Abstract:
Emerging out of the horrific spasm of genocide that claimed more than 800,000 of the minority Tutsi ethnic group in 1994, Rwanda has chalked up some spectacular economic performance. Its rate of economic growth has averaged 8% since 2001 and it is among the fastest growing economies in East Africa. Poverty rates have been halved and Rwanda is one of the very few African countries that was able to achieve the United Nations’ Millennium Development Goals (MDGs). It also has the highest representation of women in Parliament.This paper, however, argues that impressive though Rwanda’s economic performance might be, it is not sustainable. First, it is heavily dependent upon foreign aid, making it vulnerable to fluctuations in aid. Second, the Asian Tiger economic model Rwanda copied from Singapore-development under authoritarianism—has failed miserably in postcolonial Africa. No dictator—civilian, military nor rebel—has brought lasting prosperity to any African country. Third, the other types of reform Rwanda needs to sustain its economic achievement—intellectual, political, constitutional and institutional reforms—are petulantly missing. How these reforms are sequenced is also critically important. Focusing only on economic liberalization to the detriment of the other reforms amounts to putting the cart before the horse. Finally and most disconcerting of all, in his understandable zeal to prevent another genocide, Rwanda’s President Paul Kagame is unwittingly re-creating the very conditions that led to the 1994 genocide—a supreme irony.

Abstract:
In the last two decades following the 1994 genocide, Rwanda has been praised internationally for its strong leadership and revamped governance structures. This has resulted in rapid economic development, restorative justice, homegrown peacebuilding approaches, the tackling of corruption, and restoring security in a country that some analysts had prematurely depicted a hopeless case in state failure. In particular, promotion of women’s rights has become a cornerstone of the Rwandan success story, but few scholars have examined the women who participated in this process and their positive contribution in rebuilding their communities. This article focuses on the role a small group of female leaders at different levels of society played in creating and fostering peacebuilding initiatives over the past two decades. It relies on secondary sources and the author’s observations of several processes in the Rwandan society for more than a decade. It focuses on constructive steps taken in Rwandan society to promote women’s leadership, which sets it apart from many other post-conflict countries while being aware of legitimate critiques of post-genocide Rwandan conditions.

Displacement, forced migration, and resettlement in Africa have been attributed to a variety of causes and is disrupting all aspects of people’s lives, breaking social, cultural and economic networks that are critical to sustaining livelihoods. Rwanda is one of the countries in Africa with a long history of multiple displacements, and the life trajectories of many Rwandans are characterised by multiple experiences of displacement, and involuntary migration. Although many have researched the effects of displacement on people’s livelihoods from both an academic, as well as a practitioner’s viewpoint, less is known about the effects of multiple and repeated displacements over time on people’s livelihood. Instead of treating each displacement separately, this article aims to analyse the effects of repeated displacement the livelihoods and adaptive capacity of households in Rwanda. To this purpose, six months of fieldwork were conducted in the north-western region of Rwanda, collecting data from a household livelihood survey, household livelihood and mobility histories, and focus group discussions. The research highlights the importance of social and human capital as crucial to people’s resilience. However, the successive loss of natural capital in combination with changing social and economic conditions diminishes the ability of many households to keep employing these capitals to reconstruct a sustainable livelihood. Forced to become increasingly creative and flexible in their coping strategies, many households employ mobility as a survival mechanism to spread risks.

Abstract:
The purpose of this paper is to investigate the role of economic factors in choosing alternative service providers and to recommend suitable measures that could be taken to improve the use of health services in Rwanda. The study uses a multinomial logit framework and employs the Integrated Household Living Conditions Survey (EICV2) conducted in 2005 by the National Institute of Statistics of Rwanda (NISR). To handle the problem of endogeneity, we estimate a structural model. The results indicate that health insurance is an important factor in the choice of health facilities. User fees are major financial barriers to health care access in Rwanda. The results suggest that as household income increases, patients shift from public to private health facilities where quality is assumed to be high. A number of policy recommendations emerge from these findings. First, as insurance is an important factor in choosing a health care facility, policies that reduce health care costs to patients would substantially increase the use of health services. Second, since an increase in income allows the patient to shift to private facilities, the government should consider subsidizing private health facilities to enable access to care in private sector facilities by low-income households. Finally, since distance affects access to health care in Rwanda, there is a need to improve geographical accessibility to health facilities across regions by upgrading and expanding transportation and health infrastructures.

Background: Globally, there is a large unmet need for family planning in the postpartum period: 90% of women in this group want family planning for birth spacing or to avoid unintended pregnancies and stop child bearing once desired family size has been reached. In total 76% of Rwandan women want family planning postpartum, yet a 26% unmet need remains. Currently, the four most commonly used postpartum family planning methods in Rwanda are injections, subdermal implants, pills, and condoms. The economic and health benefit impact of the current method selection has not yet been evaluated. Methods: To evaluate the impact of current usage rates and method types, this cost effectiveness analysis (CEA) compared the most frequently used family planning methods in Rwanda broken into two categories, longer-acting reversible contraception (LARC) (injections and subdermal implants) and shorter-acting reversible contraceptives (non-LARC) (pills and condoms). A time horizon of 24 months was used to reflect the World Health Organization suggested two-year spacing from birth until the next pregnancy, and was conducted from a health systems perspective. This CEA compared two service package options to provide a comparator for the two method types, thus enabling insights to differences between the two. Results: For women of reproductive age (15-49 years) in Rwanda, including LARC postpartum family planning methods in the options, saves $18.73 per pregnancy averted, compared to family planning options that offer non-LARC methods exclusively. Conclusion: There is an opportunity to avert unplanned pregnancies associated with increased utilization of LARC methods. The full benefits of LARC are not yet realized in Rwanda. Under the conditions presented in this study, a service package that includes LARC has the potential to be cost-saving compared with one non-LARC methods. Effective health messaging of LARC use for the postpartum population could both enhance health and reduce costs.

Abstract:
The article shows how the achievements of the Polish science of teaching people with visual impairments are used in a country that is completely culturally different. Analysis of the use of the method of work centers in the Center for Blind People in Kibeho, Rwanda, is preceded with the discussion of the disability model used in African countries and the presentation of basic data on the economic and social situation of people with visual impairments in Rwanda. The main part of the article describes the theoretical and practical principles of the method of work centers in the context of satisfying blind students' special educational needs. It presents methodological solutions used during the successive stages of a daily work center, giving special attention to the principles of conducting non-visual observation. It shows the adaptation of the curriculum to Rwanda's cultural, geographical, political and social conditions. It describes the aims, form and course of training sessions on planning and carrying out activities according to the method of work centers, emphasizing difficulties in conducting them resulting from the specific nature of African teachers' working style and mentality. Learning about, understanding and respect for a different cultural sphere facilitated mutual agreement between Polish special educators and Kibeho teachers, and the improvement of the quality of the educational offer for students with visual impairments. The training project of the Ministry of Foreign Affairs and the Hear Africa Foundation described in the article proved that the method of work centers is universal as a form of educational and rehabilitation interventions for blind children and can be effectively used both in Poland, and in Rwanda.

Abstract:
In recent decades, population growth and economic development have greatly influenced the pattern of land use/land cover (LULC) in Rwanda. Nevertheless, LULC patterns and their underlying change mechanisms under future climate conditions are not well known. Therefore, it is particularly important to explore the direction of LULC transfer in the study area, identify the factors driving the transfer of different types of LULC and their changes, and simulate future LULC patterns under future climate conditions. Based on LULC analyses of Rwanda in 1990, 2000, 2010, and 2015, the LULC pattern of Rwanda in the next 30 years was simulated using an LULC transition matrix, random forest sampling, the Markov chain model, and the PLUS model. The results showed that LULC change in the study area primarily comprised a decrease in forest area and expansion of cropland area, accompanied by a small increase in grassland area and an annual increase in urban land area. Prior to 2000, the LULC in Rwanda was mainly converted from forest and grassland to cropland, with the ratio being 0.72:0.28. After 2010, the LULC was mainly converted from forest to grassland and cropland, with the ratio being 0.83:0.17. Changes in forests, grasslands, and cropland are driven by multiple factors, whereas changes in wetlands, water, urban land, and unused land are more likely to be driven by a single factor. The existing trend of LULC change will continue for the next 30 years, and the future LULC pattern will exhibit a trend in which cropland area will increase in the west and grassland area will decrease, whereas grassland area will increase in the east and cropland area will decrease.

Background: Rwanda Ministry of Health in collaboration with partners has initiated an innovative initiative named Home Based Care Practitioners (HBCPs) to respond to the burden of long-term hospitalization for end of life patients. Aim: The program aims at providing home-based care to accompany patients and their families in their home, reduce unnecessary pain and suffering for those with chronic or terminal conditions, provide counseling to the patients and their families, early diagnosis of NCDs and improve awareness on prevention of NCDs risk factors and effectively refer them to either health facilities or community-based resources that can be of further help. Methods: The HBCPs is implemented into phases; phase one has started with a pilot of 200 HBCPs in 100 cells surrounding nine provincial and referral hospitals of Rwanda; 2 practitioners for both gender in each cell, with a criteria of completion at least secondary school. They have undergone a training of 120 credits (900 hours), equivalent of four months for theory and two months of practice. After training they have been deployed into the community with a supervision of health centers in collaboration with hospitals and Rwanda Biomedical Center. Results: During the implementation period of 6 months, 1663 NCDs patients have been transferred from health facility (OPD) to HBCPs for routine follow-up, 482 palliative care patients have been reported on end of life care by HBCPs, there is a remarkable linkage between facilities and community care ensured by supervisory relationship between health services providers and home based care practitioners, long-term admission has reduced the cost for the family and the facility due to the discharge of care from hospital to home. Conclusion: In a limited setting of social and economic cost of providing frivolous care in an expensive hospital for chronic or terminal conditions that would be better managed through treatment or palliative care at home (or less acute setting) home based care effort can better meet the needs of Rwandans at the community level and has started to show the efficiency in providing quality care to people in need of palliative care.

Entre abril e julho de 1994, o mundo assistiu impassível ao extermínio de mais de 800.000 pessoas em Ruanda. Tal morticínio é considerado o terceiro maior ocorrido desde 1950, comparável apenas àqueles verificados no Cambodja e em Bangladesh, na década de 1970. Entretanto, no caso de Ruanda, há um dado assustador: por ocasião da matança, a população do país era de aproximadamente 7.500.000 habitantes, sendo 6.300.000 hutus, 1.100.000 tutsis e 100.000 pigmeus. Isto significa que cerca de 11% dos ruandeses e ¾ da população tutsi foram eliminados em apenas um trimestre. A comunidade internacional nada fez para evitar a matança. Pelo contrário: além de não intervir diretamente, a Organização das Nações Unidas (ONU) reduziu drasticamente o contingente da força de paz que mantinha em Ruanda, a despeito das advertências do General Roméo Alain Dallaire, comandante das tropas da UNAMIR, de que a tragédia estava a caminho. Between April and July 1994 the world seemed not affected by the extermination of more than 800.000 people in Rwanda. This is the third largest massacre since 1950 and can only be compared to those occurred in Cambodia and Bangladesh in the1970’s. But in the case of Rwanda there is something truly alarming: at the time of the genocide there were about 7.500.000 inhabitants in the country; 6.300.000 Hutus; 1.100.000 Tutsis; and 100.000 pigmies, what means that about 11% of Rwandans and ¾ of the Tutsi population were killed in a period of three months. The international community did nothing to avoid the massacre, and the United Nations (UN) even reduced its peacekeepers in Rwanda despite Roméo Alain Dallaire, the general commander of the UNAMIR troops in the country, having warned about the tragedy to come.In the aftermath of the world’s astonishment with the genocide the fundamental task is the problem of country’s reconstruction under very difficult economic conditions remained, now exacerbated by the social laceration it provoked. In addition, it cannot be forgotten that if in 1994 the world did nothing to avoid the massacre, nowadays there are still very few people worried about the reconstruction of a place poor in natural resources.The article analyses the conditions that conducted to Rwanda’s genocide and the inaction of the international community to avoid it.

Abstract:
The status of genocide in international law is well developed and forms part of customary international law and also treaty law. International tribunals such as the International Criminal Court and specialised chambers such as the International Criminal Tribunal for the former Yugoslavia and the International Criminal Tribunal for Rwanda have addressed and made a number of convictions regarding genocide. This relative success in the international criminal justice system regarding genocide has given the appearance that perpetrators responsible for genocide will be brought to justice. Yet, there is a fundamental crack in international criminal law with regard to genocide as a crime and how to bring perpetrators to justice. That crack, is essentially, the narrow scope and definition of genocide, and also how to demonstrate that perpetrators had the intention of committing genocide. I contend in this article that the scope of genocide should be extended to include economic genocide and argue that spillover intent of aiders and abettors of genocide requires more clear and coherent rules to include economic genocide as part of how the crime of genocide is assessed in international law. The article first presents and discusses the notion of genocide, taking into consideration the Genocide Convention (1948) and then discusses the status of Article 2(c) of the Convention to define economic genocide. The article then posits the calculated economic measures that affect the conditions of life of peoples involve intent and that intention has a spillover effect.

Energy supply for clean cooking is a priority for Sub-Saharan Africa (SSA). Liquefied petroleum gas (LPG, i.e., propane or butane or a mixture of both) is an economically efficient, cooking energy solution used by over 2.5 billion people worldwide and scaled up in numerous low- and middle-income countries (LMICs). Investigation of the technical, policy, economic and physical requirements of producing LPG from renewable feedstocks (bioLPG) finds feasibility at scale in Africa. Biogas and syngas from the circular economic repurposing of municipal solid waste and agricultural waste can be used in two groundbreaking new chemical processes (Cool LPG or Integrated Hydropyrolysis and Hydroconversion (IH2)) to selectively produce bioLPG. Evidence about the nature and scale potential of bioLPG presented in this study justifies further investment in the development of bioLPG as a fuel that can make a major contribution toward enabling an SSA green economy and universal energy access. Techno-economic assessments of five potential projects from Ghana, Kenya and Rwanda illustrate what might be possible. BioLPG technology is in the early days of development, so normal technology piloting and de-risking need to be undertaken. However, fully developed bioLPG production could greatly reduce the public and private sector investment required to significantly increase SSA clean cooking capacity.

Artisanal and small-scale mining is a significant economic sector in Rwanda. Mining activities often use a watercourse, in which secondary extraction takes place and minerals are washed. Mining thus greatly affects the geomorphological conditions in the area. The aim of this paper is a digest of environmental impacts of alluvial artisanal and small-scale mining with a focus on anthropogenic influences on topography with regard to the methods used in raw material mining. The author draws on a case study from the mining site of Rutsiro district in Rwanda. Main findings of alluvial artisanal mining in a riverscape are changes in landscape structure, deforestation, intensification of geomorphological processes, new relief shapes (suffosion depressions, check dams, gravel benches, anthropogenic channels) and hydrological river regime, chemical pollution of soil and watercourses. Artisanal and small-scale mining may lead to a significant change and acceleration of fluvial processes. This paper covers a broad understanding of environmental impacts of alluvial artisanal and small-scale mining with a focus on anthropogenic influencing.

In this decade, the formalization of informal sector is challenging as it provides jobs to the big number of the population and on the other hand, this group of active population work in conditions, which do not allow them to benefit some advantages from the government and these lead to not providing enough contribution to the economic growth. The main objective of the study was to find out the factors underlying for formalization of informal enterprises in Rwanda. In order to respond to the main objective, we used a desk research approach and we found that there is a necessity of enterprise formalization in Rwanda and the identified key factors are the enterprise motives/long term objectives, cash less economy/innovation in payment system and government policy for enterprise registration. The study also illustrated the factors or ways for private informal-rural enterprise formalization process may consider and some of them are affordable cost of taxation, accessibility to finance, accessibility to the markets as well as the time taken for getting legal documents. From the findings, the study recommend that the consistency capacity building so that to help managers to understand the necessity of informal sector formalization, government to continue working on the minimization of the costs related to the enterprise registration that include time, distance and other procedures and government also to continue enhancing infrastructures in rural zones. The study used secondary data both qualitative and quantitative from existing reports and data from National Institute of statistics of Rwanda.

Abstract:This article situates the sexual violence associated with the Rwandan civil war and 1994 genocide within a local cultural history and political economy in which institutionalized gender violence shaped the choices of Rwandan women and girls. Based on ethnographic research, it argues that Western notions of sexual consent are not applicable to a culture in which colonialism, government policy, war, and scarcity of resources have limited women's access to land ownership, economic security, and other means of survival. It examines emic cultural models of sexual consent and female sexual agency and proposes that sexual slavery, forced marriage, prostitution, transactional sex, nonmarital sex, informal marriage or cohabitation, and customary (bridewealth) marriages exist on a continuum on which female sexual agency becomes more and more constrained by material circumstance. Even when women's choices are limited, women still exercise their agency to survive. Conflating all forms of sex in conflict zones under the rubric of harm undermines women's and children's rights because it reinforces gendered hierarchies and diverts attention from the structural conditions of poverty in postconflict societies.

Short-term training is becoming the dominant model of knowledge transfer in construction crafts. In the case of thin-tile vaulting, the historical master-apprentice training model is being partly replaced with experimental and project-specific training programs, some of which introduce the techniques to new regions and cultures. Challenges of time, site conditions, and the adaptation of the technique to local construction become intrinsic to the learning process. To address these challenges, this article will examine two thin-tile vault training programs in Rwanda and Spain. An ethnographic study will draw on social learning theories to explore how training is connected to the social and economic context of each project. Lessons from these workshops will form a training strategy model for traditional construction crafts. Finally, the study will project these lessons onto the pedagogy of architecture and design.

This study was carried out to determine the effect of various mulches application on some soil physico-chemical properties of fersiallitic soil in semiarid ecosystem, eastern of Rwanda. A control (no mulch) was also included in the experiment. The findings for soil indicated the higher organic matter for rice straw than control, the highest PH of 7.6 for rice straw and 6.0 for control, there was a positive variation in EC across the depth from control to mulched land. The highest and the lowest values for soil moisture content obtained were 39.25% under rice straw and 25.01% for the control respectively and the obtained results showed that straws and grass conserved moisture at root zone level; there was a change in soil BD, porosity for mulched land from control. For moisture conservation rice and beans straw may be recommended.

Modelled on the North American Free Trade Agreement (NAFTA), the African Continental Free Trade Agreement (AfCFTA), signed at the Extraordinary Summit of the African Union, which convened in Kigali, Rwanda, on 21 March 2018, is designed to facilitate a single continental trade regulation and integration framework for trade disciplines and intentioned to boost intra-Africa trade. AfCFTA came on the backdrop of not less than eight regional economic communities (RECs), which are loosely regulated. The study finds that AfCFTA can become a beacon of development in the African continent, provided an array of issues including addressing the multiplicity of RECs, putting in place a Development-focused migration and labour policy or developing a side labour agreement similar to that of NAFTA to address other issues like harmonisation of treatment and conditions of workforce and pursuing industrialisation that will help manage the negative spillovers of the Fourth Industrial Revolution (4IR). This study investigated the Water-Energy relationship in the Nile River Basin under changing climate conditions using an energy and water model. Climate change will likely affect both water and energy resources, which will create challenges for future planning and decision making, particularly considering the uncertainty surrounding the direction and magnitude of such effects. According to the assessment model, when countries depend heavily on hydropower for energy, power generation is determined by climate variability. For example, Ethiopia, Egypt, and Sudan are more hydropower-dependent than Burundi or Rwanda. As a result, the trading relationships and economic gains of these countries shift according to climate variability. Among 18 climate scenarios, four demonstrate a change in climate and runoff. Under these scenarios, trading partnerships and economic gains will favor Ethiopia and Egypt instead of Sudan and Egypt. This study examines the extent of potential climate challenges, their effects on the Nile River Basin, and recommends several solutions for environmental planners and decision makers. Although the proposed model has the novel ability of conducting scientific analyses with limited data, this research is still limited by data accessibility. Finally, the study will contribute to the literature on the climate chamber effects on regional and international trade.

If ever Africa had disappeared, it has now reappeared on the maps of investors seeking for land and resources. The entire continent seems to have become attractive for international financial institutions, which intensify their recommendations to single national Governments in order for them to further remove obstacles and make Africa an “ever better place to do business”. Rwanda represents an emblematic example of the rapidity and size of transformations Africa is faced with, which touch every sector, from the land ownership model to the modes of land use, from the distribution of population, to the construction of infrastructure. It is a fertile country, with a good water supply and two crop seasons, and is almost entirely cultivated. The majority of the inhabitants work the land, and subside thanks to agriculture. Today, however, the Government's goal, synthetically expressed in the slogan that defines the future of Rwanda as Africa's Singapore (Vesperini, 2010), is the modernization of agriculture, and the reduction of its weight in favour of a service economy. The most visible effects of this approach are the expulsion from the countryside of a huge number of families which lose any type of sustainment, and the grouping of many small plots in large territorial extensions which are often given for long term use to multinational agribusiness corporations. The transformation of agriculture is accompanied by the redistribution of population, traditionally settled in scattered patterns across the whole country. The massive migration from the countryside is explicitly sought by Government, whose target is to reach, by 2020, a 35% urbanization rate up from today's 18%. The three issues, total and unconditional opening to foreign investment, population resettlement and transformation of the agricultural activities, which are the pillars of the development programs initiated by Government and international advisors, are producing dramatic changes on the physical and built environment, and affect the living conditions of the weakest groups (White, Borras, Hall, Scoones, Walford, 2012). The paper proposes a reflection on themes which have general relevance, but which also need to be locally grounded. Of particular importance are urbanization, the relationship between towns and countryside, and the relationship between social and economic structure and territorial planning. In 2012 the author took part as consultant to the drafting of the Urbanization sector strategic plan 2012-2017. The last decade of the 20th century saw another boom in the supply of Soviet-made civil aircraft to the countries of Africa. Hundreds of highly qualified aviation specialists from all post-Soviet states were involved in its operation and maintenance. Market relations, new for many of them, the aggressive way of doing business on the part of entrepreneurs, as well as the complicated military and political situation in some regions, have led to the formation of a certain type of business and personal relationships. Lessons learned over the thirty years of work in special economic and socio-cultural conditions are still actual. Nevertheless, this aspect of Russia-Africa relations remains one of the least studied. Analysis of the narratives of the eyewitnesses - pilots, flight engineers, translators - is still the only way to know more about some hallmarks of the African aviation market, which still has a significant shadow segment. For this study the narratives of a Russian flight engineer who has worked as a flight crew member in various African countries for more than ten years were collected. The recollections presented relate to the first organized trip to South Africa and Mozambique in 1992, and to the later period of private contract work in Angola and Rwanda, and are interesting because they trace the formation of psychological and ethnocultural aspects of business and personal contacts with the employers, local residents and co-workers.

Purpose Based on unique data the authors analyze the Rwandan non-farm employment expansion in rural areas and its relation to agricultural productivity. The purpose of this paper is to analyze the factors that determine off-farm work hours in Rwanda, and how farmers’ off-farm employment affects agricultural output. Since production efficiency may depend on off-farm work and off-farm work depend on production efficiency (Lien et al., 2010), both production and off-farm work are endogenous. While controlling for endogeneity, the authors investigate the relationship between off-farm work and agricultural production. Design/methodology/approach In this paper the authors use a unique panel data set spanning over 26 years originating from household surveys conducted in the northwest and densely populated districts of Rwanda. Econometric estimations are based on a random effects two-stage Tobit model to control for endogeneity. Findings The study confirms theoretical and empirical findings from other developing countries that off-farm employment is one of the essential conditions for having an economically viable agricultural business and vice versa. Research limitations/implications The study is carried out in only one district of Rwanda. Even though most rural areas in Rwanda have similar features the findings cannot necessarily be generalized for the entire country of Rwanda. As in any study, the raw data set suffer from a number of shortcomings which cannot be fully eliminated by the econometric estimation, but this is a new data set which has the best data available for this research question in Rwanda. Practical implications The authors can conclude that there are synergy effects of investing government resources into both on-farm and off-farm employment expansions. Thus, in Rwanda on-farm investments can actually partly contribute to a future natural smooth transformation to more off-farm total output and productivity and vice versa. Though there are still limited off-farm employment opportunities in the studied area, there are considerable potentials to generate income and increase agricultural production through the purchase of additional inputs. Social implications The findings imply that a favorable business climate for off-farm businesses creates spill-over effects which enhance the smallholder farmers’ opportunities to survive, generate wealth, create employment and in effect reduce poverty. Originality/value From the best of the authors’ knowledge, similar studies have not been conducted in Rwanda, nor elsewhere with this type of data set. The findings provide original insights regarding off-farm and agricultural relationships in rural areas under dense population pressure. The results provide some indications that off-farm employment in developing countries (such as Rwanda) is one of the essential conditions for having an economically viable agricultural business and vice versa. The second wave of data was collected by the authors and was used solely for the purpose of this paper.

As the world strives towards achieving Sustainable Development Goals, development planners both at national and local levels have now come to understand the importance of informed decision-making. Natural resources management is one of the areas where careful planning is required to ensure sustainable use of and maximum benefit from the services we get from ecosystems. In developing countries, the scarcity of resources (both in terms of funding and skills) constitutes the main hindrance to the generation of accurate and timely data and information that would guide planning and implementation of development strategies. As a result, decisions are taken on an ad-hoc basis and without possibility of appreciating the long-term effect of these decisions. In that regard, Albertine Rift Conservation Society (ARCOS) has developed a participatory and cost-effective framework to monitor the status and trends of biodiversity and ecosystem services at the landscape level and to assess the socio-economic conditions that affect them. The approach termed “Integrated Landscape Assessment and Monitoring – ILAM” uses the Driver-Pressure-State-Impact-Response model and applies a simple indicators framework that allows teams to collect needed data in a rapid and cost-effective way. Burkhard and Müller (2008) This approach is flexible enough to be adaptable to the available time and funding resources and is therefore very suitable to be applied in the context of the developing world including east-African countries. This flexibility ranges from the use GIS and remote sensing techniques combined with thorough biodiversity field surveys to simple rapid assessment of key indicators using smaller teams and for short periods of time in the field. Since 2013, ARCOS has been biennially conducting ILAM studies in its five focal landscapes in Rwanda, Uganda and Burundi and the results have influenced major decisions such as the designation of at least two wetlands as Ramsar sites and the upgrade of one forest as a national park. In addition to this, other planning processes have been informed by the results of these studies, such as the process to develop the new Rwandan National Strategy for Transformation for 2017–2024 and the development of the districts’ strategic plans for 2018–2024. Currently the biodiversity data generated through these studies is being published by Global Biodiversity Information Facility (GBIF) for wider access by researchers and educators in the region and a portal, the ARCOS Biodiversity Information Management System (ARBIMS), has been established to facilitate sharing of data and information to guide planning and decision-making in the region.

AbstractThe structure of stated preference questions to value consumption from public infrastructure can vary depending on the conditions of consumption facing the household. Specifically, a good could be offered as a quasi-public or quasi-private good. This paper demonstrates how consumption from two alternative electricity allocation options can be valued using two types of stated preference questions. Since surveyed households were asked two types of questions, the authors develop a joint model of a contingent valuation question and a contingent quantity behavior response that allows for correlation in error terms across models. In their application to two villages in Rwanda, the authors find higher WTP for electricity consumed as a quasi-private good rather than a quasi-public good, with four hours of electricity per day, only in the evening. They also find correlation in the error terms across the two models, suggesting that their joint estimator is more efficient than estimating each model individually.

Abstract Background Despite different interventions to improve child nutrition conditions, chronic malnutrition is still a public health concern in Rwanda, with a high stunting prevalence of 38% among under 5-year-olds children. In Rwanda, only 18% of children aged 6–23 months are fed in accordance with the recommendations for infant and young child feeding practices. The aim of this study was to explore challenges to infant and young child feeding practices and the responses applied to overcome these challenges in Muhanga District, Southern province of Rwanda. Methods Sixteen (16) focus group discussions were held with mothers, fathers, grandmothers, and community health workers from 4 rural sectors of Muhanga District. The discussions were recorded, transcribed verbatim, and thematically analyzed using qualitative data analysis software, Atlas.ti. Results Two main themes emerged from the data. Firstly, there was a discourse on optimal infant and young child feeding (IYCF) practices that reflects the knowledge and efforts to align with early initiation of breastfeeding, exclusive breastfeeding for the first 6 months, as well as initiation of complementary foods at 6 months recommendations. Secondly, challenging situations against optimal practices and coping responses applied were presented in a discourse on struggling with everyday reality. The challenging situations that emerged as impeding appropriate IYCF practices included perceived lack of breast milk, infant cues, women’s heavy workload, partner relations and living in poverty. Family and social support from community health workers and health facility staff, financial support through casual labor, and mothers saving and lending groups, as well as kitchen gardens, were used to cope with challenges. Conclusion Factors influencing IYCF practices are multifaceted. Hence, intervention strategies to improve child nutrition should acknowledge the socially embedded nature of IYCF and address economic and social environmental constraints and opportunities, in addition and above knowledge only.

The paper is presented against a background of many wicked problems that confront us in the world today such as violent crime, conflict that emanates from political power seeking, contests for scarce resources, the increasing reaction all over the world to the deterioration of socio-economic conditions and the devastation caused by natural disasters. This article will argue that the challenge of violent conflict requires an innovative approach to research and problem solving and proposes a research methodology that follows a transdisciplinary approach. The argument is informed by field research during 2006 on the management of knowledge in the Great Lakes region of Africa, including research on how knowledge on the 1994 genocide in Rwanda is managed. The paper will make recommendations on how transdisciplinary research is required to determine the causes of violent conflict in an African context and how practitioners and academics should engage in transdisciplinarity. It was found that trans- disciplinary research is required to gain better insight into the causes of violent conflict in an African context. It requires from the researcher to recognise the many levels of reality that has to be integrated towards a synthesis to reveal new insights into the causes of violent conflict, including recognising the existence of a normative-spiritual realm that informs the epistemology of Africa. Abstract Background Refugees fleeing conflict often experience poor mental health due to experiences in their country of origin, during displacement, and in new host environments. Conditions in refugee camps and settlements, and the wider socio-political and economic context of refugees’ lives, create structural conditions that compound the effects of previous adversity. Mental health and psychosocial support services must address the daily stressors and adversities refugees face by being grounded in the lived reality of refugee’s lives and addressing issues relevant to them. Methods We undertook a rapid qualitative study between March and May 2019 to understand the local prioritisation of problems facing Congolese refugees living in two refugee settings in Uganda and Rwanda. Thirty free list interviews were conducted in each setting, followed by 11 key informant interviews in Uganda and 12 in Rwanda. Results Results from all interviews were thematically analysed following a deductive process by the in-country research teams. Free list interview findings highlight priority problems of basic needs such as food, shelter, and healthcare access; alongside contextual social problems including discrimination/inequity and a lack of gender equality. Priority problems relating to mental and psychosocial health explored in key informant interviews include discrimination and inequity; alcohol and substance abuse; and violence and gender-based violence. Conclusions Our findings strongly resonate with models of mental health and psychosocial wellbeing that emphasise their socially determined and contextually embedded nature. Specifically, findings foreground the structural conditions of refugees’ lives such as the physical organisation of camp spaces or refugee policies that are stigmatising through restricting the right to work or pursue education. This structural environment can lead to disruptions in social relationships at the familial and community levels, giving rise to discrimination/inequity and gender-based violence. Therefore, our findings foreground that one consequence of living in situations of pervasive adversity caused by experiences of discrimination, inequity, and violence is poor mental health and psychosocial wellbeing. This understanding reinforces the relevance of feasible and acceptable intervention approaches that aim to strengthening familial and community-level social relationships, building upon existing community resources to promote positive mental health and psychosocial wellbeing among Congolese refugees in these settings.

Diaspora This article looks at diaspora through the transformations of an established public service broadcaster, the BBC World Service, by considering some of the findings of the AHRC-funded Tuning In: Contact Zones at the BBC World Service, which is part of the Diasporas, Migration and Identities program. Tuning In has six themes, each of which focuses upon the role of the BBC WS: The Politics of Translation, Diasporic Nationhood, Religious Transnationalism, Sport across Diasporas, Migrating Music and Drama for Development. The World Service, which was until 2011 funded by the Foreign Office, was set up to cater for the British diaspora and had the specific remit of transmitting ideas about Britishness to its audiences overseas. Tuning In demonstrates interrelationships between the global and the local in the diasporic contact zone of the BBC World Service, which has provided a mediated home for the worldwide British diaspora since its inception in 1932. The local and the global have merged, elided, and separated at different times and in different spaces in the changing story of the BBC (Briggs). The BBC WS is both local and global with activities that present Britishness both at home and abroad. The service has, however, come a long way since its early days as the Empire Service. Audiences for the World Service’s 31 foreign language services, radio, television, and Internet facilities include substantive non-British/English-speaking constituencies, rendering it a contact zone for the exploration of ideas and political opportunities on a truly transnational scale. This heterogeneous body of exilic, refugee intellectuals, writers, and artists now operates alongside an ongoing expression of Britishness in all its diverse reconfiguration. This includes the residual voice of empire and its patriarchal paternalism, the embrace of more recent expressions of neoliberalism as well as traditional values of impartiality and objectivism and, in the case of the arts, elements of bohemianism and creative innovation. The World Service might have begun as a communication system for the British ex-pat diaspora, but its role has changed along with the changing relationship between Britain and its colonial past. In the terrain of sport, for example, cricket, the “game of empire,” has shifted from Britain to the Indian subcontinent (Guha) with the rise of “Twenty 20” and the Indian Premier League (IPL); summed up in Ashis Nandy’s claim that “cricket is an Indian game accidentally discovered by the English” (Nandy viii). English county cricket dominated the airways of the World Service well into the latter half of the twentieth century, but the audiences of the service have demanded a response to social and cultural change and the service has responded. Sport can thus be seen to have offered a democratic space in which new diasporic relations can be forged as well as one in which colonial and patriarchal values are maintained. The BBC WS today is part of a network through which non-British diasporic peoples can reconnect with their home countries via the service, as well as an online forum for debate across the globe. In many regions of the world, it continues to be the single most trusted source of information at times of crisis and disaster because of its traditions of impartiality and objectivity, even though (as noted in the article on Al-Jazeera in this special issue) this view is hotly contested. The principles of objectivity and impartiality are central to the BBC WS, which may seem paradoxical since it is funded by the Commonwealth and Foreign office, and its origins lie in empire and colonial discourse. Archive material researched by our project demonstrates the specifically ideological role of what was first called the Empire Service. The language of empire was deployed in this early programming, and there is an explicit expression of an ideological purpose (Hill). For example, at the Imperial Conference in 1930, the service was supported in terms of its political powers of “strengthening ties” between parts of the empire. This view comes from a speech by John Reith, the BBC’s first Director General, which was broadcast when the service opened. In this speech, broadcasting is identified as having come to involve a “connecting and co-ordinating link between the scattered parts of the British Empire” (Reith). Local British values are transmitted across the globe. Through the service, empire and nation are reinstated through the routine broadcasting of cyclical events, the importance of which Scannell and Cardiff describe as follows: Nothing so well illustrates the noiseless manner in which the BBC became perhaps the central agent of national culture as its cyclical role; the cyclical production year in year out, of an orderly, regular progression of festivities, rituals and celebrations—major and minor, civic and sacred—that mark the unfolding of the broadcast year. (278; italics in the original) State occasions and big moments, including those directly concerned with governance and affairs of state, and those which focused upon sport and religion, were a big part in these “noiseless” cycles, and became key elements in the making of Britishness across the globe. The BBC is “noiseless” because the timetable is assumed and taken for granted as not only what is but what should be. However, the BBC WS has been and has had to be responsive to major shifts in global and local—and, indeed, glocal—power geometries that have led to spatial transformations, notably in the reconfiguration of the service in the era of postcolonialism. Some of these massive changes have involved the large-scale movement of people and a concomitant rethinking of diaspora as a concept. Empire, like nation, operates as an “imagined community,” too big to be grasped by individuals (Anderson), as well as a material actuality. The dynamics of identification are rarely linear and there are inconsistencies and disruptions: even when the voice is officially that of empire, the practice of the World Service is much more diverse, nuanced, and dialogical. The BBC WS challenges boundaries through the connectivities of communication and through different ways of belonging and, similarly, through a problematisation of concepts like attachment and detachment; this is most notable in the way in which programming has adapted to new diasporic audiences and in the reworkings of spatiality in the shift from empire to diversity via multiculturalism. There are tensions between diaspora and multiculturalism that are apparent in a discussion of broadcasting and communication networks. Diaspora has been distinguished by mobility and hybridity (Clifford, Hall, Bhaba, Gilroy) and it has been argued that the adjectival use of diasporic offers more opportunity for fluidity and transformation (Clifford). The concept of diaspora, as it has been used to explain the fluidity and mobility of diasporic identifications, can challenge more stabilised, “classic” understandings of diaspora (Chivallon). A hybrid version of diaspora might sit uneasily with a strong sense of belonging and with the idea that the broadcast media offer a multicultural space in which each voice can be heard and a wide range of cultures are present. Tuning In engaged with ways of rethinking the BBC’s relationship to diaspora in the twenty-first century in a number of ways: for example, in the intersection of discursive regimes of representation; in the status of public service broadcasting; vis-à-vis the consequences of diverse diasporic audiences; through the role of cultural intermediaries such as journalists and writers; and via global economic and political materialities (Gillespie, Webb and Baumann). Tuning In thus provided a multi-themed and methodologically diverse exploration of how the BBC WS is itself a series of spaces which are constitutive of the transformation of diasporic identifications. Exploring the part played by the BBC WS in changing and continuing social flows and networks involves, first, reconfiguring what is understood by transnationalism, diaspora, and postcolonial relationalities: in particular, attending to how these transform as well as sometimes reinstate colonial and patriarchal discourses and practices, thus bringing together different dimensions of the local and the global. Tuning In ranges across different fields, embracing cultural, social, and political areas of experience as represented in broadcasting coverage. These fields illustrate the educative role of the BBC and the World Service that is also linked to its particular version of impartiality; just as The Archers was set up to provide information and guidance through a narrative of everyday life to rural communities and farmers after the Second World War, so the Afghan version plays an “edutainment” role (Skuse) where entertainment also serves an educational, public service information role. Indeed, the use of soap opera genre such as The Archers as a vehicle for humanitarian and health information has been very successful over the past decade, with the “edutainment” genre becoming a feature of the World Service’s broadcasting in places such as Rwanda, Somalia, Nigeria, India, Nepal, Burma, Afghanistan, and Cambodia. In a genre that has been promoted by the World Service Trust, the charitable arm of the BBC WS uses drama formats to build transnational production relationships with media professionals and to strengthen creative capacities to undertake behaviour change through communication work. Such programming, which is in the tradition of the BBC WS, draws upon the service’s expertise and exhibits both an ideological commitment to progressive social intervention and a paternalist approach drawing upon colonialist legacies. Nowadays, however, the BBC WS can be considered a diasporic contact zone, providing sites of transnational intra-diasporic contact as well as cross-cultural encounters, spaces for cross-diasporic creativity and representation, and a forum for cross-cultural dialogue and potentially cosmopolitan translations (Pratt, Clifford). These activities are, however, still marked by historically forged asymmetric power relations, notably of colonialism, imperialism, and globalisation, as well as still being dominated by hegemonic masculinity in many parts of the service, which thus represent sites of contestation, conflict, and transgression. Conversely, diasporic identities are themselves co-shaped by media representations (Sreberny). The diasporic contact zone is a relational space in which diasporic identities are made and remade and contested. Tuning In employed a diverse range of methods to analyse the part played by the BBC WS in changing and continuing social and cultural flows, networks, and reconfigurations of transnationalisms and diaspora, as well as reinstating colonial, patriarchal practices. The research deconstructed some assumptions and conditions of class-based elitism, colonialism, and patriarchy through a range of strategies. Texts are, of course, central to this work, with the BBC Archives at Caversham (near Reading) representing the starting point for many researchers. The archive is a rich source of material for researchers which carries a vast range of data including fragile memos written on scraps of paper: a very local source of global communications. Other textual material occupies the less locatable cyberspace, for example in the case of Have Your Say exchanges on the Web. People also featured in the project, through the media, in cyberspace, and physical encounters, all of which demonstrate the diverse modes of connection that have been established. Researchers worked with the BBC WS in a variety of ways, not only through interviews and ethnographic approaches, such as participant observation and witness seminars, but also through exchanges between the service, its practitioners, and the researchers (for example, through broadcasts where the project provided the content and the ideas and researchers have been part of programs that have gone out on the BBC WS (Goldblatt, Webb), bringing together people who work for the BBC and Tuning In researchers). On this point, it should be remembered that Bush House is, itself, a diasporic space which, from its geographical location in the Strand in London, has brought together diasporic people from around the globe to establish international communication networks, and has thus become the focus and locus of some of our research. What we have understood by the term “diasporic space” in this context includes both the materialities of architecture and cyberspace which is the site of digital diasporas (Anderssen) and, indeed, the virtual exchanges featured on “Have Your Say,” the online feedback site (Tuning In). Living the Glocal The BBC WS offers a mode of communication and a series of networks that are spatially located both in the UK, through the material presence of Bush House, and abroad, through the diasporic communities constituting contemporary audiences. The service may have been set up to provide news and entertainment for the British diaspora abroad, but the transformation of the UK into a multi-ethnic society “at home,” alongside its commitment to, and the servicing of, no less than 32 countries abroad, demonstrates a new mission and a new balance of power. Different diasporic communities, such as multi-ethnic Londoners, and local and British Muslims in the north of England, demonstrate the dynamics and ambivalences of what is meant by “diaspora” today. For example, the BBC and the WS play an ambiguous role in the lives of UK Muslim communities with Pakistani connections, where consumers of the international news can feel that the BBC is complicit in the conflation of Muslims with terrorists. Engaging Diaspora Audiences demonstrated the diversity of audience reception in a climate of marginalisation, often bordering on moral panic, and showed how diasporic audiences often use Al-Jazeera or Pakistani and Urdu channels, which are seen to take up more sympathetic political positions. It seems, however, that more egalitarian conversations are becoming possible through the channels of the WS. The participation of local people in the BBC WS global project is seen, for example, as in the popular “Witness Seminars” that have both a current focus and one that is projected into the future, as in the case of the “2012 Generation” (that is, the young people who come of age in 2012, the year of the London Olympics). The Witness Seminars demonstrate the recuperation of past political and social events such as “Bangladesh in 1971” (Tuning In), “The Cold War seminar” (Tuning In) and “Diasporic Nationhood” (the cultural movements reiterated and recovered in the “Literary Lives” project (Gillespie, Baumann and Zinik). Indeed, the WS’s current focus on the “2012 Generation,” including an event in which 27 young people (each of whom speaks one of the WS languages) were invited to an open day at Bush House in 2009, vividly illustrates how things have changed. Whereas in 1948 (the last occasion when the Olympic Games were held in London), the world came to London, it is arguable that, in 2012, in contemporary multi-ethnic Britain, the world is already here (Webb). This enterprise has the advantage of giving voice to the present rather than filtering the present through the legacies of colonialism that remain a problem for the Witness Seminars more generally. The democratising possibilities of sport, as well as the restrictions of its globalising elements, are well represented by Tuning In (Woodward). Sport has, of course become more globalised, especially through the development of Internet and satellite technologies (Giulianotti) but it retains powerful local affiliations and identifications. At all levels and in diverse places, there are strong attachments to local and national teams that are constitutive of communities, including diasporic and multi-ethnic communities. Sport is both typical and distinctive of the BBC World Service; something that is part of a wider picture but also an area of experience with a life of its own. Our “Sport across Diasporas” project has thus explored some of the routes the World Service has travelled in its engagement with sport in order to provide some understanding of the legacy of empire and patriarchy, as well as engaging with the multiplicities of change in the reconstruction of Britishness. Here, it is important to recognise that what began as “BBC Sport” evolved into “World Service Sport.” Coverage of the world’s biggest sporting events was established through the 1930s to the 1960s in the development of the BBC WS. However, it is not only the global dimensions of sporting events that have been assumed; so too are national identifications. There is no question that the superiority of British/English sport is naturalised through its dominance of the BBC WS airways, but the possibilities of reinterpretation and re-accommodation have also been made possible. There has, indeed, been a changing place of sport in the BBC WS, which can only be understood with reference to wider changes in the relationship between broadcasting and sport, and demonstrates the powerful synchronies between social, political, technological, economic, and cultural factors, notably those that make up the media–sport–commerce nexus that drives so much of the trajectory of contemporary sport. Diasporic audiences shape the schedule as much as what is broadcast. There is no single voice of the BBC in sport. The BBC archive demonstrates a variety of narratives through the development and transformation of the World Service’s sports broadcasting. There are, however, silences: notably those involving women. Sport is still a patriarchal field. However, the imperial genealogies of sport are inextricably entwined with the social, political, and cultural changes taking place in the wider world. There is no detectable linear narrative but rather a series of tensions and contradictions that are reflected and reconfigured in the texts in which deliberations are made. In sport broadcasting, the relationship of the BBC WS with its listeners is, in many instances, genuinely dialogic: for example, through “Have Your Say” websites and internet forums, and some of the actors in these dialogic exchanges are the broadcasters themselves. The history of the BBC and the World Service is one which manifests a degree of autonomy and some spontaneity on the part of journalists and broadcasters. For example, in the case of the BBC WS African sports program, Fast Track (2009), many of the broadcasters interviewed report being able to cover material not technically within their brief; news journalists are able to engage with sporting events and sports journalists have covered social and political news (Woodward). Sometimes this is a matter of taking the initiative or simply of being in the right place at the right time, although this affords an agency to journalists which is increasingly unlikely in the twenty-first century. The Politics of Translation: Words and Music The World Service has played a key role as a cultural broker in the political arena through what could be construed as “educational broadcasting” via the wider terrain of the arts: for example, literature, drama, poetry, and music. Over the years, Bush House has been a home-from-home for poets: internationalists, translators from classical and modern languages, and bohemians; a constituency that, for all its cosmopolitanism, was predominantly white and male in the early days. For example, in the 1930s and 1940s, Louis MacNeice was commissioning editor and surrounded by a friendship network of salaried poets, such as W. H. Auden, Dylan Thomas, C. Day Lewis, and Stephen Spender, who wrote and performed their work for the WS. The foreign language departments of the BBC WS, meanwhile, hired émigrés and exiles from their countries’ educated elites to do similar work. The biannual, book-format journal Modern Poetry in Translation (MPT), which was founded in 1965 by Daniel Weissbort and Ted Hughes, included a dedication in Weissbort’s final issue (MPT 22, 2003) to “Poets at Bush House.” This volume amounts to a celebration of the BBC WS and its creative culture, which extended beyond the confines of broadcasting spaces. The reminiscences in “Poets at Bush House” suggest an institutional culture of informal connections and a fluidity of local exchanges that is resonant of the fluidity of the flows and networks of diaspora (Cheesman). Music, too, has distinctive characteristics that mark out this terrain on the broadcast schedule and in the culture of the BBC WS. Music is differentiated from language-centred genres, making it a particularly powerful medium of cross-cultural exchange. Music is portable and yet is marked by a cultural rootedness that may impede translation and interpretation. Music also carries ambiguities as a marker of status across borders, and it combines aesthetic intensity and diffuseness. The Migrating Music project demonstrated BBC WS mediation of music and identity flows (Toynbee). In the production and scheduling notes, issues of migration and diaspora are often addressed directly in the programming of music, while the movement of peoples is a leitmotif in all programs in which music is played and discussed. Music genres are mobile, diasporic, and can be constitutive of Paul Gilroy’s “Black Atlantic” (Gilroy), which foregrounds the itinerary of West African music to the Caribbean via the Middle Passage, cross-fertilising with European traditions in the Americas to produce blues and other hybrid forms, and the journey of these forms to Europe. The Migrating Music project focused upon the role of the BBC WS as narrator of the Black Atlantic story and of South Asian cross-over music, from bhangra to filmi, which can be situated among the South Asian diaspora in east and south Africa as well as the Caribbean where they now interact with reggae, calypso, Rapso, and Popso. The transversal flows of music and lyrics encompasses the lived experience of the different diasporas that are accommodated in the BBC WS schedules: for example, they keep alive the connection between the Irish “at home” and in the diaspora through programs featuring traditional music, further demonstrating the interconnections between local and global attachments as well as points of disconnection and contradiction. Textual analysis—including discourse analysis of presenters’ speech, program trailers and dialogue and the BBC’s own construction of “world music”—has revealed that the BBC WS itself performs a constitutive role in keeping alive these traditions. Music, too, has a range of emotional affects which are manifest in the semiotic analyses that have been conducted of recordings and performances. Further, the creative personnel who are involved in music programming, including musicians, play their own role in this ongoing process of musical migration. Once again, the networks of people involved as practitioners become central to the processes and systems through which diasporic audiences are re-produced and engaged. Conclusion The BBC WS can claim to be a global and local cultural intermediary not only because the service was set up to engage with the British diaspora in an international context but because the service, today, is demonstrably a voice that is continually negotiating multi-ethnic audiences both in the UK and across the world. At best, the World Service is a dynamic facilitator of conversations within and across diasporas: ideas are relocated, translated, and travel in different directions. The “local” of a British broadcasting service, established to promote British values across the globe, has been transformed, both through its engagements with an increasingly diverse set of diasporic audiences and through the transformations in how diasporas themselves self-define and operate. On the BBC WS, demographic, social, and cultural changes mean that the global is now to be found in the local of the UK and any simplistic separation of local and global is no longer tenable. The educative role once adopted by the BBC, and then the World Service, nevertheless still persists in other contexts (“from Ambridge to Afghanistan”), and clearly the WS still treads a dangerous path between the paternalism and patriarchy of its colonial past and its responsiveness to change. In spite of competition from television, satellite, and Internet technologies which challenge the BBC’s former hegemony, the BBC World Service continues to be a dynamic space for (re)creating and (re)instating diasporic audiences: audiences, texts, and broadcasters intersect with social, economic, political, and cultural forces. The monologic “voice of empire” has been countered and translated into the language of diversity and while, at times, the relationship between continuity and change may be seen to exist in awkward tension, it is clear that the Corporation is adapting to the needs of its twenty-first century audience.
