Abstract:
Kabupaten Samosir memiliki potensi besar dalam industri pariwisata. Pengembangan sektor pariwisata di Kabupaten Samosir tentunya akan berdampak pada kehidupan masyarakat lokal terutama dibidang ekonomi, budaya (culture), sosial masyarakat dan lingkungan. Tujuan utama penelitian ini yaitu menganalisis tingkat kesiapan masyarakat lokal terhadap pengembangan pariwisata berbasis masyarakat (CBT) di Kabupaten Samosir. Pengukuran kesiapan masyarakat dengan skala likert yang terbagi atas aspek perencanaan, pengelolaan dan evaluasi pengembangan wisata berbasis masyarakat. Kemudian data dianalisis menggunakan SPSS v.20 dengan alat analisis One-way ANOVA. Hasil penelitian menunjukkan terdapat perbedaan tingkat kesiapan masyarakat pada aspek perencanaan, pengelolaan dan evaluasi pengembangan wisata berbasis masyarakat di Kabupaten Samosir. Faktor utama yang mempengaruhi tingkat kesiapan masyarakat lokal dalam pengembangan CBT di Kabupaten Samosir yaitu pendidikan dan umur.Kata kunci: kesiapan masyarakat, CBT, Kabupaten Samosir

Abstract:
Penelitian ini bertujuan untuk mengetahui karakteristik kuantitatif kambing Samosir jantan dan betina di Kabupaten Samosir Kecamatan Nainggolan. Metode yang digunakan dalam penelitian ini adalah metode observasi. Teknik pengambilan sampel secara purpossive sampling yaitu umur 6-12 bulan, tidak dalam keadaan bunting, dengan jumlah sampel sebanyak 60 ekor yang terdiri dari 30 ekor jantan dan 30 ekor betina. Data yang dihimpun adalah karakteristik kuantitatif meliputi: bobot badan, pertambahan bobot badan, panjang badan, tinggi pundak, lingkar dada, dalam dada, lebar dada, tinggi pinggul, lingkar kanon dan lingkar scrotum kambing samosir di Kabupaten Samosir. Data yang telah dikumpulkan dianalisis menggunakan uji beda rata-rata (uji-T). Vektor nilai rata-rata ukuran-ukuran tubuh Kambing Samosir dianalisis menggunakan uji statistik T2-Hotelling, selanjutnya analisis komponen utama digunakan untuk mengidentifikasi penciri bentuk dan ukuran tubuh pada ternak kambing. Pengolahan data dibantu dengan menggunakan perangkat lunak statistik Minitab 18. Hasil penelitian menunjukkan bahwa bobot badan dan pertambahan bobot badan kambing Samosir jantan lebih baik dibandingkan kambing Samosir betina. Faktor penentu ukuran tubuh adalah panjang badan sedangkan faktor penentu bentuk tubuh adalah lebar dada. Kata kunci : Karakteristik kuantitatif, Analisis komponen utama, Kambing Samosir

Abstract:
Pulau Samosir merupakan salah satu destinasi wisata unggulan di kawasan Geopark Kaldera Toba. Begitu banyak faktor terkait minat wisatawan berkunjung kembali ke Pulau Samosir. Sehingga penelitian bertujuan untuk membuktikan: 1) pengaruh daya tarik wisata dan kualitas pelayanan terhadap minat berkunjung kembali ke Pulau Samosir; dan 2) pengaruhnya melalui kepuasan pengunjung sebagai intervening. Sebanyak 274 wisatawan lokal memberikan respon pada kuesioner yang disebarkan secara langsung melalui dukungan Dinas Pariwisata Kabupaten Samosir dan mahasiswa. Pengumpulan data menggunakan kuesioner yang telah valid dan reliabel. Secara berkala tim peneliti mengumpulkan informasi dari para wisatawan yang berkunjung ke Pulau Samosir yang membutuhkan waktu sekitar 2 bulan. Teknik analisis data menggunakan analisis jalur dengan bantuan aplikasi SPSS. Temuan penelitian mengungkapkan bahwa daya tarik wisata, kualitas pelayanan, dan kepuasan pengunjung berpengaruh terhadap minat wisatawan berkunjung kembali ke Pulau Samosir. Kualitas pelayanan merupakan prediktor yang dominan pada model regresi. Namun, kepuasan pengunjung tidak efektif sebagai intervening yang memperkuat minat wisatawan berkunjung kembali. Implikasi makalah ini mengungkapkan bahwa kepuasan pengunjung perlu ditingkatkan dengan menyediakan berbagai fasilitas dan infrastruktur yang mendukung optimasi kualitas pelayanan di Pulau Samosir. Sehingga memberikan efek domino yang positif terhadap peningkatan kunjungan wisawatan ke Pulau Samosir. Kata Kunci: Minat berkunjung kembali, daya tarik, kepuasan, kualitas pelayanan.

The development of this tourism object is also stipulated by the Decree of the Samosir Regent Number 474 of 2017 concerning the Determination of Criteria and Classification of Tourism Objects in Samosir Regency which is carried out through the pattern of tourism development in ways or methods of work in optimizing the potential possessed. Criteria for tourism objects that have been regulated in tourism development policies can be used as a measure to develop tourism objects in Samosir Regency.

Abstract:
Tourism has become a very promising industry in increasing economic development. Each region is competing to market their area as a tourist destination in order to get foreign exchange. All resources, such as natural resources, human resources, special interest resources, especially cultural resources, are all maximized for the advancement of tourism. In an effort to increase regional income, the Samosir Regency Government of North Sumatra Province took a breakthrough to attract tourists to visit Samosir Island. One of the efforts made is by demonstrating cultural tourism, which is the ritual performance of mangalahat horbo bius ritual. This show is held every year in the Horas Samosir Fiesta event. The mangalahat horbo bius ritual performance began in 2008 at Batu Hobon, Limbong Sagala Village, Sianjur Mulamula Samosir Sub District. Since it was made a ritual, the mangalahat horbo bius became a show on Samosir Island, there were pros and cons in the community where the Catholic Church supported the show as the way to spread religion. Meanwhile the Samosir Regency government as the initiator of the show, has the aim to attract the interest of the visit. The party who openly rejected the show was the Batak Christian Protestant Church (HKBP). Since the beginning, the mangalahat horbo bius ritual performance has experienced controversy in the community. The aim is to attract visits to the Samosir Island area to be counter productive. Therefore, at every mangalahat horbo bius ritual performance, the number of tourist visits to Samosir Island always decreases. In this case the local community is less supportive of the show while tourists visiting Samosir Island avoid the mangalahat horbo bius ritual show for reasons of showing sadism.

Assessmentof Forage Feed on pasture land in Samosir includes determining the locations of the study based onaltitude, sampling forages and forage calculate productivity. Location of the study amounted to 15points, at an altitude of 905-1200 meters above sea level there are nine (9) research sites thatSimbolon, Simanindo, Unjur, Garoga, Marlumba, Suhisuhi Dolok, Parbaba Dolok, Onan Runggu,Sabungan Nihuta. While at an altitude up 1200 m above sea level, there are 6 locations includingresearch Tanjungan, Sidihoni, Lintong Sunut, Desa Lumban Simbolon, Sipira 32, dan Sipira 33. Theresults showed that the fresh Production of highest at an altitude 905-1200 meters above sea levelwas 2.048,27 kg/ha/harvest, and production dry matter is 814,43 kg/ha/harvest. Temporarily themean production of fresh ingredients at an altitude up 1200 m above sea level is 1.696,1 kg/ha/harvestand production dry matter is 739,28 kg/ha/harvest. Conclusion altitude on pasture gives effect to theproduction of fresh and dry matter forage.

The purpose of this article is to describe how public diplomacy is carried out by the Samosir Regency Government through the festival Samosir Music International 2018. The concepts used in this article are the three dimensions of public diplomacy by Joseph Nye; Soft Power; and Sub-Actors national in Public Diplomacy. This research used qualitative research methods. This research found that festival Samosir Music International 2018 had utilizied the role of mass media as a daily communication. In order to create more efficient and targeted communication, the Samosir Regency Government had conducted a series of events and the Indonesian music community as a strategic communication medium. In the end, the relationships between related actors, such as national and international music communities, artists, and media partners were the supporters of the creation of sustainable long-term Relationships. Artikel ini bertujuan mendeskripsikan diplomasi publik yang dilakukan Pemerintah Kabupetan Samosir melalui festival Samosir Music International 2018. Konsep yang digunakan ialah: tiga dimensi publik oleh Joseph Nye (Komunikasi Sehari-hari, Komunikasi Strategis, dan Pembangunan Hubungan Jangka Panjang), Soft Power, dan Aktor Sub-nasional dalam Diplomasi Publik. Artikel ini menggunakan metode kualitatif deskriptif. Artikel ini menemukan bahwa festival Samosir Music International tahun 2018 memanfaatkan peran media massa sebagai media komunikasi sehari-hari. Abstract:
Pre-infection results showed a significant increase in IFN-γ production by sheep PBMC 14 to 21 days post ISMM administration when cultured with live trypanosomes, while cultures from the control group were negative. No significant amounts of IFN-γ were detected in all groups during the infection period. Significant differences between the control and prophylactic groups in PBMC proliferative responses to trypanosomes were observed from 21 days after ISMM treatment until about 21 days post infection when cell viability in both groups significant dropped below the normal level. Increases in B-cells in the control and treated groups 14 to 21 days after infection were significantly higher than in the prophylactic groups. A significant decrease in CD4+ T-cells was recorded in the control and treated groups 14 to 21 days post infection, while in the prophylactic group no changes were observed. The ratio of CD4+:CD8+ T-cells significantly dropped 21 days post infection in the control and treated groups, while it increased in the prophylactic group. There were no differences in CD8+, CD5+ and γδ+ T-cell responses. Trypanosome specific IgG antibodies in serum of the prophylactic group were significantly higher than those in the control, while they were absent in the treated group. Following BCG vaccination, in vivo proliferation in the ISMM treated group was significantly less than the BCG control while the ratio of CD4+:CD8+ T-cells was higher in the ISMM group. Also, ISMM prevented a decrease in the percentage of CD4+ T cells and minimised a decrease in CD5+ and γδ+ cells. However, it had no effect on CD8+ T cells, B cells, and PPD skin test. ISMM was trypanostatic in vitro and T cell suppression decreased the prepatent period in prophylactically treated mice. In conclusion, ISMM prophylaxis modified cellular and antibody responses to T. congolense infection probably via the IFN-γ and IL-12 feedback mechanisms. This immunomodulation enhanced prophylaxis and appears not be specific to trypanosome antigens since similar changes were observed following BCG vaccination, although the end result of an infection may depend on the type of host animal and nature of antigen.

Tour à tour gloires nationales, héros, pères fondateurs ou au contraire tyrans sanguinaires et sorciers malfaisants, les résistants africains à la colonisation ont souvent connu une grande fortune littéraire et suscitent la fascination collective.D'abord investies par la littérature orale africaine et par l'historiographie coloniale, ces figures émergent souvent au tournant des indépendances et font leur apparition sur la scène culturelle : romans, pièces de théâtre, ballets, films, chants s'attachent à réécrire l'histoire dite nationale des nouveaux Etats. Interroger les représentations en littérature et dans les arts de ces figures héroïques, c'est donc analyser l'écriture de l'histoire en acte, la mémoire collective et l'imaginaire commun en formation.Notre hypothèse est la suivante : les arts, et la littérature au premier plan, jouent un rôle prépondérant dans la création d'identités collectives. Il s'agit donc de vérifier de manière pragmatique la place du fait littéraire, et plus généralement artistique, dans la formation d'imaginaires collectifs, de lier littérature, histoire, société afin d'expérimenter que la littérature n'est pas qu'un « lieu de mémoire » sanctuarisé mais qu'elle participe activement à son élaboration. Great figures, national heroes, founding fathers or on the contrary tyrannical figures or witches, African resistants to colonisation often appear in literature and arts, and they possess a fascinating aura. Those heroes have emerged since the end of the nineteenth century in oral african literature and in the colonialist European literature. Then, they morphed into National heroes during the independence period and they still play a prominent role in today's African literature and in fictions more generally.The aim of my thesis is to analyse different kinds of updating those heroes, from 1890 to the contemporary world, in fictions and “texts” in its extensive meaning. This study is inspired by Certeau's approach to historical writing. Literature (theatre, poetry, novels...) but also other texts less valued by institutions or less studied as songs, ballets (in television or in theatres), school books (as history textbooks). The latter section requires fields research, as manuals cannot be found in France.Samori (Guinea Conakry), Sarraounia (Niger) and Nehanda (Zimbabwe) were converted from historical person into narrative characters, and as such they embody the memory of the colonization process, the fascinating values (with all connotations, whether positive or negative) of a group, and a collective imagination of history. Far from being a sanctuary dedicated to the preservation of memory and history, literature plays a major role in the construction of imaginative communities and in the elaboration of a common past. Literature, through such cultural heroes or “literary myths”, performs the critical function of encompassing as well as reshaping the lines of postcolonial memory

Abstract:
World of children’s experiences, meanings, values, emotions is still an unexplored area for social sciences. Particularly interesting are children’s experiences of being a member of the modern family. In the literature a lot is written about transformations of the family as a social group, it’s functions, tasks, risks and emerging alternative entities in the form of non-normative family practices are analyzed. Much is said about the phenomenon of orphanhood also as a consequence of the crisis experienced by the family. In the analysis of the problem of orphanhood attention is primarily placed on social orphanhood as the most visible and verifiable in statistics expressing the number of children living in residential care or foster care family forms. Little is mentioned about emotional orphanhood. The issue of emotional orphanhood is complex, which makes it extremely difficult study it. Definitions found in the literature are often not unequivocal. Emotional orphanhood can be divided on psychological, spiritual, occult, caused by emigration. Definitions are based on different criteria: emotional rejection, narrowing or lack of realisation of parental functions, temporary disconnection of family members. The common part of them is the fact that every one of them describes a child that lives without satisfying basic emotional needs (love, intimacy, acceptance, understanding) due to weakening or destruction of emotional bonds.

Abstract:
This chapter describes the design and the optimization of Quadrature Voltage Controlled Oscillators (QVCOs) based on the coupling of two LC-tank VCO. This work covers the phase noise analysis, a graphical optimization approach, already used to optimize LC oscillator phase noise (Andreani, Bonfanti, Romano, & Samori, 2002), to optimize QVCO phase noise while satisfying design constraints such as power dissipation, tank amplitude, tuning range and start up condition. The cross-coupling transistors impact on phase noise for different configurations is especially addressed. The obtained BS-QVCO, using 0.35µm CMOS process, can be tuned between 2.2GHz and 2.58GHz, and shows a phase noise of -129 dBc/Hz at 1MHz offset from a 2.4 GHz carrier, for a current consumption of 9.25mW. The equivalent phase error and amplitude error between I and Q signals are respectively 0.65° and 1.87%.

About polite and naughty girls in the prose for children by Dorota Terakowska The article is an attempt at discussing the construction of heroines in the prose of Dorota Terakowska. These are usually independent and mature girls who rebel against the surrounding evil and against the rules imposed by their carers. Terakowska’s novels are directly targeted at their audience and refer to its experiences. By identifying themselves with the heroines of the story, readers can readily name their own emotions and overcome the sense of loneliness. The autobiographical character of many of the themes allows for the building of a special bond between the author and the audience, which, in turn, contributes to the building of an inter-generational community.
