Osmanlı Devleti, askeri ve güvenlik gibi gerekçelerle özellikle Akdeniz'in kıyı ve adalarındaki Rum nüfusun tecrübesinden yararlanarak bölgede bazı yeni tersaneler inşa etti veya var olanları geliştirdi. Bunu yaparken devletin iyi işleyen organizasyonu; uzmanlaşmış çeşitli iş kollarının ve farklı malzemelerin teminini ayrıca tüm bunların belirli merkezlerde toplanmasını mümkün kıldı. Dönemin önemli denizci devletlerinde olduğu gibi bir taraftan devletin sıkı denetimi altında ana bir tersane (İstanbul'daki Tersane-i Amire), diğer tarafta kıyı ve adalara yayılmış ve devlet denetiminin kısmen zayıf olduğu küçük ölçekli tersaneler ile Osmanlı Devleti, donanma ve denizcilik faaliyetlerini yürütmekteydi. İhtiyaç durumunda donanma-i hümayun için yapılacak gemilere gerekli marangoz ve burgucular Sakız, İstanköy, Rodos, Kaşot ve Meyis gibi adalardan sağlanmaktaydı. Ancak Yunan bağımsızlık savaşı sonrasında idari kontrolün zayıfl amasıyla birlikte bu gemicilik merkezleri, Osmanlı devleti için riskli bir durum arz etmeye başlamıştı. Çünkü Osmanlı egemenliğindeki ada ve kıyı bölgelerinden hem ham madde hem de insan gücü, başta Syros adası olmak üzere Akdeniz'de Yunan gemi yapım merkezlerine kayarak Yunan gemiciliğinin gelişimine önemli katkılarda bulunmaktaydı. Yaşanan bu sorunun diğer yönleri ise Osmanlı egemenliğindeki adaların güvenliklerinin sağlanması, adalar ve anakara arasında kaçakcılık faaliyetlerinin önlenmesi, kaçak gemi yapımından dolayı miri ormanların zarar görmesinin önüne geçilmesi ve tabii ki vergi kayıplarının engellenmesi idi. Bu nedenlerle merkezi otorite tarafından bir takım tedbirler alınmaya ve düzenlemeler yapılmaya çalışıldı. Çalışma esasen Osmanlı Devleti'nin asla onaylamadığı önemli Yunan gemi inşa merkezlerine (bu merkezlerin büyük bir kısmı yine Yunan egemenliğinde olan adalardı) yönelik yasal olmayan bu ticaret üzerinde şekillenmiştir. Bununla birlikte kaçak gemi yapımının nedenleri ve sonuçları dönemin değişen siyasi-ticari ve teknoloji çerçevesinde değerlendirilmeye çalışılacaktır. Buna karşın Osmanlı Devleti'nin kaçak inşa faaliyetlerini engellemek adına yaptığı düzenlemelere ve aldığı tedbirlere değinilerek bu tedbirlerin-düzenlemelerin adaların iktisadi ve sosyal yapılarını ne şekilde etkiledikleri üzerinde durulacaktır.

Abstract :Eyalet of the Archipelago, one of the most important provinces of the Ottoman Empire, had sanjaks consisting of the islands of Lemnos, Mytilene, Rhodes and Chios. The minerals that we will describe, although their boundaries have changed over time, are discussed in the area covering this geography. After being operated by the state during the classical period, Ottoman minerals became the focus of attention of domestic and foreign investors from the second half of the 19th century. Many of the minerals in the province we have discussed have not yet been fully determined. We see that foreigners generally aspire to minerals on the islands opened for operation. Although the state did not find it appropriate to give the operation of the mines to foreigners; determined the conditions in the specifications and regulations and granted the mining concessions. The salterns in the sanjaks were also determined. Although the operating conditions and tax rates of the mines were determined by the state, some of the mines were not operated and the state canceled the privilege of the mines in cases where taxes were not paid. In the article, all kinds of documents reflected in the archive regarding the locations, usage areas, operating privileges, taxation, export areas of the minerals in the Eyalet of the Archipelago are explained in the traces of the documents found in the Ottoman Archives of the Presidency State Archives. In the article, the material wealth of the Ottoman Empire flowing abroad with the privileges given to foreigners in the context of mines, which was one of the basic wheels of the economy, from the sanjaks to the villages and the connected islands is also mentioned.

Ömer Âli Bey Adana'da 1 Ramazan 1259/25 Eylül 1843'te doğmuş, hususi öğretmenlerden çeşitli dersler alarak oldukça iyi bir öğrenim görmüştür. Onun ailesiyle ilgili yeterli bilgiye sahip değilsek de, evlenmiş olduğunu ve eşinin muhtemelen kendisinin Dersim'deki mektupçuluğu sırasında vefat etmiş bulunduğunu düşünmekteyiz.

Abstract:
Rhetoric is a deep-rooted discipline which involves the rules that identify the condition, trueness and beauty of an addressee and its relevance with space and time. Consisting of various units such as sense, statement and aesthetic, rhetoric also contains many rules of speech that form sub-units. This discipline which, in general, is applied to as a figure of speech in verse refers to the whole body of rules that regulate the order of expressions in a general sense. Distinguished as an area of research of the classical Turkish Literature, rhetoric also serves as a discipline which concerns linguistics as a result of its interaction with language based on terminology and expression. Its quality as a discipline of rules leads rhetoric to be a question of debate due to certain deficiencies and flaws which appear due to different approaches in application, and this gives rise to certain discussions as regards to the application of rhetoric rules in the works from Turkish Literature. Among these, one example is the tract “Notes to the Rhetoric of the Ottomans” (Ta’lîkât-ı Belâgat-ı Osmâniyye), a book written by Abdurrahman Sureyya as a critique of the rhetorical work by Ahmed Cevdet Pasha titled “The Rhetoric of the Ottomans” (Belâgat-ı Osmâniyye). Identifying the deficiencies in and making the critique of the “The Rhetoric of the Ottomans” of Ahmet Cevdet Pasha, “Notes to the Rhetoric of the Ottomans” is a work featuring linguistic and literary terminologies. This study provides the linguistic and literary terms found in “Notes to the Rhetoric of the Ottomans” (Ta’lîkât-ı Belâgat-ı Osmâniyye) by Abdurrahman Sureyya in alphabetical order together with their meanings and reveals the linguistic and literary terminology data in the work.

3 Nisan 1881 Sakız depremi, Osmanlı Devleti'nin 19. yüzyılda, Sakız Adası'nın ise tarihi boyunca yaşadığı en büyük depremdir. Sakız Adası'ndaki yerleşim birimlerin üçte ikisinin harabeye dönmesine, en az 5.000 insanın ölmesine, 30.000'den fazla insanın evsiz kalmasına yol açan bu yıkıcı depremin yaraları, merkezi ve mahalli hükümet tarafından birlikte sarılmaya çalışılmıştır. Arama-kurtarma faaliyetleri, afetzedelerin iaşe ve iskânı, ihtiyaç maddelerinin tedariki ve dağıtımının organizasyonunu, adadan kaçışların önlenmesi önemli meseleler olarak karşımıza çıkmaktadır. Depremin büyük hasar ve kayıplara yol açması afet yönetimindeki zorluğu ve bazı problemleri de beraberinde getirmiştir. Afet yönetiminin başında bulunan Cezâyir-i Bahr-i Sefîd Valisi Sadık Mehmed Paşa bu yıkıcı nitelikli depremin yaralarını sarmak üzere birçok girişimde bulunmuş, ancak bazı hususlarda hem Bâb-ı Âlî hem de başkaları tarafından eleştirilmiştir. Deprem sonrasındaki kargaşa ortamında Sadık Paşa'nın istifasını kabul etmeyen Bâb-ı Âlî, depremden iki ay kadar sonra Valiyi azletmiştir. Kısacası bu makalede, deprem sonrası uygulan afet yönetimi, Vali Sadık Paşa'yı istifaya ve azle götüren süreç ve gelişmeler, deprem sonrasında düzenlenen yardım kampanyaları ve yaşanan bazı önemli olaylar, Osmanlı merkezi ve mahalli yönetimleri ile Osmanlı toplumunun bu büyük deprem sonrasındaki tutumları sorgulanmıştır. Depremin yol açtığı kayıplar ve hasarlar ise başka bir makalede ayrıntılı bir şekilde ele alınmıştır.

Abstract:
Background: Second victim phenomena (SVP) are critical to workplace and patient safety, and epidemiological data are limited to investigate the causes and impact on German health care. We investigated SVP in German nurses regarding prevalence, causes, and predisposition compared to a preceding study on German physicians (Second Victims in Deutschland/SeViD-I). Methods: We conducted a nationwide anonymous cross-sectional online study in 2020 using a modified SeViD questionnaire including the BFI-10 (personality traits). Statistical analysis was conducted using chi² tests and binary logistic regression models. Results: Of 332 nurses, 60% reported to experience SVP at least once a working lifetime, with a 12-month prevalence among SVP of 49%. Of the nurses, 24% reported recovery times of more than 1 year. In contrast to physicians from SeViD-I, a main cause for becoming a second victim was aggressive behavior by patients. High neuroticism values, higher age, and medium work life experience, but neither gender nor workplace position, were predisposing for SVP. Like SeViD-I, nurses reported demand for an institutional response in cases of SVP. Conclusions: SVP is common among German nurses and comprises other causes and a different course than in physicians. Further research should concentrate on specific prevention strategies, e.g., profession- and workplace-based educational programs.

"With the conquest of the region from (Gelibolu) Gallipoli to Tekirdag, Gallipoli became an important base of operations for the Ottoman raids into Thrace and the Balkans during the reign of Orhan Bey's son, Süleyman Pasha. Gallipoli, which had been a Sanjak center belonging to the Rumeli Beylerbeyliği until 1533, was attached to the Cezayir-i Bahr-i Sefid Governorship after Barbaros Hayrettin Pasha was appointed as Navy Commander and to this governorship. Although there was a calm period in the region until the Crimean War, when the Russians posed a threat to the Straits, the Ottoman Empire formed an alliance between France and England. With the Berlin Treaty, which was signed at the end of the 1877-78 Ottoman-Russian War, the Russians were prevented from reaching their ambitions on the Straits. Gallipoli has been the subject of historical studies due to its historical, strategic, and political importance. Yet there are not many studies about the region during the National Struggle Period. The examination of Ottoman and Republican Archives, Dr. Fahri Cemal's report on Türkiye’s Sanitary and Intimate Geography Gallipoli Province and the State Yearbooks will help to shed light on the subject. While giving information about the non-Muslims living in Gallipoli, explanations will be made about the Russians who lived in Gallipoli for nearly three years during the National Struggle Period. The process, which started with the implementation of the Mondros Armistice Agreement, will continue with the occupation of Gallipoli and the Akbaş raid, and will be completed with the Liberation of Gallipoli from the enemy occupation and its handing over to the Parliamentary Government, the signing of the Armistice of Mudanya, the Treaty of Lausanne, and the Demilitarization of Gallipoli."

Abstract:
Modern higher education needs to provide skills needed in working life, such as entrepreneurship, besides the more traditional technological competence. The Boost I&E Project2 was developed in 2020 and 2021 with the aim of generating a set of guidelines for innovation and entrepreneurship challenge-driven projects for master's programmes. The added value was created by collaborating and exchanging best practices among higher education institutions in seven different countries, with the aim of developing students' skills with an international perspective and exposure to the knowledge triangle. The implementation of Boost I&E would allow learning about the advantages and disadvantages of different approaches in a practical way, while courses on urban mobility were provided. The activities involved more than 100 students over two years. The experience concluded with the adoption of a set of guidelines based on best practices, covering several aspects. Most emphasis was placed on the methodology of the course, on sharing activities and on finding best practices and implications for stakeholders. Our experience can be useful for universities that want to open up their students to I&E.

The paper titled "Silsilat al-nasab-i Safaviyyah" describes the religious-ideological powers of Sheikh Safi ad-Din Is`haq, his ancestors and his predecessors, Sheikh Zahid Gilani and his predecessors, the plunderer invasions of Georgians to the Azerbaijani cities in the beginning of the 12th century, the reigns of the Golden Horde Janibay Sultan and Tamerlane, the materials about the foundations of the Safavid sheikhs were investigated on the materials comparatively studied and analyzed by the other sources of the period and the facts obtained from the scholars’ researches and attempted to reveal historical truths. The source that we have examined, also includes the decree issued by Shah Tahmasp I in 1559 on the approval the mutavalli of Shaikh Zahid Gilani's successors, and the decree of I Shah Abbas in 1600 on appointing Sheikh Abdal Zahidi Pirzade to the property of Sheikh Safi Mausoleum in Ardebil. On the basis of the current state of research, this study identifies and validates futureoriented competencies. Using quantitative social research methods, it then investigates demands in industry. This involved, first, an evaluation of literature and the identification of competencies for research and innovation (R&I) activities. Next, from clusters of the identified competencies I derived 14 different types. On this basis, I generated a competency profile that informs the development of a tool for R&I, the Wheel of Competencies. With this newly developed tool specific competency profiles can be generated and analysed. Second, I operationalized and implemented the competence components in a questionnaire. On this basis, 200 CEOs and heads of research and development (R&D) departments of medium-sized and large enterprises in Germany were surveyed in November and December 2021 using computer-assisted telephone interviews (CATI). All enterprises have at least 50 employees and an in-house R&D department. In addition, enterprises have to belong to one of the following industry sectors: automotive, chemical, electrical or mechanical engineering. The results show that certain competencies are in very high demand across all industries, while others are more specific to an industry sector. Overall, the results indicate that the competencies in demand address the dynamic complexity in collaborative R&I processes. The results presented here make an important evidencebased contribution to curriculum development in engineering education based on future-oriented competencies and illustrates which transfer activities and collaborative formats are increasingly relevant.

Learning to learn is one of the generic skills that are important to becoming an engineer. One outcome of the education is to be prepared for a role as an engineer with lifelong learning. In this paper, I convey experiences gained from two different approaches when implementing “learning to learn” into engineering math courses. The first approach, learning to learn was added to a mathematical course as a “bolton” approach in two initial pilots. A second approach was to include learning to learn in the course. In this approach, I wanted to utilize feedback cycles and provide information on learning to learn “as needed”. Interviews of students and experiences from the pilots have been analyzed using thematic analysis. Two different experiences were described by the students in the two classes that were included in the pilot. In one group, the smallest of the two pilot classes, not a single student dropped out in the remaining three-year of the study program. The program had a major impact. The other group, the biggest class, was more resistive. In the second approach, I wanted to utilize the role of a mathematics teacher. Here I could use the authority and the relation as a math teacher. However, introducing learning to learn as a teacher conflicted with the role as a teacher. Here I discuss key findings from four focus group interviews, in addition to my experience as a teacher, that can help to plan future course design when learning to learn is included.

The transition of students from high school to university is a changing and complicated stage. It is during the initial phase when most drop-outs from engineering degrees occur. There are several reasons for this, however, the most highlighted ones are: i) the mismatch between the students knowledge level after finishing high school and the initial level required by the university degrees; and ii) the lack of a habit and constancy of study on the part of the students. The proposed project aims to design specific tools to improve academic performance in the initial phase of the Degree in Industrial Technologies imparted at ESEIAAT by addressing the two problems mentioned before. In light of this, the measures adopted to solve these points will be tackled separately and properly explained in the following two blocks: block I) Initial level acces, block II) Monitoring of self-learning. Finally, an assessment of the strategies followed will be carried out in a final phase, block III) Integration project.

In this work the results about the use of innovative software in the subject Project I is presented. The subject is given in the Degree in Engineering in Industrial Technologies (GETI) in the School of Industrial Engineering of Barcelona (ETSEIB) of Universitat Politècnica de Catalunya (UPC). In Project I, small groups of 12 students or less are defined, with the purpose of developing a collaborative project along one semester. The project discussed in this work was prepared by two different departments: Mechanical Engineering and Statistics and Operative Investigation. It deals with the measurement of shaft diameters with a micrometre, in order to evaluate the measuring system employed. Traditionally, many activities of the subject were recorded in handwritten reports. The present academic year, within the frame of the project EQUIPA’T (equip yourself), innovative software was applied to the subject. As for the methodology, first the teachers attended a training course. Then, the application of innovative software to the subject was planned. Finally, it was implemented. Google forms was used in the first and last classes to gather information to prepare subgroups of students and to evaluate the subject respectively, Edpuzzle was employed to add questions to videos about two lessons of the manufacturing area: metrology and turning, and Trello was used to manage the design of a 3D printed support by different teams of students. In subsequent years, the application of new software is expected.

In 2013, our university has implemented a new educational model that puts team projects at the core of all BSc programmes, requiring that students develop teamwork skills. On top of this, in 2018, our Chemical Science & Engineering BSc has become an English-taught, international programme. In consideration of this challenging transition, we have developed additional training to facilitate students' acquisition of knowledge, skills, tools, and attitudes to aid conscientious intercultural teamwork. For this, it is paramount that students become aware of, and learn to appreciate, differences in the educational and cultural backgrounds of themselves and their peers. Concurrently, students should practice what they have learned and adjust their behaviour when appropriate. In this paper, we share our experiences, best practices, and lessons learned. More specifically, our study: i) explores which factors are key to a successful intercultural team, ii) investigates how diversity in teams can be cherished and used for the benefit of the team, its members, and its goals, and iii) how these teamwork skills can effectively be taught in engineering programmes. Building on this, the paper describes how the new curricular education has been designed, what is taught, and how an inclusive, regardful, and pleasant atmosphere has been created for the intercultural project teams.

HEDY - Life in the AI era is a 2-year Erasmus+ project started in November 2021 targeting higher education audience. Its goal is to offer a comprehensive and shared view of how Artificial Intelligence (AI) is affecting our lives and reshaping our socioeconomic, cultural, and human environments and to define which topics related to AI are of interest to different university studies and how they should be addressed. Four specific free and accessible sources of information will be produced to reach these goals, the first of which is the Booklet, the subject of this paper. The Booklet is an essay defining the HEDY position on life in the AI era and its aim is to identify the challenges, opportunities and expected impact of AI on four different areas: business, governance, skills & competencies, and people & lifestyle. In this paper, we summarise the content of the Booklet. In particular, we describe our methodology to build our rationales based on collecting information from two sources: i) Literature survey, and ii) Focus groups. These two sources provide a unique contribution on AI panorama by combining state of the art research with first-hand opinions and debated questions, concerns, and ideas of interacting individuals. The main finding is that there is the necessity to train citizens in AI by providing teachings, courses and trainings in schools and higher education institutes to facilitate the use and adoption of AI for young people and future generations.

Sustainability has become an integrative part of engineering education since it is not possible to discuss sustainable development without also talking about innovation capability. Political and environmental frameworks request for a drastic change in the industrial landscape and also in the way design is carried out. This paradigm change forces new approaches to education that align with the prospects of the industry and also embed considerations related to the Triple Bottom Line (i.e. economic, ecological, socio-cultural elements). Addressing the complexity of sustainability requires innovative practices for teaching and learning, leading to new methodologies that aim to develop the broad sets of competencies required from the students. In Engineering Design, theories and methods related to sustainability have been mainly focused on the Design for X elements, material circularity, and product lifecycle leaving behind the importance of contextualized knowledge of regulations, or human-related aspects that motivates the students to tackle these challenges. Therefore, this study proposes a holistic approach that encompasses a broader understanding of what educators can exploit for capacitating future engineers in sustainability-related complex problemsolving. The framework highlights three main areas to be considered when teaching sustainability for Design Engineers: i) Context & Resources, ii) Human factors & Competencies, and iii) The D4i design process. A simplified version of this framework in class as a lecture-workshop format are presented and discussed along with multiple directions for future research.

Abstract:
As educators committed to a transformative teaching and learning we need to actively engage with our new generation, promote critical thinking, and share knowledge and skills to promote sustainable developments in order to build that much needed Science Capital. At this moment the UK engineering industry is experiencing two main issues: i) a shortfall of 20,000 graduate engineers per year and ii) lack of female engineers. These two issues are a key challenge that must be addressed to guarantee a sustainable economy. To pursue these goals a STEM partnership between Glasgow Caledonian University (GCU), the Royal Navy and six Primary Schools was funded by the Royal Society Partnership Grants scheme. In this project GCU’s students worked collaboratively with 250 primary pupils from age 8 to 11 on the design and manufacturing of a Luge start ramp. Different workshops related to design, manufacturing, mechanical properties, welding and beyond were delivered by the STEM partners, while the pupils provided ideas to enhance the ramp’s design and teachers reinforced the topics prior and after each workshop. The project enables the evaluation of aspects related to the impact of actively involving young pupils in an engineering real life problem, making them act as engineers, and their change in perception towards Engineering. Other aspects that will be analysed are the impact of positive role models not only on the pupils but on pupils’ influencers (teachers and parents), as well as the inclusivity and diversity as part of the commitment to a transformative education.
