Climate change is now real. Both scholars and scientists agree that the earth‟s climate is changing and therefore argue that developing countries of Africa and Asia, which are considered to be especially vulnerable because of their overdependence on climate sensitive resources and low adaptive capacity, should focus on adaptation programmes to build the capacity of affected communities to adapt to and cope with the effects of climatic change. But climate change adaptation programmes do not happen in a vacuum. Among other things they require proper institutional frameworks to succeed. The study

Abstract:
This study of La Salada, renamed by Cuartel’s residents as the “poor people’s shopping mall,” was founded in the early 1990’s at the height of neoliberalism by several dozen undocumented Bolivian immigrants and Argentine street hawkers in a pauperized, stigmatized and disenfranchised district near the city of Buenos Aires. By the early 2000’s, La Salada occupied a central place in public life in Cuartel and beyond; the European Union described it as “emblematic of counterfeit markets,” among the ten worst of its kind. In studying this market and the network of satellite ‘Saladitas’ that have proliferated in hundreds of neighborhoods across the country, my aim is to analyze the way the structural poor and recently impoverished middle class transformed themselves into citizens and have contributed to the emergence of a new form of life: plebeian democracy. In dialogue with Partha Chatterjee's work on 'governmentalized populations' in the global south, my discussion highlights some of the particular and distinctive features of plebeianism in contemporary Buenos Aires and its implications for the future of democratic life across the global south.

Abstract:
ICT plays a critical role in the growth and development of SMEs. Tanzania is a developing country where small and medium enterprises (SMEs) are perceived as the engine of growth, yet they have not attained the expected level. The adoption of ICT enables the SMEs to be more competitive. ICT plays a very important role in the current knowledge economy. The ICT sector presents a tremendous opportunity for economic growth. If ICT is adopted, it will significantly improve the performance and productivity of SMEs. The problem facing most of the SMEs is partial or non-adoption of technology. They have to adopt ICT in order to remain competitive and be competitive. The study investigates how the adoption of ICT could contribute to the success of small and medium enterprises (SMEs), examines impact of information and communication technologies in small and medium enterprises growth and development. Technology acceptance model was adopted by the researcher. The case study and cross-sectional survey research design was used to generate data. This is because with such a design it is easy to collect data in a short period of time from many respondents. The researcher used questionnaires to gather data from SMEs institutions covering Ilala district in Dar es Salaam, Tanzania. The researcher used the sample size of 82 respondents. Simple random sampling was used in sampling SMEs in Ilala district. The data collected from the survey was analyzed using simple percentage, mean, standard deviation, and regression analysis. The results show that T1 and T3 Pearson's correlation coefficient(r) equals .231*, indicating a strong relationship in terms of correlation. p< .037 and indicates that the coefficient is significantly different from 0. We can conclude that there is correlation between T1 and T3. In particular, it seems that the more the use of computer network it stimulates the growth and development of the SMEs (r = .231, p <.037). Also T1 and T2 Pearson's correlation coefficient(r) equals .196*, indicating a strong relationship in terms of correlation. p< .077 and indicates that the coefficient is significantly different from 0 (r = .196, p <.077). ICT has great potential in the growth and development of SMEs which is still untapped in Ilala district. The adaption of ICT in SMEs business has helped to transform business to another level, sharpen market intelligence, improve efficiency, reduce supply chain from B2C, B2B, and increase customer satisfaction.

Abstract:
In 1941 Mr. F. W. Thomas, on the staff of the News Chronicle and the Star, was advised to evacuate from Seaford and went to live in Lewes where he and his wife stayed with Mr. A. P. Pollard, Assistant Surveyor of the Sussex County Council. One day as they were touring round Chailey they found themselves near the famous Piltdown site. They had some discussion of the gravels and the circumstances of the finds. When his visitor remarked on the great evolutionary importance of the Piltdown man he was extremely surprised at his guide’s reply, which was that there was really nothing in the great discovery, and that he was entirely sceptical of it all. Mr. Pollard did not add anything more at that time. From Mr. Salzman (now President of the Sussex Archaeological Society) I learnt in August 1953 that Mr. Pollard was well acquainted with the gravels and gravel workings in the Lewes region, and that he might be able to help me with my inquiries on the history of Piltdown. When I explained I was interested in the discovery, Mr. Pollard immediately asked me whether I had any reason to distrust the discovery, and on my admitting as much, he said, ‘I am not surprised. I believe it to be a fraud. At least, that is what my old friend Harry Morris used to say.’ What Mr. Pollard had to tell me he had learnt from Harry Morris, a bank clerk and keen amateur archaeologist, whose acquaintance he had first made on taking up his post at Lewes in 1928. Morris and he became close friends, and he was Morris’s executor and saw to the donations of the latter’s collection of eoliths and other flints to the two Lewes museums. Morris in 1912 or 1913, right at the beginning, had come to the conclusion that the flints at Piltdown were not genuine. When he first saw the flints, he at once rejected them because ‘Harry Morris knew every flint bed and gravel bed in the district’.

Abstract:
This chapter outlines the step-by-step procedures for collaborative threat assessment in K–12 schools and communities. Focusing on the Salem-Keizer/Cascade model for student threat assessment and the Willamette Valley Adult Threat Advisory Team model for adult threat assessment, this chapter lists the sequential instructions and protocol for investigating and assessing threatening situations involving both youths and adults. The chapter also provides guidelines for conducting threat assessment through a collaborative process that involves both youth-serving and community-serving public agencies, such as K–12 education, higher education, law enforcement, public mental health services, youth and adult parole and probation, the courts, victim advocacy, and the district attorney’s office. While this chapter does not provide data, the model is currently being reviewed by three research projects that examine referral and intervention outcomes, including impacts on underserved and at-risk populations, overidentification of students of color, and the effectiveness of preventing the school-to-prison pipeline and expulsion. One of those projects has initially found that the model supports all students with inclusion and decreases the chances of arrest and expulsion. Finally, the chapter provides links to examples of assessment protocols with assessment questions.

Abstract:
We conducted biogeochemical investigations of Cd transport and uptake by vegetation over a metamorphic and intrusive terrane in the Fortymile River watershed and Mining District, east-central Alaska. The occurrence of Cd in eolian-dominated sub-arctic soils developed over five major rock units was examined, as well as its relative bioaccumulation in willow. Although the bioaccumulation of Cd by willow (Salix spp.) has been known for some time (Gough 1991), the connection to adverse animal health, under natural (geogenic) conditions, has only recently been demonstrated (Larison et al. 2000, Mykelbust and Pederson 1999). We present Cd data for three soil horizons and the leaf and twig material of Salix glauca L. (grayleaf willow) collected at sites within defined rock units. The cycling of Cd and its bioaccumulation in willow are compared among rock types and soil horizons. Cadmium in study area soils is derived from aeolian dust (loess) and the weathering of the primary bedrock. Plots of rare earth elements (REE, normalized to chondrite abundance’s) in samples of A, B, and C soil horizon soils were similar to REE patterns in regional loess samples and did not correspond to bedrock patterns. Not surprisingly, therefore, we found essentially no difference in the concentration of Cd in soils developed over different lithologic units. In addition, the anthropogenic input (from mining) at sites we sampled was found to be minimal. Cadmium levels in soil are generally higher than that found in the study area rock types (~2ppm)(Day2000). In our acidic soils (pH 4.5-6.0), Cd should be mobile (readily leached), and should tend to form complexes with carbonates, hydroxides, and phosphates. Interestingly, Cd concentrations decrease with increasing soil depth — a trend directly proportional to soil organic matter content. Enrichment factors (EF), a measure of the relative uptake by a plant of an element from its substrate — a sort of “bioavailability” assessment, are presented in Figure 12.2 for Cd in willow leaf material. This procedure normalizes the data, with respect to a geochemical reference element (in this case Ce), for each of the soil horizons developed over the five major rock units.

Abstract:
The Children’s Aid Society’s concept of community schools came to life in February 1992 with the opening of the Salomé Ureña de Henriquez Middle Academies (Intermediate School [IS] 218) and the opening in March 1993 of the Ellen Lurie School (Primary School [PS] 5). These were the first community schools operated by The Children’s Aid Society (CAS) in partnership with New York City’s Board of Education. PS 5 is an elementary school whose students advance to middle school at IS 218. The model has evolved into a well-integrated, multidimensional community school involving CAS, the Board (now Department) of Education, and the parents and many other partners from the broader community. Before the two schools opened, several years were spent in preparation and planning. Initially, CAS surveyed New York City communities to identify those that would benefit most from CAS’s services. This was part of an ongoing effort on CAS’s part to examine its current programs in order to modify them to meet current social and familial needs. The survey led to the selection of the Washington Heights community, which was characterized by a large influx of recent immigrants, substantial poverty, large families, and a dearth of services. A more intensive study conducted by CAS in 1987 had documented the dramatic needs of families in this community and the shortage of services available to them. The school system ranked 32nd of 32 districts in nearly every category. The type of poverty that characterizes new immigrants was endemic: very low-wage jobs, two and three families sharing one apartment, and a reluctance to accept outside help. Washington Heights was the substance- abuse and drug-trafficking hub for the tri-state area and had the city’s highest homicide rate. Teenage pregnancy rates were also among the city’s highest. This community is not unlike those that CAS has traditionally served throughout its 150-year history. What was to be strikingly different was how CAS would address these problems. In setting out to plan a service model, CAS drew on its long and rich history of operating community centers in low-income neighborhoods.
