Abstract:
Increasingly better risk mitigation will help realize the objectives of the BPRS, namely to improve the economy of the lower middle class. BPRS as one of the microfinance institutions must be faced with risks, especially financing risks. The purpose of this study is to find out the risk mitigation actions carried out by BPRS SAFIR in order to minimize risks properly. This research is a field research (field research) that uses a qualitative approach withmethod descriptive analysis. Data collection used is interviews with accounting staff and secondary data from the literature related to risk in BPRS. The analysis technique used is to classify the data obtained with each category which is then analyzed. The results of this study are: There are several stages of financing procedures at BPRS SAFIR, first is the submission of a financing application, the second is submission of the file to the Account Officer; Third initial survey by the Account Officer in charge, Fourth follow-up survey with several Account Officers; The five decisions on funding by branch managers, the sixth realization decision. The financing risk faced by BPRS SAFIR is credit risk and strategic risk, these two risks are also prioritized by BPRS SAFIR because they are caused by both partners. The mitigation measures of BPRS SAFIR in reducing risk are carried out by:First, establishing certain conditions for each financing that must be met by prospective recipients of financing facilities. The two binding guarantees are fixed assets and movable assets. Third, do monitoring periodic.

Abstract:
Purpose This paper aims to present the assumptions and the issues that arise when developing an integrated modelling methodology between a computational fluid dynamics (CFD) software applied to compartment fires and a finite element (FE) software applied to structural systems. Design/methodology/approach Particular emphasis is given to the weak coupling approach developed between the CFD code fire dynamics simulator (FDS) and the FE software SAFIR. Then, to show the potential benefits of such a methodology, a multi-storey steel-concrete composite open car park was considered. Findings Results show that the FDS–SAFIR coupling allows overcoming shortcomings of simplified models by performing the thermal analysis in the structural elements based on a more advanced modelling of the fire development, whereas it appears that the Hasemi model is more conservative in terms of thermal action. Originality/value A typical design approach using the Hasemi model is compared with a more advanced analysis that relies on the proposed FDS–SAFIR coupling.

Abstract:
Abstract This study reports results from electric field measurements coupled to high-speed camera observations of cloud-to-ground lightning to test the performance of lightning location networks in terms of its detection efficiency and location accuracy. The measurements were carried out in August 2011 in Belgium, during which 57 negative cloud-to-ground flashes, with a total of 210 strokes, were recorded. One of these flashes was followed by a continuing current of over 1 s—one of the longest ever observed in natural negative cloud-to-ground lightning. Lightning data gathered from the lightning detection network operated by the Royal Meteorological Institute of Belgium [consisting of a network employing solely Surveillance et Alerte Foudre par Interférométrie Radioélectrique (SAFIR) sensors and a network combining SAFIR and LS sensors], the European Cooperation for Lightning Detection (EUCLID), Vaisala’s Global Lightning Detection network GLD360, and the Met Office’s long-range Arrival Time Difference network (ATDnet) are evaluated against this ground-truth dataset. It is found that all networks are capable of detecting over 90% of the observed flashes, but a larger spread is observed at the level of the individual strokes. The median location accuracy varies between 0.6 and 1 km, except for the SAFIR network, locating the ground contacts with 6.1-km median accuracy. The same holds for the reported peak currents, where a good correlation is found among the networks that provide peak current estimates, apart from the SAFIR network being off by a factor of 3.

Abstract:
(1) Background: Small Animal Fast Insert for MRI detector I (SAFIR-I) is a preclinical Positron Emission Tomography (PET) insert for the Bruker BioSpec 70/30 Ultra Shield Refrigerated (USR) preclinical 7T Magnetic Resonance Imaging (MRI) system. It is designed explicitly for high-rate kinetic studies in mice and rats with injected activities reaching 500MBq, enabling truly simultaneous quantitative PET and Magnetic Resonance (MR) imaging with time frames of a few seconds in length. (2) Methods: SAFIR-I has an axial field of view of 54.2mm and an inner diameter of 114mm. It employs Lutetium Yttrium OxyorthoSilicate (LYSO) crystals and Multi Pixel Photon Counter (MPPC) arrays. The Position-Energy-Timing Application Specific Integrated Circuit, version 6, Single Ended (PETA6SE) digitizes the MPPC signals and provides time stamps and energy information. (3) Results: SAFIR-I is MR-compatible. The system’s Coincidence Resolving Time (CRT) and energy resolution are between separate-uncertainty 209.0(3)ps and separate-uncertainty 12.41(02) Full Width at Half Maximum (FWHM) at low activity and separate-uncertainty 326.89(12)ps and separate-uncertainty 20.630(011) FWHM at 550MBq, respectively. The peak sensitivity is ∼1.6. The excellent performance facilitated the successful execution of first in vivo rat studies beyond 300MBq. Based on features visible in the acquired images, we estimate the spatial resolution to be ∼2mm in the center of the Field Of View (FOV). (4) Conclusion: The SAFIR-I PET insert provides excellent performance, permitting simultaneous in vivo small animal PET/MR image acquisitions with time frames of a few seconds in length at activities of up to 500MBq.

Abstract:
Purpose This paper aims to detail the advanced natural fire simulations that were carried out for the composite steel-reinforced concrete structure of the JTI Building in Geneva, Switzerland. The results of these analyses led to a significant reduction of in the fireproofing of the steel floor framing. Design/methodology/approach Several scenarios were studied considering different thermal behaviours of the peripheral cladding. Despite the small thickness of the resisting slabs, the analyses performed with SAFIR software showed that the typical wide storey bay (12 × 15.86 m) can resist to the design’s fire temperatures without the protection of the main and secondary beams while the spandrels remain protected. For study completeness, the composite frame-membrane model was also simulated with Hasemi-localized fire routines on SAFIR. Findings The analyses have showed that the membrane behaviour of composite slabs under fire allows a significant reduction of the fire protection, even in case of small thickness of the concrete topping. The increase of the reinforcement ratio to sustain the membrane forces is widely compensated by the savings related to the fireproofing of the steel framing. Practical/implications A natural fire approach is particularly advisable in case of fully glazed buildings. In fact when the façade collapses, the entry of a large cold air quantity limits the increase of the gas temperature inside the compartment. Originality/value The analyses were carried out with recent SAFIR routines for localized fires (Hasemi fire model) and represent one of the first applications in practice. The issue of the rebar orientation in mesh is raised out. The latest SAFIR release allows the definition of a global orientation of the rebars and amends the issue.

The delineation and comprehension of the Lebanese political map can often be an exercise in futility. On almost any given day, one can just scour the headlines of the Lebanese press and observe the presentation of Lebanese domestic politics in the context of regional/extra-regional developments or its literal interaction with external actors/states. For example, on 6 May 2010, two of the leading Lebanese dailies, As-Safir and Ad-Diyar, carried distinct front page headlines which captured this reality. The leading As-Safir headline proclaimed, “The return of Junblatt from Riyadh: Mutually confirms the importance of peace with Syria.” The leading Ad-Diyar headline stated, “Municipal Elections move forward under the auspices of a Syrian-Saudi-French understanding.“

Abstract:
This study simulated two columns using the finite element software SAFIR. The first was a steel profile column and the second was a steel profile partially encased in a concrete column (SPPEC). Both columns were heated on four sides for one hour using the ISO834 standard fire curve. Two boundary conditions were considered for both columns, simply and doubly supported and loaded utilizing eccentric loading. A parametric analysis aimed to identify a thermal analysis of unprotected and protected steel columns in terms of temperature field distribution, and time-temperature curves of a few selected nodes were drawn from the SAFIR software. A thermomechanical study was also carried out using the results of the thermal analysis to determine the influence of slenderness on the resistance of the steel and the partially encased profile in concrete columns under fire solicitation. Finally, a comparison of the fire resistance of the two columns was made. The results proved that the slenderness negatively influences the fire resistance of the steel and composite columns and that the behavior of the composite columns is significantly better than the steel ones.

Abstract:
Purpose This paper aims to describe the theoretical background and main hypotheses at the basis of SAFIR®, a nonlinear finite element software for modeling structures in fire. The paper also explains how to use the software at its full extent. The discussed numerical modeling principles can be applied with other similar software. Design/methodology/approach Following a general overview of the organization of the software, the thermal analysis part is explained, with the basic equations and the different possibilities to apply thermal boundary conditions (compartment fire, localized fire, etc.). Next, the mechanical analysis part is detailed, including the time integration procedures and the different types of finite elements: beam, truss, shell, spring and solid. Finally, the material laws are described. The software capabilities and limitations are discussed throughout the paper. Findings By accommodating multiple types of finite elements and materials, by allowing the user to consider virtually any section type and to input the fire attack in multiple forms, the software SAFIR® is a comprehensive tool for investigating the behavior of structures in the fire situation. Meanwhile, being developed exclusively for its well-defined field of application, it remains relatively easy to use. Originality value The paper will improve the knowledge of readers (researchers, designers and authorities) about numerical modeling used in structural fire engineering in general and the capabilities of a particular software largely used in the fire engineering community.

AbstractIn this study, the spatiotemporal characteristics of cloud-to-ground (CG) and intracloud (IC) lightning flashes observed by Surveillance et Alerte Foudre par Interférometrie Radioélectrique (SAFIR)-3000 over the Beijing metropolitan region (BMR) during 2005–07 were investigated. The results showed the presence of 299 lightning days with 241 688 flashes, most of which were IC lightning flashes. Only 19% of the total flashes were CG lightning flashes; 14% of these CG flashes were positive. Most lightning activity occurred during the summer months (June–August), with a major diurnal peak around 1900 Beijing standard time (BST) and a secondary peak around 2300 BST. Spatial variations in flash density and lightning days both exhibited an obvious southeastwardly increasing pattern, with higher flash densities or more lightning days occurring in the southeastern plains and lower values distributed on the northwestern mountains. The Z ratio (IC/CG lightning flashes) exhibited a similar spatial pattern, but the percentage of positive CG lightning flashes showed an almost opposite pattern. The results also showed significant topographic effects on the spatiotemporal variations in lightning activity. That is, flash counts on the northeastern and southwestern mountains peaked in the afternoon, whereas those on the southeastern plains peaked in the late night to early morning, which could be attributed to the propagation of thunderstorms from the mountains to the plains. The results showed that the SAFIR-3000 lightning data are more useful than CG lightning data alone for forecasting the development and propagation of thunderstorms over the BMR.

Abstract:
Abstract Compared to traditional composite steel-concrete beams, where the concrete slab is supported by the top flange of a steel profile, in slim floor systems, the beam is integrated into the height of the concrete slab. These configurations are popular due to their cost-effectiveness and fire performance. However, fire design requires advanced calculation models, as Eurocodes do not provide a simplified method for the analysis of these types of beams when exposed to fire. The validation of the numerical models is an important issue for researchers, designers, software developers, and authorities. The European Standard for the fire design of composite steel and concrete structures, EN 1994-1-2, states that advanced calculation models must be validated against experimental test results. The paper presents the validation of a numerical model, for the thermal and mechanical analysis of slim floor beams, using SAFIR software. SAFIR is a special purpose computer program, based on the Finite Element Method, developed for the analysis of structures under elevated temperature conditions. The model is validated against an existing experimental fire test, available in the literature. The temperatures on the cross-section and the vertical beam displacements obtained numerically are reproducing very well the experimental results.

Abstract:
In this thesis we tackle the semantic gap, a long-standing problem in Information Retrieval (IR). The semantic gap can be described as the mismatch between users' queries and the way retrieval models answer to such queries. Two main lines of work have emerged over the years to bridge the semantic gap: (i) the use of external knowledge resources to enhance the bag-of-words representations used by lexical models, and (ii) the use of semantic models to perform matching between the latent representations of queries and documents. To deal with this issue, we first perform an in-depth evaluation of lexical and semantic models through different analyses [Marchesin et al., 2019]. The objective of this evaluation is to understand what features lexical and semantic models share, if their signals are complementary, and how they can be combined to effectively address the semantic gap. In particular, the evaluation focuses on (semantic) neural models and their critical aspects. Each analysis brings a different perspective in the understanding of semantic models and their relation with lexical models. The outcomes of this evaluation highlight the differences between lexical and semantic signals, and the need to combine them at the early stages of the IR pipeline to effectively address the semantic gap. Then, we build on the insights of this evaluation to develop lexical and semantic models addressing the semantic gap. Specifically, we develop unsupervised models that integrate knowledge from external resources, and we evaluate them for the medical domain - a domain with a high social value, where the semantic gap is prominent, and the large presence of authoritative knowledge resources allows us to explore effective ways to address it. For lexical models, we investigate how - and to what extent - concepts and relations stored within knowledge resources can be integrated in query representations to improve the effectiveness of lexical models. Thus, we propose and evaluate several knowledge-based query expansion and reduction techniques [Agosti et al., 2018, 2019; Di Nunzio et al., 2019]. These query reformulations are used to increase the probability of retrieving relevant documents by adding to or removing from the original query highly specific terms. The experimental analyses on different test collections for Precision Medicine - a particular use case of Clinical Decision Support (CDS) - show the effectiveness of the proposed query reformulations. In particular, a specific subset of query reformulations allow lexical models to achieve top performing results in all the considered collections. Regarding semantic models, we first analyze the limitations of the knowledge-enhanced neural models presented in the literature. Then, to overcome these limitations, we propose SAFIR [Agosti et al., 2020], an unsupervised knowledge-enhanced neural framework for IR. SAFIR integrates external knowledge in the learning process of neural IR models and it does not require labeled data for training. Thus, the representations learned within this framework are optimized for IR and encode linguistic features that are relevant to address the semantic gap. The evaluation on different test collections for CDS demonstrate the effectiveness of SAFIR when used to perform retrieval over the entire document collection or to retrieve documents for Pseudo Relevance Feedback (PRF) methods - that is, when it is used at the early stages of the IR pipeline. In particular, the quantitative and qualitative analyses highlight the ability of SAFIR to retrieve relevant documents affected by the semantic gap, as well as the effectiveness of combining lexical and semantic models at the early stages of the IR pipeline - where the complementary signals they provide can be used to obtain better answers to semantically hard queries.

Abstract:
Purpose The purpose of this paper is to propose a simplified representation of the fire load in computational fluid dynamics (CFD) to represent the effect of large-scale travelling fire and to highlight the relevance of such an approach whilst coupling the CFD results with finite element method (FEM) to evaluate related steel temperatures, comparing the numerical outcomes with experimental measurements. Design/methodology/approach This paper presents the setup of the CFD simulations (FDS software), its corresponding assumptions and the calibration via two natural fire tests whilst focusing on gas temperatures and on steel temperatures measured on a central column. For the latter, two methods are presented: one based on EN 1993-1-2 and another linking CFD and FEM (SAFIR® software). Findings This paper suggests that such an approach can allow for an acceptable representation of the travelling fire both in terms of fire spread and steel temperatures. The inevitable limitations inherent to the simplifications made during the CFD simulations are also discussed. Regarding steel temperatures, the two methods lead to quite similar results, but with the ones obtained via CFD–FEM coupling are closer to those measured. Originality/value This work has revealed that the proposed simplified representation of the fire load appears to be appropriate to evaluate the temperature of steel structural elements within reasonable limits on computational time, making it potentially desirable for practical applications. This paper also presents the first comparisons of FDS–SAFIR® coupling with experimental results, highlighting promising outcomes.

Abstract:
Seler listkowy to wartościowe warzywo o rosnącym znaczeniu gospodarczym, wykorzystywane w gospodarstwach domowych i przemyśle przetwórczym. Rośliny czterech odmian selera listkowego (‘Amsterdam’, ‘Gewone Snij’, ‘Green Cutting’, ‘Safir’) posadzono w III dekadzie kwietnia (termin przyspieszony) i II dekadzie maja (termin standardowy), zbiorów dokonano dwukrotnie w pełni lata (VII–VIII) i jesienią (X). Rośliny odmian ‘Amsterdam’ i ‘Genowe Snij’ wydały większy plon i miały większą wysokość.

Abstract:
Abstract Increasing possibilities for using lightning data—for instance, in monitoring and tracking applications—necessitate proper spatial and temporal mapping of lightning events. It is therefore of importance to assess the capabilities and limitations of a ground-based lightning network of interest to locate electromagnetic signals emitted by lightning discharges. In this paper, data covering two storm seasons, between May and September 2011 and 2012, are used to compare the spatial and temporal lightning observations of three different lightning location systems over an area covering the Benelux and France. The lightning datasets from a regional network employing Surveillance et Alerte Foudre par Interférométrie Radioélectrique (SAFIR) sensors operated by the Royal Meteorological Institute of Belgium (RMIB), a subcontinental network operated by Météorage (MTRG), and the Met Office's long-range Arrival Time Difference network (ATDnet) are considered. It is found that the median location difference among corresponding strokes and flashes between ATDnet and MTRG is 1.9 and 2.8 km, respectively, and increases by a factor of ~3 when comparing ATDnet and/or MTRG to SAFIR. The absolute mean time difference between shared events fluctuates between approximately 25 and 100 μs. Furthermore, lightning data are correlated in terms of relative detection efficiency, quantifying the number of detections that coincide between two different networks. The highest relative values are found among ATDnet and MTRG. In addition, a lower limit of ~25% of ATDnet's flashes are of type inter/intracloud. Finally, it is demonstrated that all three networks are competent in mapping the electrical activity in thunderstorms.

Abstract:
Various empirical phenomena have been regarded as problematic for accounts of Condition C, including the behavior of epithets, focus constructions, and sentences where a bound R-expression can be used for the purpose of disambiguation. I argue that these problematic data can be accounted for within the competition-based framework proposed by Safir (2004) , with slight modifications, including the adoption of an explicit focus semantics and of Dubinsky and Hamilton’s (1998) analysis of epithets as antilogophoric pronouns. In particular, I argue that several phenomena claimed to be pragmatic by Schlenker (2005) can be accounted for syntactically.
