Abstract:
The entertainer Sammy Davis, Jr. was the premier celebrity fundraiser for the civil rights movement, but his public image, which consisted of an unusual combination of daring and deferential behavior, also made him vulnerable to charges of ‘accommodationism’ throughout his career. When, in 1972, Davis kissed the notoriously racist Archie Bunker on an episode of All in the Family and then hugged President Richard Nixon at the Republican National Convention a few months later, his deferential behavior overwhelmed his public image and went on to overshadow Davis's historical legacy. Thus, his political activism has received little examination. I argue that his daring and deferential behavior—reflected most famously in his affiliation with the so-called Rat Pack—allowed him to headline hugely successful benefit shows, rally black supporters of the civil rights movement, help broaden its base, and bring in other celebrities to the cause in the 1950s and 60s, often helping the movement at key moments. When, in the 1970s, the movement shifted its focus from integration to cultural nationalism, Davis continued his political activism with less successful, yet noteworthy, results. This article contributes to the historiography of Davis biographies, the civil rights movement, and the culture of celebrity.

Sammy Finer Contributed To so Many Areas of political science – comparative government, international relations, sociological theory, electoral studies – that it is often forgotten that his first love was public administration, the subject of his first two books, his Primer of public Administration, published in 1950 and his biography of Sir Edwin Chadwick published in 1952. In addition, Sammy published a seminal article on ‘The Individual Responsibiity of Ministers’ in the journal Public Administration in 1956.In that article, written in the aftermath of the Crichel Down controversy, Sammy refuted what he called the ‘folklore’ that surrounded the principle of individual responsibility, showing that there was no convention of resignation for administrative fault, and that, in any case, resignation was an ineffective remedy for departmental mismanagement.

Abstract:
The article next to the hermeneutic methodology examines the key aspects of a special model of political regime: the "ethnic democracy" of S. Smooha, which is based on the idea of the development of an ethnic nation in a state. According to this author's point of view, the main idea of this form of stability is the absolute control of the ethnic majority over the minority. It examines the reasons for the emergence of "ethnic democracy", the characteristics of its implementation in practice and the conditions of stability. When this model is implemented in practice, the State pursues the objective of central ethnic-national development in the country, as well as its isolation from other ethnic groups. Under the concept of "ethnic democracy" the ethnic minority is granted limited rights, the state constantly monitors its scope, considering the interests of the "main" nation. It is concluded that the implementation of the "ethnic democracy" model deliberately violates the right to self-identification of a part of the population (ethnic minority), therefore "ethnic democracy" is an element of state policy that addresses inequality or a desire for total assimilation.

Abstract:
The R-Matrix code SAMMY [1] is a widely used nuclear data evaluation code focused on the resolved range, which includes corrections for experimental effects. The code is still mostly written in FORTRAN 77 and uses a memory management system suitable for the time of its initial writing in 1984. A modernization effort is underway to update the code to modern software development practices. A continuous-integration testing framework was added to automate the large existing set of test cases. Improvements in memory management were implemented to make the code easier to maintain and enable enhancements. The resonance parameters and covariance information are now stored in C++ objects shared by SAMMY and AMPX [2], which is the processing code that generates nuclear data libraries for SCALE [3]. Further plans include switching to the Evaluated Nuclear Data File (ENDF) reading and writing routines in AMPX because these routines are more robust, easier to maintain, and support more features. Support for the new Generalized Nuclear Database Structure (GNDS) format [4] is also of interest. GNDS will share not only the resonance parameters but also the parameters associated with experimental correction in GNDS. The data are currently available in a binary SAMMY format, and the ability to export them to GNDS would make them more widely available and shareable. The next step will be to use the same resonance processing code at 0K in AMPX and SAMMY as an available formalism. Then, any improvements in the formalism can immediately be tested in SCALE because the reconstruction in AMPX will use the same cross section model. The new data library can then be used for testing using the VALID Benchmark suite [5] or other suitable benchmark suites.

AbstractIn 1956 entertainer Sammy Davis, Jr., attempted to organize the music industry in a campaign against juvenile delinquency, using musical public service announcements to encourage teens to stay on the right side of the law. Although popular with the public and some industry insiders, Davis's idea failed, officially because of opposition from the Recording Industry Association of America. Although Davis's campaign went nowhere, we argue that this episode provides an important illustration of the need to broaden our understanding of cultural policy studies in the context of American music history. Specifically, we argue for an approach to policy analysis that draws on poststructuralist historiography to capture the forms that cultural policy takes in the United States, including the specific factors of race, intra-industry struggles, and the persona of Sammy Davis, Jr., himself, a pivotal figure who has been largely neglected by music historians despite embodying many of the key cultural tensions of postwar U.S. society. By examining the case of Sammy Davis, Jr., vs. Juvenile Delinquency, we can achieve a better understanding of how U.S. music, U.S. culture, and cultural policy intersect.

The article describes an amazing history of a phenomenal success in South Africa at the end of the XIX and the beginning of the XX centuries of a Jewish emigrant from the Russian Empire Sammy (Samuel) Marks, rising from a peddler to a multimillionaire, called at the peak of his career the “uncrowned king of Transvaal”. He founded in cooperation with his cousin Isaac Lewis several branches of South African industrial economy and helped peaceful resolution of the Anglo-Boer war of 1899–1902. Among Marks and Lewis business interests were diamonds, gold and coal. Marks and Lewis business projects included distilleries, canning and glass factories, establishing flour-mills and brick works, erecting the country’s first hydroelectric power station. Marks pioneered in using tractors and progressive farm technologies. He was also widely respected for his generous charity activities. Sammy Marks played a significant role in the peaceful resolution of the Anglo-Boer conflict. Being a friend of Transvaal president P.Kruger and trusted by both sides of the hostilities, Marks helped to organize negotiations to end the Anglo-Boer war. Peace negotiations were held and concluded in his estate at Vereneeging in spring 1902. Peace agreements opened the way for modern statehood initially in the form of South African Union. Sammy Marks was nominated senator in the first Union parliament in 1910 and held this position till his death in 1920.
