the basis of which measures of population policy can be developed. One of these determinants may be active grandparenting, which means the active participation of grandparents in the processes of caring for grandchildren. The aim of this study is to create a demographic and statistical model of a typical Russian grandfather, actively involved in childcare. We used the following methods: parametric and nonparametric independent samples tests (t-test, Mann-Whitney U test, median test), regression analysis, indirect method of calculations. As a result, two models were presented – statistical demographic model of the age when Russian men enter grandparenthood and demographic model of a typical Russian grandfather actively involved in childcare. Our study is a preliminary stage for a large-scale survey of grandparenting practices in Russia. The number of older people is growing fast, which makes this socio-economic group increasingly important for addressing the problems of demographic decline in Russia. Therefore, large-scale research of grandparenthood is crucial for more efficient policy-making in this sphere.

Russian liberal heritage, first of all, the scientific works of the famous Russian legal expert Boris Chicherin, is the fundamental basis for the developing science of human rights in modern Russia; it is from this position that this article examines Chicherin’s work. The main purpose of the study is to identify Chicherin’s priorities in shaping new progressive ideas for Russia and to examine the transformation of his views. In examining and analysing Chicherin’s liberal ideas, historical, logical and comparative methods were applied. It has been concluded that Chicherin set the foundation of the liberal theory of human rights, elaborated a set of progressive ideas and a blueprint of reforms, which determined the formation of several generations of liberals in autocratic Russia and are still relevant today. Defending the priority of private law over public law, Chicherin argued: a civil order based on private law must always be free from state absorption. He was among the first in Russia to develop the idea of a constitutional state in relation with the creation of free institutions and the formation of a high intellectual and moral level of society. By developing the new policy of ‘liberal measures and strong state authority’ as an optimal model for Russian state and society, Chicherin gave rise to the formation of political science in Russia. The author believes that the analysis and discussion of Chicherin’s academic writings in university classrooms and at academic conferences contribute to the formation of a culture of human rights, a liberal worldview, a new generation of reformers, and the advancement of the emerging science of human rights.

This paper explores rising nationalism and xenophobia in Putin’s Russia, focusing on their implications for immigrants from Central Asia and Caucasus. There is a broad consensus among the students of the Russian politics, that Vladimir Putin’s presidency has led to new Russian national identity construction and rising nationalism. The major shift in Orthodox nationalism during Putin’s presidency has taken its toll on immigrants, particularly from Central Asia and Caucasus. While the Kremlin would consistently strive to style the Russian nationalism as “anti-fascist,” it has not done much to address mounting concerns over significant overlaps between nationalism and xenophobia. Rather, the nationalist rhetoric has well resonated with many Russians, who would take to the streets with slogans of “White Power” or "Russia for the Russians."

Abstract:
This paper explores the core challenges and opportunities of the Europeanization processes taking place in Belarus and Armenia. It argues that despite the constraining effects of “competing governance provider” Russia, the interests, perceptions, and preferences of the domestic elites are critical to the implementation of the EU policies in Belarus and Armenia. Thus, it offers a more dynamic structure- agency interplay approach to account for the dynamics of Europeanization in the EU-Russia contested neighbourhood. The article enquires into integration without membership dynamics between the EU and Eastern neighbours in the light of the Russian-dominated Eurasian integration.
