Esta pesquisa teve o objetivo de traçar o perfil epidemiológico dos homicídios em São Leopoldo, comparando-o com o do Estado do Rio Grande do Sul. Trata-se de um estudo descritivo que utilizou dados disponibilizados pelo Datasus/Ministério da Saúde no período de 1996 a 2005. Os indicadores calculados foram: coeficientes de mortalidade padronizada; mortalidade proporcional segundo grupo etário; coeficiente de mortalidade segundo cor; e percentual de mortes causadas por arma de fogo. Além destes, foram construídas as taxas de mortalidade por homicídio nos municípios gaúchos com população superior a 50.000 habitantes para o período analisado. Os coeficientes de mortalidade em São Leopoldo representaram o dobro das taxas ocorridas no Estado. A população mais atingida foi a de adultos jovens e a razão entre os sexos foi de 8,4 óbitos em homens para cada óbito feminino no Rio Grande do Sul e 9,4 em São Leopoldo. 86% dos homicídios foram perpetrados por armas de fogo em São Leopoldo e 72% no Rio Grande do Sul. O risco de morrer foi 44% maior na população negra de São Leopoldo. O homicídio é uma importante causa de morte precoce no RS, embora São Leopoldo apresente um perfil de maior gravidade - taxas maiores, maior percentual de uso de armas de fogo e evidências de sobremortalidade de jovens negros quando comparado ao Estado.

O artigo tem por objetivo homenagear a figura de Germano Oscar Moehlecke. Comerciante de origem leopoldense, no Rio Grande do Sul (Brasil), foi fundador e membro atuante do Museu Histórico Visconde de São Leopoldo (MHVSL), inaugurado em 1959. Foi também fundador e membro permanente do Instituto Histórico de São Leopoldo (IHSL), inaugurado em 1975 no contexto do Biênio da Colonização e Imigração no Rio Grande do Sul. Neste evento, foi Presidente da Comissão em nível municipal. Além destes aspectos, o texto aborda o interesse de Germano Moehlecke pela história de São Leopoldo, escrita a partir de fotografias e documentos oficiais. Também analisa a produção escrita do autor. A intenção de Moehlecke, deduzimos, era construir uma outra história para a cidade e seus moradores, o que conseguiu com uma produção embasada nas fontes existentes no MHVSL, as quais queria tornar visíveis. Para dar conta da trajetória do historiador leopoldense, buscamos apoio também em seus dados pessoais, inserindo-os em seu tempo e em seu espaço. A conclusão a que chegamos, parcial, ainda, é que Germano Oscar Moehlecke foi uma importante liderança cultural na cidade de São Leopoldo pelos lugares que ocupou e pelo legado cultural que deixou.

Objetos, mobiliários e fotografias, enquanto documentos, contam-nos histórias e nos permitem refletir sobre o que se passou, reverberando um tempo por vezes distante e respondendo a questionamentos a eles feitos. Partindo desse pressuposto, buscamos, neste estudo, analisar os processos educativos que se passaram na cidade de São Leopoldo/RS, no início do século XX, particularmente entre os anos de 1905 e 1940. Para isso, tomamos como documento os mobiliários escolares, especialmente no que tange a fotografias e objetos escolares em exposição salvaguardados no Museu Histórico Visconde São Leopoldo. Os objetos foram registrados por meio fotográfico, catalogados e analisados a partir de sua materialidade. A análise realizada tem como temática a cultura material da escola à luz dos estudos realizados por Antonio Viñao Frago (1995, 2006), Rosa Fátima de Souza (2007) e Hernández Díaz (2002). Entendemos que o conjunto de objetos aqui analisados apresenta uma cultura escolar de práticas locais, em consonância com uma cultura nacional e, até mesmo, internacional. Under this assumption, we seek, in this study, to analyze the educational processes that occurred in the city of São Leopoldo/RS, at the beginning of the 20th century, particularly between the years 1905 and 1940. In this regard, we consider as documents the school furnishings, especially concerning exposed photographs and school objects safeguarded in the Visconde de São Leopoldo Historical Museum. The objects were photographed, catalogued, and analyzed from their materiality. The conducted analysis approaches the material culture of schools considering the studies undertaken by Antonio Viñao Frago (1995, 2006), Rosa Fátima de Souza (2007), and Hernández Díaz (2002). We understand that the set of objects analyzed here presents a school culture of local practices, in accord with a national culture, and even with an international one. Este artigo analisa a situação de um imigrante alemão, residente no município de São Leopoldo, Rio Grande do Sul, no contexto de nacionalização. Utiliza-se como objeto de pesquisa, correspondências recebidas pela prefeitura de São Leopoldo, no período de 1941 a 1943, relacionadas ao imigrante Henrique Katzenberg. As mesmas são analisadas tendo em vista o contexto local, nacional com base em autores que abordam o Estado Novo e a Campanha de Nacionalização. Analisar correspondências e relacioná-las com o período em que estão inseridas é uma forma de valorizar o sujeito no processo histórico. O estudo permite compreender a influência da Campanha de Nacionalização durante o Estado Novo, no cotidiano da população, de imigrantes e descendentes alemães, na localidade pesquisada.*This paper analyzes the situation of a German immigrant, resident in the municipality of São Leopoldo, Rio Grande do Sul, in the context of nationalization. We used as research object the correspondence received by the prefecture of São Leopoldo, from 1941 to 1943, related to the immigrant Henrique Katzenberg. These are analyzed in view of the local, national context based on authors who approached the New State (Estado Novo) and the Nationalization Campaign. Analyzing the correspondence and relating it to the period in which it is inserted is a way to put a value on the subject in the historical process. The study allows us to understand the influence of the Nationalization Campaign during the New State “Estado Novo”, in the daily life of the population, of German immigrants and descendants, in the researched locality.

Com o objetivo de estudar a prevalência de anemia (hemoglobina<12 g/dl) e os fatores associados, foi realizado um estudo transversal de base populacional com uma amostra representativa de 312 mulheres de 20 a 60 anos residentes em São Leopoldo, RS. As análises bivariadas incluíram testes de qui-quadrado, cálculo das razões de prevalências e intervalos de confiança de 95%. A análise multivariada foi realizada utilizando Regressão de Poisson com variância robusta. Entre o total das mulheres 19,2% (IC95%: 14,8 23,6) estavam anêmicas.A maior prevalência ocorreu nas mulheres negras (54%).. Após controle para fatores de confusão, as mulheres negras apresentaram um risco de anemia cerca de três vezes maior comparadas com as brancas (RP= 3,17; IC95%: 1,85-5,41; p<0,001). Para as mulheres de 50 anos ou mais de idade foi observado um efeito protetor comparado-as com as mulheres jovens (RP=0,44; IC95%:0,19-1,07; p=0,07). Os resultados do presente estudo indicam a necessidade de focalização das políticas públicas de combate à anemia, especialmente em mulheres negras.

Previous issue date: 2015Over recent years, the public policy proposition for sustainable schools has been establishing itself in Brazil, in order to transform elementary school institutions into sustainable education places, through encouraging sustainability education. The main purpose of this research consists in observe how the propositon for the sustainable school is constituting itself as a public policy in Brazil. This research also aims at understanding how the schools will be able to transform themselves into sustainable education places indeed and investigate if this proposition is capable of providing local movements of environmentalization. and ecologically correct attitudes. For this purpose, I spent those last two years as a teacher and reseacher searching for documents, I interviewed some people and I observed three schools from Sao Leopoldo, a metropolitan city near to Porto Alegre in Rio Grande do Sul, southern Brazil, in an attempt to understand and describe how the policy proposition for sustainable schools happens. I noticed that the environmentalization process is one of the inherent purposes of the policy for sustainable school, that helps to create sustainable educator places. as well as, it is a proposition that gives priority to the horizontal dialogue and encourages educational processes sensitizers. The children and Youth nacional conference on the Environment and the Committee for the Environment and Quality of life were identified as link between the proposition and the school and also bringing news partners. The proposition for the Sustainable School brings the Curriculum, the management and the physical spaceas shafts articulators, however was identified that without commited and available peoples these axles do not articulate. The training process was verified as essential to the strengthening of the policy, however this process needs to be present in all states of Brazil. The policy proposition for Sustainable Schools needs to be systemic to get succeed, strengthened by training process, legislation, conferences, committees, commited and availables teachers and, thereby provoker of local changes and, therefore, global.
Nos últimos anos a proposta de política pública para Escolas Sustentáveis vem se firmando no Brasil, com o intuito de transformar as escolas de educação básica em espaços educadores sustentáveis, através do incentivo à educação para a sustentabilidade. O objetivo primordial desta pesquisa consiste em ver como a proposta de Escola Sustentável está se constituindo como política pública no Brasil. Também busca compreender como as escolas poderão se transformar em espaços educadores sustentáveis efetivamente, assim como procura investigar se essa proposta é capaz de proporcionar movimentos locais de ambientalização e atitudes ecologicamente corretas. Para isso, durante os anos de 2013 e 2014, passei, como professora e, então, pesquisadora, a percorrer documentos, conversar com pessoas e observar três escolas do município de São Leopoldo/RS, na tentativa de compreender e descrever como a proposta de política para Escolas Sustentáveis acontece. Foi possível perceber que o processo de ambientalização é um dos fins intrínsecos da política para Escolas Sustentáveis, contribuindo para a construção de espaços educadores sustentáveis, assim como, é uma proposta que privilegia o diálogo horizontal e incentiva processos educativos sensibilizadores.A Conferência Nacional Infantojuvenil pelo Meio Ambiente e a Comissão pelo Meio Ambiente e Qualidade de Vida foram assinaladas como os elos entre a proposta e a escola, sendo provocadores de novos engajamentos. A proposta para Escola Sustentável traz como eixos articuladores o currículo, a gestão e o espaço físico, porém foi verificado que, sem a presença de pessoas engajadas e disponíveis esses eixos não se articularão. O processo formativo foi identificado como essencial para o fortalecimento da política, porém ele precisa estar presente em todos os estados do Brasil. A proposta de política para Escolas Sustentáveis pode se efetivar se, seguindo os apontamentos da pesquisa, for sistêmica, fortalecida pelos processos formativos, legislação, conferências, comissões, pessoas engajadas e disponíveis e, com isso, provocadora de mudanças locais e, consequentemente, globais.

Este estudo visa contribuir para a qualificação do setor de habitação de interesse social na região do Vale dos Sinos, RS, avaliando sistemas construtivos e fatores de habitabilidade no projeto deste tipo de empreendimento praticado em São Leopoldo, RS. A história da produção social da moradia coloca o Estado como um dos principais atores nos processos implementados no Brasil desde a década de 30, embora essa atuação esteja sujeita a diversas críticas, tais como a baixa qualidade dos condomínios produzidos e o afastamento dos requisitos dos usuários. Esses dois elementos provocam inevitavelmente a necessidade de intervenções, geralmente desordenadas, bem como o aumento da perda da qualidade do produto. Neste estudo, são identificados e analisados alguns dos programas oficiais mais importantes, tais como os programas em uso desde o governo de Getúlio Vargas e seus sucessores até o governo de Luís Inácio Lula da Silva. Foram utilizados, como metodologia de pesquisa, instrumentos tais como levantamento de dados documentais, APO e entrevistas com usuários e demais atores dos programas estudados, bem como a observação sistêmica do pesquisador. O objetivo geral deste estudo é avaliar programas oficiais e conjuntos habitacionais destinados à habitação de interesse social, baseado em fatores de habitabilidade no contexto de São Leopoldo, RS. Como resultado desta discussão conclui-se que os modelos estudados apresentam características que atendem parcialmente as necessidades da população assistida pelos programas de habitação de interesse social na cidade de São Leopoldo e região de entorno. E, principalmente, que a inclusão de critérios de desempenho e sustentabilidade para a produção de habitações de interesse social devem contribuir significativamente para a melhoria do produto no segmento
This study aims to contribute to the qualification of the social housing sector on the Vale dos Sinos region, RS, investigating constructin systems and habitability factors of on projects of this kind of development practiced in São Leopoldo, RS. The social production history of housing put the State as one of the mainactors on the implemented process in Brazil since 30’s even though this action is submitted to several criticisms, such as low quality of produced houses groups and the removal user requirements. Inevitably, these two elements cause necessity of intervention, usually disordered and with further increase in product quality losses. In this study some of the main official models are identified and analyzed, in use since Getúlio Vargas’s government and his successor until the Luís Inácio Lula da Silva’s government . It has been used, as aresearch methodology, some instruments such as documentary data collection, APO and interviews with users and other stakeholders of the programs studied, as well as systemic observation of the researcher. The aim of this study is to evaluate public programs and housing condominium intended for social housing based on habitability factors in the context of Sao Leopoldo, RS. As a result of this discussion it was concluded that the models studied have characteristics that partially meet the needs of the population assisted by programs of social housing in the city of São Leopoldo and the surrounding region. And mainly that the inclusion of performance criteria and sustentability for the production of social housing must contribute significantly to the improvement of the product in the segment.

As áreas úmidas estão entre os ecossistemas mais produtivos de nosso planeta com enorme importância ecológica, econômica e cultural para a humanidade. As áreas úmidas variam em tamanho, desde muito pequenas, a vastas áreas, entretanto todas são importantes para o estabelecimento de plantas raras ou endêmicas. A relação entre área e diversidade de espécies tem sido investigada por vários pesquisadores e numerosos estudos e experimentos têm desenvolvido teorias relacionando estes atributos. Entretanto a informação sobre a relação entre área e diversidade de espécies em áreas úmidas ainda é escassa. Wetlands are the most productive ecosystems around the world, with enormous ecological, economic and cultural importance for humanity. The wetlands vary in size, from small to vast areas, however, they are all important to the establishment of rare or endemic plants. The relationship between area and diversity of species has been investigated by biologists, and numerous studies and experiments have developed general theories about this relationship. However, the information about the relationship between species diversity and area in wetlands is still scarce. The inventories of wetland are used in the first stage of the conservation programs, determining the economic value of the wetlands and creating criteria for the use of these resources. O presente artigo consiste em uma pesquisa bibliográfica da literatura, baseada em artigos selecionados nas fontes eletrônicas: Scielo, Pub Med e Web of Science no período entre 1998 a 2008; nas quais foram encontrados 408 artigos e, destes, foram utilizados 60, para a discussão, juntamente com 23 livros e teses que abordam a problemática da violência e sua relação com aspectos emocionais e uso abusivo/dependência de álcool ou outras drogas, enfatizando o contexto da instituição penal. O trabalho tem por finalidade analisar a relação entre o comportamento violento e a dependência química na população carcerária. Inicia com a contextualização da violência, relacionando com aspectos emocionais, transtornos mentais e dependência química nos homens presos. The present article is a meta-analysis base on cientific articles from eletronic sites such as Scielo, Pubmed and Web of Science from 2008 to 1998. It was found 408 articles and from those 60 was considered suitable for this discussion and 23 books were found and related to this topic. The objective from this work was to analyze the relation among violent behavior, abusive use of drugs and emotional aspects from prisioners. It can be concluded that the abusive use of drugs is an important factor risk for violence and the research about it is quite relevant, because aggressive behavior can be modified, however the punishment does not change it without a better unsderstanding of the emotional aspects.

Objetivo: Estudar os determinantes dos Padrões Alimentares (PA) de mulheres residentes em uma área metropolitana do sul do país.Desenho: Estudo transversal de base populacional. Participantes: 1026 mulheres de 20 a 60 anos, residentes na zona urbana de São Leopoldo, R.S. A seleção da amostra foi realizada através de múltiplos-estágios no ano de 2003. Resultados: Os padrões alimentares com maior consumo foram: o Padrão Alimentar de Risco de Custo Baixo (PARC1), o Padrão Alimentar de Risco de Custo Alto (PARC3) e o Padrão Alimentar Saudável de Custo Baixo (PASC1). Objective: To study the determinants of dietary patterns of women from southern Brazil.Design: Population based cross-sectional study.Subjects: Women (n=1026) between 20 and 60 years-old, living in a urban area of Sao Leopoldo, R.S. The sampling was obtained through multiple stages during 2003. Results: The most prevalent dietary patterns were the Risk Pattern Low Cost (RLC), the Risk Pattern High Cost (RHC) and the Healthy Dietary Pattern High Cost (HHC). Following multivariate analysis, the Healthy Dietary Pattern Low Cost (HLC) was positively associated to age, but inversely associated with women of low education, single and smoker. The Healthy Dietary Pattern Medium Cost (HMC) was positively associated with age, education and social class, being less common on non-white women. HHC was more common among women from the classes A and B, unemployed (no income) and who did not exercise regularly. O objetivo deste trabalho é investigar este processo de municipalização da segurança pública, por meio de estudo de caso sobre a implementação da Secretaria Municipal de Segurança Pública de São Leopoldo, RS e sua atuação voltada à prevenção da violência e criminalidade. Procurou-se apresentar os antecedentes teóricos da idéia de gestão local da segurança, identificados nas primeiras formulações da Escola de Chicago, chegando às abordagens atuais de controle informal, como o movimento da Nova Prevenção, desenvolvido na Itália, como proposta complementar aos mecanismos de controle formal.As relações entre municípios, estados e União na construção de uma política pública de segurança também são abordadas. O acompanhamento da implementação da secretaria e as ações executadas em seus dois primeiros anos são descritas e analisadas. A conclusão do estudo aponta os elementos identificados como facilitadores, assim como as dificuldades enfrentadas para a implementação das políticas públicas de segurança em âmbito municipal, e indica alguns caminhos possíveis para o aprofundamento da experiência de gestão municipal da segurança no caso estudado.In the last decade, many counties all over the country are sticking to the trend of elaboration and implementation of policies addressed to public safety assurance. The objective of this work is to investigate the process of public safety municipalization, through a case study on the implementation of Sao Leopoldo Public Safety Municipal Office, in the state of Rio Grande do Sul, and its performance related to violence and crime prevention. The study attempts to present the theoretical antecedents of the idea of safety local management, identified in the first formulations of the Chicago School, coming up to the current informal control approaches, as the New Prevention movement, developed in Italy, as a complementary proposal to the mechanisms of formal control. Relations among counties, states and the Union in the construction of a safety public policy are approached also. The Municipal Office implementation follow up and the performed actions along the first two years are described and analyzed. The conclusion of the study indicates the elements identified as facilitators, as well as the difficulties faced to implement safety public policies on a municipal extent, and shows some possible paths for the experience deepening on safety municipal management related to the studied case.

Previous issue date: 2011-03-30The present work is characterized as a historical research which aimed at systematizing, building and narrating some historical events produced by the Turnen, at the Sociedade de Ginástica de São Leopoldo (SGSL São Leopoldo Gymnastics Society), RS. The research had as its meaningful time the foundation of such Society, when it was called Leopoldenser Turnverein (LTV), on 09/01/1885, up to the mid-40s, a moment in which the country faced a strong campaign of nationalization originated, mainly, on the Estado Novo (New State) policies (1937-945). As a theoretical-methodological reference we considered some ideas from the Cultural History. Thus, through primary written sources (documents, records, booklets, etc.) and secondary ones (books, articles) and a number of historical photographs, we analyzed some historical events produced by the Turnen in that institution. The research showed that the Turnen was the main reason for creating the LTV, being the main link with its members and other partner societies, until the end of the 30s. After this period, influenced by the nationalization policies of the Estado Novo (New State), the LTV went through a significant transformation process, which involved statutory changes and the change of its name as well. As a consequence, in 1938 it started to be called Sociedade de Ginástica de São Leopoldo (SGSL São Leopoldo Gymnastics Society). From this moment on, the links of the institution with the German values and culture, characteristics of the German immigrants still remained, however, differently from the previous period, they became less explicit and more discreet. Within the body practices it is highlighted the disappearance of the Turnen, as a gymnastics manifestation, with its own philosophy. This happened from the 40s on, concomitant with the emergence of gymnastics devices at the Sociedade de Ginástica de São Leopoldo (São Leopoldo Gymnastics Society) and with the intensification and proliferation of the sportivization of the gymnastics in Brazil and in Rio Grande do Sul (RS)
Este trabalho caracteriza-se como uma pesquisa histórica que teve como objetivo principal sistematizar, construir e narrar alguns acontecimentos históricos produzidas pelo Turnen, na Sociedade de Ginástica de São Leopoldo (SGSL), RS. A pesquisa teve como recorte temporal a fundação desta Sociedade, quando era chamada de Leopoldenser Turnverein (LTV), em 01/09/1885, até meados da década de 1940, momento em que o país convivia com uma forte campanha de nacionalização oriunda, principalmente, das políticas do Estado Novo (1937-945). Como referência teórico-metodológica consideramos alguns pressupostos da História Cultural. Assim, por meio de fontes escritas primárias (documentos, atas, livretos, etc.) e secundárias (livros, artigos) e de uma série de fotografias históricas, realizamos uma análise de alguns acontecimentos históricos produzidos pelo Turnen naquela instituição. A pesquisa mostrou que o Turnen foi a razão maior da criação da LTV, sendo o principal elo nas relações com seus sócios e com outras sociedades co-irmãs, até o final dos anos de 1930. Após este período, influenciada pelas políticas de nacionalização do Estado Novo, a LTV passou por um significativo processo de transformação, que envolveu mudanças estatutárias e a alteração do seu próprio nome. Como consequência, em 1938 passou a se chamar Sociedade de Ginástica de São Leopoldo (SGSL). A partir deste momento, os vínculos da instituição com os valores e com a cultura germânica, característicos dos imigrantes alemães ainda continuaram existindo, entretanto, diferente do período anterior, eles se tornaram menos explícitos e mais discretos. No âmbito das práticas corporais destaca-se o desaparecimento do Turnen, enquanto uma manifestação ginástica, com uma filosofia própria. O presente estudo tem como objetivo apreender a relação entre a atuação dos programas de produção habitacional (Resolução 460, Programa de Subsídio Habitacional e Programa de Aceleração do Crescimento/Metrô), nas comunidades - Cooperativa Bom Fim, Vila Brás e Loteamento Padre Orestes – e a incidência na produção do espaço urbano da região Nordeste da cidade de São Leopoldo/RS. O trabalho propõe uma reflexão sobre a produção do espaço urbano e a implementação de políticas de habitação social. Aproximando as leituras para o lócus da pesquisa, a cidade de São Leopoldo, o estudo buscou conhecer os processos sociais e espaciais de formação das comunidades e da cidade e como se desenvolveram as políticas habitacionais de interesse social e em particular os programas de produção habitacional Resolução 460, Programa de Subsídio Habitacional e Programa de Aceleração do Crescimento/METRÔ. Assim, a pesquisa demonstra que as comunidades, no processo de formação, consolidaram-se enquanto lugares de sobrevivência para as famílias desprovidas de condição financeira para acessar a cidade, a partir do mercado imobiliário. E, também como lugares de resistência à produção desigual do espaço urbano. A atuação dos programas habitacionais nestes lugares deve ir além do produto final “a casa”, promovendo um processo de implementação das ações que articule outros elementos necessários à garantia do direito à moradia digna e à cidade.The objective of the present study is to apprehend the relationship between the performance of housing production programs (460 Resolution, Housing Subsidy Program and Growth Acceleration Program/Metro)…) in the communities Cooperativa Bom Fim, Vila Brás and Loteamento Padre Orestes, and its incidence in urban space production in the northern part of the city of São Leopoldo/RS. A reflection about urban space production and social housing policies implementation is proposed. In approaching our research locus – the city of São Leopoldo – the study sought to learn about the social and spatial processes of constitution of the city and its communities and how housing policies of social interest were developed, especially the housing programs 460 Resolution, Housing Subsidy Program and Growth Acceleration Program/Metro. The research has shown that those communities, in their constitution process, have consolidated themselves as survival places for families lacking financial means to access the city from its real estate market, as well as resistance against the unequal production of the urban space. The performance of housing programs in these places must go beyond its final product – a house – promoting an implementation process of the actions articulating other elements necessary to guarantee housing and city rights to the citizens.

Esta pesquisa teve por objetivo estudar os sentidos e os significados que jovens egressos do Programa Nacional de Inclusão de Jovens - ProJovem Urbano - atribuíram à sua experiência de Conclusão do Ensino Fundamental, de Certificação de Conclusão do Ensino Médio e o ingresso no Ensino Superior, respectivamente, por intermédio da conclusão do ProJovem Urbano (PJU), do Exame Nacional do Ensino Médio (Enem) e do Programa Universidade para Todos (ProUni). O estudo foi realizado com jovens que participaram e concluíram o ProJovem Urbano no município de São Leopoldo, estado do Rio Grande do Sul, no período de 2009 a 2010. A escolha por estudar jovens egressos do ProJovem Urbano está relacionada à minha formação acadêmica e profissional e pela possibilidade de estudar as políticas públicas para a e educação a partir da experiência de jovens que foram beneficiários de politicas sociais, ou seja, articulamos o ProJovem Urbano com outras políticas públicas que convergiram quanto aos seus fins, a elevação da escolaridade dos jovens brasileiros. Para a realização do estudo optamos pela História Oral, enquanto como método de pesquisa e como instrumento de coleta de dados a entrevista semiestruturada. Dentre outros sentidos atribuídos pelos jovens à sua experiência destacamos que ela representou não só uma mudança de vida após a conclusão do Ensino Fundamental e Médio, mas, também, a valorização pessoal e o aumento da autoestima; a conquista de um trabalho digno e melhor remunerado; a possibilidade de fazer cursos que exigiam a escolarização básica; uma conquista pessoal mas, também, familiar e a conquista de uma profissão, entre outros. Conhecer os sentidos e significados dados pelos jovens que foram beneficiários desses Programas nos ajudou a compreender a importância, a relevância e a necessidade das políticas públicas para o campo social em nosso país, especialmente para a educação e a juventude.
This research aimed to studying the senses and meanings that youngsters egress from Urban Youngster Program – ProJovem Urbano – assigned to their experience of School Conclusion, High School Conclusion Certificate and admission to College respectively by the conclusion of Urban Youngster Program (PJU), High School National Exam (Enem) and University for all (ProUni). The study has happened with young people that took part and concluded Urban Youngster Program in the city of São Leopoldo, Rio Grande do Sul State, from 2009 to 2010. The choice for studying youngsters egress from Urban Youngster Program is related to my academic and professional formation and for the possibility of studying the public policies for education from the experience of youngsters who were benefited by public policies, so we articulated Urban Youngster Program with other public policies that converged as to their purposes, education increasing of young Brazilians. For the study we chose the Oral History, while as research method and data collection tool the semi structured interview. Among other senses assigned by youngsters to their experience we point out that it represented not only a changing of life after School and High School conclusion, but too personal value and increasing of self esteem, a more decent work achievement and better paid, the possibility of taking courses that requested basic schooling, a personal achievement but too familiar, and the achievement of a profession, among others. Knowing the senses and meanings given by youngsters who were beneficiaries of these Programs helped us to understand the importance, relevance and necessity of public policies for the social field in our country, specialy for education and youth.

AbstractAs Christopher Hilliard has noted, the 1890s and 1900s saw in Britain the development of a flourishing “literary advice industry” of which the “first goods were guidebooks” (Hilliard in To Exercise Our Talents: The Democratization of Writing in Britain. Harvard University Press, London and Cambridge, MA, 2006, p. 20). Examples include Arnold Bennett’s How to Become an Author (1903), Walter Besant’s The Pen and the Book (1899), E. H. Lacon Watson’s Hints to Young Authors (1902), and Leopold Wagner’s How to Publish a Book (1898). As this chapter will explore, these authors’ guides mix technical advice on the rules of fiction with practical advice on the workings of the publishing industry and the financial side of authorship—and in so doing, I shall argue, both reflect and help contribute to dramatic changes in public understandings of the nature of authorship and the relationship between the writer and marketplace.

As you walk into the current University of Wisconsin-Madison’s Department of Forest and Wildlife Ecology, on the second floor of Russell Laboratories, you’ll see it is a far cry from Leopold’s 424 Farm Place, next to the university cow barns. Even so, resting just outside the department’s office door is a handmade Leopold Bench—one of those simply designed pieces with crossed-plank legs holding up a plank seat and back. As the Environmental Protection Agency’s Landscaping site states: “To spy a Leopold bench in someone’s yard is to know something about the family who there resides. … Its form, resting alone under a tree or in congregation around a fire-pit, reminds us of Leopold’s thoughtfulness.” This handmade blond bench, though, is over a half-century old. It was a gift to the Professor from his department—and wood-burned into it are the names of Aldo’s secretaries and graduate students for him to remember them by, and now for us to do the same. The department, of course, has changed radically since Aldo unexpectedly left. It web page displays a photo of Aldo in the upper corner and lists twenty-two faculty members, four of whom are women (which he would have liked). The fields of expertise presented at first seem like Leopold methods and topics on steroids: forest biometry, forest genetics, molecular ecology, forest remote sensing, spatial analysis, modern climate change. Other specialties are perspectives he had already been integrating into his thinking and planning: landscape ecology, forest ecosystem ecology, tree physiology, forest and environmental history, conservation biology, land use/land cover change, hydrology, population dynamics, conservation management extension, resource policy, ecosystem management, society and natural resources. Scanning the expertise of the emeritus and affiliate faculty, you can see even further outgrowths of Leopold’s far-ranging, integrated thinking and imagining: forest pathology, natural resource and land economics, biogeochemistry, international forestry, development planning, recreation management, economic forecasting, forest soils, human behavior and resource management, nutrient and carbon cycling in forest, nursery, and urban ecosystems.

On January 15, 1915, a week after returning from his father’s funeral and two days before his twenty-eighth birthday, Leopold handed in a memo on how to restore game in District 3. He proposed that Forest Service policy should: • Consider game animals as forest “products” (just as trees are); • Manage the wild species scientifically for count and quality; Set aside land for game refuges where hunting permits would be sold and limited; • Use the profits to pay rangers to work on predator control and enforce state game laws. A plan that covered these points, claimed Leopold, could successfully bring game back to the forests of the Southwest. Ringland gave the memo his ardent approval. He recognized that, in essence, Leopold was asking the Forest Service to expand its definition of its responsibilities, and the proposal had importance for forests nationwide. Ringland advised Leopold to schedule a meeting with a representative from the Washington, DC office, Leon Kneipp. Kneipp rejected Leopold’s plan. The Forest Service would not sink any money into an expensive gamble. Kneipp felt that rangers should protect game out of a sense of public duty, and not expect any pay or time off from their tasks to do so. Nor would the Forest Service set aside land for game refuges until the public demanded it. Needless to say, Leopold was disappointed. The rejection came at a time when he faced head on the shortsightedness of the Forest Service’s policies in the grazing office. Leopold could see no way to encourage new seedlings without granting fewer grazing permits. His supervisor, John Kerr, cared only about revenues. He pushed Leopold to increase the number of permits, as well as to work out the forms and petty details. The two ended up in daily headlocks. Frustration built up in Leopold like a mountain storm. Ringland hated to see one of his most innovative foresters wasted in paperwork. He knew he would lose Leopold if he didn’t act quickly to find a position that suited Aldo’s ambitions and abilities.

But Leopold was also a romantic, who joined the Forest Service because of his love for the outdoors, a love he never lost or fully subjugated to the economic “ciphers” that so constrain public conservation work. During the last decade of his life, Leopold the romantic fashioned a little book of essays. He chose from the best of his stacks of field journals and his voluminous publications a few short essays, supplemented these with new pieces, polished them, and strung and restrung them like pearls. The manuscript, representing the essence of his long career, was given final acceptance by Oxford University Press only seven days before Leopold’s death, and the essays were published as A Sand County Almanac. The final essay in that book is “The Land Ethic,” which, Leopold said, “sets forth, in more logical terms, some ideas whereby we dissenters rationalize our dissent.” Although he was not primarily an abstract thinker, Leopold, I will assert, has been the most important figure in the history of both environmental management and environmental ethics. This evaluation is based on one reason: Having faced the environmentalists’ dilemma and, having to formulate goals and actions, he articulated a workable, practical philosophy that transcends the dilemma. The story of how he did so is a sketch of his life. Leopold was a forester in the Southwest for fifteen years. He saw the range deteriorate. He saw the main street of Carson City erode into a deep chasm, and he knew, by the early 1920s, that his agency and its Pinchotist philosophy was significantly responsible. But he was as befuddled as anyone else, and grasped at philosophical straws, or any other straws, to articulate in general terms what was going wrong. Leopold had entered the Forest Service at the height of the Hetch Hetchy controversy. He recognized, of course, that there were critics of the service, and he surely had some respect for Muir’s viewpoint.

Having made jibes at Orlando’s love-verses and drawn defensive reactions from Rosalind, Touchstone gently reproves her by appealing to nature as a third party: ‘You have said; but whether wisely or no, let the forest judge’ (3.2.117–18). Thinking ecocritically, we might hear in his advice an anticipation of Aldo Leopold’s landmark book, A Sand County Almanac (1949). Leopold redefined ecological ethics by reading his local Wisconsin landscape for signs of its biodiversity, whose value he asserted independent of its economic and social utility. He also encouraged readers to think about reciprocity and fairness in their dealings with the environments and resources they share with non-human life. Jaques’s viewpoint in As You Like It is hardly as self-disinterested as that of a forest. Yet he captures the essence of Leopold’s biocentric principles by reminding Oliver that the trees into which he has thoughtlessly, if romantically, carved his verses are entitled to their own physical integrity (3.2.251–52). Leopold’s outlook inspired the later movement, bioregionalism, which looks to identification with a landscape’s terrain, climate, and biota, or collective plant and animal life, as the basis for resistance to environmental damage caused by distant political authorities and transnational economies. In conceiving environments as ‘life-territories’ with natural rights that extend beyond those of human culture, Leopold invited people to imagine cooperative attachments to regional modes of subsistence and dwelling. Arden and surrounding Warwickshire were the life-territory where Shakespeare learned to think bioregionally. Whereas his knowledge of Windsor in Merry Wives came from passing acquaintance, his sensitivity to Arden’s place-attachments was both deeply personal and critically detached, and he integrated both perspectives into As You Like It. Topographic and social contouring of Warwickshire’s historically changing terrains dramatically heightens the visibility of Arden’s early modern bio-relations. I’ll begin exploring these by considering how Shakespeare gave his dramatic adaptation of Thomas Lodge’s prose romance Rosalynde (1590) a distinctive environmental profile. In doing so, Shakespeare created an ecological meta-commentary on Lodge’s popular forest romance.

Since Assistant Director Leopold was not needed at the lab until July 1, he took the train with Starker and Luna to Burlington to visit his mother and brothers. (Marie had married and moved to Illinois with her husband.) Together again, the “boys” immediately began plans for a trip—this time to Carhart’s proposed wilderness area in the boundary waters of Minnesota for two weeks of canoeing, camping, and fishing. Prior to trip departure, though, Aldo had to travel to Madison to prepare the way for the family move. Starker and his uncles Carl and Frederic headed straight to Ely, Minnesota, to arrange for the canoes and equipment (Luna stayed with Opa Leopold to await the arrival of the rest of his family). Their missions accomplished, Aldo and the other adventurers met and set off into the wilds of the Superior National Forest and the Canadian Quetico. The Leopold brothers had at last reached their magical North. For two weeks, the voyageurs paddled past granite outcroppings and tall pines, fishing for trout and listening to the mournful wail of loons. Aldo wrote in his journal, “The number of adventures awaiting us in this blessed country seems without end.” Later he added, “How Dad would have loved it! I am reminded of Isaac [sic] Walton’s terse but loving tribute—‘an excellent angler, now with God.’” Leopold and Starker returned to Madison, an “awfully dolled up town.” He had written earlier to Estella: “Nobody has any backyard except in the slums—not even a woodshed or fence or chickens—the backyards are open lawns just as the fronts. We have a little garden room at this place I am thinking of—which is not usually the case, but nobody keeps chickens, so we would do so at our own peril!” The rest of the family arrived shortly, and the Leopolds moved into a rented home “not far from the country.” Within the month, they bought a stucco house about a mile from the lab—at 2222 Van Hise Avenue—and their energies went into transforming it into a real home.

Estella said yes. After such news, Aldo could hardly concentrate. He wrote home, “Somehow, this time, I don’t seem to be able to write.” On December 2, he wrote in his work journal, “In at least 6 lines of work today and nothing particularly accomplished in any one.” Aldo celebrated the holidays and his engagement at the Bergeres’ with his father beside him, warmly regaled with guitar music, Spanish and Italian carols, pasta, luminarias, and piñatas. Then came the promenade of New Year’s fiestas and parties honoring New Mexico’s statehood. Work looked pretty dull in comparison. On his return to Tres Piedras, Leopold found his desk buried under requests for grazing permits. Altogether, Carson headquarters had received applications for 220,000 sheep. The new plan allowed only 198,000, and it was Leopold’s job to reject the extra applications and to make the decisions stick. He and his rangers patrolled the forests, their six-shooters at their sides. Even so, they relied mostly on forceful words as a means of persuasion. When he met ranchers or sheepers to talk, Leopold carefully left his pistols in his saddle. By March, the business of permits was well under way. Hall had accomplished the job he came for, and he moved on. Ringland promoted Leopold to acting supervisor of Carson National Forest. Aldo boasted to his fiancée: “Of all the men in our class from Forest School there are only two of us Acting Supervisors, and none are Supervisors yet.” By fall, he was Carson’s full supervisor. Leopold hired more rangers to hold the grazing situation steady. He closely inspected the rangers’ stations, work journals, and reports. When a forester’s idea or accomplishment impressed him, he dashed off “Bully!” in the margin. That summer, Aldo built a house for his bride- to- be, assisted by Estella’s brother and his own brother Frederic, who was working at headquarters for the summer. Aldo’s correspondence to his beloved never faltered.

Este artigo descreve uma investigação sobre o uso do Scratch na construção do conceito de ângulo, atendendo à questão de pesquisa: Quais as primeiras noções dos alunos em relação ao conceito de ângulo em atividades de programação no Scratch? Apresenta um estudo de caráter qualitativo, caracterizado como um estudo de casos múltiplos, realizado com 16 alunos do Ensino Fundamental de uma escola da rede pública de São Leopoldo. O aporte teórico está fundamentado nos estudos de Papert e de Gérard Vergnaud. Os resultados apontam possibilidades do software como um instrumento que auxilia na compreensão do conceito de ângulo diante das diversas situações em que o sujeito manipula o Scratch.

Este artigo apresenta o MASC, que é um modelo computacional para acessibilidade em cidades inteligentes. A utilização da computação ubíqua na área da acessibilidade oportuniza soluções para suporte a pessoas com deficiências (PcDs). Diferente das abordagens propostas, o MASC utiliza as interações das PcDs para composição de trilhas que serão oferecidas como serviço. Além disso é genérico pois suporta diferentes tipos de deficiências e é indicado para aplicações massivas. Foi desenvolvido um protótipo para avaliar desempenho e funcionalidade. Esta avaliação foi realizada com dados gerados por um simulador de contextos em uma região localizada no centro da cidade São Leopoldo - RS. Os resultados apresentados nos testes indicam que os serviços oferecidos pelo modelo podem ser implantados nas cidades inteligentes para colaborar com acessibilidade, auxiliando PcDs, profissionais da saúde e administração pública.
