Abstract The World Trade Organization (WTO)-Sanitary and Phytosanitary (SPS) agreement allows countries to use different standards and different methods of inspection for products. To achieve the targets, international standards need to be developed and the WTO-SPS agreement has assigned responsibilities to the International Plant Protection Convention (IPPC) to develop standards for plant health and International Standards for Phytosanitary Measures (ISPM). This chapter describes the IPPC as the international standard-setting body for developing international standards, guidelines and recommendations with respect to phytosanitary measures related to trade in food and agriculture. It also discusses the ISPMs, which are the standards, guidelines and recommendations recognized as the basis for phytosanitary measures applied by members of the WTO under the Agreement on the Application of Sanitary and Phytosanitary Measures (the WTO-SPS Agreement). Details of ISPMs related to plant-parasitic nematodes, how to determine their invasiveness and the subjects dealt with in this chapter are summarized.

Chapter 4 complements Chapter 3 by examining the means available for states to indirectly protect animals abroad under trade agreements dealing with technical barriers, sanitary measures, dumping, agriculture, and special treatment for majority world countries. It opens with a discussion of the indirect extraterritorial reach of labels and import restrictions under the Agreement on Technical Barriers to Trade (TBT) and then determines if the Agreement on the Application of Sanitary and Phytosanitary Measures (SPS) leaves room for protecting animals through indirect extraterritorial means. This chapter also explores the most appropriate way for members to react to dumping in animal law under the Anti-Dumping Agreement (ADA). Finally, it examines how states can use the Agreement on Agriculture (AoA) and the Special Treatment Clause to indirectly improve the lives of animals abroad through special schemes for subsidies or preferential treatment.

Despite thousands of years of toilet culture and technology, and despite the obvious benefits of sanitation for health and well-being, the great majority of people alive today do not have access to a safe system for removing human waste. The installation of safe sanitary systems depends on cooperation among many kinds of providers and users. Their collective goal is to align the benefits for health with personal and social preferences for toilet use and hygiene, while exploiting other benefits from agriculture, energy, education, environmental protection, housing, and flood protection. For individuals, families, and communities, toilets are not merely, or even mainly, to protect health. Rather, their acceptability hinges on convenience, privacy, personal safety, and dignity, where preferences are rooted in societal norms. Providing safe sanitation for all is not merely a health intervention: it is one of the mutually reinforcing processes of cultural, social, and economic development.

Abstract:
Heating and cooling consume a high amount of energy, which is today mainly provided by fossil fuels. To save fossil resources and simultaneously reduce pollutants and CO2, heating and cooling energy consumption should be reduced. Geothermal energy is a clean, inexhaustible source of energy that is available all year round because it does not depend on the weather. Nevertheless, the use of tempered subsoil air has been used as a traditional air conditioning strategy; however, nowadays, its use has been questioned by the discovery of the leaks of radon gas from the ground. The investigation searches a heat exchange system with the subsoil which prevents the introduction of radon gas into living spaces. The system that is exposed increases the performance of aerothermal heat pumps by means of thermal exchange with tempered air in the sanitary chamber. This exchange is more favorable than air at the outside temperature, increasing the COP of the machine. This system complies with the regulations for protection against radon, protecting the building from this radioactive gas.

This chapter examines the politics involved in local authority housing supply. It records hostility to the idea, especially to subsidised council housing, at the end of the 19th century and Lloyd-George’s crucial role in securing its acceptance in 1918. It charts Conservative attempts to direct state help towards needs arising from slum clearance and its implications for housing form. The politics involved in the growth of council housing in the post Second World War period are examined in relationship to the Conservative revival of the sanitary approach, the protection of rural Britain, high- rise construction and the role of the architectural profession. The political implications of the residualisation of council housing are explored with reference to the image of council housing and attitudes towards its tenants.
