Abstract:
This chapter considers the Great African War of 1998-2003. The first section sets out the factual context of the interventions of Uganda, Rwanda and (on a much lower scale) Burundi in the territory of the Democratic Republic of Congo (DRC). It also considers the counter-force employed by the DRC and other states acting in support of the DRC’s government. The second section considers the positions of the main state protagonists on both sides, as well as of international organisations and states not involved in the conflict. The third section analyses the legality of the actions of the various states involved, including – but not limited to – a consideration of the 2005 International Court of Justice merits decision in the Armed Activities (DRC v Uganda) case. The ad bellum implications of the conflict stretch beyond that decision, but the proceedings at the Court have become its primary legacy in this context.

Abstract:
Every generation born since independence in Uganda, the Democratic Republic of Congo (DRC), Rwanda, and Burundi has lived through either a war or genocide. A low-end estimate of deaths that resutled would stand at 1.4 million while 2.6 million would be at the high end. They would increase considerably if the indirect effects of war and genocide, notably disease and hunger, were also counted. These numbers have reinforced perceptions of the region as Africa's heart of darkness. This article aims to summarize the postcolonial record. It describes all the principal episodes of violence against civilians in each country since independence. It also provides a critical overview of the violence. It identifies the characteristics that define the regional context in which these numerous episodes of violence occurred.

Abstract:
The management of elections is increasingly generating impassioned debate in these East African nations - Burundi, Kenya, Rwanda, Tanzania and Uganda. The bodies that manage and conduct elections are, therefore, coming under intense citizen and stakeholder scrutiny for the manner in which they are composed, how they organise and perform their mandates, and the outcomes they achieve. The effectiveness of electoral management bodies (EMBs) has largely been influenced by the impact of political violence on election management reforms in East Africa. Even in countries where EMBs are the products of reforms initiated in the aftermath of violent disputes over elections, they still face enormous challenges in dealing with electoral disputes and anticipating election-related crises. Although changes to constitutions and the laws in these countries have sought to make EMBs independent and, therefore, more inclined to deliver free, fair and credible elections, there are many issues that determine their impartiality and their ability to allow for the aggregation and free expression of the will of the people. These shortcomings negatively impact on democracy. This volume assembles case studies on the capacity of EMBs in these five East African countries to deliver democratic and transparent elections.

Abstract:
The East African Revival was a Christian conversion movement that began in northern Rwanda and southern Uganda in the mid-1930s and spread throughout eastern Africa during the 1940s and 1950s. Learning from Bunyan’s Pilgrim’s Progress—which was foundational literature in Anglican mission stations—converts engaged in radical acts of self-editing. They disavowed kin relationships, disposed of their possessions, and confessed their sins without regard to propriety. Other Christians thought them a menace to the whole social order. This chapter studies the contentious process by which the Revival was domesticated. Through the reconfiguration of legal codes, by the operation of church discipline, heedless converts were, over time, made members of civil society. There was a great amount of disciplinary work that had to occur before the Revival could safely become a source of inspiration in the field of World Christianity.
